and lots of questions to answer, so let's get started. breaking overnight, a another mass shooting. this time in baltimore, maryland. at least two people have been killed, and dozens of others injured after gunfire of wraps at an annual block party. we are live with the latest. plus, supreme fallout, the reaction from both sides of the aisle to the historic rulings from the high court, we're going to take a closer look at the decisions impacting student debt relief, and lgbtq plus rights. and, legal lines, hundreds of new laws, including crackdowns and undocumented migrants and the lgbtq+ community are now being enforced in florida. what this means for rhonda santa says presidential playbook of making america florida. all of this and more is coming up.

>> a good sunday morning to, you i'm katie phang. we are following the breaking news out of baltimore, maryland this morning as america experiences yet another mass shooting that has left at least two people dead and 28 others injured according to the baltimore police department. it happened last night at an annual neighborhood block party. the shooter has not yet been apprehended or identified by the police. joining me now from morris correspondent melissa parra. melissa, i know you have information. can you share with us the latest that you have? >> yeah, first of all of this is unfolding and we're all trying to learn more about this. this happened very early this morning. what i can tell you is there is a total of 30 victims. this is a staggering amount. this includes three adults dead, many more in critical condition. we don't have a lot of information, you are seeing video that was taken from the scene this morning. baltimore police say this happened at a block party and the brooklyn holmes

neighborhood just after 12:30. now that is south of the downtown waterfront, the iconic baltimore waterfronts. we're told it almost two dozen of those victims transported to local hospitals. now a short time ago we learned from baltimore's braydon scott whose held office since 2020. this morning, he's taking a moment to stress the need for more gun laws, asking anyone who knows anything to come forward because, katie, so far no suspects have been publicly identified. so far no one is in custody but katy the mayor was really, really stressing the fact that they are doing everything they can to -- we will find them. they put a number of different ways to contact baltimore police. again, you're seeing crime scene video from what unfolded this morning. so many questions are remaining open, and unfortunately not a lot of answers at this moment. we can imagine how many families are looking for

answers, wondering how their loved ones are doing. remember 30 different victims. again, two adults dead, three in critical condition. katie, a lot tangs in the balance here. it would be great to find out what exactly unfolded at that block party. >> i know you get that information, melissa, you'll be able to share with your viewers. melissa, thank you for getting us started. just moments ago, i actually had a chance to talk to baltimore's mayor. >> joining me now is baltimore mayor, brandon scott. mayor, i appreciate you taking the time. it is a tragic morning for your city. these were joining me, you can give us a little more information than what we are having our viewers wake up to this morning. what can you share with us about last night's tragic event? >> well, listen, we have a mass shooting in the brooklyn home section of baltimore city. it was carried out by some coward who decided to open fire

as they were celebrating brooklyn day an annual event that they have in the brooklyn homes every year. we have to folks who are deceased, 30 total injured, and three in critical condition right now. this is all of the information about the shooting that we have. the homicide detectives, who are the best in the country, are working. we will bring those responsible to justice, as i said earlier, i hope they hear me, i hope they think about those lives they took, in those they've impacted with every breath i take until we find them. we will find them, because we will not allow folks to cowardly attack folks in our city, to go against the neighborhood that has been fighting so hard for itself, and even our city that has seen so far this year 20% reduction in homicides. we will not let folks take this away from, especially those who are using illegal guns cowardly. >> you, know mayor, i saw earlier there was a press conference with local law enforcement. you were on the scene of the

shooting. did you have a chance at all and that time to be able to speak to the families of the two victims, and, frankly it's a big scene, it's 30 victims. two of those victims have since been pronounced deceased. >> no, not yet, not yet. as you know, when families are running to hospitals, and rushing in places like that, there will be a time in place for it, for me to be able to talk with them. unfortunately, as i have to do and we have incidents, but this is not the time for that. we're trying to make sure that we are doing everything right on the investigation side obviously, getting families information that we can get them as folks are looking for their loved ones. we, my thoughts and prayers are with those folks. we will be talking with those impacted families, especially those who have lost families. >> mayor, i wanted to ask, you i know, and we are of course aware, these are the initial stages of an investigation into this mass shooting in baltimore that our viewers are waking up

to the news this morning. is there any information that you want to impart at this time to the public in terms of, one, is the threat over, and two, is there anything that the public can be looking for terms of the perpetrator, where the perpetrators of the shooting? >> no, i'll just say that, snl say what i said earlier, someone out there knows. we want everyone who is out there, somebody knows who did. doesn't care if it's the parents, the brother, the wife, the girlfriend of those who are responsible, we need you to say something. we need you to treat this as if someone had taken the life of your son, your daughter, your father, your brother. we need to do that, step up and do the right thing. for those who carry out the act, we will find you, we will bring you to justice. again, this brings and highlights not just fall tomorrow, but our country, the need to deal with the flow of illegal guns into our communities, especially from neighborhoods outside of them.

we will continue to be focused on that here in baltimore, but our country has to be focused on that as well. >> you ran on a successful platform,, erin began a pilot program that has shown true results. a reduction and 33.8%, i want to emphasize thus, the western district of baltimore has seen a 33.8% year over year decrease in both non-fatal shootings and homicides. yet, we wake up, again this, morning to the news of 30 victims of a mass shooting. two are deceased, three in critical condition. what is the disconnect there, mayor? what is going to take to be able to make our community, in your community safe? >> well i think this is a conversation for us not just here in baltimore, not just here but around the country. we know that -- but we also know that this is, these acts of violence that you're talking about, these are folks who are resolving conflict. they see conflict with guns. guns they shouldn't have. we could do a lot in this country to resolve violence by

just banning those guns in this country. that's something congress couldn't should do today. folks shouldn't be able to have access to weapons in that way, we have to have sensible gun laws that work, that keeps weapons out of the hands of people that should not have them, we recover, on the streets of baltimore city, every year, more guns that come from states outside of maryland better than within maryland. that's because we have gone laws that actually work. we have to teach people how to resolve their conflicts in a different way we need to invest in communities that have been disinvested in. we need to hold people accountable that traffic weapons, manufacture weapons that go around gun law's for people who want to be law-abiding gun owners. all of this has to be done. this cannot just be done at the local level. it can't just be done at the state level. it has to be done on the national level. we need congress to support the presidents and making sure that we're actually doing real change to gun regulation in

this country. >> baltimore mayor, brandon scott, i know you have a lot to get to, in a lot to tend to for your community that is in grief already, frankly, this morning. i want to thank you for taking the time to join us at msnbc this morning, thank you. >> thank you very much. >> there is more severe weather on the way for the fourth of july holiday. the south is facing the brunt of it with temperatures in some states reaching as high as 115 degrees. forecasters warn that heat dome is hovering over the region and is building up on the west coast. parts of california could also see temperatures surpassing 110 degrees, and severe storms are charging across the central plains with poor air quality continuing to plague states in the midwest. msnbc news correspondent priscilla -- joins me live from a steamy and humid new orleans. good morning. thousands of people are out and about for this holiday weekend,

was that like out there and these extreme temperatures? >> yes, katie, hot and steamy indeed. it is about 83 degrees just as the sun is coming up. i would call that cold because it is only going to get hotter throughout the day. we know here in new orleans it'll take up to the high 90s, but it could feel more like 115 degrees. across the country from coast to coast, we are going to be seeing those triple digit temperatures, some 64 million people under heat alerts as we are anticipating a potential for record high temperatures in places today. to your point, it's the 4th of july weekend. a lot of folks are not letting that stop them from getting out here in new orleans they're hosting the essence festivals they have hundreds of thousands coming into the city, walk in the streets in this heat. we caught up with some folks and asked them about how they're staying cool. here's what some of them had to say. >> it's super hot. i make sure i stay hydrated. i drink all the water i can.

i drink my water. i get a dead. >> i'm just more cautious now of state in the shade, just so i don't have heatstroke. >> all great tips, especially that piece about hydration. i spoke with ems folks who are saying one of their biggest concerns this holiday weekend as folks who may be enjoying a few alcoholic drinks on bourbon street, or on the beach, and aren't drinking enough water in this heat. it's so important that folks are also drinking water. i do have some good news to report. things are expected to cool off by tomorrow, just in time for the fourth. katie. >> priscilla thompson, thanks so much for ending on the good news, i was going to ask, when we're going to see some relief? thanks a lot, priscilla. coming, up some of florida's most extreme laws are taking effect this weekend on issues from abortion and guns to immigration and gender identity. we're going to take a closer look at the real life consequences. plus, donald trump's numbers are up, even after multiple

florida this weekend courtesy of governor ron desantis and his cabal of republicans. some of these policies are the most extreme into coney and yet. and an expansion for gun rights, floridians will no longer need to train or have a permit to carry concealed firearms, despite the policy been wildly unpopular in the state. in an attack on lgbtq plus rights, desantis's don't say gay law expands to classroom instruction on sexual orientation and gender identity on all grades. and the relentless war on women, abortion is now banned after six weeks of pregnancy. and one of the most overtly

cruel laws in immigration, private companies with 25 or more employees must now use the federal e-verify's system to check the status of new workers or space severe penalties. undocumented migrants have already begun to flee the state out of here which could have a devastating impact on not just floors economy but the economy at large. joining me now is the chair of the democratic party of florida and minister of agriculture for the state of florida. it's great to have you on the show. listen with this new anti-immigration laws. you know, there are implications beyond just individual cases. experts told one of our nbc reporters that workers without legal status make up about 40% or more of the agricultural industry of florida. that's an area you obviously know, while you are the secretary of agriculture for that state. how will this new desantis law impact the industry in the states overall economic health? >> first of, all katie, thanks for having me on this morning. the implications of this new law are so drastic on this

economy. florida's economy is really based on three industries. construction agriculture, and -- and all of those it's so heavily on the population. now we are seeing just fields of crops that are not going to be having workers on their, both to planting, but also harvest dame. what this is going to do is you're going to workers who will come back to the state of florida. not only will you have agricultural commodities increasing cost not just here for the state, we feed 150 million people across the entire united states. exporting to 37 different countries. 130 billion dollar economic impact for the state of florida. when workers go away, not only are you not going to have food, but the drastic impacts it's going to have on the actual cost of these commodities. then you go to construction. you're already seen all these construction sites not having workers. it's going to slow down the already very high demands of housing market here in florida.

you're going to see the increases. not only are you impacting families, the workforce, it's going to have a drastic impact on the economy of our states, and a ripple impact the rest of the nation. >> nikki, these immigration, laws they were intended to instill fear, but some good news. despite rhonda sanchez's grand plan, floridians across the state yesterday came out to protest against them. considering the desantis slate of hey, what do you say to those who believe the florida has rolled up its will come out? >> unfortunately, they have. i say they because the democrats on this entire legislative session were fighting back in these horrific laws. unfortunately, this legislative session was the most anti worker, anti-female, anti-basically every community that has marginalized, anti-freedom, anti-democracy. unfortunately, you are seeing the impacts on peoples everyday lives. let's take an example. you have one family unit that

has maybe one, maybe dads undocumented, the mom is documented in the children who are born here. now the entire family unit is having to lift up and move outside the state of florida. the other part of this law that most people aren't even understanding is that if you go into a doctor's office, or into a hospital, if you don't speak perfect english, they're going to ask you for your papers. so already the racial profiling and you're going to have such an impact on our health care system. no, the welcome mat here has been lifted, and people are thinking that it's only affecting the texas border. unfortunately, the workforce here, up the people that make up the vibrant culture of our states, are going to be drastically impacted. >> let's switch gears to her to carry. as someone who lives in florida, who has an eight-year-old, who has a family in the state of florida, it gives me serious cause for pause and fear. this law went into effect july 1st despite an increase in mass shootings and gun violence across the u.s., including this morning's breaking news, nikki

that we started our show with out of baltimore with at least 30 victims, two of which are dead. how is this law going to make floridians less safe? >> you know, as pass commissioner, i oversaw this program. i know that in the last year of my administration, we turned away thousands of individuals who had not passed the background check. all of those individuals will not be allowed to carry permits in the state of florida with no training. in addition, i was able to suspend some of the january six individuals, some of their licenses. those individuals will now be allowed to carry here in the state of florida. 71% of floridians did not agree with this piece of legislation. now you have a state where people can go either or have bought their guns on the black market, maybe have gone someplace else to open carry areas other permits states. now you have a lot more population, you are carrying firearms that have gone through

the background check, haven't gone through the training necessary, and unfortunately we are seeing an uptick in gun violence all across the state. then, the audacity of rhonda sanchez. he vetoed $5 million that was supposed to be brought into our state to prevent gun violence into our communities. instead of trying to promote safety on our streets, safety in our communities he has done just the opposite. he is now in opening tended, armed the people of our state with the resources to make sure their communities are more safe. >> i have about 30 seconds left, i want to know, you are the new chair of the florida dance. what is the democratic party doing in the state like florida which i know we say it's red, but i do think that maybe it's purple, you know? optimistically. one of the floated dubs doing to be able to push back against this type of the slate of hate. >> these issues aren't just democratic issues. what we're doing is we are organizing, were speaking outs, we're fighting back, and we're forming an army. both democrats, non partisan

have been very devastating, can we expect the same? do we think people are going to show, up especially young voters, based upon what we see the supreme court to this last week? >> yeah. remember, when roe v. wade was overturned, there was a moment where people said, oh, voters aren't going to go on this. this is already baked in. the actual effect of losing ones rights cannot be understated. i do think that ultimately we are going to see a real run to the polls. you, know it's funny because i remember when roe v. wade was overturned, and we saw it coming because of the texas law sba. >> there was a train everyone should've seen coming. >> exactly. sba overturned roe like ten months before roe was actually been overturned. so we sort of saw this coming. the impact i still saw was so huge at the polls. the polling did not really accurately reflect that. i think that there will be more of a blow back then republicans think there will be. >> i'm going to put on a maga

conservative hat right now. not an attractive on i now. i'm going to push back for a second. i'm going to say, even donald trump, this is what my platform would be. i would say i promise you when i ran in 2016 that i would deliver a super conservative majority supreme court. i deliver. that's a deal with a double that donald trump can point to and say, i held up my aunts. how is that not a winning message for donald trump? >> it's a windy message in the primary. we're already seeing. that donald trump is very, very likely borrow in some kind of huge shake-up, going to win this gop primary. he has delivered for the maga base. the problem is, he cannot grow the electorate, right? the problem, is the swing voters and pennsylvania, and ohio, in arizona, who say to themselves, you know, i don't like abortion, but i want doctors to be able to treat a topic pregnancies. i don't like abortion but i want there to be doctors who

are not wondering if they can treat a woman or not. i do think that, so this is, you know, the second season they were very careful with the supreme court. they try to really slow their roll. there's a lot of stuff, even smaller cases, like the epa, where they limited the water act. the supreme court is really out of control. as much as john roberts tries to make it look like it's not, it really is. >> if you like they're kind of barreling across the finish line just wreaking havoc across the way. let's switch gears for a second and talk about robert f. kennedy junior, rfk junior. i have seen more than my share of the half naked pictures of him exercising or whatever. i know that he has become a darling of the republican party, even though this man is a registered democrats. make it make sense. >> it makes sense, republicans are trying to prop him up so that he can take two, three, four, 5% away from biden in some states. they don't need rfk junior to

win. you look at republicans who are supporting him, people like david, sacks who are desantis people, but just want to poll enough voters away so that biden doesn't get reelected. this is, like, absolutely a third party candidates, kind of move. they don't need him to, when they just need him to make biden lose. >> does biden thanh give rfk junior any type of credits? meaning, to see even pay attention to him in any way? >> first of, all biden is the incumbent. incumbents don't to bait to random people who decide they want to run for president. that's not how we do it in this country. no, he ignores them. i think that the biden administration is doing exactly that. they don't, i mean, first of, all rfk junior is a person for whom if he debates, you he was. he gets attention. that's why dr. peter r. -- debates, and that's why no one should debate him. he is just a crank.

his whole platform, by the, why is that vaccines cause autism. we know, again and again, they do not. this man is been responsible for people getting childhood illnesses that they should not beget in. we have eradicated them. he is a very dangerous man. he has been propped up in a very disingenuous by. >> you mentioned a minute ago about third party candidates. do you think that's an off ramp for someone like rfk junior? if he knows that there is a strong successful biden, first term administration, that he's had. but he is a good round up of winds, keeping joe biden. is that maybe where someone like rfk junior goes? >> i think that's the plan. ian there is no labels. they are trying to get a candidate too. i do think that there are a lot of people who just want biden not to get reelected because they think they know that biden will have to address the supreme court problem. and then maybe biden will support the irs, pays taxes.

i think a lot of these wealthy conservatives, taxes are the number one issue. they don't really care about the collateral damage when it comes to rights, and what happens to lgbtq people, women, and what happens. i do think that what happens as a very crave employ. >> we saw a lot of that happen. in 2016, there were people who just about their vote for trump by saying, look at my 401k. my 401k arguments, a lot of people who would've voted for trump, said i will support him. now there's the infringement of individual rights to our health lead only by democrats but by republicans and independents as well. is there an independent lane that biden can pick up with a message that is strong enough to deliver? >> it's his for the taking, right? i mean, think about all of these supreme court decisions. all of these ways in which people were infringed. i, mean supreme court is making federal policy, right? that's not how it's supposed to go. >> outside of the lane,

frankly. >> way outside their lane. i do think that there is a real opportunity here for the biden administration. look, biden has been underestimated in every point, right? at every point, from the democratic primary in 2020, to now, he has been underestimated. i wouldn't count him. out he's got smart people around him helping him, you know, make the right choices. >> i'm not catching about. in the latest nbc news, biden was ahead of donald trump by a least four points which mirrors went up in 2020. thank you so much for being here. it's always so good to see you. in coming up next, there is more action on the supreme court struck down to president biden's student debt relief plan. the limits that are now on lgbtq+ rights. i'm going to speak with ian in middle highs or so we can get down and dirty after the break. after the break even w hen we metamorphosize into our new evolved form,

the supreme court dealt a blow to lgbtq plus rights. all based on a hypothetical. the conservative super majority ruled in favor of a christian web developer by the name of laurie smith. she claimed that she didn't want to make websites for same-sex couples because it violated her first amendment rights. apparently no one, and i emphasize no one, ever asked her to ever make a website. you heard that right. it appears not a single person and a same-sex relationship ever asked lori smith for her services. so this entire case was based on what if. what if this happens in the future? the conservative majority overturned a colorado antidiscrimination law because of a fictitious bogeyman. joining me now, eganville has, our senior correspondent at fox. cnn, you and i really break down scotus. to its brass takes. this case pisses me off.

i don't understand how a case makes it all the way to the hollowed halls of the supreme court of the united states based on a lie. what is going on here? >> i am as fused as you are. the legal doctrine that should have been at play here as one called rightness. a case is not ripe if it is rooted in hypothetical facts that may or may not have happened at some point in the future. that's what this case was. it's the allegation here is that she may, at some, point design websites. she may at some point be asked by a gay couple to design websites. when that happened, she's going to say no, and then the state of colorado might try to enforce this isn't just discrimination law against her. that would be very, very bad. the supreme court's sweeping first amendment rule lane based on, again, the set of facts that has not happened yet. that's not something the courts

reportedly, allegedly requesting the website married to a woman, but that he had never made the request at all. is there no, kind, of backstop? is there no checks and balance system that exist to be able to make sure that a case like this cannot make it to the supreme court if it's not even true? >> well the checks and balances supposed to be the justice themselves, right? there is supposed to be legal doctrines that they follow because they are the law. and this, case because they are commanded by the constitution. you, know the justices, i read the new republic piece, which said that this particular person who filed the report was fake, or who filed the request is fake, but the justices knew that no one had approached this. if you read the supreme court briefs, you know nothing and the brief said that there was a real case here. they knew that they were deciding if a case, and they decided to do it anyways. the problem is, because of the

highest court, because they surfer, life and they can only be removed by -- no one can stop them when they can just make up facts about a case that isn't true. >> even the court also took moves against president biden's student loan forgiveness program, here's a biden had to say about that, take a listen. >> republican officials couldn't bear the thought of providing relief for working class, middle class americans. there is the decision to strike down the student debt relief program was mistake, was wrong. >> i just, that is their checks and balances here? our system of government, an, based on checks and balances of the three branches. what is the say about the quartz power over our executive branch? >> well, what the court did with student loans cases they overruled both of the other branches of government. there is a federal law that was passed in 2003, was extended in 2000, seven it's called the heroes act. it is really explicit that biden had the power, or, rather, the secretary of education at the power to do this. the secretary of education can

wave and modify loans during a national emergency as the secretary determines necessary, not as the supreme court determine is necessary, as the secretary of education determines necessary. congress passed that law, the secretary of education that use the authority given to him by congress to implement this loan forgiveness program, and the supreme court said, i'm sorry, we don't, caroling to strike again anyway. so this isn't a case of, you know, a battle between justice and the -- executive branch. this is a case where both of the elected branches congress, and the executives, step this program should be allowed, and we're going to implement it. the supreme court said, we know better than you. >> i have about 30 seconds toss but i wanted to highlight for our viewers, u.s. forces rahimi. i know you wrote a piece for vox about it. i am concerned the supreme court has agreed to take up this case and it's going to be

queer harry, a founder and president of national birth equity collaborative. doctor julia, it's so nice to have you here today on a very serious topic. why are black women suffering the most pregnancy complications and maternal deaths? >> thank you so much, katie, for having me. so we know that the united states does not value birthing people, that do not value women, and as your last segment show, there are policies in the supreme court. we have created a structure that when you add both blackness, anti-blackness, and also a belief that women are not fully human, you come up with policies in hospitals and situations where providers are norris, and then we are more likely to die in childbirth. this is been consistent for the last 60 years. >> the numbers are showing, doctor joy, at that home uber's are becoming a common choice among black women due to reports of racial inequality from medical providers and physicians. in fact, in 2021, the cdc reported that home births increased 21% for black women,

15% for hispanic women, and even 10% for white women. how concerned are you that black women are resorting to this? to be able to give birth amid what is being called medical racism? >> we've known for a long time, people have made choices to ensure that they can thrive. we would blame them for some of this care. some of the reason they weren't showing up is because they are being blame, shamed, and told that they're not their parents. we are worried that if we don't start blaming and shaming moms, they will do things like not be a part of the system. every other country in the world that has a better outcomes than us, which is every other high income nation, people do -- but they are a part of a system. there's a midwife that comes the, part of health care system. we have demonized the very normal way to have a baby. birth should be an exciting time for people. it should be joyful. people should be able to have the family members, that they should be able to do their traditions. we have demonized all that. i am more than if we don't stop blaming jamie people, that's

where you see things like serena, beyoncé, we see folks have been complications even when they have wealth even with the resource. what happens to the rest of us and we don't have those things? >> vice president kamala harris 's point, that we had at the beginning of your interview, and associated press survey says that the maternal mortality rate for black women with a college education, is actually almost twice the number of white women with less than a high school degree. it doesn't make a difference. socioeconomically, it doesn't make a difference when it comes to education as well. when are we attributing this discrepancy to? >> for sure. we saw that even from the cdc. there is a black women and white women both of college degrees, it's five times more likely to die in childbirth. think about that. despite our income despite our education when we show up at the hospital, you think about when serena tells that story, or when -- talks about having a baby, they show up and are dismissed, are not seen. when you have high blood pressure, if you're a block patient or a block worth in person and you go to the

hospital, they'll say her pressure is a little high. the law to stay for a long time. the next few, know the patient is having a seizure because their blood pressure is too high. these assumptions, and the stereotypes about who we are, are not, there's no biological basis for race. leon you are the same human race, just because we both have skin color, hair that are different, it doesn't make our kidneys different, our lungs different. those assumptions, those biological basis of race are killing us instead of our health care system. >> i had a really similar conversation, dr. jha, with -- about this. there are these kind of implicit biases that exists that we need to be honest about. then we need to say, you know, what it shouldn't exist and places like a physicians office unless we create medical deserts. dr. joy equip area, at love to have you back. we'll talk a bit more, hopefully the numbers get better for all women. >> thank, you thank you for even highlighting this, i appreciate it very much. thank you. >> absolutely. up next, on another hour the katie phang show, the latest on
