ight now. >> hey, everybody, i'm yasmin vossoughian, if you're joining, us welcome. if you are sticking with us, we're so thankful for that. the president embarking on an overseas trip that will be a high wire act of diplomacy, preparing a possible rift in the uk, advocating for nato to induct new members and rallying support for ukraine. and he'll have to defend the decision to arm ukraine with cluster bombs and issue getting pushback from some allies in congress. in a moment, i'm just because congresswoman, debbie dingell, and ask her where she stands on the issue, as well as much much more. also, this hour, while donald trump is on the campaign trail this weekend, there's another places rivals would like to see him. and while the former president may skip it, his main challenger is it ready to go. >> that is when people are

>> he is expected to land in a london soon. this could be the most important trip of his career. josh lederman is in london for us. we have just been getting news into the last hour. he had a conversation with erdogan. do we know where they spoke of and what came out of that conversation? >> well, yasmin, according to the turkish government, they had a chance to speak about two of the most delicate issues between the u.s. in turkey, whether the u.s. will sell f-16 fighter jets to the turks and whether turkey will allow sweden to become part of nato. it is interesting if those two issues came up in the same phone call. or spent a lot of speculation that they are connected, that the u.s. might try to use turkeys desire to buy f-16s as

leverage to persuade in turkey to allow sweden into nato. turkey has been a holdout on that. this comes fresh off of president erdogan's reelection. the turkish leader is really trying to be a diplomatic heavyweight on the ukraine war with turkey's president announcing that he plans to host president putin in turkey next month and also announcing during a meeting in the last day or so with president zelenskyy that turkey strongly supports ukraine becoming part of the nato alliance. that puts erdogan in direct conflict with president biden who has been very clear in the last day that he doesn't support ukraine joining the alliance. take a listen. >> i don't think it's ready for membership in nato. holding nato together is really critical.

i don't think there is -- bringing ukraine into the nato family now at this moment in the middle of a war. that disagreement between ukraine and the u.s. and some of these nato nations about weather now is the time in the middle of a war with russia to allow ukraine into nato is really going to hang over this whole foreign trip, yasmin, and be a key focus of the nato summit coming up in vilnius, lithuania that president biden will be attending. he is common with fresh commitments to provide cluster munitions that could kill or -- trying to show that despite their disagreements about living ukraine into nato, what types of weaponry to provide ukraine at this time, they all are strongly standing behind ukraine and will continue to provide ukraine with what it needs for its defense even as the war drags on past the 500

days mark. yasmin? >> josh lederman, thank you, josh. the president's decision to send cluster bombs, weapons outlawed by more than 100 countries, it's prompting mixed reactions from both sides of the aisle. they don't always immediately explode. children can step on them. >> russia has been using them all along. i think this fills a gap. >> russia is using them in ukraine in an aggressive war on another country. obviously, they have a very low done right. it will be using them to defend their own territory. >> i want to bring in a

democratic representative for michigan debbie dingell to talk more about this. we just heard from one of your colleagues, beverley, not giving the cluster munitions to the ukrainians amidst their offensive. where do you stand on this when it comes to the president's decision? >> it's good to be with you. i'm not happy. i have deep concerns about our use of cluster bombs. the fact of the matter, almost won her 20 countries have signed an agreement not to use cluster bombs. they are in human. i'm not quite sure the pentagon is accurate about what they say the dud rate is. they have consulted with congress. i think they should have consulted with congress more. i think you're going to see amendments in the house this month to deal with this. i am very, very deeply concerned. i support the people of ukraine. i am very concerned about this

war. i am sorry. i think we are crossing a line. >> to be clear here, the president has said no to providing cluster munitions even at a time when president putin has weaknesses domestically and ukraine is in the midst of this offensive. >> i am concerned. i'm deeply concerned. there is a reason why more than 100 countries have opposed the use of cluster bombs. most of them are allies. >> where do you stand on ukraine joining nato? the president said today that now is not the time. not seeing no forever, but right now, nato and the unity within nato is incredibly precarious. united states isn't ready to support ukraine joining nato at this moment. where do you stand on the? >> look, i think most of my colleagues in congress are supportive of ukraine but don't believe now is the time for them to join nato. they have to win a war.

nato is one of the most important organizations that we are in with our allies. i believe that the president is right on this but i believe we have heard from republicans and democrats today who are expressing that now is not the time and i need to win the war first. >> i want to shift gears a little bit well i have you and talk a little bit about 24. we've been seeing the president on the campaign trail and touting bidenomics or just being president of the united states and visiting parts of the country. the washington post said this. he is close to 2 to 1 negative in peoples perception of his leadership on the issue. many say they believe that donald trump has a more effective, was a more effective steward of the economy than biden's despite the fact that the economy collapsed under trump during the opening phase of this pandemic.

there is some partisanship there. do you think the president really moves the needle when it comes to biden almanacs or the handling of the economy with independents? >> i'm going to be blunt. i've been home for two weeks. you know me, when i'm home, i'm at every local festival, the farmers markets. i have been at nonstop events for two weeks talking to a lot of people. there are people that come up to me and say the president is doing a great job. i'm in the union halls and the president of tick has to get in those union holes. he has to talk to people. when you tell them what he has done, they are light, they don't understand it. i do believe he is bringing the supply chain home. unemployment is at the lowest level. he has created 800,000 jobs in the manufacturing sector, but not everyone knows it, understands it. we all have to do a better job communicating what we have done. by the way, now that people take credit for bills that they voted against, republicans are

taking credit for infrastructure dollars and trying to get them to the district. i think everyone should be getting infrastructure dollars. we need them. we all have to do a better job of communicating. that is my message coming off. >> that is fascinating. when you say they don't understand, does that mean they say that they don't understand and don't believe you or they don't understand and they didn't know it actually happened? do you think there -- are you getting a sense that there is a possibility the democrats will turn it around as they did with obama care from a negative to a positive? biden almanacs is seen negatively. it's potentially positive in the election year. >> look, you know me. i talk turkey. w me i talk turkey. i also spend a lot of time there. they want to understand how they are benefiting from these

dollars. they are concerned about the conversion to electric vehicles and they want to make sure jobs are being protected. when you talk about it and put the whole picture together, they begin to understand it. they have a lot of questions and we have to do a far better job of talking about it and understanding it, about where we are going to go. we have been -- we are about to have huge thunderstorms and we have flooding and all of that. they are not sure they can afford electric vehicles. they want to know what they are going to have to do for their job. they want dollars getting to the workers, not just the corporations. >> representative debbie dingell, as always, it's a pleasure. thank you. >> thank you. >> coming up in just 60 seconds, new details in the mysterious shooter on -- injured three in queens.

tourists taking photos that are analyzed by ai. >> welcome back, everybody. so researchers can help life underwater flourish. ♪ a gunman who was riding a scooter and shooting randomly at people is now in custody. the search for a motive is continuing. police say the 25-year-old male suspect who you can see here killed one person and injured three others before being arrested a saturday afternoon. joining me now with more on this is george soliz. what more are we learning about this shooter? have police found a motive? >> yeah, yasmin. the details are disturbing. here is what we know at this hour. a 25-year-old man was taken into custody without incident. authorities have not reveal the

name of the suspect. they recovered a nine millimeter handgun with an extended magazine from the illegal shooter. here is the timeline of the shooting. it all began saturday in brooklyn just after 11 a.m.. a 21-year-old man had been shot in the left shoulder. less than 20 minutes later, police say they got a call of an 86-year-old man who was shot in the back in queens. he was rushed to the hospital where he later died. that was followed by a third shooting where no one was struck but witnesses reported seeing a man on a scooter who randomly fired at people. there were more shootings within minutes of each other. he is considered to be critical. there was a fourth man who was shot in the shoulder. here's what police have to say about the investigation. >> at this time, we don't know the motive. it seems that it is at random. if you look at the demographics, they are all different. videos show that he is not targeting anybody.

he's not follow when anybody. he's randomly shooting people. he has not found a serial number. we don't have that at this time. that will come out later on in the investigation. >> authorities say they were quickly able to find this person. police say the suspect does have added least one prior arrest in the city. the investigation is still ongoing. >> thank you, george. we appreciate it. over to atlanta, or robbery attempt this week that was thwarted. surveillance video shows the unusual reason why. the suspect can be seen entering a nail salon where authorities say that he demanded that everyone get on the ground and hand over their money. no one listened. the customers and staff simply ignored him. that is a way to do it.

locate survivors in the hardest hit areas. flooding is also an issue here in this country. strong storms are moving through central oklahoma, bringing heavy rain and went. the oppressive heat also continues this weekend, capping off a week that scientists say was the hardest week in recorded history. meteorologist and climate specialists write this -- as a steady drumbeat of human caused climate heating beats on, the summer of 2023 will be considered a cool summer in a couple of decades. jeff bera delhi joins us now. that's not easy to hear, jeff. thank you for the bad news. [laughter] let's get into it if we can. what is this trend of warming temperatures around the globe telling you? the hottest days on record one day after another, the ocean feels hotter than ever as well. >> none of it is surprising.

it's astonishing to see it happening. we expected this to happen. remember that we've been warming the earth for the past hundred years, especially the past 50 years. it just continues unabated. on top of that, we have a natural oscillation called el niño. every time we have el niño, every few years or so, we inject a lot more heat on top of the baseline warming from climate change. we are seeing everything coming together this year for astonishing records. we're not just beating the records by a little bit, we are obliterating records to the point that we have never seen these unprecedented records that we are seeing. >> i want to ask you about one of the leading theories, basically about the jet stream, saying climate change is disrupting the jet stream which is what is causing a heat dome over canada, parts of the south, then leading to hazy skies that we have been seeing a lot in

the northeast with these pretty high temperatures. is that a theory that you are on board with? >> yeah, for sure. we see these jet streams becoming more amplified, more undulations. the jet stream seems to be slowing down at times. it begins to undulate more and then it gets stuck. we are seeing these high latitude blocking patterns. it's over canada this year. next year, it could be over siberia. the year after, it could be over the center of the united states. it varies exactly where it is but it gets stuck for weeks and weeks on end. it's not just one. there are several of them. concurrent or compound heat dome's mean the various places on earth have heat waves at the same time, droughts at the same time, which makes it very hard for agriculture and can cause the shocks. all of earth, it can cause major problems. a study just came out to

confirm what i'm talking about. >> you write this as well. this may all seem hopeless. we know exactly what the problem is and we know exactly how to fix it and we have all the solutions that we need now. jeff, what are they? what do we need to do? when would we be seeing the fruits of our labor? i kind of think about this in the way in which we have been seeing inflation, just talking about something else we've had to battle over the last year, right? what is the fed doing with interest rates? if we were to institute some of the solutions, when would we start to see climate change start turnaround? >> it takes a while. if we stop emitting, as soon as we stop emitting, the temperatures stop going up. if we were to stop missions in the next 20 or 30 years at that point, he perhaps will begin to start to get the carpet i of out of the atmosphere. we stop warming the atmosphere.

democrats and from themselves. rick wilson, it's great to talk to you. ron was supposed to join us. he spent having technical difficulties. if he joins us, we're going to bring him in as well. let's start with where the polling is showing both the former president along with the major front runner which is rhonda santas. >> sure. >> you mostly here from democrats that desantis, excuse me, that trump would be the easiest candidate to beat for joe biden. if you think back to 2020, it was not that big of a win. what do you think about that? do you think that trump is the easiest candidate to be for president joe biden? >> i think it's a deeply paradoxical moment. he's both the easiest and the hardest candidate to beat. his base is more intense. the space is less persuadable.

they are more fixed in their belief that only he can save america. any of the other republican candidates would not be able to do that. that makes up -- we know how to beat him. the biden campaign and the outside groups in the last election know how to beat this man. he is deeply and profoundly corrupt. the vast majority of americans outside the base view trump as someone who is criminal and cruel and a deeply flawed candidate. it is a weird paradox. what we do know that has been very clear so far in this campaign is that most of the other candidates who are running or not running to run for president. they are running for another reason to be vp or another purpose. none of them have really gotten traction with a republican base that is going to turn out on election day in the primaries. >> if you are looking at real primary challengers, do you see any as we are looking at the

debate stage? vivek ramaswamy is on their, tim scott as well, ron desantis. donald trump might be there if he decides to show up. any real challengers in that group? >> look, you have all of these folks who have been trying to build some sort of brand for themselves. vivek rwanda's and ideas candidate. he isn't ideas guy. you don't have to agree with him but he is. they represent the better angels of our nature. chris christie is the anti trump crusader. there may not be a path for him but he has a brand. ron desantis was sort of the great hope of the donor class, the establishment glass, the republican party. honestly, he has stumbled so badly. when our polling started, or about down to about 19. the crash of desantis has been something that a lot of other candidates are taking hope

from. >> so, desantis has not turned down the heat. i want to bring in vaughn hillyard for that. he spent on the campaign trail with the former president. thank you for jumping on with us. i appreciate it. as we are talking about this, we are looking at the polls as rick wilson just pointed out here. the former president is obviously in the league. you guys have talked about this. desantis is digging in. >> right. desantis is digging in here. the hard part for him is that he's not getting friendly fire. this is criticism and skepticism from not only donors. i want you to see a clip here from this morning. a known fox entity, someone who is very sympathetic to the likes of the far-right, other republican party here today, you will see on this clip that she is pressing against ron desantis. take a listen. >> what is going on with your

campaign? there was a lot of optimism about a running for president earlier in the year. what happened? >> maria, these are narratives. the media doesn't want me to be the nominee. i think that's very clear. why? they know i will beat biden. even more importantly, they know i will actually deliver on all of these things. >> ron desantis is given quite a rap here. it was interesting. the last two events i covered, went on all trump was on stage and mentioned ron desantis, there was a contingency of folks in those grounds who booed. that is different than the first two weeks after he announced it is been. pay attention to when folks are booing. there is a great part of the base they didn't want to believe that ron desantis was

actually running against donald trump. what you have seen is that he is taking direct shot at the former president. that base of maga supporters took note. donald trump is taking more direct aim at ron desantis. over the last 48 hours, there is clearly a part of this republican electorate that is really souring on ron desantis. >> ron hilliard, thank you. rick wilson, thank you as well. i want to bring in the simone sanders townsend, host of simone which follows the show on msnbc. simone, my friend, it's going to talk to. i want to ask you the same question i just asked rick especially going off of what ron desantis just said this morning. this narrative of the press not wanting me to be the nominee because i am the one who could actually beat president biden. do you think, do you see the former president as being more

beatable than iran desantis as errol cannot many? >> so, no. [laughter] yasmin, i was laughing while you were explaining what desantis told maria. when i used to advise candidates, whether they were running for president or governor or mayor, i would tell them that you never want to be a pundit. let the pundits pontificate. tell your story. talk about what you are going to do for the people. we continue to hear ron desantis pontificate and be a pond it. he is not articulating why people should vote for him and what he is going to do to make the lives of folks better. that's why i don't think he has gained traction. i think the democrats to engage in the game of so-and-so is easier to beat over so and so, i don't think that's smart politics. i am on record being against what folks did to boost maga candidates in primaries in

advance of the 2022 midterm elections. i really think that, look, democrats have their nominee. it's going to be joe biden. there is not going to be a competitive democratic primary process. joe biden is the incumbent. that is what happens when the incumbent decides to run for reelection. republicans are going to have to figure out amongst themselves via this primary process who is their strongest candidate. if they would like to have longevity in that process. they are going to have to figure out how to adequately communicate to folks in iowa, new hampshire, and south carolina so they can get past the first three and get to the rest of the voters in the primary process. >> this is interesting, simone. you kind of went down this path which i find pretty interesting. in a way, it advises rhonda santas.

i know you've never been in a position to advise our republican candidate for president. >> never had the pleasure. [laughter] >> [laughter] if you would, try for a second to help advise ron desantis. what would you do in a situation like that if you were advising him, looking at his polling numbers, seeing how he is flailing? i want, we said he was fully because he had not announce that he was running. his poll numbers still seem to slip. what would be your advice to him? >> i'm going to tell you, jasmine, if i had to have my pick among the republican candidates, ron desantis would not be one of them. let me tell you why. all of the things that made him popular, if you will, in florida, the bills that he passed, the demonizing and putting a target on the back of the lgbtq community, coming after dei, critical race theory -- those are all things that have proven to not be popular with a wide swath of the electorate.

and it wouldn't be this, it wouldn't be the cluster munitions. there is not a choice, it turns out that the ukrainians are running low on the unitary armaments, the unitary shell. it turns out that our stocks, the u.s. stocks are low as well. so we don't have the stocks to provide ukraine with the artillery they need. what we do have are these cluster munitions. and no one likes, that last speak clear. i don't like them, the president doesn't like them. but that's all we've got, and what we can have, yasmin, is we can have the ukrainians out of ammunition with the russians attacking. >> >> with our military budget, and what this applies that we have been stockpile, that is all we have to send. considering the possible repercussions here. >> i'm sad to say, yes.
