minister tomorrow. the president heads to vilnius for a tour of the north atlantic treaty organization, also known as nato. this could impact world history itself. with russia's war on ukraine just passing the 500 day mark, and the world still reeling from a short-lived but impactful rebellion against vladimir putin, the stakes are higher than high. on wednesday, president biden will address the summit. and he's expected to urge member nations to continue their support for ukraine. it comes on the heels of the administration's controversial decision to send weapons known as cluster bombs to ukraine. cluster bombs are banned and hundred countries, and work by spreading hundreds of bomb lights across a wide area. what's the controversy? not all of the bombs explode. we this can pose a threat for

years afterwards. a recent report showed that civilians make up 97% of casualties from these unexploded bombs in 2021. and a majority of deaths were children. in an interview with cnn, president biden defended his decision. >> the ukrainians are running out of ammunition. it took me awhile to be convinced to do, it but the thing is they either have the weapons to stop the russians now or keep them from stopping the ukrainian offensive through these areas. or they don't, and i think -- >> the ukrainian defense minister has given assurances that the bombs won't be used in russia, or unpopulated areas. and that their deployment will be carefully tracked. but nato criticizes the decision, including spain and germany. they remain unconvinced. another major issue, ukraine's nato status. the country applied for fast-tracked admission last year, but all 31 member countries would have to agree on its admission. president biden recently said

ukraine is not yet ready for nato membership. president zelenskyy of ukraine has all but accepted, there is no chance of membership while russia is actively waging war on his country. however, it is still expected to be a major topic at the upcoming summit. not to mention, a new revelation is only heightening the tension. nbc news exclusively reported that former united states officials had secret discussions with top russian officials, including russian foreign minister sergey elaborate of about an off ramp for the war. if you were wondering how negotiations could happen without the country under attack, you are not alone. a ukrainian official told nbc news on the eve of the vilnius summit, the question arises whether washington's press position regarding the invitation of ukraine to nato is somehow not connected with these backroom consultations. joining me now is sidney common locker dove.

she served on the house foreign affairs committee. welcome to you, congresswoman. wars are not actually ended on battlefield, air ended at the negotiating table. what is your response to this exclusive nbc news reporting about these back channel discussions between former u.s. officials and current russian officials about ukraine? without ukraine's input. >> first, i wanted to say how great witnessing a seed change as far as it relates to foreign policy, and the white house. when trump was in office, he torpedoed our global alliances across the globe, and so biden seems determined to rebuild and strengthen those alliances the by going to nato. and there is a big agenda on his plate, i hope that he takes extra care as a -- two-handed to some of our nato members. the first is, making sure that everyone continues to be supportive of ukraine, and the

war against russia and autocracy. i was in sweden not long ago transatlantic legislators dialogue with the delegation from the eu parliament. and they too are equally supportive of support for ukraine, and also making sure that sweden sees an ascension into nato, which is another important topic on that agenda. russia needs to stop. we saw with this weird injury from the wagner group into moscow that they are losing the war, the pr war in the actual war. so how can we end this in a way that allows putin to say face? and how do we help ukraine rebuild, so that they are in a position to then seek an invitation into nato? >> congresswoman, do you think it is appropriate that former u.s. officials had secret meetings with out the knowledge of ukrainian officials? and this point, we don't know

who in united states government, if, anyone knew about these meetings with current russian officials. the foreign affairs minister is a small potato. >> no, he is not. what we do know is that conversations happen all the time. you find allies who are like-minded, who want the same outcome. and those folks are generally engaging with folks they should be engaging with to help us move the needle. and what we know is that russia needs to stop, the war needs to end. we need to see a de-escalation of the retreat so that ukraine can go ahead and rebuild a very fragile but important democracy that plays a role in global relationships that we have. with europe, with eastern europe, for the indo-pacific, with united states, with africa, with latin america. so it's not surprising to me

that those discussions happened, because that's how often move the needle and prime people for discussions that are going to happen during the nato summit. >> indeed. i do think that the back channel discussions with former officials without the knowledge of current government officials is quite interesting. i want to talk about the cluster munitions. because you have vocally been opposed to the united states sending these cluster bombs to ukraine. you heard from president biden today, what is your response to the assurances they both laid out? i don't support the cluster munitions. ten to 40% of them failed to detonate, and then they are left, and then they may or may not go off, killing innocent civilians. we have made requests about fused types, about stockpile variants.

and we would like to get that information, as it relates to these cluster munitions. i think we haven't been using them since 2016, so it seems like it's almost a garage sale to the ukrainians, with very treacherous weaponry. they have made assurances that they are not going to use these in a way that will kill innocent civilians, but what we know is that war is unpredictable and this happens all the time. >> let's move to the supreme court. a senate judiciary chairman has pledged to mark up legislation on supreme court reform after the july 4th recess. let me just remind you what president biden has said about calls for court expansion. >> if we start the process of trying to expand the court, we are going to politicize it may be forever. in a way that is not healthy and you can't get back. >> understanding this is where president biden is, what would

supreme court legislation need to include to get your vote? >> i think we should be looking at expanding the court. and i think we need to have very strong ethics standards. the reports that have been coming out about a couple of the supreme court justices are deeply concerning. s downing, and call into legend questioned legitimacy of this court. as you know, these recent decisions that have come down including affirmative action really highlight the hypocrisy that's coming out of this court. and it is now a conservative activist minded, and controlled by a small faction of extreme republican party. and that is not what an impartial supreme court is supposed to do or look like. >> folks, congresswoman sydney

contest of the 2024 election will take place a little more than six months and a day, y'all. the iowa republican party will has announced it will hold its first in the nation caucus on january 15th. the announcement came days after casey desantis, the wife of florida governor ron desantis, made her first solo campaign stop of the year in johnston, iowa. she did so signs that her husband's campaign is losing steam. telling politico, quote, we are way behind. this morning, governor desantis blamed a familiar focus in his poll, the media. >> the media does not want me to be the nominee, i think that's clear. why? because they know i will beat biden, but even more importantly, they know i will actually deliver on all these things. we will stop the invasion at the border, we will take on the drug cartels, we will curtail

the administrative state. we will get spending under control, we will do all the things that they don't want to see done. so they are going to continue doing the type of narrative. >> oh honey, they did not look convinced. for more, let's look at the panel here. i am joined by the doug jones, former democratic senator from alabama. and mr. michael singleton, who served as a strategist for three republican presidential campaigns. he's now the host of the michael singleton show on sirius xm. okay, rhonda sanchez is blaming the media for his low pulling into not doing well. in the last hour, yasmin vossoughian asked me if i had some advice for ron desantis, who was advising him. and i could not muster up any advice because i don't think is a good national candidate. casey desantis, on the other hand, she is giving nelly from scandal, honey. she could potentially gate be a good presidential candidate.

but she's not candidate. what is it about rhonda santas? >> you said he was inflating. and i think you're, right he's inflating faster than a hot air balloon, i think that's fair. no one wants iran to santa's, simone. the guy has a difficult time connecting with people. that's the reality, and let's not even talk about that personal connection you would expect a candidate to have with voters. even the best campaign in the world, 100 and $30 million that he spent, he didn't become president. marco rubio, we thought that he could potentially become the future of the republican party. raise a lot of money, did not do well because he also had issues on the debate stage and connecting with people. and finally, i will say this from. a strategic position, many of the bills that ron desantis has signed into law in florida do not resonate with swing voters across the country. even if he were to become the nominee of the republican party, i think he would do worse than donald trump. >> senator, let's just be very

clear. to be the senator from alabama, some republicans had to vote for you. there are not enough democrats in the state of alabama to have got you over the line, sir. i've been, there i know. so talk a little bit about the art of needing to connect. a lot can change, and in six months, it's six months into iowa. i personally think ron desantis is the scott walker for a 24. but this ability to connect with voters is retail politics that gets people to want to vote for you. and ron desantis doesn't seem like that kind of politician. >> you are absolutely right. it's a combination of things, to be honest. you've got to have people in the electorate that want somebody to reach out to them. and in the case where you got donald trump running in the primary, these republicans want somebody else. they're looking for an alternative. and in that case, they are going to look for somebody to look him in the eye, talk to them, tell them what they believe, tell them with their

purposes. and everything we're hearing from ron desantis is nothing but culture wars, saying that woke is going to die like it supposedly did in florida, which is probably not true. in terms of what he is trying to do, i think people are seeing exactly what mr. michael said, and that is that he can't win a general election. he is going so far trying to get that republican base, so far to the right, trying to out-trump donald trump, they will never be able to come back. and with that is those independent voters, moderate republicans who want something else. who want to see the country moving forward, not backwards. >> let's turn to president biden, he is attending the nato summit this week. having a number of meetings prior to that into the united kingdom. mr. michael, how do you think the presidents visit is going to play back here at home?

sometimes, what is happening on the international stage isn't necessarily what connects to folks right here in america. but with the war in ukraine, russia's war in ukraine, being top of mind for a lot of people, maybe it will. >> yeah. i think the president needs to showcase his ability to build international coalition of partners. to assist the ukrainians against vladimir putin's unnecessarily and unlawful invasion of the country. i think this is an issue, simone, that we don't hear a lot of. but keep in mind that many of the developed world are still going through an international recession. i think it would be great to see the president speak to that. you have janet yellen right now, in china, speaking about this issue. so i think americans who are concerned about economics, especially business owners, will look to the presidency what signals will be sent in terms of strengthening our relationship with other

partners as far as trait is concerned. >> the president has been touting what he calls a bait bidenomics, and if we really take a look at the economic record, it's impressive. 3.6% unemployment, more than 200,000 jobs created last month. more than 13 million jobs created since he took office. those are good numbers, we have 34% of americans approve of his handling of the economy, according to an ap poll. what is the disconnect, senator? why is the record not resonating with voters? >> i think it's pretty simple. everybody is trying to talk about this left and right but i think it's pretty simple. joe biden has been acting as the president of united states last two and a half years. he has not been acting as the campaigner-in-chief, which we have seen before in previous administrations. he has been getting the job done. he has worked with people on both sides of the aisle, and he

is going the way that he needs to. he has been working. now you are starting to see this shift a little bit. you are seeing more of candidate biden than you are president biden. and once all that gets into high gear, i think those numbers will change. i think they're going to change dramatically because the economy is moving, inflation is coming down. and i do think we do get that message on the world stage. because we've been in better shape than almost any other democracy that is going to be in the alliance. >> all right. well -- senator dick durbin is the chair of the senate judiciary committee. he saying at this legislation for supreme court justices going to move forward. senator jones, you are one of the great legal minds of our country. i just want to know, what other -- let's just set aside court expansion. i don't think there is an appetite for in that state senate. it has not passed in the house, the president doesn't want to do it. what other real reforms could

make a difference for the supreme court? >> 13 storm and 60. age i have seen a lot of things my career and my life, but one of the great legal minds of the country is not one of them. i appreciate that. i think ethics reform is going to be at the top of the list. i think other things might come from that, but clearly i think that is the most important thing that congress should be worried about i think it's most important thing that america should be worried about. those folks like me and you who are so upset, that's an issue of voting and i get that, and you are right. i do think essex should be at the top of the list in a very careful and deliberate way to make sure this passes constitutional muster. and give something back to the american people they can have confidence in.

that comes more than a billion dollars into the economy worth forgetting? perhaps on the man behind that landmark legislation is from the other side of the aisle. if you are a curious just asked north dakota governor and republican presidential candidate, doug bercow. when he announced his candidacy in the wall street journal last month governor burgum wrote that president biden's reelection video quote failed to articulate any economic vision for the country. he ignored the saudi family is grappling with inflation and you look the other way at the recession loans. this morning on nbc's meet the press, governor burgum's criticism only continued but there is a bit of an awkward moment if you will with chuck todd. take a listen. >> so one thing president biden has done that you think it's been a good thing? >> [silence]

well i am struggling. because again, as a governor what i have seen in terms of the overreach of the federal government's, and my heart goes out. >> i thought you might say the infrastructure bill. something that you support in your own state. >> okay. >> i don't know whether you prescribe that to him. >> oh, well here are the facts y'all. north dakota is in fact reaping the benefits of president biden's infrastructure bill. with two billion dollars worth that would be in federal funding, allotted for a 205 project supporting the states highways and bridges. clean energy, airports, internet okay somebody said broadband and water. governor burgum's pushback or lack thereof speaks to a larger trend among republicans. they are quick to denounce president biden's performance on the economy and stir fears of a quote, looming recession. even though economists are backing off of those claims

because of economic strength like jobs. my republican friends, i think they're on willing to acknowledge where president biden's policies have felt them directly but there have been a tight credit for it without you know saying his name. so the next time one of your republican friends claims that the president has not done anything for the economy, you may want to take that with a grain of salt because there is a good chance that they have a bridge to sell you. literally. all right folks you know there are currently no black women serving in the united states senate. up next, i am talking with a woman who is trying to change that. congresswoman lisa blunt rochester. she is on the ballot running for senate in delaware and she joins me right here at the green table to talk about the issues that could make or break this race. this race.

here, if you haven't heard and while that race is in fact high-profile it is certainly not the only one that will have a critical impact on the lives of everyday americans. 34 senate seats and maybe even control of the chamber itself will be decided next fall. along with any seat in the house of representatives, not to mention voters in 11 states will also be choosing their governors. today, we are unpacking some of these key races with our series on the ballot. our focus today is on the senate race in delaware. now, i already know you are thinking. why are we talking about a safe

democratic state like delaware and a save democratic senate seat? you know, voters in delaware and senate republicans -- for almost 30 years. well representation matters, folks and currently, there is not a single black woman serving in the united states senate. in 2024, democrats have a chance to change that. one of their best shots is in delaware. democratic congresswoman lisa blunt rochester has thrown her hat into the ring. she is the first woman and first black woman elected to the house of representatives from the delaware. she is already gotten a harding endorsement from the person she woodward place, outgoing delaware senator tom carper. what that expensive resume and then establish career in the house, her campaign appears to be on solid ground. well, what are her plans for the people of the first state? well, joining me now to get those answers as the congresswoman herself, lisa blunt rochester. welcome, welcome welcome to you ma'am, it is very good to see you. how would a senator lisa blunt rochester be different from a

senator, tom carper? >> well first of all simone, it is great to be with you. always great to be with you, secondly i would be remiss if i did not say happy birthday to my mom. >> well, for us happy birthday. mommy of to look right to the cap more. happy about their mom. >> happy birthday mom. happy birthday. and then secondly, just first of all saying how, how honored i was that senator carper endorsed me for this role. but we know that this is an election. not a coronation and we don't take anything for granted. he has served as well but i think what i bring is in addition to having served as a secretary of labor and having a professional career, urban lee ceo and also, being a member of the house since 2016. representing our entire state, i also bring lived experiences. i think that are unique. you know you mentioned the fact that there are no black women in the senate right now. and i was a mom and still am, recently a grandmother of four months. i actually have experienced a

voice, experience being widowed. that was our propelled me to even run in the first place, was there a dark time of mine which is why the theme of our campaign is bright hope. so i would bring i think that delaware flavor because we are urban, suburban, rural and coastal. i would bring the work experience. i would also bring the people of delaware, our voices and i would bring my lived experiences. >> according to a poll from the delaware journalism collaborative, that was released this may, 66% of delaware residents say that economic issues are more important to them than social ones. you are a former secretary of labor in delaware, a former president and ceo of the urban league in that local urban league. all dealing with economic issues, how would you work with republicans in the senate because republicans in the senate seem to like to emphasize the social issues and divisive once if i will be honest. >> you know, i think you really had on. it and i talk to delawareans,

what they care about is the bread and butter issues. they care about the fact that we are lowering the price of prescription drugs for our seniors. they care about the fact that i have worked on strengthening our supply chains, which i've been able to do on a bipartisan way. we still have more to do in that regard but that brings down the price of things and that also helps with the national security. i have been able to work with republicans in the house and will continue to find those areas that we can do together because it is about jobs. it's about job training, it's about our supply chains. all of those things really are the things that i would continue to focus on if i were to be elected in the senate. in that same poll, 64% say delaware has spent too little attention on education. so how would you secure more federal education funding as a senator for delaware? >> i will tell you, in this last term, we've been able to, along with our senators, to secure funding for things like mental health.

i have a real strong focus on young people, and making sure that they have the tools that they need, so that they can be educated. and also, we want to support our educators, our teachers, and make sure that our schools have the resources they need. so i was able to, in the past, to be able to support those efforts. and we'll continue that but i think the thing about the senate that is so special to me is that it would give me an opportunity to dig deeper into these issues. it would also allow for me to focus on something that to me, is paramount. which is our democracy. everything from voting rights to reproductive freedom, and i heard that a lot on the campaign trail, as well in this last go around. the reason we didn't have that red tsunami was because republicans, democrats, and independents cared about our reproductive freedoms. and so to me, the ability to be in the senate where we are confirming these justices, that's the place to be. and i hope that delaware will elect me to serve their.

>> you know, if you look at polling about what residents in delaware think of you, people think of you quite favorably. the poll found they recorded an average of 56.9 points out of 100. president biden is another famous delaware resident. and he had a score of more than ten points below that, 46.3 out of ten. how heavily do you want the president to engage a campaign? >> first of all, we are proud of joe biden. i have to say, what he has done as a president, the bidenomics is real. people are starting to feel it and see it and get it. so that is important, 13.2 million jobs, the lowest unemployment and a half a century. these are real things that affect real people. for me, i am proud to be one of the co-chairs of the campaign. i was a co-chair of the first time, and and again a co-chair this time. i think his message that we've got to finish the job, there is still so much work to be done. with the environment, the communities, our economy.
