don't, and i think they need them. >> lindsey, the president will be walking a diplomatic tightrope, defending the controversial decision opposed by nato allies, while also asking the allies to back him up on the argument that ukraine should have whatever support it needs for as long as it needs it. no doubt ukraine's membership -- there would be a huge focus of zelenskyy for -- just the framework of a deal at long as ukraine is at war without russia. another goal is to push turkey toward supporting widen and its membership.

his fighters ever since the attempted mutiny back on june 24th. now we have this bombshell from moscow, the kremlin say in fact there was this meeting between president biden and yevgeny prigozhin, along with several tom -- president putin, a three-hour meeting that did i mitri petsch cough described as civil. he actually described the two sides talked about their different views of what happened on that day, that president putin listened to the top commanders, and even suggested further options for employment and their use in combat going forward. there was no reprimand. they pledged their loyal to

poulin and to the russian state. just an extraordinary account of what happened just five days after the president putin labeled these men as traitors and promised a strong response. and this was not a bloodless rebellion, that the wagner fighter shot down a russian military plane, killing russian military personnel. there were rumors that a general would be replaced along with a defense minister, the two men that prigozhin was really after, those are the two he really accused of mismanagement. this was a video of the general listening to update from the war in ukraine, still very much in his position. the defense minister has been

message about defending the motherland. then they can say, look, you know what? and russian propaganda had a field day with this, the cluster munitions being provided by the units, just months ago, their spokesperson was saying this was a war crime. so russian propaganda has made hay of that. if they said nothing more than nato to be fragmented, each side is projecting the other as fragmented and fratted while projecting themselves as unified, so we need to take this reporting -- look at it through that lens for sure. >> proponents say this could be a game changer. ukraine just wants to use it on their own soil to get the russians out, but critics says this produces a lot of duds, so

potential an innocent civilian could find it, and it goes off. that's why a lot of people don't want it to be used. >> this is what we have to do right now, was this the right call? how does it. >> i agree with "new york times," the flaw the moral logic of cluster munitions. you're right, they have a high dud rate, up to 40%. this is like armor piercing soldier killing bomblets that cast a wide net. president biden has said they're not being used in civilian zones, only in conflict zones, but when the war is over, it's all civilian zones. and i was in vietnam recently, and we saw the legacy of that.

nato. there's a way in which it decreases the security of all the countries there nato has no formal role, but very generously. that's the appropriate response. people talk about, well, we created a treaty with germany westerly do the same with ukraine. we didn't fight a war like korea or world war ii. it's more like israel, an important, but imperfect democracy. ultimately if we had to send in american troops, it's in a very

stabbed in the neck, and he suffered a lung collapse. according to the bureau of prisons, they released a statement saying that emergency wade raw rendered right away. weigh was transferred to the hospital where he is apparently in stable condition at this hour. there's a lot of questions house had unfolded, it's unclear who the other individual is behind the alter case. this happened in a high-security federal facility in central florida, where there's more than 1200 male inmates. a lot of questions about who the other person is, how this all unfolded and perhaps the weapon that was used. >> kathy park, thank you for those developments. we're also following developments in the grand jury probe of former president trump's actions on january 6th. we now know that dozens of witnesses have testified before

the grand jury as part of the wide-ranging investigation into the former president's conduct from before election day, leading up to the attack on the capitol. i want to bring in ken dilanian, and charles coleman. so, ken, what do the witnesses who have been called so far tell us? we know they are reporters and producers stakesing out that area. what do the people so far tells you where the investigation stands? >> dozens of witnesses have testified and talked to these prosecutors. one thing that is clear, this investigation goes well beyond the attack on the capitol on january 6th. in fact, connecting donald trump to that has always been a tenuous legal leap. but it's clear that jack smith is looking at the out ways that people around donald trump and perhaps donald trump himself tried to subvert the lawful transfer of power. principally including the scheme

to put forth fake electors, who were saying that donald trump won the election when they knew he did not, and gathering evidence on what they're approaches as a conspiracy. they talked to everybody from vice president pence to half a dozen secret service agencies to numerous trump aides, to a lot of state officials, a sprawling, praulg group of witnesses, and let's not forget, they have seized the phones of four people, including geoffrey clark. so this is a big case. it looks like they're making a lot of efforts. if this results in an indictment, it feels like an ambitious effort. >> and most of what donald trump

said will fall under the realm of fiery rhetoric, which is protected under the first amendment. this is not something you can directly say that donald trump is responsible for, at least his argument would be, the actions of people subsequent to the speech. it's also important to know during the speech he also made a point to ask protesters to march peacefully. those are the things he would use as his response to charges that he basically incited the riot on january 6th. i do think that jack smith would be moving this with cautiously if he was going to proceed using that as a basis, but it's far more likely, as ken just talked about, what is happens is they're putting a larger, more expansive view that shows a conspiracy to overthrow the peaceful transfer of power.

that is more likely where we see jack smith starting to go. i think if there is a chance of donald trump being indicted in tex with the events or the disruption of the transfer of power, that's where you'll see the focus. >> charles, in the last hour we learned lawyer in the classified documents cause of nauta is asking for a postponement. what does this signal to you? >> it does signal this is someone at the end of the day does not have the same type of legal resources and extensive resources that a defendant like donald trump has. it's going to take him a lot more time to wrap his head around his involvement in the case as to whether he makes the decision to cooperate, as well as to go through the different evidence that's necessary in

. 14 million people are under flood alerts in the hudson valley. one woman was swept away trying to reach higher ground. firefighters had to use boats to rescue people stranded in their home. the train line was also damaged. we have live from highland falls, new york. george, what is it like on the ground right now? >> reporter: first, we can up date in breaking news. we just learned the identity of the woman who died. authorities are identifying her as pamela nugent of fort

montgomery. she was killed while trying to get to higher grounds. the devastation is still untold as flooding generally weakens structures, it washes away roads. that's something that governor hochul assessed during her press conference. you can hear from the heavy machinery that's starting the cleanup here on the scene is just underway. tonight there's people in this community who are homeless. one woman i spoke with, kat, she feared for her life. firefighters got her out safely. she is heartbroken, because like her all of her belongings are lost. and these are the story we'll likely hear in the coming days. the waters have receded, but ishilly what happens is the long

like these. the reason why this has made news. these cases are lottery contracted, which means the individuals that got malaria got it from a mosquito in the united states. most of the cases we see in the u.s. is someone who traveled abroad, got bit by a mosquito, and then returned. this is south of tampa base, and if anybody comes to these medical centers with flu-like symptoms and high fever, they can check for malaria. also keep in mind that hospitals are prepared to test for malaria and we have medicine to treat it.

outside of the chris christie lane. he's gotten booed for what he's saying is the truth about donald trump. for the rest of the field, though -- >> they almost seemed tongue-tied when asked the next question of why. there's a new ad blitz, part of a multimillion dollar campaign, tied to club for growth. the ad features a man who supported trump in the path, but now has reservations. >> i loved donald trump. once he got in, my thought was a breath of fresh air. he was attacked all the time, and it seemed nonstop, the drama. it affected my family. i mean, you know, with my own sister, i didn't get invite to do thanksgiving for a while.

it's something every day. i'm not sure he can focus on moving the country forward. >> i mean, you were the birds chirping. this is definitely on the softer side when it comes to attack ads. what do you make of this strategy? >> well, a couple things. look, i was watching that interview with the governor. i've got to say the whole idea he wouldn't do business with him, but he's okay to ask the american people to do business for donald trump i thought was not well prepared. but at any rate. the club for growth, and some of these folks, they also tried this in 2016 so let's understand the context. now donald trump has a larger lead over the field than he had in 2016. donald trump in many ways is now the incumbent. so he has infrastructure, a larger lead. as nbc is reporting recently, he

has a big haul of cash. he had a great fund-raising quarter. so to that question earlier about contrast, no, when someone is up ahead of you 20 points, you've got to hit them, right? it's not enough to do a soft contrast. you actually have to land a bunch and try to take them down. i think their ad speaks to some common-sense reluctance that some voters have, a. i'm not seeing -- christie is trying it, but when you look at "usa today" is reporting, desantis' latest hit is trying to tie them to hunter bide edge's laptop. they're grasping around in the dark, throwing everything at the wall to try to take this guy down and has yet to change the fundamental dynamic.

with me right now is charles coleman, msnbc legal analyst. good to see you again. what's your reaction to these laws? >> it tells me that most state legislators don't understand ho constitution works and what i mean by that is even if you are a lawmaker on the state level, you still have to be accountable for the 14th amendment, and the 14th amendment of our constitution affords everyone equal protection under the law. that's where you're seeing them struck down at the judicial level. when you start going in court, the argument is that these laws violate the 14th amendment rights to equal protection. that's where these laws are failing. a lot of state legislatures, i won't go as far as to say they don't know what they're doing, but they don't know how to craft legislation in the ways that are going to run in line and align with our nation's values as expressed in the constitution, and that's why these laws are failing.

>> for all five of the states where anti-trans herk health care laws, what does that tell you about the legal merit of these laws? is there a real foundation for them? >> they're not thought through well in terms of what they intend to do. the 14th amendment protects people in terms of class and different classes. it says basically we are all afforded equal protection under the law. when you're crafting laws like this, drafting legislation, if you are drafting laws or legislation that are singling out a certain group, you are going to be threatened to violate their 14th amendment rights. when people don't consider that, that's what's going to happen. these things will be appealed in court, and if the court is looking at the constitution as they should, you're going to find these laws will be in violation, and they will in part

a new warning about a social media stunt that's had deadly consequences. at least four people, including

a father have died. after trying a dangerous challenge where thrill seekers jump off of speeding boats. nbc's kelly hartung has the story. >> reporter: a stunt intended to rack up views. it's known as the boat jumping challenge and it has people on social media leaping off speeding boats into the water. but the flips for likes has led to tragic results. over the last six months, officials in alabama say the dangerous stunt has claimed four lives. drownings that one rescuer says were easily avoidable. >> the four we responded to when they jumped off the boat, they literally broke their necks and instant death. >> if a boat is moving fast enough to create a wake, the water is not a safe landing pad. >> hitting the water in a moving boat is like hitting concrete
