threatening congressional republicans to move forward on a biden impeachment or they might risk a primary challenge and those who experienced similar retribution in the past no it's not an idle threat. joining us now, congressional correspondent julie tsirkin and steve bannon, political contributor and editor of the maddow blog on msnbc.com. let's start with you on this, julie. how are lawmakers reacting to trump's comments, his threats that they have heard before? >> we have heard from perhaps the most important lawmaker this week, how speaker kevin mccarthy, intentionally opening the door to a potential impeachment inquiry against president joe biden, sort of heating to the calls of the former president who has certainly been in his ear all summer if not all year. speaker mccarthy knows he has to walk a very tight tightrope when managing in the gavel between the far-right of his party and the moderates who helped him get to this place which is a five seat majority that he has to work with.
11:27 am
as we have seen, two impeachments just in the last few years of the former president. when a door like this is open, it doesn't often get shut. many people who i spoke to privately on both sides of the aisle, republican and democrats, do believe this is something that is going to move forward. the timing of this is interesting. mccarthy is getting ready for a heated battle to fund the government and keep it open at the end of september. he has to appease many on the heart rate. he is extending this by putting this into the ether. is this going to backfire on him as we get closer and closer to the 2024 election and one in which he is willing to keep the house and republicans? here is chrissy new speaking on this today and also on the flip side. you will hear from democrat chris coons reacting to this as well. >> if found guilty, yeah, i think congress should definitely take something up. i think they are really far

from figuring out what the realities there are. those are serious accusations which after we followed up. >> if the republicans want a sharp contrast that joe biden is delivering on infrastructure, on high quality manufacturing and making a stronger on the world stage, and they want to engage in political theater, an impeachment increases probably the best thing they could do to hurt their chances next fall. >> there certainly a gap here among republicans. i spoke to senate republicans who kicked this idea back to the house. they would be jurors in the senate. they are trying to keep their cards close to their vast. i spoke to trump supporters who were curious to answer the question on this. they said it will be bad for the country. they are using their resources to investigate biden and investigate the biden family. mccarthy argued that pursuing an impeachment theory would grant the more investigative powers to do just that. >> i appreciate that.
11:29 am
i appreciate julie tsirkin for that report. trump has been pressuring republicans in congress to stop these investigations is april in. the letters of the house intelligence committee, he said, quote, the justice department should be ordered to stand down. he released a video asking congress to investigate the political witch hunts against him. does he not realize congress doesn't have this power in the constitution? >> it is no secret that he is in the midst of some difficulties, having been impeached twice. there have been more indictments on the road. from the former presidents perspective, here there is a certain degree of desperation. they could throw him a lifeline. as part of this effort, he keeps reaching out to congress, saying, figure out something to do to get me out of this jam. to your question, the answer is no. i don't think the former president understands that
11:30 am
congress has no role here. there is nothing that congress can do to intervene in these criminal cases to rescue him from whatever he is now facing. he would think that at some point when there are layers or someone on fox, someone would tell him that it can happen. here we are. >> is it the power of the purse? >> i am glad you asked that. one of the efforts involved asking him to defund the special counsel's office. they would have no money. such a bill would have to pass the house and senate and be signed by the democratic president. going out on a limb, i guess the democrats are not going to go to that. we are right back to where we were. congress has no real authority. >> i want to move to what has been going on and what we have seen in recent years. the republican party is fraction since donald trump came into the picture, even
