coast of florida, but he may indeed be held to answer as a result of these terrible actions yesterday in jacksonville. that's going to do it for me on this edition of alex what reports. i'll see you again tomorrow, an all week at three pm, an ex saturday at noon. as i said, lindsey reiser takes it away now. >> good afternoon, i'm lindsey reiser in for yasmin vossoughian. in jacksonville, grief, sadness, and another community shattered. by a gunman armed with an ar -style rifle and block handgun. now, the fbi is investigating this as a racist hate crime. >> they targeted a certain group of people, that's why people. that's what he said he wanted to kill. that's very clear. i don't know that the targets were specific, but i know that any member of that race, at that time, was in danger. >> what we just learned from that sheriff about the victims

gun violence and racial hatred. police just wrapped up a news conference moments ago, and have now identify the three black people who were shot and killed. this is by a white man in jacksonville after he opened fire at a dollar general yesterday afternoon before taking his own life. messages left by the shooter detail tensions. the attack is being investigated as he. crime and feces -- is in jacksonville. george, tell us about this update, what we're learning from local officials about the victims. >> you get afternoon, lindsey. i can tell you the room where the sheriff take a water still live at this update is somber. you can see that he's been processing a lot after having read this manifesto, one of many that we were told were given out by the alleged shooter, a shooter at this point since he's been identified as 21-year-old ryan palmeter who lived in clay county florida with his parents. during this update, the sheriff is showing just a brief clip of that shooting inside of the dollar general. they say they wouldn't show the full clip, he just wanted to

provide context out of respect for the families. he mentioned all three of the victims, now identified. their ages ranging from his youngest-year-old, if i'm recalling correctly there, he said the entire incident lasted 11 minutes from the time the shooter got to the historically black college, they're got ready. he could've done some damage there at the college, he didn't. security guard was, there was able to chase him away. goes the dollar general. of course, we know what happens next. we know that a suicide note was found on the lap there. the sheriff there say that the manifesto is frankly the diary of a mad man. he said he was completely lucid, knew what he was doing when he went to the dollar general to carry out this attack. as you mentioned, the atf, the fbi, they are now investigating in this case because of this racial compliment. i asked the sheriff he's worried that this might cause a rift in the community. he says he's not worried about that. he says that this is the act of a lone operator here within the community. there is a lot of love

throughout all of the hate that we have seen here in the last 24 hours. officials are still weighing. and i want you to listen to what the mayor had to say, lindsey. >> we really need to look at the common sense of facts of what our lack of gun laws, are lack of common sense gun legislation is doing. also the fact that we seem to and, florida going backwards in that regard. in terms of what is driving this, just, epidemic, we have to talk about the hate, and how words matter when it comes to that. >> lindsey, questions that a lot of people, had how did the shooter obtain these weapons? the sheriff saying that no red flag could've come up to stop the shooter from purchasing guns. it appears that he purchased and possess the guns that were used in the shooting legally. the sheriff is saying the investigation is ongoing, it's going to be hard for people in this community, maybe even nationally, to grasp what, happened but this investigation is still ongoing, lindsey.

>> george thank you for that update. joining me on the phone is jim kavanaugh, an analyst. jim, i hate that there is another time that we have to talk a bring you in here but i want to ask you, we know that he had left manifestos in his room, one allegedly to his, parents want to the media. what are your thoughts here on the sheriff's office saying that no one in their office is going to rest until they've held everyone to account. what does that look like? >> they don't think that anyone else is going to be charged, they don't see evidence of a criminal conspiracy with this guy. he was a mad dog that committed the state crime. they don't have any evidence, they haven't seen any evidence that he is a coconspirator, or criminal confederate that helped him. he has a larger group in the united states, and this pushes

this on the social web, and all the hidden corners of the internet, but they are not promoting hey which is free speeds so unless they were definitely acting in concert with him, then there's no one to charge. if he didn't obtain the guns illegally, which they've already said they traced, when he had this in gun shops, then there's no want to criminally charge, so there's nothing there. they're trying to research back and say all about him, just so they can tell the story. unfortunately, it's a familiar story. i've dealt with it through my career and we've all seen at. he's going to have all of these ravings of a bigot. a junior not see. a coward. he is going to be spouting out that hate. you know, it's worthless. it's meaningless. it's destroying these people in

jacksonville, it's destroyed him. that's the way it always. does it destroys others, and then it destroys the haters. >> jim, we know from the school leadership at edward waters university, historically black college in jacksonville, that the shooter arrived on campus, security approach to, ascertain that he wasn't a student there, proceeded to escort him off the campus, following him to make sure he, left and nobody was harmed there. what do you make of that part of the information that we're getting there above the shooter and his intent? >> i think that was his target, it was the college, the security officer, you know, they escorted him off. he really -- they beat the college wasn't confirming with students here, it's summertime, i don't know if classes have started there. sometimes universities don't start till after labor day. there might not have been a lot of people. it's a weekend. you know, maybe there wasn't a

lot of people standing around outside the campus, million around. if that were the, case he could've taken the rifle and shot them there. maybe there weren't targets. in the security guard noticed, and so he chased him out. then he went to where he could kill people. you, know targets picked by mass shooters are places where they can attack groups of the people that they hate. if you look at the shooter in el paso texas, he was mad at latino people, an immigrant, so he went to -- he lived in the dallas area. he drove many hours to get down to the border, so he could attack, you know, those he hated. the buffalo shooter, he went to supermarket and, you, know a majority black neighborhood so he could shoot black people. this pick out a target where there are people who congregate. it is the reason why we have shootings and walmart. it's a neighborhood, it's where people know. that's what he did, that's what

i was. that he probably didn't have a plan to at the dollar store, but when he was chased off the campus, he drove around until, out, those people here. i hate the, meng and go kill them. >> jim, you have seen and heard a lot in your career, but when we look at the video that the sheriff played in that press conference, a short clip showing the movement of the shooter going up to a car and shooting through what looked like the windshield, just incredibly chilling here. you're looking at the images on your screen right now. just a warning of how disturbing. they are you see him walking into the dollar general. why do you think the sheriff play this in the press conference, so what do you glean from? it what is your reaction to the video? >> well, i think he's playing it because he can, and the shooter is dead, there's not going to be a trial. he's not facing evidentiary issues. he wants to be straightforward and clear with the public. just show them what happened. i crowded him has been a strong leader and commander. he is not keeping it under wraps.

for no reason. he didn't show the entirety, he didn't show the victims and so forth, out of concern for the families. he's trying to show that the citizens what it is. they're going to investigate in the atf, fbi, in the sheriff's department. the lol investigate to try to find out everything they can. that can be used for using, stop in the next one. unfortunately, this is not going to be an unusual case. we have many examples of cases just like this. the's are so similar, the shooter so similar, guns are so similar. that's the sad part. you know if there was some unique thing that you find out that you could use to help stop the next, thing but we have a lot of these answers. we just, as a nation, who are refusing to take any little steps to try to stop some of these guys. you can never stop them all, but you can reduce the numbers.

we just don't seem to be able to take any positive steps in that arena, because we're frozen from doing that by politicians. unless the voters take up the cause and say, you know what, i want to reasonable gun laws, i want reasonable health laws, they want reasonable security republicans to touché in schools, and i want some reasonable this, year and i want some forward steps here, and i am only voting for people who will bring forward stuff and all those areas. and if you won't, i'll never vote for you. once the nation does, that regardless of the party they elect, once they elect politicians that will move forward in all arenas, did not say oh, i'm not doing it in that arena, because that's their constituency. when they move forward and all those arenas, then we'll have reasonable -- and then this problem will go away. it will be reduced, it won't

unity, and came together to pray. my families, my heart goes out to the loved ones who are tragically killed. >> i want to ask you, the shooting happened exactly five years after a deadly shooting at a video game tournaments that left two people dead and 11 injured. the mayor said the shooter noted the anniversary and his manifesto. what are your concerns about that? are you concerned at all about copy cats, are you hearing anything about law enforcement from that? >> the battle of good versus eagle is never going to depart from us. the history and the close proximity to talk about dr. king giving his speech, an event, a terrible event taking place in our city called ax handle saturday. honoring our sheriff mack lover who was the first black elected

sheriff since reconstruction. i find it ironic that it all happens here. i think the root cause of all of this is equal, and we, as a community in jacksonville, we are going to come together. we've done it before, we're going to do it again. we're going to come together, we're going to bridge this gap that divides us with various, about the zip codes, we're going to make it know that we're going to stand up against any form of hatred, discrimination, all of the things that try to divide us, because we are a community that loves our community, a community that is tolerant of others, and we will overcome this. >> i want to ask you about the shooter here. he had a glock, and an ar-style weapon. at least one of the guns was had swastikas. the manifesto was the diary of a mad man so he did have a bigger act position. this is in reference to those who are suffering from mental illness in florida who could be in committed. he was held for 72 hours, then released. the sheriff said that there is

nothing illegal about him owning those firearms. what questions do you have? >> i saw the press conference. i want to commend our first responders and thank them for their swift actions as well. i believe that the sheriff addressed it properly. the steps taken to purchase the guns as far as the reporting to this point have been legal. but i think that the issue goes back to the matter about the hard. and dealing with people who are struggling with either types of mental illness, or hatred. just the pure ugliness of hatred in their hearts. that is what sickens me the most in the city. as a statesman and a leader in the city, i look forward to continuing to get back up into the community like we were this morning, leading with citizens and really trying to provide these healing spaces, where we can come together and have communication, and have talks to really start bringing our city together so that when we meet or encounter these

individuals that their hearts are filled with hatred, we see something, we say something, then we squash it. >> in this particular circumstance, you have somebody who has a hate filled heart and it's ambushing people outside of a dollar general. it is not something where you see something or you say something, maybe prior acts or certainly any kind of speech prior, or anything on social media will obviously discover more in the coming hours and days. but in addition to these healing spaces that you speak, of does it mean stricter mental illness guidelines, does it mean florida -- is there any concrete action you would like to see? >> for us, the first thing to deal with is showing those who've lost loved ones that we are here for them. that is our first responsibility. and after we allow the healing process to take place, these necessary conversations that you are referring to and others

are referring to, they will guarantee that they will take place at the national level and the state level. for me and my colleagues, and the city, i believe our responsibility is getting back out into the community and wrapping our arms around those who have suffered such a tragedy in our communities and give our students, college students and elementary students that are returning back to school the confidence that this was an outlier. this is not who we are, this is a city that loves each other, and we will continue to take strong stance against any type of hatred. any type of hatred in this community. >> terrence freeman, our thoughts are with your community, and certainly the family members of those victims, thank you for your time. coming up later this hour, i will be talking about this shooting and also about the fact that it was racially motivated. coming up in just 60 seconds, what we are learning about a u.s. military aircraft crash that killed three male marines in australia.

where a u.s. marine corps aircraft crash has killed three marines, and injured 20 others. the crash happened earlier this morning during a joint military trail more than 2500 troops from around the world according to the australian defense forest, the u.s. marines said the cause is under investigation and recovery efforts are ongoing. nbc joins us. what more do we know? >> lindsey, what we know is out of the 20 marines that were injured, five are set to be in serious condition. we know that these marines were taken to the mainland to a hospital there. some underwent surgery. as you mentioned, this was a multinational training exercise that was happening. it is the largest happening in the northern territory that is led by the australian army. while this is incredibly tragic,

unfortunately, this is not uncommon. we saw less than a month ago, for example, another helicopter going down in the fatal crash in the same region there. though the united states troops were not on board that aircraft. but in the united states, over the last six months, we've seen multiple crashes. helicopter crashes, where more than one dozen u.s. military personnel have died. these are all training exercises. given the frequency of these accidents, you can see just how dangerous these exercises are. at this point, the u.s. military, the pentagon, they have not released the names of these marines who tragically lost their lives. as you mentioned, the cause of how this all happened is still under investigation. lindsey? >> thank you for that update. still ahead, what to expect from former trump chief of staff, mark meadows's day in court in the georgia rico case. georgia rico case meet the future. a chef. a designer. and, ooh, an engineer. all learning to save and spend their money with chase.

looking ahead to this monday in trump's legal world, fred raffensperger is set to testify in a hearing where mark meadows is seeking to move his georgia trial to federal court. we will get right to nbc's ryan riley following offer as. he is the author of the upcoming book's addition hunters, how january 6th broke the justice system. ryan what do we need to know, what can you tell us about monday when it comes to georgia? >> so, this actually could be a mini trial, i mean, as mark meadows is trying to move his trial to federal court saying

he was operating as essentially, an arm of the federal government in the executive branch during this time when he was working on donald trump and overturning the election, what you are going to hear from the special counsel's office and others is that this was not part of, rather from the georgia prosecutor is rather that this is not really part of his federal duties. it is an argument that will be consistent probably with what you are hearing out of the special prosecutor's special counsel's office. they also have a hearing on monday setting the trial for donald trump. but that will be in d.c., appearing before judge chutkan who is a bit expected, between that being scheduled, either in early january, has a special's counsel's office would like, or as donald trump has suggested in 2026. so a pretty big gap between those two dates, we are also seeing that court date on monday. but for this mark meadows case, this could determine whether or not the case in georgia goes on that track, goes in federal

court, and it is her bare or whether it goes back to state court. that is a big decision that is coming down there. >> okay, thank you for setting the scene for us. thank you so. much i want to bring in glenn kershner, former federal prosecutor now an msnbc legal analyst. let's start with brad raffensperger being ordered him to testify against meadows. meadows was on that infamous call in which trump begged raffensperger to find 11,780 votes. what do you think the d.a. is -- what is behind the d.a.'s request to have him testify? >> it is interesting because on that call, brad raffensperger is standing his ground based on the law, based on principle, based on the facts that he had available to him that there was no fraud under minding the results of the georgia election. yet there's not only donald trump who is pressuring brad raffensperger to just find 7000,

11,780 votes that did not exist, but you hear mark meadows chime in as well. he is supporting, and bolstering, and trying to reinforce donald trump's corrupt ask, that there is a lot of fraud here that we have become aware of and of course, those claims seem to have ultimately been debunked. they were untrue and mark meadows was sort of playing a big role in the pressure being applied to it will become difficult for mark meadows to say that it was in the scope of his official duties as chief of staff. that is the exclusive province of state governance so i do not know how he will prove that this was part of his official duties going in an intervening in state election. >> we are also learning in the georgia rico case, they are trying to get their cases moved to federal court.

that is trying to separate themselves from the former president's case stand to help them at all? >> it may. because there are two defendants thus far in the georgia case, who have filed a motion for a speedy trial. kenneth chesebro, and sidney powell. so far the judges granted that with respect to cheeseborough. i suspect that the judge will also grant the motion to sydney powell and probably together in the october trial date that the judge has now set. there is a certain advantage, because what they will do, lindsey, i've been involved in codefendant cases were some codefendants go first, and then some codefendants go second, they will undoubtedly point the finger at the chair. they will say, you know, however bad it may look for us, it was really donald trump driving the train. sydney powell may argue that it was really rudy giuliani who was driving the train, do not hold us accountable. hold the more culpable player is accountable, because they will be tried in the future. i've seen that tactic,

sometimes it gets some play with the jury, sometimes not. but there are certain advantages to those two defendants going to trial first even though it is a little counterintuitive, everybody wants to wait and preview their case but there are tactical advantages to going first. >> what are the potential risks and benefits to being moved to federal court? >> being moved to federal court, all of the defendants who are trying to get their cases removed from georgia state courts federal court, they are doing that in the hopes of ones getting their cases in federal court, that the judge will say you know what? there really is some level of immunity against these kinds of charges being brought, if you are truly acting within the scope of your official governmental duties. what they are hoping is that once it gets moved to federal court, it will then be dismissed by the federal court judge. so this is just the beginning, regardless of how these cases are decided by the federal judge, i suspect that she will

economy, lowering employment rates, and any other term in american history, it is a strong case to make, and by the time you settle into the general election which is going to be just a few short months once the republicans, i think, formally nominate donald trump, that choice will be clear. the american people will speak in unison. they want joe biden over trump maga extremism. that is why i don't take too seriously any threats from a primary challenge to the president. >> carlos, we will turn to the republican field, new numbers from the latest nbc news des moines registered poll taken before the debate among iowa republicans to participate in next year's caucuses, according to some of the state, up 46% of those voters described themselves as margaret publicans. it is actually more than the 42% who say donald trump is their first choice for president. how should we read those results? because it doesn't give any

opening to any other contenders, even a sliver? >> well, lindsey, as long as there are so many candidates in the race, donald trump is going to have a major advantage because most of those maga voters are obviously aligned with him. however, these numbers reveal that there is a 54% of iowa republicans who do not consider themselves maga republicans. so if this field pins out and one candidate can really start consolidating the support of the non maga element, of the non trump element of the republican party, then you can see a path. the problem is, the party needs to have a lot of discipline to do that. and people have to get out at the right time as democrats did for joe biden in 2014. >> are you saying that there is an opportunity for one of the more moderate? because if you look at the debate stage, it was the more moderate candidates on the fringes here because they essentially stacked that stage, whoever was ranking the highest

in the polls, you had ron desantis and -- >> that is right. lindsey, the point is that it is going to be very difficult for any republican to defeat donald trump in this primary. the question, i think we are trying to contemplate here is, is there a path? it appears that there is a path if, if these candidates all have the discipline to perhaps coordinate and figure out when is the right time to get out of this race. we know that there are republican leaders like governor sununu of new hampshire, mitt romney of utah, who have advised republicans to get out before it is too late if you want to have the chance of defeating donald trump. >> when do you think we will know, carlos, whether donald trump's gamble to skip the first debate was worthwhile? >> i think after the second debate, lindsey. i do think that the president did pay a price for missing the debate.

i don't think it was a high price, i think he made a rational decision because he is so ahead in the polls that he didn't really need to show up at that debate but if other candidates start getting more attention, if other candidates start consolidating some of that long trump supporting peoples i think that you will see him rethink the strategy. remember, donald trump is at his weakest when he's not in the news. by not showing up at the debate he is turning the spotlight over to other people. i don't know how long he can continue doing that. >> we have got to go but i do want to ask you, california governor gavin newsom plans a debate. florida governor ron desantis, and people familiar with the matter tells nbc news that newsom is being viewed as a nuisance to president biden. do you think you need to keep a lower profile? he is saying he's an effective surrogate here. >> not at all. number one, i don't believe those reports that newsom is a nuisance to president biden. if anything, i think that you will see when the contrast for gavin newsom and ron desantis,

breaking news in jacksonville, florida, where a white gunman shot and killed three black people at $1 general store yesterday afternoon. the shooter carried firearms, including an ar-15 style weapon, marked with swastikas. he died by suicide. jacksonville's sheriffs no doubt said the deadly attack was spurred by hate. >> the shooter had several manifesto. as one of the parents, one to the media, and one to federal agents. portions of these manifestos

entangled and gun violence? >> when you have semiautomatic weapons, that can execute people whether they are in jacksonville, at the dollar general store, which is the only store in that area, or in buffalo, new york at the top supermarkets we have the same thing happening. these people cannot execute this kind of deadly forest without that. so they intertwine it. it is also part of the problem that we have many communities with gang violence where we have young people that cannot get jobs. they can't get training for an automatic weapon. and no one can tell us, unless you just made it illegal. so it is the civil rights communities, and something that the family, and those of us who helped organize will be discussing with the president and vice president tomorrow.

>> according to the gun violence archive, or there has been more than 470 mass shootings in the u.s. so far this year. what is your call to action for our leaders and government. for example, what you are going to ask if the president and vice president tomorrow, what is your call to action for the people that you are watching today. >> the point of action is that they are going to call congress or email them and make sure that you need gun legislation. we need background checks at a minimum. we need automatic weapons military style weapons. how many mass killings do we need to see whether it is synagogue, in nightclub, the lgbtq, or whether it is buffalo, or jacksonville, florida, how many people have to die. not just from bias in hate but because they have the equipment to make maximum damage. i want you and my representative to make sure that we do something about it.
