a shutdown showdown is brewing on the hill. lawmakers back at work this week. the first thing on the agenda is making sure the government does not run out of money. i'm asking senator chris van hollen what it will take to avoid that government shutdown. plus, state representative gloria johnson, one of the tennessee three, she's on the ballot. she just lost her campaign for the united states senate. why she thinks now is the time to take her talents to washington, d.c.. i'm simone sanders townsend, and i have something to say. both chambers of congress are back in session this week, and lawmakers hit the ground running. it's a story that has become all too familiar in a narrowly divided washington d.c.. government funding, folks, it runs out on september 30th. there are only 11 working days

left to pass a spending package. the house and the senate are nowhere near an agreement. last week, senate majority leader chuck schumer told his caucus that they would prioritize several appropriations bills when they returned. the debate will start on some of those bills tomorrow. but speaker kevin mccarthy has already said that he doesn't think there is enough time to pass all 12 bills to the house. and he would favor a continuing resolution. and the white house has signaled they support a agreement to avert the shutdown of the resolution, but let's remember, president biden and speaker mccarthy have already negotiated. the real issue is mccarthy can't get his house in order. the far-right freedom caucus has wasted no time issuing several demands in return for their support of any short term funding bill. some of these demands include -- their order security bill. quote unquote woke pentagon policies. and they oppose blank check funding is what they call it for ukraine. their words, again, not mine.

punchbowl news is reporting speaker mccarthy might try to separate ukraine funding from the continuing resolution in exchange for disaster relief funding. this is a nonstarter for the white house and the senate. both entities are committed to backing ukraine's military. virginia lawmakers, senator tim kaine and congressman don beyer, also introduced a bill to prevent government shutdowns for good. now for some context about what could happen, if the government runs out of cash. and the last time a shutdown happened, it was the longest in history. it began in late december 2018, and it lasted 35 days. thousands of federal employees were put on temporary unpaid league and those who are not furloughed worked without pay. those essential government workers and those furloughed were eventually paid retroactively, but there were so many low wage hourly government contract workers who were not. and the aftermath, the congressional budget office estimated the shutdown cost the u.s. economy three billion

dollars in permanent losses. senator chris van hollen joins me. now he's a democrat representing maryland and a member of both the budget and appropriations committee. senator, it is very good to see you. can we just start with the government shutdown? what is it going to take to avoid this shutdown by september 30th? >> simone, it is great to be with. you what it's going to take is for speaker mccarthy simply to agree -- [inaudible] reflects the kind of -- in the united states senate. with a government shutdown. he's got a small faction of so-called -- very extreme policies. then they are prepared to shut down the government. some of them are actually itching to shut down the government.

there is bipartisan agreement in senate, republicans and democrats agree we should have a stopgap spending measure, as you indicated, -- disaster relief, emergency relief, funding for ukraine, to help ukrainians fight putin's aggression. if mccarthy was to take that consensus approach to get it to the house, but he continues to essentially cater to his far-right. he's going to have to overcome that. >> if you were a betting man, senator van hollen, what would your wager be? do you think speaker mccarthy is going to be able to overcome these demands from the house freedom caucus members? >> i don't know if he's going to be able to placate their demands. but at some point, for the good of the country, and i would argue for the good of the republican party and the democratic party, he needs to prevent the government from shutting down. he needs to put aside the

radical extreme voices of the far-right and adopt a kind of bipartisan approach that we are taking in the united states senate. of course, he worries that if he does that, you could have a small number of republicans trying to bring down his speakership. so this will be a test of whether kevin mccarthy will put the interest of the country above the extremists in his own caucus in the house. >> while there is bipartisan agreement in the united states senate when it comes to funding the government, and there is some consternation as it relates to what senator tommy tuberville is doing. t senahe's a republican from ala and he is still blocking military promotions, and he says he is doing so because of the -- travel to access reproductive care. my question is, sir, if this continues, 90% of senior military promotions could be stalled by the end of the year. i know you've been vocal about your frustration. how does this actually end? >> well, it ends when senate

republicans make it clear to senator tuberville that this cannot go on. because it is hurting the country, and they also need to recognize that it's essentially, you know, putting a republican party in the senate against military readiness. the only people who are gaining from senator tuberville's antics here are our adversaries. you can be sure that they are smiling in places like beijing and moscow. because his ploy, what he is doing is undermining readiness in our military. the longer it goes on, the more our readiness will be eroded, which is why you had the secretary of the army, the navy, and the air force all indicate that we've gotten to a very precarious point. so it is way overdue for republican senators to say to tuberville, cut it out.

>> we will be watching. i don't know how this ends, sir. i really don't. i want to ask you about the health of members of the united states senate. there's been a lot of concern for the health of at least two senators, i'm talking about minority leader mitch mcconnell, and california senator diane feinstein. what is the conversation happening in the senate right now, senator van hollen? are you concerned? >> well, i'm not concerned, because, at the end of the day, i think all of us have to rely on the judgment of their doctors, and their doctors have all indicated they can continue to serve, finish out their terms. they both indicated they plan to finish out their terms. so, look, and these are decisions that every member has to make for him or herself, based on input from their doctors, based on input from their constituents.

but, you know, the business of the senate does have to go on. senator mcconnell is right now helping to pull together that bipartisan census on the budget that we talked about. and republican leader mcconnell also supports funding to help our friends in ukraine against putin's war of aggression. so at least for now, we have a bipartisan group in the senate that wants to keep the federal government open, wants to do the right thing when it comes to helping our allies, and wants to provide badly needed disaster assistance for the country. so that's where we are right now. co>> before i let you go, i want to talk a little mayor than politics for a second. senator ben cardin is retiring at the end of his term. you endorsed prince georgia counties -- also brooks for the united states senate. what is it that made you for

your support between county executive also brooks? this is a very crowded race. >> well, senator card has been a great friend and colleague and senator. i wanted to support somebody who i thought was the best candidate, the best prepared to take on the responsibilities in the senate. angela alsobrooks has been a really terrific county executive in prince george's county. she helped steer her county through the worst of the pandemic. and it is my view that when you look at the candidates, and there are many talented candidates, that she is a stand out. that's why i endorsed her for the senate race. >> if she is successful, she would be the first black woman to present -- represent maryland in the united states and. it chrisman haaland, thank you very much for your time. i appreciate you. i want to turn to breaking news in morocco. today, the death toll increased to more than 2100 people after friday's massive 6.8 magnitude earthquake slammed the african

nation. that comes as rescue teams scramble to find people buried in the rubble. this dramatic video shows the moment the quake started shaking the ground. you can see people running for safety and buildings starting to collapse. nbc news foreign correspondent ralph sánchez is on the ground with a look at the devastation. >> we are in the village of -- where about 30 miles east of the epicenter of the earthquake. we are standing in what was the narrow alleyways of the market. this is all that remains of what was a shrine here in the village. and as you walk around in the debris here, you can see little reminders of peoples shattered lives from friday night. this is a bill. this is some male someone had. these are peoples homes. if i just ask my camera operator to turn the camera around, you can see that these shops are not going to be open anytime soon.

the devastation here is enormous. there are about 3000 people who lived in this village, but locals tell this around 40 of them were killed in the quake. that is more than 1% of the population that lost their lives. they are part of a growing national death toll that has now climbed above 2000. the rescue effort is -- perilous. the roads in the mountains of windy and narrow. in some places, they are blocked by rockslides and boulders. nevertheless, the rescue operation continues. we are seeing both professional rescue teams here, but also just local people who buy patient hands are sifting through rubble like this, trying to get their neighbors out. we are still in that so-called golden 72 hour window, when there is a chance to find people alive. but the search become more desperate by the hour. back to you. >> nbc's ralph sanchez, thank

between the house and senate chambers at the u.s. capitol, but when it comes to funding to avoid a government shutdown, the two houses of congress just couldn't be further apart. the democratic led senate, the process is going fairly slowly. here's what senate majority leader chuck schumer said wednesday. >> the senate appropriations process has been a shining example of how things should get done in washington. we can summarize the senate's work i in funding the government and one work. bipartisan.

that is the senate. they are usually the adults in the. room what's going on in the house speaker kevin mccarthy. you can only spare five republican nose for short term resolution to fund the government. remember, a house -- vowed to oppose a funding resolution of mccarthy does not bend to their laundry list of demands. can speaker mccarthy get his house in order before the government comes to a screeching halt? joining me now is my political panel to discuss. former senator from alabama doug jones, and former new hampshire republican party chair jennifer horn. jennifer is also the host of the podcast that has my favorite name, is it just me, or have we all lost our minds? it is not just, you jennifer. we have all lost their minds. senator, look, speaker mccarthy has some options here. he can alienate the freedom caucus and avoid any blame for a government shutdown. or he can appease them, try to pass a funding resolution that is frankly dead on arrival in the u.s. senate and then the

risk shouldering the blame if congress fails to meet the funding deadline. it seems really clear to me what he should do, but what path do you think he's going to take? >> that's a whole different story, symone, about what he's going to take. he has, so, far just try to bend to the whims of the freedom caucus. that is why it is concerning about this. when these government shutdowns, i think chris van hollen really laid it out, you laid it out. this really affects so many people across the country. and it's not just federal workers. it is contractors, it's others. i would hope speaker mccarthy would step up and get his house in order and basically go with what is best in the best interest of the country. and the senate has done wonderful work. i applaud senator collins and senator murray carrying the tradition of senator shelby from alabama and senate early to work in a bipartisan way. but this is a real problem when you've got a small faction of people and the house that will

hold this up and perhaps shut down the government. speaker mccarthy needs to step up and be a leader. >> the small faction is a really important point here. it's not as though there is a huge group of house members who are calling for mccarthy to, you know, try to hold the -- it's a small group of people with large microphones, like congresswoman marjorie taylor greene. she is a mccarthy supporter, but she said she wouldn't vote for a funding resolution that doesn't include an impeachment inquiry into president biden. jennifer, you know just as well as i do, there's about 18 republicans in the house right now that represent districts that joe biden won in 2020. these folks are not people that want to vote for -- even want to talk about impeachment. how do they navigate them? >> that's exactly the problem kevin mccarthy is dealing with right now, isn't it? he is facing a huge mess, frankly, in the republican caucus.

it's a mess that is custom-made by kevin mccarthy himself. i don't know that there is a successful path that those representatives, those congresspeople you are talking about can follow. and still get the votes that he would need to avoid a government shutdown. keep in mind that the freedom caucus, we talk about freedom is a very positive word. people talk about the freedom caucus all the time. they've become extreme, they are the most destructive caucus in congress right now. we know they won't support a continuing resolution. they won't support any action that doesn't include a very unpopular border bill. they won't support anything unless it includes something to do with the weaponization of the doj, which is also not going to go anywhere. it isn't just marjorie taylor greene. there are a number of people that got behind the mess and the unfortunate likely shut

down that is coming forward from this. i think, frankly, the worst part of it is not that they have these other issues they care so much about that can be so destructive. the worst part is that they are standing firm in a position that will be so economically damaging to so many americans. >> senator jones, that's what i really want to talk about. we talk about the posturing and the politics in washington, d.c.. but there are really life implications if a government shutdown is to happen. even if the government is shut down just for a week, talk to us a little bit about the things that are affected when that happens. >> oh, simone, it is stunning. even a continuing resolution is not a good answer, because you can't enter into a new contract, you can't do the things that the government is necessary. but when people have lost their livelihood, they are having to either work for free or not work at all, not coming in, our

security is at risk from day one. and it affects nsf. it affects thousands and thousands of government workers and their families. these are people that have families, children, mouths to feed. this is just untenable. and make no mistake, and i was up there, i've seen the posturing that goes on. people aren't talking about those folks that it affects. all they are doing like marjorie taylor greene, talking about a political part of this. that is all they see. and that is one of the problems when people criticize congress. it's because folks like that get so insulated that they only think about everything going on in the capital and in the beltway. they don't think about the john doe and jane roe. >> john doe, jane roe, jane smith. as i like to say kooky and keisha as well. let's move to decision 24. all the unnamed, all the genre, jane doe, keisha, they're all watching 2024.

president biden will be the democrat's nominee for president. he's going to face the republican nominee next november. lots of posturing about who that republican khamenei could be. but the republican candidates have been attacking vice president kamala harris, given president biden's age and her place in the line of succession, she is the vp. she responded to those attacks this morning. i want you all to take a listen to what she had to say. >> a very few of those who challenge our administration actually have a plan for america. they feel they need to attack because they are scared. that we will win based on the merits of the work that joe biden and i and our administration has done. >> jennifer, what do you make of her comments? do you agree? >> well, i do agree. but i am -- didn't go far enough in her video. we know that if the election were held today, biden and

trump are neck and neck. the polls are consistent. the trend is consistent, when you look at all the polls. and i think she missed an opportunity there to either kick the republicans really hard on their record, or to do a better job of really specifically kind of uplifting the presidents records. she referenced joe biden, but i think that the democrats were getting closer and closer to when these republican primaries -- people are going to begin voting. some of the messaging out of the republican party, i'm afraid, is starting to take root a little bit. i would've loved to have heard a much stronger response from her on behalf of the president. and to your point, rightly, symone, the republicans are going to campaign against kamala harris. she is more unpopular with the republicans even than joe biden. >> i mean, that's what i wanted to get to, senator jones as

well here. we talked about the presidents age, there was a recent poll on cnn that found two thirds registered democrats and democratic leading independents want to see somebody other than joe biden get the president -- largely concerns, due to concerns about his age. when you ask those folks, they could not give you a name about who else they'd like to see, which therein lies the problem. senator jones, i do think, i've worked for president biden, vice president harris. i've worked out here against some crazy attacks. when it comes to midterm races and whatnot. i think what we are seeing here is slightly unprecedented, is it not? i mean, maybe the vice president looks weak to republicans, but if you look at there on the campaign trail, she seems to be doing a really good job motivating the base and carrying the administration's message. so what is going on here? so what is g oi>> i think you're right about that. i saw there were other parts of that interview today. i watched that.

which she did talk about, the message, she talked about the 13 million jobs the administration has created, the support for ukraine, things that were going on at the g20 summit this weekend, which are really remarkable with regard to africa and the middle east. i think she is delivering that message. she's doing those kinds of things. the fact of the matter is, symone, this would not be an issue of joe biden was 60. but he is the oldest president we've had. that is the issue. that is the only issue. and you will see what the president and the vice president out there talking about their accomplishments, talking about doing the things and what the next four years are going to be. who's going to overcome it? remember, we had this same question when ronald reagan ran. he was in his late 60s when he ran, early 70s when he ran for reelection. there was the famous clip from the mondale debate about his age. we have the same thing said

about joe biden and donald trump in 2020. people are going to adjust. they are going to see, because they are going to see a president who is really out there. he's athletic, he is physical, getting out there and doing the kind of things that he needs to do and delivering for the american people. at the end of the day, people want someone who is going to deliver for them. that's what joe biden and kamala harris have been doing. >> look, i think some democrats need to go out there and say, when joe biden was a senior, donald trump is a freshman. everybody is old here. let's pick something else to talk. about former senator doug jones, jennifer horn, thank you both very much. up next, california governor gavin newsom gave his most in-depth answer yet on what we'll do if he becomes necessary to appoint a replacement for senator diane feinstein. why he says his pick would only be temporary, and not anybody currently running for her seat. don't you go away. go away. with the money i saved, i started a dog walking business.

alex padilla is the first latino to represent the state of california in the chamber. it's historic. but immediately after his appointment, folks like san francisco mayor london breed expressed their disappointment at the last of the only black women serving in the senate. senator feinstein's extended absence from the senate earlier this year reminded people of the governor's pledge. earlier today, he clarified that any appointment would be an interim one. take a listen. >> i don't think the people of california want me to make another appointment. yeah, and i don't think that's -- that said, it's my job, it's my responsibility, if we have to do, it we will do it. >> you will abide by your pledge? >> yeah. an interim appointment, i don't want to get involved -- >> you would not appoint anybody that is filed -- >> it would be completely unfair to the democrats that have worked their tail off, the primary is a matter of months away. i don't want it to tip the balance of that.

unpacking some of the key races of decision 2024, in a series we are calling on the ballot. today, we are focusing on tennessee and democratic state representative gloria johnson, who just announced her campaign for the united states senate. you may remember her as one of the tennessee three, the state representatives who had an expulsion vote in the tennessee house after advocating for gun safety reform on the floor. representative johnson was the only member not expelled by a vote of her colleagues. here's what she told me in an exclusive interview the day after that vote. >> why do you believe you are not expelled? on thursday? >> because of the color of my skin. >> then would you say that the members, the republican members of the tennessee city legislature are racist? >> i would say that i was sitting in criminal justice committee discussing a bill where we were -- they would like to add the

firing squad and the electric chair to the methods for capital punishment. one of the members say that, i think we need to add hanging by a tree. >> well representative johnson be the first democrat elected to the united states senate from tennessee in more than 30 years? let's ask her. state representative gloria johnson joins me. now welcome to you, it is good to see you. let's talk about some of what your campaign is out there doing. you are emphasizing the embitter importance of young people and their role in democracy. we looked at a tufts university and. alice tennessee actually had the lowest turnout of young people in the nation for last year's midterms. so what exactly is your plan to flip those numbers around? >> you know, tennessee has been famous, unfortunately, for low voter turnout. what we are seeing is so much energy and a movement that has been created and really built upon this year.

we are building a coalition of young people, gen z has been activated in tennessee since the incident with the tennessee three and the expulsion attempts, and expulsions. we've seen young people get involved, stay involved all over the summer, they talked to their representatives, they showed up in different counties and had rallies. they are just so active. we have a coalition now that includes gen z. it's a coalition of young people. it's a coalition of senior citizens who don't -- from their prescriptions. marsha blackburn wants to keep prescription prices high, especially for seniors. and that is just not something that tennessee is going to stand for. we are building this multiracial, multi generational and quite frankly multi partisan coalition. because many republicans are coming over and saying they just don't see her helping

tennessee. >> so state representative johnson, you make a very interesting point. but you are also running in a presidential election year, and the reality is that every democratic presidential nominee has lost by double digits in tennessee since 2004. describe to me, then, the type of voter who cast a ballot for the republican nominee over president biden, but votes for gloria johnson over incumbent republican marsha blackburn? >> i can tell you that in all of my districts, in my state house race, i overperformed the president every time. and it has to do with talking to people, listening to people. folks out there know that even with if we disagree, they will be able to have a conversation with me. they willi will listen to whate to say. and i will be someone that is working for the people. i am not going to be working for big pharma and insurance companies and the nra. not going to happen.

i'm not taking money from organizations like that or corporate donors. we need somebody in tennessee who's fighting for hardworking tennessee families and not someone that is working for the special interests of billionaires. >> folks would call -- some people would call what's been happening in your state's legislature, the republican power plays. i would call it anti-democratic measures. they have absolutely been the subject of national news. if you are elected to majority republican senate, how will your time in the state legislature have prepared you for being effective in the minority? because the senate is also on the ballot in 2024. >> right, absolutely. it's tough to get something done in tennessee as a democrat. but a lot of time, what we are doing is delaying and demanding and killing that legislation. but, you know, with the closer margin and the federal congress
