headquarters in new york city. help us or we'll lose. ukrainian president volodymyr zelenskyy's dramatic appeal to lawmakers as he pushes for more planes, more missiles and a lot more money he's heading to the white house where he'll make the same ask of president biden a few hours from now. the burgeoning crisis surrounding migrants that has heavily democratic cities laying blame at the feet of president biden. as restriction mounts along with the price tag, will biden's bid to legally thousand of migrants help solve the problem or kick the can down the road. it was bad enough that prison officials in indiana accidentally let a murder suspect go free when he should have been behind bars, but why did they keep it a secret for six days instead of telling the community there was a suspected killer on the loose? we'll try to sort that out coming up. but we begin in washington where ukrainian president zelenskyy is

that is unclear to achieve a goal yet to be articulated to the public or the congress nbc's ryan nobles has the latest from capitol hill. richard engel is reporting from odessa, jhukraine, and also with us, peter baker. tell us about this congressional divide right now. >> reporter: there's no doubt there are a fair number of republicans in particular that are skeptical of continuing the flow of money from the united states to ukraine. but we do have to make it clear that it is the minority of members of congress. most democrats, most republicans in the senate and even a fair number of republicans in the house believe that the aid has got to continue. but because the margins are so tight here on capitol hill, that makes it a lot more difficult to get this type of aid approved and moved through the pipeline house speaker kevin mccarthy la leads the group that is most skeptical.

he is part of the meetings with president sezelenskyy today. this is what he said after talking to zelenskyy in a closed door meeting this morning. >> i thought it was a very good, i thought it was productive. i raised issues. we're very concerned about accountability i think he was very direct about where the war currently stands and what their plans were going forward. >> reporter: and it's that word, accountability that may ultimately be what brings the sides together to try and approve more aid for ukraine house republicans in particular want specifics attached to any sort of additional funding that's implemented for ukraine, and that means specifics that the biden administration must implement when the aid is handed over and that ukraine must follow through on, once they receive that aid still, it is going to be a tough ask, especially because right now the congress is not even able to come up with a federal budget, much less any additional

funding for things outside the budget structure, so there is no guarantee that this funding will be approved for ukraine at any time soon, chris. >> help us try, richard, to answer any of these questions, which is where the war currently stands you could argue the kremlin is helping zelenskyy make his case because of what happened overnight. but tell us where the war stands right now, and what some of the latest fighting looks like >> reporter: when you speak to ukraine officials privately, they think vladimir putin has one strategy, break down this country, break down nato, and hope donald trump is reelected as president that's the way people here see it, and they're hoping in the next year before the u.s. election to win. to have dramatic changes on the battlefield. they are pushing hard against the russian defensive lines. the russian defensive lines are

r robust but they hope if they keep pushing and pushing that they will snap, and that you could have a strategic catastrophic collapse at some point on the -- along the russian front line, and that could change the battle but so far we have not seen anything like that we have just seen slow grinding battles in which one side or the other will capture a small town or another small town. the two sides are trying to seek an advantage in terms of artillery or range of ammunition, so the ukrainians have gotten creative and the russians have adds well, and both sides are using drones extensively to fly over terrain that has been mined or where there are trenches, and to hear that from president zelenskyy, if we don't get support, we lose the war, i think he's echoing

the sentiment that i have heard here over the last several weeks reporting in this country, and including in front line villages, they believe, if the support stops their ability to defend themselves stops, and they become some sort of a divided country or a russian colony, and they framed this very much in historic terms. they say americans could remember what it was like during the a days of world war ii if wo if you don't stand up to autocracies, it laeeads to catastrophic events throughout the world. >> i wonder what extent this can be made, i ask this in the context of the op -ed, suggestin maybe the president needs to connect what's happening there to why every day american should care have you heard anything from the white house that they are using any strategy to escalate what is

their sales job for why this should happen? >> yeah, no, not net, i think they have not decided if the president should go public in that sense and rally support among the population it has been, in fact, a local win overseas, when he goes to poland, visited ukraine earlier this year, he has been given the full-throated defense of why it is important for america to stand with ukraine, but he really has not made that consistent, sustained at home. i think the calculation of the white house is most americans aren't really focused on ukraine, don't want to focus on ukraine. reminding them of that probably isn't good politics to work the inside track i think president zelenskyy's visit to washington is well timed in that regard this is the moment when he needs to make that case to members of congress and try to get them back on board where, as said, the majority actually is the people who are against it are not in the majority but they can hold things up

so far they have held things up and this $24 billion that president biden has asked for is seen as pretty critical, and explain to the future weeks of this war effort. >> and indeed, one of the arguments is our money isn't being well spent there's corruption over there, which is why, ahead of coming to the united states, zelenskyy cleaned house in his defense ministry, which does indeed have a reputation for corruption. what do we know about how the money is being spent and zelenskyy's effort to show, no, this is not a widespread problem. we are not wasting american tax dollars. >> reporter: there is always corruption in the war and world and peace and contracting, but having covered quite a few conflicts over the last 20 years or so, i wouldn't say this is a

particularly corrupt war it's not the first or even second or third impression i get from here. there has been a few high profile issues of corruption, particularly with the military contract here in ukraine they were being overcharged for certain items, food items, being overcharged for uniforms, they were paying too much for eggs. they were paying too much for services to bring supplies out to the front lines and the defense minister was replaced several deputies have been replaced and ukrainians have been open about that, when they have discovered corruption it is nowhere on the scale that we saw in iraq or afghanistan or that i've seen in many many others conflicts this is a country that is really united they are volunteering. they are spending their own money. to keep the war effort going there is not a family here that doesn't volunteer in some capacity whether it's teaching at a school, and they are still in kharkiv

i was at one yesterday, they are still teaching school in the subway stations. there are still air-raid sirens every day in every major city. still attacks. there are front line villages that are completely destroyed where there are only elderly people trying to hang on to the only homes they have ever known. i would not say this is a country that is relishing in the money making prospects of conflict and aid. >> and, peter, from president zelenskyy to president biden and democrats, the main argument has been, big picture, this is a battle for democracy, and if america doesn't stand at the forefront of that fight, then we may lose it, and obviously we heard that in the speech from president zelenskyy, not just in ukraine, but other dominos will fall what might this moment and this budget fight, frankly, say about where we really are as a country and our values >> yeah, it's a fascinating thing. i was thinking about this the

other day, if you told people two years ago, that for the amount of money that the americans have spent so far, we could, effect, defeat the russian army in a significant way, the way the ukrainians have, people wouldn't have believed it. there's been an extraordinary outcome for this money, if you think about it, before the invasion, people believed the russian army was this military machine that would take over the entire country within days, and thanks to ukrainian courage and m american and european support, that hasn't happened we shouldn't lose sight of how extraordinary it is that the ukrainians with the help of its allies have been able to defeat the russian army parts of the country are under russian occupation, they have not been victorious entirely nobody would imagine they would be where they are today. in terms of the issue of democracy, you heard an interesting shift in the

president's conversation about this this week when he went to the united nations and gave the annual address to the general assembly, he didn't frame the fight as a fight between democracy and autocracy as he has in the past. he emphasized sovereignty, and territorial integrity, freedom and independence, rather than democracy. i think there has been a subtle shift in that regard he is actually trying to enlist countries that are not democracies to stand by ukraine, countries like saudi arabia, and, you know, maybe to some ste extent, india, which is obviously a democracy but a troubled democracy you may not have a democratic system the way we would advocate you having one it matters to you two. nobody should have theirs rewritten by the use of force the way russia is trying to do it. >> peter baker, richard engel, ryan nobles, really appreciate it. from texas to new york it's democrats calling for the administration to deal with the migrant crisis we're back in 60 seconds with the big move by the biden white house. and succession officially

joins us by phone, and david jolly is a former republican congressman from florida and an msnbc political analyst. congressman, these are not the usual republican suspects who are unhappy with what's happening, unhappy with the president and his policies these are democrats, as i said, in blue cities and states saying they're fed up what do you make of the situation as it is now >> yeah, chris, the issue of immigration presents parallel narratives for policy makers and for americans. the first is who are we as a country. are we able to provide for those who seek refuge or assistance? the second, though, is how do we resource their needs, how do we pay for it and right now those narratives are intersecting and intersecting in a lot of urban, politically democratly controlled corridors, which is why you see the appeal to joe biden. what he has done now is what he can do, which is to say, let's allow the venezuela immigrants to work, contribute to the

economy, and see if that provides for some of the resources that are necessary while also reflecting american values the political question is does joe biden really lean in and own this and put it back on republicans and suggest, look, this is who we are as a country and we can do this together or does he simply do it from an administrative way, and we have to learn that. >> julia, what is the reasoning behind this move by the biden administration, and what will the practical effect actually be >> 400,000 venezuelas will be eligible to apply for work permits. new york city mayor adams says they need to do this for other nationalities within the city. 60,000 of them are still within the new york system trying to get shelter, trying to get food, and trying to find a way to work this is something adams has been calling for for a year now, chris. why now? i reached out to dhs sources when the news broke last night, and i said is this the

administration caving to pressure here? you have mounting pressure from new york as schools are opening, as biden did a number of fundraising events there this week are they caving to the pressure from new york, even though they said previously they wouldn't do it they said, look, we're not caving to the pressure we're giving breathing room. they already had a previous designation for venezuelans if they had come into the united states a few years ago, taking into account the problems in venezuela politically, socially and economically to move it up and to say that anyone who was here before july 31st of 2023 can now apply to this does still make newcomers ineligible, if they come illegally, maybe down the road if the numbers are big enough, they'll move the date again. that is a reason you wouldn't want to necessarily give tps in response to a surge t that's something they have tried to avoid in the past

they said they need more room, more space to be able to figure this out and allow new york to get in and get as many of these people as possible supporting themselves through jobs, which they say they want to do, chris. >> of course that's not the only city new york isn't the only state. morgan, the mayor of eagle pass declared a state of emergency there on wednesday tell us what the situation is where you are? >> reporter: in maverick county where eagle pass is located, and we began our day, actually san antonio at a migrant facility being run by a local charity there. they have 700 beds, chris, and over the course of the last week, they have had to turn away people at times because they were at max capacity, and the majority of the individuals there at that facility and elsewhere across the country are these venezuelan migrants, some of which are are hopeful they will be able to legally work in the united states. and others such as mother yulia

who made the journey from venezuela with her two children where he crossed into texas, she's still unsure if she'll be able to pindfind work here becae she's a more recent arrival. eagle pass, that declaration of emergency in place, the mayor saying that they simply cannot handle this recent surge of migrants early estimates have 4,000 people crossing the rio grande yesterday. thousands more anticipated today. and, chris, that's really the primary reason that they have gone ahead and shut down the international bridge leading into eagle pass from mexico to divert federal staff to help process these individuals that, at least at last check, continue to keep coming chris. >> thank you so much for that, morgan >> congressman, obviously all across the country this is a problem. there has been a big cry in new york about some migrants who have been becoming bike

for a week now in indiana, an around-the-clock man hunt has been in full swing the people who live there just found out about it authorities waited to alert the public for six days saying it would provide a tactical advantage against a suspect they admit was mistakenly released from a detention center. kevin mason has been on the run before, eluding police for two years after he allegedly shot and killed a man at a manip funeral in 2021. msnbc law enforcement analyst sedrick alexander, so kathy, how did this happen, and how is law enforcement justifying their reason for not telling the public >> reporter: good afternoon to you. so kevin mason, the murder suspect walked out of the jail behind me last wednesday, as you mentioned, it took nearly a week, six days, before officials to alert the public about his

release, and they are standing by that decision they say it was part of their strategy, a tact call advantage so he wouldn't keep running away as of this afternoon, he's still on the loose in another twist, chris, the girlfriend of the suspect has been arrested. she was arrested yesterday they are questioning her about the suspect's whereabouts, but apparently, according to authorities, she picked up kevin mason after he walked out of jail, and then shortly after that, she purchased a cell phone, went to a nearby walmart. also bought some men's items, and when authorities finally got to her, the suspect was nowhere to be found. obviously as you mentioned, authorities are working around the clock to find this suspect they're following a lot of leads but still, he is on the run, and as you can imagine, chris, folks in ipndianapolis, they're on edge, on high alert because there's a murder suspect on the loose. how does something like this

happen later this afternoon, 3:30, there should be another press conference with the sheriff's office and hopefully we can get more updates on all of this. they believe kevin mason has ties to the indianapolis area. it's unclear if he's still here. chris. >> kathy park, thank you for that. does keeping this quiet give police a tactical advantage or does it engage the public and deny police critical help that we see in cases like this often come from the public >> i believe it raises a number of questions, chris, and of course, one, in a situation like this, they made a decision that it would be to their tactical advantage. i don't know what information they may or may not have been operating on however, that was their decision the unfortunate part of that, when you keep something of that magnitude away from the community and the public, as it relates to a dangerous felon, then you open yourselves up to a great deal of scrutiny and

criticism such as they are because eventually this is going to be found out. >> how about the fact, sedrick, that the girl gets in a car and they go shopping at walmart. they didn't pick her up far week, obviously if she picked him up, she's got information. >> she probably has some information. we don't know when the last time they communicated. that aside, i think the important thing you're pointing out is how is he able to walk out of the front door of that building whatever door he may have exited from there's serious issues in their correctional system that they're going to have to take a look at and assess and just firing people doesn't fix it because it could be a deeper systemic problem in terms of how they deal with things administratively understanding, too, they deal with a large crowd of people coming in and out of those jails every day. not to make an excuse for them

however, the strain of their job is a very difficult one, but the most important thing here that is very glaering for you and me and the community at large was he was able to leave the there was no notification to the community for five or six days that he had escaped and he's a dangerous person on the loose. hopefully they learn from this if you can involve the community in apprehension of this person that plays a great deal of benefit. >> what would you expect at this 3:30 press conference, then, cedric obviously there are going to be questions about what happened in the first place. we know the clerical error that led to this also led to people losing their jobs. in terms of the alert they want people to have, the help they need in the community, what will you be looking for at this press conference >> if i can encourage anything, it's to be honest and forthright with the community which i believe they certainly have been doing. let's be honest and forthright,

u.s. attorney and msnbc legal analyst, barbara mcquade, no special treatment for hunter biden, which is i think 12 days away what else can you tell us? >> indeed, the magistrate judge acknowledging this won't be a long hearing and the travel would pose a problem for hunter biden and the secret service there are practical republicans he must appear in person the charges he's facing are different from the ones biden was going to plead guilty to before the collapse. the judge said it was important to explain the defendant's rights in person, and that if either side wanted to, for example, modify the terms of hunter biden's release, he would want those arguments in person as well. he spoke to a broader issue, until the pandemic, defendants were almost never allowed to make a first appearance by video, only in cases where they were too poor to afford travel

a black high school student in texas is now in the middle of a fight that's being watched around the country over whether a widely popular hair style is reason to keep him out of class for weeks. nbc's antonia hylton has more. >> reporter: daryl, georgia, high school jr. has been out of class for two weeks. the barbers hill, independent school district has hsuspended him twice over the hair style. >> his grades are failing, going down drastically he's not getting a proper education. >> all daryl wants is the chance to join the rest of his classmate sgls go to class, do what i need to do to get my education. >> his hair style called locs violates the grooming code, which states that male students hair will not extend below the eyebrows or ear lobes.
