powerful position as foreign relations committee chairman. >> discovered approximately $500,000 of cash stuffed into envelopes and closets. some of the cash was stuffed in the senator's jacket pockets. and agents also discovered a lot of gold. also this hour, capitol crisis, speaker mccarthy's grip weakening on his narrow house minority after losing two key votes. and the nation barreling toward a government shutdown just eight days from now. i'll speak to congressman ken buck, a member of the house freedom caucus, about all the in-fighting in his party. and i'll be joined by a local uaw president as the autoworkers strike expands and car companies layoff more employees creating economic uncertainty and political turmoil for the white house. it is time to hit the picket lines across the company and

and -- country and show the companies that we are fired up and ready for a record contract. good day, i'm andrea mitchell in new york. new jersey senator bob menendez is stepping down of the foreign allegations committee. menendez and his wife are accused of allegedly taking hundreds of thousand of dollars in bribes and using the senator's influence to promote several local he businessmen and the egyptian government. >> the indictment alleges that they provided bribes in the form of cash, gold, home mortgage payments, a low show or no-show job no nadine, mercedes-benz and other things of value to the senator and his wife. this investigation is very much ongoing. >> photos taken during execution of the search warrant showing the cash and gold bars that

prosecutors say are worth as much as $400,000 hidden in clothing, envelopes and a safe. the indictment also details text messages sent by nadine menendez demanding payments and promising official action. one text to an egyptian official march 2020 reading anytime that you need anything, you have my number and we'll make everything happen. the senator just released a statement reading in part, "since this investigation was leaked nearly a year ago, there has been an active smear campaign of anonymous sources and innuendos to create an air of impropriety where none exists, i remain focused on continuing this important work and will not be distracted by baseless allegations." this new indictment is separate from 2015 allegations that the senator illegally took favors from a florida's doctor, that case ended in a mistrial. joining me now is justice and intelligence correspondent ken dilanian, former u.s. attorney

paul charlton and new jersey guru in all things political and otherwise steve kornacki. so ken, give us the highlights. it is a 39 page indictment. >> a speaking indictment, a sprawling bribery conspiracy indictment against senator menendez, his wife nadine and three people accused of paying them bribes. and all the defendants say that they will fight the charges. this indictment says that menendez helped these three men with a series of official acts as you said in exchange for cash, gold bars, mercedes convertible, furniture, exercise equipment, even an air purifier. it says the conduct began in 2018 the year senator menendez was reelected after a jury failed to convict him as you mentioned in that separate corruption case. the indictment says federal agents searched menendez's home about a year ago and found over $480,000 in cash much of it stuffed in envelopes and hidden in clothing, closets and a safe and some of the envelopes contained the fingerprints of

one of the alleged bribe payers. this indictment importantly says that menendez used his leverage as chairman of the foreign relations committee over billions of dollars of aid to egypt to help a businessman get an exclusive contract with the egyptian government and that i think really elevates this case beyond simple base allegations of local political corruption, it suggests that the u.s. government relationship with egypt was tainted by bribery. and that text that you mentioned from nadine menendez to an egyptian official underscores that, anytime you need anything, you have my number. and there are a series of allegations in there including that senator menendez provided sensitive information to egyptian officials through his wife and i'll say also that lot of the evidence appears to could from text messages from nadine menendez. senator menendez having been charged in a previous illegal gifts case may have been known

not to put any of this stuff in text messages but his wife was not very careful according to this indictment and there is a lot of very in-criminal natue naturing evidence. what there isn't is explicit direct quid pro quo where bob menendez says i will take this official action in exchange for this money. and the supreme court has made it a lot harder to prove these bribery cases, so there may be some challenges head for prosecutors. buts as one lawyer told me just now, it is really hard to defend a case involving gold bars, cash and a mercedes-benz. >> and the pictures establish possession of that, but that is another thing that they will have to prove in court. paul, you're the lawyer. the supreme court did make it harder to prove bribery charges against elected officials. of course we had the prominent case of the former governor of virginia where his case was dismissed.

what about the quid pro quo, do you see one in this indictment? >> ken is right, it appears that senator menendez may have been more careful here in the sthaens we don't see a lot of communications from him alleged to have occurred. but the prosecutors seem to have learned their lesson. so in order to prove the substantive offense of bribery, they have now charged conspiracy to commit high crimes and misdemeanors bribery. that can be a less burdensome attempt of the desire by the prosecutors to prove their case because they don't have to show the actual quid pro quo, just an agreement to commit the act of bribery. and the indictment clearly sets out it will be difficult for senator menendez and his wife to explain to perspective jurors why it is that they have almost half a million dollars in cash in their house, luxury car and a number of gold bars. the prosecution is sending out a signal that their case now is different. three counts streamlined

conspiracy, not the multiple counts that we saw in 2015. one other extraordinary aspect of this case is that this case alleges [ laughter ] alleges -- that senator menendez reached out to the u.s. attorney in an attempt to benefit one his associates. wanted to make sure that the u.s. attorney wouldn't go forward with the allegations. that is extraordinary especially because senator menendez has a role in nominating that u.s. attorney and one the president pushed the name before the senate, senator menendez is then the person who makes sure that the u.s. attorney gets sufficient votes to confirm that nomination. so that role between a senator and a u.s. attorney is a very important one. but the gratitude has to stop after the point of nomination because that u.s. attorney

thousand needs to be fair and objective and if it is accurate to say that senator menendez was reaching out to this u.s. attorney, that is extraordinary at very best misstep on his part not to mention that it may have been illegal. >> and steve, you have covered new jersey politics, you've coveredenendez for years. and the senate is a 50/50 senate. new jersey could be in play, but that is looking way down the road. the white house is losing a very powerful foreign relations chairman. there are others who can ten in, ben cardin, but he is leaving after this term, but none with the experience of getting legislation through that menendez has. >> just a lot of deja vu here in terms of what happened the last time menendez was indicted. i think the key politically when you look back to that, first of all, he was indicted in 2015, there was a hung jury in 2017, in early 2018 they had the

charges formally dismissed. he was also severely reprimanded by the ethics committee as he sought re-election. republicans believed in 2018 that this was a winnable race for them because menendez's unpopularity in new jersey was through the roof even after this trial. but new jersey proved to be such a blue state and essentially the voters delivered a message we don't like bob menendez, but we're more desirous of voting against the republicans. so menendez won by 11 points and with every major democrat standing behind him. and so you have menendez's statement out this morning, it looks like he is intending to plow forward and say i'm going to beat it again. if he run, this will be playing out during the campaign. what does phil murphy do. does he stand behind bob menendez. last time on the first day of

the trial sitting right behind menendez in federal court was cory booker. he made a major show of standing with menendez through the trial. does cory booker say i'm standing with menendez again. very interesting the last time menendez ran, all the major democratic leaders stood behind him. a no name democrat with no money and no name recognition got her name on the primary ballot and she got nearly 40% of the vote against menendez in 2018. it seemed that democratic primary voters then were sending a signal that they wanted to pick somebody besides menendez. 40% for somebody they had never even heard of. he ended up winning but a lot of ambitious democrats may look back at that 2018 primary and say this is now happening again, this is my chance. you think of mikie sherrill,

josh godheimer, do they look at this here today and see a potential opportunity and challenge menendez even if he goes forward and runs. >> and it is a big question for cory booker and phil murphy, both of whom have further ambitions as well potentially to stand with him when this indictment on the face of it is much more specific and graphic than the previous case. >> and i think that is the immediate test because obviously everyone will be asking them, and cory booker had no trouble last time immediately saying that he stood behind bob menendez. phil murphy the democratic governor, i think that they will set the tone when you see their sponsor if it happens to be a lack of a response, i think it sets the tone for democratic leaders. but even if they stand behind him, you have to look at the possibility of one of the other democrats goes forward with a primary challenge. didn't happen in 2018 and some might have regretted it. >> steve kornacki, thank you so much. paul and ken also on the big breaking news. and one more little point,

and stellantis. ford is being spared because shawn fain says that they are making progress at the negotiation table with ford. >> ford is showing that they are serious about reaching a deal. at gm and stellantis, takes different story. we will shut down parts distribution until those two companies come to their senses and come to the table with a serious offer. it is time to stand up for our communities. uaw family, i'll see you on the picket line. >> joining me now is nbc maggie vespa in toledo, ohio. and debbie dingell is also joining us. maggie, how is this announcement playing among the strike striking workers? >> they expected the announcement and they say they had no idea which facilities -- support is huge out here -- which facilities would go on

strike, how many would go on strike. almost immediately as the announcement came out at 10:00 a.m. this morning, the energy here ramped up exponentially. people have been playing music, they have a fire going in one of the trash cabs, honking is nonstop. we have a food truck handing out barbecue. people are telling us no one wants to be out here, but the energy is absolutely skyrocketing. people also -- this is a stellantis plant, and so people are learning a lot about the negotiations which have kept tightly wrapped and hearing that their workplace, stellantis, still not this good standing with the union. you have to think facility to facility, these workers depending on who they work for just kind of got an update about these contract negotiations. again, we're talking about 38 facilities all parts distribution centers. owned only by stellantis andeen

strike. the three original facility, one for each of the big three, those remain on strike. so that one ford plant that we've been standing in front of for days in wayne, michigan that one is still on strike. but again, shawn fain saying ford is on much better ground with the union right now as far as the negotiations go. they have given the union a lot of things that they wanted when it came to profit sharing and temporary workers and equalizing what everybody is making side by side on the assembly line about. but the union and ford both saying that they still have a lot of work do, but they seem to have that goal in mind of getting an agreement soon. i should note we have yet to hear from gm -- i'll let the honking go by -- and also yet to hear from stellantis. again this is 38 facilities across for states. these are large distribution centers so you have to think about what it means with the

supply chain getting parts to factories and retailers. the union is saying that this could be very crippling. gm and stellantis, but remains to be seen kind of impact of the automakers down the road. >> thank you, maggie. admire your doing all that despite all the noise. thank you so much. congresswoman, the uaw invited president biden to come to the picket line. and you advised him not to get directly involved. has your assessment changed at all? >> you know, all of these things are very complicated and very separate. i don't believe that he belongs at the negotiating table. i do not believe that he should be intervening in these negotiations themselves. i think that there is a role to play by the administration, policy makes like me in ensuring that people are hearing what is being said to each other, to

understanding what the workers need, what we have to do from policy perspective to help this transition to electric vehicles and in the global marketplace. i was at local 900 and watched the spirit that you are seeing there. you know, there is a family there and that family is supporting each other. and that is part of what we are seeing today. i do think that this problem and former president trump stuff is a distraction to what the real issues are between the workers and the companies and what they are trying to accomplish. i don't know what the president will do. i don't. they are not talking about it with me. i'm talking about the issues, telling them what i'm hearing from companies. i'm telling them what i'm hearing from workers. and you know, i know former

president trump's coming to michigan next week and everybody is focused on the gotcha moment. but i'm focus the on solving the strike and making sure the workers about are paid what they are worth. they are the backbone of the american economy. >> union we last checked was asking for % more. the company was offering 20%. is there some way to this in the middle? >> look, that is what a table is. a negotiating table is both sides talking looking at the numbers. i haven't seen the raw numbers that are being presented. i've heard things. i mean, president fain was very strong on what he had gotten. i've said to all of you there are three things they must get. c.o.l.a. which ford has given

them, they need elimination of the tier system. and so they are looking for job security. and i heard something today that most of you had never talked about, that if a plant is going to close, employees have an ability to strike. so that is what is happening at the table. i don't belong at the table. the president doesn't belong at the table. media doesn't belong at that table. but they got to get this solved and figured out. and i hope it is soon. >> thank you so much, congresswoman. in washington, house speaker kevin mccarthy is trapped in the chaos of his narrow house majority after a string of failures with his members running out of time to even begin holding votes to keep the government open. right now the house has gone home for the weekend after failing to fund key agencies or even advance the defense spending bill to the floor. chuck schumer is advancing a funding bill for the faa already passed by the house. so that could act as a legislative vehicle for a short term solution. but there are no guarantees that

mccarthy and his members even want to use it. colorado republican congressman ken buck is joining me now. thank you very much for being with us. i want to begin by playing some new comments from the speaker just this morning. let's listen. >> we have members working and hopefully we'll move forward on tuesday to pass these bills. i still believe if you shut down, you are a weaker position. you need time to fund the government while we pass the appropriation bills. >> so congressman, you are a member of the freedom caucus, one of the five who worked -- who voted against the defense bill first time it came up and then i think voted for it the second time. but where do you stand on whether or not there is a short term solution, short term continuing resolution with ukraine money, without ukraine money some tell me where you stand. >> i think that it is -- we have a short term solution.

kevin is going to put a bill on the floor. members of the freedom caucus and others concerned about spending too much will get a few bills on the floor that reduce spending. at the same time we add the department of defense bill that increases spending. so i think that was part of the compromise. the other part of the compromise was to take some of the ukraine funding out of the department of defense bill and have a separate vote on that. no doubt in my mind that vote will pass in the house for the ukraine funding. so overall i think kevin has done a very good job in putting a package together that will get some of these appropriations bills passed. and then we move on to the continuing resolution the next day and i think that kevin has an idea anyway on how to get that done. if not, the senate will pass something and send it over to the house. so i think that we avoid a shutdown. i hope we avoid a shutdown. it is not good for anybody to have a shutdown.

>> would that separate bill with ukraine funding pass before the continuing resolution or you would do the continuing resolution first and revisit the ukraine money down the road? >> so the ukraine funding is just a small portion. it is not the supplemental that the president asked for, just a small portion that is in the department of defense appropriations bill. so department of defense appropriations bill i anticipate will pass now and then the ukraine funding bill will pass. and they will be combined again to send over to the senate as our appropriations on defense. >> and why will the defense bill -- you couldn't even get a rule passed thecond time in a r speaker of the majority could not get the rule pass. why will it pass now when it didn't just two days ago? >> because there were two or three people that voted against

is the last time who wanted to see some of the spending cut bills passed before the department of defense bill which raises spending. and then there were one or two people who wanted to see the ukraine funding portions of the defense bill pulled out. and so kevin has done both of those things to put a bill on the floor that i think you will see almost everybody if not everybody vote for the rule and most of us vote for the bills themselves. >> the bills themselves are below the spending agreement that averted the debt ceiling crisis. so do they have any chance of passing the senate? this was a deal that everyone signed off on. and house republicans, this small group, are forcing the house to go against. >> well, kevin when he ran for speaker promised a spending number at 1.471. the number that he negotiated with the president was significantly higher than that. so you have two groups that are relying on two different numbers in the house. there is a compromise number at $1.52 trillion.

and i think that that is probably where most members end up to get things done. i don't know if they will pass the senate, but i do think that they will get through the house. >> we'll have to leave it there for now. but good luck with all of this and getting something passed and getting any confidence to financial markets or to our allies because i'm hearing at the u.n. like what is going on in washington. it is becoming an increasingly global story as to the dysfunction in our ability to fund our own government. >> i understand. >> i'm sure you probably share some of those views as well. thank you, congressman. and joining us now is brendan buck, no relation as far as i know, former senior adviser to john boehner and paul ryan. do you want to sort through some of this for me? i covered the house for decades going back to the '70s and '80s and i don't remember a majority party ever losing a rule twice

in a row on a defense bill. >> hasn't happened in my time in washington. look, i've seen a lot of stuff. i don't think that i've ever seen it break down this bad. all of the things that house republicans are talking about, different spending levels, different machinations of how to pull it all together, is all fantasy law making. none of this is never going for become law. the entire house republican conference has been so focused on doing anything and everything that they possibly can to avoid working with democrats that they have spun themselves so much energy on something that is just dead, it is dead from the beginning. we are a week away from the government shutdown and no one is even asking the question what happens after the house. even if they do pass this stuff, what happens then. as you laid out, there was an agreement on certain level of spending. this was supposed to allow for a bipartisan appropriations process to work for the first time in forever basically.

and the house republicans already demanded that they go lower than that level. and as you are seeing, we're not talking about spending levels even lower than that, we're talking about all kinds of crazy policy writers. i get that this is what republicans want. but this is a small number, maybe a large number, of house republicans refusing to accept that they don't control all of washington. and that the point i have to assume a lot of this is just simply to screw kevin mccarthy. people want to set him up for failure, come up with a reason to be angry later and try to get him out. i don't know if that will work, but i feel like there is a lot of bad faith going on. >> so how does he lead the caucus to work out any compromises? he can't turn to democrats and there are some problem solvers in this movement, we talked to one leading of them, who want to get together, some democrats even post-this impeachment move by james comer and the speaker and jim jordan which really chilled any democratic appetite

from working with republicans. >> yeah, to state the obvious that nobody wants to state, you have to work with democrats at some point. the president is a democrat. the senate is run by democrats. you have to work with democrats at some point. so i think what kevin mccarthy is doing is he is going through every door they ask him to go through, failing, having that door shut in his face, falling flat on his face so many times that eventually he just has to say look, i tried everything. basically get permission to go do something bipartisan because there is no other door to go through. that is an unpleasant way to do it. i think he needs as many face plants as he can get before he has that permission. >> thank you very much. and ukraine's president doing washington to shore up support despite strong resistance on capitol hill. the chairman of the house intelligence committee congressman mike turner of ohio will join us next.

ukraine's president volodymyr zelenskyy is in canada today after a somewhat discouraging visit to washington where he is facing growing republican opposition in congress particularly in the house but also the senate. as the administration fights for a new $24 billion ukraine bill, nbc news is now reporting that the president did promise zelenskyy yesterday in the oval

turner. mr. chairman, thank you so much for being with us. you met with president zelenskyy yesterday. tell me about your meeting because as you know, there is pushback from the house, they are now talking about stripping the ukraine money out of the defense bill, doing a standalone bill and trying to get it fixed in the senate. and there is even senate opposition rand paul in particular saying he won't vote for anything that includes money for ukraine. >> and president zelenskyy came to washington on the heels of his speech in new york before the united nations and he came to washington knowing that he has broad support across the american public and very strong support in the house. the last time that we voted on the issue of ukraine funding which has just been in the last several months over 300 members of the house of representatives voted in the affirmative. however we're in this period where we're having procedural difficulty in getting funding bills across the line which includes of course funding that

the government, perhaps a shutdown coming up september 30th, so it makes it more difficult to confirm or affirm funding for ukraine during this time period. there are discussions and i certainly am opposed to anything that would result in not funding or underfunding ukraine and i know there are many members like me who know that this as president zelenskyy said is about freedom, it is about preventing russian atrocities. and the ukrainian people deserve our support. >> and the president also is getting $24 billion in additional aid. and nbc news is reporting that he did promise zelenskyy a small number of those long range missiles, atacms that he was asking for. there was concern that they would use them in russian territory or some aspects of

crimea. what do you think about providing the aatacms? >> unfortunately the presidents that been slow with providing ukraine with what they need. as a matter of fact the administration usually says no to any new weapons capability several times before they ultimately deliver them unfortunately resulting in i believe a loss of life and more difficulty for ukraine to repel russia. the long range missiles are needed to hit within ukraine territory where russia has both stockpiles of weapons and also troops from which they are attacking ukraine. president zelenskyy has made affirmative commitment that not use these into russian territory proper. they have needed them for a long time and i think the president has been slow walking them and he needs to get them into ukraine and into ukraine now. >> and prime minister benjamin netanyahu was speaking to the general assembly today and speaking about the virtues of a

possible landmark deal which would be a three way deal where the united states would help saudi arabia with nuclear power and in turn saudi arabia would recognize israel with diplomatic recognition which would be transformative arguably because netanyahu believes and a number of people in the administration, the white house, believe that it would lead to other arab countries joining in, what president trump started with the accords and could end the israeli conflict. so the question is could it ever pass congress with all of the opposition to the saudis getting a nuclear power of any sort and also with a lot of back and forth about what is happening in israel? palestinians would get some land, but that has not been defined. >> i think this is very exciting. as you said, it would be

unbelievable accomplishment and expansion of the abraham accords that would have the saufrd recognize israel. it would end what has been, you know, nearly half century of blocking recognition of israel, would certainly lessen the tension there and it would be an incredible accomplishment. i think that congress would absolutely support this depending on what the deal terms are. but this would be an incredible accomplishment. >> mike turner, chairman of the house intelligence committee, good luck on the shutdown, mr. chairman, and all the other things that you are facing. you've got a lot of big national security things on your plate. obviously i think that you are probably one of those hoping that this thing could somehow pull together. do you think this could be avoided? >> i do. i'm betting on kevin mccarthy. i think he has the ability to negotiate through this. there certainly is a path and this would be a meaningless shutdown if it were to occur and

and just really ramping up support. >> and there is a leak i wanted to draw your attention to in the detroit news today i was looking at which says that some union leaders have been -- the alleged messages at least fro uaw leadership saying that their intention is for repew tagss damage and on that anxious al chaos. the automakers say this shows they are not negotiating in good faith. do you know of any response to that? >> i know take that we have been focussed for a long time, disciplined in detail is what chuck browning our national vice president has driven. we have been in this process, it has been very transparent. ford motor company has had an extensive amount of time to understand what is going on, what has been on the table. i think maybe ford motor company is a little bit slow in coming to the table to the level of where we are at. and we're determined to get an

venezuela are crossing through barbed wire as cross the rio grand river forcing the mayor of eagle pass, texas to their a state of emergency. guad venegas is joining us from eagle pass, texas and also with us, robert gibbs. what is the reason for the surge now, why so many people from venezuela? seems like very sudden. >> reporter: and there is no specific factor that changed things this week or this month. this is part of a large group of venezuelans that have left their country in the last few years and just happens to be that large numbers of them made it to the u.s./mexico border. there has been talk that perhaps organized crime, cartels or smugglers decided to bring more groups to the border, but also people said that they arrived here on their own, they didn't do it through smugglers. what we know is that the numbers seen in panama of migrants making their way through the

jungle and heading north are larger than ever before. so the united nations are reporting that they have seen more than 300,000 people go through the jungle, that is more than all of last year. and so the numbers are there and these are migrants making their way through central america and through mexico. in fact you see the bridge behind me, that is for the railroads that come from mexico into the u.s., and versa, they take products that are necessary for united states and mexico. and those trains are stopped here in eagle pass. just days ago the company that operates different lines of rail lines that go to the border shut down 60 of them, most of the ones that come to the border like this one. in fact we know that couple hundred kilometers south of us, this rail line has a train that has been stopped with migrants on that train camping. the mexican company said they shut it down because they had an unprecedented number of igrants

riding those trains which can be dangerous and deadly. they had at least six different accidents in the last few days, some deadly. so we have to start looking into what this can mean for the products that have to come into the u.s. we just spoke to the ceo of union pacific he was here scouting the area and he told me at the moment the trains are stopped and they have products stuck on the mexican side that have to come in to the u.s. and vice versa. customs decided to stop this rail. so that is just ones effects of course aside from the large number of myigrants being processed here. >> such a grim picture for the people, for the border patrol. and also for the white house. the biden administration is sending 800 military personnel to help process these new arrivals. but how big a problem would this be for president biden with republicans who are now using

the surge to attack biden's border policy? in fact from the speaker's office and i believe today even people saying that this is the big problem, failure of the house republicans to anything about the budget. >> well, look, obviously this will be top of mind for the white house. i think sending the secretary of homeland security there shows a level of important responsiveness. from what speaker mccarthy said, if you are serious about dealing with the border, you wouldn't be days away from shutting downs government. that certainly won't help things or get towards a solution. i think that certainly as you see migrants certainly use see migrants moved into cities like into new york, we've seen some backlash there. i think the biden administration smartly has been responsive with venezuelan migrants in figuring out ways to get them to work as the new york authorities have

wanted. so look, this is going to be top of mind for a while. this is a crisis that has been dealt with for really the last three administrations, and it's going to continue to be top of mind inside the white house today. >> and one quick thing because you referenced new york. it's really split mayor adams, a democrat of course with the white house, because there's real anger in new york city over the surge of migrants there. they say they don't have the facilities and they don't have the money to pay for all of this. >> yeah, look, i think funding is going to be an issue, getting the resources that are going to be necessary for this emergency is going to be important. again, one of the reasons why we shouldn't be shutting down the government in a few days. but i think the venezuelan decision around work will help ease some of what new york has felt. >> thank you very much, and thanks to guad venegas down there in eagle pass, texas, as well, and to robert gibbs. back in washington, moderate

lawmakers from both sides of the aisle in the house are trying to work there legislative dysfunction and find a solution to avoid the shutdown, but the house has gone home for the weekend. new jersey democratic congressman josh gottheimer cochairing a bipartisan group of moderate members. great to see you again. >> thanks for having me. >> what discussions have you had, you've got a co-chairman, brian fitzpatrick about his talks with house republican leaders. is there a scenario where there could be some moderate democrats joining republicans to get around this freedom caucus boycott and get things going? >> that's the goal. this week the problem solvers caucus, 32 democrats and 32 republicans, we put out a plan that actually would keep our government open through mid-january next year. gets resources for the ukraine as the president asked for and resources for disaster relief to help folks. it's got a debt and deficit commission. it's got bipartisan border

security, and i believe can actually pass the house and pass the senate and get to the president's desk. you know, this -- the ridiculous game that the far right's been playing with the country and with the government is absurd. you know, even speaker mccarthy said their only goal is to burn the place down, and that's certainly not what our country needs right now and to hurt our veterans and law enforcement and seniors and children with a government shutdown, you know, and put our military at peril, so we need a solution. i think this is a great bipartisan path forward and one that can actually, i believe, get enough democrats and republicans behind it unlike what the far right keeps trying to jam through the house. >> there is a procedure, a discharge petition to get something out of committee into the floor. would that work if enough mod moderate democrats joined republicans? >> that's one vehicle, and there's other procedural vehicles. i believe we can get this to the floor for a vote. we're finishing the details on the bills now. i think this is something we've heard a lot of positive feedback

from people. the bottom line is the government's going to shut down in eight days if we don't do something reasonable. this is about common sense and reason versus extremism. the people who want to wurn the place down are not interested in putting the country first. i'm hoping the speaker will encourage them to step aside and bring a reasonable bill to the floor. it's what we did with the debt bill. this is another opportunity to do that, and i'm really hoping that's what we can do in the next days instead of shutting the government down and putting our country and our families at risk. >> one of the proposals with colorado republican kim buck is they're stripping out the ukraine money into a stand-alone bill during a short-term cr that could pass. is that feasible or do you want that ukraine money? >> my only concern could you get that done and get both bills out of the senate and to the president's desk? i think we need to support ukraine, and we cannot allow
