you down to the wire, and all signs are pointing to a shutdown. background negotiations that a fever pitch, as kevin mccarthy tries to get his chaotic caucus together on the deal with both sides of the aisle re-change their breaking point. >> it's about time that kevin mccarthy cares more about the jobs in the american people, and not his own job, first and foremost. >> it's dysfunction in washington cannot continue. the american public knows what we're up, two and they're sick and tired of it. >> the republicans are controlling what is taking place in the united states. kevin mccarthy is not standing up for, even, i think, the majority of his conference. >> they arsonists, they let their house on fire. they're wanting to put their house burning. they won't credit for putting the fire out. then they're going to get paid for what happened. >> we also have some new polling out today from nbc, showing trump behind president biden, for the former president as well.

the key issues there that have voters concerned about each separate candidates, and, we're following these developments on two major strikes in the country. we have a deal expected anytime now for hollywood writers, a lot of workers have seen signs of the major auto company there. then we're going live to the texas border. a town that has declared a state of emergency over the migrant surge. all of that, plus, all speak to parkland shooting survivor turned activist, david, hog about the creation about the white house office on gun violence prevention that he has spent years lobbying for. what he expects it to you in the conversation that you do not want to mess. get this, especially delivery from space. seven years after a long chain, a spacecraft drops a sample of an asteroid back on to earth. a live report on that, coming up. we want to begin with that ticking clock in washington. we've got six days left to avoid a government shutdown that is seen more by the hour.

there are paychecks for millions at risk. the governments are holding their ground, with donald trump's blessing to shuttle down. both the president and the transportation sector, people to, judge are making calls for republicans to resolve their differences. going to bring in congressional correspondent to talk more about this. we saw a lot of action yesterday. there was a lot of backdoor negotiations that were happening. we know closed-door negotiations, i should say. not so much today. obviously, the jewish holiday, but what more are you hearing about what is going on as we get closer and closer to what seems to be a shutdown? >> yeah, yasmin, these halls are virtually ending today. we have been staking of mccarthy's office, we've been here all day. no one who is here physically, but look where we left things off yesterday. it's not a good place. this time next week, if lawmakers don't make a deal to avoid a government shutdown, americans will be waking up to one, as you laid, out the impacts will be catastrophic. we heard from lawmakers today about all their reactions to

this. republicans, including the holdouts of congressman matt gaetz, for example, speaking out, saying that he will never vote for a short term government funding bill. on the flip side, you have moderates, members of mccarthy's leadership team, and its allies, encouraging those holdouts to come around, and let them pass conservative spending bills, and a short term stopgap measurer so they can avoid that shutdown. take a listen to two of those lawmakers and a few moments, and we'll talk about on the other side. >> kevin wants it in one bag up or down vote, keep the government open, shut it down. i'm sane, single subject spending bills. is the only way to break the fever and liberators also this out of control spending. >> he's doing the bills next week. >> because we're making. him >> he's doing. up to push now, to blow up all of the winds that you have all had now -- >> which winds? >> kevin's going to continue to negotiate, but, you know, the republicans need to vote for republican bills. we can avert the sucked down. >> republicans are

communicating through, us through the process, to try to convince these holdouts that exact argument that you heard the fox news host making their, that they are taking up spending bills. they're doing that on tuesday when they get back into town. in the meantime, they also have to pass a stopgap measure to keep the government open because they can't get all the spending bills done in time. the thing with matt gaetz is not understanding, the other side of the chamber is controlled by democrats. even if they were able to get something conservative, lower spending levels that already were negotiated by mccarthy, and biden, through, they would never pass the democratic -controlled senate. either way, the government which shut down. my guesses, my conversation behind the scenes, gaetz doesn't want to vote for anything that mccarthy's fingerprints touch. >> if you didn't think house republicans had gone awry, that's sound certainly shows up. i know there's been a lot of threats as well about mccarthy, hitting him with a motion, for gaetz, in particular, have we heard from. what is his response been to

the so far? >> yeah,, book gates can bring that up as early as next week. he left copies thrown around the capitol to make his threat. mccarthy, he's got very frustrated. behind closed doors, and to a, cnn, yesterday. i asked mccarthy what he's going to do if gaetz drops that motion on the floor. remember, that something that was baked into -- take at home the gavel in the first place. any member can call for his ouster to get him to do so. that requires a simple majority. mccarthy told, me straight-up, that he is going to vote it down, like he does everything else. we'll see if that develops next week, but certainly it's something he is looking. at i will say, to mccarthy's credit, there is no way to replace him at the moment. i think as of now, his job is safe. certainly, he's making promises to all sides of his republican conference to keep our. it's not clear if he can deliver. >> julie tsirkin, i know you're staying on this forest. thank you. we've got much more on the possible shutdown throughout our show. we have more coming in the next hour. i'll be joined by democratic

congressman, mary j. scanlon. we'll talk about what her party can do, if anything, really. we'll talk about some of those strikes that we've been following. the writers guild of america, the major hollywood studios, they are closing in on a deal. that is the latest court. ing to some sources close to t negotiation. of the hollywood times said this, lawyers in the both sides are haggling over the details of a possible agreement on saturday, following another round of marathon negotiations. a resolution will bring an end to 146 day strike that is shut down new productions of the film and television business. we're going to bring in our reporter has been following this. we are? we it seems that we've been getting closer and closer to this. what are you hearing now? >> hey, yasmin, yeah in some ways were still. they're just inching closer closer. everybody here in hollywood is on pins and needles waiting to hear if a deal has been reached. more and more as this goes, on

we're now on day five negotiations. they're working through the weekend here. that is significant. people are feeling very confident that they are reaching a deal. that's, that the negotiations, it sounds like they are still rather tense. as you mentioned, it's really at this time now, the lawyers, going back and forth on the nitty-gritty here. this is complicated stuff. but, people are anticipating a deal, in fact, many people were thinking a deal would come yesterday. it hasn't come to pass, yes but it is promising. people are very hopeful a deal will be reached soon. of course, jasmine, even if a deal is met with the wga, they still the screen actors guild on strike. there will be many months before rioters able to get back to work. >> so that means, that i know at the start of this, they get the jump this, then a guy was certainly a major sticking points. reports indicate that even yesterday that got so close, and then a i was still a sticking point. what more did you hear about this? >>, yeah, yasmin this is a really complicated contract

that they're trying to negotiate. it's unprecedented, really. never before have they had to tackle this issue of artificial intelligence, and that is a big sticking point. again, it's unprecedented. there's a lot of nuance here. it's not just that voters think that a.i. could replace them, which is a big concern in many rioters told me their concerns that their work could be used to feed into these machines to train the a.i., but they're concerned the studios might start using a.i. to write scripts, and to write new shows, and then they will go to a writer and say, clean this up for me, and maybe not give them the full pay. there's a lot of nuance here, yasmin. >> this price for, thanks for being on. this we appreciate it. then to another strike we've been following as, well you've got the united auto workers walkout which is now in its second week. the president is saying that he's going to be there in michigan on tuesday to join the picket line and stand in solidarity with the workers. this is coming as uaw president says they have made progress in

negotiations with ford, specifically. not with general motors. workers in 20 states, their fight for better pay, and benefits, and more paid time off. we want to bring in nbc's reporter, who's been on this for the start. that pontiac michigan, here we, are jessie. once again. i guess the question is, this week, as we're looking ahead especially, are they going to get to a point where as the president is coming, there are no the for president as, well i think he's coming on wednesday, i think going to get to a resolution on this? or are they going to have to expand even further? >> yes, so what i can tell, you, yasmin is that the uaw on friday, three clear distinction between ford and the other two companies, general motors and desantis. they said that they made real progress with forge. but, not with the other two companies. this strike specifically expansion on friday against those two companies. there is political pressure

from two heavyweights with president joe biden, former president, donald trump. let's re-between the lines here. this is a crucial battleground state for 2024, and we know that voters, particularly, sophie joe biden, they might be relying on specifically. i spoken with some workers, one gentleman telling me that he welcomed the support from either leader, regardless of who he, of who he should be supportive up out of the gate. i think workers, here at least some, welcome the support from anyone who's going to bring more attention to their cause. the other thing to keep in mind, yasmin, moving forward, is that the strike expansion is hitting parts of distribution centers. that means those who don't work, your don't work in the business, don't live in the communities that are hit by the shutdown some plants. they may start to pay more attention to this because distribution means that it will be harder to get these repairs and the days and weeks ahead. it'll be interesting to see how

the president, this week, made a major groundbreaking and as committed comes to gun violence protection. >> i'm proud to announce the creation of the first ever white house office of gun violence prevention. the first office in our history. after every mass shooting, we hear a simple message. the same as the shuttle over the country, after every mass shooting. do something. >> with this new office, we will use the full power of the federal government to strengthen the coalition of survivors and advocates, the students, and teachers, and elected leaders. >>. all, right the white house says the new office is going to enforce the safer communities act, a law that was passed -- the kamala harris is going to oversee the softest, stephanie feldman, a policy adviser on gun issues is also going to be

involved in this as well. i want to bring in david hogg, founder of leaders we deserve, cofounder march for our lives, and a parkland school shooting survivor. dave, it is good to talk with you. thanks for joining us on this. on the day this was announced, fried also join me to talk about this. i'm sure you know him well, having lost his daughter at parkland. you've been working on the same for before years now, to get an office like this establish. give me your reaction this evening. >> it makes me incredibly happy. march for our lives was one of the first groups to start calling for this in 2019, and our original policy platform, where we called for the office it got violence prevention. seeing all the survivors that i'd seen every couple of months, or at least once a year come together, come together after something positive happened, not something like another mass shooting. this means a lot. it's good that we're coming together to be proactive on this issue, the president biden has been proactive on this issue.

not to mention the fact that the president was introduced by congressmen, maxwell frost, who before being a member of congress, was a march for our lives national organizing director. ambivalent is getting involved in the inside and outside of politics. i feel a lot of hope. >> it was interesting because the presidents, in his address, compared this office to fema in response to mass judean's. because of the long-lasting psychological effects especially to a mass shooting, talk to me about how important that is, and how much we have fallen short and responding to mass shootings in this way. >> well, it's incredibly important. even after the cameras go away, the trauma doesn't. it stays with you. it stays with these communities. there are many students that died after parkland who committed suicide, or died by suicide. there are many law enforcement officers as well, after many of

these mass shootings, who also died by suicide. it's important to acknowledge this of this is not just about mass shootings, or dressing, those it's also about addressing that the majority of gun deaths that happened outside of schools that don't get the media tension they deserve because they have been a baccarat communities. it's not addressing that two thirds of gun deaths that are suicides, deaths of despair. this will help coordinate the federal response, because there are great people focusing on this in the white house, but we need people that are solely focusing on gun violence, and knots eight issues at the same time. we need to address the fact that guns are one of the leading causes of death for young people in america. >> you are so active, david, any talk so much about this, but do you still deal with ptsd? with survivor guilt? with remembering that day and how it played out, what it was like for you? >> i do. i think that's one of the challenges that many gun survivors go through. some of the recent survivors of the chaplain hill shooting a war with us at the march for

our lives at the white house. the thing i told him over and over again is this is not salt. there are people in this movement, you need to take care of yourselves, take breaks. taking a break, when you have to deal with the trauma that many survivors of gun violence have to deal with, it's not antithetical to process, but it is an essential part of. edge we can't take care of ourselves, we can't take care of the movement. this all the movement is. it's just people. that's why i am excited to see this office be creative, because it shows survivors that we are not forgotten about. that were listened to. that would be protests, what we've, owenyo people -- you much for your lives you made this happen. march for our lives has been working on this for a long time. we, the young people, we voted to help make this happen. it shows the administration is listening to us. and very glad to see that. because we have to be. >> you know, there's a lot of folks out there, david, who say this office established, and

they're optimistic about, it right? they also see what's happening on the other side of the aisle when it comes to gun control measures, gun safety measures. the president reiterated his support for banning assault weapons. that has been a very hard battle to get past, obviously. what do you say to folks that are not, that are pessimistic about something like that? a measure like that getting over the finish line? >> that progress takes time, but we've made a lot of it in the past five years. especially in the past three years. the gondola prevention movement has made more progress in the past three years in the federal leve 30 years. certainly, young people played a critical part of, that but we aren't the only ones. there are others who have come before us, who started when they were younger. we aremaking progress. there were several republicans who actually voted with us on a bipartiser communities act. not le person who voted for that lost their reelection because they voted for a bill that restr access to semi automatic rifles, or things

that are hard to get under the age of 21. so it shows that in the five years since parkland, he, know in 2018, many democrats and republicans were told to not talk about guns, normally talk with the second amendment. now we're talking about politicians about on this issue. and when, over and over again. at the presidential debate, just look. not a single republican, not a single one talked about or, bragged about their nra rating. that is a massive shift from where we were in 2016. >> that is a really good point, the president vowing to make the gun issue one of his top issues and running for reelection in 2024. david hogg, thank you. we appreciate. it congratulations on the establishment of this office, and the work you're doing there every day. alejandro mayorkas is calling for action during his visit to the u.s. mexico border. >> our immigration system is absolutely broken. a fact on which everyone agrees,

who are sowing so much division, they are willing to shut down the government. funding the government is one of the most basic responsifor republicans to start doing the job america elected them to do. let's get things done. [applause] >> the president there leaving no uncertainty about how urgent the situation is getting on capitol hill. it is now the final week for congress to put together a plan to fund the government and prevent what would be a costly government shutdown. funding expiring at the end of the day on saturday, but despite this immense pressure to get it done, house republicans showing no progress after this chaotic week on the house floor that saw several attempts to reach a consensus, all failing. the white house is already preparing and directing several federal agencies to look to a possible shutdown. we want to bring in msnbc's -- standing by for us to talk more about this. let's walk through, monica, a

little bit of this reaction we've been hearing and the dysfunction to capitol hill, and also the plan here for the president and the administration preparing for this impending shutdown. >> yasmin, this is typical with any kind of a government shutdown a week beforehand, the federal agency known as the office of management and budget let's all the other agencies know this is a possibility. you need to start making your contingency plans. we are sort of in that phase now for if this shutdown goes forward. to your point, given the disagreement here within the republican party and some of the more conservative hard-liners who do want more spending cuts, and even some of them saying they want to oust speaker mccarthy, it's unclear how they will be able to navigate this in the next couple days. speaker mccarthy for his part has said nobody really wins in a government shutdown. he's not interested in doing that. of course, he is interested in holding on to his speakership. the white house is really pointing to this agreement made four months ago, remember? during the entire debt ceiling

crisis, a lot of that hinged on coming to a spending agreement, that the president actually negotiated in many ways directly with the speaker. because of that agreement that they already had in principle or in a handshake form, we knew there was a possibility that once we got to this point at the end of september, this all could come crashing toward a government shutdown. that's where we are. and so that's why the president is calling out republicans when it comes to those deal. but the white house of course, again, is taking all these steps and talking about the very real implications of what we heard -- a window into that from transportation secretary pete buttigieg earlier today. take a listen. >> again, the president is focusing on trying to get the house to honor the deal they already may. the senate is ready to go. the administration is ready to go. >> does he have a role in this, though, a responsibility? >> of course. and the most frustrating thing, of course, the president and the administration have the responsibility to make sure no matter what congress does that the country keeps on succeeding. >> you think a shutdown is all

polling. but you have to imagine that given some of this polling back to back that we've seen these same concerns about president biden overall, that they are paying a little more attention as we get closer to that 2024 election. naturally, first, and when it comes specifically to the presidents age, the fact he is soon turning 81, he is the oldest ever commander in chief. 59% in this new nbc news poll say they have major concerns about the mental and physical health of the current president, who we should note would be 86 at the end of his second term. and overall, his approval rating is also at one of the lowest points we've seen so far since he's been in office. something like 41%, wit 56% disapproving. but, yasmin, it is not just the current president and that really lot of voters are really worried about heading into this election cycle. former president trump, 52% say they have many concerns and major concerns about of the

to address concerns like this. because we know he already is. >> i thought what he said at one of his speeches was exactly the right message. i don't think anyone's forgetting about his age, that he's 80 years old and voters have some hesitancy toward that, but i think what he said last night was really important. that was that i might be 80 years old, but i got the job done. i knew what to do. you look at his response to covid, you look at his response to ukraine, you look at all the things he's been able to do at 80 years old, i think that experience is what he has to lean into. acknowledging he is old is acknowledging he's 80 years old. at the same time, reassuring voters that his experience and his age comes with wisdom, perspective i think other candidates simply don't have. like you said, the other person is 77 years old, and he didn't have any clue what he was doing when he was president. i think that contrast is going to be very sharp in 2024. >> you see the vice president there standing to the left with maxwell frost on his right.

that was obviously at the establishment of the office, when it comes to safeguard legislation, announcing the rose garden late last week. you wrote a piece about vice president kamala harris. -- secret2024 weapon. she's been on this tour, this college tour, fight for our freedoms college tour. you write in your piece, this, in a generation all t oen overlooked by our political system, having a leader like kamala harris fighting for us is more meaningful and then many might believe. expand on this, victor, if you will. the strength that kamala harris brings to this ticket and what she could do to help biden get over the finish line. >> i wrote this piece primarily because that week i wrote it i saw a lot of headlines calling on vice president kamala harris to drop out of the ticket for president biden to do that. but i think we have to be very clear about this. vice president kamala harris is not going anywhere. her numbers are overwhelmingly popular with non white voters, with women, and also with young people. we saw this administration, she's currently doing this

nationwide tour, and you look at some of the lines waiting for kamala harris at these colleges, they are wrapping around the corner. it's really extraordinary what we've been able to see here. you have marching bands turning out. we have people really enthusiastic and cheering for vice president harris when she comes onstage. and then when she's actually onstage, she is showing that she has a really amazing grip on the issues that young people care about. things like climate change, things like gun violence. these are all things young people care about. she is in touch, she is engaging with them, she's really paying attention to us. i think that really matters. you have students at these colleges saying this really matters to us. we've never seen a politician do this to a college before. i think it is going to be really important as we head into 2024 for vice president harris to continue doing this. as we see, gen z and young people are very enthusiastic about what she is doing and how she is engaging with us. i think that's going to really matter ahead of 2024. i think that's what polls don't really capture. >> what about taylor swift? she posted on instagram, go out, register to vote.

messed up on appeal because of any conflict issues raised after the fact. as you just mentioned, and some of what i just laid out as well, how much of a problem is this going to be for prosecutors? >> tonight's nfl sunday. it's a very big flag on the plate. you are right, the prosecutors don't want to get those -- they want to make sure everything is on the up and up for the trial, but we are also going to see a lot of stock pulled out on the other side from the clips. -- they will several motions, they will do what they can to delay these proceedings going forward and also president trump, or former president trump, excuse, me wants to be reelected. i'm pretty sure he's hoping if he gets reelected, and then all this may go away. >> i think the state said they will call about 150 possible witnesses here.

lin wood, as i mentioned, one of the names. their other names there is. well -- epstein, the trump former deputy white house counsel pat philbin, even former new york city police commissioner, bernard kerik as, well bernie kerik, as we all know well, a longtime adviser to trump and rudy giuliani as well. we know lin wood has said on social media that he has not quote unquote flipped on the former president, but he's been subpoenaed to testify when it comes to sydney powell's case in october. he certainly could help the state build a case against sydney powell without necessarily flipping on the former president, as he puts it. >> i agree. i mean i am sure he is privy to a lot of insider information, a lot of information that could help the prosecutors authenticate and sign pieces of evidence. even though, as you said, doesn't want to flip on president trump, i think some of the knowledge he has will be very vital to the prosecution to lay out their foundation, to make sure that their evidence is airtight.

we were on a train that stopped for five days, the mexican freight company had stopped for trains because of so many migrants. it finally moved and now they arrived. how many more? he says 1000 to 2000 people could be coming behind them. this is the area that cbp is using to line up, they are giving them water and also checked some of the -- you can see the lines leading up to the agents. the area is too small for them. we have families, we have children. we have babies that some of the mothers are having their arms. these are individuals that just crossed the river. we can show you over on the other side, and this is the river area, where many of them have crossed over from mexico. earlier today, some that didn't want to go near the wire figured out a way to climb onto these containers. they had to be rescued from the containers. this is just what is happening here at the border. we were able to speak to a man, one of the first ones that arrived with this group,
