i that speaker may not be house -- to save kevin mccarthy, where are you on? this >> you know, i want to hear a thoughtful discussion, and -- i don't think democrats have settled on what they are going to do, if it's, speaker pelosi has said it's really up to hakeem to choose the direction in which to go. quite frankly, i am someone who -- i am sick and tired of that motion to vacate always being there. it has caused the chaos that caused got us where we are today. it really would have, been if this was closed on speaker mccarthy's shoulders. because the small group of dissidents is controlling the house, in two many different pieces of legislation. and for those that like history, i'm going to tell you to go this weekend while you are watching the continuing trauma. because remember, only half of the congress has voted. we still --

we are very thankful fracked religion last hour i this path i stopgap for the last couple weeks now i will be heading towards a government shutdown in fact -- the house is not passed this country resolution the final tally of that 3:35 to 3:35 -- in favor of they need to have the majority two thirds of the house to pass this -- democrats overwhelmingly voting in favor of the passage of this, along with republicans. so this thing is not gone to advance on to the senate, in which senate minority leader mitch mcconnell has been vocal about supporting, being in favor of, being in lockstep of house republicans. if in fact it passes the senate, it will then advance on to the presidents desk, in which we will then avert a government

shutdown at that point. i want to remind folks that the deadline for all of this to happen is midnight. i want to take a little bit of a listen, to what took place over the last couple of hours, and then we will talk. >> so if that objection, the motion to reconsider is laid on the table. [applause] >> and of the house adjourned, and the passage of the c r has happened, and it is now moving on to the senate. i want to bring julie -- who has been following this beginning to middle, as we now are, and hopefully will end as we head towards that midnight deadline. julia, talk us through some of the reported you have been hearing since we last spoke. >> look, this overwhelmingly passed in the house, you heard the applause in the cheering, everybody just frankly surprise, that it and this way, in the house at least. but i think satisfied that it came to this bipartisan conclusion. and in the next couple of hours, you could very well see the senate begin to take up this 45-day clean cr.

again that includes some of those disaster relief efforts, not at the supplemental that was requested by the biden ministration. i'm told that has to move separately along some of those other programs expiring at midnight tonight. outside of this government funding process. but, some additional reporting in just the last couple of minutes i was able to conform firm from sources, and that the way to talk about, he heard over and over get through minority leader mcconnell, saying that he is not going to support a manager, without funding to ukraine. while, into back-to-back closed-door meetings yesterday and today, i am told he was overruled by senate republicans, who wanted this to move forward without ukraine funding attached. that is significant for several reasons. the first and foremost being that mcconnell has a grip on his conference. they usually are in lockstep with what he is telling them to do. and, he has been able to over be overruled by members of his congress, who clearly didn't want ukraine aid tied to a measure that they will be voting for, to keep the lights on in this building, that is significant. i am told by ukraine hawks,

senators who fiercely support it, not to really worry about this for the short term, right. they think they'll be able to get ukraine supplemental funding tied to some kind of border security proposal. hi mister speaker, how are you feeling after? that >> i'm very good. we just proved that government will stay open, and will continue to fight to make sure we secure our border. >> what is your message to senators, are they gonna pass it today? >> well, this is how it rolls over here. we have last minute walk through, this from the house speaker. and look, you heard from him, he is feeling good, he is feeling positive that this bill was able to pass on the house floor. not without issue for him though, because even just as the house was adjourning, we heard from congressman matt gaetz, who was trying to keep it open, to file a motion to vacate vacate mccarthy from his speakership chair, quickly though, republican allies of mccarthy, moved to adjourn the chamber until monday, taking that problem for mccarthy until and perhaps later this week. >> -- we appreciate you, thank you

for bringing us the speaker there, ever so quickly. i want to bring in senator from virginia kim cain to talk more about this. it is now in your hands senator, you saw it happen in the house. i don't think many people thought this would happen. i think we all thought that we were headed towards a shutdown. many people said on air to me that, the skin was going to shut down, consider the way it seems the far-right republicans were vocal icing what they wanted to see done. where are you, as this thing is hit -- will you vote in favor of? it >> well yasmin, it is sad that you have to play brinkmanship at the 11th hour, threatening a whole lot of people, millions of people who depend on federal services, or federal employees. and it's sad that the senate and house republicans are backing away from the commitments we made queue crane. but we have to vote to keep the government open, and so were to have a caucus meeting, i'm sure on the democratic side to chad about this.

but, my position is always you gotta keep the government open. and then, we will need to fight over the course of the 45, days to get the full year's spending bills done. and, to find additional funding for ukraine -- >> so, let's talk about that. let's look ahead, i know where you stand, when it comes to getting this see our past, on the record, it seems that you're going to be voting in favor, yes? >> i do want to at least listen to my caucus discussion on it. but, i have always acted to keep the government open because any problem that we are trying to solve when the -- government shut easier with federal employees we've got to keep the government i wish we wouldn't do this, and brinkmanship way. but, that's the way i voted in the past, and we've got to vote that way. so let's look >> so let's look ahead then, we've now got 45 days to get this funding in lockstep, in line. and, one of the biggest sticking point so far has been

funding towards ukraine, right. we know president zelenskyy visited the capitol, he was not invited to give a joint session. in fact, instead, he needed privately with both members of congress, how are you going to ensure that ukraine gets the funding that it needs? >> well, yasmin you are right. he did do a joint address to congress, within the last year. and, he did a very good job, and speaking to the senators, who are all there. and, we had asked questions, what you don't get to do a joint address. it was a really good discussion, and he made the case so plainly. you know, senator mcconnell has said that he is completely supportive of making sure that we provide funding for ukraine. we do believe that there is overwhelming, bipartisan support on the floor of the senate. and there is also bipartisan majorities on the floor of the house for ukraine aid. exactly why the gop decided

that that had to be removed from this short term continuing resolution is troubling. i mean, it is very troubling. but, senator mcconnell has been rock solid, until today. i believe he will continue to promote the necessity of it. what i have heard from some of the republicans is that donald trump -- the desire to cut funding for ukraine. a lot of them are feeling pressure to follow him, even if they don't want to. so, the trump influence, the model in florence on these republicans and the house and senate, is still very strong. and that is probably the most significant factor in the decision not to include ukraine aid, by the republicans. >> senator, what are your priorities, in the next 45 days, what are you going to be focusing on in getting funding? >> well first, if we can get this done in 45, days it will be unusual. because as you know yasmin, we usually get the budget done right before christmas. so the, good news is the senate has already done all the

appropriations bills out of the appropriations committee. so the bills are ready to go. and then, we have negotiated with the numbers. are the deal that was done back in may means that we are not fighting but with a top line numbers are. so, we just really have to get the case on ukraine aid side, the top line numbers are what they are going to be. i've got confidence in our appropriators that they can work out of the deal. but i do think that the fact that the republicans are backing away from ukraine aid, is a surprise to me. i am surprised that the house action today, and i am surprised that republicans are backing away from ukraine aid. so we've got to figure out a way, to take advantage of the fact that there is still a bipartisan majority in both houses, and figure out how to either get it in the spending bill. or, there might be another bill, coming through in the next couple of weeks, where we can get ukraine aid attached. >> how do you pivot this, and this is something kind of more broad, how do you pivot as we look at election year senator,

and it's a question i've asked i've asked repeatedly as that we look at the overall economy of how americans view the economy right now. and they don't have, in many polls that are taking, as much faith in the administration when it comes to the economy as they do in a potential trump administration. how do democrats pivot this, considering how they have now come and assisted in passing in a bipartisan, way the c r, and making sure the government is not shutting down, and focusing on what you see as the priorities? how do you pivot that in, an election year? yeah, i know we don't need to pivot to keep the government open. it's a good thing. it's never a good thing. if the government closes down. i'll tell you what i'm doing in virginia. i'm selling the biden and democratic accomplishments, everywhere i go. i'm talking about funding for airports, funding for broadband. poor improvements, road rail. bridges, power grid, i'm talking about advanced

manufacturing. investments, i'm talking about manufacturing job growth. low unemployment rate, the economic news is, well some are reticent, to let their hopes get up. the most common thing i hear, things are going pretty well in my business. i'm nervous about three months down the road. things are going pretty well right now. democrats just have to get out and sell, whether it's infrastructure, the manufacturing bill, the inflation reduction act, focuses on both reducing prescription drugs, a clean energy economy, got a lot to sell. if we just sell, very, very significantly, i think people are starting to see these results. >> senator tim kaine, thank you for your time, sir. i know you've got a long day ahead. we appreciate you. >> glad to be with, you thanks. >> everybody, we're gonna take a quick break. we are watching still what's happening on the hill, this thing is not done yet. on the other side, we're going to speak to two members of congress, who just voted in favor of the passage of this continuing resolution.

more than 2 million military service members and their families are bracing for this possible financial hit, if, in fact, the senate denies now the c r that just passed in the house. if funding does not happen by that midnight, they're going to get by without a paycheck. while still reporting for duty. it would mean a period of hardship, not only for them, but for the communities that rely on their business. i want to bring in marissa parra, reporting from pensacola, florida. home to a major naval base to talk more about. this year in math gaetz district. marissa, matt gaetz was a proponent of the government shutdown. he was pushing for that he was holding out to sea of this government would in fact shut down. if it had gone to the house, where they're not gonna get to the senate is in question. what are you hearing from locals there about a potential shutdown? and, really just how things have played out.

>> this is a really interesting place to talk to locals, right? because they're such a heavy military presence. i mean, when we talk about if there were to be a shutdown, 4 million federal employees would be impacted. we're talking about 1.3 million active duty service members. 65,000 of those are here in the state of florida. florida is one of the states that has the highest number of active duty service members, within the state. within the country, rather. so, i would say, it's an interesting mix here, because you have a heavy military presence, there's a naval base about ten miles away from where we're standing right now. downtown pensacola. as you mentioned, we are in math gaetz's district. we're seeing a wide variety of everything from ambivalence to maybe some pockets of anxiety, to even outright support for what gaetz is doing. drawing that firm line in the sand. i will say, anecdotally, the closer you get to the base, the more people seem concerned about it. walking around downtown, a lot of civilians. a lot less concerned. when we went to the commissary, the closer you get to the base,

you go to the exchange, you go to the places where military members are, that is where everyone has been talking about it. especially those active duty service members, they would be directly impacted. i want to take you to what we've heard on the ground before i explain it on the other side. you're gonna hear first from the military member who would be among those who would be working without pay. and on the other end of, that you'll hear from a store owner, around. here on how she's still supporting matt gaetz, instill supporting the possibility of a shutdown, because of the principle behind. take a listen. >> actually, just been informed there is no soundbite, i'm gonna summarize for you what they said. so, the anxiety that we've been hearing from, mostly felt by those who would be directly impacted, including that service member, he said he's young, he's living paycheck to paycheck. we know that there are a lot of military families who rely on benefits. foods assistance programs. we're talking about wac, which services mothers, young children, infants.

cherfilus-mccormick of florida. as well. welcome to you both, thank you, ladies for joining us on this. i think this question is to you both. congresswoman ramirez, a let you start. i know you voted in favor of this continuing resolution on the house floor. why did you vote in favor of it? >> i voted in favor of it because it's a win for the american people. just yesterday, early this morning, we were all talking about the impact that a government shutdown would have, 15,000 veterans. the idea that they would put order language that would be even more anti immigrant than what we've seen them talk about. the fact that we have a clean resolution, will be able to keep the government open. making sure, social security, benefits, baby formula. all of that stays intact. to me, it's a win for the american people. >> congresswoman, cherfilus-mccormick, what about you? >> i voted for, it because it's

actually a win for all americans. also, the democrats. what we are looking for to make sure we have -- funding in there for emergency management. especially right now. my district is actually underwater, we've seen so much flooding, we've seen so many disasters. in the recent times. especially with global warming. climate change. we want to make sure that we have things in there that actually can help the american people. anytime we can avert a shut down, that's what our main focus is. in addition to that, you look at it, we even had democrats vote for, overwhelmingly, because it was a clean see. our except for what we saw in ukraine. now, it just makes us question, who is actually running the republican party? it seems like this republican civil war they're having, doesn't even allow them to vote to keep the government open. doesn't allow us to even allow them to position themselves in a place where they're thinking about our military personnel. our families, including -- they seem to keep leaning towards this person. about gamesmanship. >> who is running the republican party, congresswoman? >> well, i believe right now,

it's clear that leader jeffries is running the party. because we passed a bill that was cleaning the benefits to the american people. right, now i applaud leader jeffries -- >> you're saying leader jeffries is running the republican party? >> well, right now, mccarthy sure isn't. mccarthy isn't. i mean, that's obvious, he's not running it. we had more than 90 republicans who didn't vote for this bill. our leader was able to wrangle the votes. and make sure that we prevented a government shutdown. so, if you ask me who's running congress, it is definitely leader jeffries. >> congresswoman ramirez, how do you ensure that ukraine funding is in after these 45 days? i know that's been the biggest sticking point, obviously, not included in this continuing resolution. integral as many states were for maintaining democracy. around the world. how do you make sure it stays in? >> look, i think this is a one place where there is enough bipartisan support, and we saw that in one of the latest amendments in we voted on this week. over 300 members of congress

going forward? >> it's a daily basis. you watch for nine months, i hope they learn for me, i won't give up. they'll know we'll keep fighting. so, it's better that we all come together. we're all coming together, much stronger. i've watched what we've been able to achieve so far. i think for one moment. when washington, d.c., wanted to decriminalize almost every single crime, we united. the senate said they wouldn't get up. we had 172 democrats vote against it. we had the president say veto. it ended up signing. it we heard parents across the country, they'd get arrested when they go to school board meetings. simply because they wanted to talk about what was happening with past the parents bill of rights. we ended the pandemic, they said the senate wouldn't take it up, the president wouldn't sign. we passed the most conservative border security bill in the history of congress. we passed an energy bill that would make us energy independent, and create more

jobs. lower inflation. we're able to get the largest cuts in american history during the debt. we're able to cut more than two trillion dollars. work requirements that the president said would be a red line. get -- -- reform for the first time in 30 years. and put a provision in that would put a 1% cut across the board. if the house and senate doesn't do their job. we got the senate at least passed the bill in committee. they're having a hard time getting it to the floor. the one thing i've learned, is get things done, bring others along, and look, i welcome those 21 back in. and we would get a better and more conservative bill if they would simply vote with us. >> yes, ma'am? >> [inaudible] on the side of the capitol this morning. what we are conversations looking like -- did you talk to him this morning? >> mark wainwright, --

a dear personal from friend of mine. he was great. he was in the house. he was being able to convey what's happening in the senate. i talked to senator thumb many times, i thought senator thune did it tremendous job. i work with mcconnell early on in a lot of this too. i don't get to talk to him today. no. >> -- the final vote tally for the democrats? >> let's understand, there's different ways bills come up. if i bring a bill up under a rule, it only takes 218 to pass. if it's on suspension, it takes republicans and democrats together. we have the majority of republicans voting for it. but let's put it in perspective, what happened prior to the bill? the democrats first wanted to adjourn. can you imagine, hours away, from shutting down, you want to adjourn? then they came down and all voted by a card, to delay it. to delay it. to delay it. then the leader went and took a

of the facts, especially from what we heard from mccarthy. i want to make sure that you understand the facts of what actually took place on the house floor today. the final tally, the final vote, as we have it. three 35 to 91. he had 90 republicans voting against that continuing resolution. the house speaker failed to address why it was 90 members of his caucus voted against the continuing resolution. instead, he decided to focus on president biden. in the actions of president biden. i want to remind folks, for the last couple of weeks, speaker mccarthy has been trying in trying again to get a continuing resolution over the finish line. and he has been unable to do so. because of the far-right republican members of his party, who have now threatened with a motion to vacate. where they stand on that, we don't necessarily know. those are the facts. whether or not mccarthy actually wants to address those facts, it's really in question. when asked where he stands on ukraine, he said, and he reiterated as he said before,

there was no blank check. so, we don't necessarily know where he stands when it comes to funding on ukraine. this has been a major outlier when it comes to these appropriations across the finish line, they've got 45 days to do so. and we know ukraine funding is a priority, not only for the majority of democrats, but for many republicans as well. that is something to keep in mind. especially when we understand how the matt gaetz, his lauren boebert, marjorie taylor, greens are running the right wing of the republican party. last thing i wanna mention, that we're gonna take a quick break, there was a mention of jamal bowman, congressman jamal bowman. and the polling of some sort of fire alarm. i want to read for some reporting, so understand it actually went on there. there were some reports that began to emerge about representative bowman, who was seen pulling some sort of filer i'm in the cannon house office building. earlier today. we got a statement on that. saying congressman bowman did not realize he would trigger a building alarm as he was rushing to make an urgent vote, the congressman regrets any confusion, just to clarify some things on.

looking at for the last couple of weeks. watching these votes fail and fail and fail once again. after passing finally today. this continuing resolution, you are now looking at the next battleground. that is the senate floor, in which a vote will likely take place, all this, by the way, reminder has to happen before midnight tonight. make it to the presidents desk. to make sure our government is not shut down. with that in mind, i want to bring in congressman jamie raskin of maryland. to talk more about this. congressman, thanks for joining us on this. appreciate it. you voted in favor, i imagine, of this senior? today? >> i absolutely did. we saved the women and infants,, in children nutrition program. we saved had start. we saved the s.n.a.p. program, all the investment in the people of america that we've been fighting for. we got the vast majority of what we wanted. the only thing that was stripped out by mccarthy and again, in unsuccessful bid for the extreme right within his caucus. was 300 million in ukraine

funding. that is money we're absolutely devoted to. the people of ukraine need that to defend themselves against putin's bloodthirsty invasion of their country. winter is coming there soon. we need to be on the side of the ukrainians, who are trying to reclaim territory, into thwart the expected russian winter offensive there. it's very important that we get that done. we know that a majority in the senate is totally on the side of ukraine funding. a big majority in the house is on the side of ukraine funding. so, we're gonna get that done. we're gonna get everything we want. we're gonna try to release ourselves from the clutches of donald trump. who started off the week sending his helpers and putin's little helpers in the house to try to shut down the government. and impeach joe biden. now, they want to overthrow kevin mccarthy for not being sufficiently obsequious to all of their demands. >> you said so many things,

congressman. i'm not sure where to start. but let me start with this. do you expect to get it done in the next 45 days? >> yeah. we're absolutely determined to get that done. ukraine is the front lines of the defense of democracy freedom in the rule of law, national sovereignty, all over the world. america cannot relent, and cannot buckle under to our own pro putin extremists who are now something like a third of the republican caucus. obviously, these orders also coming from donald trump. the guy who wants to impeach biden for nothing. that blew up in their faces at their hearing on wednesday. the guy who wanted to shut down the, government the grapple over their faces today. they also want to overthrow kevin mccarthy. we'll see how that goes. some problems that republicans cause, republicans have to try and solve themselves. >> there's been some reporting that speaker pelosi has warned

democrats in the house against, necessarily, supporting speaker mccarthy if in fact there is a motion to vacate. for instance, matt gaetz raises a motion to vacate, as he has been to do. so >> where are you on this? >> i'm with the democratic caucus. what we decide to do. collectively. i'm totally against anybody going out in freelancing, and making deals with this republican, or that republican. we've already seen with the extreme maga faction is capable of. they would literally do something that no foreign enemy of the united states is ever been able to do. which is shut down the government of the united states. we've got to be very careful in dealing with them. we've got to be principled. some of my colleagues come from states where there are power sharing arrangements. between the two parties. when the right-wing faction undermines any cohesion among the republicans. and they divide up the gavels, they share committees, they share the speakership. some people of talk about, that others have, said you can't deal with these. people you can't trust them.

i don't know. we haven't gotten there yet. all i know, i'm sticking with the democrats. >> congressman, i found it kind of fascinating and somewhat lacking in self awareness, when i heard the message coming from speaker mccarthy just. then i'm not sure he had a chance to listen to some of the things that he had to say. and his pressure does. now i think you're just getting hooked up to our cameras, you weren't able to hear it. he kind of tried to blame the democrats here in saying, talking about the motion to adjourn. that motion, obviously, the democrats wanted in order to review the 70-page clean c r. that was put in front of them. they're saying they're getting giving them the runaround. it was so important for the american people. democrats should not have asked for this motion to adjourn. he was pointing the finger at the president, president biden, as well. failing to acknowledge the right wing of his, party holding up votes for the last couple of weeks, and threatening him with a motion to vacate.

basically brought us to where we are now. >> well, they may try to obscure everything with parliamentary jargon and minutiae. everybody knows, exactly what happened. he's got a rampaging extremist right faction which is controlled by donald trump. he's been catering to them, and appeasing them, for months and months. indeed, ever since he first got elected. in that infamous 15 ballot election, back in january. it doesn't work. you can't feed the monster enough. it's insatiable. he's never been up to take them on, because you've got to take them on with principle. they've got a program and an agenda that's telling antithetical to the common good, in the public interest of the people of america. he won't do that. that's why he's betwixt in between, try to blame joe biden for his own problems, which is comical. we'd like to see kevin mccarthy try to stand up on principle, against the maga extremists, who've been dictating the agenda on their side. that's what we're doing.

look, if they can't find a speaker, we've got a great speaker in hakeem jeffries. i think america got to see him for several hours, talk about the major accomplishments of the democrats have been able to score over the last several years. even when we had a very narrow margin, equivalent to the one they've got, now we did 1.2 trillion dollar infrastructure plan. we reduced health care cost. we did the biggest climate action package in the history of the world. so, we've got to move, forward we don't have time for the authoritarian nonsense anymore. the autocrats and the plutocrats and the theocratic have nothing to offer america. so, we've got to move forward. >> let me ask you about ukraine funding real quick here. the final question mccarthy was, where do you stand on ukraine funding? he talked again about the blank check. this is something that he has said repeatedly. i don't think anybody supporting a blank check. to ukraine, talk about how checks and balances go when it comes to funding ukraine. and the importance of funding this war in ukraine in defense

of russia's invasion on them. >> well, nobody has ever asked for a blank check. nobody has ever tried to legislate for a blank check. we just want to fill in the checked with the amount of money that the ukrainians need to defend themselves against letter reported. who is engaged in mass war crimes, including mass kidnapping of children, in ukraine. mass rape of women and girls in ukraine. and attacks on civilian targets like schools and hospitals. and the killing of civilians all over the country. we should be leading the world, not immersed in all of this ambiguity and right-wing chaos adrift. we should be leading the world in defending the people of ukraine. and standing with them in their righteous struggle to defend their own nation, and their own democracy. that's why putin is really threatened by them. they have a democracy right on the border of russia. when he wants to turn his country into a complete

then guide the appropriations process, and it over the next 45, days to get all 12 these bills passed? do you think announced base where those negotiations can happen? or are we gonna go through this process all over again in 45 days? >> from the very beginning of this congress, house democrats have made clear, we are ready, willing, unable to find common ground with our republican colleagues whenever, and wherever possible. to advance the needs of the american people. we also, at the same, time continue to combat republican extremism whenever necessary. over the next 45 days, we're gonna have to work together, and the collaborative fashion, to make sure that we avoid another government shutdown drama. that the extreme maga republicans will continue to try to visit upon the american people. at the same time, make sure that we put the national security needs of the american people ahead of the extreme maga republican pro putin

first. and the extreme maga republican pro putin caucus last. >> later, jeffords quick question here. -- the second time and house republicans on this the debt limit. and now this. how confident are you that, in the future, you can negotiate a good faith, and speaker who hold gophers. now that these next 45 days, -- house democrats are gonna continue to put the needs of the american people first. we're gonna work in a bipartisan way. with our colleagues, in the senate, as well as with president biden. it's our hope that the traditional republicans will finally take their party back from the extremists. who have hijacked this congress from the very beginning of this new republican majority. time and time and time again,

house democrats have had to come to the rescue. to push back against the extremists. and to ensure that we are doing the right thing for the american people. that is what will continue to do. let me yield to catherine and p2 into that question as well. >> all, right house democratic leadership there speaking after the passage of that continuing resolution on the house floor. just about an hour or so ago now. addressing some of the concerns, obviously, going forward when it comes to getting the spending bills passed. and the next 45 days. because they have the stopgap, this containing resolution for 45 days. as lawmakers try to get the spending bills passed. want to go now to julie tsirkin, who standing by force with some more reporting on this. we're out of the house, we're into the senate. what happens now? >> senate democrats, i'm told, or meeting behind closed doors, some members of our team are staking that meeting out.

they are trying to see what they are going to do next. we already heard from a vacant in the senate side, senator rand paul for example, those typical republicans who often hold up or slow walk these processes from happening on the floor. saying they're not going to stand in the way of a time agreement, meaning, the house passed 45 days see our would be able to, in theory, move swiftly through the senate floor without any of those procedural votes that we typically see. we'll see if democrats have the same tone, i have to tell, you've given this strong bipartisan showing in the house, including with many democrats voting for this clean measure, despite their qualms about how it came together at the 11th hour, that bipartisan showing is going to make it all but certain. that the senate follows suit in the same fashion. i've talked to some members who had their cars waiting outside, they think perhaps they can get out of here today. as early as today, to pass this measure, of course, ahead of that deadline. but this is what comes next. after we presume the house will pass this 45-day clean cer, remember, it includes some

disaster relief aid, some programs, including reauthorization for the faa, flood insurance, all the things that expired midnight. it's certainly enough to be taken up in a potential separate bill. you also have the issue of ukraine funding. republicans, conservatives in the house, were not able to get their border security provisions across the finish line yesterday. we had 21 hard-liners who voted against that stopgap funding measure. democrats in the senate, and democrats in the house, or able to let go of that ukraine funding for. now the question is. will that come together in a package in the future. that remains to be seen. >> certainly does. julie tsirkin, thank. you've been a long day for you. appreciate you talking to me throughout these last couple of hours. want to bring in now democratic congressman, -- of marilyn to talk more about. this congressman, you voted in favor of this concerning resolution. thank you for joining us on this. i know it's been a long day for you. long couple of weeks. talk me through your decision here. >> well, pretty easy, i think. certainly, the decision to vote

on this bill, after we had a chance to review, it we made an initial request for 90 minutes to review it. republicans deny that. given some of the recent history, that raised some concerns about whether we can trust the representatives with a bit of it was a clean bill. after we had a chance to take a, look we agreed. basically, they came around to the position that speaker, i'm sorry, soon to be speaker hakeem jeffries, had taken. several months ago. and saying, give us a clean bill. we want ukraine with this. we can get that later. pretty much, we've got a clean bill, did have a lot of the crazy stuff that had been in there a few days ago. if you recall, we had a language in there of cutting many people off wheels meals on wheels, hundred 50,000 teachers gone. no pay for troops and border patrol if the government shutdown. we were able to circumvent all of that, they took all of it out. saying it's a big win for the american people. obviously, democrats are pretty pleased with it. >> i'm getting a note now, the

senate is standing in recess, subject to the call of the chair. we know this thing has to get to the senate. obviously, if it gets to the senate, that's gonna hit the presidents desk. it'll have to happen before midnight to over this government shutdown. seemed like the biggest uphill battle is getting it through the house. so, if we can, for a moment, congressman, look ahead, speaker mccarthy was asked just now, after the, vote about which he stands on ukraine. he said specifically, i've always said i don't wanna read a blank check to ukraine. i don't think anybody support something like that. didn't necessarily give a clear answer on where he stands. i know that you are in favor of continued support to ukraine. how in fact or democrats in sure ukraine gets the funding that they need to continue this war against russia? >> well, i think they're strong support for that, one of the amendments that was voted on earlier this week, i believe there were 300 votes in favor of defending the money that was going to ukraine. there was an amendment, i, think mr. gaetz, to get the funding. it lost heavily.

those numbers are gonna hold. if we can get an affirmative vote for it on the floor, our chance to vote on it on the floor, it will get the 300 number again. there is obviously strong support in the senate. i think they're strong support, certainly among the democratic party, the republican party is having their issues. they've been having a lot of issues this year. on almost everything. we've still got strong enough majorities to make sure we get the support to ukraine that it needs. so they can fend off the russian aggression, and protect nato. >> can you get it done in 45 days? >> you mean ukraine? my hope is yes. i think so. i think this report is there. really, it's a question of getting a vehicle on the floor. on the house side to move it forward. i don't know that we're gonna need more than 45 days to do that. i think there certainly will be aggressive support to moving something way sooner than that. i would hope in the next week or two. if we actually are in session, we have to report a little while ago, they're planning

votes over the next two weeks. if that's the, case we can do something with ukraine, other than her in the very near future. >> congressman, i want to leave you on. this is a question i've been asking some of your other colleagues that i've had on throughout the last few hours as well. which is, i know there's been some reporting of speaker emerita pelosi has been discouraging and or warning folks in the house away from necessarily supporting mccarthy if a motion to vacate is brought up by, for instance, congressman matt gaetz, when you stand on? this >> will have to cross that bridge when we come to it. it appeared to me that congressman gaetz was trying to get the attention of the chair. at the time, we gaveled down and the motion to adjourn was granted. he may come with a motion to vacate as early as next week. but i think we'll have to see where he we stand then. and certainly, follow our leaders. hakeem jeffries was outstanding today. the hour speech he delivered, i think was one for the ages. his leadership tactically has been outstanding to.
