pass into egypt through the rafah crossing point. that began three hours ago. >> haneen okal is one of those americans trying to leave gaza with her three children. she says she was told by the embassy to go to the crossing where there are hundreds located. she says it is closed with no one there to help. this morning, israelstck gaza as northern and southern border as people continue to flee to the south for safety after receiving just 24 hours notice. the evacuation deadline expires in two hours. airstrikes also continued easter gaza city. >> according to the israeli defense forces, at least 1400 people were killed and 3300 wounded in israel. the palestinian ministry of health reports more than 2215 people have been killed. 8714 wounded in gaza. a joining us now, nbc news

foreign correspondent kylie kobe reporting on the ground in jerusalem. kylie, you are on the ground in jerusalem, as i just said. the deadline to evacuate gaza ends in less than an hour. what are you hearing from israeli officials? >> well, they are not saying that there is any sort of imminent ground offensive but then you wouldn't expect them to announce it. they have made it very clear that that will be the next step. this is going to intensify. they have not said whether political leaders have made it official have actually ordered it but that is the direction we are heading -- can you hear me okay? so, the first 24-hour deadline did approach and then pass. people are still being allowed to leave. in fact, the idf opened those

o corridors from the north of gaza down to the south. seeing evacuees would be allowed to pass safely along those two corridors. that came after an israeli airstrike hit a convoy of palestinian evacuees on friday. 70 people were killed, many of them women and children. another 200 injured. that time to leave, there is about an hour left for a safe passage along those two routes, according to the idea. the question, of course, well the idf then start bombing in some of those areas, as well? they have been continuing to strike positions and gaza overnight and into today. striking areas east of gaza city. also, a strike on con eunice. that is a big city in the south of gaza. the very place where people have been told to seek safety.

we understand that there are civilian casualties from that bombing. there is also an urgent warning today from the united nations. they say that drinking water, running water, is about to run out for those two plus million palestinians in gaza. people in gaza, because there hasn't been any fuel getting in because of the blockade over the past seven days. they said that this is a matter of life and death. no supplies have been allowed in for a week. fuel is needed now to make water available for 2 million people. on the israeli side, they say they are continuing those strikes. they are carrying out-limited raids just across the fence, as well. across the border fence with gaza. targeting, they say, terrorists. terrace operation sites. also trying to gather evidence. the big question, as you mentioned, jonathan, is whether or not civilians will be allowed to continue to head

south beyond that 4:00 deadline. also, whether americans will be able to cross out of gaza through the rafah crossing in egypt. so far, that does not appear to be the case despite the reporting out there that the crossing is going to be open. jonathan, katie? crosand d.c. news correspondent kelly cobiella, thank you. >> for more, nbc news white house correspondent, allie raffa, joins me now. ali, you have learned more information on this tentative deal to use the wrath of border crossing for united citizens who are seeking to -- what more have we learned? >> a huge question that we have had since this conflict began a week ago today has been how u.s. citizens, these americans, would be able to get out of both of these regions? both israel, as well as gaza. both of them trapped on both sides of this conflict. today, this morning, a u.s. official familiar with the

evacuation plans for gaza tells me that the u.s. has reached a tentative agreement with the egyptians, and israelis, to be able to use that rafah border crossing with egypt to allow safe passage for u.s. citizens seeking to leave gaza. we know that between roughly 500 and 600 americans currently live in gaza. of course, we can assume that some of them are among the roughly ion who have been displaced after israel issued that evacuation order. this official stresses that the situation on the ground remains extremely fluid. it is unclear whether hamas will even allow these people to be able to accis border with egypt. this is a potential option for u.s. citizens trying to leave gaza. in addition to the options that we have learned about for u.s. citizens trying to leave israel. we know that the state department successfully conducted their first charter

flight getting u.s. citizens and their immediate family members out of israel yesterday with that fly landing in greens. as far as how palestinian americans will be able to get now, that is still a big question. as we know, time is of the essence at this point. >> white house officials have spoken with united nation officials on the humanitarian crisis in gaza. what is the latest? >> we know national security adviser, jake sullivan, spoke with the u.n. officials yesterday. on this calmly talked about options for creating potential humanitarian safe zones. innocent civilians will not be caught in the crossfire when trying to receive aid. we have seen images and the video circulating of hospitals already having reached their brain. they are also talking about how to get humanitarian aid in the form of food, water, medicine. all of those things to the

region. that is something that we have been seeing reach a dire condition over the last few days, katie. >> ali, any updates on what the united states is doing about the americans who are currently being held hostage by hamas in gaza? >> the president was asked about this yesterday. understandably so he said he is not going to talk about the specific efforts to free those american hostages, believed to be hot to do this in gaza, by hamas. we spoke virtually over an hour with the families of those 14 americans who are still unaccounted for, believed to be among the roughly 150 people taken hostage from israel into gaza by hamas terrorists. the white house saying that the president told the families that they continue to be in his thoughts and prayers. the president conveyed directly to them that he will do

whatever it takes to get their loved ones back. officials on this call also gave the family members an opportunity to ask any questions about, what we know, are extremely challenging ongoing recovery efforts. the president had a message to deliver to these hamas terrorists holding these prisoners hostage during an interview he did with cbs news 60 minutes. putin to a bit of that here. >> to those holding american hostages in gaza, you say what? >> i say we are going to do everything in our power to find them, everything in our power. i'm not gonna go into the details of the, but we are working like hell on it. >> katie, we know that these hostage recovery efforts are also top of mind for top administration officials. that is a large part of the reason why we saw the secretary of state in qatar yesterday. u.s. officials tried to take

advantage of neighboring nations that have lines of communication and cooperation with hamas at the time, katie. >> our thanks to you, allie raffa. nbc news white house correspondent. we appreciate it. joining us now, new york congressman, richie torres. member of the financial services committee. congressman torres, thank you for being here. let's start with the breaking news. israel, egypt, the united states have reached a tentative agreement to let u.s. citizens leave gaza via the rafah crossing into egypt. it is supposed to be happening right now. nbc news has spoken to an american mother of three at the border who says it is still not open. your reaction? >> every effort should be made to minimize casualties on both sides, both among israelis and palestinians. it was a tragedy. no one should sanitize or deny the deep suffering that the war will bring to israelis and palestinians. we must not lose sight of the

context. israel did not start the war. the war was imposed upon israel by the barbaric terrorism of hamas. there is no doubt in my mind that israel is committed to waging a defensive war in a manner that minimizes casualties. the united states, egypt, all of the countries in the world to play their role in providing humanitarian assistance. >> your thoughts on the imminent ground invasion into gaza? are you concerned about the fact that a lot of the hostages -- we know that some have been brought into gaza. are you concerned about their safety, given the density of gaza? >> i am anxious because israel is about to undertake the most complicated military operation in its history. there is a consensus, a near consensus, that neutral has the right to defend itself. in order to defend itself, it needs to not only defeat but entirely dismantle hamas. in order to dismantle hamas,

and has to launch a ground invasion. launching a ground invasion into a densely populated urban center, like gaza, where hamas often uses civilians as human shields, or hamas hyndman attorney assets in civilian infrastructure, that is a nightmare actually complex situation that will likely lead to casualties, heavy counted, he's on both sides. ed he's on bo th sides this is going to be a painful situation. israel has concluded that if it allows hamas to remain in power, it runs the risk of a much deadlier terrorist attack against its own people. the purpose of the government is to protect its own people. no one camera gradually right to defend itself. >> congressman, as i mentioned in the intro, you are a member of the house financial services committee, one of the reports that has come now a hamas's attack is that they've been able to raise money through cryptocurrency. can you give us some insight

into? why cryptocurrency made it possible for them to raise money, a terrorist organization? >> my understanding is it was an offshore, deregulated, exchange that facilitated the transfer of funds to hamas. those reports underscore the need for regulation. in fact, back in april 2023 i pressured the securities and exchange commission to prioritize enforcement actions against deregulated offshore exchanges. those are the exchanges that carry the greatest risk of losing customer funds and engaging in money laundering and criminality. in june, the s.e.c. did take action against binance, which i think has the hamas accounts that you are describing. >> one more question for you, congressman. you are a member of the house of representatives. one of the two chambers of congress, it doesn't have a speaker of the house. until republicans agree on the

house speaker, congress cannot pass any aid to israel. where does the republican conference go from here? do you think, in the end, they are going to come to the democratic caucus looking for votes for help? >> i have often said that if the house of representatives were a country it would be a failed say. it has nothing but incompetence, extremism, dysfunction. you have a republican civil war, you had a republican coup d'état. it is crystal clear that republicans have no ability to govern on their own without cooperation and bipartisanship from congress. the savior is hakeem jeffries. we invite republicans to partner with hakeem jeffries to restore stability in order in the house of representatives at the time of me. >> in the past hour we had congresswoman madeleine dean on. she had thoughts about the potential of jim jordan being the next speaker of the house.

for hostages. this, as egypt, israel, and the united states have reached a tentative deal to let u.s. citizens and gaza passed in the egypt through the rafah crossing point. nbc news spoke to an american woman last hour who was at that border with three children. she says the border does not appear to be open. joining me now is retired lieutenant general, stuff to 80. former deputy commander of the united states european command and an msnbc military analyst. it is always so nice to see you here, sir. the biden administration privately morning israel to show restraint and to avoid massively casualties occurring to two current and one former official. the united states is also warning of a humanitarian crisis in gaza. saying it is impossible for more than 1 million residents to flee in one day. with the movement you've seen so far from the military for israel, amassing tanks, what do you think this mission would look like considering that

there might be some parameters on that mission? >> katie, good to be with you this morning. there are no good military options here, you know? you have a military that will have to go into gaza if it plans to eradicate hamas. given that it will have to go into gaza, as you know, it will face 2 million people inside a 140 square mile box. the key here will be, you can see the israelis are already doing it. they are doing what is shaping operations that include not only bombing strategic targets, like command centers, ammunition dumps, they also bomb the tunnel networks. they are also gathering intelligence, not only on where the hostages may be located, but where the vulnerable positions are.

so when the ground offensive commences, they can attack the vulnerable positions, as well and ensure the civilians are out of the way. my assessment is, hamas is ready for this fight. they are going to fight on their terms. they want the israelis to come in. they can fight on their terms, in their streets, in their alleyways, on top of their buildings. this is going to be an extremely tough fight for the israelis. also for hamas. i hate to say this, there are going to be tremendous casualties, civilian casualties, non-combatants, as a result of this. >> general, i want to ask you, also, about another front for israel. a possible another front for his. rio idf really seeing gun camera video saying it shows a strike on a terror cell that tried to infiltrate israel from lebanon this morning.

on the northern border of that country. if hezbollah and israel's neighbor to the north joins hamas in this war, what can we expect to happen next? >> then you are looking at the israelis having to fight on two fronts. in the north, the vicinity of the golan heights. the northern border with israel and lebanon. they would have to fight has billet. honestly, in the gaza strip, hamas. and this could also destabilize an already intense region. we have to be very careful, now, having to fight on two fronts. we have to be very careful of other countries joining in on this, such as iran. >> u.s. war ships and fighter jets have been deployed near israel, including a massive uss gerald ford. i have to ask you, sir, is that a show of force intended to

ward off other countries, like lebanon, or iran? to the extent that iran has not already been involved in this. or, is there a legitimate reason to ask if the u.s. could actually be drawn into action? >> that is a deterrent force, no doubt. it sends a message to iran, it sends a message to hezbollah and other nefarious actors in the region that the united states is here. we fully back israel in this endeavor. that is what you are seeing here. you see the uss gerald ford and other u.s. assets come into the region. >> quickly, before i have to let you go, we just got word from the state department about the rafah crossing, the tentative deal with egypt, israel, and the united states to get american citizens out of gaza into egypt so they can come home. the u.s. state department has confirmed that u.s. citizens are going to try to get as

close to that rafah border crossing as possible. quote, there may be very little notice if the crossing opens. it may only open for a limited time. sir, i have to ask, how complicated does this become? trying to get american citizens from gaza into egypt. if this window of opportunity to cross is only open for a very brief period of time. >> it is extremely complicated. you have to imagine the situation on the ground. probably a that there is panic already. the roads are probably blocked. there are so many cars. people trying to move down south. most of the americans up towards the northern part of gaza, that is a seven mile journey in and of itself. it is going to be extremely complicated for the americans to move down south. i'll tell you, it'll probably

it has been for the past week. the border in the south, however, is the one that we keep talking about. the border with egypt. the rah crossing. according to reports, that border is still closed. no one is getting through, not even americans. the preliminary agreement was supposed to apply until about 5:00 this evening. it is 3:30 here, local time. if, in fact, americans are going to be allowed through, they would only have another hour and a half to make it through the crossing. we spoke to, nbc news spoke to people, who are down. that one woman who made the trip with her family hoping to get out. she says that there are hundreds of people there waiting to get through. there is no sign that the palestinian side, the gaza side, is open. there is no sign that the egyptian side is open. still, unfortunately for the people there, no movement. at all. there is also, according to the

united nations, a package of humanitarian aid waiting on the egyptian side to get into gaza. according to reports there is no agreement yet to allow humanitarian aid in. the u.n. is urgently calling for fuel to be brought into gaza. primarily because of the water situation. the drinking water is running out. sanitation plants are not working because of the lack of fuel. the u.n. is saying this, now, as a matter of life and death. jonathan? >> nbc news foreign correspondent, kelly cobiella, thank you. correspondjoining me now marylad representative, glenn ivey. a member of the judicial committee, ethics committee, and the homeland security community. congressman, thank you for joining us this morning. as we have just heard, officials have confirmed a tentative deal between the united states, egypt, and israel to allow united states citizens to gaza safe passage through the rafah border and

egypt, but the situation remains fluid. we just heard within the past hour an american mother with her children saying the border is not open. now we are hearing from the state department at that border opening may only be open for a very brief period of time. what are your thoughts about the fact that egypt was willing to do this and to, maybe, reach this almost confirmed field? >> i think it is a big step in the right direction. evacuating american citizens out of therhabeen a high priority for us, obviously. this is certainly a move in the right direction. also, the coordination between the united states, egypt, and israel, i, think is good on this promise, as well. >> human rights watch senior advisor clyde bowman staying in a statement earlier this week that ordering 1 million people in gaza to evacuate with no safe place to go is not an effective warning. evacuees have about 30 minutes left, sir. how much longer do you expect the israeli defense forces to hold out for those evacuations to happen in gaza? >> well, it is not clear to me.

i'm not sure how long they are going to weigh. i know that they've been amassing their forces. there is a question about what the time is going to be before they make a move. making a move into gaza in a major way. i think we will just have to wait and see. i'm hoping that these kinds of developments are important as far as helping civilians. helping them get out of the line of fire and to save as many lives as possible. >> concerning those innocent civilians, president biden yesterday having a tone in his speech where he condemned hamas is pure evil. i don't, we cannotose sight of the fact that the overwhelming majority of palestinians had nothing to do with hamas. they are suffering, as well, do you think there's any possibility that president biden will advise israel to exercise some restraint while the scope of that humanitarian crisis widens? >> well, i think he has been sending those signals as far as the laws of war. the secretary of defense made

similar kinds of comments yesterday, as well. i think those conversations are being had. i feel confident that israel will take those things into consideration as they move forward. i think we will have to wait and see what the time is going to be. i think there will be an effort to address that. >> it is one thing for president biden to say something. it is a whole other thing for america to take action. it's been more than ten days without a speaker in the house of representatives. 's congressional aide to israel possible, at all, with house republicans in their current state of turmoil? >> you know, you hope so. we have been waiting for them to get their act together now for ten days, as you just stated. the dysfunction is astonishing to me. you have high school student governments that are better able to take care of their business than this. hopefully they will be able to figure it out in the very near future. yesterday house democrats came out and came out and announced our support for hakeem jeffries,

who has been a steady voice. to the extent that this congress have gotten anything done, it has been based on his leadership. certainly averting the government shutdown. dealing with the debt ceiling. that relied on hakeem's leadership. and democratic votes. we will see how it plays out. it would be great if republicans came around. at least a few of them decided to support hakeem jeffries. even if they don't, they need to get their act together one way or the other. we have israel, ukraine, the government shutdown deadline is only a few weeks away at this point. we really need them to get back to work. so we can move forward on a bipartisan path. >> that next shutdown is november 17th. that is the deadline. frankly, it would just take five to blt at that magic number of 2:17. congressman, glenn ivey, thank you for being here. i appreciated. >> thank you. >> up next, ukrainian ambassador to the united states,

50% of their inhabitants because russia decided to shell a peaceful funeral possession. 59 people killed with one missile. generations of the same family. it happens everywhere. they are trying to push along our front line. it is a very long frontline. at the same time, every day, iranian drones flyover and try to destroy an attack civilians. missiles, everything else, it is a full fledged war. unfortunately, it has not stopped. >> what is your message to the american people? before a week ago, the conversation in the country, certainly in this town, was about whether or not the united state was going to continue to aid to ukraine. in its fight against russia, and russia's war on your country. your message to the american people who might be thinking, you know, we've done enough? >> we still have not won.

we didn't win in ukraine. we have not won in other places. if we all want to live in a place which is more people, if we want not to see american soldiers finding another large war, we have to stop it while it is still in ukraine. we have to help ukraine. we are not asking american soldiers to fight for us. ukrainians are capable of doing. it we still have enough people who are willing to defend their homes, their loved ones, their country. we need the weapons, we need the support right now when victory is actually in sight. we have to do a little bit more. we are very grateful for all the support. we are asking the american people to support us a little bit more so we can win and become self sustainable again. becoming a solution to so many global problems. and any problem, food security problem. we can be and already are a very good partner, strategic friend as they say, to the united states. >> one of the big obstacles in

terms of that support is the house of representatives. right now there is no speaker of the house, which means that nothing can get past that could help ukraine, or israel, for that matter. the speaker designate who won the nomination is republican congressman, jim jordan. according to defending democracy together republicans for ukraine report card the congressman gets a rating of f, very poor, in terms of his support of legislation that would aid ukraine. how concerned are you about a potential speaker, jim jordan, given that great? >> congress is a very important element of that support. congress has been a great supporter and ally for freedom, and democracy, and for ukraine throughout these difficult 18 months. we do have a very strong bipartisan support there. congress represents the american people.

terrorists, and other violent extremists potentially being able to plot attacks in israel, the west bank, and gaza. it says terrorists and violent extremists may attack with little or no warning targeting tourist locations, transportation hubs, markets, shopping malls, and local government facilities. it adds the violence camera and israel in the west bank without warning. there has been a marked increase in demonstrations throughout israel. some with little or no warning. katie, this comes just about an hour after a u.s. official familiar with the evacuation plans for gaza told me that the u.s. reached a tentative agreement with the israelis, and egyptians, to be able to use the rafah border crossing, that is the sole border crossing between gaza and egypt. to be able to allow u.s. citizens safe passage into egypt from gaza. this official stresses that the situation remains extremely

fluid on the ground. they caution that they are not even sure whether hamas terrorists will allow the flow of people to that border. we are asking a lot more questions about what the process is going to be like, when that would be accessible. what that filtering and processing process would look like for those americans that would come to that border crossing? in addition, what happens after they get to egypt? what kind of help, and a, it is accessible to them once they do reach their? we know between 500 and 600 americans are living in gaza. some of them are among the, roughly, 1 million people who are, potentially, displaced. who have been subject to that evacuation order by israeli officials given yesterday. questions we are asking about this. and last we mentioned at the top, we have a new updated travel advisory by the u.s. department of state for israel, the west bank, and gaza. >> thank you, allie raffa.
