he's accused of shooting 18 people at a bowling alley at a bar in lewiston, maine. the shootings triggered a multistate manhunt for the 40- year-old army reservist. authorities lifted a shelter in place order for many communities yesterday evening. the family of the suspect set his mental health had deteriorated rapidly and that he had reported hearing voices in recent months. according to the gun violence archive, this mass shooting with the 565th in the u.s. in 2023. in the deadliest so far this year. joining me now from maine is marissa parrett. what's the latest? >> hey, lindsay. let's start with what we do >>s conference could startwe do >>s answering some questions we might be asking right here, right now. we do know, from that very short, brief press conference last night getting an update to the people here, card was found dead from a self-inflicted gunshot wound.

sources tell nbc news that he was found nearby a recycling plant, where he once worked, taking a look at the podium where hopefully we will be getting an update soon. but he was found near a recycling plant where he used to work. this is also nearby the -- river. this is where we had seen an exhaustive search effort. i mean, if you've been watching the news the past two days of the search effort, it's been extensive. we're not just taking to the woods, they were looking at every single home, barn, every place where they think somebody could be hiding. not just checking it once, but multiple times. then of course, that river. the really took a look at that because that was where his vehicle was found. they noted in the trunk of the vehicle, the weapon they believed was used to carry out the attack was found in the trunk. then they were taken to the river, they were looking not just all around it, but they were using sonar devices. they had divers that were coming in from other states. i mean, when we talk about exhaustive effort, we are talking about hundreds of police officers, law

enforcement coming in, fbi, state, local, and national, federal law enforcement helping out with the search as well, as with the investigation. i mean lindsey, regardless of the fact that card was found, we know this investigation is far from over. this morning, this is the first morning after card was found. we have seen so many trucks going in before the sun was even, you know, had even started to rise yet. we've seen evidence trucks making their way inside. we know that in the past couple of days, law enforcement has made it clear that what they are doing inside of here and, remember, it's not just one crime scene, not just the one behind me. there is another one as well. they are looking at every square inch, they are looking at every shell recovered, the looking at even every vehicle that was left outside. and so, this is going to take a lot of time. but you know, at least right now, we can shift into a phase where a lot of the effort that was used to try to search for card can now be shifted to

continue this investigation here. then of course, when we talk about where things stand right now, it's not just a shift in resources because remember, when we talk about lisbon, for instance, they only have 17 police officers. so, they really needed all hands on deck from across the country to help out with this. but now the community can stop living in fear because they were not just in deep mourning. this was a mass killing. the one that had the largest mass killing in state history. but this was also something that had not just the state mourning the dead, but also they were living in fear. that shelter in place had been in place for two days. it was lifted on friday, but people were still living on edge. i mean, this place, when we were driving around, was still very quiet and people were, as we were observing ourselves on the ground here, watching for updates on their phone. and i was actually in a room full of people who are watching the news. there were not victims of anyone, but this is a small

area, it's a tight-knit area, everyone knows everyone and everyone has been feeling this. and so, of course they were not just watching for updates because this has hit the community so hard, but of course, everyone was waiting to find out what happened to card. was he still on the run? was he hiding? and clearly, because they had recovery divers coming to the area, i think that gives a little bit of insight, lindsey, into they suspected it was possible that card was dead. when we look at positions that are lingering right now, i think one of the big ones, one of the many, it's going to be, do they at least know right now, had card been on the run? was card hiding? or had he taken to the place where he was found last night? did he go there in the immediate aftermath of carrying out these attacks? was that done right after the attacks? there are so many questions that we are going to be asking, but one other thing that i will leave you with, lindsey, because i know that we're still waiting for this press conference to start here. but this community right now, the good news is they can

finally shift into that healing phase here. we've seen people leaving flowers this morning, again, that investigation, still going on. but there is a vigil that we just learned from the city of lewiston, they just announced this morning that they're going to be holding a vigil tomorrow night. that is something that this whole community has been on pause. people were not going to school, businesses were shut down. and so now that community rallying together in person that was put on pause can finally resume. plenty? >> okay marissa, we know you and a crew will be standing by, what we want to go ahead and bring in frank -- former system director for counter intelligence of the fbi and msnbc national security analyst. so, given what you know about the searches, given about what mers is telling us about all the man power and equipment, do you think that that likely led to the discovery? do you think it could've been a tip? or do you think, at this point, maybe the public just won't get an information? >> no, i'm hoping that at this press or this morning, we will learn how they came upon this body. it may be that it was part of this massive search, what they call line searches, where officers literally go elbow

talbot through fields. it could've been aviation resources, maybe a helicopter. it could've been a canine. we don't know, but i'm hoping that's an easy question that can be answered today. the other question that it will take longer is, while we know they found the body across -- 7:45 last night, we don't know how long that body had been there. and so, the question of whether he quickly led to his own demise and committed suicide, whether there was some protracted flight that he took, i think history tells us when we're talking about -- once they feel like they've accomplished their mission, whatever that mission was, and that they're essentially cornered by law enforcement, they do, in fact, and their own lives very quickly. it would not surprise me if we later find out, through medical examiner, that the body was there for quite some time. >> now that the accused shooter has been found dead, what do investigators still look to answer? and for their own investigation,

maybe for the families of the victims. obviously, there is no more threat, presumably. are they going to look at motive as much as you can deduce something like that in a senseless tragedy like this? accomplices? what do they start to try and piece together? >> very important to rule out the remote possibility that somebody aided and abetted in some way, shape, or form. there is no indication of, that that's kind of thing that would come -- for example, examination of his social media, his online activity, which is ongoing right now. i have heard that the fbi's so -- social media exploitation team is on the ground. they are very good at scrubbing all online activity. hundreds of witnessed and family and friend interviews will be done to try to take some, make some sense out of this. what i call crime logic lunacy because at the end of the day, if we're all looking for some logical explanation, i tell you we are not going to find one. it made perfect sense to him. now, an important part of the investigation moving forward is really how to prevent the next one. that means if there were cracks

where facts fell through, if this yellow, so-called yellow flag law made its reagan, i think it is, if the police didn't act properly, if the military didn't tell others about his involuntary commitment, we've got to fix that. >> right, yeah, a lot to deduce, still, on how something could've fallen through the cracks like that. we know something like him shouldn't have had access to weapons like this, as he was reporting he was hearing voices. as we await this press conference in maine, through marissa's reporting, presumably the gun that was used in the case, in the trunk of this vehicle that was found, i hate to use the word helpful, but does that aid investigators in trying to piece together what they want to know? >> it does. if it's an additional gun, there will be even more inquiry about, where did this come from? was that acquired before or after the mental health commitment? because then you totally should not have had that newer gun. but i think when we talk about the gun, lindsey, we've got to remember the devastation and

carnage that it was able to inflict in such a short amount of time. we heard finally the answer to our police response time question yesterday. we learned that it was a minute and a half, just a minute and a half, before off-duty officers rushed to the scene. it was just four minutes before patrol cars got to the scene. that is good response time, but still, we have 18 people dead and thousands wounded. how does that kind of harm happened so quickly? it happens with this weapon and it happens with an extended magazine, and it happens with the 308 round that he chose to fire. why is that so devastating? it passes through, it's used in combat. it passes through body armor, it passes through one person and kills a second person. so, you can imagine the carnage occurring. people have been seeing the police got there so quickly. why didn't they find him? why didn't they stop more carnage? he had already done it and the police, excuse me, the people,

the victims, have hit the deck. they are hiding, they're scrambling, covering family members up. the last thing they're thinking about is calling 9-1-1. so, a question i have is, how long between the actual shooting started and the first 9-1-1 call? we may not really know the answer to that, for sometime. >> -- the person who's at the podium right now telling us who are expecting to hear from in the next few minutes. >> yes, i would love to. s a u, oh man. >> she has spelling some names of people who we can expect to hear from. given the man hunt, what do you think other law enforcement agencies and this one as well, main dps, what do you think they will look at in terms of what was done right and maybe things to apply, unfortunately, possibly to the next one? >> one of the things that focused in on was the apparent confusion as to whether all the dead bodies have been fully identified. it seemed to us, from the

outside looking in, that this was taken way too long to tell family members that their loved one was, indeed, identified and was, indeed, dead. and i would like to learn more about that because we know that the fbi has something called rapid dna. it's relatively new. they use it in the maui fires just recently to match the dna profile of loved ones to unidentified remains. it can happen in one hour's time, so i do have questions about how long it seems to be before the police can say, yeah, they're all identified. we kept hearing ten bodies were not yet identified. i would like to know what. >> one more before we go back to marissa out in the field, i want to ask you about what usually happens in the aftermath of something like this. now that the shelter in place order has been lifted, you know, marissa has reported on really the really felt in the community. will there be an increase line for some presents in this community, so that they feel more safe and secure, even though the threat has been eliminated? >> i think what we will see is the main state police, the troopers who don't usually

patrol these cities, they will be deployed there for quite some time. we know that hunting season starts today in maine and i can tell you that the sound of shots fired in the woods near your house after something like this is going to really unnerved people, and i would predict that 9-1-1 calls are going to go out. the other irony here is that the local news is reporting that gunshot owners are saying that people are buying record numbers of guns, they're flying off the shelves in maine, because of the fear factor. >> yeah, we often hear that sales go up after these types of things because of people fear that there might be more restrictions on the second amendment. marissa, i want to go back out live to you and if you could talk about that hunting piece that frank was just talking about. we know that originally, lot enforcement was asking people not to go ahead and hunt this weekend. that has been lifted. what can you tell us about that and the relief that the community is feeling right now that, you are hearing? >> yeah, i mean, the relief is

palpable right now. of course, keep in mind, everyone is still in a deep state of mourning. you can feel that all across the state. when we were traveling to get here, people were checking in on each other, even an hour outside of where we are right now. so, this is definitely being felt statewide across new england, but particularly, of course, right here where we are at the heart of it all. and so, in terms of hunting, i mean just for some context, that's a big deal around here. this is supposed to be the first day of the hunting season, in terms of hunting for dear, specifically. and so, what they had done is four for places, for four cities, they had said that there was, you know, they were restricting that. but because card had been found, they lifted that restriction. i think part of that, there's probably a couple different reasons for that. they didn't want to add to confusion, there were also still searching for card and whatever state or form they were expecting to find him, hoping to find him. and so, we know that there had been some confusing moments,

lindsey, the past few days as the search had continued to intensify. we would even see on social media, you know how fast disinformation can happen. somebody would report a video where there was a gunshot in the distance, and everyone would be wondering if that was an instance of finding card. and so, i understand this press conference is just about to begin, lindsay. >> yeah, it looks like some folks have just gathered behind the podium. since they are checking -- let's listen. >> -- commissioner for the department of public safety here in the lovely state of maine. thank you very much for joining us. as i stated yesterday, in the afternoon conversation, for the consideration of the four dead victims in their family, we are requesting that the asl interpreter is in all frames. for language access here in maine and the u.s.. they are grieving and have a right to know the latest information in asl. thank you for that. we all right, we do appreciate your patience and your professionalism.

i know you've been with us now for a few days away from her families, tucked in here -- working with us. so, we are going to go ahead and kind of focus again on the operational side of the house. it's intended to, i am your only speaker for this morning. i suppose if we do get some q&a, somebody else i think can answer readily, we will do that. and we will do the best we can for you and for the state of maine and the community here. so, i do want to start right at 7:45 last night, when mr. card was located deceased from a self-inflicted gunshot wound. that did occur at the main recycling corporation and that is at 61 capital avenue in lisbon. we are going to try to put that right up here on the screen. the audio visual is a little bit -- the chalkboard we had on day one, so this should show a map,

a google map location of where the main recycling corporation is located at. and i wanted to show this, this is the primary reason that we are late, because we were trying to get this switched over from google maps to something that you can utilize. so, when you look at this, there is a triangle here that, stop right there, that exactly, that triangle is, in fact, main recycling corporation. and if we go down across capitol avenue to where that circle is, that's the overflow parking location where he was found deceased in a trailer. so, i think that's important because we were asked some good questions that site that we did not have the answers to, at that point. so, that particular location was cleared twice previously and it was cleared in the triangle. it was cleared where the business is located and that was cleared by chief mcgee and the lisbon police department and individuals there earlier. and a joint or a combination

tactical team later in the afternoon. the owner of that facility did a great job because he was like, you know, this individual knows the property. he can be tucked in the back of one of these trailers because they're full of recycled metal and all this stuff. you could crawl over the top and while we cleared the trailer. we cleared trailers that are there on that business footprint. nobody had any idea that across the street, across capitol avenue, there's an overflow parking lot which is recycling corporation property. so, the owner was very diligent to say, did you clear those trailers? well, what trailers are you talking about? so, in the follow-up with the tactical team commanders to say, okay, tell me exactly where you are at. and they were doing the same thing. we were looking at our timeline, we cleared the trailers, we didn't clear those. let's go back. so, the main state police tactical team ultimately were the ones that located the body within one of those trailers. and this is a tractor trailer

style. you know, you picture that 18 wheeler, this is what the trailer would look like, a box trailer is where he was located right in the back of that. some of those trailers are locked, some of those trailers are not. so, he was found inside one of those boxes that was unlocked from the outside. and then you can probably picture that from just your experience on the street, right? you've seen those kinds of things before. so, that's where we found the body last night. a little bit of updates in that regard. we are going to be there probably through the end of the day making sure that we process that particular scene and we will also be at the bar, grill, and the bowling alley probably through the rest of the weekend. we are currently working that now and we will definitely be working that tomorrow. and at this point, that is heavily resourced by evidence response team members. so, he tees are processing physical evidence that those locations. again, as we've discussed,

there is a reason for that. it's a lot of material still there to work with. so, we expect that we will work through the weekend there. i would also just tell you that the behind the scenes stuff is very intensive man hunt and an incredible amount of resources invested. once he is located last night, truth be told, we got some people some rest. hopefully you've got some sleep last night. so, we sent some people home and back in this morning, all in for today. we're going to send them back to get some rest tomorrow, you can see your families and be back in on monday, the entire team, to include our partners, which i am going to take more time today to make sure that i acknowledge everybody that i can. so, they will be back in on monday to continue their work, whether it's seen a cleanup, the continuing to do interviews, overall, we received 821-ish as a little while ago tips and leads. we continue to work those.

the digital tip line, that video to find that you were so helpful in putting the information out on, ultimately, we're at 197 of those leads and that is information that was uploaded to that system. got about a dozen or so search warrants that are completed, so signed and impounded. impounded meaning that you wouldn't have access to him at this point. but given the circumstances here, right? because we don't envision a trial of any sort for anybody that's involved here, the release of information, i would expect, after those affidavits, that impound is pulled, there's going to be a lot of information that's going to be there for you down the road. again, we will try to do the best we can today. now that piece of this event is done and he has been found, we are certainly able to answer additional questions. everything we say can be interpreted by a suspect. they just said this about me, i'm going to go do that. and again, based on the violent

nature of what occurred here, the traumatic incident that occurred here in lewiston, we were certainly concerned right until the last second, that we did not know what this individual was going to do next or where he was going to do it. so, we need to be very cautious about that. we also need to be very cautious when we talk about trials. what information? so, mike is at the podium and he said this. then at trial two years later they say, well, did you say this? now you think this because you found it in a cell phone. all those things, we need to make sure that we're not being prejudicial for trials and for the court process. so, again, from our and, about a dozen or so of those warrants and everybody will continue to work on that. i think there is some additional information that i had mentioned i was going to speak to you about today, and that is the addition of a family assistance center, and that family assistance center is going to be located at the lewiston armory at 65 central

avenue right here in lewiston, so 65 central avenue. that is intended to be a one stop shop kind of thing. one central space for victims and their support persons to gather, so that they don't have to make multiple stops for multiple different agencies to seek assistance. now, this particular location is open for individuals who were present at the shooting site. so, whether you are a victim, physically stating that you were injured during this event, or you were there and traumatized, in either one of those situations, the family assistance center will be a good spot for those individuals to go. i will say, this is probably again, common sense, but the media will not be allowed to enter the family assistance center. we want these folks focus on healing, not on am i on camera? what are people going to think? i don't want anyone to know i was there. so, if you could do me a favor and help me out with that, that would be greatly appreciated.

now that's the main state police are working with the main attorney generals, office, the red cross, the fbi victims services division who have been incredible, and they are opening that space. that space actually opened this morning at ten and they're going to be operational for the foreseeable future from 10 am to seven pm at the lewiston armory, at 65 central avenue. a separate location or a separate site providing mental health assistance, and that's going to be located at the ramada in here in lewiston. that is created for the larger community. so again, as we have discussed, we have the scene, but the entire city is a scene, right? people that are traumatized and i know somebody that knew someone who knows something or i walked by that, i've been to that barr before, i have bold there, that was not my night, but you want to talk to somebody about that. that's going to be at the ramada in, so you're not necessarily a victim, a specific victim of what occurred, or somebody that was present when this occurred. and i mentioned that, and i mention that in this searching

because as these things evolve, we have an investigation, and now this will slowly evolve over to a wellness and resiliency conversation for the community for the victims and others. that is the information that we want to make sure that folks are getting. so that they can receive the help that they need. i would also say that once we clear these scenes, and i want to make sure i acknowledge this individual, mike halloran, who's a retired law enforcement officer out of mass, owns from service cleanup company. and mike gives us a shout and says, you know, when you clear those scenes, i'm willing to come up and donate services of my company to clean all of these crime scenes. which, as you can imagine, or probably can't imagine, is incredibly traumatic process to begin with. so, we clear the seams, we have all the evidence that we need. this company is going to come up, the trauma service cleanup company with mike halloran, we will do the cleanups and then we will release those locations

back to the owners, so that they are not forced to deal with that first thing when they walk back into something. their hopes and dreams, i always wanted to open a bar and they're going to be surrounded by the chaos that would've occurred that evening. so, that will be the next steps are, so that's probably early next week. i give you a little bit of information referenced to the detectives, the major communist and all of our federal partners that are working with us there. we will be transitioning from our current command post back to the lewiston police department. as you might imagine, the parking lot was a little bit different today than it was yesterday, right? so, our command post, the next big step for the incident management team is to kind of demobilize. i think when these things happen, the first piece is we don't have enough people to do the work we need to do, then the second piece is, we have so many people to do the work that we can do, how can we track them? how can we feed them? where are they at and are they safe? so, we're going to be fully invested in the b bubble is asian of that location and the

personnel that are involved throughout today and into tomorrow. well so, i do want to touch on a couple other questions that have been asked along the way. and with clearance from our prosecutors and our detectives, we are certainly more comfortable answering now, based on the current outcome of what happened last night. so, one thing. there has been a number of completely legitimate questions about a note that was found in his residence. so, this is a paper-style note. i'm not going to read it to you verbatim, but what it is is it is a note to a loved one and they are saying that this is the pass code for my phone, this is the bank account numbers, and i would not describe it as an explicit suicide note, but the tone and

tenor was that the individual was not going to be around and wanted to make sure that this loved one had access to his phone and whatever was in his phone. we are working on that now to get into the phone. that's one of those search warrants, that's when it's very specialized skill set that our folks have, and then the bank codes, to make sure that that happens. that's not uncommon in suicide situations. you get long loads, you get very set up scenarios, but that's something that you asked about and i do appreciate that. and again, we can talk about that a little bit more now. there was a firearm found in the weight subaru station wagon. that was a long done style. i don't have the make and model. you can ask me, is that an ar-15? i don't know that. but i was asked yesterday specifically, did they find a gun? did we find a gun in the car? and we did not. that was a long gun and to my understanding, that was the only fire that was found inside the car at that time.

i would expect, again, based on the investigation and the outcome, that when these impounded affidavits are released, there will be search for listened they will have all kinds of stuff. what did we find? how many of this and how many of that? so, that will be much more detailed. so, did you find guns in the house? did you find guns on him? so, that is something that we have been asked about and i wanted to make sure that we covered that as well. another question that i've had some conversation around this morning, you know, if you talk about is there a motive here, right? i think clearly, there's a mental health component to this. we still need to do some research and trying to get access to certain records and things of that nature which, again, you could probably imagine is not just as simple as calling somebody, hey, send me this thing.

but what i would say is based on what i have heard through conversations this morning, i don't see or i'm told that we don't have access to any forcibly committed for treatment information referenced to mr. card, okay? so you can volunteer as an example to go to a facility and seek treatment for months on and, but if you are not forcibly committed to seek that treatment, and very specific to treatment, right? not forcibly taken for an evaluation, and evaluation is completely different than treatment. so, there are a lot a very specific criteria around firearms. you know, are you a possessed person or prohibited person, rather? and what that looks like. so, in this scenario, we have not seen, to this point, i have not seen, to this point, that mr. card was forcibly committed for treatment. and if that did not happen, then the next check, you can go into the firearms dealer who

does all of their work and the background check is not going to paint that this individual is prohibited. something that's incredibly important for us to say and for me to say, and i find myself seeing it on a regular basis, just because there appears to be a mental health nexus to this scenario, the vast, vast, vast majority of people, the vast majority of people with mental health diagnoses will never hurt anybody. they won't hurt themselves, they're not a danger to the community. based on percentages alone, there's a bunch of folks in here that have a mental health diagnosis. i know law enforcement officers that have a mental health diagnosis. that doesn't mean they are a danger to the community. we certainly have people who reach that crisis level, where that does occur, and we deal with those folks on a regular basis. sometimes, through involuntary forceable commitments, right? and sometimes not. sometimes there are different levels of that mental health system and that's a whole different conversation that can be quite lengthy and i can tell you that law enforcement has

been involved at this point for decades, heavily involved over last 15 years or so. so, i think that that is the information that i know i wanted to come back and give you and i would also just say again that this information that we think we can give lawfully and through our subject experts around prosecutions and all these other things, i want to tell you something, but i can't tell you, and that's just been the nature of the beast here along the way a little bit. i also want to mention this. this is a big deal. i was asked about cooperation to the family. at one point. and this family has been incredibly cooperative with us. truth be told, i think the first three people of that called us to positively identify this individual based

on the photos that were released or family members. and unfortunately, what happens in a scenario like this is that this happens, they're connected to this family, and that family has taken a great deal of grief to include threats, you know, people hanging out at their houses, and saying, do they know? is it their fault? are they enabling? all of those things. our investigation would have been incredibly, it would've been detrimental if they did not come forward immediately to let us know who this individual was and how difficult this decision is to make when you have lost this many people, it is not that difficult. but you can imagine that if my family member were evolved in this traumatic event and i want to let people know. so, they should be acknowledged in that. again, i will not specify exactly who the family members were. but as a whole, we found them to be very, very cooperative.

. we i will also state that, you know, from an after action perspective, you can imagine that all of the law enforcement officers, the various agencies involved, the rest of the public safety world, we will be having a number of after action reports. lessons learned, we don't want this to ever happen to anybody ever again, but we have learned a lot as a state from other communities around the country where this has happened. other communities internationally where these things have happened and they put out best practices, and this is what happened, what are we going to do next? so, i would expect those things to continue. none of the entities that are involved in that, certainly not the department of public safety, a regulatory authorities like, hey, we have authority over what happened over here and we're going to act on that. so, there's a time and place for all of those things, to include that mental health system, there's a military component, all these different things which have their own networks to regulate and make sure that they're checking

their own processes. and i think that is rightfully so. so, i think what i want to make sure i do and i want to make sure we switch that screen back over to that victim screen, to make sure that we all remember why we are here and why we do the work that we do. and i also want to state that, because i think when we leave you today, i'm not expecting future briefings or anything else, i don't want to leave our partners out of this, i discuss them every time we have talked, but if we talk about chief mcgee and the lisbon police department, all the work that they've done, the strong focus on lisbon kind of morphed over or lewiston, kind of morphed over to lisbon with the finding of the vehicle. but chief nikki and his team, and his community have really, really stepped up across the board and they deserve a lot of credit as a strong partner through this entire thing. and the new hampshire state police, i can't tell you. i mean, that helicopter was

full -- very, very quickly and there is new hampshire state police, the tactical teams, the detectives, command staff members that came to us immediately, you know, across the board. from our federal partnerships, you know what happens in these is that everyone's got incredibly long titles that are accurate, may mean a whole lot. but we talk about the atf, talk about hsi, talk about the ea, talk about the fbi, you talk about we are down to first name deals, right? you talk about kevin, you talk about jim, talk about mike. that's just how you talk about joey, that is who we are now, right? it's going to be valuable in the future to have that first name basis in case something else happens, you know, across the board. and certainly the mainlice is ts and investigators on this scenario, they've been in the forefront of this since the very, very beginning. and, you know, we have our elected officials from various communities, we have i f w, my

fellow commissioner, judy comiso, was here. let's not forget that hunting is open today, i want to make sure that we discuss that, for sure. and i guess i would just close on that, on the acknowledgment, again, of chief st-pierre and the work that he and his team have done. they have made their community proud, they've made the state of maine proud, and we are lucky to have them as part of the department of public safety. so, with that in mind, i'm going to do some q&a. we will see how this goes. i wrote myself and out, i'm supposed to repeat the question before i answer because nobody can hear it. so, right here? >> yes, we talked about the victims who were killed. what about the victims who were injured? what's their condition and can you identify any of the? >> i can't identify any of the victims at this point. my understanding is the last update that i received, there were three people in critical care. and i don't have any more specifics reference to the remaining ten in that scenario. and as you might imagine, these

individuals passed away because of this crime and these other folks have to live for the rest of their lives, so i'm not sure that they want to be identified in the sense. we've had victims families with media members and others park across the street, they feel nervous, they feel scared. so, we are not in a position that we are going to identify them. and sir, right here? yeah. >> based on what you've learned so far, why did the suspect targets the bowling alley and the bar? >> i would say that's a mental health aspect of this, there is a piece of that where there is paranoia, there's some conspiracy theorists. some piece that i think what i've read and what i've seen is that the individual felt like people were talking about him. it may even appear that there were some voices in play here. and we don't believe that any of that is accurate, and i think that led him specifically back to those two specific locations, and it also led us

to, where is he going next? he used to work here, used to be there, that's going to ultimately look like? i think that's a valid question. right here? >> commissioner, can you go back to the recycling center? what was the suspect's connection to that facility? was your former employee? >> there was employment relationship there at some point. i don't know if he was currently employed or not. and i don't think i'm in a position to answer that. i would kind of lean towards the business owner and he has been part of this very forthcoming that got him, got us back to that location to check. so, i want to speak on his behalf on exactly where mr. card or what his status was at the end. >> how long was he deceased? >> i don't know that yet anything that comes down to the autopsy, in many ways. they say, you know, he passed away of this, cause and manner of death, and then they will be able to get a range of some sort of how long he has been passed away. but i don't know how exactly tight that's going to be. sir, did you have a question? yeah. that was alone? all right, perfect. yes, ma'am? >> -- the discovery of the body if

there's apparent self inflicted gunshot wound, the condition of the body when you found it, the actual discovery of finding him in that trailer? >> yeah, sure, so, you know, from a discovery standpoint and the status of the body itself, when you're talking about a few days, there's not a great deal of decomposition in that timeframe. so, it was a self-inflicted gunshot wound. i will tell you, there was a couple of firearms found at the scene, i won't be able to tell you exactly what that was. the one picture that i saw looked like he had the same sweatshirt on that he had, the picture that we put out at the bowling alley. that is that appeared to be the sweatshirt that he was wearing at that time. he was found closer to the sliding door component of the trailer, so he wasn't buried back further. when that happens, you know, when he took his own life, i don't know the answer to that. and again, we will probably

have a range from the medical examiners office, but not something i know right now. right here? yeah? >> can you help us understand anything that you know about his movements, how he was able to evade so many law enforcement partners for the amount of time that he did? >> yeah, super question. so again, a bit of an anomaly from a scenario, right? we have two locations. he escaped both, parks his car someplace else. i want that picture to stay up there, but if you looked at that google map, from the lisbon location, but i'm going to screw up the boat launch terminology again, what is that, ryan? >> spanish river bridge boat ranch -- >> so, that trail actually runs from that boat launch all the way along the end is gone river, and you can see it on the global map. so, that comes all the way down along the river and then that overflow parking lot is there, again, next to a business that he's familiar with as well. so, there is a natural connection to that plan, is

that not planned? is that a location of convenience? i don't know the answer to that, but that's kind of how that went down. but right in the back, ma'am? >> so, going back to these maps, so you mentioned -- triangle section having been searched twice before. but he was -- overflow parking area had that area specifically been searched for before? >> no, no it had not. yes, sir? >> thank you very much, you just said two firearms were found with his body. so, can you just clarify, does that mean that in all, there were three firearms on his person? one found in the car and then two on his body? >> yes, one in the car, two on his body. >> can you give us any details? the one in the car you said was a long gun. >> it was a long gun, rifle of some sort, i don't know. >> the tour with his body? >> i don't have an information. they are still working that scene right now, so that's something not something i will clarify right now. right here, ma'am? i will kind of work my way up. i will try to get my way to

everybody, if everyone's cooperative, we will try to get as many as we can. >> -- he saw any video of the suspect playing cornhole at the bar? >> i just read my note that said repeat the question, which i haven't done yet, so can you ask that one more time? >> can you confirm that you have seen video or there is video of the suspect playing cornhole at the bar? >> so, is their video or can we confirm that there is video of the suspect playing cornhole at the bar? no, i have not seen that. there is a lot of video yet to view from the locations as well as those 197. i don't know how often this individual frequented the bar, if there is a time stamp on when that would have occurred, you know, i don't know the answer to that at all. >> what about frequenting the bowling alley? >> i think that there is a connection to all of those locations. i think both of those spots. i will tell you, from a community standpoint, a lot of people in this community were

familiar with both spots, right? so the sink happens and everyone's like, i was there once before. my family visits that spot. so, there was a lot of that that was going on and i do believe there's a connection as if this gentleman had been in both of those spots. want to give it another shot? >> i've got another question. >> we have not talked a lot about what he was doing in the hours leading up to the shooting. quote that he case the locations of, was he driving around? can you shed any light on that? >> so, we haven't focused a lot of time on the timeframe leading up to the crimes themselves, and no, i really can't flush that out. i do think that what happens from here is those neighborhood canvases and we say, okay, so this happened. we know this call came in at 6:56. we know that that call came in at 708. can we follow that suspect's vehicle, that white subaru station wagon, can we track that with video in 100 different locations?

seen those ring cams, convenience store, some place out front. then can we time gap that? so, we know exactly what happened. then we left this location in that car, we know somehow we ended up at the boat launch. can we try to figure out what that looks like? so, i don't have any information. what's the case in the place that day? clearly, he had some knowledge of these locations previously, however. >> -- so you're looking into that? >> of course, yeah, absolutely. that's part of that, again, he is dead, we know where he's located at. we can start working on our victims. we can also start digging in on all of these other things, but -- >> yeah, so did you say that you don't know of any force known mental health visits or there were not any mental health visit? >> there are not that i'm aware of. we've had people check and they told me that they haven't found those. so, if they exist, i'm sure we will continue to dig and try to find them, but i have not found them. >> we are learning there may have been, from a local source, -- that we have, if you found that

the -- should have been enacted, how do you hold those responsible? so, that is a pretty good hypothetical from whatever your sources. we'll have to look at the actual snapshot in time. the yellow flag law, in the state of maine, is very specific about an individual who is in protective custody, from law enforcement to begin with. do we have probable cause to believe that they are in possession, could be in possession, of dangerous weapons? if we meet those criteria, then you can take an individual in for a yellow flag assessment. a weapons restriction order assessment. at that time, your criteria changes from likelihood of serious harm to likelihood of foreseeable arm. it's close but -- >> i think my broader question would be would you work to try to prevent things from happening in the future. >> i would tell you that the restriction rule in maine has been utilized 82 times to this point. it went into effect of july 1st

of 2020. i know that because i read every single one of those reports. i'm involved in that process on a regular basis. i just gave a presentation last friday to a group of social workers to make sure we are putting that information out there as much as humanly possible. it has been effective to this point. and it is certainly something we are always looking. academic tweak? it can we make things better? it has been utilized. to this point, it is being effective. ma'am, you had a question? >> you talked a lot about the mental health component. being part of his motivation. are there any other aspect that you can tell us about for a possible motive that led to him targeting the bully and then the bar? >> i think what we know is we have a lot of work yet to do on phones and technology. are we going to find a concrete mode of the, says this is an ongoing to do and why? at this point we certainly know that there is a strong mental health cloud over what happened. the tragic scenarios and both of those locations. we know that there is, definitely, a mental health

next to that. specifically. is there another reason? when you start talking about paranoia. you talk about individuals in crisis. there is a lot there. what was actually happening versus what they perceive to be happening. all of those things are definitely on our radar. in the back, ma'am. >> what was the status of your search before you found the body? did you have other leads leading into the parking area? or, it wasn't just the owner of the recycling center saying, hey. when did he tell you guys look in that parking lot? can you also confirm that you believe he walks the trail to the parking lot from the boat ramp? >> two questions there. do we have additional leads. a reference to the overflow lot where he was ultimately located. and can we confirm that he walked? number two, we have not found a vehicle or any other, bicycle, there is no other information that leads us to believe that there was anything but walking. as opposed to -- something that could happen that leads us in that

direction. whatever that. it's 800 something leads and tips. the primary reason we were back in that location is because, i will say this, from a community relations standpoint the owner of a business calls his police chief and says, hey. i want somebody to make sure that they are clear on that. that is good cop one-on-one. they have an automatic connection with someone in your community. that is why the additional followups occurred. we had to get searched undocumented. there is ogden all the stuff about when we were there, which there, what do we do? it allowed up to do the follow-up work to say, did we? to check across the street? what's across the street? there is a dozen businesses that surround this thing is nothing that says, this is the recycling corporation. the owner was diligent, as was chief mcgee, in passing that information on to the command post. sir, right here in the middle? >> i want to ask you about the use of canines in that exact location. were they used to try to pick

up his scent before before he was found in the trailer? just in the days setting up? we know -- he was at the boat location. we know he had walked the trail. work a night used to try to pick up assent? >> i do not know the specific answer to that. i would think that they would be. i do not want to. gasquet nines or a standard part -- we lost someone here, where did they go? we have tactical canines that are attached to various teens. we have a lot of great dogs that are out there working the streets. i do not know the answer. i can only imagine, from a best practice standpoint, of course they would do that. did you have another question? >> can you clarify whether you found anything that would confirm that this was premeditated at all? if you have, what was it that you may have found? >> we have not. there has been no additional information. however, we do know that there were two specific target locations. he went from one to the other.

he ditched his car in a specific spot. again, maybe we will find additional information in one of these devices it says. this is what my plan was. all we can do is look at what actually occurred. there is nothing there. along with a plan. and we don't know that right now. ma'am, did you question? >> so i want to ask how exactly did he die? >> how exactly did he die? the question was, how did he passed away. that was a self inflicted gunshot wound is the apparent reason for his death. i don't want to give a specific location, today. ma'am? >> in terms of the two shooting scenes, our investigators still actively collecting evidence there? and i said yesterday -- we haven't heard through the weekend at both of those locations stable transition -- they go and put some search

warrants were you working with how many have been executed? how haven't what specifically looking for? >> i do not have the information there. one may be a search warrant on a cell phone. one may be a house. i don't have a breakdown of exactly what warrants are going where and what that looks like. some of those have been served. they are in the queue imports of a punch list is what we are doing, absolutely. we are still going on this. >> we have a small community. there is an indication that he had a prior relationship with any of the victims? >> i cannot speak to that, specifically. i think that would speak to the premeditation and something as a motive of me on the mental health crisis that we know existed. all of those followups continue because we have the victims themselves and have clearly passed away. they are talking to everyone that he ever knew, right? anyone who worked. with someone he was in the military with. what did you know? all those kind of things.

that continues. sir? nd of things i wanted to get back to the previous searches. thank you, firstly, for answering all the questions today. i think it's important because i spent a lot of time in lewiston, in that community. it certainly does mean a lot, sheltering in place and fear. i'm wondering, as you sit here today, do you think something more thorough, a search in that location, whether that was surging more resources that location? i saw the chief out there with his officers on their own doing a lot of the searches. a question becomes, should more resources have surged into that area? it seems like that was one trail, but no one sought to search. we did not see a surge resources into that area until yesterday. there was a much bigger presence yesterday than there had been previously. i'm wondering if you are thinking about that now.

it did affect this community. people were in two years, you know? going to the supermarket to shaw, it was so difficult. i'm wondering if you are thinking about that at all today. >> the question is, do we think now that we should've surged additional resources to that area? those searches or otherwise? i think we have a great deal of resources in play. i think we had resources all over the place. maybe saw some, maybe didn't see them 24/7 out on the street. i know chief mcgee was working with fellow chiefs to bring him additional resources. i have seen that emails during. and we are trying to have two person cars from a safety perspective. we want to make sure that we are properly staffed across the board. another incredibly positive aspect of this, that search that chief maggie that was because one of his officers found an open door to that facility, right? that is what is happening. people go to bed, whether they can sleep or not, all night

long there are police officers crawling through their neighborhoods, looking at businesses, looking at the backyards. trying to make sure everyone is safe. for the rest of my life i will be looking at this event and thinking could we have done this different, could be out on that different. i think that we had resources in play. our hearts go out, the reason we do this work is because of the trauma that is cost our communities, and all the communities, when this happens. it is a completely legitimate question. i don't think it was one that was resourced tencent for that particular area. >> can i follow? >> go ahead. >> in those two searches, was it just the lewiston police? >> now. >> you had other officers? >> yes. chief mcgee led one search. there was also a combined tactical team that did an additional search. the reason that we wanted to put that map up there is because if i told you, well, they didn't know about the overflow location, i want to be

able to show you why that is, right? there is a business here. he crossed the road. there is an overflow parking lot. i don't think me, personally, would've naturally connected that this business is connected to that. if it is all in the same law, these tactical team commanders, at an example, did you check trailers? the answer is, yeah. we checked the trailers that were there. the owner, again, being diligent. knowing it's property said, did you check those trailers? which trailers? the ones across the road down here across central. the answer was, no. we didn't go over there. that is not what we were there to do. i think that they did their due diligence across the board. sir, in the middle. >> thank you for your time answering these questions. two things i wanted to ask. in terms of that note, is there a timeline of when you may that been written. did you -- secondly, on the trailer, do you think he might have been in the woods and then doubled back there?

ybe with missed the first time possibly kathy didn't check but maybe he wasn't there? >> two different questions there. one referencing the timing of the no. how he got to the trailer and when he got to the trailer. all we can say for the no component of this is simply to say that we know when the initial shooting happened. as we try to backtrack through his day, which was an earlier question, can we identify where he was at a certain time in comparison to the shooting at 6:56? and you know, in the middle, we must have had it there at some point. maybe there is a technology piece of the. the phone start moving at a certain spot. maybe there will be additional information there. when he went to the trailer, how he got to the trailer, i would like to think that we will get additional information there. -- we will continue to work it. yes, right here. >> did mr. card have any prior interactions with law

enforcement in the area, in the days, weeks, or months leading up to this tragedy? >> someone has told me that there was an oh you i investigation from 2007. i will not go in-depth because i do not know enough about that. i don't believe you strange be more information. that interaction with law enforcement, as well criminal history. sir? >> thank you sir for taking the time. a question for the atf. can you tell us or the commissioner, so he can tell us, to make it known each of the three firearms that were covered. and whether he obtain them legally? >> i think the reality is we will have that information is part of the search warrants and part of the investigation. i do not have a right now. that is my failing, not the atf. i don't need the atf to tell me what the make a model is. we will go to the atf and say, when were these firearms purchased, and who purchase? and we will know that component. that is a standard check that law enforcement does every time a firearm is involved in an incident or a crime.

>> i'm sorry, how long to go to get through those? >> i think the reality there is these officers, the first three trailers located with the temple team. the attacker team as well. >> do you have a question on miles, as well. can we talk about when that was searched and when that cleared the business? >> and as far as you are clear, don't step up and into them? >> hi. as far as the trailer we located the car and the perimeter set a. as you can imagine, i think it is less than a mile. give or take you can imagine where that business was that we spoke about. tonight. that is the largest part. we are talking a large industrial park. we can say that there are numerous resources from the state. state police. all the local agencies.

all the sheriffs departments across the state of maine. federal agencies. we had helicopters in the air over the vehicle moments before arrived. i was the second officer unseen i can tell you that we flooded that area with resources. someone brought up a question about tame minds. one thing about canines is we don't want to get into the details of the investigation but i can assure you that there were a lot of teams that search the area. i'm allowed one thing on top of it being an industrial park, numerous different businesses obviously there was one business that we were interested in. the tactical teams did clear that building. as you pointed out there was an open door that was found one way officers found on the overnights. again we cleared the building with several agencies. i will point out there. while this is all going on, we have to also understand that everything we do is a methodical approach.
