>> the ordinance i'm referring to, that we had passed proactively at the local level, which is the same ordinance, the same type of ordinance we passed in preparation for the democratic national convention when it took place in milwaukee -- mostly a virtual event, and ordinance that does not -- does not allow an individual to bring into the outer perimeter things like cans, bottles that a -- that are field. other hard objects that can be used as projectile weapons, things like that. >> eschenbach

>> there is no specific isolated threats. yesterday we saw an uptick in social media chatter, talking about what happened, and the intelligence matters related, we evaluate all of that to make sure it transitions to activity and send that out to federal and state partners for action. >> [ inaudible question ] what is your message to them about safety and security? >> i will take that.

as we talk about these types of plans, and in regards of what we have seen across the nation and what we are doing here, we are comparing this in the same manner, what we've seen in the past, rallies or town halls, they don't receive the same level of support this event receives. and this may be hard to wrap around in regards to the resources we have invested in this community. again, you cannot talk about the operations but as a leader in this community, i've seen the work. we work together, at the federal level but my local partners have seen the investment in regards to what is being done. we are planning, as much as we are able to plan, for what we know and the king for what we don't know. but we have planned and are waiting with the resources. this is our community, too.

and looking at it from the standpoint, i want to make sure that we understand we see you, we understand it is something of a concern and we are ensuring that we are going to put the proper effort, the proper type of communication. which is why in this particular form -- for him, why we have it. to have communication from this collective group. we are working as hard as we can. around-the-clock. putting in the effort necessary, not only for the rnc, but for our city. as the chief executive of our police department here, it is important that we are also understanding the concern in our city. so this is for those -- but we are taking care of this city. period. >> will you do daily updates? >> have you been able to talk

with the director? >> why isn't she here? >> have you talked with director tito? >> i'm josi diaz clark, it is just past have a clock and we have -- president donald trump, which is now being investigated as an act of domestic terrorism hear we have been listening to a press conference from members of the secret service at the republican national convention in wisconsin, just a few hours from now, president biden is going to address the nation from the oval office. earlier today, he delivered this update from the white house. >> i'm director of the head of the secret service to review all security measures, all security members -- measures for the republican national convention scheduled to start tomorrow. and an independent review by the

national security at yesterday's rally to assess exactly what happened and we will share the results of that independent review with the american people as well. >> we are all processing the chaotic and terrifying seen that unfolded in butler, pennsylvania. donald trump, sworn by secret service agents, whist off the stage minutes into his rally after a gunman opened fire, winning the former president and killing one spectator and critically injured two others. the suspected shooter was killed by the secret service. today, the suspect was identified by the fbi as 20 rolled thomas matthew crooks. he used a rifle, according to law enforcement officials, who say investigators are looking into whether that rifle belong to crux' father and was purchased legally. law enforcement found suspicious canisters or containers in the suspect's vehicle but it is unclear if they were functional or incendiary explosive devices in

those vehicles. the fbi is working to get access to the suspect's phone which is being shipped to a lab. crooks was a registered republican, had donated to a group that supported democratic candidates. he did not have a social media presence. there is no word on his possible motive. this -- is an active and ongoing investigation. we will bring you details as we have them. i want to show you the assassination attempt on former president. this is the first one on a former president. in more than 40 years. donald trump posted on social media last night that the bullet pierced his ear and ripped through the skin, but he safe and doing okay. trumps team releasing this video late last night of the former president walking off his plane in the new jersey. trump is now on his way to the republican national convention in milwaukee. posting earlier that he would not allow the shooter to change

his schedule. moments ago, the pictures you are seeing on your screen of trump's airplane at newark international airport. there's been an outpouring of sympathy from lawmakers, former president, world leaders pro- trump and the other victims including pennsylvania governor josh shapiro who had this to say about the rally goer who was killed. >> he was a girl dead. he was a firefighter. corey went to church every sunday. corey died a hero. the corey dove on his family to protect them last night at this raleigh. corey was the best of us. >> donald trump himself took the truth social this morning writing in this moment, it is more important than ever that we stand united and show our true character as americans, remaining strong and determined

and not allowing evil to win. joining me from new york, new york times chief white house correspondent baker, national correspondent tom llamas in pennsylvania at the building where the shooter was yesterday and shakeel brewster is about the park near the shooter's home. you been watching this and monitoring this reporting, almost right after the incident occurred, there were a lot of questions. what is the latest on the investigation front? >> i want to share new reporting, we just obtained recently. just behind me here, we've been talking about this all day, the barn you see with the open door, that is where the secret service snipers were, where they exchanged gunfire with the would-be assassin. under the american flag is where donald trump was speaking. we just woken with a homeowner who lives in the lot next door to the area. where you see the straight- line, that is about 150 yards from where former president trump was speaking. this homeowner describes

essentially an area that was a free-for-all. this is outside the security perimeter, exactly where the would-be assassin climbed up on the roof of the glass factory. this homeowner happened to be watching the rally in this area outside the perimeter, just 150 yards. the would-be sniper was over her head firing toward former president trump and the secret service was firing back. this is a map you see right here. essentially the gunfight was happening over her head. and the reason i bring this up is because she describes an area that there was quote, no security. there was a woman riding around this area on a horse with a trump flag. she shared a photo of that and said people were walking up to the fence line. she shared another photo with us of how the fence was secured. it was secured with zip ties. essentially if anyone cut that they could've run toward the stage. obviously at that point this secret service would have stopped them but one of the

most interesting things is, she tells me her lot was next to where trump was speaking and the secret service never came to talk to her, never asked her about anything or set up in her area and i asked afterward if the secret service or fbi had spoken to her and they still have not spoken to her and she was right there with the exchange of gunfire happening. she's incredibly upset. she is horrified at what happen. she said it was a jovial mood, people were in great spirits. a lot of people had come to the area outside the perimeter to watch donald trump speak from the side. about 150 yards and her point being, there was no security. she saw one local police car in a parking lot but that is about it and she doesn't understand how this could have happened this way. >> so just to underline what you said, the person you spoke with has her land adjacent to a part of the area, where the armor president was going to be speaking, and some of the fencing was closed with zip ties?

>> it was closed with zip ties, the glass factory has a large lot and a lot of field area right in front of the tree line, that is behind me. that is where the would-be assassin climbed up. crooks climbs up the building and gets into a position and darts firing toward trump. something else she said there was a security guard from the glass company that was pushing people away from the building. it is unclear how he was able to get on the roof and the security guard never saw him. essentially the picture she is painting is that anyone, anyone could walk up, get up to the fence, 150 yards from a former president of the united states running for office right now and essentially do whatever they want. >> shak, you went you spoke with someone who went to school with the shooter. what did they tell you? >> they said that based on their time in school with him years ago, this was someone who is a loner, who was bullied

repeatedly, not just for personality but for what he wore. he would come to school wearing hunting gear, regularly and would have a mask on regularly and routinely. that is something that would often come up in class. this person said he wasn't close friends with the suspected shooter but knew of him and when he saw that picture, blasted out on the media across the country, he knew this was someone he went to class with. i want you to listen to more of our conversation. >> he was bullied almost every day and -- >> in what way, can you explain? but he would sit alone at lunch. he was an outcast and you know how kids are nowadays. they're going to see someone like that and target him because they think it is funny or whatever. it is the best way i can describe it. and honestly it is kind of sad. i don't want to say, this is what provoked it, but you never know. >> you said he was a loner? >> yeah, want to say he was a

loner because he was quiet, but he was bullied. he was bullied so much. >> we heard from the fbi director who said although this shooter is deceased, the investigation is very much underway and you get a sense of that here on the ground as we are in the area of his home. we don't have a set line to his home, that is how wide the perimeter is. what you see bethel park police, you go down that street and make a right and you know there's been a lot of activity. i was here overnight in the early morning hours, 1:00 a.m. one bomb squad from the county told me they were making entry into the suspect's home for the first time. we also know the atf, federal agency was here at the scene. we know it is a multiagency effort, going through the house. is there trying to learn more about suspected shooter. we know that he didn't have a large criminal history. he doesn't have a large social media presence. there is a lot you want to know

about the suspected shooter. we do know that his car that was in the area of the rally, they were able to retrieve items from that. they did find suspicious items. they are not clear yet according to two sources familiar and briefed on what the investigators have been able to find, they don't know if they were operable explosives, but it gives you a sense that there are a lot of questions, a lot of activity going on and we know investigators are going to be hard at work for this, for the days, weeks and months to come. >> a lot of questions on the suspicious package, whatever that could be. and you talk about where he lived and that area is certainly large. they have expanded that area. that we know, did he live alone, did he live with family, do we know what there is even some question about whether the rifle may have been his father's. do we know if he lived alone? >> we are learning, based on,

when you look at the address, we believe that he lived with his parents. we know that they are in their 50s. we know that the investigators are looking at and questioning where the gun came from. they say they believed it was purchased legally, possibly by his father, that is something they are going through and analyzing. the fbi director saying the gun is essentially being shipped to quantico in virginia so they can continue to do the analysis. but i talked with some neighbors in this area about what neighborhood this is light. we are 50 miles away from where you saw time reporting, the scene of the crime, we are 30 miles away, or 30 minutes from pittsburgh. user the pittsburgh suburbs and people describe the area as a quiet area. they say you don't know what is happening down the street or in and the neighbor's house. bomb squad last night as they were going through, neighbors talked about some of them being evacuated, others hearing loud explosions or noises, i should say a loud laying -- bang at

4:00 a.m. after getting a warning from the bomb squad. this is something that has shaken people. some people saying i cannot believe this has come to my community, come to my street. you just get a sense that some new people are paying attention and waiting for the updates and allowing law enforcement members to do the work, to go ahead and carry on with the investigation. you mentioned somebody questions that need to be answered and overtime they are hoping they will get those. >> peter, i know we have heard twice from the president, once last night, president biden, once last night and once this afternoon and he announced he was going to be speaking tonight, this evening from the oval office. what can we expect next >> what you want, the president wants at this point, is to talk about the incident as it relates to the nation as a whole. that is what you do with a speech from the oval office. you try to be in a fat, the father figure for the country and address moments of great

crisis and ordeals. taking the politics out of it and address the culture of violence and the concerns about extremism and so forth in this country. so the oval office gives an opportunity to be the leader of the country, not just a candidate which he also is. who happens to be running against the person who was shot yesterday, it is an awkward and unusual situation but the president made a point of condemning the attack. he called out trump to wish him well and he made clear that he thinks there's no place in society for political violence like this. >> this would be the -- president biden's third address since he's been at the white house. >> he does not do them often, they are not his favorite venue. but to convey a seriousness, a certain seriousness of purpose because that is the place and venue used for major, often historic addresses to the nation. it is a way of saying let's pay attention to this now. we got something to think about.

>> peter baker and shakeel brewster, thank you so much. and tom llamas, had to continue reporting. i think you so much for being with us this afternoon. joining me now, special agent cliff watts, also nbc news security analyst. mary mccourt is -- national security for the department of justice. we heard from members of secret service, we were listening to that at the rnc. what stood out to you? >> i think the thing that is quite striking is the challenge facing the secret service moving forward. they're going to have to account for the attack that happened yesterday. they've got to make sure that the rnc is conducted to perfection and is secure. and remember the democratic convention just a few weeks away, with both candidates, president biden, former president trump hitting the road for multiple stops, likely going to multiple locations and there's going to be a lot of

questions about, do we have adequate security at each location. one of the challenge, you remember back to 2011, congressman gabby giffords was shot and everyone was asking, how do we put additional security around each of these candidates when they go into public places. this is rapidfire, many different locations, many individuals. it is a steep challenge for the secret service. i think they are expressing there that a lot of resources are dedicated toward milwaukee and what is happening the rest of this week. do you think that there was a gap or -- how would you describe what you've seen so far? >> i think, i don't think there was a gap, in the sense that for these rallies in public locations it is always the most dangerous situation in terms of trying to attack the principal, in this case former president trump hear in terms of working with state and local law enforcement in a rapid fashion and many different locations around the united states, they did that. they set up a perimeter and you

noted at the top of the hour, that perimeter is not far away from the stage and separately, the location where the shooter was at, outside the perimeter, only 150 yards away, well within the reach of that semiautomatic rifle. so when you piece all of that together, resources are stretched then. it is difficult to manage these locations and we are at a time of unprecedented political tension around the country, so looking at this, it is going to be a challenge moving forward and everybody is worried about what the next steps will be to make sure everyone is safe. >> mary, what are your questions going into this? >> i think in terms of the investigation and what needs to come next, i think that i think of it in three different buckets. one is what you are seeing, we are getting regular reporting on from the fbi and others about trying to make sure that there's no current, ongoing thread. getting into the cell phone of the shooter, checking any social media post, talking to acquaintances.

trying to determine for certain that there is no one else involved, that there wasn't a bigger scheme or plot. that there's nothing else coming after that. that has got to be right at the top, first and foremost. and that is well underway but it is going to take some time. second, where there things that were missed, that law enforcement should have known about, that would have put this young man on the radar screen. where the red flags, anywhere along the line. again, they will look at the same things. they will be looking at any social media, his phone, laptop, internet searches. they will be talking to family. they will be talking to acquaintances. they will be figuring out how he got access to the weapon. how we got access to the explosives that made up the rudimentary device or whatever it was that was found in the car. did he say anything when he bought it. all those things, to figure out, where there lapses in law enforcement and our domestic security, that should have been

flagged. and thirdly, what you've been talking about. did the secret service make mistakes, was the planning for this outdoor event adequate? and what needs to be done going forward. i know clint snows from talking to secret service, officers, agents over the years. this kind of outdoor venue, these rallies, these are so difficult. you've got a candidate that wants to do many, many of these. candidates, actually and it is hard to completely, 100% protect. i'm sure if the secret service had their way, all events would be inside, where no one can get in without going through the magnetometer and being vetted and so on and so forth. so they will, i'm sure, be talking with the campaign and urging the campaign to limit these types of events. at any rate, they will be heavily scrutinized, already are being scrutinized for planning and i imagine we will see much more to come of this

as we move forward. >> taking off of what mary was talking about, when you have a level of security required for someone like donald trump are president biden or others, the secret service has essentially one ring of security around the area. maybe two rings of security around the area. but then the outward rings of security, are delegated to the local police and sheriff department. is that communication, maybe something that needs to be strengthened? >> it is going to be a patchwork and it will be very random. someplace as well have these are systems in place, namely let's say a joint terrorism task force in a major city area, you will see that system work very smoothly. they rehearse, they practice active shooter drills. they communicate well. in other locations, especially with a campaign they can be random and maybe there's been no

resources or very limited, or they even have to bring in law enforcement from the surrounding area, that aren't even familiar with the location because it is quite rural. if that is the case, it makes communication tough. it doesn't mean the officers aren't doing their best, they are just not working a situation that they are used to to. they are not working with people they know well. and they are communicating a different way from traditional policing activities. when you put all of that together and it is a highly dynamic public events like mary was talking about, outdoors with large numbers of people in places that don't normally have large numbers of people it really is going to address everything from the local, state and federal level to make sure that they are identifying suspicious activity that is out there. >> clint watts and mary mccord, thank you for being with us. breaking coverage of the assassination attempt on former president donald trump continues after a quick break. we will be right back. >> i was directly in front of b trump. i was looking him in the eye.

you okay? yeah. ♪ ♪ 30 past the hour, the republican party will gather in milwaukee this week for the national convention where they will officially nominate former president trump as their nominee. the senior republican official involved with the convention planning tells nbc news the shooting at donald trump's pennsylvania rally last night will not change the conventions planned structure. including the timing of the announcement of trump's vice presidential candidate. at a press conference earlier today, wisconsin republican chair brian shimming confirmed there would be no major changes and emphasized he's confident in the convention's security measures.

>> i'm not concerned about security. this is probably one of the most secure areas on the face of the planet right now. >> joining us from the luckiest correspondent von hilliard. it is good to see you. i know you were at the press conference earlier. what does security look like in milwaukee right now? >> this is the moment that has been in preparation for 18 months, there was a press conference held with the u.s. secret service, as well as local and state law enforcement and it was made crystal clear that there would be no security changes, to what was already in place. that was made clear by the u.s. secret service and by the local law enforcement. around greater downtown milwaukee area where the heart of the convention is, there is a hard perimeter and soft perimeter. the hard perimeter is essentially a lockdown area where only credentialed, whether delegates or vips, members of the press are able to

enter and no firearms are allowed inside the hearts him. in the soft perimeter which expands if you more blocks, the roads are shut down so there are no cards. -- cars. there is a heightened security presence. wisconsin is open carry and folks are able to bring firearms into the area and the governor today urged the u.s. secret service to change the perimeter for the hard to soft to bar firearms from being able to come into the soft perimeter. was made clear by the local law enforcement and u.s. secret service there are no plans to do so at this time. so course there's a lot of concern coming into this. donald trump is in route but also thousands of delegates are already here in a downtown as we speak. >> so what are we talking about as far as the hard perimeter, versus the soft perimeter. you are talking about some streets, et cetera. what is the dimension of the hard versus soft quit

>> there is just a couple of immediate blocks, right around the convention. the arena where the milwaukee bucks play is where the several thousand will be convening, beginning tomorrow early afternoon when the rollcall vote will be taking place. and the soft remitter, all but a major part of downtown, extending from 15 blocks north to south, east to west. it is quite a large expanded area and the idea is that the public is able to enter downtown milwaukee. the idea is that there are folks that would be allowed to protest as long as they are moving and not getting in anyone's way. so that is where this concern is and i asked the u.s. secret service official, who is the coordinator for the rnc, about the events that unfolded because the u.s. secret service has not held a single press conference or briefing outside of what took place, since yesterday's attempted assassination, unlike the local law enforcement, unlike the fbi did today.

i asked the official with the u.s. secret service, who is the one overseeing the rnc whether she has spoken with director cheetle of the u.s. secret service. she did not respond to the question. i asked if she felt comfortable with the resources currently in place and she responded, yes. i also asked why the truck family and republicans, the convention goers should feel safe coming here into downtown milwaukee, understanding what came close to happening just yesterday afternoon and she said because they have had a diligent operation in place, with local law enforcement and this is something they have been preparing for, as a national national security event. the way the inauguration is, that is when the department of homeland security, the secretary deems an event as such and places the u.s. secret service in charge of coordinating all the different law enforcement agencies. this has been 18 months in the making hear this official from the u.s. secret service made it

clear, they are prepared and said there's no need to expand, and it is not under consideration, she noted. there's not consideration to ask and the hard perimeter or attempt to bar firearms inside the soft perimeter come across downtown milwaukee. of course, it is an intense five days ahead. the u.s. secret service has dealt with conventions, planning for one in chicago for august. but this is notable and a certain level of tension, that was not around this event, as there was before yesterday afternoon in the pennsylvania shooting. >> i was thinking about this. dasha burns was there yesterday when this incident began, and it was covering it. my admiration and support for her and the entire nbc news team. i know you covered so many, vaughn , of trump's rallies indoors and outdoors.'s so what were you thinking yesterday? >> i was on the airplane, to

milwaukee to cover the convention and i know dasha burns and our producer and our reporter on the ground for that moment, this is something when you go to these events, you are talking about several thousand individuals, 5000, 10,000, upwards of 15,000 sometimes. sometimes remote, rural territory. other times there in the heart of small towns. there's always a certain anxiety around these events. donald trump has made a conscious decision and he and his campaign team to have these public event, where frankly you can have thousands of people that drive hours to come to these events and see him. and that is part of the american process, being able to have a campaign event and be able to do it safely. and with confidence that you are able to stand up on a stage, that the press will be there to cover you and that folks who want to

hear their candidates are able to do so without the threat or fear of violence, and we have gone through these perimeters before. i should note we have bennett past events including one back in april, and in pennsylvania that i was at. i was outside the perimeter, watching the end of his speech. and this is sort of a risk involved, but the idea is that for donald trump and his campaign and everybody that goes to these events, that they are protected and it was a complete failure yesterday, in order to protect not only donald trump but also the people who came to see him as part of the process that is the american political process. >> vaughn hillyard, thank you. breaking news coverage continues after a quick break. . >> we were going to get out of here and a gentleman said no, say down. so we stayed down and heard everybody evacuate, and i grabbed -- we got out. out. r-o-l-a-i-d-s

42 past the hour and president biden and vice president harris were briefed in the situation room by homeland security and law enforcement officials. it came after president biden's call with former president trump last night. the conversation described by white house officials as quote, good, short and respect for. and hours ago, president biden delivered reefer marks from the white house and previewed an oval office address at 8:00 p.m. eastern tonight. >> i will be speaking more about this tonight from the oval office. we must unite as one nation. we must unite as one nation. to demonstrate who we are. >> senior white house correspondent gabe gutierrez is with us. it is great to see you. walk you through the remarks, two different remarks in the past 24 hours. what stood out to you? >> just a couple of hours ago in the roosevelt room president biden gave brief remarks, as you laid out, and he called for

the country to come together. you play him announcing he would give an oval office address tonight but the theme of remarks earlier was unity and according to a campaign official, later tonight he's expected to hold on that theme and talk about not just the country coming together but also putting an end to political violence for good. for those remarks, they came earlier, there were other headlines. he ordered a security review of the republican national convention, and he also asked for an independent review of security at that pennsylvania rally yesterday. he also sent condolences to the families of those who were impacted by this and he talked about his phone call he had last night, with former president trump. >> it is rare to see the president of the united states in an oval office address. what do we expect to hear from him tonight? >> certainly, it is rare. that it also is one of the moments that puts into perspective, just how huge this moment is in our country.
