in 2020. a choice like kelly would be someone that comes from a border state, arizona, really a battleground for reproductive rights access as well, there's abortion related ballot , excuse me, amendment on the ballot come this november, someone that speaks actually highly of harris, his wife, gabby giffords, former congresswoman a shooting survivor herself, he does bring a lot to the table. he notably brought up j.d. vance, someone he would have to go head-to-head with as the former president's running mate out of nowhere, unprompted we asked him pointedly about ukraine, an issue that kelly, a former astronaut and army veteran cares intimately about. this is something that j.d. vance has argued against him and he said that as an example of how dangerous j.d. vance and trump would be in the white house kelly is one of five , at least, that received the bedding materials you heard allie talk about from harris.

>> i think the autopsy report will be consistent with what we saw on the video. the video is troubling, not enough strong enough adjective to use because it is very troubling from the time they made contact with ms. massey. for what we could see, take a look at the video, what people have seen from the video, it is pretty descriptive there and the amount of force that was used far exceeded anything imaginable. this is a very unfortunate incident, which to me, it really speaks to selection of your personnel, it speaks to the hiring of your personnel, it speaks to training, supervision, and also, quite frankly, speaks to the entire attitude of behaviors and concerns, what you have about the entire sheriff's department in illinois.

>> let me get into some details with that, this officer, sean grayson, he is worked for four police departments and two sheriff's offices since 2020, he pleaded not guilty, guilty to two dui charges, before his law enforcement career u.s. army mechanic for may 2014 to february 26 when he was discharged for misconduct, serious offense. shuffling between six law enforcement departments in four years, is that a red flag or could that be normal to any degree? >> it is a number of red flags, to be quite honest with you. if you can go back further, probably indicators before his military career i would not be surprised about him would have been a troubled individual. if you look at what is being reported as it relates to his military career, what relates

to his law enforcement career, moving from one department to the next and no one, out of all of those agencies, more importantly, the more recent agency that he belonged to to see any red flags, it really is highly questionable as to how anyone can call themselves a legitimate law enforcement agency the stand time that comes under some state regulation troubling with hiring and allow someone like this to be part of their agency. ms. massey should have never lost her life in the violent manner in which she did. i think it will be evidenced, certainly evidenced by the fact he had first-degree murder charges brought against him, this is a horrific case, something that should not have happened. >> what about the justice department announced investigation into the killing, does that surprise you? what are the circumstances or instances in which federal

investigators get involved? >> they will get involved in this and take a look at the evidence being presented by the state and do their own investigation as well. too many times over the years, we have seen these cases over and over and over again. we see them investigated by the justice department. the bigger question is, why are we continuing to see these types of violent acts by some police officers, not all, let me be clear about that. but by individuals that find themselves in the way inside these police departments, able to exist and carry out the type of inappropriate, ill training, lack of humanity, in this case, with ms. massey, if you watch the video, the whole way condescending toward her on that scene. this is totally unacceptable.

vice president kamala harris spoke to the massey family by phone, including hakeem jeffries have called for deeper investigations. according to a washington post database, more than 1170 people killed by police the last 12 months, with black americans killed it twice the rate of whites, why is this still happening four years after the reckoning over george floyd's murder? >> let's go back further to that, michael brown, incidents between michael brown up to ms. massey and all those that occurred in the past. it is surely an indicator in our environment and society, particular in the culture policing, something is wrong and broken and we keep talking about the same thing over and over. we keep putting these panels and programs together but nothing changes. i think we have to look deeper, we have to look at other policing, the services, more

importantly, who is that we are hiring and how they are supervised, how they are being trained. there has to be total accountability, not excuses for any agency, all agencies, trust me, out of the 17,000 police agencies out there around the country, many of them are working hard every day to counter what we just saw here. we have these type of events that do take place, we really have to look harder and wholly at our culture and policing and society and why this particular group of people, african americans, people of color, are continually harmed by police, even when they call the police for help themselves. it just requires much more investigation and far more accountability on everyone's part. >> amen to that, cedric alexander, thank you, sir, so much. they don't love donald

vice president harris other than the fact she was running for the presidential nomination in 2020 and dropped out before the iowa caucuses so she was eliminated quite early. beyond that, i don't have a good understanding of her policies. >> that is one of the things i dislike about her, we don't know enough, she has been vice president almost four years and we still have no idea what her platform is or what she stands for. >> on me, mark murray, senior political editor for nbc news, always a treat to get you on the air. let's get into this because his focus group gives us insight into these voters and their opinions on kamala harris, what strikes you most from these conversations? tort number one is the clips you and up playing how they want to hear more from the vice president now that she is going to be the democratic standardbearer in the 2024 presidential election. we have heard so much about the base, the democratic party absolutely ring joyous about the harris candidacy.

we heard reaction from the republican right, we have not heard much from the middle, this focus group of 14 different nikki haley voters from the primaries gives us a really good indication. as your hearing from those clips, we want to hear more about her. that is one of harris' jobs, reintroduce herself or introduce herself to the middle of the electorate. the other thing this focus group ended up doing, asking people's one-word descriptions about harris, some of the voters had very nice things to say about her, intelligent, potentially history making. others did not have a lot of nice comments. when we asked all of the voters, okay, it is donald trump versus kamala harris, third party, who did you into voting for? three ended up saying they would vote for harris, five would vote for donald trump, the rest said they would vote third party or not at all.

>> interesting. did they tell you what they are looking for in a presidential candidate? given those numbers, you said that three would vote for her, five for donald trump and others sing nobody or setting it out or independent candidate committee think outside the group, kamala harris can win over voters? >> reporter: potential he. these voters have seemed to make up their minds a long time ago, people in the middle that went into voting, the three harris voters that i mentioned to you ended up for joe biden in 2020. if joe biden were still at the top of the democratic ticket, those three nikki haley voters said they would have voted for joe biden to they are firmly in the democratic can't and might have been the democratic camp over the last four years. the others, there were folks who did vote for donald trump in 2020 who can't vote for him, particularly after january 6th, they ended up saying so there

is a little erosion for donald trump. what really struck me was, our conversations with these focus group voters, not only is harris most likely going to be the head of the democratic ticket, this focus group came after the assassination attempt on donald trump, after the republican convention, the j.d. vance vice presidential candidate. it came after that tumultuous eventful past month that the voters have not budged one way or the other, where they were on june 27th is where they are today. >> that is interesting. getting to the veep angle, these voters have strong feelings about potential vice presidential canada, -- and a more. >> i would vote for harris. the unity ticket, maybe some other moderate republican, maybe liz cheney, something like that, i would be strongly likely to vote for her. >> anybody else have a dream person that if she picked them,

move you closer to harris? audrey you have on? >> yeah, if she picked nikki haley. then i would vote. >> is choosing a vp candidate who these voters connect with, is that necessary for harris taking these votes? i will tell you, everyone else i've spoken to prior to this interview on the show today, it is all about the top spot, the vp does not count that much. >> i think there is something about nikki haley voters, they want to see unity, bipartisan ticket. what really did strike me as how joyous they would be if somehow that democrats ended up picking mitt romney or nikki haley to serve as harris' vice presidential pick, which is not going to happen. you know, if you were nikki haley watching this focus group with these voters, you would have a smile on your face right now because

they still adore nikki haley. many of them, a handful of them ended up saying, my vote for nikki haley in the republican primaries was a protest vote against donald trump, i don't like donald trump which is why i'm voting for haley. the majority said no, my vote is not a protest vote, i really like nikki haley and her message to i think it is important to note, we were really glad to be able to hear from these nikki haley voters because when we are slicing and dicing the electorate, particularly the folks in the middle, independent voters, nikki haley voters, the double haters, those voters have different motivations and different rationales. this was our ability to look and gauge the middle of the electorate, who we think are kind of swing voters and these are their answers and they were interesting. >> i've been told the wrap up, nikki haley endorsing donald trump, did that buy her anything? >> reporter: it did not, that was one of the questions asked of the focus group participants, no.

in pennsylvania. the headline in the washington post reads, pennsylvania presidential election results could again take days to count and says, quote, despite widespread calls for change, pennsylvania is likely to again take several days to announce this year's winner. alarming state election officials that worry the delay will cause confusion, deteriorate trust in the process, and make election workers targets for harassment. joining me is the director of law program at ohio. it is good to see you again. republicans in the state senate there refused to change the law allowing votes to be counted before election day, what is happening here and are republicans encouraging this kind of confusion? >> yes, this is really unfortunate. we have known for a long time that good election administration practice would be a to allow for what is called pre-canvassing of these absentee or mail-in ballots

before election day because they come in for days and weeks prior to election day and the proper thing to do is to open the envelopes, verify the signatures, verify the eligibility of the voters, count the votes, do all the things necessary to count the ballots. if you do that ahead of time, you can report the results on election night with all the other votes. if you wait until election day, before you start opening the envelopes, you have this big backlog which is what happened before in pennsylvania and unfortunately is going to happen again. >> what are republican arguments for doing it this way? >> they don't have a good argument. other states have changed this rule including republican states, republican-led state like my own state of ohio or florida, this is basic proper practice to do it the way i described, not to do what

pennsylvania did. there was bickering within the pennsylvania legislature over trying to compromise or to get a bipartisan bill that failed. ultimately, it is a sad fact they could not get this done. >> reporter: it also comes as republican activists file barrage of lawsuits for replacing president biden on state ballots, they call it unlawful despite 85% of the nearly 4000 democratic delegates currently pledging support for harris, how fruitful would the lawsuits be? >> they are without merit, they have no validity whatsoever. the courts would dismiss them very, very quickly, they are not going to go anywhere. >> fearing donald trump might not run against presiden biden, his allies have pledged to launch legal attacks from putting democrats anyone is on the ballot. one source telling rolling stone, team biden or team whoever, will be getting on all sides between now and election
