transition of power and did not show up to the inauguration in 2021. harris has been preparing for the debate in pennsylvania and trump spent part of friday attacking women who have accused him of sexual misconduct. the ex-president perform for the tv cameras at trump tower in new york after appealing a court decision that found him liable for sexual abuse. while we are just under two months until election day, americans will start casting their ballots very soon. early voting kicks off in battleground states like pennsylvania on september 17. that is less than a week after the first debate. joining us now is msnbc political analyst basil's michael he is a professor up practice at columbia university. >> welcome. we get into crunch time. are you feeling the groove? everybody's juiced up dust like >> i am juiced up. >> we are ready for tuesday.

how do you think this narrative that donald trump was putting out there? who is kamala? we don't know who she is. i want to play some quick sound for you about harris being locked in a room and how do you think this is resonating with voters? >> now, kamala is an unusual name, at least you know who you're talking about, when i say harris nobody knows who i am talking about. they say who was that? maybe we will refer to her as kamala, it is a little friendly, it is hard to be friendly with someone who wants to destroy our country. she is right now practicing, did you know that? she is in pennsylvania and she is practicing for the debate. she has locked herself in a room, she has got a lot to learn. >> perhaps he should lock himself in a room and learn a few things. how do you see his approach to kamala -- >> the vice president.

>> -- going into this campaign? >> they become more more personal. when you combine that with the way he has been speaking in the last week, particularly the economic club of new york, he sounds more incoherent than i think we have ever heard him. it sounds desperate, it clearly sounds like he and his team know they are behind and they are losing the narrative. i think if he feels and the team feels that they cannot grow the support the best way to win is to diminish her. >> that is an important point. >> the way they are doing it is trying to tap into a sense that this woman of color is not qualified for a role, isn't smart, does not do her homework is not up to the task. we have heard that 1000 times

before. if you are a person of color, a very common attack by your opponent who is not a person of color, is that you are not qualified. it is a very old tactic. you can see him doubling down on that language every single time that he talks about her. not even using her name correctly. that is textbook for him, it is also textbook in ways that people of color are diminished but i'm not even going to say your name, i'm not even going to give you that kind of dignity. we see that more often. i said when she became the nominee that his attacks would get bad and they are. what i like is i do not think they are working, it is not sticking. the enthusiasm, the sort of juice from the last two months, everyone feels deputized to be able to push back and that is what we are seeing. >> just a quick, you made an important point that i do not

want people to skip by, donald trump has a ceiling, she does not. he has got to bring her down to his ceiling or below and that is what you are seeing as part of that. >> you have to play in the gutter and she is not going to do it. >> sometimes when they are that low you have got to kick them. you know, you got to pop them in the shin real quick and maybe we will see that on the debate stage. i think it is an opportunity, he talks about her being locked away, i think she is in debate prep and she is going to lead debate prep and i think it is smart what they are doing the vice president said no, i don't want to be at the observatory i want to be at pittsburgh. i want to be in the battleground state it puts me down the street from philly and it allows us to get media and frankly have to go out, it is off the record stop that will create more news. something that you said made me

think that there is a donald trump strategy and then there is the campaign strategy and i feel like the two are not messing. i feel like his campaign would love for him to talk about the issues, that's why they sent him to the economic club. they set up this whole thing for him to talk smart about the economy. it was a gibberish. childcare is childcare we will pay for it with tariffs and i was like, no writ that -- i took a little economics in school and that is not computing, server. he is attacking and playing on a field that i don't think his campaign wants him to play on because he is more comfortable over here in the gutter than he is with the issues. >> that is right. if we were dealing with a typical candidate who has discipline and actually reads policy and is actually interested in trying to grow his support and his base and go beyond that, you would see him answer questions. you would see him at least attempt to describe some policy

position that he would have, some vision for the future, he doubles down on the hate and the anger and in fact, so does his vice presidential candidate. so does jd vance. a campaign -- let's be clear about this, if donald trump were to ever win, his campaign, they will be the ones governing, not him. in some ways he really is just a vehicle for all of the other stuff that his campaign and supporters want to get through. >> a vehicle that is aware. allowing donald trump to be a passive figure, at the end of the day he has to sign the thing. at the end of the day he has to say yes. he is the one that gets on the stage and attacks e. jean carroll and everybody else. >> it is interesting that we have hit the point where his campaign is normalizing and it is going back to looking more

like what a campaign would normally look like. there this of trump's scaling back his campaign, he is placing less emphasis on new hampshire and minnesota and virginia and pouring resources into the blue wall states pennsylvania, michigan and wisconsin. i want to hear you talk, basil, about how he is getting in the gutter. part of that is out of desperation he knows his path to victory is narrowing. >> it is narrowing, north carolina is in play, i'm getting emails that florida is in play in texas is closer, no illusions about texas and florida, but there are people who are starting to get excited that they are seeing the race get closer. if you consider the money that she has raised, that means she can force him to spend money and places that he did not think he needed to. >> 300 million in the month of august. >> that is a crazy number. >> i do not want to skip past

florida and texas. >> they are senate races. >> important senate races number one, number two, we have florida texas, we are good on the republican side, we don't think about that. this campaign and their internal numbers are showing them that they will have to do a little dancing, to your point there is no illusion of winning texas or florida, if they have got to spend money in texas, republicans in texas and florida , my prediction about battleground state texas 2028 it is coming, i'm telling you. >> texas is the new georgia. >> you have gallego in arizona, there are democrats who are contesting areas, when biden was running we did not think he would come close she has made the race close.

the money enables her to go deeper into her base to pull out, that is very important since early voting is about to start. that makes her more viable. when the campaign sees this and would donald trump sees this, he is like, i got to find a way to diminish her. that is only path to victory for him is to diminish her. from the very beginning i said, the biggest challenge she would have as a candidate is not going to be the map, it is not going to be donald trump and texas, it will be this part that we can't win that we can't elect a woman. to get over that hump and the turnout, the donald trump attacks don't hit and i think that is what we are seeing. we are seeing people get over that. >> i think it is 24. do i trust her? and can she be president? it is a dynamic. i appreciate you bringing back to us. thank you so much.

government. >> the attorney general making a major announcement this week saying russia is once again trying to influence america's presidential election. the justice department seized more than 30 web domains that are part of a broader effort of the russian government to spread this information and influence voters. the doj also announced charges against two russian citizens who directed a $10 million campaign aimed to influence the election through online platforms. the biden administration announced new sanctions on russia. folks, if this sounds vaguely familiar to you, it should. in 2016 russia spread this information online and hacked campaign emails in order to bolster votes or donald trump. guess what, donald trump cheer them on >> russia, if you're listening, i hope you're able to find the

podcasts and youtube videos and other things, the russians have a wide array of capabilities that they can use to try to influence u.s. public opinion and u.s. elections. i must point out, this election in 2024 is much more important for vladimir putin than any of the previous ones. this is the first u.s. presidential election since russia invaded ukraine. clearly , it is a debacle for russia in terms of 2 plus years that they have lost over 100,000 soldiers and i do believe putin is counting on donald trump getting elected so that u.s. support for ukraine will not only be lessened, but donald trump, i think, has every indication of trying to cut off that support that we have been giving to ukraine. >> it is not just what we are seeing happen with russia and what we are seeing with vladimir putin and the russians meddling here, it is also

donald trump's relationships with others like victor or von and how he sort of frames are elections for them it is almost like a playground praising these individuals, what impact does that have? do you see those types of words or hear those words coming out of the former president now, how does that shape the narrative for the american people? are we paying attention or is this just one of those things where russia is playing are elections i don't believe it that's fake news? >> first off, trump is following the authoritarian playbook which is try to co-opt the media, try to co-opt public opinion by using individuals who are very sympathetic to him. the same thing with vladimir putin and viktor orban and others, they have totally suppressed any kind of open media in the country's. this is very worrisome.

the "new york times" had a very good editorial the other day talking about the importance of having a free and open media. if you have individuals like donald trump who really believe in the authoritarian strongman model, they want to make sure that there is no voice of opposition or criticism of them . again, donald trump flatters these authoritarian leaders, viktor orban, putin among others because he really does see that is the type of leader he wants to be in order to ensure it is his way or the highway for critics. >> director brendan, in this charging document the department of justice unveiled, they charged folks connected to rtp you have john kirby the spokesperson for the national security advisor from the white house saying on wednesday rt is not just a propaganda for the

kremlin, kirby said the rt network was being used to funnel disinformation throughout let's as social media influencers that social number americans find credible, we will not stand for that. the scheme that is alleged is a vast that this company was a front and they paid influencers, people who have large social media followings to say these things to infiltrate our discourse, some of it showed up on other news out networks, a lot of it has showed up on large accounts on the site formally known as twitter people follow and engage with this is a really expensive issue that is not unique to the election. >> no. the russians have tremendous cyber capabilities that they will leverage for things like this. they have also poured many many millions of dollars into different types of news outlets

. there was a report overnight a news outlet in tennessee hosting some very conservative speakers and there was tens of millions of dollars poured into it. the russians see this is a open society here in the united states and they can in fact use the capabilities to influence, popular sentiment, and voter choices. to use whatever cam abilities they have and also, they have a number of unwitting and also winning players that work with them and want to make sure their message gets out. it is very clear, just like in 2016 and 2020, the russians have a clear preference for donald trump to be in the oval office. to quote vice president harris, to have a unserious person in the oval office is a real coup for vladimir putin who really is trying to use his power and influence in order to ensure u.s. national security, u.s. prosperity is going to be countered by these russian

the senatorial committee , you have this great coordination, the money on the ground is important, how is that money being spent to deal with some of the roadblocks that are placed in places like georgia that make it more difficult for you to reach your voters, to get them registered and to get them to turn out? in many instances, the deck is stacked against you. >> absolutely. while it should not have to be this way and we should not have to organize our way out of the suppressive tactics and these laws being put into place or attempted to put into place to overturn the will of the voters, we saw what happened in 2020 when georgia won by 11,780 votes and donald trump tried to steal the election and try to overturn the will of the voters. we are prepared for this and we

have an attorney and all 159 counties in the state of georgia ready to do what is necessary. the largest line item in my budget at the democratic party of georgia is my legal expenses. while it should not have to be this way, i know i am in the deep south and i know what i'm up against and we are battleground state. when we tell people to show up and vote we want to assure them that their votes are counted and certified. now they have taken it to another level. we are doing everything we can between now and election day to make sure that we are ready for whatever legal pursuits we have to take so that the votes of georgians are actually counted. >> speaking of being ready and making sure votes are counted, there is big news out of north carolina friday, an appeals court blocking ballots with rfk junior's name on it, the court issued a ruling that blocked the state board of elections for mailing absentee ballots listing rfk junior as a

residential edit. what does that mean for voters in north carolina? >> mail-in ballots was supposed to go out on friday and unfortunately that means the republican court of appeals actually overturned decision from a lower court that made it so we have to haul to ballots, so we have to reprint ballots, that is the guidance from our republican court of appeals that is allowing rfk to get off the ballot after he fought to get on the ballot and stay on in north carolina, he is also fighting to get on it in other states. we are seeing a messed up in the election system and someone is really trying to mess with that right now in our opinion. we will make sure election officials in north carolina do all they can to get ballots out as soon as they can. >> chair clayton, how does the delay affect your efforts in north carolina? i am very interested in this debate in the beltway when it

comes to north carolina and the republican candidate for governor, who is mark robinson, who is the current lieutenant governor of the state, folks are saying in north carolina mark robinson is dragging donald trump down and democrats feel there is a boon to josh stein and vice president harris. i have heard from people in north carolina that it is not necessarily the case and it is still a fight and it is going to be a fight for the vice president versus donald trump, can you make it plain for us? >> it is a fight everywhere in north carolina. i think joe biden losing our state by 1% margin in 2020, 74,000 votes, we know those votes are out there in counties across north carolina and the democratic party is working hard with the campaign to make sure we are reaching out across all 100 counties in our state and we are not leaving one voter behind. mark robinson is our current lieutenant governor and he is someone who has been a

holocaust denier, abortion denier, he would take north carolina backwards then the state legislature already has. we are also seeing a very strong fight from heart democratic nominee and -- we will make sure that we fight for every single vote. we are just trying to make sure that democrats and voters across north carolina fundamentally understand to congresswoman williams point what is at stake in this election cycle which is fundamental freedoms across north carolina and abortion- rights. >> let's just stay in north carolina for extra moment. i found north carolina to be more of the sweet spot in the south than a lot of people would say virginia, that's where it began in the 90s, you saw this demographic shift and the voting shift. north carolina for me has always been an intriguing opportunity for both parties, quite frankly, to level up a solid campaign and

you now have an amazing anchor in the south between north carolina and georgia. i think, again, that sets up texas 20 20th, you will hear me dance on that. >> the south has something to say, michael. >> i think what is important to note about north carolina is we are the most rural of all the battleground states. unlike georgia, we do not have an atlanta metro area that is a majority of our population. north carolina has huge amounts of dense rule communities. the majority counties in the state 18 our rural counties in eastern north carolina. the first time barack obama won the state was 2008, democrats still have control of the state legislature. in 2010 we lost the state legislature, republicans gerrymandered north carolina and we have been under that republican gerrymander ever since.

what we have seen is a decline at the federal level for us to win back the national races. i fundamentally think we have to chase after the state legislature hard, which is what we are doing this year in north carolina, we are contesting 168 out of 170 legislative seats across the state trying to make sure we pull out every voter possible in districts that may have felt like their votes have been disenfranchised and especially at the level were politics and packs most which is the state legislative level. >> the rule point is very important. in broadband, internet, that is one of the things that the biden administration and biden- harris campaign, now the harris- walz campaign has leaned into. the money that has gone to states like north carolina and georgia to be able to lay fiber optic cable so that folks have wi-fi and internet in their community is literally life- changing. >> it is also revitalizing rural economies for the first time and people ask why did this need to happen?
