good morning. thanks to have you with us. it's 10:00 a.m. eastern. 7:00 a.m. pacific. i am ana cabrera reporting from washington today. we begin with new polling showing a deadlocked race for the white house. all eyes on a handful of states that could decide it all. today kamala harris will be in one of them with oprah winfrey. it shows the gop narrowly leading in that state. as for former president trump, he's off the swing state beat today in d.c. at an event

combating anti-semitism. vaughn, start us off, trump rallied in a blue state, new york, last night. what is the thinking behind these latest string of events? >> there's a lot right now. number one, donald trump is his own chief strategists and is the one calling the shots. he was in new york yesterday on long island going to key congressional districts that he thinks republicans can hold on to and he believes he can win new york, and donald trump believes it to be close. i want to listen to part of his remarks last night because coming off the second apparent assassination attempt it's full steam ahead for donald trump on the schedule.

>> stop claiming your opponents will turn america into a dictatorship. give me a break. because the fact is that i am not a threat to democracy, they are. >> now, let's be clear. we are 47 days away from the general election. early ballots are going out to voters to the likes of wisconsin this very thursday. donald trump, we heard from him yesterday, and suggested the fed interest rate cut was a political play by the fed. he asserted kamala harris should resign as vice president as a candidate was her campaign received some of the hacked materialed that iran sent to them via the trump campaign, though there's no indication the harris campaign used the material or was aware of what was inside of some of the email inboxes of some of the campaign staff here, and donald trump

suggested it amounts to federal election interference. we have heard donald trump time and again here suggesting there are undercurrents of efforts to try and stymie his campaign, and as you heard in new york yesterday from the comments, for donald trump he is using all of the news developments to make the case his campaign is being undermined. >> let's take a look at the new quinnipiac polls. harris narrowly ahead in a few key straits. in michigan, in pennsylvania, trump is up only two points on immigration, say for wisconsin she's within the margin of error on that issue. what do you think that says about which message is resonating in states likes yours? >> what is happening with donald trump is people are getting a little tired of him right now.

i think he hurt himself on the border deal and when he blew up the border deal, he muddled the message and he gave harris an opportunity to say i am for border assistance. in pennsylvania, i think she will over perform in the philadelphia media market and she needs to. i think women's health, abortion rights, will be a big issue here. post dobbs, we have not seen an election post dobbs, and trump has performed better as polls suggested, but it seems like she has a slight advantage. >> he's talking a lot about the immigration issue related to the immigrants in ohio. do you think it will hurt him?

>> he is still doing it. the second thing is, you know, the stubbornness and cruelty is a slow burn. when you have the republican governor of the state, the republican mayor of the city pleading with the nominee of their party to stop spreading this lie and he refused, and there are bomb threats and schools can't open because of this, i think people will take a step back to charlie's point and say, you know, i am tired of this. i don't know if i want to go through with this. the real issue is immigration but we are not having the real conversation we need to have because of this. >> it's almost a distraction from the real issue. perhaps he doesn't want to talk about the issue because the numbers are not reinforcing his numbers at the polling. and there's polling on black

voters in swing states. when you look at this, harris, as you would expect, she leads 82-12. an overwhelming lead, but that's a touch behind where biden was in 2020, when you look at the exit poll results there. what does this poll tell you? >> it's a straw holes look at this moment. at the time black americans are struggling and trying to process and they want things for them. this situation, as jonathan just said about haiti, and haitians are black people in this country, and when you have the republican governor saying i don't want you to come, donald trump, because you expend our resources beyond what we have and that sends a signal, too, and let's see if it translates for her. you have people not sure they

even want to vote and those people she can get and it's about moving forward in the time of hate that donald trump keeps perpetrating and talking about, especially in the debate where they said, and the hate he continues to spread. until he comes out and apologizes to black people and haitians for that. the swifties are powerful and oprah is powerful herself. she's one of the most successful people in the nation, and you heard me say successful people beyond race and gender. she brings a bandwidth and power nobody else has. she helped elevate barack obama.

he was on his own a great candidate and she elevated that platform and now she's behind kamala harris. look what happens when she says i'm endorsing the book. my god, the book soars beyond the new york time best-seller's list. i think she will be a good candidate. she could have done this for other people but hasn't, and she's doing it for kamala harris and it's a big deal, and it the first group that exposes the viral moment of funding and excitement. >> that has been like a light switch from the election engagement from all kinds of voter gaps. this morning, watch. >> we heard about carnage in the streets and we saw this dark

image of our country, which is unrecognizable. at the end of it, you know, president bush turned to me and said that was some [ bleep ]. so honestly, he knew it then. we have seen all of this unfold. >> so she is saying that trump is even darker and angrier now than then. how do you think his tone and messaging themes are resonating with voters who are not part of his core group of supporters? >> it's almost unexplicable what he's doing. he's supposed to try and broaden his base and he never does that, just doubles down on the maga agenda. he has such a low ceiling. it never made any sense to me that he has not expanded his base. he should be doing that and reaching out, but when you are

talking about eating cats and dogs in ohio and other bizarre things he has been doing, his temperament. i am not shocked that he seems to be declining in the polls. it's exhausting and offending people. i can't explain the inexplicable. by the way, i was at that inauguration when george bush said that, and i walked out and said i will not be critical of him today because it's inauguration day, but this guy just said all the different things he said in his campaign and it was a terrible speech. he continues to go down deep dart holes of isolationism and can't get out of his own way. >> and j.d. vance and trump are pointing fingers when talking about the attempts on his call. about the rhetoric, there has been calls to democrats to tone

it down and they are saying what about you, right? this headline from new york magazine is pushing back on the logic, and donald trump is a threat to democracy and saying so is not an incitement. they are using trump's own words and just highlighting things he said, his own quotes and the kamala act is using trump's own words. >> it's projection. that's all that trump is. anything he accuses somebody of, just do a little search and you will see that he is guilty of it himself and he's trying to deflect and project. using his own quotes against him

news in the middle east. the idf says it's currently striking hezbollah targets in lebanon to degrade its capabilities and infrastructure. this comes after two days of deadly attacks targeting hezbollah. yesterday it was exploding walkie-talkies used by hezbollah members that left 25 dead and dozens injured. monday pagers were detonated injuring thousands and killing 12 including two children. raf, this new estimated from the idf in the last few minutes that it's striking inside lebanon, what more do we know? >> ana, for nearly a year the idf put out a statement saying they are striking, and the statement here is different.

what they announced today is a broad effort to begin, in their words, degrading hezbollah's capabilities across southern lebanon. at this point it appears to only be air strikes and there's no indication israeli forces crossed the border into southern lebanon, and it's a market shift in tone from the israeli military. one of the big questions as we watched the walkie-talkies and pagers blowing up in the hands and pockets of hezbollah members in the last 48 hours or so is whether that was a prelude to larger israeli military action. we don't know that. we know israeli appears to be acting in a broader way at the moment. the statement was released at 9:54 a.m. eastern time. i give you that specific because at 10:00 a.m. eastern time, the

leader of hezbollah began speaking for the first time since those pagers started blowing up. in a region that cares about symbolism, it's notable the idf appears to be trying to up stage the leader of hezbollah. he's still speaking at this moment, but he has said this attack involving pagers, involving walkie-talkies, in his words, crossed all red lines and he's vowing to retaliate. ana. >> raf sanchez, thank you. please keep us posted on new derailments. seems to be that this is a developing story over days and not just hours. joining us now at the international security council, michael, tell us about the new round of targets they are striking? >> we have heard repeatedly in recent months that an objective

of bibi netanyahu and across the political spectrum is they want the israelis that live in the north just over lebanon, they want to be able to move back in their homes. we talked for months about an israeli prelude to a move. last week they sent a pwrau cade, and you have seen explosions from walkie-talkies and pagers in the last couple of days and now the event this morning. this seems to be a coordinated campaign from israel to begin to

degrade hezbollah and probably a prelude to a larger action. >> "the washington post" this morning was just writing whatever the initial intentions of israeli, the government will face growing domestic pressure to capitalize on the momentum and hit hezbollah while it's down. is that what is happening today? is this trying to capitalize on the momentum and hitting hezbollah when they are down? >> i think so. when i first thought about the pager operation, i thought it was a brilliant first move that would be something you would do before some sort of larger war-like campaign into lebanon. it inspired chaos in the ranks and took their top soldiers off the battlefield, at least for some period of time. it makes more sense as something that is that the beginning of a war, if you will, rather than

just an isolated incident. i think it does make sense, even if it was an isolated incident to get inside their heads, but it makes more practical sense if it's part of a larger campaign and we will understand better in the coming days when we see what the follow-up is from netanyahu. >> the u.s. warned netanyahu not to escalate. here's secretary of state, antony blinken, just yesterday. >> we have been clear and remain clear about the importance of all parties avoiding any steps that could further escalate the conflict that we are trying to resolve in gaza, to see it spread to other fronts. it's clearly not in the interest of anybody involved to see that happen and that's why, again, it's imperative all parties refrain from any actions that could escalate the conflict. >> michael, are we already seeing escalation? >> i think we are.

what the law enforcement officials supported, they didn't even open the emails and not they were phishing emails, and according to the biden harris campaign, none of those people knew they were not being stolen material. >> when we take a step back and look at the state of the election security nationwide, what are officials worried about here in 2024? >> well, you heard brad smith talk about the 48 hours before the election. that's the nightmare scenario. what they are really worried about is foreign disinformation, whether it's through ai or through false websites -- there's a lot of ways they can do it, raising questions about the voting, the mechanism of voting, is there a false report

welcome back. in just a few hours president biden will step up to the mic down the road at the economic club here in washington set to give his remarks on the state of the economy since the news yesterday, the federal reserve cutting rates by half a percentage point. this is the first rate cut since 2020 and the largest in 16 years, and it's expected to keep inflation under control. joining us to break down what it means, nbc business and data

correspondent, ryan chung. >> many on wall street were arguing whether or not the fed would cut by quarter of a percentage point or half a percentage point and the fed opting to do the hraurpler one. the reason behind that was to reserve the strength of the labor market and the unemployment ticked up a bit. the federal reserve saying if we keep the interest rates too high for too long, we could put people out of work. listen to powell explaining that argument. >> we will make decisions meeting by meeting, based on the incoming data and the evolving outlook and the risks, and it's a process of recalibrating our policy stance away from where we

had it a year ago when inflation was high and unemployment low to a place to where we are now and where we expect to be and that process will take place over time. >> another important signal from the federal reserve coming from yesterday, they plan on cutting interest rates now and in the future and they say there's a strong likelihood there could be another .5% decrease. >> what does that mean for mortgage payments and credit cards and et cetera? >> mortgage rates have been falling already in the expectation of the fed making that interest rate cuts, and 30 years were 7.7% in october of last year and now it's at 6.4%, and mortgage rates could drift down further.

for credit card rates and auto loan rates, those things could take a few months to bleed through. the expectation is that some of the record highs will come down soon as a result of this. >> thanks very much. let's go down the road to the capitol where house republicans are playing chicken with the nation's funding deadline. congress has 12 days, 12 days, to avert a government shutdown after speaker johnson's funding bill failed yesterday. donald trump pushes these republicans to shutdown washington if they don't get a controversial election provision in the final bill. ali vitali, what is plan and what is the next plan of speaker johnson? >> well, most parties agree that

shutting down the government doesn't benefit anybody. republicans have been open about the fact that they would likely face the blame for this especially so close to an election. nevertheless, you are seeing speaker mike johnson run up against the proverbial brick wall here because his own conference tanked the plan their own leadership came up and put on the floor yesterday. the speaker had this to say in the aftermath of that vote. watch. >> i am very disappointed it didn't pass. we ran the right play and ran short of the goal line and we will go back and draw something up and i don't think it will come to a shutdown. i believe we can get the job done. we will go back to the playbook. we have time to get it done and we will. >> i am a football giants fan,

this morning donald trump's campaign is planning a trip to the ohio city that has become the epicenter of the country's immigration debate and rampant disinformation. last night trump said he will visit springfield, ohio, in the next few weeks. springfield was thrusts into the limelight when trump claimed haitian migrants were eating pets, and the journal tracked down this springfield woman you see on your screen. she reported her cat was missing and she believed her migrant neighbors were to blame and the trump campaign pointed to her story for an example, and that lady's cat, sassy, was found in her own basement a few days

later, and she apologized to her neighbors with the help of a translation. joining us, political strategist and former senior adviser to biden's 2020 campaign. the more we learn about it, the more it seems like these claims, right, are even more outrageous. it's just going nowhere, so what will the impact be if donald trump goes to springfield? >> it will be even worse. the springfield citizens, the government there was talking about the bomb threats, right? you have children going home to their parents asking, is it true we eat cats and dogs. i was listening to a slate report about all this, so the xenophobia and racism of it all is not to be ignored and how fact after fact -- even "the wall street journal," which is usually on the side of republicans, a little more conservative, is fact checking this. the fact that donald trump or
