good day from msnbc in washington. welcome. i am allie vitali in for alex. we begin, as you can hear the election music with decision 2024. 31 days until election day . there's a lot going on this afternoon across the campaign trail, across the map. vice president harris will speak in north carolina, governor tim walz will be in ohio, former president trump and senator jd vance returned to pennsylvania. this comes as mail-in voting and absentee voting is underway in two dozen states. vice president harris is coming up a week that included

endorsements from bruce springsteen to former congresswoman lissa cheney and basketball legend magic johnson. we have one reaction from one michigan senator to the vice president's message focused on jobs. >> it is close. we have donald trump and jd vance coming in every day and just plain saying lies. the reality is, michigan was not better off under donald trump. we did lose jobs, we had plants close, forget covid, this was before covid. we got 44 new plants counting and opening up. >> trump spoke friday in fayetteville, north carolina touching on a wide variety of topics including slamming president biden for saying that israel should not target -- >> i think he has that wrong. isn't that what you're supposed to hit? it is the biggest risk we have,

>> reporter: vice president harris is going to get a briefing on a lot of what people i have spoken to today are going through, what i keep hearing about is water. people have been told in many cases they may not get water back in their homes for weeks. that means they cannot cook meals, properly bathed, wash their clothing, disinfecting spirit here at the food bank and a number of sites around asheville, a helping, they are bringing those kinds of supplies, toiletries, food, cases of water. they set up a system where all day long you're going to see cars come here and stop at various stages and they tell volunteers what do you need? they are putting them all into their cars and making sure people have several days worth of supplies, knowing they will likely come back again. as you mentioned, the rumors that are spreading around the lack of availability, this idea that fema has abounded abandoned

when you hear about the disinformation that antonia and i were talking about during a disaster response, the people that are pushing this narrative tend to be on the republican side of the aisle. shouldn't it be nonpartisan to do storm recovery like this? >> it should be nonpartisan. it should unite both sides of the political spectrum and everyone in the middle towards helping individuals, many of which have lost their lives and their communities and their fighting to save all that they can't get donald trump has shown that he will never let a crisis go to waste is also someone who is known to demonize migrants. he is utilizing this process to continue to do that. with other with the haitian migrants in ohio now we are seeing him spreading rumors about fema and fema funds when we know they are not true. therefore, republicans locally, republican mayors and governors have all stood out and said this is not true. this is something being carried by republicans in the states that are affected, this is

being carried by the presidential ticket. it is very disruptive and very frustrating and it does nothing to help people on the ground. it is a lie he is willing to tell because in many cases the base he wants to turn out, he wants to turn them out with a animus towards migrants and animus and xena phobia. he is using this hurricane and the aftermath to help amplify that. >> what is your view on this. from the congress side fema monies appropriate for fema and not taken to other parts of dhs , including that related to migrants. >> the misinformation is a challenge all the time. i am more worried as we get later into the election year and a lies fast and furious and we have less time to sort things out. to the bigger picture, there is not a question for which the answer is not immigration for donald trump. he will try in the last month of this campaign to draw everything back to immigration.

donald trump is saying. but also reinvigorating why the federal response has been what it is. it has been often and very strategic. we are here to support you. we know that climate change and climate science has showcased more and stronger storms are in the future and we have to be prepared for that. what that means is showing that the states have a disaster preparedness in addition to bolstering of our emergency services and the supports that we can have at the federal level. we know the right has done the very best to not only dismantle those efforts but also up to and including what we saw with project 2025 eradicate fema and any kind of public funding. i think what we would hear from trump is what we have heard time and time again, we will hear vengeance, he will take time to spread lies and -- even during his conversation today on the very site that he was nearly assassinated at. this guy cannot get above himself

when it comes to wanting to see violence and using violent rhetoric. i do not think it will stop. >> brendan, we see on the screen images of the crowd in butler, pennsylvania. this was an inflection point in the race but then ultimately it did not change the polls or the standings in the way that donald trump was speaking about the political landscape and climate. what should this moment look like as he makes this return and attempts to give the message that political violence will not deter political action and speech? >> you are right. it is remarkable how little this event has played into the election. if you recall, it was the apex of his political strength, the cycle. at that moment we all think, at least the polls were showing that he was cruising. obviously it is a very changed election. the interviews with those women are very striking for what they are trying to do here. that image of him from that day with his fist up chanting fight

nullifying the votes of african americans and major cities across the country, ensuring younger voters do not have access to the ballot, they are pushing republican legislatures across the country various measures to prevent access to the ballot for individuals who they assume will not be republican voters. we are watching time and time again donald trump amplified you have to fight. when he says fight, bedlam industries, when he is issuing this violent rhetoric to his base, he knows what he is doing. the best predictor of behavior is past behavior. donald trump has showcased he is willing to put it on the line and have people on the streets, his >> monica: support groups willing to go out to maim and kill in order to maintain his idea of office. because he still refuses to call out the dogs, he refuses to accept the fact that many of those individuals were convicted, this guy is fine watching this happen again. without safeguards in place, unfortunately it could.

>> brendan, when i was out on the campaign trail, i heard from many supporters who were nikki hale supporters that january 6th and the way trump acted was what made you want to look for any other republican to carry the standard. ultimately they did not get that. should the harris campaign put this back front and center on the spotlight as they continue down this homestretch for those kinds of voters? >> i do think so. in my opinion the worst moment of trump's debate with harris is when he spent two minutes explaining that he did not lose the 2020 election. her ability to bait him into that and we have seen reporting that the harris campaign found in their survey that was his worst moment. you have to be on something to not be concerned that donald trump is going to try something like this again if he loses. even if you don't like, excuse me, even if you like donald

trump, you realize all of that nonsense is maddening and it does nothing other than doll yourself. if you can reclaim for people what was one of the most shameful days in american history, i think that is powerful. there are a lot of things that donald trump would disqualify himself, but there is nothing more disqualifying than attack on our democracy right at our capital that injured dozens of police officers. you cannot make a winning campaign issue, i don't know what it is. a lot of people don't care, those people are not in play. those who are in play find it to be a shameful event and do not want to send him back to office. >> potentially motivating one. we talk about january 6th and the efforts from the trump orbit to overturn the election results, rudy giuliani was essential figure. his daughter is not breaking from her father not just to

support vice president harris but to warn about the dangers of another trump residency. take a listen. >> i think for a lot of the selection i have been watching with so many americans in disbelief and or at the idea of a convicted felon who refused to participate in the peaceful transfer of power being so close to the presidency, i think it is important to remember that this is about so much more than the next four years. the type of damage that trump will inflict a second time around -- >> brendan, what impact do something like that have x >> there are a lot of people close to the trump and campaign that say that even some of his family members have said similar things. what is interesting to me is it is the reminder of the type of people that trump will be surrounding himself with. we saw in the miss filing that came out last week reinforced

this when there were questions about the legitimacy of his claims about the election being lost, he got rid of a bunch of people and put rudy giuliani in charge. he put in anybody who will do whatever he says and i think you can expect that in a second term. no one will ever challenge anything he says or does. it may not feel like a lot of people were challenging him last time, but there were. this time it will be people who will go to any length to do what he says and that is a dangerous place for the country. >> the call is coming from inside the house when you talk about criticism. ameshia it also came from within the house when the guardian gained a copy of melania's memoir. she writes it is important to guarantee that women have autonomy in deciding the preference of having children based on their own convictions free from any intervention or pressure from the government. do you think she is trying to convince more women to support her husband?

this is a position at odds with the very policy that trump says he was happy to put in place which is overturning roe. >> i think it is political puppeteering and a well voiced engineering strategy, the same type we saw from jd vance when he talked about reproductive rights and how republicans were on the wrong side and needed to listen to more, for him he thought it was a messaging issue. this is along those same lines. they know and every pole across the country when it comes to approaching rights publicans are getting. they are at a point where they are trying to soften the messaging. melania is a woman, she is married to a man who appointed supreme court judges who eradicated roe v wade. we have to keep that in context. she knows what his plans and ideology happens to be and she is trying to appeal to women voters and trying to appeal to people who may not be paying attention to this race as close as they should have and she is trying to soften a message with a wink and a nod with the same way her husband did, he will

>> reporter: we just heard from benjamin netanyahu, israel's prime minister, he spoke to the entire nation addressing ahead of the one-year anniversary, as you mentioned, how he promised he was going to change the balance of power to the north here in lebanon. he has done so, he said. you mentioned they are trying to get back the hostages that are in the gaza strip and he is trying to make sure that all of the israeli's who have been displaced from their homes in northern israel because of hezbollah's attacks will be able to return home shortly. this was nothing new in this address, obviously the entire region was watching and waiting for any indication of what israel is going to do next. the promise retaliation against the iranians. all of this happened as israel is expanding the footprint of attacks geographically here in lebanon. they are striking as far north as tripoli. not just hitting hezbollah leaders which they have been doing so much of the past two weeks but now the hamas group which has quite a few offices

and personnel here in lebanon based in the gaza strip and they said they have lost two senior commanders at the hands of israeli bombardments. this goes to show the israelis are expanding the footprint of attacks geographically as well as pursuing militants from other groups outside of hezbollah. we also saw a couple of days ago that they attacked a health facility here in central beirut. they are not just hitting ostensibly military targets, this as we are seeing ground invasion of southern lebanon by the israelis expanding, this is very threatening as we are seeing, again, more and more lebanese people displaced from all over the country as israel ramps up the offensive against hezbollah. now we have heard from the prime minister. the number of displaced people numbers more than 1 million. all of this is happening as there are frantic efforts by diplomats throughout the world including washington and paris

turning to the devastation caused by hurricane helene. at least 223 people are confirmed dead with hundreds unaccounted for as communities remain isolated and self- service is spotty. or the 500,000 customers are still without power across north carolina, south carolina and georgia. fema announcing more than $44,000 of direct assistance is in the hands of survivors. the agency says misinformation about its response to the storm is negatively impacting its ability to help. for states like georgia, north carolina and florida the next few weeks will be a split screen, communities recovering amid the battle of the presidency. whoever wins the white house will take on the recovery as well as future weather crisis, they will take action or no action on climate weather- related legislation and democrats like my next guest tie extreme weather to extreme

policies, specifically conservative project 20/25. congressman eric sorensen of illinois joins me now. you worked as a meteorologist for decades, we can almost take the politics out of this. what is your reaction to a proposal that would end noaa and end the national weather service and why does it matter? >> it is outrageous when you think about it. something as nonpartisan as the national weather service which protects us, which issues the watches and the warnings, the national hurricane center which literally, they put themselves in harms way when they get into airplanes to go do reconnaissance of tropical storms and hurricanes. we as americans, we do not bat an eye for the benefit of the national weather service. just imagine for a moment if that were to go away, what would that mean for areas that have been ravaged? for people to not get the warnings ahead of time, what would that mean

for air travel if we did not have forecasters understanding turbulence, or what would we be talking about today on this saturday a new tropical storm has formed in the gulf of mexico which is setting its eyes on central florida. >> before i let you take your weatherman hat off, we have seen the intensity of recent storms only growing. what do you see fueling that? >> it is simple as understanding. as we put more energy into the system come into the climate system, as we put more energy, more heat we will get more energy out. what happens here as we are seeing the gulf of mexico water temperatures well into the middle and upper 80s this time of year, it fuels more fierce hurricanes. in this case, not just in helene but this new tropical storm we could see this one get larger faster and that means that the time to prepare, especially for those residents of florida, my own brother lives in sarasota.

a busy campaign schedule for harris and democrats are concerned she might be playing it too safe you share the concern that she needs to do more candid things, do more interviews with voters or reporters? >> this is the time when everyone has an opinion and everyone wants to say what they think. she is meeting voters where they are, she's out there and doing interviews. she is doing more interviews and more local media, she is meeting people where they are, she is closing the gap and a lot of the issue areas and she is right where she needs to be and doing what is comfortable for her. time will tell. i think she is meeting the moment and meeting voters where they are at. >> democrats are also meeting voters in tv ads. you go to any battleground state it is blanketed. the "washington post" is saying that she plays $266 million in as between the end of the democratic convention and yesterday, that is 2.5 times as much as the 109 million spent

by trump and yet the polls remain tight. is there anything that was substantively move this before election day? >> no i don't think so. i think her continuing to draw the contrast between her and trump which they have been shifting to in the ads, i think it is really smart to hit independent voters in the battleground states. i think this is a benefit of having such a, over trump she can be on more, she is meeting people, she's meeting different voters that are not paying attention and watching the news. it definitely is to her benefit that she has money to be on air as much as he is. >> money has a tendency to talk loudly. the democratic side is trying to broaden the intent, you saw as one of the speakers of dnc, former republican congresswoman liz cheney joined harris in the crucial swing state of wisconsin. this is all about building a wide coalition for harris.

is there a potential downside to widening it too much if cheney helps to pick up people, does that leave people off on the other side of the party? >> i don't think so, i think liz cheney's endorsement is a key endorsement. it provides structure for more conservative republicans to vote for harris in a time that they normally would not or they might stay home. i also think that everyone understands the importance of this election and understands the crucial nature of it and they do not want to go back to the leadership of donald trump. where in normal time it might upset people that someone so conservative like liz cheney might be brought in with open arms, but this is an unprecedented time and i do not think it is going to impact folks on the far left this time around. >> i do not think this is some kind of permanent realignment for her. the other person who we are thinking about staying on the campaign trail is president biden who will travel to the

battleground states of wisconsin and pennsylvania on tuesday for administration and campaign event with senator bob casey who is playing defense for his seat and pennsylvania. he will not be campaigning for kamala harris, he only officially campaigned with her once since she entered the race. isn't helpful for him to keep his distance? or should we expect to see more of him as election day draws closer? >> i don't think they will try to separate the vice president from the president. they can cover more ground apart and they can reach more people. they appeal to different audiences. joe biden is well-liked and well known in pennsylvania, he is from scranton, he is close to senator casey. i think it makes sense to put him in places where he can do events in audiences where he draws. the vice president can be doing something else with a different set of voters in a different swing state. this is a crucial time last couple of weeks and they need to reach as much ground as possible. getting surrogates out as many places as they can to cover all

it far exceeded that number. from the very beginning, we are told time and again that the policies we are pursuing we put forward where was not going to work and make things worse including some are saying it will make things worse. we have proven them wrong. >> in addition to the quarter of 1 million new jobs, unemployment dropped to 4.1% and inflation fell close to the federal reserve's 2% target rate. joining me now chief economist from moody analytics. last week you said the current economy is performing better than in you have witnessed in your 35 years as an economist. what is your reaction after seeing this incredibly strong september jobs report? >> i think the economy is exceptional and it is hard to pinpoint another point in time historically when it has performed better. growing strongly, lots of jobs, lots of jobs across different

industries and you mentioned close to 4% unemployment rate. inflation, obviously that has been the problem that is back in the bottle, so to speak, very close to our target that's why they are cutting interest rates. the stock market seems to be hitting a record high on a daily basis. housing values for two thirds of americans who own a home they continue to hit new highs. debt loads, lower income households are struggling, they did take on a fair amount of credit card debt but middle income and higher households are doing quite well. take a look at any data you want and it paints a really good picture of the economy which is performing as i said exceptionally overall. >> yet, we see polls who so voters who feel the economy is not going well and gave former president trump more credit on that issue. where is the disconnect coming from a data an economic perspective?

>> you are right, there is a disconnect between the happy talk that you hear from economist and many americans. i think it goes back to the high inflation if you go back a few years ago, particular prices for groceries and for rent to a lesser degree gasoline. while the prices for those things are no longer rising quickly, they rose a lot several years ago in the wake of the pandemic and they are not falling back and they will not fall back. i think many americans feel that financial sting. fortunately the people's wages are rising faster than inflation . i think over time i think this will fade, there is not a game changing event i think it is just the process for people to ultimately recognize how well the economy is doing. >> i think it does take time to sink in. overall inflation is slowing down, prices for goods are still pretty high. americans remain angry over the cost of living. what can be done in these few

weeks on the part of the biden and harris campaign to change minds on this? >> just keep beating the drum, talking about the numbers and pointing out all of the trend lines, what's important for people to understand is the trend lines all look really good. that employment report that you mentioned that came out on friday, the wage growth is growing 4% on the nose. inflation is about half that. that means people's real inflation, the real purchasing power is improving. they may not feel that way right now because they are feeling the impact of higher grocery prices and rent from a couple of years ago, keep pounding that drum and i think ultimately hopefully by election day but maybe beyond people will recognize the economy for what it is and it is a good economy. >> i want to get you quickly on the housing crisis with two new homes and high demand leading
