that is one of the things about hurricanes that makes them damaging. on top of that the flash flood warning in tampa, the alert not only tells them that it is a flash flood warning but it is a life-threatening situation. the only reason you should leave where you are is if you are experiencing those flights and need to escape the water. i can tell you now, the winds, 80-90 mile-per-hour gusts, we have seen the intensity ratchet up in the last half hour. that historic search we are worried about in tampa does not look like is going to happen, the wind we are getting on top of this event means there will be damaged tomorrow and it will take a while for them to get back on their feet on top of hurricane helene as well. >> please stay safe, do what

you need to, we appreciate the reporting. that is our show for this evening, our coverage of hurricane milton continues on the last word. >> we will continue that coverage and we have been told all along the storm surge could be the worst part of this storm. >> i will be watching. >> we will go straight to bill, nbc news meteorologist for the latest on the situation. what can we expect in florida? >> this is where all of the damage is happening, we can't show you where the worst storm surge is because it would not be safe but we know it is moving in. as we go down the coast all the way to naples it has been at least 5-6 foot storm surge.

we have new significant damage tonight. the winds are still pushing the water against the coast. the black line is the center, just north of the center which has been over tampa, torrential rain, 2-3 inches per hour and now that is sliding along interstate 4. that is heading to disney and universal complexes as we go throughout the night. it is rare when i see purple on the map, that is 2-3 inches. you have another 3-4 hours to go which is why you could end up with a 4 1/2 of rain. that is why you are under a flash flood emergency in the tampa area. we have a couple of pages giving us readings, there is five feet in naples, fort myers, you are 4-5 feet in most locations. closer to the center in inglewood, venice, toward sarasota, that is where the peak of the search has

occurred. we are also moving toward high tide and we get the damaging waves on top of it. there were concerns for tampa bay ahead of the storm. these are negative numbers because the wind is still blowing out. the wind is starting to shift so some of the water will return, as far as the winds go, we are now at 1 .2 million without power. st. petersburg got a 96 gusts, when you get those you are getting roof damage, gas station signs and things like that blowing around and significant rain and tree damage falling. that is widespread through sarasota, saint petersburg, tampa and interstate 4. here is the flash flood warning. you run from the water but you cannot evacuate when you are inland. that is the concern in the

overnight hours. a lot of people hopefully left south of sarasota but tonight water will be a problem if you are near small rivers or creeks. they will not drain. the pink area is the flash flood emergency until 2:30 am. first responders will not be going out. the storm is east of sarasota, it will take another 10 hours to cross the peninsula, it will go just south of orlando and then off the coast, gone by 10:00 in the morning. we will have a good idea how bad the storm was by midmorning. that will be when it is safe enough for helicopters to fly to show us how much destruction is taking place right now. >> thank you, we will come back to you for updates during this hour, we go to jesse now who is in sarasota. what is the situation now? >> 90 minutes ago it was silent

out here, look at it now. we are blocks from the sarasota bay and we are almost entirely on a island right now, i cannot confirm for sure on one side of this building but you can see we are surrounded by water. you can see all of the leaves and palm trees blowing around out here. one of the stories of this storm is it is not just about storm surge and wind but the debris left by helene and that is why we are inside of the garage so we have as much shelter from the flying debris as possible. i will show you the main road in downtown sarasota, it gives you an idea of how much water has rushed inland. you can see the side of a stop sign partially covered and those things are whipping around with the trees and off in the distance that is the main road in downtown sarasota

and we can see water rippling. that means there is water in downtown sarasota, we will head back over to our main position. according to the governor, only 50% of the debris they were trying to get from the very islands was actually collected even with a operation running 24 seven. here in sarasota we were looking at twice as much storm surge compared to helene with milton on its way and this is the scene. we have this corner set up so we have protection from the flying debris. in the last 15 minutes or so, the top of this parking deck, there was some kind of piece of metal siding flying off the deck. we had to take cover briefly for a moment. the threat from debris is very much real and you can see all of this water it is almost over the lip of what is supposed to

be the first floor of a parking deck and we have seen flashes of light suggesting transformers are bursting. all of that as we are in the backside of the eyewall. 90 minutes ago it was serene, we could hear birds, cars screeching tires and now it is not a place to be outside. >> when we are aiming your camera down at the water, what would you estimate that depth of the water to be? >> it is hard to know for sure but i can tell you this is a ramp, this is not flat ground, if it looks shallow on one and it is not on the other, it certainly has to be a couple of feet. it is hard to give you a estimation because of how dark it is but even in the sections with light and we will go to the side, another piece of siding is flying.

even with the lights showing i cannot see the bottom. obviously it is not clear water either but it is deep enough that i cannot tell where the tile is down there. certainly, if you look at the trunk of a typical car, a couple of feet off the ground, you look at the white siding right there that is the first floor of a parking garage and the water is almost up to the edge of the first level and have gone over the top and enough water that i saw a large trashcan floating in it. it is tough to give you a firm number but those are the kinds of rings made possible with this amount of water. the amount that it it is, that it is pouring over and overwhelming the storm drain system over here. >> i saw your coverage earlier tonight when the eye of the hurricane was passing over you

which is the calmest point of the storm and has that evolution that it is over but this is what happens after the eye. >> absolutely, the problem is if you go out in the middle of the i you do not know when it stops and we are getting a powerful pop of wind right now, all of the water is flying over the side of the parking deck. you do not know exactly when it finishes, it goes like that. we started hearing the breeze picked back up and before you know it, we had gone from serene quiet to the wind picking back up and sure we are now 90 minutes later. if you venture out in the middle of that you do not know when you need to get back inside. we knew that the backside was going to be the worst portion of the storm and we are to the right of where milton made landfall and that is where you typically see the biggest

threat. this is not the side to be outside playing. we heard from the county they have had close to 10,000 people showing up at shelters in sarasota county and they tell us it is the highest volume of people showing up at shelters in the history of evacuations in the county and it echoes what we heard from the mayor. the sense that people are taking the storm seriously since it is less than two weeks since holly made landfall. i saw waist high water in one gentleman's home and that was from the storm that was half the storm surge of this one which was a wake-up call who were on the fence about evacuation in the past. if they are still in those zones and managed to survive the storm surge, no first

responders will be coming to them for a while because the police tell us their officers have been off the streets for a couple of hours because of the wind gusts. i cannot tell how much water is out on the causeway or the area island but presumably you could not drive through any of this right now. >> jesse, thank you for that report, we will come back to you as the situation develops. marissa joins us now from tampa. what is the situation there now? >> reporter: i want to point out what we can see from our vantage point, we are also taking safety precautions, you can see the wind gusts, you can look at the trees behind me, the best indicator for how strong the wind is. we're not going out there again, we are trying to keep ourselves safe. there is a reason why first

responders have suspended rescue operations and are hunkering down. this is something that we knew was going to be a likely possibility. the governor said only 50% of the debris from helene was cleared and they were working around the clock but this is something that typically takes months to clear that amount of debris they had days. even working around the clock eventually the workers had to evacuate themselves. this is why the governor is saying it is too dangerous to evacuate, it is time to hunker down because the wind gusts out there, you do not want to drive in those conditions. when it comes to the shelters, we have seen so many mandatory evacuation zones, the same ones first responders had a difficult time evacuating people from, we know there was pushback that first responders

were finding when they were trying to do the mandatory evacuations. they tell me they did not see the same this time. it is a ghost town in those zones. these shelters here are swelling up. we heard from the florida division of emergency management saying 100,000 are believed to be in the shelters around the state. where we are right now, six of the two dozen shelters are at full capacity but obviously there is faith that plenty of the shelters. when we talk about the importance of taking precaution, i want to show you a little bit of what the situation looks like. we can easily take cover, we are flanked by walls on either side. this is a hotel on this side, over here is where we can take shelter if we have to. these lights right here, it was not even in the last 30 minutes, they were starting to

best interest of the people living in those areas. to not know what they are entitled to and to be afraid of seeking help. it is dangerous. it is unconscionable that anybody who considers themselves a leader would mislead people to the point where people will not receive the aid to which they are entitled. there are some folks who during the moment of the crisis will be predatory and start jacking up prices like gasoline's, hotels, airlines to take advantage of the desperation. so anybody thinking about jacking up prices, know that we are monitoring and we are watching. if there is that kind of price gouging, there will be a consequence for that. our next guest, florida congressman maxwell frost represents orlando which is expected to get as much as 15

national advisory board. what did you learn yesterday that changed the way you are witnessing this hurricane tonight? >> thank you for having me on, i am in orlando and we are a few hours away from getting the serious part of the storm, we have had rain and wind gusts up to 60 miles per hour so far. been on that plane a few days ago was a enlightening and educational experience. my entire life growing up in florida i had gotten used to hurricanes, seeing the prediction of where it will go and seeing the models but not fully understanding where the information comes from. even though we have great technology now, there is still data points that have to be collected within the hurricane. the national oceanic and atmospheric administration has a heroic team called hurricane hunters and these folks are

pilots, technicians, engineers, scientists and meteorologists and they fly into these storms 48-12 hours and they drop things in the storm to collect data about the pressure, the size of the waves and a bunch of things. they send the data to the national hurricane center and that is how we get all of the information we get about the storms so the data literally saves lives and i have to mention there are people in congress that voted against funds for this important administration and project 20/25 wants to get rid of the organization altogether. either way it was a incredibly intense experience. there are times that we free fell thousands of feet because of the way they fly the plane in the hurricane. i learned so much about how important the work they do is. >> i want to go back to that

point of project 2025 wanting to abolish the oceanic and atmospheric administration. they want to abolish the scientific election of data by the federal government that has been able to warn people in florida how to save their lives and how much time they have to save their lives. they just want to eliminate that information system. >> yes, this whole thing with project 2025 and wanting to get rid of the organization while at the same time getting rid of the mention of the climate change shows that not only do they want to deny the issue but they want to deny us the means and solutions to deal with the issue and we see this happen all the time. i have my colleagues on the

other side of the aisle that constantly want to badger and talk about our agencies and departments not doing their job, they are bureaucrats, this and that but at the same time vote against budget increases to ensure the agencies have the resources they need, it is hypocrisy. the thing about it is this data saves lives. there are people that already died because of this hurricane today and we will have more discussions in the coming weeks about how these two hurricanes are here because of the climate crisis. i will tell you, when i was driving back from the hurricane hunters mission on interstate 4 leaving the area i broke down being in the car because i am in stop and go traffic, all you see is all of these cars full of families, seniors, people that packed up their entire livelihood and they are scared. and this is becoming a more

normal occurrence for people in florida. when we talk about the impacts of climate change, it is a death toll and also people being displaced and having to leave their homes time and time again. we are focusing on making sure people are prepared in central florida. we were at the emergency operations centers earlier today, i met with workers that serve kids lunch at school who are staying at the storm while we get through the storm. if there is one thing i know for sure, we will help each other get through this, clean up and we will continue to have these conversations on how to make sure we prevent these kinds of events. we are having too many once in 100 year storms over the last five years. >> and all of your conversations with people living in the path of this hurricane, did you find people that believed marjorie

taylor greene's statement that president biden controls the weather? >> i have not yet but what i have had is people come up and ask questions about some of the misinformation they have seen. we saw trump talk about the $750 number without talking about the fact that there are different buckets people can apply to to get direct assistance and one of them is a immediate cash send out to help people with things they may have lost, 750 can go a long way with that, there is another bucket where people can get money to help recover their home. the problem here and biden brought this up, when that information goes to the public and people believe it, it means they do not have any kind of faith in their government and when they do not have faith in fema they will not go to these

organizations to get the help they need which means there are people out there who will need help but will not seek it out because they have been lied to. what everybody should know is biden and harris signed a emergency declaration for fema for this hurricane. fema and the federal government has resources up and down the state working closely with the state and municipal averments and we are working together to handle this and the last thing we need is politicians trying to score political points out of this horrible tragedy. right now we have to come together to save lives and keep people safe especially in our vulnerable communities. >> unfortunately a lot of the victims in the path of this hurricane now cannot hear you say that, they do not have access to television right now for obvious reasons, their phone batteries maybe dying or they may not have internet access so in situations like

those, word of mouth becomes more important than it normally is and trump and marjorie taylor greene have been poisoning the word-of-mouth or trying to anyway. how much of that is getting in the way of helping people? >> it really does get in the way, it erodes faith. when i come to a microphone and says something, when somebody from fema comes to a microphone and says something, we need folks who are watching to help us disseminate the information so neighbors understand. we have to take care of each other. neighbors have to take care of neighbors. i am at my parents house, it will hit orlando in a couple of hours. when i got to the house, my dad was out talking to neighbors, taking care of each other.

coverage of hurricane milton as the storm moves across florida. joining us now from orlando where the storm is heading is a district commander of the u.s. army corps of engineers. what is the situation now? >> the wind is starting to pick up and we are getting a lot of rain outside now and a lot of folks here in the hotel are just riding out the storm. a lot of folks from the core of engineers as well as folks who evacuated from tampa. >> what is the army corps of engineers mission in a situation like this? >> to support fema with recovery efforts for the people of florida. our main efforts will be supporting temporary power and temporary roofs, often called blue roofs.

we will jump into action as soon as florida requests fema and fema comes to us to support the people. >> as you see the storm coming, did you have the amount of time you would normally need to prepare for this? >> we had ample time to prepare, we were watching it out in the gulf of mexico while we were responding to hurricane helene, we started leaning forward into bringing in additional assets across the entire enterprise. we mobilized additional assets from our neighbor he partners to bring us additional pumps. we used what happened with hurricane ian as a playbook since it is kind of following the same path. we had ample time to prepare and we have amazing teammates and folks in position to respond as soon as it passes. >> what are the scenarios you expect to face tomorrow?

let's go to nbc news meteorologist bill to give us the latest update on hurricane milton. >> milton is causing chaos off through florida now. all along the interstate 4 corridor today, we just had a 102 gust in sarasota. the backside of the storm has a stinging wind with it and now this entire region including st. petersburg and tampa is under a flash flood emergency. they are issued when we know for a fact that we have water threatening lives. this is not from the storm surge, it is from epic a round of rain falling. in st. petersburg we have a report of 16 inches so far in between 8:00 and 9:00, five

inches fell. that rate of rain is a 1000 year event. near orlando around 4:00 in the morning. over the last two hours, the center is now southeast of tampa. the paint is where the epic rainfall is and that is where the flash flood emergency's are. that is beginning to lighten up a little bit here and we will track this along interstate 4 into orlando. it will not be 16 inches but we could still get a foot of rain. as far as the wind, it is 450 miles from top to tail. the wind field has expanded with the storm and some of the current costs are impressive. 101 in st. petersburg, 83 in tampa. we will see significant search at 3-5 feet towards high tide

tomorrow morning. winterhaven just gusted to 79, more than 1 1/2 million without power and there is the 102 gust in sarasota. as far as storm surge, i have seen photos from naples, fort myers, port charlotte, inglewood, venice, sarasota, all of those areas have water in their downtown now because the storm surge is currently at its max. >> sarasota seems to be the place where it hit the hardest. >> we have seen photos of stop signs underwater. i saw one report of 10 feet of storm surge, when you have that and wave action on top of it, you will get water not just on the first floor of places but potentially the second floor and these are reports from the inland areas. we are not talking about remote barrier islands that people evacuated from.

happening in florida tomorrow? >> reporter: thanks, lawrence. right now florida is dealing with a serious weather event. my guess is hurricane milton's name will be retired when this is all over. i know a lot of people think florida dodged a bullet by tampa bay not seeing the storm surge. for that area they did. but florida is getting a triple whammy right now. you're seeing record storm surge in port charlotte. you're seeing 100 miles per hour gusts in tampa. and then 126 tornado warnings, the most in florida history. the second most other than the 2011 alabama tornado outburst. there were reports of tornado damage all over the state of florida, specifically in st. lucie county going through the mobile home park right there. there is a lot going on in florida right now. we are used to this here in florida, and we will start the

response. but when the sun comes up tomorrow, we will see a lot of damage across the state. >> what is florida going to need tomorrow? >> everything. and i mean we're going to need everything. don't get me wrong, the director of emergency management has been stockpiling and prepositioning all those things. the first thing is swift water rescue crew, trying to rescue people in harm's way to get them out whether it is on their house or roof or collapsed structures. and then that will be getting people medical attention that will be injured. starting the recovery process, we have a million and a half people without power. so there is a lot that we're going to do. i know they're working to make sure florida has those resources. >> congressman jared, thank you so much for joining us tonight. >> thanks, lawrence. >> we'll be right back.
