good day to all of you from the new center here in los angeles. welcome to alex wood reports. we are beginning this hour with the vision 2024 with just 24 days to election day more than 4 million mail-in ballots and in person balance have been cast nationally. early voting is set to begin in georgia on tuesday.

new polls show contenders vice president kamala harris and former president donald trump locked in dead heat in battleground arizona and pennsylvania. one harris campaign co-chair says young people will be key. >> we know the cost of housing is expensive, we have heard this from young people wanting to be able to buy new homes but we know we have a plan, not a concept but a plan. it would allow you to have $20,000 worth of down payment assistance if you want to move into that first-time home. i think that young people are really going to be the key. that's why you will see me at any concert they will let me on stage at. i am showing up where they are. also, vp harris released her medical report saying she is fit for office. trump has yet to do the same. more on that in a moment. as the race heads to a nailbiting finish candidates and surrogates are fanning out to make closing arguments to voters. joe biden is for harris in

phoenix. jd vance and pennsylvania. trump is in las vegas and coachella, california. tim walz is in minnesota for an event. taking part in the 12th annual governors pheasant hunting in the city of sleepy i. a series of interviews with local tv stations in wisconsin, michigan and viewers in pennsylvania. >> setting out or not casting about for kamala harris is a vote for donald trump and that is the chaos that comes with that. i hope in earning your trust we continue to listen. >> we have reporters in place covering all of these new developing story lines for us and we will start right now with nbc allie raffa at the white house. what are we hearing from vice president harris about the changes she's going to make if she wins the white house? >> with less than a month we are seeing the campaign kick into high gear trying to see

how much more of an impact they can make with undecided voters whether they be democrats, independents or republicans. this week specifically we saw this outreach to republicans. last week we saw the vice president campaigning with former congresswoman liz cheney touting the hundreds of endorsements she's received from republican officials and this week we saw her extend this olive branch across the aisle even further saying if elected she would appoint a republican to be in her cabinet and at this campaign event she was at in arizona yesterday going even further saying she would create an entire bipartisan council of advisers. listen to that here. >> part of what i intend to do is creating a bipartisan council of advisers who can then give feedback on policy as we go forward. here's the thing

i also understand. and feel strongly about. in order for us as america to maintain our status as the strongest democracy in the world we need a healthy two-party system. >> those were specifically at a republicans for harris event. she told the crowd about her longtime friendships with republican senator jeff lake as well as the late arizona senator john mccain talking about how they would work together when she served in the senate. this is all part of the harris team's effort to try and make as much impact as they can in these final days with these groups of voters especially with that campaign event out during this swing through the sunbelt states, specifically targeting latino voters. >> i understand we are learning a bit more about the vice president today. what can you tell us? >> this is the most detailed report we have received to this point about the vice president's health. this letter from her white

house physician reads similar to the summaries we get after president biden's physicals every year. her doctors saying vice president harris bloodwork and physical exam shows she is a quote healthy 59-year-old female. it says she does suffer from mild allergies, nearsightedness and urticaria which is hives but it concludes with this line that says she possesses the physical and mental resiliency required to successfully execute the duties of the presidency to include those as chief executive, head of state and commander in chief. the timing of this obviously no coincidence the harris team doing everything it can to continue drawing this contrast in both transparency but also vitality between vice president harris and former president trump who had 78 years old still hasn't released more about his current health. >> allie raffa, thank you. we had north to las vegas.

david noriega actually headed a bit west but there you have it. trump will take part in a hispanic roundtable it's being called there so he will be there. what is the focus? >> reporter: yeah. this will start in a couple hours in this warehouse behind me. the focus is mostly going to be hispanic business owners and union members. the focus is going to be the economy and inflation. a couple other figures will be here the ceo of goya foods, sam brown for the open senate seat, a south texas mexican-american conservative former congresswoman who is now running again for that congressional seat. it'll be interesting to see the way donald trump tries to balance different parts of his core message that resonate differently with latino voters. what i've been finding coming here and different parts of nevada over this year and talking to latino voters is a lot of the swing ones in the

middle who haven't decided which way they will go are very drawn to donald trump's economic message. that's the main reason why he has substantial gains with this demographic which is really critical in nevada. 20% compared to where he was four years ago or in 2016. a number of those same voters i've spoken to also say they are pretty turned off by his caustic rhetoric towards immigrants which has been a core part of his ideological positions, his brand since he entered the state almost 12 years ago doing down the staircase. it'll be interesting especially after yesterday he was in aurora, colorado for an event that was entirely built around this idea what his campaign calls migrant crime based on the largely serious claim that migrants have taken over the building -- apartment buildings in colorado and it was entirely focused on these messages that like i said are pretty alienating to a number of latino voters places like here. take a listen to a couple of

things he said to get a sense of the tone of how he was sounding yesterday. >> i will rescue aurora and every town that has been invaded and conquered. we will put these vicious and bloodthirsty criminals in jail or kick them out of our country and we will be very very effective in doing it. >> is not exactly known for tailoring his message to different audiences so we will see if there is a contrast between the way he was talking about migration and immigrants yesterday and the way he talks today if he talks about them at all. >> we will see. a perfect set up as i continue now with peter baker. thank you, david. msnbc political analyst, chief white house correspondent for the new york times and co- author of the divider, trump in the white house 2017 to 2021. peter, you heard that.

trump goes to aurora, amplifies his distortions and lies on immigration. earlier he went to detroit and insulted that city. why do you think this is a winning formula or could this wear out by election day? >> it hasn't historically been a winning formula but somehow he managed to defy all standards and norms we thought we understood about politics. it is will number one you don't go to a city and tell them the city stinks. you don't go to estate and say it's been taken over by migrants especially when the republican mayor of the city you use as your case study says it's not true. that doesn't seem to ever stick to trump. he says things not true all the time and it doesn't seem to whittle away at his support. i think it's important to remember his support has been static for many months if not the last couple years. the same number of people more or less supported him throughout . they are not leaving him but he's not picking up new supporters and what he's trying to do here is play to those

supporters who already plan to vote and make sure they come out i motivating and scaring and talking about stakes of the election, by making out that if he doesn't get a victory it means the destruction of the united states as they know it. >> it is about turnout. we have the new york times siena college poll that shows trump ahead by five in arizona, harris ahead by three in pennsylvania within the margin of error. if you are the harris camp how much better is it to be ahead in pennsylvania given the delegate count at stake? >> pennsylvania is the key. it is very likely whoever wins pennsylvania will win the electoral college. there are some paths to victory for both sides without pennsylvania but it is harder if you don't win that state. that's why you see so much money being pumped in. i think they pump more in there for campaign ads and they are the other two blue wall states as they call them michigan and

wisconsin combined. you will see the candidates and surrogates repeatedly throughout the state. if harris wins pennsylvania and assuming she wins wisconsin and michigan that is the ball game. if she doesn't she has to not only keep those other states in the midwest, shasta also pick up north carolina or georgia along with nevada. it's a lot tougher. pennsylvania is key. >> it'll be threading the needle. in your new article you say trumps post-presidency relationship to foreign leaders are now under the microscope. trump remained a force in international politics meaning the number of foreign leaders and operating out of his mar-a- lago estate in florida. beyond being a breach of tradition and post administration etiquette is it a shadow presidency? a source of concern for the current administration? >> in a way he's not the

incumbent but you notice the last few weeks every time a major foreign leader comes to the country they have the three stations of the cross they visit with president biden, vice president harris, former president trump. he saw that with the israeli prime minister and the ukrainian president. the new british prime minister had dinner with trump at trump tower in new york a few weeks ago. they recognize he's not only somebody who may win in a month. for the last four years he played a significant role. the ukraine aid. after trump said he was basically against republicans in congress refused to schedule a vote. it was after a number of foreign leaders including the former secretary of britain and the president of poland went to see trump and say this is really important that ukraine gets this aid that he relinquished and allowed the vote to go forward.

>> i want to talk about your colleague at the new york times who sat down with jd vance this week and asked him if he thinks donald trump lost the 2020 election. let's take a look at part of their exchange. >> do you believe he lost the 2020 election? >> i think we both raised a number of issues with the 2020 election but we are focused on the future. >> did donald trump lose the 2020 election? >> is it okay that big technology companies censored the laptop story which independent analysis and cost donald trump millions? >> i will ask again did donald trump lose? >> you answer my question and i'll answer yours. >> he did not answer the question. we just played three of five opportunities to admit trump lost and he refused to answer the question every time.

does the trump camp think they are going to lose more voters with an honest answer than gain voters with the truth or something? >> former president trump maintained for four years that he won the election but he really lost. he's convinced many if not most according to polls that it is true. i would admit that's not true. to admit that he has been spreading lies for four years about an election he lost that would of course be a rather extraordinary moment. in the last few weeks he slipped at some rallies where he said we lost by a whisker acknowledging what he has acknowledged all along which is he did lose. there is zero evidence there was any fraud or anything that would've changed the outcome. when you saw senator vance talk about hunter's laptop would've changed the election there is zero evidence of that. a lot happens before an election that

today, president biden approving florida's disaster declaration meeting people in nearly three dozen counties impacted by hurricane milton can now get federal aid. at least 17 people have died in connection with that storm. more than 1 million customers are struggling without power and smelt and made landfall on wednesday. many communities still dealing with massive flooding. record highs reaching more than 20 feet in hillsboro county, that's one of the hardest hit places. joining right now we are in pascoe county. thanks for joining us. i understand water rescues are still taking place there? what is the situation? >> reporter: they are. they suffered from some flooding in these areas because of the rivers that have a lot of water that's been making its way towards the gulf of mexico.

what happens is during the storm all of that heavy rain accumulated in the central part of florida and slowly began making its way running off into rivers and lakes. that water at least here coming down to these rivers has flooded this entire neighborhood. you can see some homes with a couple feet of water. what looks like a lake where streets and this is a parking lot, all of it underwater. in pasco county we are told before rivers are at flood stage. they had 150 rescues yesterday. earlier today we went on patrol with some guys out there, one of the teams, we just went down one of the streets which looks like a river now for them to show us what it is they look for , the dangers for people that might be stuck and they were also showing us around so we can understand the things very dangerous for anyone that chooses to walk through water like this or drive through it. here's part of the conversation we had.

>> one of the biggest dangers is the water comes up, the force of the water will pop manholes. when we go house to house and do searches down roads we walk with sounding sticks in front to be able to make sure we don't step into them because if we hit one we will drop down and you can get rescuers that'll drown if they're not careful. >> reporter: that is one of the dangers because when we often see people who choose to walk through some water not knowing what they can find under the water we expect more of these rescues to take place throughout the weekend as the water rises from a lot of these rivers. this is water that accumulated inland and is now making its way towards the gulf. there is a big issue i should mention with gasoline. a lot here without gas or power, the state has opened up free sites where people can get 10 gallons of gasoline.

that will help a lot of residents trying to figure out a way to get some gas and get to places so that is what the recovery looks like over the weekend. >> how deep is that water behind you? i won't ask you to step in it if you don't have the attire. how many feet? >> reporter: it varies. this is a parking lot. it looks like this is a couple inches but when you get down to that white house you can see it is 2 to 3 feet. the water was as high as the door handle. further down we took a vote and saw maybe four feet of water so it varies depending on how low these houses are. this has got to be a couple feet higher than what the river usually is down in that direction. you can hear a helicopter being used to observe a lot of this flooding. it's a couple feet and it varies. we saw a vehicle drive through a street down there and it looked like it was about 2 1/2 feet of water. the biggest issue isn't the depth, it's the current. you can see it moving. this is very strong.

lieutenant governor. it's nice to see you again. welcome back. give me a sense of the mood in michigan 24 days out from the election for the harris team. >> people are really fired up in michigan. the city where i'm from to the upper peninsula where-this weekend our volunteer energy is through the roof and people are ready to have conversations about what is at stake in this election and we were insulted every time donald trump or jd vance come to michigan they lie to our people, they insult people. trump insulted my city of detroit where i'm from and raised where people saw power in potential in a young black man like me and helped me to be my best self. kamala harris sees that potential in the way trump does not as he only seeks to insult and degrade us. >> i will give viewers a sense of those insults. the recent polling shows kamala harris up slightly.

what does the vice president need to do to close the deal in your state? >> we knew michigan would be close coming into the selection. the volunteer energy has been palpable and she has been here almost every week. i think that will continue through election day. we appreciate that. she gets flint, michigan a couple weeks ago for example so i think her presence but also talking about she sees the potential of economic opportunity and prosperity, she believes in our auto industry. my mother is a gm retiree. the auto industry has changed lives in our state and the fact that she sees a vision for it she will commit to keeping investments that have already been committed to in the state of michigan for new auto plants. she will keep that and make sure we have the chance to continue to grow and find that sector. donald trump and jd vance talk about the fact the promises to

the people of michigan. >> i know you meant to say governor walz has been there. president obama campaigned for kamala harris thursday in pennsylvania and he spoke directly to black men about his perceived lack of enthusiasm from them about the campaign. let's listen to what he said. >> coming up with all kinds of reasons of excuses. i have a problem with that because part of it makes me think i'm speaking to men directly, part of it makes me think that you just aren't feeling the idea of having a woman as president. >> a new new york times poll shows more and more black voters are voting for trump. his support could potentially double this year compared to 2016. is what we heard the right message? is barack obama the

right messenger to attract black male voters or might it strikes him as a bit scalding? >> let's take a step back. the way to get black men engaged in anything from being entrepreneurs like i was in my 20s to getting them to vote for kamala harris and tim walz it is to show you care about them and that you believe in their power, you believe their choices matter, you believe they can impact things for the better. by showing and encouraging them to vote i think that is the right way to go. i've seen that from the harris- walz campaign and i've seen that from kamala harris. i talk about being in an entrepreneur but we worked on dollars from the federal government to create the michigan economic opportunity fund we launched last year. a $10 million fund to benefit entrepreneurs and other disadvantaged entrepreneurs that could get money from banks that can from the government. that's the message.

economic opportunity, potential and ambition is what has motivated the black men in the conversation i have across michigan about why they are ready to vote and why they will vote for kamala harris. >> she's going to be in michigan on tuesday continuing her media blitz during a radio town hall that will be hosted by syndicated radio host charlamagne tha god. another effort to reach black men across battleground states. could charlemagne be a better voice to reach black male voters overall? >> he's an incredibly trusted voice in our community because he's honest, real, genuine. black folks listen to him because we know he cares about black voters today and he cares about our future, our mental health. kamala harris does as well so i'm excited he's going to be hosting this conversation in detroit and i think those are going to rhyme with the conversation i have with black

in just a few hours former president trump will head further west to the california desert rallying in a city more often associated with a music festival, coachella. von hilliard is joining us from coachella. of course you are, that's where you would be. so, 24 days until the election. why is trump courting voters in a blue state that is pretty much guaranteed to stay blue? >> reporter: i've never been to the music festival unfortunately and i would've never predicted donald trump would be the one to bring me here. that's where we find ourselves.

interestingly, a month before the general election. in 2020 donald trump lost the state of california by 5 million votes, but there are some down ballot races. key house races republicans are looking to hold onto in order to maintain a majority in the u.s. house of representatives next year. also donald trump is trying to use these blue states like new york and colorado and here in california to make the suggestion they would be better under the power or rule of a republican. that's what leads donald trump here just outside palm springs to coachella on this saturday. the big part i think we have to underscore through this is the fact donald trump is repeatedly over the last years retaining he won the state of california in 2020 despite losing it by a 2-1 margin and donald trump made the case he could win

california if god was the actual vote counter which is not the case yet. i will let you listen to a few folks we talked to because the first from supporters we talked to here believe donald trump also won here in 2020. take a listen. >> do you believe in 2020 donald trump lost california by 5 million? >> no way. you look anywhere it is all trump everything. >> do you think trump one california in 2020? even though the results came out that say he lost by 5 million? >> we all know it was not legal. >> i think this is an important moment because there is a lot that's been disproven about the claims that donald trump and others have peddled about the 2020 election. also already suggesting there is cheating underway that will

impact the 2024 election is why it is important it's not just donald trump that is saying this but others echo his most loyal supporters echoing a claim that is frankly so far out of bounds, 5 million voters is how many people donald trump lost the state by yet he created this fictional reality and we hear this time and again from his most faithful supporters. >> absolutely stunning. okay. thank you, we will see you again. let's bring in the coachella mayor. thanks for joining me. i understand a response to trump's visit today you released a statement that reads in part trump has consistently expressed disdain for the type of diversity that helps to find coachella. we don't know why trump is visiting near coachella, but we know he wasn't invited by the people who live here. he ain't like us. what is your best guess as to why trump is spending time in a state he's bound to lose?

>> i'm not sure but in the city of coachella we are a city that loves our immigrants, we are 98% latino, first-generation, second-generation latino. seeing donald trump on our doorstep we don't quite understand why he's here. we know his values and what he represents is not what this community represents. >> given the polls show harris with a double-digit lead over trump in the golden state who is attending trump's rally? what kind of crowd is he attracting? >> i think folks from orange county, a little bit of san diego county. there are some in the coachella valley that will be attending but they are not from my hometown. when i talk to residents and our hometown they really don't understand why he's here. they are fearful of him being here because we know he has attacked the immigrant community, we know in his first year of this administration he is elected he is proposing to deport millions of people and

that is not what we stand for, that's not who we are as a community. we understand the contributions of our immigrant communities in this economy. it is a $.7 billion tourism economy. latinos and immigrants are the ones working. >> i understand you hosted a counter event just before this broadcast opposing trump's visit. why did you want to do that? >> it is a unity rally may conjure the voices of those disenfranchised folks, women, lgbt community, immigrant community, the working class that they know they have a voice and their voice is by voting. we are reminding people to go out to vote, reminding them don't be intimidated, stand up to a bully and let's make sure we can keep coachella and california blue. >> coachella is not far from the u.s./mexico border's so i expect immigration will be a major talking point later today.

how important is that issue to your constituents? what has been the impact of migrant crossings on coachella? has there been a problem? mayor hernandez, i think we just lost him. well, he talked about those that were in attendance and that unity rally he held just before us. we will take it from there. steven hernandez, thank you. could a phone call change the trajectory of war in the middle east? we will see. we will see.
