at the top of the hour a good day to all of you from nbc news in los angeles. welcome to alex wood reports. we begin with decision 2024, 24 days until election day and voters already casting mail in ballots more than 4 million tallied so far. new polls today show vice president kamala harris and donald trump in dead heats in battleground arizona and pennsylvania. pennsylvania voters say their top issues our economy, abortion, immigration, democracy and inflation. when harris campaign cochair said young voters will play a
12:02 pm
key role. we know the cost of housing is expensive we have heard this from young people wanting to be able to buy new homes but we know we have a plan not the concept of a plan but a plan that would allow you to have $25,000 worth of down payment assistance if you want to move into that first-time home. i think that young people are going to be the key and that is why you will see me at any concert - >> vice president kamala harris is making stops in north carolina later today meeting with black leaders faith leaders - we will have more on that. jill biden is in phoenix and tim walz is in minnesota. jd vance in pennsylvania. here is video of dance a short time ago touring a defense systems warehouse in johnstown.
12:03 pm
also today, harris released her medical report saying she is fit for office, has yet to do the same. we will have more that in a moment. well walz is hosting the 12th annual governors pheasant hunt in the city of sleepy eye. he did local interviews and here is what he told viewers in pennsylvania. >> not casting a vote for kamala harris is a vote for donald trump and that is the chaos that comes with that. i hope we are earning your trust we continue to hear and listen. with correspondence and analyst ready to discuss the new developing story so we will start with nbc's allie raffa from the white house. >> reporter: we are seeing vice president kamala harris give more and more previews of what a harris white house would look like if she is elected in november. this is in an effort to court the still undecided voters but
12:04 pm
specifically the never trumper republicans are still considering babysitting the election. earlier this week she raised eyebrows when she said while she was making an appearance on the view she would have a republican in her presidential cabinet. she took it one step further yesterday at the event in arizona specifically for the republican supporters of harris she said she would create, if elected, an entire bipartisan council of advisers. listen. >> i have decided also not only will have a republican in my cabinet but i'm also going to i was talking to my team about it i want to create structure of the following. which is, i love good ideas. wherever they come from, i love good ideas. part of what i intend to do is put structure around creating a bipartisan council of advisers. who can give feedback on policy as we go forward.
12:05 pm
>> reporter: harris at that event also talking about her long friendships and relationships with republicans, specifically former republican senator jeff flake as well as the late arizona senator john mccain. she is making the argument she and republicans may not agree on everything but they share a common vision and goal for the country. >> give me a quick update on what we are learning about the health of the vice president today? >> reporter: we saw a new letter from the vice president's white house position this morning revealing in this letter that, according to a recent blood work and physical this dr. says she is quote a healthy 59-year-old female saying she suffers from mild nearsightedness as well as seasonal allergies. he concludes in the letter that she possesses the physical and mental resiliency to successfully execute the duties of the presidency.
12:06 pm
the timing of this is no coincidence. all in an effort to draw the contrast as we continue to see a harris team to between her and trump who, after repeated requests and repeatedly talking about these medical records he still has not revealed those medical records. >> okay, thank you. joining us now we have nbc's david noriega following the trump event in north las vegas nevada. how will donald trump change his messaging to target the latino vote in this roundtable today? what are core issues the participants are looking to discuss? >> reporter: mostly it boils down to the economy. really all about that and that how he has approached targeting this particular demographic in this particular state from the beginning of the campaign. it is an interesting contrast from his message yesterday in aurora, colorado which was all about his anti-migrant rhetoric
12:07 pm
associating migrants with crime and disorder today he will be talking about latinos as business owners and workers. the people who are supposed to participate in the roundtable are mostly latino business owners and union workers. that is who he is trying to appeal to i've been talking to latino voters in nevada all year long one thing i have consistently heard is even from people who are turned off by trump's anti-migrant rhetoric they are often intrigued by his message on the economy and what he presents as his record on the economy. letter to a widespread sense of sort of nostalgia for the pre- pandemic economy. the question a lot of his surrogates ask in their communities is do you believe you are better off when trump was in office then now. it seems to particularly resonate with this in a graphic. i spoke to a couple of trump supporters and are active in his campaign after the event and i want you to listen to
12:08 pm
what they said because it gets out some of the points that resonates with this particular demographic. >> security at the border is something that is important for latinos. hispanics do not like to see 11 people-11 million people come across the last four years and they are taking resources. >> i am a cape elite-complete trump supporter i do not care for him until i met with him and met a real entrepreneur is a person of action. >> that perception of trump as an entrepreneur is something that is always resonated with a small but substantial chunk of the hispanic community and that section is growing, it is resonating with more more people on border security as well. something distinct from policies and rhetoric related to long settled immigrant communities like the one you see in nevada. mexican american communities often appreciate a harder line on the border and that is why we have been seeing trump campaign makes substantial gains with the latino graphic and that will be key in the

southwestern states come november. joining me here in the studio democratic congressman from california barbara garcia who is also national culture for the harris walz campaign. we have heard from donald trump repeatedly. hostile anti-migrant approach. there is polling i am checking suggesting vice president kamala harris is still lagging in the latino vote from where resident biden was in 2020. what is your reaction to her being behind where joe biden was? >> first let's be clear about the facts. the truth is kamala harris is running latinos and latino boat. we also know she is a new candidate she just got the campaign started a couple of months ago. she's going out and meeting latino voters where they are at and we expect to continue to grow that bigger and bigger after every stop and every number station. she has been in nevada and phoenix talking to tino

communities doing the univision town hall. she will do well with our community on election night especially when you contrast her record with donald trump's who has done nothing but protect our community say we are poisoning the blood of this country essentially calling us terminals. it is a clear contrast. during the commercial break we were talking you were at the event a couple of days ago in las vegas the town hall. let's listen to the q&a. >> what are your plans or do you have plans to support that subgroup of immigrants who have been here their whole lives were most of them and how to live and die in the shadows? >> my question is what is your plan to improve the medical system? what will you do if you are president that is different than what president joe biden has done in order to fix the
12:11 pm
problem at the border. >> my pledge to you is that, by the grace of god and hopefully with your support as well when i am elected president i will bring back that border security bill and i will sign it into law. and, do the work of focusing on what we must do to have an orderly and humane pathway to earn citizenship. >> okay. how did she handle the concerns? did she change any minds? >> think she did i talk to a lot of folks that watched the town hall and were impressed. i think she reached out, show compassion the first woman you showed very emotional. what we didn't see after the town hall was over she walked right up to her and consoled her and spoke to her directly one-on-one. a person that understands our community she understands latino issues she understands you have to have a secure border which, either way, donald trump is the one that actually opposed legislation on and also having a humane

process immigration process. she continues to reach out to latino voters an important constituency in which we are telling folks stand up for the person that has been there for our community by the person who has never done anything to support latinos in this country. looking at a usa today poll showing harris is losing ground with young latino men. this has been a similar trajectory among other mail graphic groups. what can harris do to reach these guys? >> i think she is doing it. one is she is out there everywhere and she is nonstop talking to latino voters latino men across the country. that will continue and you are seeing movement where it needs to happen in states we need to win. the other piece of it is the rest of us as a latino man there are others out there, we are talking to our families to talk to your neighbors and remind folks who has been the person who has been the party
12:13 pm
that has stood up for your mom, your sister, your immigrant parents are the people that fought to ensure we would be treated with dignity. i'm an immigrant myself it has been kamala harris and joe biden and democrats have allowed us to have some type of pathway to either citizenship or work in this country. you know the economy is critical to folks but we have to remember there is only one candidate wants to uplift workers. donald trump wants to give away people's money straight to his billionaire friends. >> there has been criticism at least at first about kamala harris not sitting down and up with media and giving interviews. that will change. let's take a look at who she has been speaking with howard stern, the view, 60 minutes, drinking a beer on the colbert show doing podcasts like call her daddy. she is going to be interviewed by charlemagne the god this week. is this helping her target the voters she needs?
12:14 pm
>> this is exactly what she needs to do specifically in these closing weeks. she needs to - on shows and podcasts on media folks are ashley - actually listening to. it is not just the traditional media that is important. it is reaching independent voters and she will do that and will continue to do that every day through election day. we are excited responses on the view on late night have been well received but she has to keep it up and we will push every day until election day. >> you are a californian i am a californian. we are aware of kamala harris have been for quite some time given her high-profile positions in this state. do you think the rest of the country is getting an accurate sense of who she is? and if they are not, what does she need to do to make sure they see her the way people viewed her in california when she was a popular attorney general? >> we know her lover she is fantastic she has done great for our state she has had a

great, strong record. always supported law enforcement, supporting the latino community, she gets california. she is also a new candidate she has been present for a few months so we had get her out in the community. we are just where we need to be in the swing states. we are exactly where we need to be to win. she will be all across the country in georgia, carolyn, arizona, nevada, pennsylvania. in the places where she has to speak directly to voters. you will see that up. you see all the stars in the democratic party like president barack obama he - remind people there is a choice. it is a choice between democracy and the future of our country versus a person who is likely the most dangerous person to ever seek the presidency in the modern era. donald trump has to be stopped. and kamala harris will be the person that will do it. >> i think she will keep you busy too you are key for the campaign as well. i guess we will see you again

when you hear voters say there something i do not like about her trust about her we usually hear voters say that about female candidates almost exclusively. i think there's a bit of sexism behind statements like that. it is also concerning there are voters who still care, allegedly more about something amorphous and squishy and subjective like trust versus something clear which is the threat that donald trump poses to democracy. the fact he has no plans to make anyone she she lives better. - the only reason he wants to be president again. i think it is fascinating people can restore these unquantifiable things when you clearly a contrast in these two candidates and two sets of agendas you can look at. of course, there will always be people who say there something i do not like about her. >> there something you are discussing in your podcast which is interesting. you discuss how many of trump's
