she is a woman. total non- name recognition candidates can garner that kind of a vote. what is particularly difficult is that in 2020, trump got the same percentage of the vote in those 2020,swing states. vote in those swing states he did in 2016. what changed was that biden increased his percentage of the vote without meaningful third- party vote being on the ballot this time meaning that it is fair to assume biden's margin was largely a function of picking up votes that had gone to third-party in 2016. that it is why it is particularly worrisome. i think you are going to have rf jk jr. on the ballot still in a number of states. hopefully, it matters. possibly, michigan and wisconsin, although it will distort support for trump so i

don't see much third-party vote going to him and swing states. you have a third-party candidate on there, it is unclear how the libertarian vote drains in terms of the democratic candidate versus the republican candidate. we do know jill stein and cornell west will drain from harris. we know it will be razor thin margins and we know the difference between 2016 and 2020 was probably the third- party vote. >> okay. tom rogers, thank lyyou for you time. maybe we could read your deep dive on this. recalibration and renewal could be the key to victory for kamala harris in november. so could different turnout models. we will look at the nbc poll out now with msnbc and starts now. ♪ ♪

as i bid you all a very good day from msnbc news in los angeles, welcome, everyone, to "alex witt reports". developing this hour, vice president kamala harris speaking to churchgoers in north carolina on her second day in the state hard-hit by hilly what you will also hold a rally later today. president biden was in florida surveying the scene where hurricane milton just left devastating damage. his visit comes as he urges congress to work to pass additional funding for disaster relief. earlier today, house speaker mike johnson responded to those calls. >> congress will do whatever is necessary to cover the needs of the people but the states have to go and calculate and assess the need and submit that to congress. that takes time, especially yout have a storm this broad and this wide affecting so many people. as soon as those numbers are submitted to congress we will act and it will be bipartisan. we will cover the needs.

meanwhile, a new msnbc poll finds a presidential race is in a dead heat with 23 days until election day. kamala harris and donald trump each have 40% support and are tied or favorability, both earning 43% there a drop from last month. today on the sunday shows, the vice presidential nominees were put on the hot seat over different issues. governor tim walz was drilled on comments he made saying the electoral college needs to go. ♪ ♪ >> every vote counts in every place in the country. i think, with the play was on this, it is the cs in battleground states and not across the country so the ss campaign's position is clear on this, let's not get rid of the electoral college but it's to focus on every vote. >> also new, senator jd vance pressed on whether he will acknowledge donald trump lost the 2020 election. >> martha, i have said repeatedly, i think the 2020

election had problems. you want to say it was rick, you want to say he won, i'd use whatever vocabulary term you want, i want to focus on the fact we have big technology firms censoring fellow citizens in a way that violated our fundamental rights. we want to restore trust in american elections and democracy, which i want to do, martha, we have to talk openly about what happened in 2020. >> we have analysts and reporters in place all across the country covering the story lies for us, beginning with mark murray, once again, he will bring us more in today's poll. mark, we have both candidates deadlocked but what do the numbers tell you about any head to head kind of advantage? >> reporter: yeah, alex, our september poll, a month ago right after the presidential debate after that, kamala harris head of diji five point lead and now the race is dead even. i think the timing is really important. harris was riding a wave of support and enthusiasm. that was including a really bad news environment for donald trump but 30 days or essentially 30 days later, the numbers have kind of changed a

little bit. it just shows just how competitive it is. alex, also our poll shows a really big gender gap between men favoring donald trump by 15 points and women favoring harris by 14 points. when it comes to the favorability of both candidates, really close, almost as close as the presidential ballot. we have harris at -6 among all voters when it comes to a positive versus negative score and donald trump is -8, an improvement for him since september. >> did any of the results surprise you, mark? typically it is correct to say as we borrow a line from james carville, it's the economy, stupid. >> alex, what surprised me the most was the decline in harris's popularity.

we showed a spike for her, double digit increase in popularity and in our newest poll, those newest numbers have come back down to earth. as i said earlier, the poll showed a slight rise in a favorability for donald trump. the other thing that really struck me in the poll were just perceptions of the biden presidency versus the former trump presidency. poll finds there were more in voters who believe the trump presidency's policies ended up helping the more than hurting g them as the opposite finding was for the biden presidency where there were more voters who believe the biden presidency ended up hurting them more than helping them. >> interesting. you took a deep dive into turnout models in one article based on this poll. what did you find, mark x >> alex, every close election comes out to turn up. the bipartisan posters, the people that conduct the nbc news poll, they have a basis on how you end up weighing versus how many men versus women, how many younger versus older voters and they agreed on what we think, this is our best

guess what the environment will end up looking like but we have to have an experiment. what if you make the environment more democratic leaning or republican leading? alex, more republican leading the goes to donald trump with the two point lead. in the more favorable democratic environment, you have younger voters, more voters of color, you have harris with a three point lead. you know, to me, the best, the most interesting thing will be happening on election day is who will win the turnout battle. i think our poll and the

different experience and scenarios give u.n. readers a good glimpse of what could happen. if the environment looks better for democrats or worse for democrats and vice versa for republicans. >> i got to tell you, my take away, it is anybody's bet. we will have to wait until november diji five. that is the big story. thank you, my friend, always good to see you. let's bring in our panel. as mark was just pointing out there, harris lost some ground last month. how do you explain that drop and is it to be expected, considering the vice president enjoyed a fierce rise and was that even sustainable? >> i don't think it was sustainable and i do think it was expected. she went to the top of the ticket and it really invigorated a lot of people. the democratic party and peoplee got really excited. e she had this amazing convention

in chicago, there will always, always be a slot, it gets down to the policies and the back- and-forth here. i think it is to be expected and this race is exactly where it was supposed to be, neck and neck. it is anyone's game. i think it will just be a battle over the next 23 days or so. >> yeah, 100%. natasha, the polling also shows trump losing support with women and harris losing it with matt. who is more likely to close their respective gender gap before election night? >> that is the question, of course. you know, one thing you can say is that democrats feel very confident about and that is their ground game. they have had these infrastructure in place since biden was still the canada, including try to turn out rural voters and making beachheads in different areas of the battleground states that usually are not that friendly to democrats. they do feel very confident about that. the numbers so far, early

voting numbers, such as they are, they are very minuscule so far. if you look at different people who are tracking this, they are looking at, you know, good numbers for women turnout, for african american women, in particular. if you looked before that, voter registration numbers among african american women, they went up stratospheric lay right after kamala harris entered the race. those are good signs for her. the bad signs from the polling is that her favorability went down. that was during a period when more of the public got to know her a little better. so, you know, it is this question, the question is, is this the beginning of a trend and she will continue dropping? or is this a leveling off from what walz just described, stratospheric rise and now she is dipping back down to more of what was expected, a dead heat race. >> let me put a positive spin on what mark was saying, natasha. he did say the big motivating factor is abortion right now. that is what the nbc poll found. you would think that would motivate women. >> certainly. the women, the numbers for

women are very good in a lot of these battleground states. but still, you know, when you look at a lot of the factors, you know, as we reported kn earlier this week, kamala am harris reached $1 billion in fundraising. she is out fundraising trump and out advertising him and has a better ground game. those are all factors that are very good for her but then you have to ask the question, why are they still in a dead heat if she has those advantages? part of the answer, of course, is she had to, you know, do something no candidate has ever done, which is, you know, enter the race a month ago or months ago. >> what about harris' team. they were trying to figure out how to put more distance between her and joe biden. it came after republicans last onto a comment she made on the view where she said she couldn't think of anything tom

did that she wouldn't do differently, walz. as tom's former assistant, with that give the campaign the edge they are looking for? >> i actually don't think she needs to make distance between her and president biden. i think she needs to capitalize on everything they have done to make america much better and the economy is moving, i understand it is not moving fast enough for people but then she notes in two steps further and say what she will do the next four years. instead of looking back at what she would look differently at and she needs to go forward and she needs to tell people what she will do in the future and how she will continue to grow the economy and continue to bring prices lower for groceries and gas. you know, it is not even distance from the president, and is making sure that people understand our policies and how they will continue to shift and be a positive for them. >> she will have to build on that. the harris campaign is a very busy weekend. the vice president and her running mate, governor tim walz, will be crisscrossing nebraska, wisconsin, pennsylvania, north carolina and georgia. some of asthose days they will

visit multiple times. is this official? have we entered the final push? >> i sure hope so for their sake. at this point, with the schedule they have, this is what you expect the last couple weeks of the campaign. they will be out there, there will be surrogates out there, everyone will be blanketing all the airwaves and this is what they need to do. people say folks don't pay attention until after labor day. this is the final iostretch and people are paying attention. they're going to where the voters are, you can see with their choices and their ground. >> play, to you, natasha, on top of the swing state media blitz, harris enlisted the help of presidents obama and clinton . you said they were seasoned operatives to push our agenda in swing states. what do you mean about this and

what you make of this all hands on deck strategy? is this just the right time to pull out all the stops? >> well i think it is a combination of both, you know? the campaign sat back and said, look, this is what we need to do strategically. i think it is interesting they have obama talking to african o american men. they must be seeing something there. certainly, polling is showing a little bit of a drop there, but he is, he is trying to lift that up and clinton going into some of these other states where he did do well in the past. so, you know, yes, they are leaving nothing on the field. g they are giving it their all. they will not get in this trap of, you know, when hillary clinton faced in 2016, she didn't go to wisconsin at the end. you cannot say that for harris, they are heading all of these states multiple times. they are able to do it because harris -- she doesn't have to sit back and go to fundraisers, she has plenty of money. ha trump had to go to places like california so he could pick up some money. that is another big advantage for harris right now. >> that's what that trip was about. he was in coachella yesterday w

across. this comes as a new nbc poll released today shows harris and trump in a dead heat. that prompted democratic strategists james carville to talk to undecided and conservative voters. spine forget about specificity in the economic plan or whether or not jack smith is being mean to trump and focus on what is at stake here. literally, this election is about the constitution and we are not can have one if we lose it. >> we've got a team of reporters following the latest from both campaigns today. we begin in greenville, north carolina with nbc's aaron gilchrist at bice president harris' rally. who is she trying to win over in north carolina today and why? >> reporter: well alex, if you

look at the crowd shuffling behind me now, you have a big mix of people, older, younger, black, white, male, female, all the sorts of folks the vice president really does want to resonate with but in particular here in north carolina today, she has a message that is tailored to people, black people in the church community. she spoke at a church here in greenville a little while ago, launching her souls for the polls turnout. she also talked about putting her plan in action, particularly at the ballot box. we talked about things we heard on the campaign trail before but with a bit of a tweak to some of those talking points so the message was tailored for north carolina and an audience that is in a church setting. she talked about her opponents taking advantage of the folks in north carolina and what they are dealing with after hurricane obama. i want you to hear how she addressed that particular

issue of disinformation. >> right now, fellow americans are experiencing some of the most difficult moments in their lives. yet, instead of offering hope, there are those who are channeling peoples tragedies and sorrows into grievance and hatred. one may ask why. sadly, i think the motives are quite transparent. to gain some advantage for themselves. >> reporter: now the vice president went on and talked on about 10 minutes at the church. she is on her way now here to this arena at east carolina university, where she will continue this message that really is aimed at black voters in particular in the state, trying, again, to drive turnout. this is a state former president trump won in 2020 by little over 1%. the harris campaign really does believe north carolina is in play and it is a state they can win and that winco will really

california. i asked the trump campaign senior official white exactly with so few days out are we seeing the former president and a blue leaning state like california? the trump campaign doesn't legitimately believe he will win california, he lost it by more than 5 million votes in 2020. one, they want to paint trump, the former president, potentially future present, who can be a leader for republicans and democrats, as well. secondly, as they have done before in previous campaign events, they want to head to california to highlight a bad version of california and attach that to vice president harris' record. we saw that yesterday. trump vehemently when after vice president harris and set california at the highest inflation, the greatest amounts of homelessness, the greatest amount of undocumented immigrants coming into the country and we saw him go after

california governor gavin newsom, as well, saying if trump is reelected, he would withhold federal funds to help fight fires if gavin newsom wasn't willing to cooperate with him. this was a strategic move to going to harris' backyard, where she is from, and specifically go after her and the governor. listen to some of that from yesterday. >> i have come here today, not only to talk about california, where you have one of the worst governors in the country, gavin newsom. oh gavin alyssa farrah griffin. you definitely had someone here that was horrible, kamala harris. her reign of terror and the day i take office. she is finished. >> and to where the former president is headed this week? >> reporter: back to more conventional swing states. you see him in georgia and pennsylvania we will see the former president soon. >> thank you. listening to him is remarkable. thank you so much, walz.

now to the latest on hurricane ncsbe.gov 's aftermath and people in walz lining up for hours and hours just trying to get gas. today the florida division of emergency management says it led to gas shortages in the wake of the storm. also today president biden surveying the devastation in walz and promising millions in federal aid following back-to- back storms. nearly 1 million customers are still without power. at least 18 deaths have been confirmed. joining me from st. petersburg, florida is an bc's guad venegas. you are with us last hour. people have been waiting in

line hours and hours. we have seen the aerials. it is stunning. what are you hearing from them when they reach where you are? >> alex, we arrived earlier this morning around 6:00 a.m. >> reporter: this open at 7:00 a.m. so at 6:00 a.m. we spoke to the person that was first in line. that person said they arrived at about 2:30 a.m. and waited hours for this to open at 7:00 a.m. to be able to drive in to get 10 gallons of free gasoline the state is offering. most people here have been waiting for hours. i mentioned to you earlier i drove up to see how far the end of the line went. this was about 8:00 a.m., earlier today, it was about 20 blocks in that direction. i can't imagine how long the line is now. we have been speaking to some of the individuals and everyone said they have been waiting for

hours. they said they tried to buy gasoline at some stations in the area and they were unable to find stations that have gasoline and those that do have some had very long lines, as well. the difference is, of course, this line will give them free gasoline, again, 10 gallons per driver. earlier i spoke to one of the drivers and this is what the driver had to say. >> yesterday we were waiting at a gas station at 6:00 in the morning and we weren't able to get it. >> my vehicle was on e yesterday. i went to one gas station, the truck didn't come in. i am afraid, i am living at home, i had not had any since yesterday. >> reporter: and that first driver, she also showed us her car, it tells her the range

left with the amount of cash she had left, it was at zero. she was turning the car off and turning it on every time it moved. a lot of drivers have been doing the same. if you stand along the line, you can hear the cars turn off and on. a lot of drivers are afraid they will run out of gas as a way for this very long line. the state said they were opening more distribution centers today. this is part of the 1 million gallons governor desantis said they had to give to drivers in florida. a lot of drivers here, alex, are using the app, gas buddy, i should say, to find gas stations and gas. it is a really good tool because it will tell people if gas stations have run out of gas or out of power . something to keep in mind, if a gas station once out of power and don't have a backup generator, they aren't able to operating pumps, according to what officials have said, something to remember is the gas shortage continues here, alex. >> what struck me is the people who walked there and they had canisters to fill up with gas and walked back. i must think you are close enough but that seems to be smart if you are trying to conserve. charlamagne tha god, many thanks. the strange and shocking reaction donald trump had to a protest on his desert door and kamala harris' number one defender explains why trump is

found a huge gender gap between harris and trump, with men backing trump by 16 points. can tom nichols help narrow that? >> i think he can but more importantly, harris needs to do more to shore up the female vote and make sure women turnout on election day. in the same way trump is trying to shore up the mail vote, i think, yes, it makes sense for tom nichols to continue the strategy but at the end of the day, harris has to shore up

the female vote and the poll shows people will vote based upon the issue of abortion, which i said on the show before, will be a sleeper issue for turnout on election day. this election is all going to come down to turn out. that is evidenced by all these new polls that show this race is in a dead heat. she has certainly made it more competitive but this gender gap, i think, will be a driving issue we will see on election day. that could be the number one driving issue that really does get women out to the polls to make sure their voices are heard in favor of the harris- walz ticket. >> that would be supported by the nbc news poll findings today, finding it is the most motivating factor, i believe it came in at 20 to%, was the top issue, abortion., harris is kicking off the week with a number of stops focused on engaging black men, in particular, including this radio town hall with charlemagne the god? will that work? >> yeah. i think it is really important she is having this conversation with them. you know, there is a lot of talk about republicans about black voters, particularly black men. the only thing is, republicans are showing up where they are. congressman byron donalds and he has been on the breakfast club and democrats know that

they will reach a lot of the voters there trying to get to turn out and show their support with so it is important she is there. i think about what she has to say, i think she will have to answer a lot of questions people have. they're still trying to get to know her and ultimately want to know what you will do on the economy. she has been taking a lot of these interviews and she gets to talk about her personal stories and how it relates to what she was to see. i think continuing to hone in on those and take those questions, i am sure tom will continue with her. >> yeah, he will. this shows the five-point lead harris enjoyed over trump after the bay. that was a month ago, that is gone. favorability is also falling. is that a function of people getting to know her and will the media blitz strategy work ? >> i think this race was always going to be close and what harris, with the late entry and the unprecedented moment of entry and entering the race the

way she did has shored up this will be a competitive race. job well done by her campaign but the honeymoon she was receiving, you know, really shows that people were trying to get to know her and at this point, some of the disadvantages she has is that people still don't know her where a disadvantage for trump is that people do know him. i think this is where she really needs to continue to get out there on the campaign trail and short the base of support that she has among young people, among women, among minority voters and make sure they turn out to vote. at this point, turnout will be what drives the results on election day. from what i am hearing, republicans have really outsourced their get out the vote effort, which i don't think will necessarily help them on election day. if anything, it will make things more chaotic. democrats typically have a much

stronger get out the vote effort, which they hone in on the final weeks in the last stretch of the campaign. >> yeah, yeah. obama, while rallying here in california, donald trump mocked a woman being escorted out of the rally. listen to this. >> this election is your chance to send a message . back home to mommy, she goes back home to mommy. was that you? she gets the hell not out of her. her mother is a big fan of ours, you know that, her mother. you always have that.

>> um, yeah. what is he even saying? >> that was my first question. if i were sitting in the audience, my first question would be, what is he talking about? i think we can generally gather someone must have been heckling him and removed from the audience for it. then he starts talking about her parents and her getting hit and it is just really, really confusing. i think it is another opportunity for voters to see he is not all there, you know? he spent so much of the election making joe biden's cognitive ability a big issue, so big that joe biden actually dropped out of the presidential race and now, you know, his mental acuity is on display for all of us to see and it is not that sharp. >> can i ask you, obama, how can the harris campaign convince voters to quote you, he is not all there? >> yeah, we started to see a little bit of that reporting but as things play out, if we just, if they just show the things that he says, they don't even have to edit it down all that much but he is just saying

donald trump did, and when you deal with the fact that voting rights affirmative action, di all were devastated by the trump supreme court, black young men start saying they were not aware of that. i have been on a nonpartisan bus tour with the central park five. we have young, black men saying he wanted to kill me for something i didn't do or have me killed, then there was another case in new york that had racial overtones, they begin to get the facts. i think the more the facts are out there the more you will see the next three weeks, even that small percentage, change. >> i think it sounds like a messaging thing. kamala harris' campaign is listening to you right now, they will want to bottle up everything you just said and somehow package it and get it out there. is it just messaging, is it lack of awareness, you think,

among certain facets of the black community, the youth, particularly? >> i think it is messaging and i think it is messengers. i think that even some older can say the facts. the facts speak for themselves. i think there has been a lack of getting the right message out to young blacks and i think , or young people, period, but particularly young blacks in this conversation and messengers they know and trust that are not just there at election time but they know they are there and interested all of the time. on the other side, donald trump eight talk and a young blacks. jd vance? i mean, let's be serious. i think when you contrast the two you get the results that, in my opinion, overwhelmingly leans toward kamala harris. i think, when you operate in a vacuum, people can be persuaded with ads and misinformation.

the misinformation campaigns die when you get the right information out there. >> so, kamala harris, being in greenville, going and speaking to church crowds, something you do every week, the souls to the polls, will that be positive and that can make a big difference for her? >> i think it can. you must remember, during the town hall with young blacks will be impactful, i believe. going to churches and dealing with other entities in the black community. remember, the prime voters in the black community are churchgoers, people that are members of divine nine and they are the parents of young, black voters, the young, black voters live with who come home and say to them, these are the facts. once you have the facts, there are no counter facts donald trump could present that demonstrates any commitment to young blacks. what was his slogan? what do you have to lose if i become president?

he said this in 2016. we did lose. we lost affirmative action. we lost a lot of our voting rights. we saw a record black unemployment. so if he didn't have those four years as president, he could sell a dream, but he cannot change the reality of what his presidency did. >> let me ask you, quickly, how positive will the influence of tom be when kamala harris sits down to talk to him? >> he has a lot of influence. i think he will probably have a conversation and let people make their decisions all to themselves. i think there will be others, magic johnson has been out there, many of them look up, a lot of youth, a lot of young people look up to him. the list goes on. i have yet to hear them say,
