his actions, election be . in a statement at the time, he said these comments are repugnant and unacceptable in any circumstance. as the father of three daughters, i strongly believe that trump needs to apologize directly to women and girls everywhere, and take full responsibility for the utter lack of respect for women shown in his comments on that tape. now dozens of republicans denounced trump, including his own running mate at the time, mike pence. but he persisted, and somehow, amazingly, against all odds, he stayed on the ticket and republicans let him. on november 2nd, 2016, just days before the election, senator mcconnell, who had not pulled his endorsement of the president of canada, spoke at a rally in his home state of kentucky where he made his strongest public remarks yet, in favor of donald trump. he said, quote, we need a new president, donald trump, to be the most powerful republican in

america. and trump, of course, went on to win the election in 2016, but he lost his second run for the white house in 2020. in fact, he refuses to accept. which takes us to the january 6th insurrection. writers spurred on by donald trump, some of them armed, broke into the u.s. capitol and attempted to overthrow u.s. democracy by force. they destroyed windows, tore down doors, brutally beat law enforcement officers to interrupt the certification of president joe biden's victory over trump. some of them called out vice president mike pence and house speaker nancy pelosi, threatening them by name. here is senator mcconnell speaking for members of congress who had been hiding, and all of america in the aftermath of january 6th. >> we have never been deterred before. and we will be not deterred today. they tried to disrupt our democracy, they failed. they failed. >> now, i want to play what mcconnell actually said one month later, as the senate voted in her trump's second impeachment trial to convict

barricaded inside his office, and sobbed softly as he thanked them. you are my family, and i hate the fact that you had to go through this, he told them. now mcconnell wants to get credit for having moral clarity when it comes to donald trump, after sobbing with his staff over what he helped unleash onto this country again and again and again. now, years later, trump is locked in a tight race where he could again become the president of the united states. and on thursday night, a man who warns of the enemy within, who threatens mass deportations, who talks about immigrants poisoning the blood of this country, who declares himself the protector of women after being found liable of sexually abusing a woman, that man was a guest of honor at the annual dinner. it is a white tie event that is hosted by the archbishop of new york, a who's who of political and cultural elites in this country. the dinner raises money for catholic charities and it brings together presidential

candidates from both parties to roast each other and themselves. here was trump's wild, offensive, and hateful display as he gave remarks at that charity dinner. >> but look on the bright side, chuck, considering how woke your party has become, if kamala loses, you'll still have a chance to become the first woman president. i used to think the democrats were crazy for saying that men have periods. but then i met tim waltz. i'm surprised that bill diblasio was able to make it tonight, to be honest. he was a terrible mayor. he was a terrible mayor. >> if any regular citizen had a history rivaling donald trump's, they would have never been in right into such an elite event. if they had, there would have been mass protests. it would've been an outrage.

such a person would've been canceled and shunned by society. and yet, thanks to the so- called establishment republicans like mitch mcconnell, trump wasn't only invited, he was actually a guest of honor. and he could be on track to be on more podiums, spewing more hatred and selling more division for the next four years as our next president. make no mistake about it. those republicans who have normalized donald trump, and in crucial moments when the american public look to them for guidance, they are the ones who relented. they are the ones who looked away from trump's extremism and transgressions, allowing him to become a permanent fixture in our politics and in our life. and you know what's even worse? behind closed doors, they knew exactly what they were doing. joining me now is democratic congressman jenny raskin of maryland. he was the lead house impeachment manager during trump's second impeachment trial, and one of the nine members of the january 6th house select committee. it's great to have you here in person.

just your thoughts, when you kind of look at what we just laid out there and the normalization of donald trump, yet we talk about how much of a danger he is, how much of a threat he is, what he has done to the fabric of our politics and to our country. and yet he is still normalized in these types of settings, among the powerful, the elite, and the wealthy in this country. >> thank you for having me. your intro brought me back to the senate impeachment trial, where mitch mcconnell indeed said that donald trump was practically and morally responsible for everything that took place, which was completely obvious after we introduced the evidence in the case. but he said the senate lacked jurisdiction to try a former president, which was a proposition that not only contradicted two centuries of precedent, but was one that we dealt with on the first day of the trial. there was a procedural motion to dismiss on the grounds that we did not have jurisdiction, and that was rejected. so, in a certain sense, that makes the 57-43 verdict in the trial, which sounds like a conviction, but we needed two

thirds. we needed 67. it really makes it into the greatest case of jury nullification in american history, because mcconnell and 20 other senators who said the same thing essentially went back to a question of law that had already been disposed of at the preliminary level in the trial, in order to decide the facts, when they all said the facts were very clear. that donald trump had incited it insurrection. but, what it really reflects is the balance of power in the republican party. they were not willing to take trump on, because they felt that he could walk away with too many millions of people, he was threatening to run against the republicans. and that is the bottom line. i mean, with these atrocious, vulgar, repulsive remarks that he made at the al smith dinner, what we see is that nobody is really willing to take trump on. the senate wasn't reeling to convict him.

the supreme court is in his pocket because he has gerrymandered and stacked and packed the supreme court. the republican party, except for liz cheney, adam kinsinger, mitt romney, and a handful of others is not going to take him on. which means that the american people must do it at the election. because all of the other institutions have completely capitulated to this fraud of a man. >> to that point about how fragile our system is, and specifically the types of people that are like mitch mcconnell. these are people who, he announced his retirement, and so no longer has political skin in the game. perhaps that is why now his book, or he is comfortable with his thoughts about trump being shared again in this book. but is it because of power, that these people are just cowards and are afraid to stand up to donald trump, lest they end up like a liz cheney, having power strips from them? >> well, there is some try ballistic tectonic shifts

taking place in the country. america, because of the brilliance of our founders, and also the extraordinary social and political and constitutional struggles we've been through, is now the world's greatest multiracial, multiethnic, multireligious constitutional democracy. and there are some people who can't handle that fact. donald trump is the leader of those people. and they are willing to forgive anything he says, all of his vulgarities, his sexual assaults against women, his sexual harassment of women, his indication of racist troops, his anti-semitic utterances, like if he loses it will be the fault of the trend jews . they cannot handle the new america that has emerged. hillary clinton beat him by more than 3 million votes, even when she lost in the electoral

college. joe biden beat him by seven and a half-million votes, 306-332 in the electoral college. we have 13 or 14 million new voters in america now, overwhelmingly young people. they have no interest in donald trump, and all of his climate the nihilism, and his attacks on women, and so on, his engineering of destruction of roe v wade. they are not interested in that. so it is going to be a popular election blowout. the only reason trump and his followers are hanging on by their fingernails here is because of the most anti- democratic institutions and practices in the country. the gerrymandering of state and federal districts in republican states throughout the south and in other parts of america. voter suppression tactics, throwing people off of the rules, making it difficult for people to register, making it difficult for people to vote. the filibuster, right-wing judicial activism, the supreme court. i'm with john dewey, who said that the only solution to the

heels of democracy is more democracy. what we are suffering from, and you can see it so clearly, are the obstacles to democracy, the impediments to democracy that republicans are throwing up all across the country. >> is it a mistake for people like chuck schumer to go to these events, and i'm not singling him out. i'm talking about the symbolism. on one hand we are talking about how much of a threat donald trump is to our democracy, and yet we still come to these events where people who were not in the weeds of politics like you and i are, it looks like everything is fine, it is this unitary party that everyone in washington can, at the end of the bitter fight, get together and talk about each other and crack jokes about each other. isn't that part of the problem that we have, that if, as a private citizen, if anyone said the things that donald trump said, we would be fired, would be canceled, would be shunned. we would not be invited to lavish dinners and given platforms to speak, and he is. and democrats are still showing up at these events, sitting next to him, and participating in these rituals.

international hotel, over an 11 month period between september 2017 and august, 2018. as the report puts it, trump treated the treaties secret service as an atm. at times, trump hotels charge as much as 300% above the approved government per diem rate. quote, each transaction illustrates how president trump used the presidency to line his own pockets in violation of the law and often at the direct expense of american taxpayers who are paying for the party. as you would expect, a trump campaign senior adviser dismissed the report, calling it frivolous, claiming that democrats are using official proceedings to interfere in the election. congressman jamie raskin of maryland who actually leads the oversight committee of democrats is back with me. congressman, what struck you the most in this? obviously on the one hand, you can't be surprised that this happened, but when you see what you and your fellow democrats have been doing, one is actually shocked to see 300%, at times, the overcharge. >> first, let me explain.

we started out looking for four government emoluments. the constitution says the united states cannot accept a presidential emolument of any kind whatever from a foreign state, king, or prince without the express permission of congress. trump never came to us, yet we were able to determine before chairman comber and his wisdom cut off all of the participation of trump's accounting firm. we were able to determine that he collected nearly $8 million from china, saudi arabia, egypt, indonesia, united arab emirates, you name it. $8 million that he put into his pocket coming to his hotel. he never came to congress to ask permission, but as we were going through those records, we noticed he was also collecting hud as of thousands of dollars from the u.s. government. and that is an absolute ban in article two of the constitution.

it says the president is limited to his salary in office and may not collect any other emoluments from the united states government's or from any of the particular states. and yet, here he is putting hundreds of thousands of dollars from the secret service into his pocket. when it started out, eric trump said we are not going to be charging the secret service entourage, anybody in trump's entourage. not only did they charge them, they charge them at rates two, three, four, five times the government per diem, and a lot more than they were charging other private customers, including foreign governments who came to pay their tribute to donald trump illegally. >> have you been able to ascertain, because the immediate question that comes to my mind is why did the secret service not find this earlier? because the secret service, of course, when they have to pay a bill after having their agents

stay at a hotel, gets the bill like you and i, like any corporation does, and sees wait a minute, hour per diem rate is xyz. this is 300%. we are not talking about a percent of an up charge. >> there is a process where in a necessity or emergency they can override the per diem rate. and in that handful of cases they actually did that. the other times they just blew right past the per diem rate. but i will give you an example. one of the trump sons stayed there one night, and they charge the secret service agent who is in the neighboring room or the nearby room $1000. more than $1000 for the room while there were dozens of rooms being charged at $150 or $200. so they blew past the government per diem, and they charge a lot more than they were charging private customers, which is why we say they were using the secret service. and once we get all of the records, not just for an 11 month period, but for four years and for all of the trump hotels and golf courses, it's going to be millions, i would predict. because they decided this was a great shakedown. sometimes it was really funny, they would have a foreign leader, like the prime minister of malaysia, show up.

and that government is putting hundreds of thousands of dollars into the trump hotel. and that is illegal, it is unconstitutional without coming to congress for a consent. then they would assign secret service people to come and guard the malaysian leader and they would charge that to the u.s. taxpayers. and in that case, they charged the u.s. taxpayers more for an illegal domestic emolument then they charge the government in malaysia for the illegal foreign emolument. >> i mean, it is just so brazen that they would do this. not surprising, again, that so brazen that they were doing this. and i guess it begs the question about where do we go from here? what can you actually do? because as you said, james comber shut down or tried to dismantle the previous investigation into the foreign emoluments. >> the republicans have shown no interest in upholding the constitution as written in plain language.

>> they just want to talk about the biden family, but not anyone to do with the trump family. >> that's right, and they talk about the biden family, fictionalize them things about china and saudi arabia when donald trump is completely in their pocket and taking millions of dollars. but, in any event, what can be done? the people have a very clear choice in this election. either the government is going to be an instrument for the common good, for the public interest of america, in getting things done for the people, or the government is going to be an instrument for private self- enrichment and moneymaking by the guy who gets in and his buddies and his corporations, and now the people in silicon valley who are paying for the campaign roadshow out there, who i am bumping into in pennsylvania, in nevada, and around the country. that's what it's about. are we going to have government that is of, by, and for the people? or are we going to have government that is a moneymaking project, a get rich quick scheme for the guy who gets in? they are totally unabashed about what they want to do.
