jansing. and just the latest in a string of controversies making republicans question more of his cabinet choices. but would they vote against trump selections? well, for the first time, a member of the president-elect team says they do have a backup plan in place. and ukraine unleashed. reportedly giving kyiv the green light to fire long-range missiles into territory. will it change the war and could new fire power actually be a pathway to peace? and what is going on with people shooting at planes? less than a week after two flights were hit with gunfire near haiti. another report much closer to home in dallas, texas. we've got the latest on that coming up. but we will start with the cabinet controversies piling up. complicating the fate of donald trump's pick to fill top positions in his new administration. and the latest, trump's choice of brendan carr to head the

fec, the man who wrote a chapter in project 2025. he sworn to battle against social media companies he's described as a censorship cartel. trump is standing by, his choice for defense secretary despite the revelation from hegseth's attorney that he paid a woman to keep quiet. and to allegations of sexual misconduct and illicit drug use, which gaetz has denied. a source familiar with the meeting told nbc news the house ethics committee will meet to discuss that report this wednesday. speaker mike johnson says he thinks it should be kept under wraps, while multiple senators say they want to see the report. and earlier today, corey lewandowski, a top member of trump's campaign, sent a

message to any senate republican thinking about voting no on gaetz or any of trump's picks. >> listen, they will have the right to confirm these people, but i want to remind everybody that donald trump's mandate will allow him to make the u.s. senate a republican majority with his winning in pennsylvania and his winning in ohio, bringing those candidates across the line and in montana. as they consider the president's nominees, they should remember why they're in the majority. >> i want to bring in nbcali buttali, elise jordan served in the white house and state department under president george w. bush. she is an msnbc political analyst. okay, big picture. i wonder what that buzz is. how many of these picks could be in trouble? >> reporter: basically the quiet part out loud. here on capitol hill, we have heard in the days since gaetz

and others have been announced for their various cabinet nominations, where we heard from them on the record that they would have trouble voting to confirm some of these members and especially because of the outstanding ethics investigation that has been going on and off, where they will meet this week on wednesday afternoon to discuss the path forward, and if there is a path forward for releasing that ethics report about gaetz. but right now, i think the challenge that corey lewandowski issued right there is sort of the one that they need to deal with broadly. will they be able to use this as a point to show their independence from the white house or more than likely, will they try to continue to march

in lock step with the president as they try to launch forward into that conservative agenda. and that newly minted majority leader, where they are trying to prepare for. and when itcoms to the report that you do have precedent for people who left congress, no longer members. there is precedent for them to release those reports after they left the body. and that being said, the speaker of the house has said they would prefer them not to release that report, where it will open pandora's box. and that is not stopping them from saying they would like to see that report. but already, you're seeing that the president elect is making here on capitol hill, just by selecting the members of his cabinet. >> and so josh, you were the first to report about pete hegseth and this woman who he paid to keep quiet. tell us more about your reporting and what is the story here? >> reporter: yes, so it is an

encounter that would happen at the hotel in california a few years ago. and what they said happened is that he was drunk. the woman started the encounter, that it was investigated, and after they filed that complaint. and she tells a different story according to the account by the transition received by a friend of ours where she blacked out and doesn't remember six to nine hours of what happened. i believe she was raped. what we learned is that he made a financial payment to this woman. and they say he did nothing wrong, where he wanted this to go away and that it was the height of the time when they thought he would get fired. but he did offer her a financial settlement. we talked to the authorities in california who could confirm they would investigate this and that it is unclear why charges were not brought here.

and he would ask her not to expose the confidentiality agreement, and to continue to make comments about it. his lawyer says that was just to protect his reputation, and we're trying to figure out what to learn about this. >> and is that right? i mean both sides, they will indicate there was some sort of an encounter, then she went to the hospital? >> yeah. that seems to be what happened here. according to a memo that they received, she went to the hospital and had a rape kit. where she was examined. >> okay, elise. so now you have this back and forth. do they or don't they release it this report? and i want to play what they had to say about hegseth on meet the press. >> i think he's a good pick. once again, it's as allegations come out, and we'll figure out as they move forward with that consent to the president of the

united states and doing our duties, we'll figure out if he could get confirmed or not, and i do think that he's a good pick. >> just to follow up with you because you absolutely plan to vote for him. do you still absolutely plan to vote for him? >> well, i do. as of right now, i start with yes. but can i be moved off of that? i'm sure. >> so here we go. and i guess the question becomes, are allegations, again, allegations like this at this point in time problematic to get confirmed? tell me what you're thinking about this, elise. >> chris, i think it still matters at the end of the day. these are horrific are allegations. also they're both of extreme nature. frankly there is a reason that

there's a full-filled background investigation to make sure you're not an easy mark for foreign governments and foreign spy agencies. and so this isn't just about morality, but about national security and checking and vetting if these candidates have the personal will power and the right frame of mind to hold these high offices. >> the other question is what they're going to do, right? when you hear corey lewandowski, do you take what he says as a challenge, as a reminder? as a warning? >> the thing about corey lewandowski throwing it out there, he always has so much mess coming out of his mouth that you don't know what is true and what is not. and he could change his mind on a dime. i think if he seems to be

behind his candidates that they will have a difficult tile separating themselves from these cabinet picks. and they could be absolutely horrible for them to have to sit through. so it is really all going to hinge on trump and trump alone. >> and what is the latest? what are people talking about into the public? >> well, they want it. they have made clear they want to see this report, but i was talking about that tension that is happening here. you have senators asking to see it. you have the speaker of the house saying he does not want the ethics committee to release it in part, again, typically the ethics committee only has jurisdictions over people who are still members of the house. gaetz is no longer a member of

the house. he resigned. and so the speaker thinks it would open pandora's box to have this report released after gaetz had resigned. that being said, there is precedent for this happening. it's rare, but it has happened on a few occasions that relevant ethics committee reports have been released about members even after they stopped being members of the house. so that's one of the key things we're going to be watching here. it's all a game of who is getting squeezed by who right now. the senate is getting squeezed by the president elect with the nominees they are going to have to face and the house is getting squeezed by one of their own and when the speaker and trump are both saying they don't want to see this being released. everyone has their own leverage point here and it will be a game of who wins out. >> it's not completely complicated at all.

donald trump jr. was on fox yesterday, asking what happens if some of these choices do not get through, and here is what he had to say. >> we're not randomly picking people out of a hat, so we do have backup plans, and you know, some of them will be controversial because they will actually get things done. >> and to maybe the implication there is to get things done, you have to be controversial. and you reported that trump is confident that he's going to get his choices through. do you think that has changed over the last 72 hours given how some of the controversies have grown? >> he knows he has three difficult confirmation hearings here and his team knows that is a difficult one.

and obviously it is viewed as the most challenging one, and he knows that, but that could change at any moment. i don't want to make predictions. but right now matt gaetz would not have the votes to get confirmed. and obviously you have pete hegseth, a moving situation. i talked to a senior trump person last night who said they spoke to the president elect this weekend, and the president elect wants to keep pete hegseth. he's aware of everything that has come out. he has full confidence in him. and he wants this fight. so i think you'll see hegseth, gaetz, and rfk go for the fight in the coming weeks, which will be challenging confirmations. because of that, we're going to watch these hearings play out. >> thank you both. elise, you're staying with us. at the top of the hour, we showed you a cap l of headlines

the kremlin is now accusing president joe biden of adding fuel to the fire after two u.s. officials confirmed he gave ukraine the okay to strike russia with american long-range missiles. but this morning, biden's deputy national security adviser, john finer, would push back forcefully, making it clear russia only has themselves to blame. >> and the fire was lit by the invasion of ukraine. it's frankly a side issue to the main issue, which is russia waging a war of aggression across a sovereign border into ukraine and continuing to do so. >> and as the new york times puts it, they are now free from constraints with president zelenskyy signaling there will be no warning for the missile strikes, saying, "blows are not inflicted with words. the rockets will speak for themselves." i want to bring in nbc white house correspondent and chief international correspondent, keir simmons also with us.

washington post foreign affairs columnist and msnbc contributor, david ignatious. mike, this is a shift in policy from the president. so why it and why now? >> and so this is a shift. biden has been -- sorry, go ahead, mike. we'll go to you next. >> what we would see shy of the three years in russia that they have been consistently asking for more. and the reaction on the part of the biden administration has often been to slowly, but eventually provide that resource. so this is the latest example of that and a line that the administration has been very wary of stepping over because of this fear of escalation, and the fear of giving ukraine the ability to strike within russian territory.

so what has changed? even as they are not confirming this decision that has been made, they're speaking more broadly about what they will see as a bigger escalation, where it will be thousands of troops into that earth region, which could be used to reverse some of the gains we've seen them make. and this is coming as he makes his last visit and he addressed the goals of continuing to support ukraine here. take a listen to what he had to say this morning. >> and we have have to work again with the con politicses that will include security around the world. and everyone here as well. >> reporter: the reaction

across the board has been interesting, chris, as they were responding to the kremlin's steep concern about this. what we're seeing back at home, we've seen them calling this decision overdue, saying they want to study what could be done. but at the same time, some allies of the president elect of donald trump, being frustrated this may be an escalation that he'll then have to inherit as donald trump jr. put it as the start of world war iii, that will come on the backdrop. and wanting to do everything they can here at the 11th hour to put them on the strongest possible position for the potential negotiations to happen after the change in administration in washington. >> yeah, david. there is a broad spectrum of what this might mean, whether it's provocative to the point of world war iii or puts ukraine in that position of more strength ahead of what they hope would potentially be peace talks when president

trump takes over. how do you see this? >> so the first thing to say is that biden hopes it avoid this move and he has resisted it for months where they told biding that it is likely that they will react by escalating, where they say it will be horizontal, meaning across other fronts that are not up towards use of covert action against nato and risk of russia and significantly ways that will threaten japan. why did they decide to do it now? there are two basic reasons, and since he has begun those as

he said he would by talking with the principles. and they want to give ukraine every bit of leverage in the negotiations that are coming to get that just seg want. and the second important reason, it is the u.s. that will see north korea's involvement in this kurt region, trying to push back troops. as an important russian escalation in itself. i think this is meant as a warning that bringing in another country into this war is unacceptable and will be met with a strong response. and since the start of this brutal war. what message should we take away from that on where things

stand right now? >> yeah, as you say, what we have seen for three months and that it is everything really as david was suggesting, really everything now is about what happens when president-elect trump arrives and what he has signaled that he wants deals to be done. and there have been talks between the ukrainians and russians over some kind of a deal that would mean that you didn't attack energy infrastructure. what you saw of the weekend was the russians attacking energy infrastructure because, well, after those talks haven't worked, and so what the russians are doing, they're sending a brutal message that they hope will be pushed and to push towards them towards being more negotiated. and it is an entirely different question, where one of the big issues here is that i have spoken to different officials throughout the weekend. and they are not united as you

can see it where the german chancellor is being criticized by zelenskyy behind the scenes. they would describe european officials of beings in panic. and so that issue here is that we don't know how these talks are going to go or play out. i do think that it will be tough and it will be fraught and bitter, and that you simply can't say which side is going to win out? and fighting gets worse as they would come along the horizon is what you're seeing now as they say the two sides and all sides have tried to position themselves. >> and what are you watching for from russia going forward here? >> and i'm watching for how

they will respond, that they have been specific in saying that they would respond. i don't think that it will be a nuclear response as they oppose that and with president-elect trump on the way. it is another reason for them not to move. but i think that they will take steps. and the whole issue will surround the presence of troops where there are reports today that they police stationed limits on ukraine's use in that kind of regional theater to go after the north koreans that are fighting there to protect their foothold as the bargaining chip. and so if that is the limit of how they're used, then that might constrain how russia responds, but there is going to be something, and i'm not

treasury secretary. both elon musk and rfk jr. pictured here, accompanying trump to the ufc fight on saturday, got ahead of his decision, using their social media account to throw support behind their preferred candidate. the billionaire businessman and trump co-chair. but multiple reports are emerging that trump is irritated, that there is now friction within his team. axios reports there was a huge blowout last week between musk and trump adviser, boris epstein over musk's growing influence on the president elect. and elise jordan is back with us, joining me in studio is nbc's dasha burns. what's going on with this pick? >> first of all, we reported recently that he has been really wheeling his influence. he's traveling with president- elect trump. and the inner circle has been getting frustrated. one source telling me he's

acting as if he's co-president. another source saying he has an opinion on anything and everything, and now we're seeing this week that's spilling out from not just inside the confines of mar-a- lago, but now two social media to his hugely influenced platform, x. and that is causing some issues for the trump team. in terms of the jockeying for the treasury pick, this is quite a fight. especially between what we have been reporting as the two top contenders, which is howard lutnick, and scott besson, a more traditional wall street guy. musk posting on x that he would be a business as usual choice, and endorsing him who feels he would not change. he's a big personality, and very much on trump's wavelength. he's very into the tariffs. and a more sort of conventional pick, and that will line up

with people who have that job and he is getting frustrated with that kind of fighting. now we have other contenders reporting mark rowan, another federal reserve governor as potential additional names on the list, given all the drama that's playing out. >> yes, thank you very much for that. elise, they report several people in trump's circle that would express the astonishment on saturday, that he would push for his choice for this really important economic role, while they had not made up their mind yet. obviously this is a person who has made a lot of money in his life. he's used to deciding how to spend it, right? and he believes his input is valuable. but what is the danger in having it play out on social media? >> reporter: and elon musk seems very empowered right now, and especially if he's actively campaigning. and he is actively campaigning for howard. and for now, he's having a good

ride, and trump seems to be tolerating, enjoying it, and the trump family seems to be enjoying it to a certain extent. you know, that there is only room for one star at the end of the day. so i do wonder if that relationship will have a term limit on it. but you look at how trump has gotten annoyed with the transition chair, who is seen as more favorable and with bitcoin and to implement tariffs. would trump actually go with a more traditional pick? and that, i wonder if he will still try to shake things up and make good on the campaign promises like the tariffs, enacting the sweeping tariffs, who is going to be willing to do that in the end of the day? had and i'm still watching this one, and as with everything trump, anything could happen. >> the tax cuts, what it might mean for the deaths that there are so many things around. but let me ask you about the other part of this and that he was asked about his and elon

musk's approach to the new government efficiency commission. here is what he had to say. >> we expect certain agencies to be deleted outright and we expect the massive cuts and others that are overbilling the federal government. so yes, we expect all the above. >> and the american people will have no reaction to it and when you eliminate the entire work force. but beyond that, what happens if they want to cut something that trump doesn't agree with or they want to keep something that he wants gone? >> and they're out, i think. keeping something that he wants gone. and i doubt that there will be that many disagreements where they seem in sync in terms of cutting everything and anything that they could do to move

we have breaking news out of manhattan where two people are dead after a stabbing spree that appeared to be unprovoked. one man has been arrested. five city mayor, eric adams, briefed the press again where he spoke about notifying

police. where they were able to apprehend the person who we believe is a suspect. we want new yorkers to know that we're not looking for any addition fall suspects at this time. >> that is a quick thinking and brave witness. adding that they have severe mental health issues and questions about why he was out on the streets. to texas now, where there are still no arrests, three days after a southwest airlines plane was hit by gunfire, moments before they took off from the dallas runway. no one was hurt in the shooting, but the bullet managed to pierce through the cockpit. nbc maoris is a marissa parra joins me now. they had no idea what was

happening. they didn't hear or see anything. they were about to take off. plane was taxiing, and it was suppose to take off for indianapolis, but instead the pilot told all of them they would have to deplane. but first take a listen to a part of the interview. >> i pilot said there is a rattling outside. >> just thinking it's a mechanical issue. and with that bullet, they could hit anywhere. >> and so it wasn't until later that they found out along the rest of us that the bullet had punctured that plane and that is around just before 10:00 p.m. on friday night. and one runway was closed down, where they reopened. but our understanding is that they are still investigating where that bullet came from and who fired it from.

worked on his case. nbc ryan riley is reporting. tell us, ryan, what the suspect allegedly did on january 6, and then this murder plot that officials say came later on? >> reporter: yes, recently convicted on those january 6 f charges or most of them at least. it was at that trial here in washington. but there is a separate trial. on january 6, he was about the fourth person in through the door. you can see him in there, wearing the sweatshirt that was used to identify him. he comes in the door there and then kicks that door open as you can see right there on your screen. so he's been convicted on those charges. and that's interesting and a fascinating thing about the trial that they were illustrating that he had at least a gun holster, tucked into his pants and also ammo on his left hip. they were not able to prove over the top that he had a gun, but he certainly, by the evidence, he would have a holster, and they were suggesting that he had a gun, but that wasn't essential to the charges. on the separate case, basically what happened is he allegedly

teamed up with a friend of his, and to kill fbi agents who are working on his case. he had documents regarding the investigation into him. he had some names and was going down the line there. so jury selection is set to begin and it is underway in tennessee where all of this is going to be unfolding in federal court. you know, we're not sure exactly how long this trial would end up taking place. but it comes at a time when there are a lot of threats to prosecutors and the fbi, individuals who worked on some of these january 6 cases. so this will be one to certainly watch going forward, chris. >> ryan reilly. thank you. coming up, big named athletes targeted in the series of break-ins while they were away playing games. could all these cases be connected? and troubling update on racist and hateful text messages being sent anonymously after the election. the new groups now on the receiving end of them and what the fbi is doing about it. that's next. encouraging news that
