the margin so i would get more pieces of paper. the answer for democrats just to print the next for whoever, mike johnson, just .2 font. then no one will know the difference. it looks like the american government will remain open for business -fplts today, 170 republicans voted with 196 democrats to avoid a shut down. the fact that this was even in question is a testimony to the utter chaos of the republican party. i mean after all at the start of the week, this outcome seemed like a given. the government would stay open. democrats and republicans had hammered a deal to keep the government funded into next year. but then thon wednesday, the richest man in the world elon musk decided to blow it all up by demanding that republicans

kill the bipartisan agreement calling it a horrible bill. and then donald trump and j.d. vance followed suit saying that they too opposed the agreement that had been negotiated and issued a significant new demand at the 11th hour. trump demanded that republicans refused any bill that did not increase the debt limit because trump had now decided that he did not have to be responsible for raising it on his watch. so that was trump's red line. that was the reason why he absolutely could not support the original agreement. the reason much of this country was holding its breath. and worried that the federal government might shut downright at the peak of the holiday travel season right in the middle of the holidays. three hours from now. well, the house passed a bill to keep the government running. and in it, in that bill, there is no increase in the debt limit. donald trump and elon musk

lost. so did jd vance but he is sort of a minor character here. these men did not get the one thing they demanded out of these very high stakes negotiations. trump wanted something, and members of trump's own party refused to go along with it. as the new york times puts it, this fight laid bare a disconnect between trump and their party which could up end the effort to pass transformative tax and policy legislation with the tiniest of majorities. even as trump has displayed a laissez-faire attitude about it. it is a seemingly irreconcilable difference between a party full of people who have spent the last two decades railing loudly against

the national debt and this guy. >> i call myself the king of debt. i'm great with debt. i've made a fortune by using debt. if things don't work out i renegotiate the debt. >> what we are seeing tonight is that all of the havoc, musk and trump created was for nothing. elon musk and donald trump brought on a completely unnecessary crisis for republicans on the hill and democrats had to isbe the ones bail them out of it. >> house democrats have successfully funded the government. house democrats have successfully stopped extreme maga republicans from shutting down the government. crashing the economy, and hurting working class americans all across the land. >> that dynamic sounds familiar. it's because nait is.

it is literally the story of the 118th congress. this congress. back in september of 2023, the republican controlled congress was teetering on the brink of a government shut down. and it was democrats who swept in to rescue the country. with 209 tdemocrats voting wit just 126 republicans to keep the u.s. government open for business. again, republicans were in control of congress at the time but they couldn't get enough votes in their own party to avoid a shut down. and then 45 days later the same thing happened again. the republican controlled house brought the country to the brink of a shut down, right before thanksgiving and democrats once again swooped in to save the day. here is democratic congressman sean caston at the time. >> i hope you're thankful for that time 45 days ago, when you were driving us to the edge of an economic shut down and once again, democrats stepped up, helped you out and made sure we

kept the government open for the american people. i hope you're thankful this time this week when democrats once again had to be the adults in the room. didn't throw any punches but made sure though the republican majority could not stop the gapt measure, we did it. we kept the government out for a few weeks. >> i hope you're thankful. in january of this year it happened again. democrats once again had to provide the votes to avoid another government shut down. then it happened again in late february with democrats once more coming to the rescue. i know, it looks like i was just showing you the same headline over and over again. but i promise you these really were separate events from the last two years. it wasn't just government shut downs on everything from national security matters to the national defense bill, to bipartisan tax policy. speakers johnson and mccarthy both relies again and again and again on democratic votes to carry the n day even though the

own party was in charge. and now democrats have done it one more time. but if republicans are hoping that democrats will keep bailing them out in the next congress, the 119th congress, well they may be in for a rude awakening. throughout this congress, and tonight, democrats have been operating with the knowledge that a fellow democrat was sitting in the white house. that if republicans drove the country into a government shut down it would be the biden administration that had to deal with the fall out. but one month from today, that all changes. republicans will control both houses of congress, and the white house. it will be up to them to find a way to govern. and if this week is any indication, that is going to be one hell of a spectacle. joining me now is democrat of

vermont congresswoman debora ballard. please tell me what's going on and what we take away as a lesson of the last 24 hours. >> okay, so basically you have a situation where you have a very, very wealthy and inexperienced man who has no idea how to govern. swoops in at the last minute, of course i'm talking about elon musk who made some demands of the government. he said we're shutting down the government until president trump takes over. he laid down the law, this is what's going to have to happen. what happened is 38 republicans stood up to elon musk and to trump. this is a, you know such a loss for this incoming president. he has been weakened by musk. because it's clear that musk is the one that is calling the shots. so he says what the game plan should be. trump catches up a few hours

later. and then, johnson backtracks from the deal that was struck. and again, this is another piece. you did a wonderful wonderful job laying out how we had been here again and again and again. and the other thing that i want people to understand is, we do not know who we're negotiating with. because we make a negotiation and then, the deal is signed. we have to come to the floor. this was just hours away from where we're going to vote on the floor. and then everything changes. so we can't rely on johnson. he is not a man of his word in the same way that mccarthy was not a man of his word. and so, as jeffries has said, who are we negotiating with. it sure seems like we're negotiating with a boy billionaire who's playing. why is he doing that? because he has $50 billion wrapped up in federal programs. $50 billion.

>> you guys mentioned a very important lesson for democrats in all of this which is what is the point of negotiations. as you said this was locked and loaded. this was something that was going to go to the floor and get passed and then it exploded because an unelected billionaire decided to send a bunch of tweets. with that reality in mind how are you thinking what happens after january 20th when there isn't going to be a democrat in the white house. the republican majority is going to be even slimmer than it is now. and democrats, i mean are you going to be as inclined to basically help save the day the next time the republicans are in disarray which could be i don't know january 21st. >> oh, absolutely. we're going to start in chaos in the insame way this congress started. i am certain of that. johnson is going to be fighting for his life to retain the speakership. so yes, we are anticipating chaos. but we're united and i was saying today to a friend in caucus. like we will be demanding our

republicans have. that's not donald trump. he wants tax cut, he wants goodies to be handed out. what he wanted out of the deal is to not have the debt limit hanging over his head over the first two years or the entire term if he could have gotten it. that was the deal yesterday that the democrats didn't go along with. today's deal stripped that. so now he's going to have limitations. he's going to have to balance his tax cuts. i think the person that should be most concerned about his silence is johnson. i am heading to the magachella fest and they're not happy with johnson.

>> we're going to have a real point for leverage once trump is in office. the first meaningful thing trump wants his presidency he wanted it to start officially after election day. because he thought the economy was going to soar and he was going to take credit. this is part of his second term as well. which is utter humiliation. he came out and said we need the debt ceiling to be a part of it. it's not. it's at the hands of his own party. i would imagine for a man that has been feeling his oats if you will, and has been thinking he has some kind of mandate, this is an indication that there is a real cleave which is the representatives. >> matt gates who i just saw on the hallway. that was an l. he had to

withdrawal. like you mentioned, he claims this mandate. he comes in and you think, i actually would have thought. i was wrong that he would have such control over his own party at this point that people would just walk in line step and do whatever he wants. he takes these two losses, now you go into next year, with the speaker of the house who is tenuous at best. with an absolutely tiny majority in the house. because trump has chosen three house members. you oshave to have special elections, etc. majorities have two seats at least for a few months. it's going to be very challenging itfor him to pass anything then he's got a copresident in elon musk who is like making things harder for him. bunch of people in the house that are just not inclined to good to go along to get along. to me, every sign is that this is going to be a total cluster. and you know, that's encouraging. especially for those of us who

said, all i want is to get this debt ceiling renegotiated and that didn't work for him. so what we're seeing is the american pit bull politician that everybody fears to basically a yapping chihuahua who barks and barks and doesn't get what he wants. because look at how many republicans are already going against him. there's a good bit amount of frustration from what i'm hearing from democrats. because at the end of the day these were really important and good provisions they negotiated for. and they were the adults in the room. they did the right thing. they're the only party that are acting responsiblely these days and at the same time they got less than what was on the table and what they thought was locked in just a couple of days ago. we're not talking about months ago, a couple of days ago.

communicating. i think they're trying to protect themselves because of how deeply distrustful they are of so much of the operations of the federal government. i think that's really the crux of the issue. i think that distrust isn't well founded. but i think that is one of the hallmarks of this incoming administration. >> i would assume it also makes it difficult for the point of view of a presidential records act, right. he's not president yet. but i would assume that his digital hygiene doesn't necessarily get better when he's president. given trump's track record of, you know, taking classified documents with him down to mar- a-lago. mark meadows chief of staff burning documents in the fireplace. trump ripping documents sending them down the toilet. his staff having to tape back documents he had torn into pieces. this is not somebody who has a particular allegiance to a notion of keeping records for the archives, for the american people. do you see this as problematic

in the longer lens of history and understanding the machinations of the trump administration in the future. >> right now, this is a nonprofit organizations that's running the transition. they can make the decision on what e-mails they use. i doesn't project very well into the postjanuary 20th administrat ion. it suggests they're not ready to trust and adhere to the law in the way that they should. all of those transparency rules that we have, don't apply to the transition period. and so we know very little about what's going on right now and we probably never will. we for example don't really know all of the people involved in this transition. the names haven't been made public in any kind of complete way. there are landing teams spread out across the government right now. we don't really know who they are. whether they're following the kinds of concerns about conflicts of interest and ethics that have always marked this time period. so this does suggest some concerns to the future. once the administration is up and running. >> can i, and just on a

practical level because government efficiency is such a heavy horse of the incoming trump administration. you know better than i. but i would assume if you cannot look at any of the incoming information classified or sensitive, digitally. and it cannot be sent to you. you have to go physically to a location and go to a secure room and have a secured meeting that would slow down a transition greatly, would it not? >> no doubt. this is all about cooperation. related to that is the question of exactly how many people have received the security clearances necessary to even be briefed on these issues. the foot dragging on relying upon the fbi to do those security clearances as it has in the past, makes me wonder whether enough people have the security clearances today to be read in on the major threats to

nobody in the we have an update to the breaking news we have been following, two hours to go until partial government shutdown, senators are working on agreement to pass the bill to fund the government the next few months. they may not make it before the deadline but the good news is even if the government does shutdown, likely only a few hours and have minimal impact. after the senate acts, it will go to president biden's desk for his signature. amid the chaos on the hill today, the senate did get one big thing done. >> the majority has now confirmed more judges under president biden than any majority has confirmed in decades. this is historic. we have confirmed more judges than under the trump administration, more judges than any administration this century. >> the democratic-led senate

confirmed 235th federal judge nominated by president biden. that means joe biden has beaten donald trump's record i'm confirmed judges by one. today's confirmation turns out to be his last, he will leave office having secured one supreme justice, 45 appeals court judges, 187 district court judges, and two judges on the u.s. court of international trade. all of the judges will serve lifetime appointments making them part of president biden's legacy that cannot be overturned when donald trump returns to office. if that does not lift some spirits, there is this, real- life barn owl on top of a christmas tree, it sweet down the chimney earlier this week in arlington, virginia. according to the animal welfare league, gently captured and released back to the wild and will hopefully come to my house next. or even better holiday present, it is time for the last word with ali velshi.
