capitol hill. today, both republicans and democrats are declaring victory and the government funding showdown. democrats are highlighting passing a funding bill that did not lift the debt ceiling. >> the republican party that is not really interested in helping out working-class americans, but is really determined to enact massive tax cuts for the well-connected corporations, that was the centerpiece of donald trump and elon musk, their demands, with respect to recklessly trying to suspend the debt ceiling and secure four to $5 trillion blank check. we stop that from happening. >> republicans are celebrating voting for a new funding bill with fewer pages.

>> the size of the stack of what we were originally presented, we started out with 1500 pages and we got it down to 120. >> it with my 1572 page document that was full of pork down to 117 page document. >> also, democrats are focused on chaos and the rocky road that led to the bills passage after the midnight deadline friday. >> this is a predictor of what's likely to happen. we're not just going to have president-elect trump as a linear, rage tweeting at 4:00 a.m., we will have elon musk also injecting instability to how we tackle important issues for our country. >> republicans are pushing back on criticism in recent days of the dynamic between elon musk and president-elect trump. >> we are bringing in the richest and most successful man in the united states in fact, in the world, and president trump has got him to come into be the government consultant. >> the fact is that elon musk

exposing this meant every one of our offices when inundated with calls from our constituents. >> when elon and the back came to us to talk about the committee and everyone was all fired up, i tweeted and i had over 1 million views. >> it feels like as if elon musk is our prime minister. >> unelected. >> unelected but he has a voice and a large part of the voice is a reflection of the voice of the people. >> one democrat today is offering advice on how to navigate the anticipated chaos over the next few years. >> you've got to chill out, you know, the constant you know, freak out, it's not helpful. so, pack a lunch, pace yourself, because, he hasn't even taken office yet. >> also new this hour, there is new hope for a cease-fire deal in the middle east that's coming today from democratic

senator and cardon. >> we are on the verge i hope, of a cease-fire, the return of the hostages, there's active negotiations taking place. we have real promise in lebanon with new leadership to be able to make that a safer country and then of course, in syria, with the downfall of the regime, there's real opportunities and the president, has been actively engaged with our partners in the region. >> we have several reporters and analysts in place ready to go over all of these new developments. first, let's turn to julie who's on capitol hill. julie, we are hearing from lawmakers since the last minute passing of the funding bill. what are they saying? >> lawmakers are presumably and understandably being asked about house speaker johnson's future and that's because of course after he got through the chaotic 48 hours that eventually led to the very slimmed-down version of a government funding extension into march and without the debt

limit increase that of course president-elect trump hammered down on republicans, now johnson has to face is next big test which is trying to hold on to his speaker's gavel. january 3rd there will be a vote on the house floor because of his even further shrinking majority next congress, johnson would only be able to lose one vote and still remain speaker if all democrats vote for jeffries as expected, so it's razor tight because we already know of at least one republican, thomas massey of kentucky who has been saying for months that he will not vote to reelect speaker johnson. but perhaps the developments and what happened in the 48 hours with johnson needing to get a new plan forward on the floor and of course democrats still needing to provide the votes to get it across the finish line, maybe that'll make him lose confidence in johnson, and that's exactly what we

heard. i do want to play for you a soundbite from congressman bacon, he's a moderate republican from nebraska. he got very closely reelected in november, there were threats against him because he had gone against the leadership before, he had gone against trump before and he's not afraid to speak out against the rabble- rousers in congress who try to drop mccarthy successfully and again tried to throw out johnson last year. take a listen to what he said today. >> i can't say that he's going to be the next speaker because you have the alex witt reports from kentucky is going to oppose him, by the way, he was going to vote against speaker johnson, he is weakening our congress and it'll strengthen

the hand of hakeem jeffries. i'll be blunt. >> is going to be blunt, he's not wrong, that's what we heard and it's a replay of the chaos we saw in the beginning of this congress that is sending the way that it started again, and chaos. what bacon is talking about later on in the bight is he said they did have some amendments, some resolutions that were floated among moderate republicans that they wanted to hamstring those conservative house freedom caucus members from be able -- being able to cause chaos and we will see if they can get that done. we now go to, who is in phoenix, arizona where president-elect trump is speaking right now at a conservative convention, so this is a conference that care towards younger, college-age republican voters. what are we hearing from president elect trump today? >> you are exactly right, this conference is geared towards college age voters and much of it so far has seen them bask in the postelection glory that led to donald trump's victory. president trump among the first

things he said today was in reference of that and he praised the work of turning point and discussed the fact that he's over performed with not just young voters but black voters. they think his decisive election victory gives him the right to enact all his agenda items. this is what president-elect trump had to say earlier about his performance this november. >> we knew bad things happened

in 2020 and if i didn't know that we won in 2020, i wouldn't have done this because it would have been like the ultimate pole, right but we won by a lot, and this time we said look, now we've got to win by a lot and we one by so much, they threw all their placards, they wanted to protest, they were all set and about 9:00, they said man, this guy is killing us. they threw the placards and they went home and we had no riots, we had no anything. >> you heard the president- elect there say that he decided to run again because he believes that he won in 2020 and his performance last november only confirmed that belief, of course as nbc often says and as we know, there's no evidence that the 2020 election was unfair or fraudulent but that's not a belief that donald trump is keen to acknowledge. one thing we can say we are from the president-elect so far, is he has praised different cabinet members and again, called on republicans to support his agenda. >> really interesting to think

about the fact that he still talking about 2020 given the fact that he won in 2024. thanks for your reporting from arizona where trump is continuing to speak for joining me now is jacqueline l maney, jackie, this past week, we witnessed elon musk and his growing influence in washington, d.c. as he helped to tank the spending bill but ultimately there was government funding, he was part of the voices that were pushing for it. you cowrote a piece about musk this week saying in part, quote, musk outsized role in sending the federal government careening toward the potential shutdown before christmas has alarmed democrats, academics and watchdog groups while some republicans said his intervention was uninformed. we heard house speaker johnson say after the final house bill passed that he had a phone call with elon musk as well, so basically, i'm wondering, how

real is elon musk and his influence in capitol hill and is a growing or is this something that could be short- lived? >> thanks for having me today. his influence is very real. this is someone who is on the president-elect's side since his victory and i think this episode really underscored the political ramifications that showed the unprecedented role that he can play in trump's administration. he's joined phone calls with heads of states, and he's weighed in on cabinet pics. but i think we also saw this week was the limits of his influence, at the end of the day, the package that was ultimately passed by house republicans was not reflective of all the things that musk was asking for, and only marginally less money than the original package that musk was advocating against. so i think there's going to be some growing pains here as these two you know, almost equally influential forces are working together, and as those

obvious incongruities that have showed up between what musk is advocating for, the deck -- department of government efficiency versus some of the things that are clearly trump's priorities now like raising the debt ceiling which essentially would be congress writing a check to pay for the priorities that musk once to cut. >> we've been covering trump for several years, there's the idea that elon musk and trump remain close now but could this backfire at all, given the fact that people are calling him a shadow president? >> this is something democrats are certainly trying to drive home. it's become a popular messaging point that was picked up towards the end of the election as musk got more and more politically active and started spending his own personal wealth on some of trump's political

priorities and getting out the vote efforts. and it's messaging that democrats really drove home this week especially the messaging of corruption that musk was advocating for priorities that benefit his financial wealth and his stakes in the government but what trump advisors tell me especially this week in particular, is the strategy of trying to drive a wedge between the two, that's what they view as akin to what people try to do with steve bannon and donald trump at the beginning of the 2016 administration, this will not end in the same result. as you might recall, bannon was a top adviser to the former president, working in the white house and received lots of media praise and accused of being you know, again, the president and that led to his quick ousting from the white house but in this case, musk is someone who trump advisors say this isn't going to necessarily work in the same way and musk -- he's his own person, he's

not a staffer, he is working on all of this from his outside capacity and that they don't first see a break so to speak anytime soon. >> it's interesting that in the end the spending bill passed to fund the government until mid- march. it was supported by all democrats but lacked the support of 34 republicans. what does that tell you about the strength of the republican coalition? >> it test the limits of trump's influence, yes, he won the political mandate and that gives him the right to sort of push through a lot of these controversial and extremist polities -- policies but what you've seen is republicans sort of providing this firewall, even his top allies, amongst this group of 38 republicans, many of these people are maga adherents but at the end of the

day they also consider themselves principled conservatives who in order to be true to what their constituents voted them into the office for, means sort of being consistent with their ideological purity in some ways such as the debt limit, which is, you know, yes, we will raise the debt limit if it comes down to it but not without you know, paired with structural reforms. so i think the president is going to have a very hard time trying to implement some of these policies that he wants to do, as we pointed out, there are these incongruities between you know, these ideological inconsistencies that you have to grapple with. >> it's interesting that you talk about incongruities, it's an eloquent way to say there could be a big mess next year when you think about the things

the incident and how to something like this even happened when you think about the fact that this was a friendly fire incident? >> reporter: this fighter jet was part of a strike group that's been carrying out operations against the rebels in yemen, earlier this morning it took off from the aircraft carrier the harry s truman and then it was mistakenly shot down by another american warship, the uss gettysburg. the two pilots were able to eject safely and they were rescued from the red sea. one of them have minor injuries according to u.s. central commands and a full investigation is now underway and the purpose of that investigation is to answer exactly that question, how is it that american forces shot down one of their own jets, a jet that cost the taxpayers more than $50 million, just to put a little bit of context

here, yamiche , this jet was down a couple of hours after american forces carried out a series of strikes against the houthi rebels and they say that during those attacks, fired back with both antiship missiles and with drones, so it's very likely the crews of those american ships were on high alert in the early morning hours, now the houthi rebels are claiming that they shot the f- 18 down themselves and the us military says that is not the case and this does appear to be an incident of friendly fire. in terms of what these american forces are actually doing there, you will remember that the houthi rebels have been targeting shipping vessels in the red sea blocking out one of the key shipping lanes for more than a year now since the start of the war in gaza and they've also been firing ballistic missiles at israel, two of them broke through israeli air defenses earlier this week, hitting in the tel aviv area and one of them actually destroyed a school but nobody was injured, the missile came

down before school started but it's a reminder that while hezbollah and hamas, iran's other big proxy groups are weekly -- weekend after fighting with israel, the houthis at this point, remain undeterred. back to capitol hill now, where congress ultimately avoided a government shutdown after this weekend, after president-elect donald trump through a bipartisan funding bill into disarray. some are praising president biden's choice to stay out of the political mess. >> the interesting thing about this process is president trump has been extremely involved in it but where was president biden? the sitting president was not engaged with us at all. and as it unfolded, the american public may have wondered where was our president? >> there are republicans, who have been saying that joe biden, once again, outsmarted them, is he a savvy political

operator who outsmarted them, someone who had the sense to step back and let them keep fighting with each other and in the end, got exactly the spending bill that he and his administration and democrats and congress have been fighting for or is he someone who's completely awol? i think it's the former. >> joining me now is meghan hayes, she formally served in the white house. the white house press secretary said the president made calls but largely left this to congress to figure out. what is the political calculus here? is the president, president biden, leaving this to congress, was this a smart decision, was it a calculated decision? >> i think it is calculated, the president is savvy when it comes to these things. i'm sure his administration and the president were behind the

scenes. i think the white house was involved and i think it was smart to step back and let the republican party fight it out. let them have their own battle and the democrats will stand by and help when it was time for the bill to come back. >> what do you think this means for the next administration and really, the years to come when you think of the fact that this is already the chaos that we are already seeing this close to 2025? >> i think president-elect trump, he doesn't have the mandate that he's been talking about for the last couple of months. i think the republican party is starting to realize they are going to meet democrats and they are going to have to learn how to compromise and negotiate to get any agenda out of the house over to the senate. i think they are realizing that this is not going to be as easy as they think it is to get president-elect trump's agenda

fourth and they are learning that is going to be much more challenging and they better start learning how to work with democrats or nothings going to happen for two years before the midterms. >> the wall street journal has a scathing well sourced article outlining concerns about the president, president biden's mental acuity going back to the beginning of his term. did you see or hear anything that sounded as if there was real concern about president biden's mental acuity or do you think this misses the mark? >> the president had an aggressive agenda and had a lot of things past, and i think people will see the effects of the infrastructure bill and they will see the effects of the chips and science act and yet more jobs created than any president in modern history. a lot of these things are missing the mark. is he the same person he was when he was vice president?

president trump is a negotiator because he's a very successful businessman. the president negotiated all the fact that the democrats put in there and got a good bill. the success goes to president trump. >> there's a very narrow majority for the republicans, they are going to meet democratic support to get a lot of important legislation passed, and certainly, when you make a deal and then you back out of the deal, it doesn't build a lot of trust with the other side. >> today, republicans and democrats alike are trying to put a spin on this past week's budget chaos. lawmakers narrowly avoided a

government shutdown with a continuing resolution that kicked the can down the road to mid-march. with me now, host of the caucus room podcast and ceo of pine street strategies along with susan dell per show. and congressman david jolly. thanks for being here. who are the winners and losers of this budget fight, it was so messy but who do you think won and benefited the most? >> republicans clearly lost but maybe they won because they realized the tricks that they try to play this week aren't going to work in the new congress. in some ways the map hasn't changed, it's gotten harder for republicans and what we know from the last two years is for anything to get done, it takes a coalition of democrats led by jeffries to deliver votes to republicans, we saw it on ukraine funding, the last debt ceiling increase and keep keeping the government open last year and this year and

that will be the same in the next two years. the question of winners and losers also comes down to mike johnson because what we also saw is the ability of mike johnson to stand for reelection, it gets tenuous. 1- 2 republicans if they agree to not vote for johnson, we are back in the fiasco we saw after kevin mccarthy left. the only thing that can save mike johnson and allow them to keep the speakership is that no one else wants it so maybe the reality is like johnson hold onto the job because there is no alternative. but right now going into january 3rd, i be worried if i was mike johnson. >> season, i will point out that there may be someone who is looking at the job of house speaker, that being elon musk. what do you make of how this week played out? >> i think really, it's a wash

at the end of the day because i don't think it's going to register with a lot of americans, because everything happened so fast and we didn't have a shutdown. yes, we now know how vulnerable republicans are or how small that majority is but we cut a new that already as david said, just kind of reinforced that. i think democrats missed an opportunity, though, by choosing to go after elon musk in this, and trying to kind of as you mentioned in your earlier segment, push donald trump a little bit, kind of push his buttons. it should have been labeled as donald trump's fiasco, he's the one that is pushing to get things done so he can benefit the wealthy and try and push through his tax cuts, so, i'm a little lost in that message. the other thing that would be very concerning to me if i was donald trump is, if johnson is a speaker on january 3rd, it's very likely that it'll take several days if not weeks to get a new one. but on january 6th, he needs to be certified, so that is in fact a little problematic, i think, for the incoming president. >> yeah, and winners and losers

here? >> i think, all of this was an incredible 48 hours of theater but at the end of the day, the american people win because the bill that passed, that continuing to fund the government, that's what the american people have gotten under the biden administration, this is joe biden's bill, and everybody is more than happy with it. there is no universe in which donald trump the pr marketing man was going to allow the government to be shut down right in front of his watch however, i was mostly fascinated by what i saw to be this absolute star wars bar scene of the unlikely bedfellows develop, and we are going to see that play out in a real way leading up into march 14th when the resolution to fund government has to continue but really all throughout this congress, there are deals to be made and there's a lot of legislative opportunity in the

gaps, closing -- starting in january. >> there is this idea that republicans don't have both chambers right now, they don't have the white house but they will have all of that next year, does it get better or worse in january, and what does it mean that possibly in mid- march you will have to fight this all over again with the idea that trump will want to push through his agenda? >> i think folks are going to have to find ways to work across the aisle and work together. i've been remarkably inspired by some of the behaviors i've seen particularly from senators warnock and langford, there could be no wider gap between them politically but they are talking about trying to lower the temperature and say, the business folks are in town, there's still a space for activism and everywhere someone's going to have to try and find a way to work together. what that means for not only passing the cr on the 14th but anything happening in the first two years of this trump

presidency after which he will be effectively a lame-duck, this is going to be the wild west and it's just a fascinating time to watch any universe of things that could develop but i would suggest the democrats, it's certainly not all over just because republicans control all three of those major chambers. >> when you think about that, david, i want to point out this op-ed that was in the washington post about republicans and their lack of plan and direction, it writes, no, by itself, by itself is not an agenda. the gop has gotten good at being sort of angry and loud minority, and they were able to capture all chambers in congress next year but what does that really say about sort of the power they will have once they have it. >> look, republicans are good at being an opposition party, terrible at being a governing

party and particularly in the house when the numbers are so narrow, so i'm not sure donald trump actually has much of a policy agenda. we know they want to do immigration and taxes and i think republicans on the hill will get that done. on everything else, including keeping the government open again in march, it is going to be a coalition that includes jeffries and democrats, this is where trump would be smart to just not pick a fight. if elon musk and donald trump had kept their mouths shut, nobody cared what was happening in washington. i think to susan's point, even though it happened very quickly, there was no shutdown in the end, so donald trump and republicans just looked week and they set themselves up for weakness. if they accept the size of the coalition in the new congress, you will see them pass immigration and taxes but beyond that, looking at a hakim jeffries house again, like the last two years. >> elon musk was mentioned again and he's trying to downplay claims from democrats that he's really the one in

control as there are meems online showing him pulling the strings with trump, he says all i can do is bring things to be attention of people so they can voice their support if they so choose but at a certain point i wonder, does president-elect trump get annoyed at the idea that he's not seen as a person with all the power and he's seen as someone who is listening to whatever elon musk tells him to do? >> it could go that way, i don't think it will because elon musk is really playing this all for what it's worth, in that as long as he stays on the president's good side and keeps kind of taking him along and feeding his ego, he is going to get those government contracts that he so desperately needs for his business. and he has even been leveraging his relationship with the president in talking to other political constituencies globally. take germany, he is now speaking to basically a far right group in germany as they try and put together their government and being an influencer there. elon musk, he knows that in a
