good evening. we are continuing our coverage on the attack in new orleans last night around 3:00 a.m. this morning a man drove a truck into a crowd on bourbon street in the french quarter of new orleans killing at least 10 people and injuring dozens more. we are waiting for the news about some victims hospitalized. on the back of the truck the attacker appears to have mounted in isis flag which you can see in the photo. the fbi says they are investigating as a terrorist attack and whether or not the suspect had any ties to isis. the suspect has been identified as a 42-year-old american and military veteran named shamsud din jabbar . he was reportedly a lifelong resident of texas born and raised. in the last hour police in houston, texas arrived at an address associated with the

attacker. bourbon street remains an active crime scene as you would expect. police say they found weapons and improvised explosive devices inside the truck and crucially that other explosive devices were found elsewhere in the french quarter. for senior law enforcement officials told whether other people were involved in placing two possible containers in the french district which may have contained explosive devices. sources say that video shows some people near the explosives but it isn't clear from the videos whether or not these people actually place the devices or whether they were just looking at them and moved on. earlier, we learned the fbi believes the suspect did not act alone in this attack. law enforcement officials tell nbc there's not an active manhunt for any named suspects at this hour. also under scrutiny is whether security measures undertaken by the new orleans police were sufficient to prevent this kind

of attack. the city of new orleans had been in the process of replacing the barriers in high- traffic areas around the french quarter. new orleans police superintendent said officials tried blocking areas with police cars and officers but that the attacker was able to drive around them. we are also sadly beginning to get names of the victims. among them, who went to high school in lafayette louisiana and played wide receiver just a few years ago from princeton university. a 37-year-old reggie hunter, father of three also at this hour we have our eye on las vegas where a tesla cyber truck has exploded outside the trump hotel sometime before 9:00 a.m. local this morning. at least one has died, seven were injured. for the latest we are joined by nbc news national law enforcement and intelligence correspondent tom winter. what do we know about where this investigation stands at this hour?

>> the investigation because we have an update as well on the las vegas investigation but in new orleans they are continuing to roll out potential individuals and determine who is seen in these videos near these ied devices. on bourbon street you have the pickup truck that we've seen which was driven through bourbon street, goes around a police car. there is no protection on the sidewalk. goes down the street. you're looking at the aftermath here. 10 dead, close to 30 injured. a death toll believed to be rising or will be rising given the seriousness of the injuries close to the superdome you're looking at because that's where the sugar bowl was supposed to be tonight. it's been postponed 24 hours. in that car we are told additional weapons were found as well as a potential improvised explosive device, some sort of homemade bomb. at

around the vehicle. separately, there's two containers and we for different descriptions so i will call them containers for now that might be improvised explosive devices that are near where the incident occurred in new orleans. the question is did somebody plant them there and there's individuals seen looking at them, around them, but they may not have actually planted them. it may go back to the single act of this individual who is in the truck who you previously identified. that's the information we are hearing at this hour. that is something the fbi's actively looking at. that's where the investigation stands. obviously an investigation is fast-paced, occurring in real time as we speak here and an investigation also occurring in houston where the individual is from there's law enforcement activity there. things going on in two cities at all fast-paced.

>> you want to stay on this because the best we can do is to be as transparent as possible with what we do and don't know. a lot saw the various press conferences including one in which officials said we don't believe he acted alone. there is reporting about the videos. my understanding from your reporting and what our colleague said was at this point it's just an open question that is not definitively resolved and either directionat disconfirmed,it a possibility they are investigating, is that a fair way of stating where we are at? >> 100% that's where this they investigate and say that's not a real avenue for us to pursue and it's based on evidence or a potential avenue of evidence. >> let's talk about las vegas because this has been an interesting development. the images of the cyber truck arced

outside the las vegas trump property went viral. people thought it was an accident and so there was a bizarre symbolism and it was a cyber truck. it seems that this is been taken far more seriously. what have we learned about what authorities know and how they are investigating this? >> according to the reporting, right now three senior u.s. law enforcement officials say this explosion of a tesla cyber truck kind of in the portico were you saw the smoke rising from in front of trumps property in las vegas is being investigated at least initially as a potential act of terrorism and that it was quote intentional. there was a person found deceased, that is the driver of the vehicle. there were seven others injured as a result. they don't yet have a specific motive, but some things they found in the investigation

leads them to believe this could have been some sort of terrorist attack or at least they should investigated as such. interestingly i know people will say we have something that happens in new orleans, something in las vegas, the car that was used in las vegas, the cyber truck was actually rented from the same type of company. it's kind of like an airbnb for cars. it was rented and used in new orleans, so the driver of the vehicle who is now deceased at the trump international there in las vegas used the same car company, but we are told from multiple senior law enforcement officials there is no belief connection at this hour between what happened in las vegas and would have been in new orleans, i want to make that perfectly clear. no known connection between what happened in new orleans in las vegas. the president-elect soon to take office, it's his property in vegas. there's been an explosion that involved a cyber truck so what message is someone trying to send with that?

that's something that has authorities in las vegas, federal state and local quite concerned, quite interesting. you're looking at the aftermath there on the screen. it appears there is kind of an explosion, not an oklahoma city style car bomb type, but definitely the rear of the cyber truck pops out. there is a lot of smoke and kind of an explosive type of fireball thing that occurs initially and you're looking at the aftermath there on the screen. >> let me stay with you for one second. we don't have a publicly identified name for the suspect yet, but just to be clear i want to make sure we are on the same page that this was not a vehicle malfunction as i think people might've interpreted or that reporting indicates there was some explosives in the back of that vehicle. >> there was an effort to get that car to catch fire to create some sort of explosion

and this was not an incident of a tesla car having an issue. this was quite clearly a deliberate act we are told. i would expect there would be additional security measures taken into account around similar trump properties even once the president-elect is not staying at. >> that was extremely clarifying as always. thank you for taking time on such a busy day. >> it's good to have you, mayor. obviously a horrible day for your fantastic city. a place that is used to having lots of crowds, used to dealing with security, how are things in new orleans at this hour? >> it's obviously a terrible day. everyone's hearts are broken here. one of the things we do really well is welcome the whole world to have a joyful time whether it's a holiday, super bowl, the final four, you know the sugar bowl, mardi gras, it's one of

the things we do. our thoughts and prayers go out to all of the victims. thank you to the three police officers who ran to the fire literally in the middle of gunfire and took this terrorist out. to the medical professionals who do this better than anybody else in the country. our hearts are broken. now is a moment where it's really important there is clear command and control, coordination, communication between all the federal authorities from the president to the department of homeland security, fbi, atf, all those folks and the mayor to figure out what happened, why it happened and to make sure that things are protected for tomorrow night when the sugar bowl is going to be here and there will be 80,000 people in that superdome. and then finding whether or not there's any other accomplices which i know there is a loose thread on, but we don't know what we don't know right now. they're working hard on figuring that out and we want to support them.

>> obviously it's quite a thing to postpone. 80,000 fans expected that game would be played this evening but now it'll be play tomorrow night. are you confident that all of those agencies from federal to local can coordinate to make sure that is going to be a safe and secure event? >> you been to new orleans many times as have many other people. one of the great wonders is we have 30,000 hotel rooms within about a 35 square block area so a lot of people are walking all over the place all the time. it can't be overstated this individual wanted to kill a lot of people and when that happens that it's hard to protect against. there are secure perimeters they can put in place. when the super bowl will be here the security measures will actually be broader, but i think between tonight and tomorrow all federal officials, local officials are working hard to make sure the perimeter is secure. unfortunately when you have such

a cowardly act by someone like this they are almost impossible to completely and totally prevent but there are measures you can take clearly to make it harder. i know they working on that as we speak. >> i'd imagine for all the folks traveling new orleans or there now in anticipation things may take a little longer just to get from point a to point b. i passed through times square last night in new york city and there is an expectation of understanding what is necessary to keep people safe under those conditions. >> you can understand times square, although it was perfectly safe and secure last night on a regular day there are hundreds of thousands of people that walk up and down the street and if someone wanted to run over it would be hard to fix. there are perimeters that are set up. tomorrow night will do everything they can and i know they're working hard. the most important thing is to make sure there's no other perpetrators that were part of this. i saga report that there folks in texas right now. this was an american citizen

we have 10 confirmed fatalities from the truck attack this morning early at 3 a.m. in new orleans. there's dozens more injured, multiple who are in the hospital right now and the city of new orleans both reeling from the aftermath of the attack and having to figure out how to get 80,000 people in the superdome for the sugar bowl tomorrow, a game that was going to be played this evening which has been postponed a day. georges elise is in new orleans where he's been reporting on the aftermath of this morning's attack and the investigation of how folks are trying to both cope with what happened and prepare the city for the next 24 hours. george, what have you learned? >> reporter: i can tell you the bible is different than what

you would expect. you would still see revelers out and about. it's nothing like that right now. the announcement of sugar bowl being postponed you have notre dame fans, you ga fans here trying to figure out what to do whether they attend tomorrow's game or whether they choose to leave. coming into the city is an experience. take a look behind me. you can see the massive police presence at the intersection of bourbon and canal. there are cops and law enforcement everywhere as far as the eye can see. we heard from officials here saying they believe this individual did not act alone, presumably there's more work being done, as far as the investigation is concerned. you also mentioned the victim. there's people potentially still here that have to be found, identified so we are being very careful about the identification of those until the next of kin. we know from university of georgia one of their students appeared to be one of those that was hit during this terrible tragedy here. i want

to underscore how different and how quiet it is. this road would ordinarily be open, vibrant, colorful. obviously that's not the case today and not how people wanted to spend new year's day. >> george solis reporting live for us in a very somber scene there. i appreciate you taking the time . we will check back in. we are learning more about the chief suspect in this morning's deadly attack in new orleans. his name is shamsud din jabbar , he was 42, an american citizen born and raised in texas. three senior u.s. defense officials said he served on active duty in the army's administrative clerk from 2060 2015 including a deployment to afghanistan and served in the army reserve from 2015 to 2020 when he received an honorable discharge. quite a long record. officials say jabbar plowed his truck into crowds about 3:15 swerving around a police car that had been put there to

block precisely that kind of attack and killed at least 10 people and injured 35 more. he died during a shootout with police. they managed to kill him. these officials say they're still investigating jabbar's motives but they believe he was not acting alone although as we noted before it doesn't mean definitively they are aware of accomplices. the former cia director is nbc senior intelligence security analyst. the first thought i had having covered attacks like these over the span of more than a decade from small cells that were sort of operationally part of isys and to lone wolf inspired attacks like the one that happened on the highway in new york and in other places, it had been a while. when the fate was at its peak and isis was holding territory and producing propaganda inspiring certain folks to join

the cause, this was much more frequent and it's been quite some time since we've seen something like this. what are you thinking about as we learn more? >> well, if it is related to the islamic state or isys it does show that although the movement has been degraded significantly in iraq and syria it is still alive. there's still a lot of adherence to its radical ideology and whether or not this individual has been radicalized here in the states or weather during one of his overseas deployments or other types of engagements with those overseas, whether or not he was in fact directed to do this by isys which is still located in the syria iraq area it also demonstrates the availability of vehicles can be for a terrorist of potential, lethal capability that they employ. with the recent fall of the asad government and the rise of

the coalition which is a group of islamic organizations whether or not isis has been given a boost in terms of its fervor and momentum and interest in carrying out these attacks because it still does believe the united states is the ultimate target in terms of the center of western decadence and so whether or not this individual is part of a larger group that has decided to take matters into its own hands and carry out attacks in the states or whether or not he's an individual who has been radicalized, but did operate relatively independently. >> i want you to hang with us for one moment because we have joining us from washington and has some new reporting. good to have you. what do you have? >> we all saw that news conference where the fbi assistant special agent in charge and other officials made it very clear they believe the suspect did not act alone, that

there were others out there they were seeking and that was in part the basis for postponing the sugar bowl. what we are learning now is that may have been based on a misunderstanding. there was a video that appear to show or some investigators believe showed a number of people planting those to ied's for at least one of the two in new orleans that were found, those two bombs. those people have now been ruled out as suspects i'm told they were totally innocent, bystanders, that was a misunderstanding. that was the basis for the fbi agent and another saying we don't believe he acted alone, we believe there's others we are seeking. there is no manhunt. as far as we know it nbc news there is no other evidence pointing to conspirators. it does appear he may well have acted alone. the fbi's not prepared to say that definitively because they're running down every possible lead and even in cases of lone wolf attacks in the past we've seen the subject often

has contact with people online for example or other isis sympathizers , so they are not fully prepared to say he acted alone, but the idea their active suspects at large in new orleans or other places that are putting the public in danger, that appears to have been put to bed and is not the case. >> that's extremely useful information, thank you for coming back to give us that. let me ask you this, from a counterterrorism perspective we have seen these lone wolf attacks, the one that happened on the highway, the one that famously happened with the truck in nice which killed i believe 80 people in 2016 where there was a single individual operating. a more difficult challenge for counterterrorism intelligence when it's just one person then infiltrating a cell tracking group of people coordinating. >> it is. if a person is

operating alone, then they are not sharing information, they're not communicating with others, they may be online, they may be accessing certain types of information that might give insight into how to carry out an attack. just like the recent attack in germany at the christmas market it just demonstrates that individuals can get into a vehicle and mow down people. although you can try to prevent these attacks from taking place in particularly crowded areas or special events i know that's what people in new orleans and authorities are trying to do, it's difficult to prevent the access to these areas from all vehicles. it's a challenge for state and local as well as federal authorities. how do you deal with these individuals that might be taking matters into their own hands carrying out an attack but still try to protect the public from vehicle attacks? >> i was struck as preparing for today's coverage going back through the series of attacks

in different places in the world, particularly in france in 2015. there was the truck attack in nice, several in the u.s. inspired by if not directly coordinating, there was a period where there were a lot of these and it does seem to be subsided and to loop back around to the first question about whether you think there's any relationship between geopolitical events particularly in syria and some rekindling for isis or some different approach or footing they may be taking now. >> certainly for these extremists they don't need any more reasons to carry out attacks. they can reach back into history and do it. if you look over the past year or so in terms of what's happening in places like gaza, lebanon they could in fact feel motivated to carry out attacks, especially given the united states is the principal supporter and backer of israel.

they might in fact seize upon these issues that are taking place overseas to carry out attacks. we don't know what this individual's background is in terms of family, whether or not he has family in the area that have been killed or injured, so this investigation i think will continue. i think the bureau and local authorities are correct not to will out at this point at least whether he had any assistance either by encouragement or funding or something else. it is not surprising some of these individuals, for whatever reason, decide to carry out these violent attacks if they feel particularly grieved or if there's a personal reason to be able to lash out and doing something like this against defenseless citizens is horrific, but it is relatively easy for individuals to take these actions on their own. >> this is may be slightly outside your portfolio, but given how easy it is to do this, we have seen for instance in new york in the aftermath of

that attack on the west side highway along the bike path i believe killed eight people, mostly tourists who rented bikes for the day, the of retractable metal bollards basically to make it impossible the city of new orleans is in the act right now of transitioning, refurbishing and replacing those bollards in her preparation but it does seem like that is a pretty crucial aspect just from a design perspective, from a local perspective to create some friction and make it more difficult for these kind of attacks to have success. >> absolutely. it's my understanding that on bourbon street they had moved in some police vehicles to block the roadway, but that it seems to prevent individuals from accidentally going down the road or done drivers, but leaving aside box open it's clear they were not trying to protect that street from a terrorist attack. the question is whether or not there was in fact any type of intelligence or increase concern they had of a terrorist attack.

we are continuing to get more details about this morning's horrific attack in new orleans. authorities named the chief suspect, an american citizen born in texas an army veteran. the fbi had been investigating whether other people may have been involved in placing additional possible explosive devices in the area. surveillance video seemed to show people near those possible explosives but moments ago because i've seen a lot of reporting out there that has gotten a little ahead of the facts, our colleague reported that people in the video that prompted the suspicion he may have had accomplices have now been ruled out. they were bystanders. nbc news correspondent jesse kirsch is on the scene for us in new orleans. i don't know if that news and those developments or folks who appeared in those videos would seem to have prompted that

statement from the local fbi official about not believing he acted alone and obviously sending a chill up people spines about the possibility of accomplices. i don't know if the news filtered, but it seems if it holds encouraging at the least. >> yeah, i can tell you it's been a fluid situation out here, not the least of which because there was a football game supposed to be played behind me here tonight. at first it was play tomorrow night and then a short time ago we learned from officials it will now be at 3:00 p.m. central. they've moved it up about four and half hours from when it was supposed to be moved to. the timeline of the game shifting, we have been watching to see if they change the security situation and as i look out i've been gone for just about half an hour and i'm going to ask our photographer if you can, this is in real time where we are noticing see all the barriers, the ones with the yellow markings at the top? those were not there just a

couple hours ago. they have already expanded the harder perimeter here around this football stadium, this is supposed to be hosting the college football playoffs tomorrow for people that are not big sports fans it's effectively the college version of nfl playoffs. georgia and notre dame with the massive very fervent fan bases that are already in this city. this is supposed to be hosting the super bowl in less than two months. i want to tell you the thing that's stuck out the most from this press conference we heard with officials earlier today and stuck with me and is something we continue to look at is the bollards which are those beams, those polls that were supposed to be in place and in the midst of been repaired on bourbon street, the kind of thing you see lining sidewalks in public squares, we have them at our offices to ensure people can move about and not have vehicles hopefully getting in. those were in the midst of

being repaired. officials today said they've had other things in place including police officers, police vehicles in the area under repair. what they also said was there have not previously been and were not yesterday bollards in place along the sidewalks on bourbon street. that, to me, raises a lot of questions about if that was considered previously, why it wasn't and why they weren't in place and why they weren't being considered in the midst of this refurbishment going on because as the video we've seen shows this truck was able to just past a police vehicle and go straight down the sidewalk and make its way multiple blocks down bourbon street. i think that is one of the potential security failures here that is going to get a lot of scrutiny moving forward and officials have told us any potential defects they are looking at and are going to be making changes but knowing that

bourbon street was already something seen as a potential target for an attack or place where people would be out and something that was fortified, the fact that wasn't part of the fortification is ahead scratcher. >> jesse kirsch outside the superdome that will host the sugar bowl tomorrow at 4:00 p.m. eastern. it sounds like that has been shifted back up in the day. joining me now is a democrat from louisiana whose district covers nearly all the great city of new orleans. how are you? how are folks doing? >> it's a challenging time. thanks for giving this the attention it deserves. it's obviously a very challenging time when uptime such as a ringing in the new year, getting ready for the sugar bowl that this or these cowardice terrorists would choose to converge on the city of new orleans.

>> there is obviously ongoing security concerns because there's 80,000 folks trying to get into that football stadium tomorrow and a lot of people there -- excuse me, sorry. a lot are already in the city preparing to go to that game. have you been coordinating and are you confident in what you've heard about the resources being deployed from the federal government, the state to ensure that all of that can go smoothly tomorrow? >> yes, i've been in communication with the white house, with secretary mayorkas, the fbi, state police, new orleans police department and surrounding sheriff's. the president was very clear when he indicated he would make sure that all resources were available. the federal government is doing just that, making sure resources are available, the best and brightest are all available, on the ground, all hands on deck converging upon new orleans and this massive

crime scene in the french quarter to make sure that we spare no resources and leave no stone unturned as it relates to protecting the citizens, identifying who else may be a part of this terrorist plot and to bring them to justice. i know there's a lot of conflicting comments. i've seen the report from your correspondent. i would ask everyone to give law enforcement the opportunity to continue to follow its leaves to not get ahead of law enforcement who are working feverishly to provide resources to make sure that we are protecting our visitors and citizens alike. no one does a better job hosting and managing these massive public events like the new orleans police department in conjunction with our state police and sheriffs and the surrounding areas. a terrorist attack is quite

different. a terrorist attack by its very nature is to catch you offguard, to identify a weak spot and that's what they've done. we are redoubling our efforts to make sure the city is fortified and safe for our visitors and citizens alike. >> new orleans has been a beloved tourist destination for literally centuries. you could go back and read travelers accounts of going to the city all the way back to its inception people have been coming there to visit. a message for people for the city you represent about what this means for the future of that to an industry that's very central to the district you represent? >> the message i will send is we will take this as serious as anything to make sure that we utilize all the resources to make sure that the people who live here and visit here, literally millions who visit here every year that this is

something we take very seriously and we will spare no resources, we will leave no stone unturned and we will utilize every bit of science, technology and resource to ensure that the people that did this, the person that did this, however you want to look at it we don't know what that is now. it's an ongoing investigation. fbi is on the ground investigating, interviewing and working, but the bigger picture here is we will make sure that the people of new orleans and the people that visit new orleans are safe. >> troy carter who represents nearly all of that city, thank you for making time on a busy and difficult day. appreciate it. as we continue to learn more about the attacking new orleans top elected officials are responding as you might imagine to the violence. president biden told reporters his first reaction was one of anger and frustration.

kirsch noting earlier that under scrutiny in the deadly attack in new orleans is a security system on very crowded bourbon street where man was able to thrive to masses of people killing at least 10 and injuring 30 others. new orleans is in the process of replacing barriers known as bollards in that area designed to protect people and properties from vehicles. in the absence of bollards the police department said officials tried blocking the area with police cars and the attacker was able to get around them. >> we have been aware of the bollard situation for a long time. we did indeed harden those target areas where the bollards are. we have patrol cars out there as well as with the barriers. this particular terrorist drove around onto the sidewalk and got around the target. we had barriers, officers there and they still got around. we did indeed have a plan but

the terrorist defeated it. >> that's the police chief of new orleans. joining me now, former new orleans police officer. obviously, the blame here we should be very clear lies with the individual that chose to do this and to attempt to kill as many as possible and that is the first place to start this conversation, but do you think this could've been prevented with better security planning? >> i think security planning for the event and in the past was what they assumed to be able to work for this. when we have had major large- scale events in the past they have also put dump trucks in those streets filled with sand and with the situation and that being the case he actually drove past a police car, made a hard right in front of the police car and that's where he started hitting people in the crowd and

went up on the sidewalk just prior to that. that would have been hard to prevent, but there's always a second guess and another way to make things a little bit harder. >> the development, it's notable i think as part of the urban landscape in cities it is very true in other places the preponderance of these devices that are specifically designed for this and it seems also they become standard and a bit more advanced. they've gotten smaller, they used to be enormous concrete items in front of federal buildings and they've gotten smaller and more able to repel cars. it seems some kind of redesign is going to most likely happen in the aftermath what you say? >> absolutely. anytime you have a situation like this you go back and re- evaluate what transpired. it's the same thing with going back to where you had the

shooting of the ceo for united healthcare. at a certain point, they determine it's not necessarily to have detail once something happens and you have to really harden those targets off and really get things back the way they should be and should have been. i think in the future that you will see a new, more innovative plan that will prevent anyone from being able to drive around any of those streets. >> one of the things that draws people from all over the world to the french quarter is that you can walk around freely, enjoy yourself and not have to drive a car and that is in fact the attraction itself. we just got some news from the fbi, some very sad news which is an update to the dental. the fbi now said 12 people have died. 12 people killed in that truck attack. there's dozens were injured, some are receiving care in the hospital. mike, i know everyone associated with the city is familiar with planning for

major events and dealing with them and the city has an incredible we should say track record in managing security for huge amounts of visitors including things like the super bowl or college football playoffs. are you confident that in this chaotic situation, in the aftermath of something so horrendous and tragic that they can correlate effectively to get things back on track and provide security for tomorrow's game? >> absolutely. new orleans is one of the cities where we hosted the first super bowl after 9/11 where you had four presidents that came to that super bowl and were able to control and contain it. it's one of the situations to be frank also anyone who is willing to take the life of someone else would be able to take that other person's life and if you are willing to give up your own life it is very hard to make anything 100%. i think the city has the manpower allocations, the governor, the superintendent,

the state police and everyone putting additional manpower in and i think it'll be a very safe event when it transpires. >> the city also famously a place of remarkable resilience through the years obviously have seen a lot come through a lot stretching back to the very beginning of its lifespan. do you have any doubt at all that the city will recover from this? >> i have no doubt at all. we have had other tragic events. it's a large metropolitan city, you have some hard targets here, some softer targets here. again, you learn from your mistakes and the planning gets a little more in depth and it becomes part of normal protocol. i think you'll see it 100% will recover from this, will be stronger and security will be better in the future. >> mike cahn, former new leans police officer, thank you for joining our coverage
