right now. right now on ana cabrera reports a growing that toll and boosted security in new orleans. the fbi rushing to determine what led the u.s. army veteran to fly an isis flag and intentionally run over pedestrians on bourbon street and whether he had help. that searching for answers and potential accomplices ramping up with the city hours away from kickoff at the postpone sugar bowl. a terror investigation also underway in las vegas after a tesla cyber truck exploded outside trump international hotel. authorities want to know, could these incidents be connected? is 10:00 eastern, i am ana cabrera reporting from new york and we begin with updates out of new orleans following that gruesome new year's attack on bourbon street.

15 people now confirmed dead. dozens more injured after a white pickup truck with an isis flag plowed through the historic french quarter. the man behind the wheel now identified as shamsud-din jabbar . a 42-year-old u.s. citizen and army veteran, the fbi is now executing search warrants in multiple states trying to find out if he had any help and how he became radicalized. as new surveillance video from the scene comes to light, warning, this is disturbing. you can see a cluster of pedestrians in the street before that white pickup speeds toward them. the suspect ultimately crashes and gets out and opens fire on police, dying in the shootout. authorities from various agencies, state local and federal will provide a briefing with the latest updates on their investigation. we will bring that to you life. let's get you to new orleans right now. also with us, until correspondent, former cia

director john brennan and former fbi special agent. this is now a multilayered investigation at multiple scenes. where do things stand in new orleans? >> let's talk about the investigation first. you can see i'm in the middle of canal street. this is a major thoroughfare shutdown, still an active crime scene. bourbon street just behind your federal agents as well as local and state police still working there, that we have learned this morning they do plan to reopen bourbon street at some point to pedestrian traffic. they expect to get their work done on bourbon street and open to pedestrians at some point today. while the investigation continues there's also an airbnb rental home here in new orleans were agents have been looking for evidence they believe this may have been a home where the explosive devices found inside that truck as well as in the

french quarter where they were rendered safe may have been built and could've been built with the help of some friends of the suspect. they are looking very closely there trying to piece together exactly what the relationships may have been and how that may have been carried out. also in texas at jabbar's home in the houston area they executed a search warrant and said they are pouring through some digital evidence from his phone from a computer as well. that's where they are focused at this point as far as security is concerned and especially with the kickoff of the sugar bowl in just hours we have been told they really expanded the security perimeter around the superdome here. we know they have worked through the superdome several times since the attack and plan to do that again today, both teams and by the way locked down for hours yesterday before being allowed to leave their hotels and get an extra day of

practice before this game. >> at least 15 people dead, could that still go up and what are we learning about the victims? >> reporter: yeah, unfortunately we do believe it could go up. authorities tell us there are several people in the hospitals here fighting for their life and in very critical condition right now is how it's been described. we know they are continuing to get treatment and surgeries. as for the victim, if you have been named, many very young in their early 20s, a few teenagers as well, friends that were celebrating new year's or the sugar bowl game on the eve of that contest before it was postponed. a few have been named. tiger bech, an athlete who played football at princeton , you have reggie hunter, nikyra cheyenne dedeaux , matthew tenedorio, nicole perez, hubert gauthreaux and kareem badawi .

again, this is just a few of the victims here and a few families struggling now as this city is. you know new orleans, it's a city based on tourism, a city that likes to celebrate the three major events hosted every year are the sugar bowl which will go off tonight after being postponed, mardi gras is coming up and a jazz fest. they are a city that enjoys their celebrations, but right now there is no celebration. a lot of people are concerned about where they go from here. >> a city of resiliency as well as we have seen it overcome so many obstacles and tragedies in the past. the fbi not ready to conclude this attacker acted alone, take us into that part of the investigation. >> law enforcement officials have told us they are increasingly moving in that direction despite what was really kind of a misdirection yesterday when the fbi

assistant special agent in charge got out before the public and said we don't believe he acted alone. we are told that was based on a misreading of video surveillance evidence. they thought they saw other people liking the ied's found in the city of new orleans. it turns out those were bystanders, they been ruled out as suspects and the police chief said on the today show they don't have additional suspects, what they have are persons of interest. the louisiana attorney general told us last night she believed there were potential other people helping him build bombs at this airbnb. i'm not aware of any evidence of that. if they had evidence they would have suspects and that would be a different story but we don't believe that is the case. we don't believe there are terrorist suspects running around new orleans which is why they are allowing the sugar bowl to go forward today. that doesn't mean they aren't running on every lead. they're interested in is overseas travel, his patent radicalization but they are not saying right now that they

believe there are any additional suspects who helped him carry out this new orleans attack. >> ken dilanian and jay gray , please continue to report out anything new here on msnbc. director brennan, i'm wondering how our investigators going to rule out any involvement by others? are those reported ied's the key piece of the puzzle? >> i think it's one piece of the puzzle but they are probably looking very carefully at suspects media in terms of cell phone, computers, other things, what contacts he's had an pension of the overseas travel to see whether or not he was radicalized. whether or not he was accessing some of the isis social media pages. isis was very effective in terms of leveraging the digital environment and social media to incite and inspire attacks over the course of the past decade or so. this is one of the things i

think they will be looking at every single investigative lead to determine whether or not he was acting alone or whether or not there was some support he was receiving of any form when he was planning to carry out his attacks. >> the fbi putting out jabbar's picture saying if you know anything about him or this investigation please contact us, how unusual is that and what does that tell you about their investigation? >> because he's disease is not that unusual, but it does speak to looking for a lot of evidence in just the past few days of howard the device is constructed, was this individual alone or working with others or have any other associates and any other causes for motivation and ideological commitment. what's unusual about this, you see things financially, family, psychologically potentially all lining up as triggers towards radicalization, but based on

what we know so far the timeline for radicalization pushing towards isis and wanting to do an attack seems to be pretty short. very near the date of this attack, that's what they want to know, where there any signs we missed this individual was heading down a path to radicalization, what was the motivation, why bourbon street? was it tied to ideological motivations, had he been there before or did he just pick this night because it's new year's eve and this was a night he wanted to go there to do his attacks because he knew it would be crowded? >> president biden shared a key piece of information about the attacker. take a listen. >> the fbi also reported to me that mere hours before the attack he posted videos on social media indicating he was inspired by isis expressing the desire to kill.

>> if he was posting about isis or messages on social media about his desire to kill should he have been on the fbi's radar? >> it depends on the timeline. normally in an online investigation like this there's a network of online supporters who are really promoting isis ideologies, maybe advocating for violence or helping people plan violence. so far we have seen him posted videos which would be very difficult for law enforcement just to have information pop up on social media very close to the attack they would know to react to or know where to go to . i think this case is unusual for many we saw of isis inspired maybe a decade ago where you knew there was a community of like-minded supporters advocating violence, you would see someone talking about mobilization and that would give some sort of tip. this case hasn't seen that. it doesn't mean we won't see it but probably very hard to detect. >> director brennan you talked about how authorities are looking into jabbar's foreign

travel, how much that play to the question of whether he was just inspired by isis versus directed by isis in this attack? >> i think what they will do is reach out to his partners around the globe and in the middle east to see whether or not jabbar came up on their radar in terms of travel or whether there was interaction with individuals of concern. as mentioned, it's unclear whether or not this is something that was just a recent development in terms of jabbar's instigation of this attack in terms of whether he was seizing upon isis ideology because he was facing these financial troubles, he had mental health issues and other personal challenges or whether or not this was something developed over time in terms of his radicalization but this is something i think law enforcement and the intelligence agency are working closely together. we are less than 36 hours since the incident so this is still underway and i'm sure there's a

lot that is known by authorities that has not yet been released to the public. at this point it's unclear whether or not he had any assistance or help or the traditional loan after that decided to carry out this heinous attack. >> another key piece is that the protective barriers on bourbon street were not up because apparently they were under repair. we heard one official yesterday say they had a security plan but the terrorist defeated it. this wasn't some complicated 9/11 style attack. how much planning had to go into this and how difficult is it to prevent? >> in terms of planning it's not sophisticated. bourbon street is the one street everyone knows a new orleans, it's on a major day for activity and then i just wonder we see that footage there of the truck essentially darting around law enforcement vehicles. did he pass by may be many times, it was the time of attack chosen or had he been

circling for many hours to see if there was a potential gap to go through? one thing for an attack like this that's highly impactful is to look for reconnaissance. did we see the individual hours before possibly planning ied's or how well did he understand new orleans? had he been there before? that might be the reason he chose this location as he was familiar with it. all these things will come out in the next day or two as we start to learn more. >> director brennan i'm left thinking about the broader threat. i recall law enforcement foiled an isis plot that was targeting election day, this attacker seems to have been inspired by isis. what do these incidents a about that group's capabilities and their intent to strike inside the u.s.? >> isis has been degraded over the past years as a result of u.s. coalition efforts inside of iraq and syria. that does not mean isis still is not a threat. they still have a number of

adherents in the region and the recent collapse of the government probably has given them somewhat of a boost because some of those elements are within that coalition. i think authorities are going to be looking very carefully at whether or not isis will continue to be active in the united states through social media and in the digital realm and with the events coming up in terms of here in washington, d.c. and the incoming and alteration these are things they are redoubling their efforts to make sure they haven't missed any clue or indication of isis. >> director do you think today's game should be postponed? >> i believe it to the authorities. i think there've been some authorities in new orleans who said they wish they had an extra day. clearly they are trying to continue to ensure the game can take place and not inconvenience people beyond

with godaddy. back with more breaking news this morning. investigators probe potential connections between the bourbon street attack and an explosion of a tesla cyber truck hours later in las vegas. that vehicle bursting into flames outside trump international hotel in vegas killing the driver and injuring several others nearby. gasoline canisters and firework mortars were later found in the wreckage. moments ago to law enforcement officials confirmed the name of the man who rented that vehicle to nbc news as officials are working to determine if he was

the person inside the truck when it exploded. morgan chesky joins us now from las vegas. where does this investigation stand? >> still very active at this hour. we know overnight authorities were able to reopen the road in front of trump international and we got a closer look at some items they were able to recover when they processed that charred tesla cyber truck including the inventory that was gallons of gasoline canisters as well as camp fuel and in those firework mortars you could hear in that surveillance video capturing this incredible explosion that today is still very much under investigation. this morning, new details on the stunning cyber truck explosion that happened outside trump international hotel on the vegas strip new year's day. three senior law-enforcement officials briefed on the case telling nbc news it's been investigated as a potential act of terrorism and with questions

arising over possible ties to the attack in new orleans. >> we are investigating any connectivity to what happened in new orleans as well as attacks occurring around the world. we aren't moving anything out yet. >> investigators are looking into a possible military connection between the new orleans suspect and the person inside the tesla. according to two law enforcement sources authorities also confirming the vehicles involved in both incidents were rented from the car sharing company turo. the company saying they are heartbroken by the violence and are actively partnering with don forstmann authorities as they investigate both incidents. yesterday authorities revealing crucial evidence found in the back of the truck after the cruise contained the fiery scene. >> those are gasoline canisters. they are camp fuel canisters and large firework mortars. >> they say the 2024 cyber truck was rented in colorado and arrived in las vegas around 7:30 a.m. wednesday morning. the trump an hour later

exploding after less than a minute injuring seven bystanders and causing chaos inside the hotel. >> we saw smoke through the windows, we go downstairs and in the whole lobby everyone is trapped. >> video shows the truck been taken away by law enforcement and despite the charred aftermath authorities say the explosion could've been much worse. tesla ceo elon musk posting on x cyber truck actually contained the explosions and directed the blast upwards. officials stressing this investigation is just beginning. >> reporter: this morning, local authorities stressing two important things here. they are calling this an isolated incident despite it being an ongoing investigation. they say they do not believe there's any impending threat against the hotel or to the las vegas community. on the other side of the country we have learned overnight nypd is bolstering security in and around the

trump tower there in manhattan. >> thank you. clint watts is back with us now. morgan laid out possible links between what happened in new orleans and this other attack in las vegas. both suspects apparently with a military background. we don't know when or if they ever served together or how that might've had some kind of overlap. how significant is that? >> is interesting but not necessarily significant. something to keep in mind with both of these, the app used by many around the world, i think what's weird is you have two places las vegas and new orleans known for new year's and new year celebration both as the target but at the same point you would think if this was also connected let's say to the las vegas explosion they would've done some sort of motion similar to the truck

with the isis flag in the back. we don't have any indications yet so i'm not seeing a lot of evidence these two are linked but it is still too early to tell. we just got a name of the individual in the las vegas attack. >> they've i.d.'d the person who rented the cyber truck identified as matthew allen livelsberger but they are working to identify the person inside that truck to i.d. the body. where does that leave the investigation? >> it seems to be focused on this individual whether they can ring out any sort of connection. looking at this or their other indications such as social media posts about targeting the president-elect's hotel, using the cyber truck which is a chief backer of president trump, where these in active political terrorism? that's why you hear the investigation being seen as a terrorist investigation. this is a vehicle of the brand. they are going to look to see is this an active political

terrorism really targeting this location? >> we know the explosion injured several bystanders in addition to killing the person inside that vehicle considering what was found on the scene in the bed of that truck. the fireworks mortars, the gas canisters, does it seem like this person intended to do more harm? >> i would imagine they intended to do more harm but did have the skills and abilities to do so. that is a very basic sort of crafting of an explosive device, not something a vehicle borne ied, much more sophisticated in terms of how it's built, better trained bomb makers, this seems to be more someone got a lot of fireworks, but whatever they knew and it such as fuel. this is not the oklahoma city bombing where they use things like fertilizers packing it into a truck, putting it into a key location to take down a building, a much more sophisticated attack than what we see here. >> thanks for offering your insight and expertise.

breaking news in from the white house regarding the terror probe into the new orleans attack. let's go to nbc news senior white house respondent kelly o'donnell. what are we learning? >> president biden will convene a meeting in the situation room at about 12:15 with his homeland security team to get an update on all of the latest developments as investigators are learning more and doing more of the intensive work to try to understand what happened and all the ramifications of the attack in new orleans. two and half weeks left in president biden's term and this series of events in new orleans and certainly in las vegas and with the holiday just shows that at any point there are outside events that can demand the president's time and attention and this is clearly one of those. he spoke from camp david where he spent the holiday, he will be returning from there the later this morning. he talked about concern for the victims who were directly affected by the attacks and the

death and injuries there as well as to the wider community and saying he wants all federal resources made available so investigators can do the work to unravel what occurred and certainly understand the broader implications of this. certainly with the isis component that's been identified with the flag there in new orleans that takes us to another level and that is certainly something the president wants to remain briefed on. we expect that meeting, it's closed because it's in the situation room but perhaps we will have a readout after the meeting of any developments if there are some things they can make public. >> we know you will keep us posted. thanks. less than six hours from now a delayed sugar bowl is scheduled to kick off in new orleans, the city still processing a crime scene of carnage on bourbon street. the game between georgia and notre dame was originally scheduled for yesterday but was pushed to forgot eastern today. this as the fbi continues to look for possible collaborators

in that attack. the attorney general about whether this game should go on with 70,000 fans expected to pack into the superdome just hours from now. >> you know, not my decision but i would like to see it delayed at least another day. if they asked my opinion i would tell them that. i think it was a wise decision to a lease today. this is an active crime scene. they just finish removing some of the bodies and i haven't removed all of them. >> jesse kirsch is at the superdome with more on this angle, also with us nbc sports reporter. despite suggesting the super bowl should be further delayed -- the sugar bowl, louisiana's ag added she does believe the event will be safe. what changes have been made since yesterday? >> you can see these barricades across the street right outside

the super bowl behind me. the number of them has expanded since yesterday morning. we have noticed they have expanded the hardened barrier directly outside of the stadium. we are looking to see if there's any other security measures that are added. you can imagine there are some things they don't want us to know exist so someone who might try to take advantage of that is not aware of that situation. there's also a press conference upcoming so we are hoping to get some more clarity on what the safety plan is from officials. the superintendent of police as they will have bomb dogs out here and also this morning police further updated to tell us they are now planning to have as many, if not more law enforcement officers out here today for this game as was planned for the super bowl. i think that brings up the question of if the security situation for the super bowl will expand further beyond what that footprint was supposed to be. those are also some questions we have in addition to all the investigative questions as they relate to any potential nexus

between this event and others, motive and so on as we continue to learn more about the people who were injured and at least 15 people whose lives were cut short. all of this is happening as we expect bourbon street to open today. a lot of moving parts here right now. this is just over 24 hours after this attack happened and would so many questions outstanding about the security failures on bourbon street on new year's day morning, it certainly raises questions about whether able to do and what gives them confidence about this being a safe enough environment. to your point of 70,000+ possible people we know at least some told us they don't feel safe anymore and they will watch on tv instead. >> we know there will be a press conference expected at the top of the hour from officials. hopefully we will learn more about those security measures and where this investigation stands. this is the first time since hurricane katrina we have seen the sugar bowl postponed and we

know of at least one georgia student who was critically injured in this attack. what impact this is having on the sports world, players and fans? >> to jesse's point i was talking to fans who were supposed to attend yesterday who are at the airport right now. i know a lot of the notre dame and georgia fans are leaving. you can expect they will host in february, early february and expect to see a heavily increased security presence at the super bowl in new orleans. there is at least three more college football game playoffs that are supposed to happen. i think you can expect to see an increased security presence and maybe some unease from fans about attending. these acts of domestic terrorism , whether they are shootings or what have you, these things happen. they have really touched the sports world quite in this manner just yet. i do think you're starting to

see unease from people of attending these big events. new orleans hosted the super bowl since 1935 every year. this is a big game town. the sugar bowl is here every year. they have hosted ncaa tournament basketball games, this is a very big event city. i definitely think there is unease from people now about this being attached to a sporting event. we don't know the sugar bowl necessary was one of the motivating factors in this incident, but i would not be surprised to see heavily increased security presence at the super bowl in new orleans over a month away now. >> jesse kirsch and rohan nadkarni, thank you for your reporting. joining us now is norlin city councilmember , thank you so much for being here. before we talk about preparations for today's big football game how are you doing , how is your community holding up and the people you've been talking to? >> good morning. we are doing fine. as it was mentioned we are a

resilient city. the people in the city, the businesses are pulling ourselves together and moving forward as best we can. >> how was the decision made to move forward with the sugar bowl later today? do you know and do you think there's been enough time to make all the security adjustments needed? >> that was announced yesterday at the press conference by the sugar bowl committee and the governor. i found out the same time everyone else found out. as far as this being the right time, i'm going to refer to the security experts. i know we have fbi, state police, local law enforcement not just from the city but surrounding parishes on the ground. we have an additional 100 national guards from the state of louisiana patrolling, so they say right now is the time to move forward. i'm going to defer to them. they are the security experts, but i think it's important to

not let terror when, to not say we are going to give up our freedoms and be afraid to walk and do our everyday life. i don't want to second-guess those in security and law enforcement. i think the best thing to move forward, i support their decision. >> the fbi is investigating what happened in your community as an act of terror. louisiana ag says they have reason to believe there were multiple individuals involved but only one actor has been accounted for and identified publicly. do you know if there's an active manhunt right now in new orleans? >> i've also heard that there are other people involved, some who they suspected to be involved were cleared but it's my understanding other law enforcement agencies are looking for the people. how many i don't have the information but i know the investigation is ongoing.

>> we expect a press update here at the top of the hour and a little more than 20 minutes. we continue to hope for more information then. bourbon street in new orleans is packed any night of the week. aligned with taurus, but the attacker chose a symbolically important night and a symbolic location. does that level off concerns surrounding the superdome later today? >> the french quarter bourbon street as you said is always busy any day of the week. it's more around new year's. i personally think that was not on purpose because they knew how busy it would be, but it's important to keep bourbon street and the french quarter as safe as possible year-round. i think we have the right amount of security coming to the city to make sure not just bourbon street, not just the french quarter but our downtown area including the superdome will be safe with today's football game. i'm very confident that today's

this morning we are learning new details about the suspect behind the terror attack on bourbon street including his background and years of military service. shamsud-din jabbar, a texas resident served in the army for 14 years and during that service he was deployed to afghanistan. nbc's kathy park joined us from houston where the suspect lived. what sort of cooperation is taking place between the investigation there in texas and the one underway louisiana? >> reporter: good morning to you. we know that the suspect had deep ties to texas. he posted a youtube video in 2020 saying he grew up in beaumont and later moved to houston. as of yesterday afternoon we

know there was a large law enforcement presence in the area we are standing in right now, the 12,000 block of crescent peak drive. as of 7:50 a.m. local time according to the fbi search the area, cleared the scene and said there is no longer a threat to residents in this area. yesterday afternoon into the evening the neighborhood was completely shut off from the public as well as the media. we were told to be several yards away from the property, but we don't see any sort of police tape at this time. our local affiliate actually captured some aerial images of a man who appeared to be coming out of the home in this area, he had his hands up and appeared to be cooperating again right now it's unclear who this individual was if he had any connection with the suspect. the fbi reiterating they made no arrest in this area. meanwhile, we want to dig into the suspect a little bit. we do know he has a long

military background as you mentioned. more than a decade of experience with the army, later with the army reserve and deployed to afghanistan in 2009. we dug in his court records, he was married twice in 2020. his second wife filed a temporary restraining order. we also learned he was employed since 2021 and the company said they are also cooperating with authorities. our nbc news colleagues have also spoken to a woman who identified as a sister in law of jabbar saying she is stunned that this could take place, it makes no sense. she said he was the kindest person she ever knew and took care of his family. a lot of questions still at this hour. we know there's a large media presence at this time but the area searched yesterday where we are in houston has been cleared according to authorities. >> kathy park in houston, thanks.

more on the questions of security failures ahead of the attack on bourbon street. barriers normally put in place to protect pedestrians called bollards were removed for replacement leaving an opening for the suspect to drive around police vehicles and other temporary barriers and into the crowd. the barriers which reportedly had a history of malfunctioning were being replaced in preparation for the super bowl in february. joining us now, former secret service agent cheryl tyler. this attacker had an opening here with these barriers being down. how big of a misstep was this for law enforcement? >> good morning. i can only say that i know they feel horrible this morning, yesterday morning after this occurred. this was a big misstep. unfortunately, i listened to the reports of the commander and the mayor and everyone

else, counsel people and the governor and so forth. when you have a malfunction of a piece of equipment that is imperatively needed, it's important it is needed for all of the major events that take place in new orleans you should have probably worked something out with the company. maybe they did, maybe they didn't, to get something there to replace it during these big, big events they have. >> last month we know five people were killed, hundreds injured in a car ramming attack at a german christmas market. there's been other attacks in recent years in new york, north carolina, texas. how difficult is it to stop attackers using vehicles as weapons when they can strike anywhere? >> it is difficult. you try to use every piece of

equipment, everything that you have available to you to try and make a full proof as much as possible safe environment. it is very challenging. you look at the presidential parades, you look at the u.n., you look at new year's eve. it is a huge job and looking at new york who does the u.n., who does large, large events -- they work on this constantly. it's not to say other people and other law enforcement areas or cities don't work on this or think about it. let's be real. if you aren't exposed to this type of large venue, large event you are not going to think in the way someone else who does

whose experiences all the time. new orleans does experience a large amount of people coming there annually. so, i think they're going to see if they have not already realized that are going to have to start working more with the larger cities that do this type of work all the time. unfortunately, we learn from our mistakes. this is a time where we really have to realize that the world is not a safe place anymore. it is not that comfort zone we have. that's not to say we should all go shut the doors and stay inside and don't go anywhere, but we have to be more reactive, more proactive. reactive in our thinking we need to be proactive. we need to start thinking how to outsmart the terrorist, the criminal, the person, the bad guy, we have to start thinking

as a caring young man, and a student at the university of alabama. for more we are joined by jay gray who is live in new orleans. also with us, ken dilanian and a senior intelligence advisor. so, what answers are we hoping to get from the press conference coming up around 11:30? >> reporter: well, ana, there has been back and forth on whether there were accomplices in this attack so we are hoping to get some clarity there. that does not appear to be the case but that is being talked about by officials here in louisiana and we are hoping to get some clarity there. also new information including bourbon street reopening later today here and they have wrapped up that part of the

investigation. they will clear that and allow it to reopen. we are hoping to get insight into what they have recovered from the scene as they move forward in the investigation. this is an investigation on several fronts. an airbnb is where they believe some of the explosive devices has been built. it was hours before the attack, something investigators are looking into as well as the suspect's home in the houston area. of course as we move forward to learn more about the victims in this attack. >> ken, as we await the press conference, we know the fbi has executed search warrants in indiana and other states. what do we know about those? >> reporter: they executed a search warrant at the suspect's home in the houston area. they are obviously combing through his belongings and his digital footprint.

in louisiana, they are tracking down every possible person connected with this subject. they are calling them persons of interest, not suspects. they are not thing they have evidence of accomplices even though the fbi said we don't think he acted alone. our reporting was that was based on an incorrect reading of video evidence and they thought they saw other people planting the ieds in new orleans and they believe he planted the two bombs that were found but they are running down every possible lead to make sure he had no help and that they are interested in overseas travel, his movements, why he picked new orleans. so many questions. >> ken, on the ieds, i can't help but wonder if they have video evidence around where these suspicious devices were located, how they were able to

confirm this man, this attacker, jabbar, was the person who planted those devices in those locations? >> reporter: what i was told by a senior law enforcement official as that is their belief and they have evidence to that effect. my source would not go as far as to say they saw him on video planting the devices. it stands to reason they saw other people on video handling the devices. there was a surveillance video in the area and those are questions they hope to answer during the upcoming briefing. >> what questions do you hope will be answered in the press conference expected to start in 25 minutes? >> whether we can be certain there is no ongoing threat. the feds can tell you with 90% certainty this individual acted alone but at this stage where relatively early in.

with the amount of investigations you got to do, conversations with people who might be friends, family, the digital media from google searches to what they looked up on the internet, that takes a long time. we can be fairly confident the feds have a good understanding whether someone else was behind this but you are at 90%, ana. not 100% and i don't think the feds will tell you they are 100% yet. >> what is the key in determining whether this attacker acted alone or with others? >> when you look at a timeline that goes back a week, a month, a year, making sure there was, a, no one was involved, b, no one was aware of this. to ensure the answer is no, that's looking over our search history on a laptop, on a cell phone. that could go back much longer

and that is reconstructing a timeline for things like travel. what things might have radicalized him? that takes a while. i would say we will get an answer in a few days, maybe a week but you cannot sort through that amount of data. if two people are conflicting, you cannot let that go. >> what is the significance of the alleged ieds in the investigation? we were told there was some type of device in the vehicle and there was one other location they found a suspicious package that was not at that specific scene. >> a couple of things i would be looking at. they didn't just go to new orleans and say i want to go out tonight. he had to build those devices so he had an endgame in mind. another interesting question was to ensure those ieds work constructed solo, so you are

going through the plessis state in new orleans looking for fingerprints and video. you've got to go back to his residence and look for fingerprints. again, to ensure those ieds were constructed solely by this individual, you can't guarantee that is the answer. when i used to work there, we don't think, we know and we don't know yet for certain that he acted alone. we just think so. >> ken, the suspect was killed at the scene after gunfire with police. why did they say please broadcast this photo and publicize it? we need more information from the public? >> reporter: we want to fill in the blanks. there are a lot of questions they have and they want to understand his path to radicalization. here is a 42-year-old veteran, a father of three children who is flying an isis flag as he

mows down people in a major american city? there are a lot of questions there. when you see this photo when he is younger, he looks different and he is more heavyset in this photo we are seeing now so we want to jog memories and make sure anyone with information about him can come forward and tell us more about him. >> we are looking at the truck alleged to be involved here with the flag in the back. we know this traveler traveled abroad to egypt and there are questions about potential influence of isis and being inspired potentially by isis. does this become an international investigation with our intel partners in other countries? >> it does but hold on there. you don't want to say look, there is nothing going on and look at egypt a week later and say, all of a sudden this is international terrorism. you want to start from the presumption we will investigate

this. is huge and you may need to step back over time and say now we realize. let me take off half of your audience here. 48 hours later, this is terrorism. not iraq. just a flag on the vehicle. you have to look at the psychological mindset and that person is deceased so we cannot question him. a couple of divorces. understanding exactly what that person was thinking is difficult and one flag alone does not tell me this is terrorism. it's more than 48 hours, ana. >> we did hear from the president yesterday who said fbi officials told him this individual posted videos somewhere on social media or online suggesting he was inspired by isis and had a desire to kill. should law enforcement have

been all over this? >> just because he posted videos? my first question was when those videos were posted, whether they were posted privately, how many people thought those videos. 33 million americans use hate speech on social media every day and we accept hate speech in this country. americans have a high bar for privacy and when someone does something wrong they have a low bar for privacy so if you want us to look at everybody, good luck. it's not doable. maybe they should look into this guy but the first questions americans typically forget in this case, you don't want the feds looking at me. what are the bars to look at somebody? pretty high in this country. >> ken, authorities are looking into the new orleans attacker and this other incident that happened in las vegas, a person inside a cybertruck exploded yesterday in front of trump's las vegas hotel. what are we learning about that

and any possible connection? >> reporter: ana, the authorities say there are number of troubling coincidences to run down including the fact both vehicles were rented through the same app service, like an airbnb for private vehicles. both men served in the military. our latest guidance from law enforcement is it is looking increasingly like these incidents were not related but they have to run down every possible lead. >> cell, is it a red flag if apparently both people identified connected to those vehicles had some kind of military background? >> i wouldn't call it a red flag. as ken said, you've got to investigated -- investigate it but to me, too many things don't fit. you have to look at the guests and we will know that in a day or so but my guess is they will not find a connection between

what does that collaboration look like right now? >> it is a strategic partnership. you've got the fbi leading this because the current belief is this is a terrorist attack who have more experience with these events. i will not speak to the nuances and updates as you will hear from the fbi and it would not be prudent. we need to make sure they are sharing what needs to be appropriate at this time to deliver on public safety and find out if other individuals were involved in this attack. >> what can you tell us about the level of resources being poured into this investigation at this time, and how many aspects are simultaneously being worked on? >> everything. there are multiple missions at once. one, try to figure out who was aware this was going to happen, who helped or assisted in this attack, going back and looking at his pattern of life, his

digital footsteps, his physical footsteps. all of that is being led by the fbi and you've got the louisiana state police and a host of other agencies. the sheriff from surrounding parish making sure they are securing the city, making sure the sugar bowl is safe, changing the rules in the superdome so things can go off without any loss of life or any incident. >> jason, investigators have been looking for potential accomplices in this attack here there are people of interest but no additional suspects at this time? what more can you tell us about these people of interest, and are you sure there is no longer an ongoing threat? i -- well, let me say this. this man was a lone wolf acting on his own.

we've got to let the evidence tell us that because we need to be certain of that. and so, that means we need to follow all of the leads and exhaust all of those leads so when we move on from this point we can feel confident there is no threat. what i can tell you is this, our federal, state, and local partners are doing everything within their power to secure the city of new orleans and find out if someone else was involved. i am confident in that. >> what is your level of confidence that officials are prepared to host the sugar bowl in about four hours from now and they can ensure the safety of the tens of thousands that will be attending? >> so let me say this. they hit my home. they attacked the city of new orleans, a place where i live. my brother was out on the street at 2:00 that night.

it looks like they are not quite ready to start just yet. i wonder if you could tell us more information about why new orleans? why bourbon street? do we know? >> i can tell you new orleans is a small city punching above its weight in terms of hosting large-scale national and international events for a long time. that makes us a soft target. america is a soft target because we are a free society, not a police state and that's part of the reason why some folks want to attack us and our way of life. this was in the first few hours of a new year which holds so much promise for every person, right? the fact that we are hosting in my opinion the biggest game of the year, notre dame. i was thoroughly looking

forward to being at that game yesterday. american football is about as american as you can get. this attack was specifically designed to wreak havoc and terror on americans in new orleans. all eyes in the country will be watching this game and i think that is the reason we were picked. obviously a lot of things left to change. i can run from up my car to the gate to catch a flight and after 9/11, we realized we need to do things very, very differently so we can arrive at our destination safely. i think you will see a lot of things change in the city of new orleans and a lot of things will change in this country in terms of how we handle large- scale events. where there is pedestrian access and where vehicles are allowed. you will see things change in terms of the level of surveillance we have in this country. we push back against some of

that, but when you look at places like the uk, other places where cctv is commonplace and used proactively so it can look for signs of an attack, i think you will start seeing those things in this city because i will be pushing for them and you will probably see them and a lot of other places and destinations like new orleans. >> jason, are you going to the game tonight? do you think it was the right call to give a deadline essentially to this investigation to make sure it will be safe? >> i would not call the game moving forward a deadline. i think that city leaders got together, they came up with a new strategy for how vehicles will be able to be parked, who will be able to get in, bomb sniffing dogs, protocols put in

place to make this event as safe as can possibly be and i'm confident with the protocols put in place. realize this is all very active. just like the crime scene was active for most of yesterday, this is an active investigation in a major city. the superdome is a huge part of that, so this will be very fluid. if information were to come up at the last minute, that would affect the decisions that are made from the white house to the capitol, all of our city leaders, all of our agencies are ready to do their part. >> again, we are still waiting for this to get underway. looks like we're getting closer. what is your biggest concern now, knowing what we know and investigation? >> are we all ready? >> i wanted to make sure there was no one else who helped this man. >> jason, let's listen.

countless amounts of data, of videos, of surveillances, interviews, tracking down every possible lead that came to us, whether it was the new orleans police department, the other f also yesterday we declared -- i issued an emergency declaration. that declaration was meant to streamline resources and communications between states, local, and federal partners. and we are seeing the results of it. i would also like to remind everyone what is going on in this city and state is twofold. we've got an active criminal investigation going on while we

field offices across the country have been deployed and are assisting with potential assets of this investigation and following up on every lead. additional teams of special agents, staff, victim specialists continue to arrive to provide more power and assistance to the victims and their families. we have also deployed a number of critical incident response group assets including members of the hostage rescue team, special agent bond technicians, and special crisis coordinators. in addition, we have deployed more evidence response technicians to continue to process the various scenes that we have. so far, we have received just over 400 tips from the public. that information is being followed up both here in new orleans and across the country. some of the tips are here in new orleans and there are other

tips in other states across the country we are following up on. the fbi team and our law enforcement partners here are also reviewing hundreds of hours of surveillance and other video from both the french quarter and other locations. as for a timeline, at this point, investigators believe jabbar picked up an f 150 in houston on december 30th. he drove from houston to new orleans on the evening of the 31st and posted several videos to an online platform proclaiming his support for isis. there were five videos posted on jabbar's facebook account beginning at 1:29 a.m. and 3:02 a.m. in the first video, jabbar explained he begins he wanted to harm his family and friends but worried the news would not

focus on the war between the believers and the disbelievers. end quote. additionally, he stated he joints isis before this summer. he also provided a will and testament. fbi and atf -- fbi -- we have a couple of different scenes at the location. we have released the scene at bourbon street. at scene has been released. we also have a scene of an address. we are currently searching that scene right now. fbi and atf agents have secured that house and the location is being searched for potential evidence. on new year's morning, jabbar opened fire after ramming through a blocked off area of bourbon street. he used his truck as a weapon

to run over the victims. teams of victim specialists, again as i said, are on the ground in new orleans assisting survivors of the attacked and loved ones to of the deceased. we do not believe the public is in any danger around any of these locations. three phones linked to jabbar have been recovered and digital exploitation is a priority to see what is on the devices and determine if there are any other potential leads. additionally, we have recovered two laptops and are currently reviewing them for any potential leads. those laptops were recovered at the address. evidence technicians will also be going over the f-150 truck jabbar was driving. as you know we uncovered an isis flag at the back of the vehicle. jabbar declared his support for the group on social media as i

stated before as he made his way to new orleans. fbi bomb technicians also recovered two ieds in coolers, one from the cross-section of bourbon and orland street and approximately two blocks away. there were reports of other devices. those reports turned out to be misinformation or not actual functioning devices. those are the only devices we have been able to recover that were functional. both devices were rendered safe unseen. we did obtain surveillance footage showing jabbar placing the devices where they were found. two other -- as i said before, two other items of interest were determined not to be ieds. a little bit about jabbar, jabbar himself was born in united states and is a u.s. military veteran. we are looking into his life.

we have interviewed many people who know jabbar but we need to talk to others. whether you know jabbar personally, worked with him, served in the military, or saw him in new orleans, or texas, we need to talk to you. you may not think you have relevant information but what you know could tie into one of our investigative leads. specifically we want to talk to anyone who was in the french quarter on new year's eve or early on new year's day. that includes people spotted near one of the two ieds on bourbon street. the ied was inside a cooler and many people stopped and looked at the cooler and continued on their way. let's be clear. again, at this point we do not believe these people are involved in this incident and any way. we want to speak to them as witnesses and want to know what

since yesterday. yesterday the fbi said people should be vigilant, that he did not act alone, that he likely had held and now you are coming out today and saying he was a lone wolf, everything is safe, the game moves on. how can you be so sure just 12 hours later? >> we will bring you up but i want to remind everyone i was a deputy sheriff. i worked in a jail, on the streets, i served warrants. i can tell you, look, in today's world, we get information like that. everyone lives in a tiktok video. we think life operates as it does on our phones but it just doesn't. information changes. that is why we ask the media for patients. we get information, like i said, no one dubs a thousand piece jigsaw puzzle and puts it

together in five seconds, okay? what i will tell you, i appreciate the fact that what we did was we are under promising and over delivering today and that is important. i want to remind you that over the last decade, law enforcement has ticketed unfairly and there are great men and women serving in the fbi, the atf, the louisiana state police, our sheriff's have been unbelievable in this. they want to protect you all. and we have to trust them and sometimes the information we put out we end up finding out that it may be incorrect, but guess what? what we are doing here is important. it is called transparency. something may change again. here is what i do know. right now, this is one of the

safest places on earth. that does not mean nothing can happen. >> thank you, governor. i think the governor put it eloquently. and a lot of these instances, i have the opportunity and i will tell you this is almost a carbon copy as far as the inaccurate reporting that comes up and what the governor said is we want to be transparent with the public. we are being as transparent as we possibly can. as we are being transparent, unfortunately there is information we have to go back and correct. you heard the resources we brought and other state officials have brought. we've had 24 hours to go through media, to go through phones, to interview people, to analyze other databases and after all of that, there have been hundreds, and hundreds of leads in just 24 hours.

we are confident at this point there are no accomplices. that information -- a lot of the early reports came out that there were people setting the coolers down, right? it turns out those were just patrons on the street looking inside the coolers, right? we didn't know that at first so we had to track that down. that is just one example of a piece of information. after we got our feet under us a bit on the ground here, we were able to put together a much more accurate picture of the suspect. >> 14, not 15? >> 14 and the shooter, himself. 15 total. >> were the ieds pipe bombs? you said you had surveillance footage of the suspect planting

those ieds. what time roughly where those planted? >> i don't have the exact time but a couple of hours prior to the attack. probably after midnight. i want to say 1:00 or 2:00 in the morning, but i can't -- that is our assumption. we have a lot to work through. we are getting more surveillance video, but that is the assumption. >> would there have been canines and bomb sweeps? >> let me just say this. either joe or bob will correct me. look, a bomb dog does not operate like a drug dog, right? on bourbon street, there are a lot of smells. i don't think you could run a bomb dog down bourbon street with thousands of people there and being able to sniff out a bomb. what we have been doing is certainly a complete sweep of

bourbon street safer tonight than new year's eve? why weren't those used on new year's eve? >> look, here is what i will say. every time some bad guy does something like this, there is an action review. again, nothing is 100%. we have reinforced the area. we have deployed additional types of assets. i, personally, think the city -- i don't want to give specifics because i don't want to tell the enemy what we've got but we are in better shape than we were before. >> think to the mandeville scene. neighbors told us they smell the smoke early in the morning.

was there a fire or anything burning? >> that is correct. yeah, i want to address the suicide question and kill that one right away. there was no evidence the suspect was wearing a suicide vest at all so i will turn the mandeville stuff over to atf. >> as to the fire at the mandeville scene, the theory now is the fire started after jabbar was already deceased. there are a lot of ways that could happen. you could have different timed devices. you could have a long cord that extended. you could have pressure cookers put on top of the stove with gasoline. there are a lot of ways to do it but that's why the atf national response team is here to answer those questions and that investigative leads back to the team. more to come on that. we are still processing the scene. >> what brought him to bourbon
