inspired by isis and they do not believe the public is in any ongoing danger as it relates to the specific investigation. they've got tips from the public and are reviewing hours of surveillance. three cell phones have been recovered and two laptops as well. there were two ieds found in coolers along bourbon street including one a couple of blocks away from the scene he plowed into those pedestrians there. both devices were functional but rendered safe. we also got more information about the timeline here. on december 30th, the truck was rented in houston. during that drive he posted five videos on social media that he made originally planned to target his family he said in these videos but he said the media wouldn't pick up on the

war between believers and disbelievers. he said he joined isis this summer and provided a will and testament in the post. these are some of the pieces of evidence we have as investigators continue the investigation into the terror attack. that will do it for me. i will be back tomorrow morning at 10:00. i will hand it over to my colleague andrea mitchell as we continue our praking news coverage. right now on andrea mitchell reports, new orleans is reeling from a new year's day terror attack, leaving at least 14 dead, dozens more injured. the state and federal authorities investigate every lead. >> all the resources of the fbi are being focused on tracking down every piece of pefdz, every lead, every interview. this was an act of terrorism. it was pre-meditated and an evil act. >> the pressure heightens for local and federal law enforcement preparing for a

massive sporting event this afternoon, the sugar bowl, the college football playoff delayed for one day with 80,000 fans expected at the super dome just blocks from the slaughter. and mounting questions about the failure to properly barricade bourbon street. and in nevada, a major investigation into the tesla cybertruck explosion outside of the las vegas trump hotel, new information about the man who rented the vehicle and his military service , plus the investigation into any possible links between that incident and the new orleans attack. >> good day, everyone. happy new year, such a troubled new year's day. i'm andrea mitchell in washington. new orleans' famed bourbon street will reopen today as the fbi zeros in on a possible motive in the apparent isis inspired new years day terror attack. police say the man responsible,

an army veteran acted alone when he intentionally weaved around temporary police barriers and onto the sidewalk, running down victims for three blocks. he is being called a terrorist and authorities say he posted a series of five social media videos just before he died and claimed to have joined isis. the last was moments, just minutes before the attack. >> jabbar explains he originally planned to harm his family and friends but was concerned the news headlines would not focus on the quote, war between the believeers and the disbelievers, end quote. additionally, he stated he had joined isis before this summer. he also provided a will and testament. >> president biden is scheduled to meet in a few minutes with his homeland security team at the situation room in the white house after speaking to the nation last night. >> the fbi also reported to me that mere hours before the

attack he posted videos on social media, indicating that he was inspired by isis, especially a desire to kill, a desire to kill. >> the new orleans police chief is saying the fbi is looking for several persons of interest, cautioning they are not suspects. louisiana's attorney general says the driver was part of a group renting a local home through airbnb. the home caught fire two hours after the bourbon street attack. the house was used as a lab to make home made bombs that were found in the white pickup and also in a cooler at a second location in the french quarter. >> law enforcement immediately came out and had determined that there was ied that they believe this is the location where the ieds were built. >> they say a majority of the 14 victims killed were local residents but so far only a few

have been named publicly. reggie hunter leaves behind two sons. coworkers recall nicole perez as a really good mom and her son is now motherless. nakira dedeaux was about to start college and studying nursing. matthew gauthreaux had dinner with his mother hours before the attack. martin was hit and killed with a former princeton teammate who survived. a freshman at the university of alabama, and hubert graduated just three years ago. we begin with jesse kirsch, ken dilanian, frank figlazy. you were there for the news conference that ended moments

ago. what is the latest? >> a couple of things. we know the authorities have surveillance video of the suspect in the ramming attack planting the two explosive devices that have been discovered and rendered safe. they have video of him doing this on his own and that is something that led them to say that they believe the suspect acted alone. theyulse said and i asked for clarification on this, they don't have the exact time for us on this point but the fbi tells me that the suspect placed the ieds around an hour or two, in that range, a couple of hours before the actual ramming. that means he left the explosive devices in the french quarter area, left, those devices were in the area while all of these people were out on new year's eve into new years morning and then he returned and the ramming attack unfolded. those devices were there and i asked for clarity on if there was bomb sweeping that would

have been done on new year's eve and the governor says that he doesn't imagine that a bomb sniffing dog would be able to pick something out in an area of that. that is just off of what the governor has said. i have not spoken with a canine expert to confirm that. but that is the governor's explanation on if there were canines working the area. but there were explosives on bourbon street before the attack and appear to have gone undetected for quite some time. the other thing that we keep hearing from officials, they were saying it yesterday and said it again, the mayor is promising the city is safe for big events. at the heart of how this unfolded is the simple oversight of not having had barricades or those stanchions at the edge of the sidewalk and that's what allowed for the truck to turn onto bourbon street and ram and kill multiple people. what we come back to is trying to get an explanation from authorities on what gives them

the confidence to move on with the sugar bowl and to be prepared for the super bowl in about a month and we still don't have many details. officials were asked about the security precautions put in place because bourbon street is expected to open to the public before kickoff is at 4:00 p.m. eastern time today. so within the next couple of hours, bourbon street will reopen to the public. officials have said they don't want to give away all of their secrets so that a bad actor could take advantage of that but they say they have beefed up the presence there and they have over 1,000 law enforcement working on the investigation. we heard from the superintendent of police in new orleans earlier and they have as many if not more law enforcement officers prepared to work this game this afternoon on an equal or possibly higher level than what they were preparing for for the super bowl. that raises the question for what they are planning for that event in about a month from now. we still don't have details on that.

lot of unanswered questions here but the biggest headlines, they believe the suspect acted alone and there were ieds undetected before the ramming. >> ken, what have we learned about the driver's background, overseas travel and military service? >> well, authorities are still trying to piece all of that together. obviously, you have a 42-year-old man, father of three children, two failed marriages, ten year army veteran, worked for big four accounting firms and was making a six figure income by some accounts. so had a seemingly normal life. and then at some point became radicalized. that's what the fbi is trying to determine, how that happened. we can't underscore enough what happened today. the fbi came in and clarified what had been many, many hours of misinformation that started with one of the fbi officials that was standing on the stage

but didn't speak who said yesterday we don't believe he acted alone. that was based on a false assumption, a false reading of video evidence. so good for the fbi to come and clarify that. some people would have wished they had done it earlier. you had local officials as recently as last night telling their constituents that there were people at large that they had to be concerned about, that there were terror accomplices in the attack and we were reporting that wasn't the case according to our sources, they were viewing this as a lone wolf attack. and that's what it was. thankfully, there are no other terrorists out there at large. troubling none theless and they will have to fegure out what happened here to this man that led him down this horrific path and how he was able to plan it and get away with it. >> now if he did it alone, does that mean the persons of interest are no longer an issue? >> no, because a person of interest could be anyone who had

an encounter with him. they made it clear, they are appealing to the public, they need more information with this man. they have been through five of his devices and gone through his social media profiles and served a search warrant at his home and interviewed his relatives but they want to know about the people they don't know about who may have information on his path to radicalization. so they are appealing to the public and they have specific people they are trying to track down based on leads they have from the devices or from interviews to provide them that information. >> joining us now is former new orleans police officer -- frank, i'm sorry. let's pick it up there. i want to talk to you with your fbi background. how unusual is it for the fbi to clarify this today and what is the fbi doing now? what is their main goal? >> yeah, we heard answers today that we were looking for. they were rather definitive or as best as we will get at this

time. i have to tell you in my 25 years of experience with the fbi i'm trying unsuccessfully to recall a situation where an fbi assistant director flew in from headquarters from washington to handle a field office press conference. that is a reflection of a couple of things. first they want to make sure that the field office leadership focuses entirely on the investigation and does not have to worry about the media but also as ken said there was that emphatic correction of what was stated yesterday regarding we don't think he did this by himself. the answer today is we do think that. it is a lesson in some of the chaos quite frankly and confougz that occurs when thousands of leads are coming at you. witnesses are saying this and that. video surveillance is not entirely clear if someone was planting an ied or just looking at a box on the ground. now we know it is the subject

planting two ieds and that's all. the focus now is on radicalization process. it it happened quickly if he joined just prior to this summer. we have video tape of him headed to new orleans and what does he say? i was thinking about killing my family but the context would be off because that would be the focus instead of the focus being on the war between believeers and unbelieveers. it raises some questions, s is his family not of his faith? was he headed to new orleans for the unbelievers in the french quarter because he views the french quarter as some kind of heathen debauchery and something that needs to be addressed? it is something that the fbi will be pursuing. >> and mark, let's talk about chris wray who has warned of an international terror threat and so has the cia and dni after the october 7th attack on israel. they have testified to it and

given speeches about it. and they are now being accused by republicans, frankly by republican senators, of being down on the job specifically josh holly from missouri who wants them to all testify. but they had plenty of warning that especially after the breakup in syria, people are disbursed. >> well, andrea, this is no surprise to anyone in the counterterrorism community. isis has been talked about whether it is fbi director wray, national counterterrorism center officials, isis is the leading terrorist group that is on the minds of u.s. officials. this terrorist attack is directly in the isis playbook. i think there obviously was a sense of certain about public safety if there were other isis terrorist members on the loose yesterday. but in reality, this is an isis inspired attack and it is what they have been talking about in

their online forums since 2015. they talked about using a vehicle as a weapon, in conjunction with firearms. that's what occurred. interestingly, we don't want there to be any threat to the citizens of new orleans, particularly with the big events coming up. but in the counterterrorism role, this is concerning, the idea of a lone wolf. it is hard to penetrate. there is no individuals going to terrorist training camps. there is no communication among cell members. it is very difficult for law enforcement and the intelligence community to tackle this. we had a long string of successes and the notion of detecting, deterring, disrupting.

>> we will not share the video but there is possibility of others piling on and sharing credit. isis was defeated by the u.s. with the help of the troops in syria. they have ben guarding thousands of isis prisoners and there is always the issue of what happens next as syria gets back on its feet and we don't know whether the leader who has now been saying he has disavowed all of the past connections for years now, whether this moderate language will continue and whether he can control the

situation. there is a whole lot to be considered. and i think this is something for the trump administration to consider. we have seen trump dismiss something in the past for any kind of personnel in syria. i think he called it just a bunch of sand. that's not really the case. we have to practice what i call defending forward. there are thousands of isis members in jail up in northern syria. there are still thousands of isis members on the loose. in my view, we can't retreat back to isolationism. we have to keep u.s. forces there. and throwing on top of the chaos in syria, i would argue we have to engage in the new syrian government even though it has a questional past. and on the counterisis campaign. so there is a lot for the trump administration to consider now. but i really think that it would be a tragic mistake to retreat

back and to let syria kind of fall perhaps into some kind of chaos. we have to engage. >> thanks very much to you marc, jesse and ken. and joining us now is former police officer michael khan. security bollards were under repair, the police chief said. let's take a listen. >> we were using patrol cars. that will be changing today. we will have heavier equipment to harden the softer targets. >> so mike, a patrol car is not a secure barrier, not a barricade. they use sanitation trucks in new york city whenever the president-elect is at trump tower. patrol car can easily be moved

and broken through. i know from having participated in a state department counterterror training exercise that i was able to hit the rear of a vehicle. >> and we have had those situations before just like you are talking about training where they train you to hit the last moving axle and then you can push through the vehicle. so absolutely not, a vehicle like that is not in lieu of a sanitation vehicle with the back full of sand which we have used in the past. in this situation for whatever reason, the regular bollards which could still be driven around in this situation, i mean the vehicle, the white truck passed the police car, drove up into the median and sidewalk, just skirting the street and then turning and after running over those people then went down two and a half blocks.

even with that, unless it is from side to side, with sanitation vehicles, with sand in the back, that's not in lieu of that. >> what do you think happened here? did they just -- they said they were planning to get everything repaired in time for the super bowl. but the sugar bowl is 80,000 people and lots of tourists. there is also new year's eve. so why -- if you are doing repair, why wait for the super bowl? >> sure, absolutely. and it was a bad time to have those repairs going on in the middle of the street and really just in a dangerous manner for anyone who is going down there to have to deal with that especially in a drunken capacity with massive street issues going on and the bollards not working properly. the sugar bowl is just a test for the super bowl and a dry run for the super bowl and the nfl

looks at that as well. >> and there were some local officials who do not think, including the state attorney general, who do not think that the sugar bowl should be held today but they say they are ready. so everyone --. >> i think they will come in and you will find these streets being forfi with sanitation vehicles or with dump trucks filled with sand, blocking an infres and egress. i think you will so that on the side streets. you are talking about four streets going in two different directions. you are talking about nine side streets in two different directions which can be secured from large vehicles. if there was someone else who had the intent to do something on foot or on a motor cycle, they would be able to get around that. >> thank you so much for your

trump international hotel in las vegas. just into us these new pictures of the man who rented that vehicle. he is 37-year-old matthew allen livelsberger of colorado springs. nbc news has confirmed he an active-duty member of the u.s. army's elite special forces unit. according to two officials. yesterday he was on approved leave. officials still don't know whether or not it was -- if he was inside the truck when it exploded. the denver atf is searching a home. and they are looking into a possible military connection between the suspect in las vegas and the man who carried out the terror attack in new orleans. morgan chesky is on the ground in las vegas and frank fuglazy is back with us.

what is the latest on the investigation on whether the man who rented the truck is the samn musk as the head of tesla? >> reporter: yeah, the connection of what happened in las vegas and new orleans has been one of the biggest questions raised since the two tragedies took place what we recently heard is that federal ages do not believe there is a singular connection between what happened here and on bourbon street. this remains fluid. you mentioned livelsberger who has been identified as the man who rented the cyber truck with the app turo in colorado.

we know that know that after the truck was renned, the truck made its way here. according to tesla charging stations, they have been able to pinpoint the path from colorado to here, showing up on the vegas strip around 4:00 a.m. this morning, it was seen driving around and pulling into the valet area at trump international where it detonated at about 6:51. the crews had the flames out and they were able to recover a single body from the wreckage but it has not been identified at this time or authorities are not sharing the i.d. of the individual. it remains to be seen where livelsberger is. fbi in colorado confirmed they are conducting a series of searches where livelsberger had multiple addresses. so some significant questions,

the largest being potential motives from the outset of what happened. you have a tesla cybertruck on the steps of the trump international hotel, the proximity of those two names and this place raises the profile of this event to some degree. they still don't have a motive and that's why they are hopefully learning more in colorado today. >> thank you for that update. and frank, they have now identified the person who rented the truck. they are working to determine who was inside and died when the vehicle exploded. what does that tell you, special forces, active-duty, we don't know if there is a connection in motive or a connection other than the fact that they both used the same ride rental app? >> this is a curious case with far fewer clues than the new

orleans case for sure. it's a mystery. i have to say with reports that he is not only active-duty army special forces but a decorated green beret, this doesn't make a lot of sense. the nature of the crude explosives in there, fireworks and mortarboards, are not something you would associate with someone with his background. they are crude and not likely to do a major job or send a major message. so the issue of whether he was in the truck, whether he planned it or knew it, but i have to say something. the one connection we know besides army service for the new orleans and las vegas suspect is the car rental turo. many have not heard of it but it is a peer to peer car sharing service. it is kind of an airbnb for

new orleans famed bourbon street is now scheduled to reopen today before the sugar bowl. the normally bustling tourist attraction became a massive crime scene after the new years day attack that killed at least 14 people and left dozens more injured. for the people of new orleans and those visiting the city, this is a painful day as more victims are being identified. joining me now is mark morial, president of the national urban league and former mayor of new

orleans. mark, my sympathies and condolences to you and all others from the new orleans community that is in shock today. you know the city so well. how surprised were you to learn of the lack of security barriers? that's a key question. >> it is an important question that i think the city leaders have to answer, if the security barriers were in fact being repaired, why was not an alternative such as a garbage truck placed at that point. but to see these beautiful, talented young people who lost their lives at the hands of a reckless heinous, despicable terrorist act is a troubling way to start 2025. it reminds us that this threat

of terrorism, domestic terrorism, this is domestic terrorism influenced by global events but it has been something that law enforcement has warned the, fbi has warned us of the threat while there have been others in the public square who said well, it's about immigrants and people illegally coming into the country. no, this is once again an example of an american citizen who somehow found his way into a belief system where violence is acceptable to make a political point. so i'm deeply troubled. i think the city leaders will need to be very methodical and quick in conducting a comprehensive review of the entire security system around downtown new orleans which includes the french quarter. because the super bowl is coming

up. mardi gras is here. the jazz fest and the essence festival and the french quarter festival. the french quarter in downtown new orleans are the economic engine for the entire region, for the city, gulf south region, for the state, and drives activity and dollars and jobs for so, so many people. so it is imperative that they take the necessary steps to strengthen, fortify, enhance security to give people the confidence that the city is going to be a safe place going forward. i believe they will do that. but i also think that people watching should be mindful that this type of attack could hap anywhere in the country, anywhere in america. so vigilance and due diligence is the order of the day..

>> do you think the sugar bowl should have been postponed until all of the new procedures could be put in place? >> i believe that postponing it by one day was the appropriate thing to do. it may not be a situation where you can get it completely perfect but the game must go on. what terrorists want is to disrupt and interrupt. when 9/11 took place, the national football league postponed games by a week. it was the right thing to do but we must go on. we must fight back by trying to maintain the normalcy of our lives and thas an important part of this. i think they made the appropriate judgment. i believe there are fortifications being put in place. i think longterm, one of the questions will be, the french quarter is as wide open of a place to party and have a good

time in america. new orleans has no mandatory bar closing times. new orleans is on the same block you have a religious service going on and a bar wide open. but i think there needs to be a thought about a bar closing time in the quarter to give some relief to law enforcement. it is difficult to provide that type of significant security 24 hours a day. look at this situation. this occurred at 3:15 a.m. in the morning when the crowds are easy. the crowds are not what they would have been admidnight. many establishments are open. the leaders of new orleans have to rethink a number of things going forward. it can't t be business as usual. >> marc morial, thank you very much. >> thank you. next the top democrat on the house committee joins me as investigations into new orleans

right now, president biden is returning to the white house from camp david. soon he will meet with members of the homeland security team in the situation room if not already to get an update on the investigation into the terror attack in new orleans and also nevada. speaking last night the president assured the country that law enforcement is working to make sure there are no remaining threats. he vowed to keep the nation up to date on the investigation. >> to all of the people in new orleans who are grieving today, i want you to know, i grieve with you. our nation grieves with you. i have directed my attorney

general, the fbi director and secretary of homeland security, the head of national counterterrorism center and the intelligence community to work on this intensively until we have full and complete information. once we have the information, i will share that information as soon as we can confirm it. >> joining me now is correspondent kelly o'donnell. i know he is, the president is going into the meeting, there is pressure from the hill, from senate republicans and from the president-elect that this somehow reflects on failures from the white house's weakness but certainly there were plenty of warnings from leaders testifying, giving speeches about the threat of lone wolfs from isis inspiration. >> certainly, the administration

has been aware of the potential threat. we know that big targets like celebrations and big gatherings can pose an inviting location for those who want to carry out these attacks. that's why the concern that gets expressed around things like new year's eve or a big bowl game or other events that bring lots of people together where there is a potential for greater harm. the president in the situation room, that's our expectation, that by now he has convened the meeting with homeland security team. the white house expects to tell us the full roster of who is participating in the meeting after the conclusion. the president alluded to providing more information publicly when it becomes available. we heard from the fbi earlier today with their adjustment in their view of the case in new orleans from potential for additional conspirators to now

believing he acted alone. the president by adding this to his schedule and having the team members talk about these briefings, it is a way to demonstrate in the time remaining in office, he is using the levers of the federal government to try to provide answers on what is an ongoing kind of risk in our society for these kinds of attacks, lone wolf or coordinated or whatever they may be. the president will get additional information. he has been briefed while he was at camp david and of course they have full access as a military installation having clear communication but the situation room as the home for this type of briefing. the president's public appearances would give him an opportunity to say something publicly and we will be looking closely for that. a thank you so much, kelly.

joining me is congressman james heim. i would like to say happy new year but it has been anything but a happy new your for law enforcement, people in new orleans, people in las vegas, nevada . let me ask you first about new orleans. from the briefing you had, you were telling me off camera that you had a briefing and it was not classified so i can ask you about it. and that this was a lone wolf, inspired by isis, not isis directed, is that correct? >> that is correct. we had an hour long briefing with the fbi and there were several on the briefing. we are several hours into the tragic moment so new information will develop. but in the case of jabbar in new orleans, it is clear he was radicalized and his truck had an isis flag on it. he had posted facebook videos an

hour or two before the attack in which he said he pledged allegiance to isis and he had a series of grievances. the facebook videos have now been taken down. there is little question that this guy in new orleans, jabbar was radicalized. the las vegas case appears different. right now there is just no evidence as to what the motive in that particular case would be. that is more of a challenge. >> are they suspicious about the fact that it was trump's hotel, elon musk's vehicle? do they think there is some kind of anti-maga motivation? >> i try really hard in the situations not to trade in suspicions. one of the tragic aspects of this event that has taken the lives of more than a dozen people is already political figures from the president-elect on down are using it to confirm their positions. you know the president-elect is up there saying that this is

clearly caused by poor borders and this has nothing to do with borders. they were both u.s. citizens and military personnel. this has nothing to do with open borders. but i wouldn't make too much out of it. it is r plausible that maybe he had a beef with trump. but when families are yet to be informed, this is a good time for leaders, including the peth and my colleagues to be prudent about what information they are amplifying on social media. this has given rise to an appalling cloud of misinformation, all of which is driven by in many of my colleagues' cases their desire to promote their political beliefs, using this tragedy of people. >> i know missouri senator josh holly is calling for homeland security, cia director, the fbi

director and others to come and testify, suggesting there was an intelligence failure. but from my own experience, i have covered hearing after hearing where all of the leaders have been testifying that there was a serious isis inspirational lone wolf threat, that there is an isis threat. there are domestic terror threats. it's the highest level they have seen, largely in the last year because of october 7 and the aftermath. >> yeah. and i didn't see holly's statement but he's not wrong. any time there is a tragedy, it is up to those who do oversight to determine a failure and fix the failures. but take it from me, a lone wolf attack, and sadly that has been the nature of a lot of the leethsal attacks on the united states in the last couple of decades are hard to pick up. 9/11, we remember that, lots of international communications, many countries and dozens of

calling on the public to reach out with any information i have. the latest is at least 14 people were killed. 42-year-old army veteran shamsud din jabbar drove a rented pickup into a crowd just after 3:00 a.m. on new year's day. among those killed warehouse manager and father of two reggie hunter. 47-year-old tiger bech from princeton university warning lafayette. nikrya dedeaux who had just graduated from high school. 25-year-old matthew 10 editorial. nicole perez who according to our local affiliate leaves behind a four-year-old son. huber, true and kareem, students at the university of alabama. now as officials seek a motive they are honing in to the connection to isis. the fbi revealing that jabar was posting about his allegiance to the group just before he launched the attack.

despite reporting he may have had accomplices the fbi said they do not believe that is the case. >> we do not assess at this point that anybody else involved in the attack is involved except for shamsud din jabbar, the subject you have been briefed on. three phones linked to him have been recovered and digital media exploitation is a priority. we are looking to see what was on the devices and determining any potential leads. we have uncovered two laptops and are reviewing them for potential leads. >> officials address the incident in las vegas where cyber truck exploded outside the trump hotel. law enforcement tells us they are looking into the possibility that both suspects shared a military background. as of right now there is no definitive link between the incidents. expect an update in about an hour.

as the investigation moves forward new orleans is also preparing for the sugar bowl which is set to kick off in a few hours. the governor said they have, quote, unprecedented resources to provide security. officials say they are confident the event will be safe. i want to bring in george the lease who is in new orleans. tom winter has been tracking the latest on the investigation and a supervisory special agent with the u.s. secret service, retired. so what is the latest in the investigation. >> the latest as you alluded to we are getting a lot more clarity as to who is involved or not involved in this which appears to be nobody else other than the suspect, jabbar, went around a police cruiser at high speed on new year's day evading

any sort of effort to stop people from coming down the sidewalk with the vehicle and killing 14. he himself also deceased. he shot at police and was shot by them. they found two functional explosive devices. that is new information that they were functional and ready to go. concern about whether they would be remote detonated or not. basically they have the explosive devices that apparently he planted. according to the fbi he planted those devices several hours before he drove down bourbon street. perhaps they would be triggered remotely which is interesting. we have not seen that from a terrorist in this country in a while. that is how this would have all gone down. they say they recovered three cell phones, two laptops. they also talked about the videos. i think this is key when it

speaks to the motive. they said with 100% confidence they believe he was inspired by isis which means he was not directed by individuals abroad or in the united states to conduct the attack. apparently on his way from houston to new orleans he picks up the truck that he uses on december 30. on december 31 he's on his way to new orleans and he records five videos. he initially talked about telling his family, but he did not inc. that would be high profile enough from a media attention standpoint. he really wanted to talk about the struggles he saw in his allegiance with isis. they say he definitely chose this location specifically and had plans to hit bourbon street. why he chose new orleans and bourbon st. versus houston where he lives, there is question whether they have an answer to that at this point.

was made by the police captain the other day with respect to the bollards that were under repair and were going to be budgeted in the super bowl funding budget but that they were not replaced by some type of larger vehicle. the captain indicated that they did not think this type of attack is even on their radar. that is very concerning to me especially coming out of attack in germany at the christmas market. bourbon st. is a pedestrian mall pretty much every day of the year. the nice part is that they are getting new bollards for the super bowl but that did not do us any good on new year's eve. this individual was able to basically just drive around the one vehicle that was in place. that is a big concern for me at this point. >> i saw the mockup of the bollards they say were going to be in place and they look very unsubstantial compared to the ones around capitol hill and you see in other places. george, the kickoff for the

sugar bowl is just a couple hours away. 80,000 people expected and a lot more in the streets still there from new year's. the mayor says that they hope that bourbon st. will be open. do people feel secure. >> reporter: to answer that question you may be able to hear in the back and what appears to be a second live band. we saw them going down bourbon street signally in the revival of the road that is going to be reopened. you heard from governor jeff landry saying this is going to be one the safest places on earth. they are still not actively investigating. safety is top of mind for not only the residence but for officials here as well. we see the heavy police presence. you see a very heavily armored vehicle here. that is all part of the strategy once the road officially reopens, ahead of the big game.

ready for anything, but what about other cities where there's a lot of tourism and special events? >> the cities that do special events on a regular basis have very good communications and apparatus in place as he saw on new year's eve in new york the other night with the sand trucks and dumpsters really sealing off times square. everyplace that will have any type of gathering really needs to make sure they are taking a lot of these things into consideration. we want to be sure we are looking out for copycat people that will try to do the same type of things around the country. we have to be very careful. we have to be diligent and we need situational awareness. know how to get yourself out of a situation whether at church, school, or the mall. you have to take care of yourself and your family first. first responders will assist afterwards but in the initial problem you have to figure out

officials say rented the tesla cyber truck that exploded outside of the trump hotel on wednesday. the last 30 minutes las vegas police announced they will hold a news conference at 2:00 p.m. eastern. u.s. defense officials say he's active-duty military serving in special forces. he was on an approved leave. investigators have not yet confirmed who died in the explosion. we have also learned the fbi and etf are searching a home in colorado springs in connection with the explosion. all well questions are brewing two possible ties to the terrorist attack yesterday. the fbi said it is too early but there is no definitively link at all. investigators are looking into a possible military connection, whether or not they knew each other. joining me is david noriega following the latest on the investigation.

robert mcdonald is back with me. congressman jim himes from the intelligence committee participated in an fbi briefing with about 50 house members and was just on with us and said this is not definitive evidence but the fbi told house members in a bipartisan and not classified briefing that they interviewed the family of the man who did rent the tesla truck and they have pictures from the family where he had body tattoos that are identical to the body that was found in the truck. it may well be that this is the first indication from a ranking member of the intelligence committee that participated in the briefing quoted the fbi saying that the tattoos did match the man that rented the truck. we will wait to hear the authorities. what can you tell us about the investigation into what happened in las vegas?

>> the latest is that we have substantial new information from an army spokesperson regarding mr. livelsberger's career in the army special forces. he entered active duty in 2012. he had a long and apparently very decorated career. he saw deployments in multiple countries in afghanistan, to take a stand, ukraine, congo. he received multiple medals and awards given to us by this army spokesperson including four bronze star medals and the bronze star medal with valor. again, as you said, we are still waiting for the final confirmation that verifies that the person that died in the explosion was also the person who rented the vehicle. we are hoping to get more information soon. there will be a press conference in las vegas but the

police are hoping there will be new information. the fbi is searching homes in the area that are connected. as you pointed out, the big question is there any connection between the incident in las vegas and the attack in new orleans. they are roughly the same age. we have heard that they are investigating a potential link having to do with military service but stressing that the fbi said there is no definitive connection between the individuals or the incidence stressing that these investigations are early. we should expect new developments. the situation is very fluid. >> indeed. what do you think they are looking for in that home in colorado springs. any indication of motive? >> sure. looking for any information that will assist them developing a motive.

i think they will be talking to the family and neighbors. i think i heard a report that the wife had not seen or heard from him in a couple of days. that's an indication that something was going on. a lot of times around the holidays people who are having mental health issues go into depressive states and things manifest from that. was he on medication, was he having a drinking problem. a whole number of things we need to be looking out in and around that home to see if anybody had any indication of anything going on. i guess we are very thankful there was not more damage done with them are public place not that the front of that building was not public, but at the time of the explosion thankfully there were not more people directly in and around the vehicle. >> in terms of any connection,

terrorism is disrupting society, undermining democracy and making people question faith and other people. the attack was particularly painful because people know new orleans has the city that's about fun, revelry, festivals and inclusion and people celebrating being with each other. to do this attack on new year's day, while people are celebrating was just breathtakingly awful. as the sugar bowl kicks off, as bourbon st. reopens it's about standing up in the face of terror. we are a city, a nation that does not stop for a moment into and what we need to do to live our lives and to move on beyond the abject terror these groups try to push on us.

2020 saying he grew up in beaumont and relocated to the houston area. that's where we are right now. i can tell you around this time yesterday, the area was completely cordoned off with a heavy law enforcement presence. as of 7:50 a.m. local time the fbi said they completed the search. the area has been cleared. there is no longer a threat to the community. they also mentioned there were no arrests, but as far as what they were able to pull out from the suspect home it is unclear at this time. they are saying they have a footprint, a presence in the area because it all goes back to the ongoing investigation into new orleans. earlier today we had a chance to speak with a neighbor who lives just behind me here. he told me there was really nothing out of the norm that he saw was the neighbor. he said he moved in about a year and a half ago and kept to himself. there was a point he lived with

his mom. i asked him what was the last conversation they had. he said it was on new year's eve. he saw the white pickup truck so many of us have seen so far. he was packing up the pickup truck and told the neighbor he was headed to louisiana to start a new job. >> joining me is our counter terrorism expert. thank you so much for being with us. the exact role in this attack is not clear at all. he stated he had joined isis before the summer. he provided a will and posted it online. what does that tell you. >> it tells me a few things. tells me this is someone that was radicalized by propaganda. the big question for me was

that he viewed this propaganda and decided to conduct this attack to glorify islamic state or was he in touch with isis where they helped him select the target, select the tactics and such. we will likely learn that in the coming days. >> is there any way to determine what might have influenced him? >> i think as usual with these cases there is a basket of factors. there's personal pressures or triggers whether that is divorce, financial issues. it is clear he radicalized, posting a video of allegiance to the islamic state is a pretty serious thing. conducting such a deadly attack in its name. we will forensics. what platforms was he going on.

what kind of propaganda was he following and what pushed him over the edge. >> how does this attack compare with what we saw in germany. the christmas attack, or what we saw in france some years back and also the times square attack using the vehicle and also having explosive devices. at least two that were operational. and the gun and getting out and shooting out police. >> he had the vehicle and the weapon. this is straight out of the playbook. you mentioned france. there was berlin in 2016, stockholm, new york city, barcelona. this is classic designed to

maximize casualties. with the additional elements of the rifle and the ied sits clear he was trying to maximize the body count. this is the most deadly isis inspired attack on u.s. soil since the pulse night club attack in june, 2016. >> how does this fit into the pattern of car based attacks in the u.s.? >> there was another case in columbus. opportunistic and an easy type of attack to conduct. is also impossible to stop even as the hard and soft targets put up steel and the like. we still live in a free and open society. it is impossible to protect other every large gathering.

from my experience there's been plenty of warning from officials and the fbi about domestic and foreign threats. >> i tend to be careful and really reserve that term intelligence failure for a select few cases. we cannot get into the minds of every individual that is radicalized. there are many individuals that are radicalized that actually never moved forth to actual violence. it's a bit too early to point fingers and play the blame game. certainly we can talk about the lack of bollards and the lack of a hardened target with the new year's day celebration. always a very high target on the list. there will be some monday morning quarterback and when it comes to that. for now we need to figure out how to prevent the next attack instead of focusing on this one. >> thank you very much.

>> it is hard to separate president carter from habitat. it is the first thing many people think of. most people think he started and ran habitat which is not true. what is true is in 1984 habitat was a tiny organization. the president and mrs. carter came up and helped retail -- rehab a tenement building in manhattan that's when the world found out about habitat. that started the extraordinary six -- 36 year run building several more every year. the president of the united states out here inspired so many people. as you mentioned directly those carter projects, 400 -- 4447 people have the chance to purchase new homes but that only scratches the surface of their impact. in so many ways with their

leadership inspiration, habitat has been able to help over 62 million people have new or improved housing. that sustained equipment and engagement of the carter's was such a big part of that. >> his service was so important in so many different ways. with new guinea and the river blindness in africa and overseen elections, seeing the former president of the united states hand on with tools around his waist and seeing the first lady wielding the hammer, he was a skilled craftsman. he did a lot of wood carving at home as well. it was such a special image of service. >> absolutely. you know, for the first many years it was the jimmy carter work project. when we were building across the gulf coast in response to hurricane katrina we named it the jimmy and rosalynn carter

projects because they are the only two that participated in every single one of those builds. mrs. carter was such a great leader as well. it reflected so much their faith, their service ethic. president carter often talked about how working for habitat was the best way he knew to put his faith into action in a tangible and practical way. he also talked about the increasingly divided socioeconomic world building bridges across the divide. he would always say he got more out of it than anything he was able to put into it. i hear that for many volunteers. i might respectfully disagree in his case because he put an awful lot and and had such an impact. i think their personal humility and their love would just shine through. there's a story about that very first build where all the volunteers were sleeping and one couple had given up their

honeymoon to come on the trip. the carter's had a sunday school classroom set aside so they would have some privacy and they gave up the classroom for that couple and slept on the floor with everyone else. that just sums up so much of who they are. >> i just want to share one anecdote a story about their commitment. the anecdote from former worker david snell who said to the times, mr. carter showed up early one morning and asked, who is in charge of the toilet paper. he said there is not enough of it and walked away. that would be familiar to a lot of people who worked for jimmy carter in the white house because he was a detail man indeed. >> he was. we would always go over the plans ahead of time. we would do a tour before the build would start and midweek we would go around and visit every home to be sure they were on schedule. he would reallocate folks and pull some ringers off of houses to be sure other houses can
