that protester was barefoot and carrying a palestinian flag. the standoff with police lasted 16 hours before the man was coaxed off the ledge and arrested. once he reached terra firma. and a wild scene in california when an angry customer rammed his vehicle into a car dealership. witnesses say the man was upset with employees over his car appraisal. at least eight people were injured. and yep, that driver is certainly in custody. new talks will begin soon in the push to bring peace to ukraine. whether the goalposts have moved since that oval office blowup. very good day to all of you from msnbc world headquarters here in new york. welcome, everyone, to alex witt reports. and we begin with new fallout this hour from president donald trump's tariff back and forth. trump's on again, off again tariffs are not just impacting wall street. consumer confidence is also taking a hit with the biggest

single month decline in four years. new reaction today on the sunday shows. >> we're in a. >> triage situation. tariffs are an attempt to stop the bleeding. from the. hemorrhaging of jobs. >> in america. >> for the last 33 years. >> we need to bring home the american people what these. terrorists are going. >> to mean. >> they voted. >> for donald trump, supposedly because. they wanted lower prices. and these tariffs are just. >> going. >> to drive prices up. >> washington's also focused on a vote on the gop stopgap funding proposal that could come to a vote as early as tuesday. the bill increases defense spending and veteran health care funding, but it cuts items like international peacekeeping and nih research. democrats are still holding out hope for a bipartisan budget. >> so what i want to see get done is a 30 day extension for us to be able to continue these bipartisan talks and then to actually be able to come up with a congressional deal rather than just kick the can down the road

with the cr for the rest of the year, which is what speaker johnson wants, because, again, he's abdicating his responsibilities. >> i believe we won't shut the government down come friday. but the cr. is terrible on defense and the border. i want a commitment. we're going to have more money for border and defense before i vote for the cr, but i think we'll keep the government funded. >> and today, secretary of state marco rubio is heading to saudi arabia, where this week u.s. and ukrainian officials are set to meet this as relations between trump and zelensky grow tense. and trump says it's going to take more than ukraine signing the minerals deal to restart aid and a solemn anniversary. civil rights activists and demonstrators gathering today in selma, alabama, to mark the 60th anniversary of bloody sunday, when law enforcement officers violently attacked americans who were fighting for the right to vote. we've got a number of reporters and analysts in place ready to go over all these new and developing story lines. we'll start this hour with nbc's vaughn hillyard at the white house. vaughn, the president has expressed his approval for the

gop proposed spending bill. but is that enough to get it passed and avoid a shutdown? >> right? the spending bill is more than a one month continuing resolution. it actually would go to the end of september, essentially giving republicans, if it were to pass some more wiggle room and some time to work towards their big major reconciliation package, which of course includes the tax cut extensions that they are seeking to include, as well as major immigration spending. and so for this government spending bill, look, the government's money runs out come the end of this friday here. and republicans, if you just take the us house, if every democrat were to vote against the stopgap spending measure, republicans could only afford to lose one of their members. and thomas massie has already indicated that he is going to be one. the question is, is there a second republican that would hold this up in the house and then in the senate? they're going to need seven democratic senators to hit that 60 vote threshold to get the continuing resolution, this government spending bill through

september, to get passed by the senate. and so you heard andy kim there suggest from new jersey the democratic senator, that he wants just a 30 day spending deal so that they can work on a bipartisan agreement, because there's the opportunity for democrats to effectively be holdouts and shut the government down to make demands, as we have heard, for example, on elon musk and doge and the lack of transparency we have seen and efforts to ensure that the spending that is appropriated by congress is, in fact, doled out and appropriated by the executive branch accordingly. i though, want to let you hear from howard lutnick on meet the press earlier because as all of this is going down over the next five days, at the same time, there is internationally a litany of serious questions about the tariff policy coming from the united states, not only on its impact on several key close allies of the united states, but also on consumers right here at home in the us. take a listen. >> anybody who bets against donald trump, it's like the same people who thought donald trump

wasn't a winner a year ago. donald trump is a winner. he's going to win for the american people. that's just the way it's going to be. there's going to be no recession in america. what there's going to be is global tariffs are going to come down because president trump has said, you want to charge us 100%, we're going to charge you 100%. and you know what they say. they say, no, no, no, no, no, don't charge us 100%. we'll bring ours down. we'll unleash america out to the world, grow our economy in a way we've never grown before. >> howard lutnick, the commerce secretary from this trump administration, emphatically saying that there is no recession on the way, defending the tariff policies despite seeing the stock market, the s&p 500, dropping by three percentage points in just the last week alone, seeing a great number of commodities prices on the agricultural market. those prices drop and concerns about the u.s. not only manufacturing but also agricultural goods and the extent to which they are going to be effectively still be able to export toward the overseas markets. there's a lot

of questions, and as you suggested, there are economic forecasts that have cooled in these last month since the president trump and his cabinet took over. so there's a lot of questions that are coming here at the white house, all while the government potentially could shut down as soon as the end of day on friday. alex. >> all right. and i have a few more to ask. right. as soon as i thank you, my friend. thank you. so let's bring in sophia kai, white house reporter for politico. jeff mason, white house correspondent for reuters. and lauren hersh, new york times reporter covering business and policy. welcome, all. jeff, before we get to tariff talk, what are you hearing about the government shutdown next week? will it be averted? >> well. >> i. >> think they want to avert it. i think this white house is well aware that usually government. shutdowns politically end. >> up hurting. >> the incumbent or the person who's in the white house more than the opposition party. so more than than. >> democrats in this case. >> that said. >> there are no guarantees in washington and there's no

guarantee that that's going to happen. >> and the president. >> showed in his first. term a remarkable. willingness to shut the government. >> down, even. >> when it ended up hurting him politically. >> so tbd, alex, but i think we want to avoid it. and i think the lawmakers on the hill want to avoid it as well. >> so, jeff, is it clear what forces are at work when the president one day imposes tariffs, then lifts them, then threatens higher tariffs? and what do you make of howard lutnick tone? he seems like a cheerleader, but is he providing a realistic picture? >> well, let me answer your first question first. what forces are at work? it's the forces inside president trump's brain. and i'm not being facetious. there he goes back and forth. he has a phone call with the mexican leader and then decides to be more gracious about it with her and her country. he hears from carmakers and then decides to give them a reprieve for a month. and yet that's that was the same dynamic at the beginning of this

process, when he gave a 30 day reprieve for all of the tariffs on mexico and canada. and then, of course, as you just discussed, they went into effect this week or last week rather. so, you know, he's just he goes back and forth based on the advice or the conversation that he has had most recently and then makes those decisions. as far as commerce secretary lutnick. yeah, i mean, he's a fan of tariffs, too, because he works for donald trump and their logic and the logic that he was articulating refers specifically to the reciprocal tariffs, which are supposed to come into effect in april. and the logic that he was explaining there is if we show the rest of the world that we're just going to match your tariffs, whatever tariffs you already have on the united states, then that's going to drive those countries to change theirs. you know, there's that's that logic is perhaps a little bit more logical than some of the other tariffs that president trump has been discussing. that doesn't mean it's going to work

the way he he wants it to. but that's what they foresee. or that's at least what they want to see happen. >> so laura, the wall street journal apparently not buying what's being sold here because the editorial board called for someone to sue president trump, challenging his right to impose tariffs without congressional approval. is there a sense that these tariff moves will erode trump's support from wall street and from big businesses, because they will damage the economy overall? >> it's a great question. >> you know, donald. >> trump cares a lot about what wall street. >> thinks, what the stock market thinks. >> and what. >> we've. >> seen so far. >> is the market has. >> reacted very. >> poorly to the threat of these tariffs. and beyond. >> that, they've. >> been unable to. make any. >> kind of decision. >> they haven't done deals. >> they haven't made investments. >> there is so much uncertainty. >> about what. >> tomorrow brings, what the next hour. >> brings. >> that it's really. >> tempered down. >> on ceo confidence. >> and there is this big question as to at what point. >> does that. really restrain trump's. >> relatively volatile.

>> approach to tariffs. >> and sofia, part of the economic story is the ongoing job cuts by elon musk and your colleagues at politico. they followed up on a new york times report on a clash between elon musk and marco rubio. and here's what the president said about it. when asked. >> no clash, i was there. you're just a troublemaker. and you're not supposed to be asking that question because we're talking about the world cup. elon gets along great with marco and they're both doing a fantastic job. there is no clash. >> is there any sense that musk could start getting pushed out of the picture, or is he here to stay? >> you know. >> i think that he's. >> really here to stay. >> because what he. >> brings to the table. is not. >> just, you. >> know, in his. >> words. >> technical support. it's the. >> hundreds of millions of dollars. >> that. he could spend in the next midterms. >> you know. >> that's a tool that. >> they can use to wrangle. lawmakers on the hill. and musk also brings with him an immense

amount. >> of social. >> media influence. >> and i. >> think that's something. >> that trump's. >> cabinet acknowledges. and again. >> so trump doesn't mind chaos. >> he's someone that, you know. >> acknowledges that musk has has a mission that he wants to do, which is to cut. >> the federal government. >> and he also. >> knows that. >> musk cannot. >> run the agency. so he has to keep the cabinet happy, which is why you saw president trump come in to defend marco rubio and say, look, the secretary is doing a great job. >> hang on. sophia sounds a little bit crazy because what what you're implying is that the money that comes with elon musk can be used to primary republicans who oppose the position of this president. i mean, the intra party, the. that's just crazy. >> yeah. and this is this is really unprecedented. i was just talking to somebody who works for america pac, which is musk's, you know, the primary

vehicle that he can really weigh in on some of these elections. and i asked them, look like how much money is left in this pac? and what i was told was it really doesn't matter, because at any given time, elon can just contribute to it and top it off. >> what what is your reaction to that, jeff? >> well, i mean, i enjoyed hearing you say, isn't that crazy? i mean, it's crazy to whom you know, it's not crazy to elon musk. it's not crazy to donald trump. this is a reality. he one of his top advisers, is the richest man in the world. he's the richest man in the world and who had a huge influence in terms of his financial support in the last election. and look, we've also seen and not only seen, but we've heard the president talk openly about retribution and that that attitude applies not just to the opposition in terms of democrats. it applies to people on his team, i.e. other

republicans who may oppose him. so the fact that that is the threat that's hanging over them, the financial piece, but also just the possibility of getting primaried, that is absolutely real in congress right now. and i think it's no doubt one of the reasons that you haven't seen a lot of republicans who may be leery about certainly about elon musk and doge, but also about some of the things that the president is doing, not stepping up to take those public positions. >> i guess i used the term crazy because we are in such unprecedented, uncharted waters with this. it's stunning. and any number of other words you can use. i do want to ask you, lauren, about important article that you did on the department of justice investigating the price of eggs. what's that about? >> it's very. >> early stage. you know, we've all. >> seen it when we've gone to the grocery market. the price of eggs has skyrocketed. and the biggest question that exists in these kinds of. situations is. >> the price of eggs up because of supply chain. >> disruptions. >> there has. been the avian

flu, which has ravaged the industry, or is it because of collusion? and that is what. >> the. >> justice department wants to find out. it's very early stage, but they're preparing to. >> send. >> out, effectively, subpoenas for a civil investigation to learn a little bit more about the. >> extent to which these companies have been information sharing and the extent to which. >> if they have. >> they've been using that to impact pricing. >> so this investigation, jeff, interpretation of it, do you think it's more about real potential price gouging, or is it for political appearances to make it look like the administration is trying to tackle the price of eggs and inflation? you know, by extension. >> i think i think it may be a little bit of both. and i don't think that those things are mutually exclusive. you saw some of that during the biden years as well. threatened or investigations or at least acts to look into what they consider price gouging driving inflation. right now it's specifically on eggs. eggs are such a such a

good manifestation, i guess, of high prices when you're just looking for an easy example. and americans are facing this in the grocery store every day. so i think that the trump administration is under pressure to show that they're doing something about it. so the political piece to this that you're referring to or that you're asking about, alex, is real. they need to demonstrate that they're doing something. will they find that there's price gouging? i don't know, it's hard to say. but is that a way to demonstrate that they're taking action? absolutely. and is that necessary politically? absolutely. again. >> so is the expectation, lauren, given the reporting that you've done with your team there, will it really help lower the cost of eggs having this investigation? >> you know, antitrust investigations obviously take a long time. >> but to jeff's point, it's sending a message and not just the point. it's certainly something that former president biden's administration did, too. when they see prices skyrocket, they're at the very least

saying, we're. >> watching your behavior. >> and i'm sure that. >> ceos, you know, have also. >> taken notice. >> sophia, i want to get to the ukraine russia war with you, because there's a new nbc news report saying that donald trump now wants more than just a mineral deal. he also wants ukraine to make other concessions for the u.s. to then resume their intel sharing and the military weapons flow. what's your read on that? >> look, i think ultimately president trump is interested in a deal that's always been his priority. i think he also wants to see one of his biggest legacies as a person who brings peace. and that's why that he's been so insistent that ukraine, you know, bring more to the table in the form of being willing to potentially give up some land or in some way showing that they're more serious about peace. and so that's why, you know, we hear u.s. officials today saying that it's not

officials are set to meet in saudi arabia to begin discussions over ending the russia-ukraine war. the talks back on track following last week's confrontational oval office meeting and after russia's ramping up of airstrikes this week. joining me now from london is nbc's molly hunter. so molly, another welcome to you. and what is the latest on the negotiations and the current situation in ukraine? >> back on track. >> at. >> least all sides are hoping. and certainly ukrainian president zelenskyy is hoping they are back on track. i'll set the scene in ukraine. as you mentioned, russia is ramping up its attacks. and alex, this was the deadliest weekend for ukrainians since the start of the war. according to the ukrainian air force, 24 people killed across the country. the biggest attacks were friday into saturday. 72 people wounded and president zelenskyy all weekend long has been talking about the attack on one specific town,

dobropillia, in the eastern donetsk region, where 11 people were killed, and alex. he describes two russian strikes hitting the town center. and then a little while later, a third strike coming in, targeting first responders as they were responding to the people who have been injured in the first strike last night, more than 100 drones came in. the ukrainian air force says they shot most of those out of the sky. but we talk about pre-negotiation moves and we talk about russia ramping up attacks. that is exactly what ukraine says they are seeing right now. now all this comes, of course, after the u.s. suspended military aid, after that oval office blowup, which you already talked about, alex. and after the u.s. suspended intelligence sharing. this is really important. just so our audience understands what that means. we're talking signals intelligence. we're talking really high quality satellite imagery that the u.s. government has that helps ukrainians and the ukrainian military track incoming russian aerial assaults. and we're also talking data, targeting information. alex, you've got a lot of ukrainian soldiers, obviously using u.s. and european equipment, heavy duty equipment, and this helps them precisely

and effectively target russian spots. excuse me. positions. we also heard from president trump. he's been speaking and his team have been speaking a lot. today over on fox news he spoke about both putin and zelenskyy. let's listen to him on the ukrainian leader alex. and i'll talk to you on the back end. >> he's a smart guy and he's a tough guy. and he took money out of this country under biden like candy from a baby. it was so easy with that same attitude. and i just don't think he's grateful. >> do you expect to do that rare earth minerals deal? >> yeah, i think so. i think it'll happen. >> alex. right there. you heard two really important things. one, that he thinks that deal will happen, but also two, that he wants to see a change in posture from president zelenskyy. and we have reporting from our washington colleagues, kristen welker, carol lee and courtney, qb, which you just

spoke about right before the break. alex. but i'm just going to remind our audience of and they have reporting from another u.s, from a u.s. official and an administration official who say that trump does want to see more than just the signing of the mineral deal to restart that military aid, to restart that intelligence sharing. it's going to take what the administration and what this u.s. official is describing as kind of a change in posture. he wants to see a different attitude towards peace talks and also a willingness to give up ukrainian land to russia. now, as you mentioned, alex, to president zelenskyy heading to saudi arabia tomorrow, he will meet with crown prince mohammed bin salman. but key and interesting, he is not sticking around for the rest of the week for those high level bilateral talks for the u.s. side, there will be marco rubio, the secretary of state, and steve witkoff. alex. >> okay, very comprehensive reporting. thank you so much, molly hunter. and joining us right now, we have marc polymeropoulos, former cia senior intelligence officer, and nbc news and msnbc national security and intelligence analyst. hey, my friend. so it looks like the us and ukraine

are going to try again to make some headway on the mineral deals and peace talks, but it seems trump is looking for even more concessions from zelensky, potentially including ceding territory to russia, setting up new ukrainian elections and zelenskyy stepping down. do ukrainian officials go into this meeting tomorrow with any angles or advantage to negotiate with? >> no, alex, not at all. and let's just start off. >> with the venue. >> it's in. >> saudi arabia. >> look at. >> previously of course. >> the us. >> and ukraine enjoyed a very. >> comprehensive bilateral relationship. >> we actually met ukrainian officials. they came here to dc. we went to kyiv. what in the world are we doing in saudi arabia? that's almost a signal that the us is maybe at at best a neutral partner, but actually is tilting towards moscow, so even the venue is suspect. but ultimately i don't think this is going to go very far. because look, at the end of the day, the ukrainians know one thing over

the last what week? our withholding military assistance and intelligence support has led to the deaths of ukrainians, both civilians and military personnel. and that is a pretty grotesque statement to make. but the ukrainians know this. you just noted a report from our colleagues at nbc saying that trump is moving the goalposts. you know, he wants to see ukraine cede more land. he actually wants to see elections. but i think that's because trump has this kind of pathological hatred of zelensky and of ukraine always stemming back from the impeachment. and so ultimately, i'm not very confident this is going to go all that far. even if there was some kind of mineral deal, there's no security guarantees. and so i really do worry that there's this break in us ukrainian relations might be might be permanent. >> here's something that's pretty stunning. i spoke with jonathan allen, who said that elon musk tweeted we could remove starlink from ukraine from access using it, right? what would that mean? how devastating. i mean, in itself, how shocking is it? but what would it mean?

>> well, first of all, alex, nothing shocks me anymore. i mean, the statements against the ukrainians coming from all elements of the administration. and i guess you count elon musk as well, have been have been pretty profound, pretty awful. but of course, this would leave the ukrainian military, in many cases, blind. you know, there's going to be a scramble on the european side. what kind of technology can they get to replace this? but but the ukrainians are, you know, certainly do use starlink. and if we remove that, if we meaning the united states government through elon musk, again, that's going to lead to ukrainian deaths. and look what we're talking about now, this was an ally of ours that we helped in this incredible david versus goliath struggle. and now we're switching sides to the russians. it's to me, it's morally and ethically pretty awful. >> yeah. let me ask you about iran, because we want to take a listen to what the president had to say this week about it. here it is. >> and that's going to be the next thing he'll be talking about is iran. what's going to

happen with iran? and there'll be some interesting days ahead. that's all i can tell you. you know, we're down to final strokes with iran. that's going to be an interesting time and we'll see what happens. but we're down to the final moments. we're at final moments. you can't let them have a nuclear weapon. >> the final moments. that sounds ominous. what does he mean by that? could trump order strikes on iranian nuclear facilities if no deal is reached? >> well, alex, look, trump ran as an anti-war candidate and he certainly wants to get out of the middle east. and so, you know, having us engage in another kind of middle east conflict, either presumably with the israelis, you know, helping to strike iranian nuclear targets, i think is certainly not part of his campaign pledge. but he's also talked about a potential nuclear deal. and so it's going to be really interesting to see what what this entails. you know, there is there are some signs that the us is going to ask for kind of a full, you know, iranian stand down on all nuclear technology, kind of like what happened in

segregationists 60 years ago, that our parents fought that in our time, we must continue to keep voting rights and civil rights preserved. >> and that determination you're talking about, it also extends to congress, even beyond those that are demonstrating by walking peacefully across the edmund pettus bridge there, because you have alabama congresswoman terri sewell, who recently reintroduced the john lewis voting rights advancement act. and she said this quote, never did i think that 60 years after john was bludgeoned on a bridge, that the cause for which john lewis and those foot soldiers marched would be our cause, too. i mean, do folks have a sense of that, that they're still locked in this sort of bloody sunday fight for voting rights and other rights, just without the optics of dogs and water cannons? >> the optics of the dogs and water water cannons was what drove a lot of attention 60

years ago. but it's more subtle now. but just as disenfranchizing because they're stopping people from voting based on various state laws. we even talked about this morning how when you have the president talking about dismantling the department of education, let the states handle it. well, brown versus the board of education, the landmark civil rights decision of 1954 that was to stop states from being able to decide on education policy in their state because they were ruling. then blacks couldn't go to certain schools. brown versus board of education, federalized education. this president is trying to bring it back to a states rights, starting with education. if they get away with it there, who knows where it will go to from there. >> rev, if something like a bloody sunday were to happen today, what would be the reaction from most americans or from congress or from this white

house? >> from this white house? i really don't know what the reaction would be, but i think people would be energized. you must remember just 4 or 5 years ago when we saw george floyd. look at how the country and the world stood up and fought back and started marching. whites and blacks, people all over the world. and that awakened to where it was, private sector corporations that came out saying, we have to do something about diversity, diversity, equity and inclusion started as a result of george floyd. just like the beating on the edmund pettus bridge was the was was the thing that that inspired voter rights act of 1965. so sometimes a tragedy and powers. but this white house, i think would not move. this white house didn't do anything when george floyd happened. it was the private sector and state
