i sent myself! how dare you? how dare you claim i'm part of a conspiracy! >> woo, the health care debate getting ugly. new town hall meetings over the weekend the accusations fly. cash for clunkers, the program running into an unexpected problem, could it be a good problem to have? good morning, everyone. i'm alex witt. welcome to "msnbc sunday." all of that plus the god father of michael jackson's children makes a surprise claim. first the latest on the midair crash over new york city. here's what we know right now. nine people are presumed dead including five italian tourists aboard a sight-seeing helicopter. the helicopter collided with a single engine plane carrying three people. that collision happened over the hudson river which runs between manhattan and new jersey, just about noon on saturday. new york's mayor calling the accident "not survivable" and so far three bodies have been

recovered, two men and a child, all believed to have been on board that plane. >> oh, my gosh. >> well this morning we're getting our first look at the crash site moments before it happened. this is amateur video showing what it appears to be debris floating in the war. the ntsb chairwoman said investigators located the helicopter but have not yet found the plane. another helicopter pilot witnessed the collision. >> he saw a small single engine aircraft approaching behind the helicopter. he radioed the accident helicopter and told them one lima hotel, you have a fixed wing behind you. there was no response from the pilot. he stated that he saw the right wing of the airplane contact the helicopter. he saw helicopter parts and the

right wing fall and both aircraft descended into the hudson river. >> all right, we are also hearing from eyewitnesses. >> seen a plane and helicopter looked like they collided. hit the water, the fellow was spinning around. >> it it appeared to be going this way. >> i saw a puff of smoke and the blade fly off. >> at this hour, police divers getting back in the water searching for the bodies not recovered. >> joining us is tom casey, flight instructor. >> good morning a lex. >> let's figure out how this happened. you have a helicopter ascending, you have a plane cruising in this area above the hudson river, a beautiful day outside. did they not see each other? >> evidently they didn't but the rule, vfr, visual flight rules, see and avoid. the frequency typically the helicopters are in the aircraft monitor and we sides that, they

can announce their presence. the corridor extends from roughly george washington bridge to the verrazano bridge. >> i'm curious about the traffic laws. you're flying, not like you're driving on the road where there's yellow lines to separate things. how do you work that out? >> you use the hudson river as a highway so to speak. you fly on the right side of the road, the hudson river, when you're southbound and the right side when you're flying northbound, and you'll see aircraft helicopters coming toward you, and you have to be aware of the planes in front of you, if you have a higher speed than they do and always be aware of the helicopter. they're all over the place and they're typically lower. >> okay, does it surprise you, we're getting word that someone on the ground affiliated with the helicopter company, liberty tours, tried to radio that chopper pilot and say there's a fixed wing behind you.

no response. >> right. he was giving him advisory, and this is common frequency called a unicom frequency. other aircraft will speak to themselves, they'll give alerts like that. you may not hear a response because everybody's just listening, it's a listening watch mainly so he made that helicopter aware that there was traffic behind him. the chopper couldn't see behind him, but unfortunately, they impacted. >> is the coast guard and other authorities, as they look at the tapes, the faa, ntsb, what are they looking for? are they looking for faults? are they looking for precisely what happened, are they looking for lessons to be learned? >> well, all of those things obviously. the ntsb is investigative and they'll take a look at eyewitness testimony, any films and photographs that have been taken and they'll be able to put it together. it's a fairly straightforward event. the airplane evidently turned into the helicopter. why he made a turn as witnesses say we don't know, but he

obviously didn't see the helicopter and the helicopter didn't see him, and statistically, though, this is a rare event. i think it's the only midair collision in the vfr corridor in its entire history that i'm aware of. >> we were trying to go through that as we were talking about it earlier and don't have any evidence of a collision of this sort, you're right. tom casey, thank you so much, tom. a woman and her son, two italians on vacation new york city are counting their blessings today. they had tickets for the same helicopter tour and they just missed the flight. >> thanks to god, i think, because it's important, because we have a new chance in this life. >> turned out the boy was too scared to go on the flight and by the time his mother convinced him they were late getting to the heliport. coming up in a few minutes, all of the details from nbc's jeff rossen live at the scene for us. breaking news from japan.

a strong earthquake rattled the capital. the quake had a magnitude of 6.9, hitting tokyo and surrounding areas. right now no reports of damages or casualties. local time when it hit was just before 8:00 p.m. let's go to politics and tempers flaring this weekend at town halls across the country over the battle to reform health care. democratic senator harkin of iowa was interrupted several times by people in the audience. >> this is not health reform. this is control. control over our lives. >> senator harkin calls the outbursts scare tactics part of a nationally coordinated effort to disrupt the meetings. the republican party says it is not behind the efforts but some conservative groups encouraged people to show up at the meetings. hundreds gathered in memphis, tennessee, as well, to voice their concerns to democratic representative steve cohen. the congressman planned to address social security and veterans benefits. that turned into a rauraucous e

debate over health care reform. president obama's week includes pushing health care reform. on tuesday he will attend a town hall meeting in new hampshire. let's go live to be inning's mike viquera. >> reporter: the president holds the town halls, he was in raleigh, north carolina, and on the same day went to bristol, tennessee. he's been around the country for several of these over the last six months, somehow they always end up being in blue states or swing districts for the president in the last election and could be for the next election but they're uneventful. these are opportunities for the

president to get local media exposure. he speaks for 20 minutes on the topics of his choosing, usually health care, more recently the economy and the signs of rebound, very concerned is the white house about dragging polls and the way the white house is handling the economy and the deficit in particular. it's funny, alex. you drive into these things and i've had the privilege of covering a couple of these over the course of the last couple of months and the protesters have signs, screaming, they're shouting, they're making friendly gestures with their hands as the president drives by but inside it's generally congeni congenial. the white house says all of the guests are chosen at random but the guests inside are always very supportive. i'm wondering if that is going to change come tuesday in new hampshire when he ventures there for another town hall. >> we'll see if the popularity carries through. what is the president doing today? >> reporter: the president will leave for an annual summit of the three amigos, alex, the prime minister of canada, the

president of mexico and of course barack obama, they'll be going to guadalajara, mexico. they'll talk about the economy, the swine flu outbreak that could come in the fall and the climate change bill. >> thank you very much, mike viqueira. see you next hour. eunice kennedy shriver remains in critical condition at a massachusetts hospital. her children and family have traveled to cape cod to be with her. california governor arnold schwarzenegger was seen leaving the hospital this weekend along with his wife, maria, the only daughter of eunice shriver. let's get the latest on the weather across the country. authorities are assessing the damage, a reported tornado touchdown near minneapolis, the storm produced heavy rain and hail. lightning strikes blamed for two fires. no injuries reported. several cars and buildings were damaged and the power has been restored for thousands of

customers now. there are tropical storm warnings in place for hawaii, the national weather service reports hurricane felicia will likely be downgraded from a category 1 to a tropical storm by the time it reaches land later today. beaches on the big island of hawaii are closed. authorities are urging residents to prepare for heavy rain and the possibility of flash flooding. a typhoon is battering the eastern coast of china after sweeping across taiwan killing at least two people. taiwan jese television broadcast pictures of a hotel collapsing into floodwaters there. officials believe the building was evacuated before it collapse. winds reached speeds of up to 85 miles an hour, can you believe that picture right there? let's hope it indeed was uninhabited, but my goodness, dramatic pictures. from there to the economy. hope that the economy can build on the momentum of the new drop in the jobless rate. we're going to get a new look at

the retail industry, consumer spending and pricing and a meeting of the federal reserve this week, it is expected to highlight improvements in the economy. so for more on the big week ahead live to peter moreci, good morning. >> good morning. >> let's talk about the economic news this morning, responding to the new drop in the jobless rate while certainly small at this point, .1% there. how big of an impact might this have on the economy overall? >> we're starting to see a decline in the number of people losing jobs, good news because for the economy to bottom out, consumers have to start spending more and they're not going to do that as long as folks are losing their jobs. that's one of several positive signs. the other someone better housing data. >> okay what, about health care reform? the president said it is an essential component to u.s. recovery. you said the economy will not improve soon enough to help the president with health care because unemployment will continue to rise until the new year. how crucial do you think health care is going to be in terms of

the reform to our overall economic recovery? >> i don't believe this health care reform is going to have much of an effect on the recovery and from the recession simply because of many of the changes that take place would really not happen until 2011 or 2012. the real secret to getting the economy going again is to stop the hemorrhaging, the job losses that increase demand for american goods and services. the stimulus package short term will finally start kicking in next year, that will help but we have to improve our trade picture. we have to export more, pay for more, what we buy from abroad by what we make here f folks are saving more in the united states to get things going again. that's the part of the puzzle the president hasn't explained his way out yet. >> okay, the fed meets this week. are they expected to maintain a steady course? what do you overall expect from this meeting peter? >> no change at all. essentially the ped will tell us the economy is showing some signs of improvement. it's going to keep interest

rates near zero, i expect that to continue into the new year. mortgages will stay access nibble terms of their interest rate level. it will be tough for people at the upper end to get mortgages but overall there will be no change in credit market conditions as a result of what the fed does this week. >> can i ask you this? is the recession over? i know you'll get the lagging indicators that will tell you we can't make it official until down the road when you look back in time but by your estimate right now, is it over? >> i don't believe it is yet over but we're very close to the end. my feeling is it will end sometime in september/october, but the rate of decline is rapidly dissipating, and it's kind of like the hurricane leaving. we still have rain, but the hurricane's leaving. >> that's good news. all right, peter morici, thank you for that. let's hope you're right. >> take care. still ahead a live report on our top story, the search for answers in the deadly midair crash over the hudson river. and incredible shock, a baby declared dead by doctors turns

and thousands of people eager to help. 18 past the hour. we're getting this breaking news relative to that plane and helicopter incident across the hudson river. jeff rossen who has just gotten into place for us. you have news to tell us, what do you know? >> reporter: our camera was zoomed in on the live picture. if we zoom into this nypd raft going into the police boat they pulled up a piece of the

wreckage, we aren't sure whether this is a piece of the helicopter or airplane. they are just right to that orange buoy on the left, alex. that is where the helicopter was so this could be a piece of the helicopter, but they have not found the plane yet. they're still looking for it and what they're doing is trying to bring this wreckage on to a police boat so they can start analyzing all of this. they're also down there in this choppy water with a strong current in the hudson river searching for bodies. they recovered three bodies so far, six people are still underwater as they try to piece all of this together. >> unbelievable. >> reporter: this morning, our first look at the crash scene moments after it happened. in this amateur video obtained by nbc news, you can see the wreckage floating in the hudson river. hard to tell if it's the airplane, the sight-seeing helicopter or a combination of both. >> i just saw the puff of smoke and the blades fly off. >> it went right there n and there was a crash and it was completely submerged just like

that and there was nothing else. >> reporter: minutes later, police divers drop into the water trying to save survivors. they wouldn't find any. nine people total all killed. the midair collision was so violent it appears the airplane's wing was ripped right off. these chilling photos obtained by fox news show the actual collision, there's smoke and aircraft parts are falling from the sky, the wreckage and most of the victims sank to the bottom of the hudson river. >> we saw the full rescue helicopters just went after like a minute, it was that quick. >> reporter: aboard the sight-seeing helicopter, five italian tourists plus the pilot. on the airplane the single engine piper, there were three people, including a child. friends of the pilot are grieving. >> i happened to be on the phone with his father and his father saw it and he knew exactly what it was. it's tragic. >> reporter: on this clear and sunny day, the airplane took off from new jersey's teterboro

airport and flew south to new york city. moments later the sight-seeing helicopter took off from the west side of manhattan. officials say the plane hit the back side of the chopper and from there disaster. late last night ntsb investigators arrived on the scene. >> our team did talk to a witness to the accident today, it was another liberty helicopter pilot. he saw a small single engine aircraft approaching behind the helicopter. he radioed the accident helicopter and told him "you have a fixed wing behind you." there was no response from the pilate. he stated that he saw the right wing of the airplane contact the helicopter. >> reporter: this woman had tickets for that same helicopter tour and just missed that tragic flight. >> thanks to god, i think, because it's important because we have a new chance in this life. >> reporter: this deadly collision happened in almost the exact spot as the miracle on the

hudson. in january, u.s. airways flight 1549 made a splash landing here with 155 people aboard. >> this is not going to have a happy ending like when the airbus went down on the river where everybody survived. in this case we believe that nobody has. >> reporter: while skyline tours over new york stock exchange city bring breath-taking views, critics say they bring great danger. sight-seeing helicopters and small planes are allowed to fly just feet from manhattan without ever speaking to a flight controller, as long as they remain below 1,100 feet. >> this is a very busy traffic lane here. maybe we will have to take a step back and look at the traffic flow here so that we can protect families and our communities as we go forward. >> reporter: want to show you some video we shot just moments ago here on msnbc, this is in fact police and police divers pulling up pieces of wreckage from a raft they have off the boat.

we're unsure whether this is the helicopter or the airplane. i can tell you they did take this piece up from a spot they identified as the helicopter search area. they still haven't found exactly where the airplane is. you have to understand the hudson river and you can see the current going right to left is fairly strong and the water about 30 feet deep. that's the biggest problem in finding the debris, the fact it's shifting the at the bottom of the water 30 feet down. back to a live picture we have police boats and investigators on the back of one of them from the nypd trying to find the wreckage, trying to find more of the bodies, sadly, underwater. three people have been recovered so far. six more people are still under there. alex? >> yes, it is a tragedy. we thank you for that level of information. jeff rossen, thank you. still ahead, politicians feeling more heat at town hall meeting. will it have any effect on what the white house does next? and the baby believed to be

sunday. i'm alex witt. breaking news on that midair crash involving a tour helicopter and a single engine plane over new york city, just minutes ago divers pulled more wreckage from the waters of the hudson river as they try to piece together what could have happened. nine people are presumed dead. three bodies have been pulled from the water but i am just getting information from one of our nbc producers out there on the scene with correspondent jeff rossen, a body has just been pulled out of the water, no details. as to male or female or the i.d., that coming in to us at msnbc. good morning, greg. >> good morning, alex. >> let's talk about the report from the department of transportation, the chairwoman saying there was a disparate level of oversight in this on-demand flight industry. explain what that is first of all the on-demand flight industry and what is your take on that? >> when you look the at the

on-demand charter industry it's a broad spectrum. it includes tour helicopters as well as on-demand charters. if you remember back a couple of years ago, there was an aircraft accident at teterboro, a chartered airplane went off the end of the runway so it's a broad spectrum they're talking about. >> okay. i also want to ask you about the report we just had, dreg, another body was pulled from the water. i believe there is an orange beacon right there, a device floating in the water that indicates location of the helicopter. the fact no full wreckage of the plane has been found, is it likely this is going to be one of the five italian tourists or pilots from the helicopter? >> that's a probability. i mean it's hard to say for sure exactly, you know. we know there was a child on board. i think that was recovered

yesterday. the rest of them are adults, so it's going to be up to the m.e. to figure out if this is an italian tourist or not but as you mentioned with the currents drifting the way they are, not only is it going to be difficult for the victim recovery, but it could be difficult for the wreckage recovery of both the helicopter and the fixed wing, given the fact that some of the lighter debris will float away or has already floated away. >> can you tell me how something like this happens? to the best of my knowledge a midair collision like this has not happened over the hudson, and there is so much traffic there, are you surprised it hasn't happened beforehand or did something just dramatically go wrong here? >> well, midair collisions are air events and we typically see midair collisions in and around airports because that is high density traffic, there's a lot of airplanes coming and going into an airport typically. we had a tragic accident down in arizona with two news media helicopters flying over a scene

so any time there's a conglomeration, if you will, of traffic, you'll always increase the risk, but in this particular incidence this is a vfr flyway, where pilots of all aircraft are to remain vigilant and maintain their own separation by looking out the window, looking for other traffic so the question for the ntsb is going to be where one or both pilots distracted that they didn't see each other or was there some sort of physical part of the aircraft that may have blocked the view of each of the pilots from seeing each other. >> greg with the flight space less than 1,100 feet, the area in which they operate the faa doesn't take control in terms of checking in, saying turn left and having a control tower monitor. there are people out there saying they should be. do you think they should be or does this usually operate the way it's supposed to? >> well, there's two parts to that, alex. one it increases the workload for the air traffic controller.

remember they've got three busy airports there so they're controlling those departures and arrivals for those three airports and now you have all of the smaller aircraft checking in. but pilots who were familiar with flying in that area have a responsibility that if they are going to transit that area, whether it's a tour operator on a prescribed route at a prescribed altitude or somebody transiting like this private aircraft, pilots are required to maintain that vigilance. they're going to be listening on the frequency to other airplanes talking aircraft talking but they're also scanning the outside looking for that traffic so the question for the board is going to try and understand using hopefully some radar data what was going on in both those aircraft that the pilots did not see each other to avoid this accident. >> okay, greg feith, thank you very much. good to see you. >> good to see you. coming up at the top of the hour, all the latest details from nbc's jeff rossen standing by live at the scene and helped provide the information about a

expedited process democrats are trying to use to ramp through this bill, but also the substance of the bill, and a lot of real people were showing up, they were pretty rowdy, it was like equated to a high school football game. what's happened is that the democratic leadership particularly harry reid and nancy pelosi, have started ridiculing these people and they're escalating and they've called out the unions and the unions are now trying tone force some order. it reminded me a little bit of when the rolling stones decided to hire hell's angels to tamp down the rowdy crowd at altamont. it's a bad idea, they're escalating, but everyone has an obligation to hear from every constituent, whether or not they agree with them and we need to create a process where everybody gets a chance at the microphone to calmly express their views. >> igor, there are some democrats trying to dismiss the angry crowds as a minority push by conservative groups, giving

them directions to get to the front of the group, spread yourselves out, be loud and make your talking points and disrupt things. is that fair? >> alex, i think if there's one thing the clip you just played demonstrates is that the people at this town hall, groups like freedomworks, americans for prosperity, they're not interested in having a substantive debate. they're there to shout bumper sticker slogans at representatives. i want to point out matt's group which again is founded by corporate lobbyists and the lobbyists for dick armey, former republican majority leader, they distributed a memo that instructed these so-called volunteers about how to disrupt the town halls, have a yell at your representative, yell these catch phrases. we're all about having a civil, democratic conversation about health care and health care reform and how we improve access and lower cos. this is about pushing a certain agenda that benefits certain corporate entities like from

insurance companies, not a civil debate so let's not mistake the two. >> matt, freedomworks, your organization, have you encouraged people to show up at the town halls and be disruptive and if you have, is that behavior counterproductive to your ultimate message and goal? >> well, two points. first of all, the center for american progress has been pushing this myth that we wrote this memo, any 14-year-old with a computer could have looked up and seen that the memo was written by a gentleman with no affiliation to freedomworks whatsoever. it's not ours. >> you want to tell me definitively you have not encouraged your members in freedomworks to show up at the town hall meetings and be disruptive? >> well, surely we're not against people showing up at town hall meetings. i hope that's not true, because that's part and parcel of the democratic process. we always train folks to be civil, to be polite. we do provide them with policy

positions that they can take and interpret on their own. shouting is not the way to get this done. the right thing to do is to get -- be aggressive, get to the microphone, express your opinion, but let the congressman talk as well. that's always been our position. what cracks me up about this so-called memo is the gentleman that wrote it is actually quoting directly from saul alinsky, a president's guy, and somehow now, when conservatives show up and express their views, it's considered anti-free speech, when liberals have been doing it for years, somehow it's considered the highest moral order. >> and igor -- >> there's two things here. >> igor, i'm curious now, can you say that those that are left-leaning and coming with the liberal mind-set to these things and trying to support the town hall meetings, how are they reacting? they can't be not blamed.

they're not going into this unscathed as well, right? it is becoming a boxing match inside these town hall meetings. >> alex, i think as we've seen from the tapes that conservatives are very good at stirring the pot here and again i want to emphasize what groups like matt's do they tap into the paranoid place in american politics we saw at the end of 2008 election, people coming to john mccain's town halls and calling president obama a terrorist, a socialist. these are the kinds of conversations that freedomworks is interested in n having, and the memo that he talks about was written by a volunteer who works for a so-called grassroots organization, i call it astro turf that freedomworks is a sponsor of and again we see those strategies that are in the memo reflected in the town halls. this isn't a mystery and no matter how much matt wants to deny it, i think it's clear that this is not about a town hall, a constructive conversation. we're all for that, but matt

do you remember when congress scolded the big three automaker ceos for showing up for hearings in private jets? lawmakers reportedly decided it was okay to spend more than $200 million of your tax dollars on corporate jets for themselves. three of them are gulfstream 550s which cost about $65 million each. the white house correspondent with "congressional quarterly" adrian, how can congress justify spending this kind of money? >> well, the air force is upgrading its passenger air service and requested one of these aircraft so it's technically a defense program. what congress decided to do was accelerate or bump up the defense program so they decided to add two more of the aircraft. it's an existing program, doesn't qualify as an earmark so
