to go back in the water, great white sharks threatening beaches in one part of the country. good morning and happy labor day. i am monica novotny. and president obama is addressing the largest labor union. and union members want a public option. something aides say is not one of the mandates president obama will impose on congress wednesday night. mike viqueira is live at the white house. mike, the president's speech today is that going to preview what we hear wednesday night? >> reporter: it should do just that. he heads to cincinnati to speak to the union. it's unclear if the white house and the president will insist on the public option when congress gets to putting this in legislation and voting in both the floor of the house and the senate. robert gibbs intemated the

president will strongly support the idea of a public option. as you saw in the open, david axelrod and gibbs said it's not going to be necessary to be in the bill for the president to sign it. that is sure to upset those on the left of the party that have votes in congress as well as allies outside of washington like the afclio, monica. and the controversial environmental aide, van jones, resigning in the middle of the night saturday. do we know what happened here? is the white house commenting? >> reporter: he was a so-called green color jobs advisor. he wrote a book about a

best-seller. he got a job at the white house earlier this year. it came to life because of conservative media, and they start to amplify controversy statements in the past. he compared george w. bush to a crackhead in relation to his energy policy, and made a comment referring to republicans as a certain part of the human anatomy we can't say here. and then one of the final straws was that it was discovered that he signed about five years ago a petition that suggested that the federal government has something to do with the attacks of 9/11. at midnight on saturday night, after gibbs declined to specifically endorse van jones, he submitted the resignation letter you just referred to, monica. >> mike, let's talk silly season. the back-to-school beach, not cancelled but the text being

monitored. i am interested to see if we will see how many hits that gets when it is made public. >> reporter: opponents of the president who are opponents on a number of fronts. they say they are advancing a socialistic agenda. the president was supposed to go to a local high school and give a speech that lasted 18 minutes. it would be beamed into the classrooms around the country, and some school districts around the country say we are not going to air this thing. some say it's a logistical problem, with students returning to school tomorrow. they are working for weeks on lesson plans on how to get through that, and now to drop everything and listen to the president will be impractical. and they do plan to record it and include it on lesson plans later. and some say his policy advanced

a socialistic agenda and consider it an intrusion into the classroom. >> thank you. and colin powell is set to endorse, new york city mayor, mike bloomberg in his re-election bid. he said if he lived in new york, he would vote for bloomberg. and then the officials say they have to sort through thousands -- thousands of allegations of fraud before a winner is named in afghanistan. president karzai counted hundreds of thousands of votes in favor of their candidate from voting sites where no votes took place. he holds the lead about 20% over his apoopponent.

bill karins now has the weather forecast. a good monday and labor day to everybody out there. monica, i am happy to report things are quiet in the tropics, and the weather is quiet state side. let me talk about the tropics. so far it has been quiet. no big storms have hit the u.s. hurricane bill brushed by the coast but did not make landfall. usually we are starting to watch the third hurricane. we only have had one. so far this is a below average season. and there is nothing k out there to track with the exception of a wave to the right side on the screen. up the coast you see brighter yellow and oranges. this is a nor'easter rolling up the eastern seaboard. we have heavy rains on the out w er banks. the forecast today, cool and rainy. a lot of clouds out there on the

eastern seaboard. overall, places are looking good today, monica, but up fortuna fortunate fortunately, not a good day for the beach. back to you. the markets are open for business overseas. asian stocks finishing higher with major indexes in japan. markets are also sharply higher in europe. craft foods takeover for kad bury. they rejected the offer saying it was a low ball bid. kraft says it will work on another offer. and then one proposal up for consideration is to write another 13 weeks of funding to states with unemployment rates up around 9%. and the unemployment rate climbed to 9.7%, that's the

highest in this rescission and higher in 26 years. and robin is a senior writer and columnist. do these latest numbers confirm that? >> i think in this huge recession that we are in, they are calling it the great recession, people are looking for any silver of silver lining. it speaks to the size of the problem we face. >> where do we think we are likely to see job growth? >> you talk about green jobs. that seems to be a big green hope of the economy right now. easier said than done. that's hard wired to the prize of crude oil. if you see crude oil depressed at this level, if a lot of these were signed off, they are not viable economically. we have seen some of the wind farms put plans on hyatis.

>> we heard the president saying last week that were it not for that 500,000 to 1 million additional jobs would have been lost. >> i don't know if i buy that at this point. it through stuff out there and made sure unemployment benefits were extended, and it had infra structural spending, and highways and bridges are still being built, and that runs out. the economy has to sustain itself. what is the huge gain? this is away from economics, and what is it? is there going to be a killer app like a web browser, or a light bulb that gets millions working again. that's huge. >> thank you. up next a reunion 18 years

jersey, is that correct? the driver, they tried to pull over the driver for speeding, but this driver was not stopping. according to the reporter in the chopper, there does appear to be at least one other person in the car. we can see the driver reaching his hand out of the window there. hard to tell exactly what he or she is doing. but there are at least two police vehicles in direct pursuit a few feet back. can you see them now in the wider shot. we don't know exactly what sparked this. again, there in the ridgefield, new jersey area. they were headed eastbound and they were attempting to make a stop over speeding. this driver did not stop. now the police pursuit continues throughout northern new jersey. if they are still eastbound on route 80, they would be headed towards the new york city area. and typically, they would be heading into thick traffic, and

9:15 on the east coast on labor day morning, there will be little traffic if they continue to stay on the route. the connecticut plates on the old jury model camery being pursued by three vehicles in the shot. according to the reporter in the chopper who was able to get a clearer shot of inside that vehicle, there does appear one other person in the car. we don't know what these two people are doing or how it started. they have not stopped when police tried to pull them over. obviously the pursuit continues. we don't know where they are headed or exactly what their theory is about how they might best get away. they are headed toward the new york city area. this is a lot of -- they are traveling about 85 to 90 miles per hour i am being told. you can see them passing the other cars. this is a high-speed pursuit. we are waiting to get more details as to what happened to trigger this pursuit.

we don't know how long it has been going on. several minutes for sure. we don't know where it started and where it originated and how long they have been following the car. it looks like a light brown, beige, older model toyota camery. at least two people in the car. the driver and the passenger. the driver has the driver's side window open a bit. we saw the driver reach a hand out the window just a little bit, and hard to tell exactly whether they were trying to make a motion to somebody, to officers in pursuit, or just simply casually putting their hand out the window. hard to tell. they are now approaching sacaucus, new jersey. hard to imagine they would take this into the city. that would be high risk and far more dangerous. these are roads that would typically on a monday morning at

9:15 be filled with traffic, filled with cars. but given that it's labor day monday, they do have a pretty clear stretch here on freeway. again, at last check they were at 85-90 miles per hour, with at least three police vehicles in pursuit. that's all that we can see from the shot. likely to be more in the surrounding areas as well. books on interstate 80, a main thoroughfare in the tri-state area, going straight through new jersey. it looks like you can see now they are heading southbound. and this is a toll plaza, obviously. are they going to be able to get through the toll plaza. this could be the end of the road. here you see the driver exiting the vehicle. police are right there. wow, a blow to the head. now they have the driver out. can you see officers on the other side, incredible! okay.

there is one other passenger in the vehicle. they removed the passenger as well. can you see the swarm of officers. this person was not going to get away on foot. that is for sure. if you are just joining us. we have been following a police pursuit in eastern new jersey. eastbound on interstate 80. heading to a toll plaza to go southbound on the turnpike. that would not happen. police managed to stop this car and the driver right at that toll plaza at the entryway to the turnpike. we are told it might have been a speeding stop, police attempting to stop the driver for speeding, and the driver did not want to make that stop. the pursuit ensued on eastbound interstate 80. this is an area that would have been busy typically. but the driver was able to reach high speeds on a open freeway. as you can see, the officers

here shutting this down pretty quickly. connecticut plates on the car. again, this appears to be an older model toyota camery. the passenger has been removed from the passenger's seat. the passenger is shaking the head -- from my shot, it looks to be a woman. they have them both in cuffs now. the female passenger is being led away. in jeans and a brown sweat jacket. the driver still pressed up against the side of the car. if you did not see it, that moment when the police stopped the driver, pulled him out, and the driver started to step out and immediately the police were all over him. very quickly pap quick blow to the head and the man was on the ground. then we saw swarms of officers seemingly out of nowhere, stop the man and get him in handcuffs

and put him under arrest. still waiting to get confirmation of what started the whole pursuit. you see the man pressed up against the car. doesn't look like he is saying much. here is the replay of the final moments of this pursuit. you can see the police car in front there. this is the toll plaza entering southbound, the new jersey turn booik. you see the officers pulling him out of the car immediately. the same on the other side. the passenger side. there was a passenger in this vehicle, a woman. she was pulled out as well. both in handcuffs and boeth beig taken away. the driver is still pressed up against the side of the car. the driver does not appear to be saying much. we will get more details on what happened here. we'll be right back. stay with us. it's a tasty, nutritious way to make this number go up...

we have been following the breaking news. this tape just moments ago. the final moments of a dramatic and unusual police pursuit. there you see the brown sedan, the toyota camery. you will see the driver jump out after leading police on a police pursuit that reached 90 miles per hour at times across northern new jersey. there you see the takedown. police are coming in and getting the driver stopped in the toll booth. the driver was arrested. there was a passenger as well in the car, not something we typically see. the passenger also arrested. appeared to be an older woman. she was taken away in handcuffs as well. the car had connecticut plates. they tried to pull over the driver for speeding, and apparently the driver did not want to stop. the driver did have the passenger in the car, and they were heading towards the new york city area. when they hit the toll plaza to enter the new jersey turnpike,

they are stopped by dozens of officers in pursuit. the man was taken into a police check and taken away. we will let you know what happened there. the safe return of jaycee dugard. 2,000 people showed up to pay tribute to jaycee. she returned last month after 18 years in captivity. and nbc's jinah kim is live. i understand that's her favorite color. >> what a great positive way to mark the end of such a horrific negative way that marched their community, monica. jaycee and her parents had been living in lake tahoe for less than a year when she was snatched away. and the community did not forget about her, but they kept hope alive that she would return with periodic marchs and vigils and

campaigns over the years. can you imagine the aelation this community felt when they heard jaycee dugard had been found alive and well. 2,000 people showed up marking the event yesterday. and among those that came out was jaycee's former classmates and teachers and the city's mayor, and some of the same police officers that helped look for jaycee 18 years ago. a lot of the community members say and feel that south lake tahoe has never been the same since the kidnapping. it kind of permanently scarred them in a way. nothing felt like something like this could happen in their community. and this is seen as a bit of a redemption. >> thank you. and today several cape cod beaches are closed because of shark sightings. several sharks have been cited prompting officials to raise the

here are your political headlines right now. van jones resigned amid growing criticism for comments he made before joining the administration. he specialized in promoting green jobs made comments about republicans. president obama is expected to announce bloom will be the senior manager on policy. in massachusetts, lawmakers are gearing up for a hearing over whether the governor should be allowed to appoint the interim replacement for the late kennedy senate seat. nor the house speaker or senate has said whether they would back that move. the hearing is scheduled for wednesday. voter intimidation are

showering the afghan election. president obama is expecting a request for additional troops soon. if the election is seen as illegitimate, that could cause problems. let's bring inc colonel jack jacobs. >> i don't think it's going to have a big impact on how things are perceived inside afghanistan. inside afghanistan all politics are local. or allegiance is not to the government in kabul. afghanistan never had a central government that controlled the rest of the country. the real impact is going to be on the american perception of the mission in afghanistan, whether or not we should continue there. how many resources we are willing to commit. we have been there a long, long

time already. and the president is saying we need to be there longer, still. militarily, he is right. what you are talking about, election fraud, an increase in the activity with the taliban, it's going to have a negative impact on the president's ability to get the congress to write the check for the mission. >> we know there has been a debate with the troop number of how much to add or to add at all. david axelrod was on "meet the press." let's play that clip. >> the main thing is, we have to keep focused on what our mission was there, which was to disable and destroy al qaeda so they don't threaten us any more. that's the prizism through which he will make his judgements. >> how much more would it take? how many more? >> well, general mcchrystal suggested he needs at least 10,000 more. most military analysts i talk to say the total needs to be about 100,000, quite a bit.

>> no, university out in the northwest, and emery university set up a different area for kids calling it the swine something or other. and the point is they are isolating students that come down with the flu. this is what the federal government recommends, self isolation. if you have the flu stay in your dorm or apartment and not expose yourself. and most kids are there, and there is no place to go. when you talk about high school kids and elementary kids, they should stay home. that's the big recommendation, if you are a kid and they appear to be ill, and they have flu symptoms, keep them home. and that causes some problems because they have to find people to take care of their kids or take days off from work and what have you. and the federal government predicted as much as half of the population might be exposed to swine flu. they are expecting as many as

90,000 deaths, which is a huge number above the regular seasonal flu death toll. and because this virus is so new, and so few people have immunity to it, it's affecting younger adults and children disproportionately, which is why there is concern about what will happen in schools. >> you talk about the self isolation. the cdc gave out the fact sheet, and it's not just about isolating yourself so you don't spread it, but one of the major problems where the coinfections, you might be weathering the swine flu fine, but if you pick up a bacteria and get a bacterial infection, you could be in trouble. it's not just about saving others around you but saving yourself. >> yeah, basic advice, hand washing. wash your whole hand, the back of your hand, up your wrist a bit and don't turn the faucet off with the hands you just

billion at the box office. if you want to know what won and lost, "the hangover" is a per movie about what did well. it's budget was $35 million. it raked in $270.7 million that's what makes a film really successful. a film that was totally the opposite. "land of the lost." that had a huge marketing push behind it. it costs $100 million to make. and it did not make as much. and what they tend to do is say this cost $100 million, and we need to market the heck out of it, instead of thinking we have the great gem like "the

hangover," and we can make money if people know about it. that's what they need to do in the future to make money. >> what should we look at going into the fall? >> well, "where the wild things are." i don't think that there is a human being on the planet not excited about this film. we know it from the kids' book. the trailer is beautiful. it's a spike jones movie. years and years in the making. the buzz underground about this film has been substantial all along. you are hearing james faeny's voice. and vampires, things are doing quite well at the box office. that stands to do fantastic. lastly, i think a lot of people -- the female crowd will go after the next one, "the lovely bones." the book came out several years back. again, another film that is

the release of the lockerbie bomber and new evidence that some say proves the british government did not demand compensation for fear of jeopardizing valuable oil contracts. nbc stephanie gosk is live for us in london. what is the british government saying about all of this? >> good morning, monica. the british government said they did not exchange megrahi for business deals and did not take it easy on the libyan government in exchange for business deals and instead of supporting these i.r.a. compensation claims. all of this comes after this weekend where two letters were published written by gordon brown to the lawyer for the victims of the i.r.a. violence where gordon brown says that actually business contracts could have been effective neglect live by pursuing these compensation claims and this was part of the consideration when they decided not to support it, but, obviously, the british government right now in a lot of
