new word this morning on the swine flu vaccine. new studies show it takes one shot to protect adults from the flu. the director of allergy and diseases calls it important. >> when we first identified this
8:17 am
vaccine in april, we were not sure if it would be able to reduce a response that would be protective and whether or not it would be able to be done in the standard single dose we do with seasonal flu. there was concern we would need to do more doses. as it turns out, the information we released yesterday in washington, d.c., indicates good news. the vaccine can induce a response in the recipient that you would prodikt with a single dose. but, it does it quickly within eight to ten days after the vaccination. the h1n1 vaccine is expected to be widely available by mid-october. what could amount to a big shift in u.s. relations with iran. the first substantive talks with that country in 30 years. on friday, the obama administration said it would

accept iran's offer to speak. what could it look like and what could be accomplished. join iing me live is the deputy director for studies at if monterey institute of international studies. good morning to you. >> good morning. >> what does it mean for the u.s. and five partner countries to hold talks? >> it makes good on the obama administration efforts to engage iran. if we actually make progress in the talks, we will have benefits on the nuclear side and maybe other areas. that remains to be seen. >> okay, let's talk about the time of year. the talks were made on wednesday. what's being interpreted as a manipulation of the election this summer? >> well, i think part of it has to do with the government trying to gain respect. if the united states sits down with it, it will have a

legitimizing impact. they are concerned about the strict sanctions. the obama administration said if we don't talk in november, it will continue. >> the big if, when it comes to meeting with u.s. and iran. what is your take? can the u.s. make any sort of headway on the issue? if iran says it's not on the table, they are not going to discuss it. >> it's a tough negotiation to get started. it will come up in the conversation and a beginning will be had. it will take further rounds of discussion to make progress. the u.s. may have to soften a bit, but doesn't want to give away too much in the beginning. it's a way to keep them
8:20 am
interested. >> i know you are aware of the reports that iran is getting closer to having a nuclear weapon. how true do you think that is? how close is iran to that? >> all of us that have been following this, appreciate they have the uranium that would be upgraded and made into a bomb. it would take time. from the obama administration standpoint, there are opportunities to head off the bomb program, if we can get negotiations started and the right kind of outcome. i think it's a toss up. you want to emphasize how dangerous the program is to get sanctions. you want to make clear there's still time to get a good result. >> how much time are we talking? one year, five years, ten years? how long would it take? >> six months to a year and a half. the big thing for the obama
8:21 am
administration is they have a timetable. if progress isn't made, sanctions are the way we are going to go and get tough with the iranians. we aren't going to wait for the last minute. we want to take steps to make progress. >> do you see the possibility of military action to knock out nuclear facilities in iran? >> i think it's in the back grounld. now, it's being used as a way of prodding them to the bargaining table. it's less of a threat now. the united states is cautioning israel, about to take action. we want to see how the negotiations go. if we hit a stone wall and impose sanctions and they don't work, we have the last resort possibility. nobody wants to see that. >> thank you very much. still ahead, general motors launching a new campaign to gain consumer trust. will it work?

what caused me to be interested was, chantix is not a nicotine product and that intrigued me. the doctor said while you're taking it you can continue to smoke during the first week. (announcer) chantix is proven to reduce the urge to smoke. in studies, 44% of chantix users were quit during weeks 9 to 12 of treatment, compared to 18% on sugar pill. today i see myself as a jolly old man, (laughing) who doesn't have to smoke. ...who doesn't have to sneak out to take a couple puffs of a cigarette anymore. (announcer) herb quit smoking with chantix and support. talk to your doctor about chantix and a support plan that's right for you. some people have had changes in behavior, hostility, agitation, depressed mood and suicidal thoughts or actions while taking or after stopping chantix.
8:24 am
if you notice agitation, hostility, depression or changes in behavior, thinking or mood that are not typical for you, or if you develop suicidal thoughts or actions, stop taking chantix and call your doctor right away. talk to your doctor about any history of depression or other mental health problems, which can get worse while taking chantix. some people can have allergic or serious skin reactions to chantix, some of which can be life threatening. if you notice swelling of face, mouth, throat or a rash stop taking chantix and see your doctor right away. tell your doctor which medicines you are taking as they may work differently when you quit smoking. chantix dosing may be different if you have kidney problems. the most common side effect is nausea. patients also reported trouble sleeping and vivid, unusual or strange dreams. until you know how chantix may affect you, use caution when driving or operating machinery. chantix should not be taken with other quit smoking products. the urges weren't like they used to be, and that help me quit.

8:36 am
good morning to you. >> good morning. >> what do you make of unemployment staying high for years and what does it say about our economy now? >> it's not surprising. since the beginning and since we started the downturn, economists have been surprised by how many jobs have been shed. far greater than one would expect from the decline and economic output. now, we are seeing fears of a jobless recovery. productivity is high. firms are skreezing more out of the people they have. people are worried unemployment is going to top 10%. >> you have a phrase, jobless recovery. can there be such a thing? >> well, the problem is that we are expecting that economic output is going to start growing again in the next quarter. that's the assumption. jobs are not keeping pace with
8:37 am
the growth. the amount of growth in jobs is not keeping pace with what you would expect it to do given the economic growth. the number of jobs we would hope to see is not going to materialize. >> is there anything come frg the obama administration to get it turned around? >> that's what the stimulus is about. so far, the money that's been spent, $780 billion package that obama rushed through congress after he took office has not put out -- i mean it's put out tax cuts and money to states to help them not lay off people. somebody said it seems to be working. what they are hoping is as the stimulus money shifts into spending on government programs like you know, road building and that sort of thing, it will create more jobs than it has.
8:38 am
>> the stimulus has saved 1 million jobs. >> republicans don't believe it. to be fair to the white house, there are independent estimates that indicate they may be correct. the budget office thinks the range is between $600,000 and 1.5 million so far. there is, i think there's a broad sense among economists that the stimulus has helped. it's pumped $150 billion into the economy. there's a broad sense that several hundred thousand jobs have been not destroyed at any rate. >> okay. real quick, we know the president is focusing on the health care plan and getting that packed. what kind of impact might it have on the economy in terms of cost? >> god only knows. we don't know what the health

care legislation is going to look like. at this point, we are looking at a cost of $1 trillion in the house, around $900 billion in the senate. they are going to pay for it but how, you know, the devil is in the details on this thing. >> okay. good to talk to you from "the washington post." thanks so much. >> thanks. police in california say a collection of andy war hall portraits was stolen. a $1 million reward is being offered. let's go to the latest on the u.s. autoindustry. general motors has a new plan to get the cars out of the showrooms and on to the roads. starting next week, buy a gm vehicle. after 60 days, if you don't like it, send it back for a physical refund. good morning, david. >> good morning. >> i want to make sure i have this right.

8:42 am
good stuff about general motors. why rent a car when you can guy a car? what about the cash for clunkers? is there anything else we are seeing to reinvigorate the autoindustry. >> cash for clunkers is controversial, but it stimulated a lot of interest and a lot of great sales in august. in september, we are going to see -- i have talked to many dealers -- the traffic has certainly let up. august was a party with cash for clunkers. now, they are cleaning up and catching up, that sort of thing. here is the thing. we know the economy, even though we have unemployment issues, the economy is getting better and people have really been delaying their purchases. we have been selling cars at a rate in this country that is below the rate at which we scrap cars. so, we have had, we have this

new developments this morning, the outburst during president obama's health care speech to congress. democratic leaders are planning to vote to amonoish joe wilson if he doesn't apologize on the floor for shouting you lie at the president. he told the white house he's sorry. he refused to apologize on the house floor. joining me now is a political reporter from "the washington post." good morning.
8:56 am
>> hi. >> do you think they will amonoish congressman wilson? >> they said they would do that if he does not apologize on the house floor. they feel the apology he made was not enough. they want him to come to the floor and apologize. congressman clyburn who has the district joining wilson told me he personally asked wilson on the house floor to apologize and he told them no. it's interesting there. >> the democrats position is obviously understandable. how about republicans, are they embarrassed, or not? >> it's hard to tell. there are report that is people in the district, the second district that stretches from columbia out to hilton head. t people are encouraged by joe wilson. he raised hundreds of thousands of dollars, about $700,000 for

i will speak up and speak loudly against this plan. >> okay. as you mentioned, he's raised about $775,000. his opponent raised over $1 million. who is going to win here? >> it's unclear. miller is a man that ran in 2008 and lost to wilson. it's a very conservative district. i don't think democrats thought they had a chance until the outburst. clearly, people around the country are donating to the campaign. >> could be an interesting 14 months there. >> thank you. still ahead, the latest on the search for the missing yale student. but i've still got room for the internet. with my new netbook from at&t. with its built-in 3g network, it's fast and small, so it goes places other laptops can't. i'm bill kurtis, and i've got plenty of room for the internet. and the nation's fastest 3g network.
