clone clean up and bad news for the folks down the way. >> the forecast i thought was calling for more rain in parts of georgia already hard hit. >> right. exactly. i tell some of these neighbors, they say what do you hear about more rain coming? forecasters calling for more rain this afternoon and probably not really severe but could be a pocket of severe weather here or there today. tomorrow and thursday we're expecting that weather that is running through the midwest to finally get back here. so this situation could grow worse, unfortunately, by week's end. >> that's hard to believe and hard to stomach. ron, thank you very much. can president obama jump-start the stalled middle east peace talks? >> this hour the president is bringing together two political adversaries. israeli president and palestinian president for their first joint meeting since netanyahu took office. >> nbc white house correspondent savannah gaujry is with us. expectations are set low right

now. we know the sticking points is settlement as of right now and israeli aren't stopping building them and palestinians say we aren't going to stop until they talk. >> this is a development i think as late as last week it was unclear whether this meeting would happen at all. look. this isn't the resumption of peace talks which the administration badly wants. george mitchell has been to the middle east many times trying to get this thing going but as you mentioned, settlement issue is a real problem. they can't get israel to get on board, of course, with what the u.s. wants is no more snrt activity. the palestinians say if they won't agree with that why should we come to the table. needless to say as is the cage with this region, more work to be done. the white house is signaling they will be involved early and often. of course, president bush was criticized for not getting involved in middle east in a real and engaged way until later in his administration and that

is something this administration dngs is trying not to do. >> how is this playing out in israel? i was online look at the headlines. the tone at least some of them there was not an optimistic reflection on the president here as far as their expectations from the white house. >> i think there is destruct and some skepticism, particularly because the administration has taken such a hard line on settlements. and look. people in israel are very, very nervous about iran and they want to make sure that the u.s. is standing with israel which, of course, it is, but, you know, israel said they consider iran to be existential threat. if they are in a corner and have to do something about it they are ready to do something about it. also, netanyahu is presiding over this fragile coalition. it's about domestic politics for them, too. >> we also have the president addressing the general assembly

tomorrow. so much enthusiasm for the president when first elected. overseas we saw him everyone said he was like a rock star now. now we know there have been some disappointments and a lot of leaders feel he is not acting strongly or quickly enough, particularly on climate change. >> that is always than issue. this morning he spoke about climate change and said there was an energy bill that got through the house. huge question mark whether it will get through the senate. nobody is doing a victory dance and he was pretty frank about that saying, look, we have so much more to do the hard work is not behind us. tomorrow will be his first big address to the u.n. general assembly so he will lay out this. it's now turning that popularity in concrete results like iran and getting the russians on board for tougher sanctions if that's necessary. so i think no question this is where the rubber hits the road for the president. >> savannah guthrie, thank you very much. rapper suspected of killing

four people in virginia may soon be hit with more charges. new information now. police say the victims including a pastor and university professor were all killed by blunt trauma to the head. the man is already charged with killing one of the four and so far no indication anyone else was involved in those murders. did ray clark really act alone in the murder of yale grad student annie le? police sources telling nbc news there is more that will come out in this investigation and that it's possible other people may be involved in le's murder. some of clark's colleagues in the yale animal lab are being interviewed again. le's body was found inside the wall of a campus lab building five days after she was missing. raymond clark is charged in the murder. he has not yet entered a plea. following new developments right now out of washington. senior aides to senior robert bied say the senator has been taken to the hospital. he fell in his home. now, aides telling nbc news that the 91-year-old west virginia senator is currently being

i think a president is prudent in wanting to take a little time just to see how this -- the political situation levels out, because you can help someone fight a battle, but you can't fight their battles for them. in the end, they have to fight with you. that's what i think the president is saying. >> former president bill clinton on "today" this morning. today, the war in afghanistan is at its deadliest since it began in 2001. the top commander there is told not to ask for more troops. nbc's jim miklaszewski joins us live from the pentagon. what can you tell us, mick? >> as president obama has said over the past couple of days and, in fact, in talking to david gregory on "meet the press," he wants to take a closer look at the strategy that general mchrystal has put together for afghanistan to make sure it's the right strategy before he, the president, commits to sending any more young men and women into harm's way there in afghanistan.

defense secretary gates says, you know, that's a reasonable course for the president to take, although some military officials are going a little concerned that given the way the white house and the president are dealing with this situation, that they may be -- maybe considering reducing the number, if not withdrawing, from afghanistan altogether. nobody is suggesting that at this point but the president is apparently studying new possible strategies. >> we know general mchrystal laid out in the document leaked to the post that in fact, he needed more troops in order to get this job done in that 12-month time frame. if the white house is looking at a different strategy, at what point will they be ready to lay that out and are they going to be focusing more on counterterrorism as opposed to the counterinsurgency within afghanistan some. >> well, we've heard the president himself said it could take several more months because he is in a position to make any

decision on any possible new strategy. one idea that's been kicking around for some time now is, you know, pull the ma swrort of u.s. troops out of afghanistan and go after al qaeda primarily there in pakistan by using intelligence on the ground, but, primarily, long distance air strikes of aaron war planes and those pilotless drones which have had great success in taking out some of the mid level al qaeda leadership and training camps there in pakistan. but defense secretary gates only a couple of weeks said, you know, that's not a good idea. he said now is not the time, in talking to reporters here, secretary gates said, now is not the time to be thinking about pulling out of afghanistan. and the idea that you could conduct counterterrorism operations at long distances just does not square with reality. it takes much more robust effort on the ground integrating yourself in a community and

gaining that human, the human intelligence that is so critical to tracking down terrorists and in counterterrorists operations. so, you know, already it appears that the white house and the president may be at odds a little bit with general mchrystal in this early going on his strategy and potential requests for more troops, but it also sounds like he'd have to take on secretary gates if they want to make it an all air campaign against terrorism in pakistan. >> mick, i had a quick question for you about a column in "the washington post" today. eugene robertson writes. he is suggesting that the president downsize the mission, as you've mentioned that they've talked about as a possibility. he says in order to ensure that afghanistan doesn't become a terrorist haven, he says diplomacy is the answer. talking to the taliban. is that something you've heard out there as a possibility? >> quite frankly, that is part of general mchrystal's strategy is initiate those tall bab -- i

guess you could call him part-time taliban. they are not the central corps most other doxed taliban leadership but, instead, they join with the taliban either out of financial necessity, or out of their own self-preservation because when the taliban moves into an area, you're either with him wthem or you're against them and it could become very dangerous, if not deadly, for any of the locals who have no security of their own to resist the taliban efforts. so generally mchrystal believes that you can actually bring some of those part-time into the fold but you have to provide reasonable -- so that they will in fact, come over to the other side and therein lies the rub.

the organization. we employ 1,800 people and not one of them are perfect and we all make mistakes. they made a mistake. >> the sheriff is denying that the video game playing has any impact on the investigation. he says it does not invalidate the search. president obama telling world leaders the u.s. is committed to combating global warming. we are minutes away from the president's tri-laterally meeting with netanyahu and abbas. break this down. the tone, let's start with that first here. you have both people jockeying, certainly wanting to appear that they are ready to negotiate but also wanting to appear strong to their people. >> well, it seems that some of the sheen that the international commune, the love the international community had for president obama has worn off a little bit. that's been particularly evident

in talks of climate change. china actually has been really praised for the steps it's taking on energy efficiency and voluntary reductions of carbon emissions, where european negotiators are pushing the u.s. to take -- the senate to take action on climate legislation before international talks in copenhagen this december. >> lisa, what i was referring to is the tone of the tri lateral meeting with posturing going on there with the tri-lateral meeting. >> that meeting was hard to come by and it wasn't even clear that all three leaders would get in the same room until saturday. so it's likely to be a little more than a photo-op. even that could be useful. it shows the u.s. is maybing steps and they are involved in this issue on a world stage. >> what is the strategy to go beyond a photo-op for the white house here? >> well, talks will, of course, continue with the middle east after this brief meeting and part -- they will also continue on iran and other issues. so i think this is just the

beginning of diplomatic relations in a lot of different areas. >> there has been a categorization of a stalemate when it comes to the argument or progress or lack thereof at this point on settlement. >> right. that's exactly right. settlement is a huge issue. the administration would like to see reduction settlements in the occupied territories of israel. israeli leaders have been resistant of that and also members of congress. that is one issue on the table today. >> also what do we know about what the president plans to or how the president plans to reassure israel when it comes to ahmadinejad? we know he has warned any attack against iran would cause action from his country and we know where israel stands certainly on that. but how does the white house with this conversation with reassurance to israel? >> i think certainly a conversation about the october 1st talks which are taking place between european nations and russia and the united states where those countries will talk

good day, gentlemen. thanks a lot. thank you. introducing hotel price assurance, where if another orbitz customer books the same hotel for less, we send you a check for the difference, automatically. welcome back to msnbc. i'm tamron hall alongside monica novotny. right now, georgia authorities pleading with people to stay home if possible today as rising flood waters continue to wash out roads and interstates. georgia's governor sonny perdue is asking president obama for an emergency federal disaster declaration. governor perdue says he hopes to get some level of federal reimbursement as the state tries to help stranded flood victims and at least eight people have died in that flooding including a 15-year-old whose body was found in the river and a toddler who was swept away when the family's trailer was ripped apart by flooding water.

in addition to some schools closi closing. joining me on the phone is the director for the m. management agency. give me an update. are people listening some i know people are stranded. in it seems impossible. are people heeding the warnings out there? >> you know what? we're still experiencing a widespread amount of rescue efforts across metro atlanta, so we're advising people to stay at home, if possible, and if they do have to make it out, to avoid any standing water, standing or moving. don't take your chances. turn around and find higher ground or clear road. >> what are your big challenges right now? obviously, the first people keeping safe but what are the other big challenges here? >> the biggest challenge right now is safety, making sure that

people follow the guidance of their local authorities and stay safe as possible. >> what kind of help is the governor hoping to get here? i know helping for federal reimbursement but what do we know as far as federal aid the state is looking for? >> other than that, that's all i have at this moment. >> what are the latest conditions? we're looking at video that looks horrible. what is the update? are you seeing some improvement or are you bracing for mere rain there? >> we're wras bracing for more rain right now. right now, it isn't raining but we are expected to get more precipitation in the future. with that being said, we're really driving home our messages of safety. it is our number one priority. >> we said that at least eight people have decide including that toddler who was swept away from the family's trailer. what is going on for the search for others? our reporter ron mott who was live for us earlier in georgia said a number of people are missing. >> yeah. in fact, number of our rescues have increased from yesterday.

people are still taking their chances to kind of return to their area and not heeding to guidance from local authorities. with that being said, we definitely have seen an increase of water rescues. people are taking their chances to drive through flooded roads which is not a good thing. >> thank you very much for the latest from georgia. monica? new security bulletins issued today by the department of homeland security talking of terrorists sw interesting in attacking stadiums and entertainment complexes. the bulletin is not for the public or the media and say they have no specific information about any planned attack. today, police investigating the abduction of jaysee dugard will be back at the home where she was held prisoner. they are looking for two other cases of girls who were kidnapped 20 years ago. mother of oregon mother teen is relieved her daughter's case has closure. 19-year-old body was found after the man who admitted killing her led police to the scene.

the killer confessed and he'll now spend life in prison without the possibility of parole. new york governor david paterson is vowing to run for re-election despite reports the obama administration is urging him not to seek office. just yesterday the president gave a shout-out to the governor while he was in new york but he also acknowledged the presence of new york attorney general andrew cuomo a potential candidate for governor. dave for the new york "daily news" joins us now. you write about this in the paper today. you point to the real source of white house concern in new york politics here. you say this is really all about rudy giuliani. >> he is definitely a factor, you know? a lot of states have weak governors right now. it's a tough time to be an incumbent but not a lot of states have a republican waiting in the wings like rudy giuliani who has got a national fund-raising base and obviously, universal name recognition. i think the white house is genuinely worried that giuliani

poses a real threat here in new york and so, you know, they want to put up as strong a contender as possible. >> let's take a look at the polls recent poll out showing giuliani if he were to run against paterson. he has him 60% over 34% but if giuliani were to run against cuomo you have a much tighter race and different outcome. cuomo 53% to 43% and they are watching all of those gause if giuliani were to run against paterson and beat paterson he has a much big platform to potentially run for president. >> you're absolutely right. i mean, you know, rudy giuliani hasn't said anything about running for president. and he still hasn't said whether he is running for governor. it is a huge platform for any politician to jump off of, no matter what they're doing. i think they want to sideline him as quickly as they can. >> we talked about the awkward moment there yesterday when you had the president in that sort of embrace with governor

paterson for that moment and, of course, the cameras were on them. former president clinton talked about governor paterson on the "today" show. >> he's not in good shape now. but i will say this about david paterson -- he's a good man. i think that he will do, in the end, what he believes is best for new york and i think we should trust him to do that. i trust him to do that and i believe that if he thinks he has a reasonable chance to win, i think he'll probably run. if he thinks chances are 1 in 10 or worse, i think he probably won't. >> is the writing on the wall for paterson? >> absolutely. i mean, president clinton just adds to the growing chorus of voices saying that he needs to step down. there was even another poll out this morning that has paterson's approval rating at 18% which is about as low as you can go for a politician. i think as you said the writing is on the wall for the governor. >> david with the new york

considering borrowing money from the banking industry. the agency is strapped for cash from seizing 94 banks so far just this year. s.e.c. now says it will vigorously pursue bank of america for failing to tell shareholders that an authorized merrill lynch to pay out billions in bonuses. a settlement between the agency and the bank was just tossed out by a judge. in washington, d.c. today, the house is set to vote on legislation that would extend unemployment benefits by 13 weeks for those living in states with jobless rates of at least 8.5%. new government report released this morning shows u.s. home prices rose in july but not by much. home prices were .3% higher in july over june. for more now on what this means for your home i'm joined live by cnbc diana olick. >> that month-to-month rise is seasonal. we want to look more at the year

over year changes and the report shows that home prices were actually down 4.2% in july year over year. that's a better indicator of where we are now. home prices are stabilizing, it seems, at least if you look at a four-month trend, but we have to remember that seasonally in the spring, home prices do rise. we've seen that in some of the other indexes as well. we're seeing some stabilization but not seeing home prices go up on a year over year basis at all but, again, it means perhaps some buyers on the low end of the market are getting in and pushing up those prices. >> so if we typically move up in the spring and now following that pattern even if we are not up year over year would that indicate that perhaps we're getting back on track there? >> it would indicate that if it were not for one big wrench in the system and first-time home buyer tax credit which has been fueling the housing market over the summer. one-third of all home buyers were first-time buyers and giving them $8,000 more purchasing power. that tax credit expires november 30th to to get in on it you need

to sign a contract now. into the fall which is the slower season in real estate without that tax credit you have to wonder how much prices are really going to hold where they are. of course, you still have very low mortgage rates right now, right around 5.08% which is very low and very favorable for home buying. >> it sounds like if you're a first-time buyer this is a good time to get in? >> you may have missed the deadline. you have to close by november 30th and because of the way mortgages are now and the appraisal processes and it could be 60 days out, you got sign that contract today if you're able to take advantage at closing by november 30th of that first time home buyer tax credit. >> thanks, diana olick over at cnbc. new survey shows impact of the recession is having on people's lives at home and at work. most are stuck in traffic locker and longer and less eninclined to move and put off marriage and buying a house. the report shows nearly 150,000

same-sex couples reported being in married relationships last year. that is significantly more than the number of actual civil unions in weddings. these are the first census figures to be released on same-sex marriage. have you heard this story today? an angry season ticket holder for oregon ducks football team asked for a refund of his tickets after his team lost to boise state and he got a surprising response. tony sent an e-mail with attached voice to the ducks coach chip kelly and said, hey, he wanted his money back because he said he was so upset about the team's performance in the season opener. coach kelly respond to do that request with a personal check written to tony for $439. seminary then returned the check to the coach with a thank you note. i guess he didn't want the full refund but he wanted a little attention. >> here is your money. go somewhere else. then the guy backs down. you got to love it. ahead, the senate finance

care bill also known as taking the knife to the plan and chairman max baucuses is committing to making some changes to make sure it is more affordable for working class families and with me now alishia menendez. alisha, let me start off with you. make it more affordable for working class families and this was the goal in the first place, wasn't it? >> it was. listen, i think we have to give max baucus an "a" for effort, but at the same time this legislation has a bunch of holes in it, interesting as congress goes through. these amendments sound scary and when you look at them, they make good sense. to cover autism and pregnant women and lots of pieces in here that we can agree on. this will be interesting to watch. >> will this give the

republicans an opportunity to have their choice heard which is, obviously, what we heard from over the weekend from boehner and others saying they were left out of the conversation. is this a chance in markup to get solid ideas from the republicans in here? >> the republicans have offered solid ideas since the beginning. they were left behind the door behind nancy pelosi and harry reid. >> is this the chance to get in the ideas they want at the table. look now at the mark up. >> it's not that simp lsimple, . do the changes move to the left which is to reintroduce the option which is a no go for americans and certainly from the party or do they listen to the republicans that say these individual excise taxes that cost families and individuals for mandating coverage should be reduced and a violation of the president's pledge -- >> see, lenny, i think that's a

place we agree. >> well, there's a lot that we can agree about, which is this baucus plan is full of holes. one reason americans are skeptical about this health care debate, look what's happening this week. the democrats have said there is a deadline of friday for the senate finance committee to work through 564 amendments. that's crazy. >> senator kerry said today only in washington is 15 months being considered a rush. it's interesting how some of the republicans start the clock at different points and this is certainly not a debate that has started and it is, by many accounts of time, a rush in time, though, would you say? >> no, i would say that the reality is that the problem with the health care debate right now is not the republican party, is that there is an absense of leadership. harry reid can't get behind this bill. olympia snowe can't get past it. >> i think that's a bit of an unfair characterization.

if you look at this, i would rather see a party, my own party that would go to town on this legislation and really duke it out for what it is we want than to have a republican party that constantly complains about the fact that they're not brought to the table when we're not seeing proposals from them. none of their own. >> one key republican, obviously, that being olympia snowe and here's what we heard, doesn't sound like she's in a rush here either. let's listen in. >> starting point, but we are far from the finish line. there are many miles in this journey. >> many miles in this journey and you've got baucus saying he hopes to have a vote at the end of the week and that sounds like her journey is being measured differently than his. >> the reality is, i served in the u.s. senate and no way to get 564 separate amendments reviewed and okayed at such a contentious debate. two things for your viewers to

take away from this. one, look for this senate finance committee bill to be amended and if it moves to the left like jay rockefeller and others want, that is a problem for health care, look for smart republicans to go out and remind americans that president obama mandating coverage is much different than candidate obama saying we shouldn't do that. he was more in line with a candidate than americans on -- >> let me give you a counter. he gave two things the people watching should be looking for. what do you think the two things are? >> i think people should be looking for a compromise, which is what most americans want to see. most americans agree with the bottom line. doesn't matter if you're a democrat or a republican. if you work in this country, you should take your kid to the doctor. if you work in this country, you should get ill and not worry about going bankrupt. we could disagree over whether a public option is necessary to be the means towards that end.
