developing right now on msnbc. sflasy goes to court this hour in new york. authorities close in on at least three of his alleged accomplices. a plot to blow up home made bombs in new york city. white house lays out plans for tough new sanctions while iran fires off warning shots of its own telling the west too much pressure could lead them to war. so much for staying out of the spotlight two months after leaving the laz ka statehouse, sarah palin has finished that tell-all memoir and wait until you see the title and behind of the scenes deal-making for the book. we begin with a terror suspect. najibullah zazi accused of

plotting to attack new york buses and subways and investigators know who else was in on it reportedly. pete williams joins us from washington. pete, what is the latest? >> of course, right now, this is an arraignment for najibullah zazi. he actually has not been accused of attempting to bomb subways and trains. that is a supposition. it is a terrorism charge planning to used what is called in the law mass destruction or a bomb. authorities say when he went out in late july and early august to buy beauty supplies by the gallon to get the chemicals in them that could be used to make explosives, he had three people working with him. authorities know who the three people are and they are questioning them, but no additional charges have been filed beyond the three charges that came out earlier against zazi, his father who is now ought out on bail and a cleric

who is out on bail. these are three other people and they are being questioned along with others. what we are told by officials is that this case is not as simple as it first appeared that we sort of all expected that after he was arrested, it would be only a matter of days before others were arrested. but, so far, authorities say it's a little more challenging to try to build the cases against the others who they believe may have been working with him. >> pete, do we know if zazi is cooperating at all? there was article in "the new york times" about his background he was a vendor near ground zero and had his cart where he would greet different people but he had spoken to media in the past and remarking in that article about his openness. do we know if he is being open with investigators? >> he was questioned for three days by the fbi before he was arrested and according to people i've talked to, his amount of cooperation in those question and answer sessions sort of

varied. they thought he was being very forthright and honest in some answers but quite misleading in others. i think it's fair to say, tamron, what maybe happening with zazi is a serious charge he is facing and my guess is, i don't know this for a fact, but my guess is the prosecutors are saying now is the time to cooperate with us. if you help us wrap up this investigation, we could talk. >> okay. nbc justice correspondent pete williams. we are told that zazi has been ub ushered into the courtroom. breaking news. u.s. officials saying iran has notified the swiss government telling them that they can have access to the three american hikers who have been detained in iran for illegal entry in late july. this could be ahead of the talks in geneva this week. iran has notified the swiss that their services are required meaning they can meet with the

three american hikers to verify their condition. we'll get you more on this as it comes in. two u.s. service members were and a suspected al qaeda linked attack in the philippines. two navy construction workers died in a roadside blast. four teens have been charged with first-degree murder in that beating death of a chicago high school honor student. it was all caught on tape. prosecutors say 16-year-old derrion albert caught in an after-school fight between gang rivals. lawyers for polanski is asking he be released from a swiss prison. they say it's the first step to fight his extradition back to the u.s. for that 1977 statutory rape case. polanski was arrested on saturday as he arrived in zurich under the assumption he would be receiving an honor there. two days before international talks in geneva, white house is eyeing new sanctions on iran's energy and financial sectors unless the country comes clean about its nuclear ambitions.

iran says it will not discuss any issues relating to its nuclear rights in geneva. savannah guthrie joins us now. i think you're hearing the breaking news as we are now that apparently we're learning that the iranians have said the swiss government can go in and take a look at the three american hikers detained in iran since late july and in addition hearing the iranians will offer timetable for inspectors to look at the second enrichment facility. will any of this help them going into the geneva talks appearing to be cooperative? >> they certainly want to put that face forward and have the appearance of cooperation. the question of course, will be in the details whether or not the inspects will get the kind of access the u.s. and its allies think are merited here. at the same time, the administration not expecting to have iran be particularly cooperative and trying to get sanctions together, sanctions regime that an international consensus can form around and that is really a tricky question.

i mean, there are things you can do that will be very tough on iran but there isn't necessarily international agreement about it. for example, an embargo on gasoline into that country. so the real trick for the americans right now, is to come up with this regime of sanctions that they could get from particular russia and china on board with. i think that work will continue notwithstanding the gestures from iran, the genuineness of which we aren't sure yet. >> let's talk also about afghanistan while we have you. a lot of meetings on the president's plate this week and in the coming weeks regarding afghanistan's strategy there. one big meeting, though, is set to happen today with some of the generals and pushed back to tomorrow. any reason given for that or anything more you're hearing about this week? >> i asked the question and i didn't get a response as to why it was changed. it had been reported it was going to be tuesday and now it's tomorrow. there could be something as simple as scheduling could be something more. there is a principals meeting for this staff that support the folks who will be in the big meeting tomorrow.

that will happen today. and as you said, these are really critical weeks for the war in afghanistan. the president really giving every indication he looking at the strategy from top-to-bottom again. i've been told by senior aides all options really are on the table. tomorrow's meeting will be the first of five such meetings where they really examine the strategy. >> savannah guthrie on the white house lawn, thank you. all of this as a violence escalates in afghanistan. today a bus packed with civilians slammed into a roadside bomb. nbc's chief foreign correspondent richard engel is live with the latest. what is the latest of the people you're talking to on the ground about the strategies moving ahead with the president and general petraeus and general mcchrystal? >> clearly, the military here wants the strategy to change. they want a surge. the senior advisers -- i got briefed by a top general today -- they believe that this country needs a surge, not only

extra troops that would be involved, maybe 30,000 to 40,000, no exact number has been set, but also a new way of operating. they are very dissatisfied in the current operation that has mostly been a nato process. they think the nato command doesn't work and think there is too much corruption here and general mcchrystal basically said give me extra troops and give me a year to turn this around and i can do it. otherwise, you'll probably fail, the united states will probably fail in afghanistan. a very blunt message coming from here and very strong support for a re-evaluation of the process that involves as some have said, doubling down. >> what is pakistan saying about all of this? because, obviously, what happens in afghanistan is central to them and much of this war deals with what is happening or who is hidden in that country. >> sure. an interesting dynamic between

afghanistan and pakistan because what you're really fighting here, the taliban is a movement that lives in the border area. it is a pashtun nationalist movement and islamic fundamentalist movement that exists in pashtun belt halfway between afghanistan and halfway between pakistan. what we've seen in the past as there is more pressure on the afghan side, a lot of the militants will slip over the border and will launch their attacks in pakistan. over the last several weeks, months in particular, we've seen the pakistani government taking a much more aggressive stance and launching offensive on their side of the border so they want to see this pressure continue and they hope they can try and squeeze the militants who have carried out many, many attacks in pakistan between u.s. forces in afghanistan and pakistani forces on their side of the border. >> nbc chief foreign correspondents in kabul, richard engel, thank you.

huntsville school district has a high sick count right now, schools closing the next few days. about 14% of the student population called in sick with the flu or with flu-like symptoms on monday. now, the hope is by shutting down, they will stop the spread of any potential swine flu cases out there. a man accused of killing his wife in their orlando mansion has been caught on tape and behaving strangely. in prison. bob ward you see dancing here and doing a pretend striptease and joking around in a visiting area with family members. the 61-year-old developer has been charged with second-degree murder in his wife's shooting death last week. his attorney says her death may be a suicide. a woman suspected in six bank robberies in six days is set to be arraigned later today in connecticut. police say heather brown's robbery spree began september 21st and spanned three states, massachusetts, connecticut, rhode island and each time she claimed she was carrying a bomb and made off with cash. hartford police found brown

>> that, of course, tina fey's portrayal of sarah palin during the campaign. fittingly going rogue is the title of sarah palin soon to be released memoir. it will hit the shelves november 17th just four months, four after her book deal announced to the public. nbc's chief washington correspondent norah o'donnell and politico's executive editor is with us. how much do we know sarah palin is ready to reveal? how willing is she to tell it all? >> i think the title may give us an indication she appropriated this term that was used in the campaign to mock her she was office the reservation and the idea she is taking that title and using it for her memoirs, i think is pretty revealing. what i know she was able to bang

this out in four months by working around the clock, furiously, as one source close to her told me. and she could not have done this if she were still governor of alaska. by stepping down as governor that allowed her to free up her time to take her whole family in san diego in august and work on this full-time to get this done immediately and her publisher is thrilled because they are now able to put out a mal, a million and a half copes before thanksgiving. >> jim, we looked up the timeline. 400 pages is around what barack obama book was and bill clinton's memoir 1,000 plus pages. she is falling in the range of obama. is four months a short period of time to spend in what could be pivotal what this book says could make or break her political future some say. >> it's a fast turnaround for a book. the question is how much time she spent on it and how much

research she had to do. i think this is very much about her life story and sort of everything through her eyes so i don't think that takes a tremendous amount of work other than writing it and thinking about your thoughts on different issues. i do think they want to get this thing out as -- >> those are the thoughts could haunt you or be used against you if she so choose to jump into the political ring a couple of years from now. >> i think part of her appeal to republicans is that she does speak her mind and sometimes says things that seem politically incorrect or stupid in the eyes of some folks. we had a story out today where we talked to 50 different leaders, republican leaders in different states because i feel there is a disconnect between d.c. and the snickers about her and republicans out there in different states. almost every one of those republicans said they like her a lot and that she has more enthusiasm for her than any other potential 2012 candidate and if she shows up she can raise more money and turn out more people. that virtually guarantees that her book is probably going to

sell very well and that the amount people have to pay to give her to give a speech is probably going to go up so she will profit from all of this financially and politically. she is very well positioned to use that power and her appeal to raise profile and raise money for different candidates and position herself if she chooses to run. do i think she will run? probably not but if she chooses to run this will give her a pretty good platform. >> do you know if she will talk about her daughter getting pregnant? i know levi johnston, he wrote that article for "vanity fair" and made a lot of awful accusations about her. will she take this opportunity to strike thought or maybe this is her thoughts on the direction of the country she gave in that speech abroad. >> i've asked that question to people who have read this book and who worked with her on this book and they would not reveal. my own sense and just reporting on sarah palin for a long period of time is she does not

specifically address levi johnston because she is like that guy is dead to me. the campaign has been i don't want to talk about him anymore and not happy with the way he has tried to capitalize on his relationship with the palins. i think she will address her daughter's pregnancy and reveal some things never heard before about what happened behind the scenes and going rogue about her disagreements and about her relationship with the press. remember that sarah palin and her campaign believed fundamentally that the press is out to get her, has not been fair to her. >> right. >> so i think she does go on and address that in the book. i don't have any inside information about that other than my own sense of things, but i bet there is a lot of that in this book. >> can i just say one thing? >> sure. >> i think nor roo norah is right. she probably is not going to do that in her personal life or family life for the obvious reasons. the place you can do that is inside the campaign. and she only benefits from that

because conservatives, especially those with liberty tierian streak don't like democrats or don't like republicans in washington either. they feel like they sold out the party so when she runs against mccain or writes things against mccain in the book makes her more popular and allowed her to sell more books. >> the rogue has a book now and we'll see what happens with it. interesting. thank you. now to monica with breaking news. update on terror suspect najibullah sglasy. his hearing lasted ten minutes and he pleaded not guilty to plotting a terrorist attack using common chemicals. he is held without bail during this brief hearing and the 24-year-old has denied wrong doing and again now we know after a ten-minute hearing, a

verify their health and their condition and see how they are doing and being treated. this could be seen as a conciliatory gesture on iran's part and comes ahead of the multinational talks in geneva this week. we will brif bring you more details as they come in. new team of swiss attorneys of polanski filed a motion to get him out of prison and suggesting he be placed under house arrest in his vacation home instead. tom, i understand the foreign ministers of france and poland are appealing to secretary of state hillary clinton to get involved in this? >> that's right, polanski is a dual french/poland citizen and unclear how hillary clinton could be of help. the 76-year-old director faces extradition to the united states. he was arrested at zurich airport saturday night on international warrant for having sex in 1977 with a 13-year-old

girl in california. now, the u.s. has 60 days to apply for polanski's extradition but he has the right to appeal. it's a process that really could take years. in 1977, polanski pleaded guilty in california to having sex with a minor but he fled to france claiming that the judge, now deceased, was about to renege on a sentencing deal. the director has pointed out his victim has long since -- >> thank you, tom. actor's attorney is expected to take the witness stand in the bahamas. travolta security employee testified that a paramedic treating jett travolta in hours before his death threatened to release a private document unless the movie star forked

adam goldsteen his death ruled accidental death from a lethal cocktail of prescription drugs and cocaine. he died august 28th in his new york city apartment. friends found him there after calling 911. part of the investigation shows he had six pills found in his stomach and a pill in his throat when he was found dead in the apartment but sadly a laundry list of things according to the toxicology report found in this 36-year-old body including cocaine, oxy cot coxy could nottin and other drugs. a popular deejay with young people his death ruled an accidental overdose. democrat versus democrat on capitol hill in the senate finance committee. max baucus is putting the public option back on the table moments after the committee resumed today. >> i know supporters of the status quo are saying that it's

simply, again, a government takeover but let me set the record straight once and forever. this will be optional. nobody has to do this. it acts as a counterweight to the way i would characterize insurance -- health insurance companies and i love to use the word repatious because i think it's right and on the mark. >> a lot of people believe no version of a public plan will ultimately make it into this bill but there are actually two versions on the public plan put out on the table today? >> exactly. analysts who are looking at the way the votes would likely go based on what members of the senate are saying publicly suggest that a public option does not have a long life here. but, today, because of that, knowing there is resistance two senators wanted to force a debate and get members of this finance committee, who are so pivotal in this discussion, on the record both in what they have to say and by cast ago vote. so two senators have put forth bills -- amendments to the bill

that include a public option. one a bit more liberal than the other. we heard from jay rockefeller there. a democrat from west virginia. very much in favor of a robust public option. chuck schumer of new york is putting forth an idea that is a little bit more practical, his aides would say. but all of the democratic aides we are talking to say they expect this will not pass out of committee. so their purpose is to get a conversation going so that many who do want a public option have a place today to hear it being talked about and perhaps a new opportunity to put pressure on their lawmakers if that's how they feel. now, the public option has also been a real flash point when it comes to interest groups and lobbyists and others who want to get their message across and they used that try and true method of a tv ad to make their point. >> i need open heart sug but have no insurance and no company will insure me. my wife and i still over $100,000 in medical bills.

knowledge none of this would have piled up if i had the option of buying into a public insurance plan. >> what we're hearing from democratic aides they know no republicans will vote for these two amendments and caged it to me this way saying if they could get a majority of the democrats on the panel, not all of them but a majority of the democrats they would consider that a victory in the discussion of public option. >> kelly o'donnell on the hill to for us, thank you. today, the president meets with new head of nato. >> along with the vice president and defense secretary robert gates. what does the president hope to achieve in afghanistan? this is friday. >> my overriding goal is to dismantle the al qaeda network. >> 68,000 u.s. troops are in afghanistan now. almost a third on president obama's orders. >> joining us is retired army colonel and military analyst jack jacobs whose memoir comes out on monday.

thank you for joining us. >> good to be here. >> 68,000 is not a small number of troops. some are saying today that it is not the number, it is how these men aem and women have been misused or used over the past couple of years in afghanistan. >> we've been in there eight years and not a lot to show for it. we had some success but eliminating when we took smo most of the forces and sent them to iraq. you're right. it's not the number of forces. mcchrystal wants more than that. but it's also who they are. we need more trainers, more special forces, more special operations forces and more intelligence forces. these are not infantry divisions and marine units to knock doors down and so on. these are people who are operate by training local militias and so forth. i don't think they are in the pipeline to send. >> let me ask on that note. isn't mcchrystal, isn't the general saying i need a lot more

troops if this is going to be your strategy? if we're focus on the counterinsurgency the only way to do it is with more troops. the white house saying maybe we need to rethink this and the meeting today is pushed back. >> you are seeing a public battle in this regard. you are right on the money. mcchrystal says i need a whole bunch more troops. the vice president of the united states says basically mcchrystal doesn't know what he is talking about. we had the president on tape saying what we need to do is this and focus our attention on al qaeda and basically we don't care if taliban takes over afghanistan. you have the secretary of state following up by saying, well, the vice president doesn't know what he is talking about and then the president of the united states saying basically, look, i'm not ready to make a decision, we better wrap up. >> colonel, thank you for your insight and we will follow what happens in this meeting now pushed back until tomorrow but it can't be pushed back forever. you have to deal with this.

>> that's right. secret service is asking about a poll asking whether the president should be assassinated. facebook officials called the poll offensive and taken down quickly after the company was alerted to its existence. fourth teen charged with first-degree murder in the beating death of an honor roll student in chicago. cell phone video shows 16-year-old albert being hit with wooden planks, falling to the ground and being kicked repeatedly. prosecutors say the high school sophomore was a victim of after-school gang violence. nb's ron allen is covering this story. the problem of gang violence and overall violence in chicago has been in the front pages of the sun times and tribune all summer long. kids being mowed down every day it seems like in that city lately but this hit home. it's on tape and this kid was an honor student but do we know any

more about the four team charged and if he knew them? >> it appears he did not know them. it appears that the four people who are in custody are all teenagers ages 16 to 19 and one of them i believe graduated from the high school and some of them were students and unclear about the backgrounds of all of them. derrion albert was an innocent bystandard and this appears to be gang-related incident because earlier in the day a shooting near the school between various gang members and this seemed to spill over after school when albert was leaving school with all of his classmates around 3:00 in the afternoon and he happened upon these two crowds of kids who were converging on each other. he was beaten by one group and then beaten by the other and we've seen this tape. it's really horrific. i watched it yesterday and it's rare to see anything so graphic. the police, of course, will use that tape to track down more suspects. i believe there are at least three more people they are looking for and they have all been charged with first-degree murder and last night was a memorial service that also went

into chaos and a lot of people in community angry what happened and some blame ago local politician who was there for not doing enough and reports a memorial set up for the student had been burned to the ground as well. it just sounds like a horrific situation and this is not just kvened to chicago. this is the story we're hearing about because of the tape but there is gang violence and violence and high schools all across the country in many urban areas so this particular case, because we see it, highlights what is happening. >> ron, i do know over the summer a thumb of city leaders who called on the police department and the mayor to do more about the escalating violence in the south side of chicago. the area that president obama has his residence in, hyde park there. do we know what police are saying there? some people are called on curfews and harsh crackdowns to keep this from happening. >> i don't know if there is specific measures like that taken. i know the police have beefed up

their patrol and surveillance in that area around the school to try and prevent any further violence, but i think, generally speaking, in a lot of areas, you see that the police respond to these things but they can't solve the gang problems systemically and it keeps popping up in cities like chicago, los angeles, other places across the country. so it's sort of a stop this problem here, but the root of the problem never seems to be solved and, of course, this is all happening while chicago is bidding for the olympics and the last thing the city of chicago wants to see in the news about their town. >> ron, thank you very much. diplomatic showdown with iran. should president obama keep military options on the table. jon and kate plus eight? they are getting a makeover. just guess who won't be coming back? details next on msnbc.

host the 2016 olympics president obama will make a trip to copenhagen this thursday. take a look at his schedule. he spends eight hours in the air on overnight chartered flight and spend just four or five hours on the ground and then back in the air to be home by dinnertime on friday. peter slavin joins us now from the chicago post. you got people out there already criticizing the president saying, a, he is risking his prestige by going there if chicago does not get it and sends the risk of people here asking in the states where are your priorities, mr. president? how is the white house reacting to that? >> they see this as a moment that we take a little bit of time away from d.c. and say it's not a terribly great amount of time and they think he can do something good for the nation and for chicago. although i think what this is really about is president obama's loyalty to chicago, the city where he got his start. his loyalty to his friends and allies here. >> is he just not -- if chicago

doesn't win the olympic bid here, does it look bad for the president he traveled over there and taking a lot of his a-team? you got the first lady and valerie jarrett, who was very involved with the pitch to get the olympics for chicago before she even became a senior adviser for the president. >> that's right. there's no question but that president obama is taking some of his credibility on this and some of his -- people will be assessing the powers of his diplomatic per wags persuasion as he goes. no mean that chicago will win but he is calculating we can go over there with the first lady and swing a few votes and come back with a win. >> i want to read to you what senator kit bond saying the president spending too much time on the olympics and spening too much time on that. quote.

general mcchrystal said on "60 minutes" he had only spoken to the president one time. again, how does he balance some of the pushback he is getting on this one, peter? >> you know, i think president obama flies by his own compass and he feels confident he is doing enough on afghanistan, he's got meetings the next couple of days on that and dealing with iran's nuclear ambitions and he has made a calculation he can go over over and dodge, too. . no question that the president takes on an enormous number of tasks and a great number of goals and he, the white house knew what it was getting into when it made this decision. >> right. peter, the big decision comes on friday. i don't know if you're a betting man but i'm curious what you think. everybody has got an opinion. do you think chicago will win this bid to get the olympics there? >> gosh, it's a hard one to call. a year ago, chicago was ranked third behind two other places and they think just maybe this will put them over the top but

including letting the deadline and not cracking down on the congress and, of course, not being clear about what the ultimatum would be on iran and with other partners like russia and china, et cetera. in fairness to president obama on the question of iran, he is waiting to see what these other actors, namely israel, russia and china do before he creates a real material ultimatum for iran. right now we know our government is trying to prepare to squeeze iran's economy with sanks with the help of those countries if they don't come to the table on tougher sanctions but truly in a game of wait and see on iran and we won't know what that ultimatum is for quite some time. >> i want to get you to weigh in, but play first a clip from secretary albright and she had this to say about the policy in iran right now. >> we have not hadal relations with iran since 1979, so the idea is to look at the whole gamut of issues, but also tell it like it is. we need to use the same tools
