torn? >> the people who turned out yesterday for the rally was there to see sarah palin. and that's what john mccain is hoping, that some of her star power rubs off on him. he's facing the toughest fight of his career. he's been in the senate for 20 years. he's never been faced with such a tough campaign. he had scott brown out here, he's asked jeb bush, mitt romney. there was a huge rally yesterday. there will be a huge rally here today in this gym in mesa, arizona, and sarah palin is trying to vouch for his conservative credentials. there are a lot of arizonans who don't think he's a true, quote, unquote, conservative. why, because he blocked the path of illegal immigrant, two, he

didn't want t.a.r.p., and three, he didn't vote for the health care reform plan. sarah palin wants to deliver that message. she's the darling of the tea party movement, so yesterday she tried to say, let me be clear about this, john mccain is one of us. hear what she said. >> everybody here today supporting john mccain, we're all part of that tea party movement. because i have had the privilege of traveling around the u.s. and meeting with everyday americans who are that great tea party movement. when you think about that first tea party, shoot, some may claim that john was there at that first tea party. >> and, of course, she was talking about 1773, that first tea party event, and so she was making a joke about john mccain's age. he is over 70 years old. but, clearly, contessa, as you

know, she was trying to make the argume argument, john mccain is one of us. if you're a tea party supporter, you can like john mccain, because he has spent four decades fighting against reckless spending in washington. >> i guess what we do now is just watch for people who otherwise wouldn't have voted for john mccain do so because of sarah palin. we'll watch and wait, nora. >> thank you. i think that's a great point. and just about the atmospherics of this whole thing really is striking. john mccain was the republican presidential nominee in the 2008 election, the top of the ticket. and now there's been this reversal of fortune. sarah palin is now the main attraction. her stock is on the rise. john mccain's stock is diminishing, and it's really amazing to just sort of see these atmospherics. it was amazing the two of them on stage yesterday, it's the

first time we've seen them together since they lost the 2008 election, but sarah palin is clearly the star of this party. >> thank you, nora. we'll check back in with you later. for more now on who qualifies, what kind of help is in store, mike is at the white house this morning. a lot of families are eager to hear the details, and a lot of those who have already been foreclosed on throwing up their hands and thinking, why now? >> about 12 million homeowners will lose their homes to foreclosure in the next three years, and while the administration says they can't save all of those individuals, they can stop about three to four million of those foreclosures. they're quick to point out, look, a lot of people just got in over their heads, they bought too much house for the income they were bringing in. those people are going to continue to lose their homes. in the meantime, they're focusing on two groups of individuals. first of all, the unemployed. let's look at the proposal the

administration put together yesterday. if you are a jobless homeowner, you will get a three to six-month break on all payments. either reduced or eliminated also. banks get incentives to reduce balances for underwater borrowers. lenders can offer ga government-backed financing. now they are going to get financial incentives. a lot of this money, contessa, is going to come from the t.a.r.p. there is 35 billion in the t.a.r.p. for homeowners and programs just like this. contessa? >> mike vacara, thank you very much. i'm going to ask him to tell us what you have to do to ask for help and some of the reaction to this plan. the transportation security chief has now withdrawn from

consideration because of questions over his background as a defense contractor. retired major general robert harding took himself out of the running last night. he has extensive experience, but the distractions of his background would not be good for the tsa. the tsa says opening the most unfilled position on his team. just released photos show a portion of the south korean ship on the surface of the water. a military official says a hole on the bottom of the ship is to blame, and some sailors on board actually died. south korean authorities say there is no indication north korea is to blame, but troops are being extra vigilant, anyway. the ntsb will be on the scene of a horrific crash in kentucky. a stretch of interstate 5 is now

reopened. it was shut down in both directions yesterday. a small committee is mourning the loss of loved ones who died in the crash. what are investigators learning about this crash? >> first of all, contessa, what makes this accident so devastating is this part of interstate 65 actually came to the attention of officials before, and now the ntsb will be turning to state officials who recognize this stretch of roadway was dangerous, but at the same time, this community is devastated. 11 people died in the fiery crash, and ten of them belonged to a family from a mennonite community in berksville, kentucky. a tractor-trailer heading south in the pre-dawn hours on friday crashed into the median and then head-on into the church-filled van. the family was actually on the way to a wedding in iowa. the family of the church's home

had just burned down and they were moving into a home built by mennonite members. they are grieving but they have faith in god. >> this wasn't an accident. god knew this from the beginning. that will be one of the beginning things the community will do is accept it as a will of god, and we have the confidence that they were saved. >> the driver of the tractor-trailer was also killed, and the only survivors of this crash were two children, five-year-old and three-year-old little boys. they were treated at a hospital and released. teams will, of course, investigate what caused the accident with a very special focus on the driver of that tractor-trailer. >> we will start with looking at the last 72 hours, what this driver did in the last 72 hours, where this trip started, where this trip was going to end, what the work schedule was for this driver, whether there were any distractions to the driver. >> and, contessa, at this point

officials say it appears that perhaps the driver may have been asleep at the wheel. now, this particular part of roadway had barriers installed just about a year ago, but now, of course, we know they were not enough for a vehicle the size of a tractor-trailer. contessa? >> thank you. in the rockies, another round of spring snow to deal with. the national weather service says the colorado mountains could get another ten inches of heavy snow this morning. heavy crashes closed roads and passes yesterday. today some 84 united and united express flights have already been canceled. we're joined on the weather ahead. they're getting snow in denver. it feels like winter here on the east coast as well. bill, what do you have for us this morning? >> good morning to you, contessa, and chill is the word, wind chill. we haven't talked about this in about a month. we've had a very mild march, and that changed yesterday when the

cold air rushed in. wind chill in the teens all over new england. they're in the low 20s in the big cities, from new york city southward, and some of the suburbs are a lot lower than these numbers, so be prepared for a winter-like saturday. the one good piece of news is it will be sunny almost all day long. huge piece of pressure overhead, so we'll try to get this really cold air mass into the 50s in d.c., 40s in much of new england. boston will struggle around 35 degrees. a little bit of light rain in the middle of the nation brought some snow to the front range of colorado yesterday once again. that will bring rain to wichita. on the west coast, we had that wet weather yesterday, and now areas of the west coast are now looking fantastic. so the weekend weather forecast does show some rain moving today to kansas and eventually into the high valley of the east on monday, but it's not going to be a big soaker. we're actually looking at a

quiet weekend. if you have business to tend to on the east coast, do it today. the only problem really is in the middle of the nation with some light rain. enjoy your saturday. contessa? >> thank you. some positive signs of the economic crisis. jobless claims falling to the lowest level in weeks. vera givens joins us with some answers. we're looking at unemployment, everybody wants to know about jobs. >> the jobless claims dropped to 14,000, that's a positive sign. it does show the labor market is stabilizing to some extent. if you look at the four-week average, still not at a level that would be considered hiring. hiring is still ie louielusive, the bottom line. >> when we're looking at easter, are you seeing people going out and spending money? >> people are spending a little

more, beyond the basics. we've seen that trend a little bit. spending is up to about $13 billion, about 2%. this is discretionary spending, this is stuff you would normally cut, so easter eggs, stuff like that, we're still spending on that. >> speaking of discretionary spending, when you go to the movies, you expect to shell out big bucks these days, but i guess even more. >> even more. movie tickets are up. sorry to break those news. a large part of that is because of 3-d. it's going up to 15, $20, in some of these cities. one raised their prices up 52%. a family of four going to the movies, getting popcorn is about $100. >> especially movies, avatar kpepe

rally. wow, we're up early on a saturday, chris. when we're talking about arizona, people who would not normally vote for john mccain, whether out of fear or just because they never have, are they really going to be convince bid sarah palin? >> she's sort of the leader of the conservatives now. it shows how far the republican party has moved to the right. john mccain was never the hero of the right, but the right was never in charge of the republican party before. the other day when she was at that ralrally, she said, we're tea party people here. if that's the case, she's the boss. >> that being said, these are tea party people she's trying to convince. j.d. hayworth has a real jump on her because he's been on the radio. he's been toeing that tea party line. >> he's a little bit further than north, though. those people were questioning

barack obama's americanness. i think that was a little further than even the tea party people are right now, but we'll see. this thing is close, i think it will be a close election, i think john mccain looks nervous, i think cindy mccain looks very unhappy, i think they're probably very unhappy to have to rely on sarah palin. i mean, sarah palin is not a person of substance, she's a pure politician, and a fabulous one, i must say. more interesting on the stump than al gore or a lot of people we've watched over the years. she's very good at the connecting part of politics, not very strong on the substance part. all you see on this stage is the connection stuff, so when it comes to standing at a rally, she's the one you want there with you, but john mccain knows what he's talking about on all these issues like immigration and climate change and health care. he's an expert on so many issues and he's a legislator who tries to get things done. sarah palin is not even in the government, not even interested in being in the government,

really, but she's got all the star power. it's a very uneven situation. >> is there any way that she's out there drawing -- i mean, 4,000 people in tucson, put that in perspective, this is not a huge city. that's a lot of people to show up for a primary campaign stop. and they're showing up, nora just told us, to see sarah palin. is she testing the political waters here? >> it's hard to say. the "new york times" reported very much what nora reported, was that five out of the 6,000 people were there to see sarah palin. john mccain has never been a draw. we had him at a town meeting and we had 4,000 people atvil vilan university. i could see heroineing winning

iowa, getting second place in new hampshire, going up to michigan and blowing it out of the water with mitt romney. she can do it. the question is, is the republican party comfortable electing someone who is not really substantive? i don't think she's sitting around doing her homework, i think she has perfected her platform skills, which are probably the best in the business right now. >> let me ask you about health care reform and how it affects this upcoming election. mccain, among others, is calling for a repeal of the health care law. do you think that's still going to be the pivotal issue come october? >> it's pure nonsense, of course. republicans take pride in their knowledge of the constitution, but the constitution requires a two-thirds plus one vote in the u.s. senate. 67 senators would have to vote to override a presidential veto. so as long as president obama is president through early '13, 2013, there is no way they can

welcome to msnbc. i'm contessa brewer. sarah palin hits the campaign trail again today for her former running mate. she and john mccain will speak today at a rally in mesa, arizona. he's seeking reelection. the run for parliamentary said his country should no longer have to worry about security. a military judge has refused to dismiss charges against a u.s. marina kusd of the massacre of 24 iraqi men, women and children. it means frank miteran will face a court martial. authorities will return to the scene of a deadly crash that killed mennonite people.

investigators found tubes of white ning cream in michael jackson's home. the new plan for homeowners won't stop all foreclosures, but it could stop as many as 4 million. it will help homeowners whose mortgages are now bigger than their homes are worth. steve joins us. the first problem i see is it's voluntary. there is nothing mandatory here. how does that change things now? >> what it does is increase the chances for lenders to participate in this program. if you do this or if you don't do, if you do this, it ends up being for the lender and mortgage holder, the idea is it will incentivize those to do it. >> i was at dinner last night, and here's the reaction.

doesn't it cause people to stop paying on their mortgage and to call the bank and say, i can't pay. lower my principle? >> people right now don't have the incentive to pay their mortgages. there are 70,000 homes out there that the mortgage is more than the value of the home. so they're higher at risk for walking away and giving the keys back to the bank. the incentive for the government behind this is the government essentially guarantees a lot of these mortgages, so thinking on the part of the treasury who put this together is they can pay now, in other words, try to incentivize and pay now, but on the back end of the government guarantee, the government will have to pay up there. >> there are already millions of families who have gone through a foreclosure, so this program is too late to help them. isn't it cheaper for the bank to

lower the principle of a mortgage than it is for them to go in and foreclose? my understanding is a lot of the big banks went into this crisis to not even have the software to make such comparisons. wouldn't have been an incentive, to lower the mortgage by forecloseing? >> you would think, but it's not exactly clear, and what they want to do is keep this process from getting into the f foreclosure system. with 12 million mortgages more in the threat of doing so, at least 20 million mortgages are in threat right now. they want to keep it out of the foreclosure system, provide the incentives for the banks to really do it up front because the trouble is the potential housing price spiral you could get into. you foreclose, that house is then sold on the market for less than your neighbor's price -- >> by the way, the foreclosure

signs in the yard alone are enough to drive down the value of the house for the neighbors. >> the grass starts to grow, the house starts to deteriorate, and the value goes down. >> in places like nevada and arizona, that's really happening. steven, thanks for coming on and telling us about this. the houa teenager is callin vice president joe biden to apologize for his slip this last week. this teen set up the no-cussing club and mckay says biden should be held to a higher standard. >> many kids and adults all over the world look up to vice president biden as a role model. with that huge responsibility, he needs to be a good role model

for kids and use clean and appropriate language. >> the same teen persuaded the california authority to approve a no cussing resolution earlier this month. they reduced charges against a group of conservative activists accused of breaking into marry landrieu's office. they now face misdemeanor charges for sneaking into the democratic senator's office. they said they were investigating complaints of constituents when protestors were unable to get through. the new charges state the foursome were going to pretend to test the phone system. originally they were charged with felonies and trying to tamper with the phones. the top officer in the marine corps says he won't make straight marines bunk with gay ones if don't ask, don't tell is repealed. in a military post, james conley says an overwhelming majority

said they wouldn't want to bunk with someone who was openly gay. >> i would not ask our marines to live with someoneosexual homosexual, if we could possibly avoid it, and to me that means we have to build beq's with separate rooms. >> retired army colonel jack jacobs is an msnbc military analyst. edward, let me begin with you. back before the armed forces were integrated, i'm sure the argument sounded very much the same. well, if you integrate the armed forces, we don't want to make officers of color bunk with officers -- enlisted men, what gives here? >> it's hypocrisy and democracy at its best and its worst. this country can police democratic values abroad but can't guarantee democratic values for its own citizens and its own patriots? that's problematic. the fact we're in league with countries like cuba and pakistan

and korea who don't allow gays to serve openly, whereas allies like britain, canada do. they allow gays to serve openly without incident. that needs to be an example to the u.s. >> they've already said they're not going to enforce the third-party outings of other people. in other words, if another soldier tattles on you for your sexual orientation, the army is not going to force you outd. does general conway have the ability to segregate soldiers that way? >> no, he doesn't, because secretary gates, who is a very powerful leader, has already made the decision, in fact that, what's going to happen is we're not going to throw out any openly gay and lesbian people out of the military until the congress decides what it's going to do. so he's going to get overruled by the secretary of defense. >> they make this argument about

unit cohesion. it's the same argument that was made back before the services were racially integrated. does unit cohesion suffer if you put gay and straight soldiers together? >> well, the interesting thing is that all communities are tribal. and the smaller the community and the more focused the objective, the more tribal it is. there is no more tribal society than the military establishment, and so, therefore, things like sexual orientation, race and all the rest of that stuff just fall by the wayside. if you talk to combat troops, they'll tell you the following. they fight for their country and they fight to accomplish the mission, but in the heat of combat, most of all they fight for each other. >> do you really care what the orientation of the person is that's trying to defend your back? >> when someone is trying to kill you, no. >> so edward, the argument is, and you hear this from soldiers, from reading blogs, i don't want the guy coming after you. they're not after you. they don't want you.

that a suspect has been charged. 24-year-old george harrell has been charged with the premeditated murder of somer thompson. somer's mom calls him a monster. >> and i stood here in front of all of you 150-something days ago and said that we're coming to get you. we will get you. and so i'd like to take this opportunity to say to jared harrell, we got you and you ain't getting away. >> authorities say somer was walking home from school when she was lured into a home and sexually assaulted before she was killed. harrell was living near her home and somer's school before she disappeared.

this is clint, t. what bothers me is they had turned over to police tons of things from his computer, and this is before she disappeared, correct? >> it was two months before she disappeared. he was thrown out of the house because he allegedly stole something from a roommate. he left a computer. the roommates happened to look at the computer and they found all sorts of child pornography, especially related to little girls. they turned it over to the sheriff's office, the sheriff turned it over for forensic analysis. nobody asked for it to be rushed, so it was sitting in a queue waiting to be done, and it was two months later when he killed somer thompson. so all of us with 20-20 hindsight look at that and say, wow, he could have been arrested

right away, and if he didn't make bail, he couldn't have attacked her at that time. >> they're calling it random, but how could it be random when he lived near her home. do you buy that? >> no, i don't think it was random. pornography for me is the bridge between a fantasy and a reality. most people that view pornography view it, look at it for whatever the reason and move on. they never commit a crime like this. but for some people, they have a fantasy, and then when they view pornography, that may give them the incentive to actually act out that crime, essentially the bridge they move across. in this guy's case, he was in the neighborhood. he would have been aware these little children walked back and forth to school by themselves, and the crime of opportunity would have been he was in the neighborhood, he was watching. somer had an argument with the kids, she ran ahead of them, they couldn't see her.

he sees that opportunity to lure her into the house. that's when the authorities allege he sexually assaulted her and suffocated her, and then, of course, disposed of her body. >> is there anything that police could have done to prevent her kidnap and murder in terms of what the law says about having child pornography? should they have been aware, alerted that there was the potential for this kind of crime given what they found on his computer? >> well, again, not every person who looks at pornography is going to commit a horrific crime like this, but he could have been charged with possession. that's why i think, you know, every parent, we've got a responsibility to brief our children, make sure they understand there are bad people out there. we've got to talk about not going in the house with strangers and realize many times children are assaulted by somebody in their home, in their neighborhood that they know. she may have known him. and lastly, there are web sites, our web site, livesecure.org,
