found lenders repossessed nearly 90,000 homes last month and that's up 9% from june and 6% from a year ago. only two states, california and florida, account for 37% of that total foreclosure number. and with home values dropping, loan delinquencies are soaring. new numbers from the american bankers association show banks were unable to collect nearly $8 billion in home equity loans in just the first quarter. with all these bleak numbers, it's no wonder that nearly two-thirds of all americans say the economy has yet to hit bottom, that's according to a new nbc news/"wall street journal" poll. trish, the markets are now in negative territory for the year, tell me there's a silver lining somewhere. >> well, you know what, i'll give you the glimpse of the silver lining, chris. we have been seeing some -- in other words, these earning reports are coming in and you have macy's for example,

yesterday. obviously, an indicator the retail strength there among the consumer. >> all right, so, obviously, we're obviously having trouble with trish regan's mike and maybe we can fix that and get back to her in a minute. there is a lot more other economic news we'd want to talk about. near atlanta, georgia, for the second day today people are already apparently lining up just to get an application to be put on a waiting list for federally subsidized housing. yesterday a shock 30,000 people turned up and waited for hours in the hot sun. >> this is a blessing for those that are going through hard times financially and they're losing their homes, you know. and their income is being shattered. this is really a blessing. >> 13,000 people got applications, but the reality is, it will be six months before any vacancies arise and some people who got those

applications could spend up to ten years on the waiting list. let's go back now, we fixed the audio problem with trish regan and after that story on top of everything else, i'm begging you to tell us what you think a little bit of a silver lining is. >> the reality is you have it right, chris. a lot of these economic indicators have it right. we are in very tough times as far as this economy is concerned. the little glimmer of hope comes from the corporate earnings front. earnings that are showing a little bit of strength. a surprising strength, which is, well, first my mike goes and then my voice goes. in other words, that's a positive for the overall economy right now. the question is whether or not that could keep up. the question is whether or not you'll see that end final consumer demand that helps corporate earnings to grow. one thing that we've seen is that a lot of corporations are starting to rebuild inventories and business-to-business spending and the key is to get that to the consumer level and the only way, chris, you'll see an uptick in consumer strength and consumer spending is by,

frankly, jobs. people have to feel confident in umployment and that's the challenge right now. you look at the job's report every month and they're really not seeing much of the way of hope on the job's front. getting people back to work and hopefully in the end consumer demand will follow. >> protect that voice. you have a lot of talking to do, apparently, in the days and weeks ahead. how about this year, a year after eemerging from bankruptcy protection cnbc phil lebeau joins us live and, phil, people are saying, okay, it looks like good news but then they're also talking about incentives that are being paid by gm versus other car companies. so, break this down for us. is this really great news? >> it is great news, inyou're looking at general motors and hoping that this company will sustain being profitable in the future. this is two quarters in a row, chris, that we saw general motors post a profit.

last year the company made $1.3 billion. they are publicly traded yet and that will happen in the next couple months. works out to earnings per share 2.55. you mentioned the fact that incentives remain high and, yes, relative to the competition, incentives are higher than everybody else. that said, they're not out of this ballpark in terms of, they're not competitive. general motors is still competitive. the way it works in the incentive game is sometimes you're higher than the competition and you want to be lower than the competition and sometimes over time you will be lower than the competition, but what we're seeing from general motors is not out of whack. in other words, it's not the way it was, let's say, three years ago, when they were way out of whack relative to their competition in terms of offering much richer incentives. general motors two profitable quarters in a row and expect them to file for an initial public offering tomorrow and once they get through with the road show tomorrow on wall street, we could see them have

publicly traded stock in november or december. >> after all these economic stories it might not surprise you to hear that one pollster says november will be a jetblue election. "everyone is heading for the exits." a new polling from nbc news and "wall street journal" shows mounting frustration. nobody in this poll is spared. 58% say the nation is heading down the wrong track. a divided america on the president 47% approve of the job he's doing and 48% disapprove. nearly 70% think we're worse off or in the same place since the president took over. where especially do they say he's fallen short? the top answers deal with the economy. however, americans also point to the wars, to health care and to the nation's image overseas. let's bring in mark murray, nbc news political deputy director and, mark, so many storylines in this polling. what strikes you in particular? >> well, chris, what really strikes me is how happy the

electorate is and you're just going down all the economic numbers but not only are americans unhappy with the economy and unhappy with congress, the political parties, even with president obama. of course, economics almost always drives everything in american politics and certainly when the unemployment rate is near 10%, you'll have a very angry electorate. one other thing is quite interesting, while the country is divided on president obama, his numbers on handling the bp spill have increased from 42% in june to 50 per in this poll. so, it seems like with the oil spill and the leak plug, things are better on that front. on afghanistan, his numbers have come down since the leak of those documents relating to the war as well as the violence in afghanistan. his numbers 53% at one point approved of his handling of afghanistan and now that number is 44%. so, one thing is solved, but another thing continues to be a problem. >> more wikileaks is scheduled to come out. we'll talk about that in a

little bit. one other poll number because a lot of people said, look, you put this in historical perspective and president obama is where president reagan was when the economy was in a slump or a recession during his time. here's where they differ. people still liked reagan personally and this is the first time in our poll that it shows that people prefer his policies to barack obama, the person. what do you make of that? >> well, always president ooo ba oooba ooobalma's biggest political factor is the likability factor. still numbers in our poll that suggests that the public still does like president obama, at least compared to all the other politicians in the country. that said, you're right. the first time that jobobama's approval rating was higher than his favorable rating at 46%. it could be evidence very early on that president obama putting on his campaign hat and really starting to hammer republicans on the campaign trail. that said, the white house and

all other obama advocates will argue that his likability and personal ratings are his biggest asset and they think that at some point when the economy recovers, those numbers will continue to go up, particularly as we head into 2012. >> mark murray, always good to see you. >> thanks. let's go back to the breaking news we told you about at the top of the show. police arresting a man that could be the serial stabber they were looking for attacking 20 people in three states. he was arrested at atlanta's airport where u.s. customs officials say he was trying to get on a plane to israel. at a news conference virginia police say he's being held on completely unrelated charges. the suspect has ties to virginia and michigan where most of these crimes were committed. ron allen has the latest developments. good morning, ron. >> good morning, how are you? police in the flint, michigan, area have zeroed in on a house where they believe this person lived. police are going through his

garbage and going through the house trying to find evidence. they apparently found his car in a town not far from flint yesterday afternoon. this was a distinctive green suv which is why the police were hopeful in finding this person because the car was so unique. the car was at a friend's house. >> that is what linked this to different states, this unique car. >> that is what led the people who were attacked and witnesses on the same person. there was a picture taken a couple days ago and a sketch of the suspect because this guy had attacked 20 people allegedly, five were killed. so, the others had a pretty good idea of what he looked like because it was a very close attack. he would walk up to people and kind of strike up a small conversation of some sort and he was driving, so he'd say, oh, i need directions or my car is broken down and then apparently for no reason he would start stabbing people. >> is there still a sense or police are looking into the possibility that these attacks are racially motivated.

>> police in virginia said they were. of all the 20 victims all but one was african-american and the attacker, allegedly, is white. so, that would lead one to think common sensically, yes, that was part of the motivation. apparently in one of the attacks he said some racial epitacks. not sure what that was. the neighborhood this gentleman comes from is a fairly middle class neighborhood and not close to the scene of the attacks but it is in flint and that's what police are focusing on now. >> ron, thanks so much. a developing story in iraq this morning. that country's top general says u.s. forces need to stay in iraq until 2020. the iraqi commander says his forces won't be ready until then. the comments come as the u.s. military makes preparations to bring back some 10,000 combat troops by the end of the month. a full withdrawal next year. nbc jim miklaszewski is at the pentagon and what's the reaction there, jim? >> chris, this may be one of the worst kept secrets among the

u.s. military and iraqi military for that matter. yes, all formal combat operations and troops will be out of iraq by the end of this month. yes, the u.s. and iraq do have an agreement that by the end of 2011, virtually all american military will be out of the country, but nobody within the military, within the pentagon and certainly now as we hear from the iraqis, thought that that was the retality. and even now as the u.s. withdraws its formal combat troops. there will be advise and insist brigades there that have a combat capability, if needed. u.s. forces that will continue to pursue terrorist targets there inside iraq in combat operations and u.s. military official os have told us that it is quite likely that that agreement signed with iraq to withdraw all troops by the end of 2011 will have to be renegotiated because the iraqi military at the end of that

period of time just won't be ready to take on all its own defenses, chris. >> mik, thanks so much. what could be another problem for the pentagon and not to mention the white house, wikileaks is poised to publish a new round of those classified documents. defense officials say they could be even more explosive than the last. analysts think they've identified those 15,000 documents, apparently leaked to the online site. they're now combing through the information looking for references that could put troops in danger. wikileaks says it will work with the pentagon to determine what material should not be published. the search for an escaped inmate and his fugitive fiancee started in arizona and moved to wyoming, colorado and even arkansas, but now authorities admit this couple could be anywhere. plus, it's been nearly two weeks since the jury in the blagojevich trial started their deliberations, still no verdict. what's going on? could today be a turning point?

topping our morning rush, iowa could see more flash flooding as another round of storms bears down on that already battered state. one person killed by the severe flooding which follows three days of unrelenting rains. the rising water was strong enough to sweep cars off the road, leaving survivors clinging to trees. the lawyers in rod blagojevich's corruption trial will be back in court today although that doesn't mean the jury reached a verdict. jurors remain deadlocked on some of the counts. john yang is live in chicago and apparently they sent a somewhat confusing note to the judge, is that right, john? >> that's right, chris. it wasn't entirely clear.

they said they had gone beyond reasonable attempts to reach a unonmous verdict on all 24 counts in the charges against blagojevich, but they asked what they should do in a situation where jurors cannot agree on given counts. they want to know if they can agree on any of the counts or deadlocked on all 24. he asked the jury that question. in another note, he also reminded them that a partial verdict would be fine. that if they could agree on some, but not on others, he would accept a verdict on those they could agree on and then declare a mistrial on the others. they're due back in court in about three hours. the judge and the lawyers to review what answers hopefully the jury has set back and we should know more, know more than where exactly the jury is. >> a lot of nervous lawyers, not to mention the blagojevich brothers. thanks, john, we'll get back to you later in the day.

steven slater isn't alone in his frustration. between january and june the government tallied more than 5,700 airline complaints, that's 32 % higher than it's been. for some, it's the uncomfortable security checks, others complain about packed planes and hidden fees. another big issue, fights over baggage space which was one factor in the now infamous meltdown by slater earlier this week. the engaged cousins who think they're bonnie and clyde are now a pair of america's most wanted. authorities desperate to find them thought they had a lean on john mccluskey and casslyn welch. one official now admits that the couple could be anywhere. george mitchell is live in billings, montana. george, you have to wonder how this couple are eluding police. it is a huge manhunt out there.

>> police and the u.s. marshal service kind of frustrated at this point. they believe that mccluskey and welch may have undergone a bit of a makeover changing their appearance. mccluskey may have died his hair and beard a little darker and the last sighting of welch was sunday at a restaurant in the area near glacier national park. st. mary, montana, that's where the search is concentrating in this state. the search actually going on on both sides of the border. but, as you said in the beginning, nobody knows where they are. they don't know if they're hunkered down or on the run. meantime, the fbi dubbed this guy the granddad bandit and now authorities say they have their man.

surgery. so far, it's been detected in hospitals in the united kingdom, in the u.s. and in canada. dr. johan is our medical microbiologist. i know no deaths have been reported, but how serious is this problem? >> well, the seriousness at this time is difficult to ascertain. what we do know the study was published in the logs of infectious diseases that this superbug or the resistance associated with this bug can cause different types of infections, but it looks like the most common type of infections is urinary tract infections. >> is it relatively benine in that sense or could it turn deadly? >> urinary tract infections there are two types. infection of the bladder and this is not a very serious infection, but it's a very common infection. and if that infection is not treated appropriately, it can

lead to upper urinary tract infection, that's infection of the kidneys and that can be a deadly disease. >> so, that's the real concern here. now, we mentioned it originated in india and pakistan and spread to the uk, u.s. and canada and also as i understand been seen in australia and sweden and in austria. is there any way to stop it? >> well, the best way to stop this from spreading to the western countries would be that if people do travel to the subcontinent and that includes pakistan, india and bangladesh, if they do get unlucky enough to get admitted to a hospital for whatever reason and on their return to their home countries, it is very important for them to tell the medical personnel that's looking after them that they have been recently admitted in these countries to a hospital. so that these medical personnel can take the appropriate steps to prevent the spread of this bacteria within the hospital

officials say technology that stevenson long pushed to install was not installed in that downed plane. it is unclear if the instruments would have prevented that crash. hundreds of same-sex couples in california could be headed for legal marriage in just a few hours, if a judge decides to lift a hold on his ruling that overturned the state's same-sex marriage ban just last week. nbc news justice correspondent pete williams has more on this critical ruling. good morning, pete. >> it is critical. whether the judge's ruling striking down prop 8 would be allowed to go into effect immediately or whether it will be put on a permanent stay or at least a long-lasting month-long stay why the case is on appeal. this was somewhat complicated last friday when the state and the governor and the attorney general urged the judge to lift the stay, as, of course, did the people who challenged prop 8 in the first place. the proponents of prop 8 have urged the judge not to. if the judge does lift his stay,

they'll immediately go to the court of appeals for the ninth circuit and try to get the stay reimposed. if they try to do that, chris, a bit of a legal wrinkle here. some uncertain legal territory about whether people like the proponents of prop 8, who are not the state, who are not defending their own state law have the legal authority to go into a court of appeals and begin to relitigate. that is a somewhat technical question that has not been answered, but the immediate question right now is what will the judge do this morning? we should know in about maybe three, four hours. >> if he lifts that hold on his ruling, could people go and get married immediately? >> without question. the law in california would be that the marriages are now allowed because prop 8 has been held to be unconstitutional. this is good for california only. his ruling is only about proposition 8, it wouldn't apply in any other state. yes, unquestionably, people

could start to get married and then a question about the future legal status of their marriages because, if ultimately the prop 8 proponents prevail and get this judge's ruling reversed, a new question about what happened to the marriages performed in the interim, but that is way down the road. >> thanks very much. really appreciate that, pete. >> you bet. we want to take you not far from pete, gathersburg, maryland, a tree that actually went through an apartment building. all across the d.c. area, the skies were virtually black earlier this morning. more than 100,000 people were without power. here's the following outages as they remain. montgomery county, more than 70,000 people and in d.c. itself, almost 18,000, over 100,000 people overall, almost 101,000 people. we'll keep our eye on the situation in washington, d.c. you know, they've had such hot weather. i don't know what the

temperature is there now, but people without power, they're not getting any ac either and the humidity and all that. we'll let you know how things are going in the d.c. area. well, we may have ethics charges hanging above him, but congressman charlie rangel has plenty of friends, apparently, because of a who's who of new york politics turned out to celebrate the democrat's 80th birthday. a striking of support for the embattled congressman with many of those same leaders facing their races this fall. a lot of people thought they'd stay home. michael bloomberg addressed the ethics controversy head on. >> i know a few people couldn't be here tonight because, as they tell it, either they had to get a hair cut unexpectedly or they were sure they'd have a headache. but charlie, as you know, they were with you as long as they could be. >> still not everyone looked past the charges. a heckler called rangel a crook as the crowd entered the celebration. the former mayor david dinkins

responded by giving the man the middle finger salute. right now, the senate is holding a special session to vote on a $600 million bord oer security bill. that measure would deploy 1,000 more border patrol age opportunities the southwest border. the justice department would also get nearly 200 million more to battle drug trafficking. that extra help to secure the border comes just days ahead of sunday's big rally in support of arizona's immigration law. i'm joined by nancy, who is our president of united we stand for americans, which is organizing this rally. good morning. >> good morning. >> first your reaction to this border security bill. >> i don't think it's enough. i think that -- >> start at least? >> yes, absolutely, a good start. absolutely. >> so, tell us about this rally on sunday and why it's needed. >> what we're doing on sunday is trying to bring more notice to

the fence and how it works and how we need more of it and we would like to have it across the nation, actually. >> so, it's not specifically tied to the judge who is now looking at, well, the judge, obviously, took the teeth out of arizona's new immigration law and arizona's appealing and the governor said she will take it all the way to the supreme court. this is not related to that battle? >> yes, we are supporting sb-1070. what we would like to do is to have it enforced and we would also like to see the wall built. everybody seems to be avoiding that. >> there does seem to be a lot of talk about this around the country but particularly in states like arizona and we have a new nbc news/wall street journal poll. republicans have a five-point advantage over democrats when it comes to immigration. how do you think this is going to play in the coming election, given the fact that frankly, you know, the number one issue on most people's minds is the

economy? >> well, the fact of the matter is this is costing our country a lot of money. we have no accountability for these people. we really, truly, don't know how many illegals we have in this country, so, i don't even think that we have accurate numbers on how much this really is costing us. >> nancy, who's our united we stand for americans, thank you. >> thank you. a new study on illegal immigration that's probably going to fuel the debate over republican calls to res have the 14th amendment. according to the pew hispanic center 1 out of 12 babies born in the u.s. in 2008 was a child of illegal immigrants. undocumented workers make up about 4% of the adult population. their kids, however, represented twice that amount, roughly 8% of all births nationwide. gop leaders are calling for revisions to the constitution, which would make anyone born in the u.s. an american citizen. does vice president joe

biden have a travel curse? the air force is investigating an accident involving air force two on wednesday. air bus damaged a small plane parked on the tarmac at jfk. no one was injured but the plwi of the small plane was injured. two nypd motorcycles escorting him through queens were involved in a fender bender last week. some passengers who saw that fed up flight attendant go off say he was acting strange, frankly, from the get go. steven slater is out of jail. his folk hero statuses is growing, but reports coming in from passengers say he was acting unstable, bumping into people, spilling coffee. his ex-wife defended him on the "today" show this morning. >> i really must say, i don't believe it. perception is everything and, of course, these passengers will have their opinions of everything. bias slightly by the frenzy ensuing. i don't know if it's an

opportunistic situation for them to have some time within this media. i'm not certain. i know that steven is the flight attendant. >> she says her ex-husband is a great guy. we hear from steven slater's boyfriend who says he has not yet heard from jetblue. >> nothing official right now. he's just been overwhelmed, his inbox and phone box are just full. >> jeff rosson live in bell harbor, new york. jeff, passengers are telling another story, i guess about what happened on that plane. you knew at some point the tide had to turn a little bit. >> it did, yeah. it sort of is turning a little. steven sloiter and his lawyer said from the beginning that this passenger was yelling at me and that's why i had the meltdown. the passengers said that one of him got that gash on his head back in pittsburgh, the piece of

luggage hit him in pittsburgh, it wasn't even part of this. this sort of meltdown and this chaos just before he deployed the chute. but they're also saying that he was, as you mention, chris, unstable. bumping into people and one woman said on "today" show one passenger who we had on that she asked him for a sanitary wipe because she spilled some coffee and he rolled his eyes at her and said he wanted to take care of himself first. steven slater's boyfriend, who you just played, when i asked about that, what is steven slater's response to that, he said no comment. they won't talk about it yet. we're waiting to see if steven still comes out and we have a new interview with him and he admits, yes, he wanted to deploy that chute for years. we caught up with steven slater under ground in a manhattan parking garage. >> how are you feeling today? >> oh, i have a lot to do. a lot on my plate and a lot to do. >> what do you want to say all

the people out there who are calling you a working class hero? >> i'm a little overwhelmed. i had no idea that was going on out there. >> any regrets? >> that face says it all, huh? >> reporter: with that, slater was on the move, again. where are you off to? >> here there and everywhere. >> reporter: with his boyfriend in the passenger seat, but everywhere slater goes -- >> little bit overwhelming. >> reporter: there's a camera. >> did you have the whole chute thing planned? >> for 20 years, but you never think you're going to do it. >> how did it happen? >> he doesn't have to say anything. please, no more questions, okay? >> reporter: this is a legal matter now. prosecutors say his meltdown over a rude passenger was criminal, although he may have dreamed of employing the emergency chute, actually doing it, they say, was dangerous. now, steven slater is charged with felonies that could carry a seven-year prison sentence.

he plead not guilty. > so, why does everyone love him so much? >> he's angry and swearing at people and he has the tight t-shirts. we found the replacement for simon cowell. i think this guy can do it. >> reporter: believe it or not slater was a happy worker writing recently on an aviation blog, i fly because i love it. he was a stickler for jetblue's luggage policy. he called himself a bag nazi about carry-ons. i feel if i am not, i am letting down all those who cooperate. remember, he says it was a passenger breaking the luggage rules that sent him over the edge or down the chute. >> that's a horrible precedent and we don't want employees all across the country looking at this guy like a role model. there's an 18-year-old in my hometown of philadelphia who identified herself and told the local newspaper that she works at mcdonald's and that if she were going to quit her job, she'd stick a roach in somebody's salad. is that what we want? >> i need a good nap.
