>> the president of the united states of america authorized by act of congress, march 3rd, 1863, has awarded in the name of the congress the medal of honor to staff sergeant robert j. miller, united states army, for conspicuo conspicuous gallantry above and beyond the call of duty. robert j. miller distinguished himself by extraordinary acts of heroism while serving as the weapons sergeant in special forces operational detachment alpha 3312, task force 33, combined joint special operations task force afghanistan. during combat operations against an armed enemy in afghanistan on january 25th, 2008. while conducting a combat

recognizance patrol, staff sergeant miller and his small element of u.s. and afghan national army soldiers engaged a force of 15 to 20 insurgents occupying prepared fighting positions. staff sergeant miller initiated the assault by engaging the enemy positions with his vehicle's turret-mounted grenade launcher while providing detailed descriptions of the enemy positions to his commands. following the engagement, staff sergeant miller led a small squad forward. as the group neared the small steep narrow valley that the enemy had inhabited, a large well-coordinated insurgent force initiated a near ambush, assaulting from elevated positions with ample cover. exposed and with little available cover, the patrol was totally vulnerable to enemy rocket-propelled grenades. staff sergeant miller was at the front of the patrol, cut off

from supporting elements, and less than 20 meters from enemy forces. nonetheless, with total disregard for his own safety, he called for his men to quickly move back to cover positions as he charged the enemy over exposed ground in order to provide protective fire for his team. while maneuvering to engage the enemy, staff sergeant miller was shot in the upper torso. ignoring the wound, he continued to push the fight, moving to draw fire from over 100 enemy fighters upon himself. he then again charged forward through an open yaarea. after killing at least ten insurgents, wounding dozens more, and repeatedly exposing himself to withering enemy fire while moving from position to position, staff sergeant miller was mortally wounded by enemy fire. his extraordinary valor saved the lives of seven members of his own team and 15 afghan soldiers. staff sergeant miller's heroism

2:11 pm
today. earlier, 20 trucks were torched. a driver was shot dead. these trucks are a vital supply line for nato forces including u.s. soldiers in afghanistan. but they have come under increasing attack after pakistan shut down a key border crossing and the taliban has vowed to disrupt supply routes into afghanistan. let's get the latest from ian williams. he is live for us in islamabad. what is the latest from there? >> hi, tamron. we're getting reports of this latest attack, which has taken place between the capital here in islamabad and the path. it seems that once again it involves tankers, trucks, carrying nato supplies to the border and stranded at the side of the road by the border crossing. it seems to be open season on these fuel convoys, stranded, waiting on the road without security, like sitting ducks really. this morning's attack, we do have more detail on that, involved the torching of 25 fuel

tachke tankers in the southwest of this country, attacked by gunmen, the taliban claiming responsibility. firing at the trucks and setting fire to the wheels. now, that was the sixth attack since the border was closed a week ago. there's no sign of when the border may reopen. there's some hope that a report today, a joint report by nato and the pakistan military, which examined a border incursion incident believed to be the reason the border was closed in retaliation by pakistan. in that report, nato said, yes, helicopters did cross it and they do apologize for the deaths of three pakistan border guards. so there's hope that that may lead to the border reopening. but in the meantime, hundreds of trucks and tankers are stranded, and this vital supply line is dangerously exposed, tamron. >> ian williams live in isl islamab islamabad, thank you. new details about the afghan

government holding secret high-level peace talks with the taliban. according to the "washington post," a deal could bring members of the taliban into the government. it could also set a timeline for the withdrawal of u.s. and nato troops. joining me now, richard engel. richa richard, similar talks were hosted by saudi arabia a year ago. what's different this time? >> well, frankly, i'm not sure if this is very different. i've spoken with several people in afghanistan, people who are very familiar with the talks. there are talks under way. this is ultimately how the war in afghanistan is going to end. there will have to be some sort of negotiated settlement. this report, however, appears to be a little bit forward-leaning. it doesn't seem that the two sides, the afghan government of president karzai or the taliban, are that close to reaching a deal. the taliban still has several preconditions, but there is a process under way, and -- and i think what you're seeing is now that process coming to the -- being highlighted in the media.
2:14 pm
but i don't think we're close to a deal. >> richard, we have a quote that general david petraeus said this is how you end these kinds of insurgencies. what are we to make of that statement? >> wellur, general petraeus, as you know, didn't want this job. he had a -- one could argue a more senior job and was drafted into it when the outgoing commander, general stanley mcchrystal, was forced to resign by the white house after that controversial article in "rolling stone." general petraeus doesn't want to be there forever. he roik recognizes that this ct has to come to an end. you have to come up with a negotiated settlement. you try and turn the insurgents. in iraq, he turned militants and got them to join sides with the americans. i don't think there's any hope of taliban fighters joining sides with the americans, but at least if you can get them to make a division with al qaeda and stop an active insurgency
2:15 pm
and stop an active warfare, there is the hope you could at least negotiate an american withdrawal. >> all right, richard. thank you. now the nine-year war in afghanistan has claimed more than 1,200 american lives. the troops there, countless injuries, men and women coming home with injuries they must live with the rest of their lives. nearly 110,000 u.s. troops are currently fighting in that country. what would a non-military settlement mean for them? i'm joined now by iraq war veteran john soltz. what are you to make of the conversation of a non-military settlement, an agreement, if you will, with the taliban and the afghan government? >> it's the best news i've heard in years. we didn't hear much about it in iraq. as richard was just talking about, really bringing the sunni into the government, who are so concerned about the oil is really what lowered the violence. i've written about this over at "the huffington post." bring the taliban into the

government. 50% of the population in afghanistan, they need a role for this to work. it's wonderful news. but i'm concerned, maybe it's not reality on the ground yet. >> it is not reality, perhaps, on the ground but how do you measure or gauge our concern with, as you pointed out, something you've been talking about, something that others have wanted to see? >> i think here general petraeus' comments are very important. the president's comments here have been very important, that this war is going to be ended for military means. i think, you know, anytime you have war, it's where politicians or people who control guns and money like you have with the taliban or the american military, their leaders are pushing them into this. i think that you hope that you bring the taliban in, you get a settlement, and violence, you know, drops and you'll see that because the taliban will come into the government or parts of it will. >> john, this morning on "morning joe," dr. brazinsik had this comment. >> if there's an end to the war, i don't think it will be a
2:17 pm
military end. we'll have to win at high costs, and the country is not prepared to pay that price. >> already high costs paid, 1,200 american lives. >> there is no military solution here. there never will be. we talk about the afghan/pakistan region. that's so funny. those are western creations. there will never be a military solution. when the president made a decision to put 100,000-some troops into afghanistan, he took this war to a pro-karzai war. he engaged us on one side of the civil war. the only way out is to get the taliban divided or bring them into a government and get some type of peace agreement. >> john, thanks for reacting to this news of the day. >> of course. >> hope to see you again soon. >> anytime. there's much more ahead this hour. what is the minimum wage, michael? >> michael steele's jeopardy moment with lawrence. then there's a new rift brewing between sarah palin's
