we begin this morning with changing course. kicking off a lame-duck session of congress yesterday, one key player did an about-face on a long held political policy and a big deal said to be in the works on a bush era tax cuts. tracie potts joins us from tog with the details. good morning. >> reporter: good morning. the lame-duck session is generally not very exciting, but yesterday it started with a surprising announcement from the senate minority leader mitch mcconnell saying he is reversing course on earmarks, those pet projects often packed into big government spending bills, allowing for those projects to be done back home. he is now reversing his position, suggesting there should be a ban on these earmarks. the tea party influence said to

be huge here. mcconnell said on the floor yesterday that old habits aren't easy to break, but that the gop caucus will be voting on that today. now the other big issue that this congress has to deal with before the end of the year, are taxes. the bush tax cuts, the issue is do you continue tax breaks for people who make over $250,000? both sides seem to be bending. the white house says president obama is eager to talk about this. democrats are talking about perhaps raising the limit to a million. the gop says, there should be absolutely no tax increase for anyone. at this point it looks like there will be some sort of quick compromise on tax breaks for everyone extending them at least one year. lynn? >> all right. tracie, thanks. in washington yesterday, a dramatic scene unfolded when veteran congressman charles rangel walked out of his ethics trial after saying he couldn't afford his lawyers. despite pleas from rangel for a delay the house ethics committee moved ahead with the hearing.

it ruled there was evidence to support 13 counts of misconduct. among the accusations, not paying some taxes and getting special deals on rent controlled apartments. an ethics subcommittee is scheduled to reconvene today and they will consider whether to formally find rangel guilty. if that happens experts say he would likely face a public reprimand but it is not expected that rangel would be expelled. elsewhere in washington, republican congressman daryl i sa has vowed to launch an investigation into the obama administration's $787 billion stimulus bill. this when he takes his seat as chair of the government reform and oversight committee in january. last night on "the ed show" ed asked dennis kucinich what he thinks about isa's threats and accusations of corruption against the oval office. >> this is a committee that has the ability to be able to investigate anything and it to compel witnesses to come by

subpoenas to compel the production of documents. if an individual is chairing that committee who has no compunction about making unsubstantiated charges or using smears and innuendo, it can plunge the entire oversight responsibilities in the united states congress into suspicion, into a lack of public confidence. i'm concerned about the institution of congress here. i'm concerned that the oversight committee, not be used to smear people, to engage in witch hunts. i came forward after hearing my friend, mr. issa, a week ago make the comments that spoke about the wide -- quote widespread corruption inside the administration and basically said look, put up, what do you have? come forward. don't conclude with a charge unless you have the evidence. that's not the american way. >> and you don't want to miss "the ed show" week nights at

6:00 eastern on msnbc, the place for politics. with about a week to go before the big thanksgiving travel rush, security officials are facing backlash over new screening procedures. security checks are nothing new at the airport, but full body scanners and more invasive pat-downs have air passengers fuming. nbc's kristen dahlgren reports. >> reporter: trish wimmer travels every week. but says the tsa took it too far recently when she opted for a pat down instead of going through the full body scanner. >> when she went up my legs and used her hand to go up my skirt, that's when i freaked out. >> reporter: officers now sometimes use the front of their hands in a more vigorous search. some passengers call it molestation. officials insist it's about safety. >> we could be on a plane on which somebody is prepared to blow themselves and us up unless there is such a pat-down. >> reporter: almost one year after umar farouq abdulmutallab tried to bring a detroit bound

airliner down with a bomb concealed in his underwear officials are faced with trying to search those private areas. many airports use full body scanners, technology some call invasive. >> we really want them to see our bodies essentially unclothed, that doesn't seem to be appropriate eat. >> there are privacy protections built in. the person who sees the image is not even at the gate where you go through. >> reporter: they've also launched their see something, say something campaign, encouraging passengers to report anything out of the ordinary. but what some are saying is, there is nothing ordinary about the trip through airport security these days. kristen dahlgren, nbc news, washington. here's your first look at some of the other news going on around america today. in colorado a 34-car pileup shut down interstate 25 and sent about 12 people to the hospital with nonlife-threatening injuries. the wrecked vehicles included five tractor trailers. no official word yet on the

cause of the chain reaction crash but there were reports of light snow and icy roads. in upstate new york a deer on the loose caused plenty of damage and panic. witnesses say the buck was chasing a doe and her fawn when he tore through a shopping complex and supermarket and at one point the buck appeared to be chasing a passerby. the supermarket is temporarily closed for repairs. and in illinois, the iconic wrigley field marquis will be covered in wildcat purpose for this weekend's northwestern versus university of illinois football game. it is the first college game played in the ballpark since 1938 but cubs fans need not worry, after the game, the paint is going to happen on the marquis and it will be back to its famous red color. for a look at your national weather we turn to nbc meteorologist bill karins with the weather channel forecast. good morning, bill. >> still laughing at the guy running from the deer. >> right. i was watching that video over and over again because it never gets old, does it? it's like the --

>> i don't know what i would do if a deer is running straight at you -- >> you run in the opposite direction. that's what happens. >> you live in new york city. >> face up and man up. >> you're not going to face that problem in brooklyn. >> in my head. talk about this morning's forecast. good morning. the east coast is warm, but it is wet. it's an umbrella day from new england all the way down to florida. the cold weather that's back here in the northern plains, minneapolis, to kansas city, it's a little cold. denver is a little cold too. same with chicago. it's the east coast that has alls the bad weather today. travel delays are for sure at some of the airports today. maybe even a few severe thunderstorms down here in the southeast. the storm itself is in louisiana right now. by tomorrow afternoon, it has to get up here to northern new england. it's going to take a while to clear out. as far as the radar goes, we're starting with light rain this morning up through new england. the roads are wet, pretty much from philadelphia to new york city to hartford to boston now. it's just starting to see that rain increasing.

it's not heavy rain. it's kind of wet and misty and damp out. even down to d.c. the roads are wet as some light rain continues even now into baltimore. further to the south, this is where it's a little more serious and now we have a tornado watch that was just issued for the tallahassee area. we do have the potential for isolated, very strong storms. apalachicola, panama city, where we could see some damaging weather over the next couple hours. as far as the forecast goes, we're expecting about one to two inches of rain here. tennessee valley, the appalachians, ohio, kentucky, west virginia, and pennsylvania, those are some of the areas that are going to see the heavy rain later today and then overnight tonight. so the forecast for today, just some showers from d.c. northwards. the heavier rain and the worst of it in the southeast and even by tomorrow, lynn, this rain will still be with us from new york northwards, we'll clear it out in the southeast. pretty active day today. nothing too bad, i don't think. we'll watch florida for the potential of any tornadoes today. >> thanks, bill.

and threatened to set fire to a u.n. base. a newly released satellite image from nasa shows the scope of devastation from the recent eruption of mount merapi, indonesia's vol la till volcano. in the dark gray area is pie row plastic flow, gas, ash and rock caused almost total devastation flattening trees and coating the ground with debris. spectators at a bull fight in mexico got a scare when a bull weighing over 1100 pounds jumped a barrier there. the bull fell into an alley where a worker was hurt after the animal fell on top of him. probably not a good place to stand. here's your first look at how wall street will kick off the day. the dow opens at 11,201 after adding nine points yesterday. the s&p shed a point. the nasdaq dropped four. taking a look at overseas trading this morning in tokyo the nikkei fell 30 points, while in hong kong the hang seng lost 334.

business news wasn't all bad on monday, but currency worries overseas and here at home dampened the days otherwise optimistic tone. the dollar climbed against the euro thanks to increased concerns that ireland and portugal may be dangerously deep in debt. traders will be watching a meeting overseas addressing europe's debt crisis. investors will keep an eye on fresh inflation data after fed officials fired back against criticism yesterday that its latest stimulus plan will drive down the dollar or ramp up inflation. stocks had been higher most of the day monday after upbeat retail data. october sales jumped to the highest level in seven months, while higher auto demand drove up consumer spending by 1%. deal news also fueled gains early on. caterpillar shares shot up after announcing its purchase of bucyrus, a mining equipment maker, for $7.6 billion in cash. while data storage firm ems said

it would buy rival isilon for $2.2 billion in cash. overwhelming demand is reportedly driving up gm's offering price when it goes public on thursday to the 32 to $33 range. analysts say on-line retailer amazon.com is feeling the heat from walmart's offer for free shipping. amazon shares fell 4%. facebook ceo mark zuckerberg unveiled an all-in-one plan designed to stream e-mail with instant messaging and it texts. according to the "wall street journal" apple's cryptic ad about an announcement today will be the long-awaited arrival of the beatles music catalog on itunes. that should do pretty well. finally things could be looking up at the office this holiday season. new surveys show more employers are planning to bring back work place perks like flex time, holiday parties, and the all-important bigger bonuses. see if that turns out.

the city of brotherly love. here's nbc's fred roggin. >> reporter: good morning. donovan mcnabb signed a five-year, $78 million extension with the redskins and the eagles knocked mcnabb on his wallet. first play from the scrimmage, a bomb to jackson about 60 yards through the air. jackson took it in for a score and eagles up 7-0. they were getting warmed up. vick did it with his legs, didn't see anybody open, took it himself. philly led 14-0 four minutes in. vick four touchdowns ran for two more, eagles set a team record in yards and points. scored the most points in monday night football history with 59. michael vick looked like the $78 million in this one. philly routed the redskins. baseball weeks after winning his first world series buster posey named the nl rookie of the year, neftali feliz won the award in the american league. mavericks handed the hornets the first loss in the season.

station. time for your look at entertainment news. last night the long-awaited harry potter and deathly hallows part one opened in new york city to the joys of fans, but with some inevitable sadness. there's only one more film after this one, but they were shot together, so the filming is over and cast members had to say their good-byes and the "harry potter" world was done for all of them. emma watson is thrilled to be able to have short hair and looks pretty good on her. newly single approaching 30 and a week away from starring in her feature film debut, grammy winner christina aguilera has a star on hollywood's walk of fame. she recalled her days growing up in pittsburgh, attending endless auditions, now saying it has all paid off. and finally, december's "vogue" has pictures of costumes and sets for "spiderman turn off the dark." it cost $60 million. it will be the most expensive show ever to hit broadway.
