and the changes we have seen. a lot of people were surprised by these numbers. >> absolutely. we do have a new front runner for this month. it's herman cain. it's followed by mitt romney at 23%. then rick perry at 16%. just to show you how much of a shakeup this is. a month ago in our poll, rick perry led the field at 38%. it's a 22%-drop for him. herman cain was just at 5%. mitt romney was 23% back in august. he's pretty steady in the poll. >> how does the field stack up versus the president? >> here are the matchups. president obama at 46% over mitt romney at 44%. against herman cain, the president has an 11-point lead. against rick perry, he has a 12-point lead. so pretty good news for the president. although in the head to head

with mitt romney, he's at 46%. if you are an incumbent, you want the number to be closer to 50. >> how about the president's fundraising number? how does that compare to the republicans? >> it was pretty impressive given the president cancelled the month of july for fundraisers doing that bruising debt celling debate. his campaign brought in some $43 million. almost equal to the $46 million in the second quarter. the dnc brought in nearly $25 million or so. so it was a strong fundraising quarter for the president. when you compare it with the republican field, you end up having rick perry who had $17 million for the quarter. so the president, despite head

winds in the poll, continues to do pretty well raising money. >> mark mau ri, thank you. president obama isn't taking no for an answer. republicans were able to defeat his jobs bill. but president obama says he will not move on to the next fight. >> we will keep organizing and we will keep pressuring and we will keep voting until this congress meets its responsibilities and actually does something to put people back to work. >> washington state congressman jim mcdermott joins me. good morning. >> good morning. >> the current plan is to get the jobs bill passed by breaking it into pieces. so from your perspective, what key elements of this bill can get through the house? >> frankly, chris, i think the lines are drawn for the entire campaign. i don't think they are going to let anything through that the president can claim a victory on. i think they are against

infrastructure money. that would require raising some money some place. so i don't see anything. all we're doing over here is tearing the epa apart. if we didn't have laws of clean air and water, suddenly we'd have jobs in this country. it makes no sense whatsoever what's happening in the house. >> this is something i heard yesterday on this program from one of your democratic colleagues who was talking about this issue with me. she made a shocking allegation about the gop agenda. let me play loretta sanchez for you. >> i heard my own colleagues on the republican said say we want to make obama look bad. we don't care how bad the economy gets. >> you heard them say that? >> yes. they said that. >> who is saying that? >> these are actual friends on the other side, who have said this is what's happening in our conference and groupings when they are meeting. >> are you hearing that,

congressman? are they being blatant in saying we're not going to give the president a political victory? >> mitch mcconnell said it right out. my job is to prevent barack obama from getting a second term. every action, all the filibusters and everything that's gone on since he said that, has really been directed at this. >> have you heard that from your colleagues? >> not directly, but they speak their actions. actions speak louder than any words. >> there's a number that's interesting in a new poll. it says 30% of americans think congress should pass the jobs bill. but that number jumps more than double to 63% when respondents are told specifics of the plan. so what can the president or members of congress do to help people understand what's in this place and what's at stake? if 63% once given that information support it.

>> i think the president has to keep saying it. it's going to get boring, but he has to keep saying it. people don't care we passed a trade bill for columbia or panama or korea. what they want is a job in toledo, ohio. the president has to keep saying it. all of us believe. if there were the infrastructure money put out there, that creates very living-wage jobs, which makes the small business in the area come back to life. i think that it is absolutely imperative that the president not get off that theme and get spread out at anything else. nothing but infrastructure jobs in this country. >> congressman, thank you so much. herman cain says he's not the flair of the week, but he compares himself to a flavor of ice cream. wait until you hear it in about 8 minutes. critics are calling it the women will die act.

a showdown over abortion funding is taking center stage in congress. joe pitts of pennsylvania is proposing the protect life act. it's expected to be taken up by the house today. we want to go live to capitol hill where kelly o'donnell has been looking into this. what does this bill propose? >> the big background is that house republicans have promised their colleagues and members and voters that they would do whatever they could to make sure there were no attempts to use federal money in any way connected with abortion. that's the background. it's a campaign promise, if you will. this specific bill would make it illegal for women who would receive a subsidy under the obama health care law to pay for insurance. that that insurance could not be able to cover abortion. you have to connect some dots here. it would be federal money given to you to buy insurance. but that insurance policy could

not cover abortion. that's the outline of it. there are certainly enough votes among house republicans to pass it, but it's more of one of those political statement votes important to their voters and important to keeping that promise they made. but as you know, this wouldn't go anywhere in the senate. it's not the hot-button issue of jobs. but we have seen this issue and questions about planned parenthood and its ties to providing abortion services and receiving federal money coming under investigation. it's a social issue that comes back around. we have heard less of it because of the economy, but today we'll see it play out with this vote in the house. >> thank you. kelly o'donnell. residents of california are in shock this morning following a ruthless massacre that left eight people dead. video captured the chaotic scene at a hair salon moments after the gunman in full body armor and carrying multiple weapons opened fire. police have now arrested

>> you can chart it almost point by point. mitt romney gets in the mid- to low 20% and every poll that nbc has been doing for months, the only question is whether others come up and go down and coaless that antiromney vote. i'm waiting for people to see under this plan, taxes on the wealthy will drop about 40%. if you're making $50,000 or less, your taxes do go up. the washington post this morning said about 27%. so he's talking about redistributing the wealth upwards from the bottom up. so can he defend that in the

republican primary for the next couple weeks and months? >> the other point to make this isn't an economic plan. it's a tax plan. it doesn't deal with the rest of the economy. >> or jobs. >> he doesn't seem to really know not only not have answers, but in some cases, doesn't even seem to understand the question. let's talk about the fact he has no organization. he doesn't have people on the ground in iowa and new hampshire. he's been basically going on a book tour. can he be a serious alternative to mitt romney? >> no. the short answer is no. i've interviewed him a number of ti times. he admitted he needs to work on some things. he needs to expand his knowledge base when it comes to foreign policy. but there was an interesting moment in the debate. he took a question to mitt romney and tried to make mitt romney look like a wong saying can you name all aspects of your 59-point plan. it was a brilliant answer.

it flipped it around and made herman cain look naive and inexperienced. he said, government isn't always simple. answers are complicated. that's going to be his problem for the next two or three months. proving that he's serious and can think in complicated terms and can tackle all the issues that can't be boiled down into a sound byte. >> here you have mitt romney who seems to be among the people in the leadership of the republican party. the guy that's going to get the nomination. he's also the one that's challenging barack obama, if you look at the hypothetical matchups. is this good for him? first it was michelle bachmann and rick perry and chris christie. he just sort of lays low. he keeps doing what he needs to do. he keeps build iing his war che and one liners. >> endorsements as well. >> is this working to his advantage? >> anything that toughens up

mitt romney, for what will be a tough campaign, is a good thing. he's vanquished donald trump and michelle bachmann. not big challenges yet. maybe rick perry could have a comeback. herman cain, he's the slow and steady candidate. he's the tortoise of this race. you can see the republican establishment, at least appreciating that and rallying behind him with the chain of endorsement that is have started. he decided again not to run. herman cain is a great candidate for republicans who want to feel more than they want to think. who want an emotional relationship with a nominee. because he's out there saying, i don't know a lot about a lot of stuff. i may have the right instincts, but you just have to trust me. so people who want to emote can rally around him. but can that be sustained over the long run.

or will republicans eventually say we're stuck with mitt romney? >> is that what the reaction is going to be? we're stuck with mitt? >> a week ago, i would have said yes. i was looking around. whether it was people on my twitter feed or pund ents. >> she's flipped the numbers. >> but now, he's having, finally, the best week ever. mitt romney doesn't have good or bad weeks. he's coming out swinging. he had a great debate performance. and he's finally playing ball. if he keeps doing that, instead of just being the background candidate who doesn't make big mistakes or successes, if he can take chances. >> you see that the president's approval rating is very low. yet you see that in the matchup against any of these republicans, voters still prefer him. and frankly, they still like

him. >> listen. the next election a carrot could win on the ticket because the economy is in a bad shape. people will be looking for change. it's going to be hard for barack obama to convince a lot of independent voters that voting for him is a way to change things since he's the guy that's already there. so i think mitt romney, anybody will stand a good chance. but mitt romney still remains to be one of the biggest flip-floppers in recent modern political history. that's not going to go away. he had the problem in 2007. it's coming up again. the dnc is already whacking him for it. what does he really believe? he hasn't put forward a jobs plan or foreign policy perspective that has grabbed hold of anybody. he's there because he's the least crazy of the republican field. he's going to have to get to a higher level of play to be a

really good and competitive general election candidate. >> good to see both of you. thanks. president clinton sat down with david letterman last night. he was talking about the mass protests going on. he had some advice for demonstrators. >> all i would say to the people in the occupy wall street crowd, even though i believe we have to resolve the housing debt and flush through it quicker than we are to get back to a full employment economy, the program the president proposed would create another couple million jobs in the next year and a half. they ought to be for that. they ought to be for some other things. they need to be for something specific and not just against something. because if you're just against something, somebody else will fill the vacuum you create. i'm not a number.

in the presidential election. richard lou wi is here. you've been looking into the campaign. it's gone exponentially bigger. >> take a look at 2008. 2010 has been on this huge upswing at the moment. it is the political currency. tw twitter followers, youtube views, facebook fans. not all candidates are doing well at those. mitt romney has more facebook fans than any of his competitives at over one million there. you can look at michelle bachmann and herman cain. herman cain at the bottom. last week herman cain passed up rick perry in fan counts. so one reason cain had the most fan ads last month. the worst last month was michelle bachmann. she had negative fans lost. cain getting the bump there. facebook says that's not good for michelle bachmann,

obviously, because in 2010 over 70% who had more fans on facebook won the congressional races. one professor saying here to that point. when candidates appear to be socially active and engaged in democracy, they develop a vast well of good will with the political elites who have the ability to make or break them in the future. here's why social is mentioned. one site ranking items like passion or how likely people are talking about you. by that measure, ron paul is at the top. just last week, that measure of passion. he was at 53%. but romney gains on positive comments. what's being said on the social media sphere. the mentions for him, the sentiment ranking. romney has four positive to one negative comment. it was just two to one last

welcome back to "jansing and co." it's going to be a fairly wet day. maybe some severe weather as well. one storm is moving in along with that. we'll find stronger storms setting up the rest of the country in good shape. there's the wet weather for today. severe weather possible from d.c. down through virginia and carolinas and into the south. a lot of rain in the midwest.

withdrawal after being disconnected from the outside world. finally, service is getting back to normal. mandi drury is here. where do things stand now? >> it's all just not really great right now. they really just didn't know. they now face the prospect of being slapped with a compensation bill of various network providers. you know that services have either started to improve or have improved. but is the damage done for the company? are you already starting to look for an alternative? one group says they will compensate customers. they are looking at the issue. the next question is whether or not those costs might be passed on for real. this wasn't just an hour. this was a three or four-day outage. it's pretty serious. >> let's talk about another troubling sign of the times. the capital of pennsylvania is

filing for bankruptcy. >> they are not the only city in trouble now. harrisburg admittedly might be the poster child for government debt. but 100 or more municipalities could default on their debts. now we've got a number of real flash points. we have a map here. we have detroit and pontiac. their economies were devastated by the recession. central falls in rhode island declared bankruptcy in august. then stratford county in new hampshire is also one in trouble. others have just made bad investments. it's really sad to be honest. >> thanks, mandi. 999. the new nbc poll shows herman cain is leading the field.

a 22-point swing in two months. peter heart joins me now. it's been awhile. how are you? >> i'm great. nice to see you. >> what i was told is when results came in, you started calling people yourself to find out. >> it's fascinating. this is like a focus group. it's certainly not a cross section of cain voters. but they say he's down to earth. he's real. he's a businessman. he would do his own bank statement and check the figures. they like the sense he's real and he's not a politician. all of those things are in contrast to what they see in mitt romney and even rick perry. >> and it speaks to his favorability, which is pretty high. 52% positive. only 6% negative.

i don't know many politicians who wouldn't be happy with those numbers. what does history tell us about what this really says? because wasn't it just last month that rick perry was up there? >> how right you are. we have seen before rick perry, we saw michelle bachmann. before that, we saw donald trump. look. the voters are clear ly telling us something. tea party voting is an alternative to mitt romney. they seem to glom on to different names. but they look at them in greater depth and move away. mitt romney is sort of this. he hasn't really consolidated that tea-party voter. we're getting closer and closer to the primary. >> he has been maremarkably consistent. >> it's really been since the beginning of the year. he's been around 25%. what it tells you is he's

broadly acceptable. a lot of people would vote for him in the republican primary if the choice came down to mitt romney or rick perry. the difficulty is there isn't that passion sense. and there's a sense that these people are trying to speak out. they are trying to change things. they see romney more as the status quo candidate. >> all right. peter hart, thank you. our new poll shows president obama has a raiser-thin lead. but when it comes to fundraising, no contest. new numbers released by the obama campaign show $70 million was raised during the summer. twice by mitt romney and rick perry combined. i'm joined by the assistant managing editor for "time magazine." good morning. more than $70 million raised.

what do you think that tells us? >> i think obama still has an uphill slog. what you heard about the polls, the republicans are in trouble too. they want anybody but romney. but obama has to get over the issue of not talking enough about jobs. he's been trying to push the jobs bill through. >> it is interest whg interesting when you look at the poll. he's managed to change the conversation from deficit to jobs. the support for his jobs bill is up to 63% when you ask a question that actually explains what's in it. how does he turn that kind of number into, i have a better plan than the republicans? >> i think that it's got on to a point right now in this country that voters -- you're going to

see some hope or possibility that jobs are available. and so far, as you chris cross the country, a lot of people have lost hope at the opportunity to find a decent job out there. 14.5 million unemployed. it's a lot higher than that if we look at the african-american communities. they are extremely high. more than 11%. >> to that point, it's an important point. he still, president obama, still is extraordinarily popular in the black community and hispanic community. >> sure is. you know what? sometimes when you get $70 million, it shows it's good not to have an opponent in the primary season. it also shows that a lot of people think he is probably the best choice for the future. but i've got to tell you, and what our colleague said, i don't

think anything is written in stone as far as his reelection. >> the democrats do support him though. 73% think the party should renominate him. there's been a buzz about hillary clinton. the best bill clinton did in this poll was 67%. you have to wonder, how does he take a number like that where his base still really likes him and get them motivated not just to sit at home, but to send him more money and get out there and campaign. >> i think that's going to be crucial. it is great that the approval ratings are that high, but people that would have absolutely come out to vote last time are going to be on the fence. unemployment is 9%. many of the communities is higher. it's double digit. he's got to motivate people. if he can say, i'm the job that's going to create a job for

you, he's going to motivate people. >> all right. thank you both. you can catch jose at 6:30 eastern time. he was cleared of sexual assault charges here in the u.s. now dominique strauss-kahn has been cleared in paris. prosecutors say there was a lack of sufficient proof in the case filed by a french writer, but they also say dsk admitted to sexual aggression. prosecutors say it's too late to go after him on that charge because the incident happened in 2003. the fbi arrested a man who's being dubbed the hollywood hacker. a 35-year-old broke into the accounts of scarlet johansson and as many as 50 others. he say he e-mailed personal contacts to find new victims. he's facing 120 years behind bars if found guilty.
