>> wow! indeed he is. while cain may be seeking solace among friends as he battles a sexual harassment scandal, the same friends are now the subject of scrutiny. take mark block, better known as the disheveleded smoking man in the infamous ad, but it got the campaign off the ground that may pose a bigger problem. in a case filed hours ago, block now faces legal charges over some $40,000 that his koch brothers off shoot, prosperity usa paid to the cain campaign in its early days. gosh, legal charges, a sexual harassment scandal, it really hasn't been a good week for herman. why does he keep on smiling? the hits just keep coming. cain faced serious criticism on foreign policy missteps on china. >> i do view china as a

potential military threat to the united states. they indicated that they are trying to develop nuclear capabilities. >> you probably knew that china developed nuclear weapons in the 1960s. cain apparently did not. what about shooting a war with iran. that sounds like a good idea. >> the war ships in the persian gulf because they will attack them. they will troo i to do something if you put them there. >> that are would be all right. >> you really want that? >> i don't want that, bill, but if they fire first, we will defend ourselves. >> bungled policies confused denials and then there were the media confrontations. >> don't even bother asking me all of these other questions that you guys are curious about. don't even bother. what did i say? you concerned about -- >> excuse me! >> it really should be herman

cain's worst week ever and yet the man just won't quit. the grinning just keeps on winning. herman, why can't i stop smiling? perhaps it's a new "washington post" poll that has him delighted. the survey taken after the scandal broke shows cain still neck and neck with mitt romney. what's more, 7 in 10 say the scandal makes no difference at all in their support. msnbc analyst karen finny is with us in washington and goldie taylor from thegrio.com joins us. good afternoon it both of you. herman cain said he is the brother of another mother to the koch brothers. got a little love in the room for that kind of response. what do you think? >> i had a couple of reactions. number one, given what's going on with his campaign manager in this alleged connection with the koch brothers, he kind of sounded like he was making the case for those who are saying

that those funds were improperly used and he is comfortable for being cozy with the koches. as much as herman cain has said race doesn't matter and racism is not a factor, what was the first thing he did this week when the allegations came out? it's because i'm a black man. then on the campaign trail, he does these i'm the brother from another mother and i'm black walnut ice cream. >> i love the way you are swinging your shoulders. i have to tell you that. that is making my friday. goldie, these policies, they just don't add up. allegations of sexual harassment and now legal charges alleging all kinds of wrong-doing by herman cain's campaign manager and paying for ipads and charter flights for the campaign. the week is not ending well for

mr. cain, is it? >> i guess it depends on how you look at it. if i want to be related to anybody, i will join tony lo russa. there is nothing short of strategic malfeasance at the cain campaign if he is running for president. the polls have not grown over this week. they have not strengthened. they are remaining constant. the people clinging to herman cain right now, but something else is happening. i called the soft bigotry of low expectations. because herman cain comports himself well and he is articulate and dare i say, clean. we are giving him a pass. we are not expecting him to rise to the occasion on foreign policy and understanding domestic policy and affairs here. we are not giving him the same standard as every candidate in the race. if they made the gasps that herman cain made, he wouldn't be, but he's not.

he is given a pass. at the same time he is saying he's the victim of a high tech lynching. which is it? if you are getting more money and supporters are the same, how are you getting lynched? i don't know the answer to that. >> some people seem to have their cake and eating it. one individual is saying our blacks referring to republicans are better than your blacks. take a listen to what cain said on sean hannity's radio show. >> they are trying to attack me approximate to indimidate other black conservatives to not go public or lock at ideas on the other side of the spectrum. that's the other objective of all of this vicious liberal attack on me because they can't control me. >> karen, i don't understand how they are suddenly so happy to invoke race when it applies to herman cain. >> exactly, right? again, here's a guy who earlier

in the campaign said that racism hasn't been a factor for him. in his youth growing up in segregated south in georgia, it's the first thing he cry when is the women start to come forward. goldie makes an important point when it comes to foreign policy. it is ironic that we as the lefties, we are the other blacks are being called or the people who are more to the left. i don't want to speak for goldie, we are the ones who are racist bigots and they are not holding him to the same standard they are holding the rest of their own candidates. knowing that china is a nuclear power, if you are running for president, that is not a trick question that. is a basic fact that you should know because at some point if you think you will be the commander this chief, you will be the guy sitting at the g20 negotiating across the table with all of these other foreign powers and leaders. you better know their names and

where their countries are locate and better know what their capabilities are. >> you make me feel sorry for rick perry. cain supporters are crying racism, but when you think about the victims in this case, women who were paid like a year's salary and a senior member of staff. their boss. isn't it dangerous that this narrative is forgetting the impact on these women. they were victims of the most appalling sexist behavior. >> if herman cain did what he purportedly did back in the 90s. e, in the 50s and 60s, he really would have been lynched. that's number one. number two, if he had done those things to my daughters, my daughters are right about that age. early in their career, i'm not sure he wanted to chew his own

food if those were my children. he got off easy having to pay 35 or $45,000 in a severance to the young women. we forget about that and the unfortunate thing is they have not been able to speak. there is negotiation going on with the national restaurant association today that may allow at least one of them to release a written statement. i think that's important. if herman is man enough to go on air and trash these women, talking about their performance was not up to par, they have the right to go out and talk about their side of the story. just let it all be known. the unfortunate part is one of these days the cain train will come into the station. will it have the wheels on or off? >> i have to ask you this question. the poll suggests that seven out of ten republicans frankly don't care about these allegations of sexual harassment. seven out of ten are saying it

doesn't affect their willingness to support someone like herman cain. explain that to me. >> it's interesting. my father over the weekend as he was reading the twitter traffic asked me why are we talking about herman cain. he is not serious. he's not going to run for president. he's not seriously running for president. when i saw that poll, i thought maybe these folks, these seven out of ten don't care because they don't expect he is going to be the nominee so why waste the energy thinking about it? the second thing on that is because we haven't been able to hear from the women this has been a one-sided conversation this week. the statements that they know their identities and you see someone who looks like one of goldie's daughters or a human being who sit there is and said this is what happened to me and how it impacted me and it was so bad, i had to leave.

now to today's jobs report, unemployment dropped to 9% with 80,000 jobs added in october.

this comes less than 24 hours after the senate voted down the infrastructure bill as part of president obama's larger jobs plan. the president addressing these matters earlier today at the g20 summit. >> my hope is that the folks back home including those in the united states senate and the house of representatives, when they look at job numbers when were positive, but indicate once again that the economy is growing way too slow that they think twice before they both know again. >> for more on this, let's go to mike viquiera at the white house. huh the better trip because you went to pakistan when the weather was perfect. chuck todd went to cannes and it pored. they mentioned the jobs numbers, but not thrilled that republicans continue to vote no on the jobs bill. he hits them on this. >> reporter: it's a bit of a

tight rope the president has to walk. they have to accentuate the positive on the first friday of every month when the jobless numbers are revealed and you can predict what they are going to say. it is almost two years consecutively with the job growth. the economy is agreeing and not growing fast enough to create change in that jobless rate. it took down a tenth of a percent. they had the economy contracting with 9% of gdp losing 400,000 jobs a year. the president choosing to accentuate the positive and saying and admitting making a virtue of necessity and at least pointing out the obvious that the economy is underperforming. he comes from a place where the economic outlook matched the weather. you think you would go and enjoy a bit of a nice time in the south of france. europe is in a full-fledged

crisis and the president and european leaders appeared to come away empty-handed as they try to resolve a way out of the crisis with greece. we talked about it and tried to come up with a t.a.r.p.-like mechanism and tried to avert a contagion. flying back home to washington and he has travel planned later in the week. the jobs package still on the rocks here in washington. the senate tried to pass $60 billion worth of infrastructure spending and a component of that and pay for it with a tax on millionaires. that's only 300,000 people in the country that have an income of more than a million a year. >> from pakistan to washington. thanks for joining us. let's go to capitol hill where i am joined by congresswoman from new york. >> good afternoon, martin. >> job numbers are out today. unemployment fell to 9%.

with 80,000 jobs being created, this comes after the senate voted down the infrastructure bill that would have created according to the president thousands of jobs. >> that's true. the numbers were not nearly as good as we wanted, but they are not as bad as some people like to portray. it is the 12th month that on average be gained with 125,000 jobs. we need to do better. part of the protest to be revenues, cuts, and jobs. we need to grow our way out and not cut our way to a successful growth in our economy. >> speaker boehner and mitch mcconnell and the rest of the gop continued to do all they can to protect millionaires. this infrastructure bill would only raise kax taxes for.opinion 7% on people making plus a million in income. that's .2% of americans.

meanwhile, 68% of those millionaires say they don't mind being taxed more. who are the republicans representing? >> i have no idea. we need to come together and support the jobs program, infrastructure investment is good for the 21st century and the country and provides good jobs. good paying jobs. that money will go into the economy. i did a survey with the small businesses and they say the main problem they confront is they don't have enough demand. they don't have enough customers. we need to get americans working so they can be part of a positive growth. i think the plan was to rebuild america was a good one. we need to have a balanced approach and we need to invest. this was a balanced fair approach. let's get america working again

and we are all in this together. we can't do it without revenue. this seemed like a fairway to go forward. >> i was speaking to an economist and he was remarking about the fact that the president goes to france, bangs heads together, persuades the greeks to abandon the idea of a referendum, stabilizes the euro zone and yet as economists were saying yesterday, he cannot do a single thing in the congress. >> he is trying. congress is trying. we are on the floor every day talking about the president's jobs program. talking about the infrastructure program. the employment area and extending the unemployment for people who hit 99 weeks. for every job out there, five americans are applying for it. 14 million americans are out of work. we need to come together and get behind a three-legged stool

how do you think herman is preparing for next week's debates with prayer and fasting? >> prayer and fasting and probably a book signing would be a good way. not of a book you can learn something about the country or history or choina. >> how do you think he is preparing? >> right now he is in damage control. if he makes it to the debate and not forced on the sidelines, he will have to be prepared to take a lot of tough questions that will be thrown to him by his character and campaigns and field tough questions and respond to crisis. if this is his crisis management, how would he perform in the white house? >> we are waiting as you speak for joel bennett, attorney for one of the women allegedly who made these accusations of sexual harassment to come to a microphone. mr. is already fighting allegations of sexual harassment. basically his policies are about as coherent as a subway mat.

the disheveleded smoker, mark block is accused of illegally using campaign funds. do you think the cain train is seriously about to suffer serious derailment? >> i like the word derailment with the context of the london subway mat. i get around there easily, but herman cain will need to address the questions asked about that. in that we need to know what the specific charges are. we hear charges of sexual ha e harass am, but we need to know the real charges. if you are the cain campaign, the mechanics should be simple. figure out what the truth is. tell the truth quickly and consistent consistently. there is still opportunity for him to do so. he has shown the debates in the past. this is an opportunity for him to move. >> that's slightly absurd with all due respect. herman cain knows the specifics

of these allegations. he had to sign off on a settlement of $35,000 and $45,000 and presumably he knew what he was settling for. the reporters told herman cain not only what the allegations were, but who they were made by. he knows everything and he won't let the women talk. he can release them today. >> focus on policies for a moment. focus for a moment on the far east, particularly china. herman cain's performance thus far. doesn't this open up the perfect opportunity for john huntsman to display expertise on china and really e vis rate mr. cain's limitations in this forth coming debate? do you think that's what's going to happen? >> i don't think you will see john huntsman being in the debate because he hasn't been so far as all. what i think we will see is mitt romney continuing to push forward. he had a good speech today and as we talk about what may or may

not happen with herman and any involvement with rick perry. for mitt romney, he was able to sit back and focus on jobs and look presidential. i is up will see him do that next week too. >> isn't he is the luckiest guy in the world? he doesn't make mistakes and is not charismatic and stays about the same and goes up in the polls and everyone else is imploding around him. >> they really don't want him. 3/4 of the base do not want him. he did make one when he came out and flip flopped on the ohio law on tuesday. by then we know the results and which way that goes will depend on whether he benefits or not from the flip flop. if that goes down -- >> don't under estimate you can change his opinion. they have been rallying tea party members today.

you just referenced his speech. can he expect to tear report away from rick perry, herman cain and michele bachmann. the tea party supporters? do you think he can do that? >> if he puts a message that draw support, he can do that. there is evidence today that he did so. look at the support from paul ryan. when mitt romney talked about repealing obama care, that's something republicans rally around. they love the talking point of how they are rejecting mitt romney and the reality is if you go back to the last cycle, there were a lot of democrats and a majority who did not support the campaign of barack obama. the best rallying point whose name is barack obama. whether it's mitt romney or rick perry or herman cain or anyone else. we have to put a full frontal block on the agenda. >> thank you very much for

> we are waiting on a statement any minute from the attorney of one of herman cain's accusers. here's a live picture and microphones and journalists are waiting. but first, critical issue forcing lawmakers on capitol hill and millions of americans struggling at home. consider these facts. the agriculture department reported an increase of as much as 4.5% of food prices over a year ago. census data shows 46 million americans living in poverty, more than 20 million of whom

live in extreme poverty. that means an individual making less than $6,000 a year. it is with that backdrop a group in washington took on a challenge. for a week, eat on the same food budget allotted to the 46 million american who is receive food stamps. that's $4.50 a day or $31.50 for the week. their hope? the so-called super committee may spare the $70 billion food stamp program when it comes time to reveal the cuts. one lawmaker is representative barbara lee, a democrat from california and i'm delighted to say she joins us now. good afternoon. >> glad to be with you. >> today is the final day of the challenge. what did you learn from it and what did you get from it and do you think this group succeeded in getting the point across? do these republican who is want

food stamps slashed? >> martin, we have a lot more work to do. i have to say i'm proud of the 12 member who is accepted this challenge. this was a very difficult challenge, but for me, i have been on food stamps for a couple of years n. past and i tell you, i was thankful that my country lended a helping hand during difficult periods. several years ago as now this year, i took the challenge and lived on $4.50 a day, $31.50 a week for a week. the issue i think which we are faced with now is the deficit committee and the possible cuts that it may make. we are trying to raise the level of awareness and consciousness about the fact that people are suffering and they are starving. children are food and secure and we have to do something. we must do more. >> another statistic. the number of americans receiving food stamps jumped in

the last year by a whopping 8%. yet sfood stamps is still on the table for a vast cut according to republicans. >> it doesn't make sense. 20% of people eligible receive food stamps. thises a national emergency. it is a crisis. when children have food and they are secure, they can't learn. living off of food stamps for one week is very difficult. all you think about is survival and how am i going to eat and feed my children? it's a shame and disgrace. it's a moral imperative that we do something. it's a shame and disgrace that we haven't done it and we are even talking about cutting the snap allocation. we are working hard to try to mitigate against this. >> i have to say, we hear so

much about compassionate conservatism. this doesn't sound compassionate at all. >> it's not. we have been working with many faith leaders around the country to raise the level of awareness as it relates to how immoral this is. on november 16th, the faith communities are conducting a circle of protection around those groups and organizations that could be devastated if the deficit committee does not move forward and do what they should and that is create jobs. if the cuts take place, it's drastic. it's not compassionate at all in terms of what is taking place with the poverty statistics. these are not only numbers. these are people. these are children and men and women. we need to make sure that because of the economic policies of the past that we do not allow them to fall through the cracks.

we are expecting to learn much more about the sexual allegations against herman cain that was due to be given at 3:30 p.m. eastern. we are still waiting for that to happen. another headache for the cain campaign. the complaint charges illegal funds were used to pay for some $40,000 in campaign expenses. our national correspondent michael is on the money trail and joins us from washington.

good afternoon. herman cain announced he is the koch brothers's brother from another mother. now they are related to the koch brothers organization? >> the money trail is a little sir follow -- >> it always is, michael, it always is. >> here's what we know. cain's campaign manager, mark block, who's gotten a lot of attention, lately, had been the executive director for the state affiliate for the americans for prosperity. that's the koch brothers founded conservative advocacy grown up that cain was just speaking to. and then he formed, within the last couple of years, a couple of nonprofits that sort of were spun off from the americans for procesper prosperity, one had the name, prosperity usa. and these new documents that were put on the web by the milwaukee journal sentinel

showed an apparent financial trail going from the nonprofit to the cain presidential campaign, about $40,000 to pay for ipads and charter flights for herman cain. and the problem here is that nonprofits are barred by law from expending money for presidential campaigns. you can dona't do that. so what happened today, a public watchdog group called crew in washington filed a complaint with the fec charging that the cain presidential campaign as well as mark block himself had violated campaign law by expending money from these nonprofits to the cain presidential campaign. >> so just to give you some context, this is the same mark block who was found guilty of a campaign of voter suppression in wisconsin, for which he was fined $15,000 and banned from activism for three years? is that the same mark block? >> yeah.

although, the violation there, and he was fined in wisconsin for $15,000 related to election law violations, relating to a state supreme court justice race. he was found to have been illegally coordinating campaign expenditures. what was remarkable about that one is that it went beyond just the fine, which was the largest in wisconsin history at the time. he was barred from participating in wisconsin politics for three years. that was a pretty extraordinary fine that was imposed on mark block. he then went on to become the grassroots organizer for the koch-funded americans for prosperity in wisconsin, was pretty active in wisconsin politics for the last several years. and then has now reemerged in the cain presidential campaign. >> and to add grist to the mill, we just learned that the cain campaign has made $1.6 million this week alone.

what does that tell you? mark block's good! >> well, you know, clearly, they're playing to a gea segmen of the electorate that's ral wri ying behind cain, think he's getting a raw deal. and whenever somebody seems to be the target of the media, there are a lot of people in this country who just instinctively recoil from that and rally upon the person being accused. so i think that's what we're seeing here. now, that may be fine for raising some money of this kind. the question is, is that -- can that transfer into electoral success? and that's -- we're going to wait and have to see. >> just going back to the complaint that's been filed today, what are the potential ramifications here, mike? i mean, what could happen? >> well, you know, it really depends a lot on how far it

goes. i mean, the fec, which this complaint was filed in, is notoriously slow in investigating charges of this kind. so it could take years in some instances. and then the question is, is it just mark block, is it the cain presidential campaign? or are others like americans for prosperity implicated in this? just yesterday, the spokesman for americans for prosperity said it was reviewing what it called financial dealings between that group and the mark block group. so it suggested that they were concerned about this as well. and i should say that the cain presidential campaign is saying they're taking these allegations very seriously and they've hired an outside counsel to investigate them. >> mike isikoff, stay on this and thank you for this afternoon. >> thank you. >> we'll be right back to clear the air. we've been waiting on a statement from the attorney of one of herman cain's accusers, a statement we will post to our facebook page as soon as it happens. but it is now time to clear the air. and aside from the fact that herman cain has been obfuscating all week about what he can and cannot recall about his behavior during the 1990s, there has been a very clear and strong narr narrative that many of his friends and followers have tried to assert. that these allegations of sexual harassment are either fabricated or of no real consequence. >> this is absolutely fabrication, man. i don't know what else to say! how many more ways can i say, this stuff is totally fabricated? >> the suggestion here is that these women have invented a story about being invited by mr. cain to spend the night in the company apartment and that a boss allegedly using his elevated status to behave in a borish and vulgar manner toward young female staff, and despite

a pair of settlements in line with what amounts to a year's salary for many, no big deal. once again, it's remarkable how women are supposed to accept the unacceptable from men. but perhaps even more astonishing is the revelation in today's "washington post" poll that shows seven out of ten republicans say that these allegations of unwanted sexual advances don't matter when it comes to choosing their candidate. really?! this from the party of family values? this from a party that wants to promote the defense of marriage act? we keep being told that we should let herman be herman. maybe. but as the daughter -- the father of two daughters, i would just ask those seven in ten republican voters this question -- imagine if it was your daughter that was the victim of sexual harassment at the hands of a powerful man at the top of a company. would you be keen to elect him as president? no.
