in december, employers adding 200,000 jobs pushing the unemployment rate down to 8.5%, the lowest level in nearly three years. it's undeniably good news unless you are a republican running for president. >> we are very, very long way from being a healthy economy and given this president, it's unlikely that he will solve it. >> the good news -- >> remember he was early in his administration and he said if you let me borrow $787 billion, i will be able to keep unemployment from going above 8%. it has gone above and hasn't been back since. >> good news is bad news in the magical hands of mitt and newt. as for rick santorum, it's good news thanks to the stellar field of course. >> i am gratified to see in spite of president obama's policies the job market is
3:01 pm
beginning to pick up a little bit. i think it might be optimism that republicans are going to take the white house and that's spurring people to start taking risks. >> what? i guess mr. santorum does have a sense of humor. we all know there is much more work to be done and the president is not going to get any credit from rivals. if it's about the economy, why do we hear about race? take a listen to newt gingrich thursday in new hampshire. >> i'm prepared if the naacp invites me to go to the convention and talk about why the african-american community should demand paychecks and not be satisfied with food stamps. >> in fact, people of all races get government assistance, most of them have a job and whites make up the largest proportion. why target after can americans? maybe it's something to do with the way newt repeatedly
3:02 pm
describes mr. obama as the food stamp president as he did again on thursday. >> president obama is the most effective food stamp president in american history. >> i don't know, something tells me for newt it's not all about the economy stupid. let's get to the panel here in new york. contributor jonathan cape hart, opinion writer for "the washington post" and political analyst and communications director karen finney and dana mill bank. good afternoon to all of you. karen, i have to start with you. i'm sorry to confirm your power, but you warned us that there was no limit to newt's nastiness and now he confirmed it with his barely concealed jives against the president and african-americans. >> here's the thing with gingrich. i wrote about this a couple of weeks ago. he understands the code language
3:03 pm
and if you go back to when he was speaker, he sat in front of a room full of black journalists and explained to them why black people don't do better is because they actually have a culture of suing rather than pursuing economic success. he knows exactly where what he is doing when he talks about the culture of poverty and the habits of black people. what he doesn't understand is while that may not hit the ears of certain white americans as being an odd thing to say because we have studies who show those comments with black people and calling the first black president a food stamp president when his own mother relied on food stamps at one point is beyond the pail. >> it is, isn't it? it's a bit rich for a man who charges $60,000 a speech and made millions off freddie mac and his wife condescends to people who may be reliant on
3:04 pm
welfare at this time. >> martin, newt gingrich has been doing this for the better part of 20 years. he's a professional provok tour. >> these are repugnant disgusting comments that are thinly vailed and racist against the president of the united states. >> and he believes he can get away with it. it's a certain type and he believes chi get away with it because in iowa it's virtually entirely white population in the republican caucus and the same in new hampshire primaries and same in republican primaries across the land. leave aside the moral, it's an interesting political calculation because it said that the nominee will be saddled with this baggage regarding african-americans. as a political proposition, this

huge latino voting block. they have been alienating and offending at every opportunity most recently with mitt romney saying he would veto the dream act. these guys to rile up the population in the primaries are causing trouble down the road. >> look. here's the thing. keep in mind new hampshire is coming up where mitt romney has an extraordinary lead. 41%. all the other candidates, they are hoping to get double-digits. when you have newt gingrich saying what he said and rick santorum saying what he said, i don't think they are talking to the voters of new hampshire. they are voters of south carolina. >> why is south carolina so important? >> one, there is a heavy military presence and it's a strongly evangelical and culturally and socially conservative where the arguments might have resonance.
3:06 pm
the other thing is in south carolina is where we have seen some of the ugliest campaigning and the ugliest racially tinged campaigning in american toll picks. it seems to happen right around in january and right around the time in south carolina going into south carolina and when you come out of south carolina, the language and the things that happen tend to go away. >> tend to dissipate. you wanted to interlude? >> your point is very important. this is a strategic tactical move on the part of newt gingrich to be racist and disgusting and to play into people's worst fears and stereotypes to gain votes. i think gingrich knows better. he does it to be provocative and santorum has done enough to actually believe it. >> that's the key point. santorum truly believes everything that he is saying. >> dane a the naacp responded with a statement and i'm
3:07 pm
quoting, it's a chaim that the former speaker feels these types of inaccurate statements are in any way helpful to our country. the majority of people using food stamps are not african-american and most people using food stamps have a job. that's right, isn't it? >> sure, but why would we think he was attempting to do something helpful in the first place? >> i thought he was a historian and would attempt to be accurate. >> in a strategics adviser. i spent the day with him and is this about bringing romney down? what is this about? i came away with the conclusion that this was an ego trip for newt gingrich. he knows he's not going anywhere and wants to make the biggest possible explosion and wants to be on your show. >> i would love to get him on this show. isn't this the classic playbook to demonize the poor? isn't this how he managed to win
3:08 pm
in the 90s by frankly demonizing poor people and making the benefits so difficult to actually win that he became a celebrity and a star because of it? >> yes. i have no other response, but yes. remember what he said a few weeks ago? really poor children in really poor neighborhoods and how they don't have a work ethic basically. >> they had a hopeful understanding of responsibility. no habits and no cultural commitment to work. >> exactly. that feeds into the larger discussion that we are having. what kind of coat language is that? my mother heard that and texted me and all she texted back was why is it that really poor means black? >> indeed. >> he doesn't even need to say it. we automatic think that. >> it's a trigger. >> right. >> here's the other thing. thankfully what we are seeing is what santorum is saying and what
3:09 pm
gingrich is saying is out of the mainstream where most of the country truly is. that's why theyicater to i'm sorry, south carolina, that very conservative base. i don't think that new hampsh e hampshirite s are a reflection of the broader population. they have to go after obama on these ways. why? he had a lot of foreign policy success. we see we had six months of positive job growth in the private sector. there other arguments. >> osama bin laden is dead. >> that's right. >> there arguments against him faltering essentially. >> dana, i was going to put to you rick santorum. jonathan and karen said that rick santorum appears stupid enough to follow the lead to newt gives him. i was interested by what he said yesterday. when he criticized every culture as not holding up the value of every human life in the way that the american culture does. that's an incredible statement.
3:10 pm
that every other culture in the world doesn't value human life in the way this country does. >> i would be more reassured if i agreed that rick santorum is dumb. he has a bit of that howdy doody look going on. this man spent a lot of time thinking about these things. he is basically a big government conservative that believe that is the government can and should shape morality across the spectrum of our life. that is what he has done over 15 years in the united states congress. i think that he won't be taken seriously by the electorate, but this man views things differently than the way they are written in the constitution. >> i'm sorry i wish we had more time, but thank all of you for joining us. you can see chris matthews's full interview on "hardball"

when the u.s. house of representatives tried to end access to preventative care at planned parenthood, more than a million new activists joined planned parenthood in support, and many of them young people. and they're all voters. >> just a final question, one of the things i can't understand, the hatred and opposition for an organization that spends 97% of its total assets, total resources and facilities, on basic standard health care for women, and 3%, 3% on this, you know, contentious issue of abortion. >> right. well, the incredible thing, of course, is planned parenthood, we see 3 million patients a year, one in five women have been to planned parenthood in the united states. we do more to prevent unintended pregnancy and the need for abortion than any other organization in america. i think this is a political calculation, i think it's a political calculation on the

republican party's side, and it has a very long-term detrimental -- it's going to have an impact on the party. and frankly, i think it's going to cost them votes of women in the november elections. >> cecile richards, as ever, thank you for joining us this afternoon. >> thanks for having me, martin. >> we'll be right back to clear the air. when bp made a commitment to the gulf, we knew it would take time, but we were determined to see it through. today, while our work continues, i want to update you on the progress: bp has set aside 20 billion dollars to fund economic and environmental recovery. we're paying for all spill- related clean-up costs. and we've established a 500 million dollar fund so independent scientists can study the gulf's wildlife and environment for ten years. thousands of environmental samples from across the gulf

have been analyzed by independent labs under the direction of the us coast guard. i'm glad to report all beaches and waters are open for everyone to enjoy. and the economy is showing progress with many areas on the gulf coast having their best tourism seasons in years. i was born here, i'm still here and so is bp. we're committed to the gulf for everyone who loves it, and everyone who calls it home.

it's time now to leclear th air. i wonder if you'll indulge me for just a moment. i want to focus our attention on the issue of race as it affects the 2012 campaign by starting overseas. the london's central criminal court, two men were found guilty on tuesday for the notorious killing of a black teenager called steven lawrence. steven was actually murdered in 1993 at the age of just 18, but
3:58 pm
it has taken almost exactly the same amount of time to prosecute his killers. now, there were a number of early police investigations, but they were sloppy, badly handled, and unprofessional. as a result, the british government in 1999, ordered a public inquiry into why, despite all of the evidence the police had, they failed to secure a single prosecution. the inquiry produced a damning report, accusing the police and other agencies of being institutionally racist. it also showed how political leaders could be responsible for either encouraging better race relations or making matters a whole lot worse by using cheap and nasty slurs. now listen to some of the things that are being said by these republican candidates. >> president obama is the most effective food stamp president in american history. >> i don't want to make black

people's lives better by giving them somebody else's money, i want to give them the opportunity to go out and earn the money. >> there's nothing subtle about newt gingrich or mr. santorum, their comments are clearly targeted at the president, who's black, and at other members of society, who haven't made millions of dollars from lobbying. but while sticks and stones may break your bones, the public inquiry into the life and death of steven lawrence shows that words can and do cause irreparable damage to a culture and a society. newt gingrich is never going to win the republican nomination, but he could badly damage race relations in the process, so here is a simple plea. let's cut out the food stamps rhetoric right now before things get any worse. thanks so much for watching. dyl dylan's here. and if i'm right, dylan, i believe you may soon be going on the road? is that right?
