>> reporter: u.s. military officials say they have identified the four marines in this video. there's no suggestion that it was doctored in any way. the navel criminal sfls has been conducted with the test that they have done their probe where the fourç marines are stations. the administration, pentagon, military officials have to be careful about how far they go with their criticism of what appears to be happening in this video because in the military, there is this thing called command influence. if there's an appearance that anybody in the chain of command such as secretary of defense p and the president himself has already declared these individuals gl, that's a good case to have the charges thrown out against them. they have to be careful here. >> let's talk about the chain of

events to happen now. the what is likely to take place from this point on? >> reporter: first of all, even though the u.s. military officials are pretty positive they have identified the four marines, they want to verify. they are four members of a sniper team that left afghanistan in september. it's pretty clear, if you look closely at the video and it's difficult because we're not showing it, but it's pretty disgusting, actually. according to some military officials, there's no question here that they did what everybody thinks they did which could bring them up on charges of desecration of remains and taking trophy photos of remains, both which are illegal under international law and military

criminals before leaving office. a judge has blocked the release of 21 of those inmates. the judge acted on a request by jim hood who argued that barber tate's constitution by failing to give sufficient public notice. the constitution requires inmates to public a notice in the notice where they were convicted and they have to do it in the 30 days. a four convicted murdered were pardon pardoned. he said some people have misunderstood the process and think that all or most of the individuals who received clemency were in jail at the time of their release. 90% of them were no longer in custody and a majority of them had been in years. the pardons were allowed for them to find gainful employment

or acquire professional licenses as well as hunt and vote. joining me is tiffany brewer's who sister was killed by one of those who was leased. thank you for joining me. >> thank you for having me. >> your sister was murdered. she was with a friend who was wounded. this happened in 1993. he was sentenced to '94. he was sentenced to life in prison. i imagine the day he was sentenced to life, that allowed your family some closure even though you would never get your sister back and here he is now out of jail. what what has your initial reaction to the news he was pardoned? >> he was sentenced to life plus 30 years. the initial reaction was just hurt, anger, shock, every emotion you could have. we just could not believe it.ç we had never been notified of

any parole hearing he had ever had. the walker, the family of the gentleman that got shot received a letter this past friday saying that he was denied parole and would be up again in october. well, the next morning on saturday, my mother got a call saying that haley bar boar had p pardoned him. >> i don't want you to relieve this but people should not the magny tud. she was shot in the head while holding her 6-week-old baby. this was a cold-blooded murder. >> this was well thought out, premeditated murder. >> when you hear this statement from haley barber that he wanted to give them an opportunity to get gainful employment or acquire the ability to vote or
