enter mitch daniels, he is the guy we thought would run. he is the speak truth to power and debt and spending guy, and given the high profile response to the democratic president, who many people would like to see him run against, i'm still skeptical -- >> chris, let me interrupt you. >> sure. >> with for giveness, we just got the feedback from iowa. >> wages are going up and transportation costs to ship a big auger over here, starts becoming cost prohibative, but america is more efficient and as competitive as we have ever been and for a lot of companies it's starting to make a lot of sense to bring jobs back home. but we have got to seize that opportunity. we have got to help these companies succeed. and it started with changing our

tax code. it starts with changing our tax code. now right now, companies get all kinds of tax breaks when they move jobs and profits overseas. think about that. a company that chooses to stay in america gets hit with one of the highest tax rates in the world. that's wrong. it doesn't make sense. we have got stop rewarding businesses that ship jobs over seas and reward companies like conveyor that are doing business right here in the united states of america. [ applause ] now, before the other side gets all excited, let me, let me be clear, if you are a company that wants to out source jobs or do business around the world, that is your right. it's a free market.

but you should not get a tax break for it. companies that are bringing jobs back from overseas should get tax breaks, high tech manufacturers should get tax breaks, manufacturers like conveyor that stamp products with three proud words "made in america" those are the folks that should be rewarded through our tax code. [ applause ] jeff and greg told me if we pass tax reforms like these they would be able to buy more equipment for their facility. so let's do it. today, my administration is laying out several concrete actions that we can take right now to discourage out sourcing and encourage investing in america. you need to tell congress to send me a tax reform plan. i'll sign it right away. we need to make it easier for

american businesses to to business here in america and we also need to make it easier for american businesses to sell our products other places in the world. i don't want to export or jobs. i want to export our goods and services. so, two years ago i set a goal of doubles u.s. exports within five years. and by the way, iowa, you should be interested that obviously a big chunk of those exports are agricultural, which is doing wonders for this state's economy, the agricultural segment is doing very well. but i also want to export manufacturing and we are on track to meet our goal of doubling exports. actually we are ahead of schedule. eximportant exports has been one of the strengths of this recovery. and soon, thanks to new trade

agreements not only are we going to send soybeans to korea, we will see cars on those streets imported from detroit, toledo and chicago. so, you know, i don't mind kia being sold here, i just want to make sure they are buying chevys and fords. so we are going to keep training workers with the skills they need to find these jobs. we are going to keep creating new jobs in american energy, including alternative energy that has been a source of strength for a lot of rural communities in iowa and an economy built to last also means making sure that there's a sense of fair play and shared

responsibility. now, most immediately, i was talking about taxes on business. the most immediate thing we need to do with our tax code is make sure that we stop a tax hike on 160 million working americans at the end of next month. [ applause ] >> people can't afford losing $40 out of each paycheck. not right now. your voices convinced congress to extend this middle class tax cut before, you remember there was a little resistance last year, but you sent your message. renew the tax cut. they only extended it for two months, now we need it for the rest of the year. tell congress to pass the tax cut without drama, without delay. [ applause ]

no soap operas, just get it done. and in the longer run, if we are going to invest in our future, we have to get our fiscal house in order. you hear a lot of talk about deficits aaficits and debt, ande important concerns but the best thing we can do is invest in things like manufacturing and education, because if we are growing faster the debt and deficits start to come down and the numbers get easier to manage. you cannot cut your way out of it. it's just like a family. you know, if you are struggling to get out of debt, but you decide well, i'll just, i won't repair the roof, or the boiler and i'll stop sending my kid to college, that is not the way

you're going to solve your long-term problems. now, we are going have to make some is tough choices though, and right now we are scheduled to spend nearly $1 trillion more on what was intended to be a temporary tax cut for the wealthiest 2% of americans. a quarter of all millionaires pay lower tax rates than millions middle class households. warren buffett pays less tax than his secretary. his secretary was at the state of the union last night just to confirm that fact. now, does that make any sense to you? do we want to keep these tax cuts for folk ones like me who don't need them? i'm doing okay. i really am. and look, nobody likes pays

taxes. i understand that. so, if we didn't need it, if the country was in a surplus like it was back in 2000, you know, i would understand us saying, well let's try to let millionaires keep every last dime. you know, i get that. but that is not the situation we are in. and so we have to make choices. do we want to keep investing to all that is important for our long-term growth. military, caring for our veterans, all of which is expensive or do we keep these tax cuts for folks that don't need them and were not asking for them. becausee cannot do both. i want to be clear about this. we cannot do both. you've got to choose.

[ applause ] so i believe we should follow what we call the buffett rule. if you make more than a million dollars a year, i don't mean that you have a million dollars worth of assets. i don't mean family that has been saving all their lives and doing well and comfortable and finally have a nest egg, if you make more than a million dollars a year. you should pay a tax rate of at least 30%. now if on the other hand you make less than $250,000 a year, which includes 98% of taxes should not go up. and by the way, if we do that, and we make some smart cuts in

other areas, we can get this deficit and debt under control and still be making the investments that we need to grow the economy. now i hear folks running around calling this class warfare, this is not class warfare, let me tell you something. asking a billionaire to pay at least as much as a secretary, that is just common sense. that is common sense. i mean we are talking about going back to tax rates that we had under bill clinton. you know, when by the way, the economy grew faster and jobs increased much faster and in the meantime warren buffett will do fine and i will do fine. we don't need tax breaks, you do. you are the ones that have seen

your wages stall, costs from everything from groceries to college tuition going up. so, i want to give you a break, i don't need a break. look, we don't begrudge success in america. this family business right here, i want them to thrive. i want these guys to keep growing and growing and growing and hire and hire and hire. but when we talk, when american's talk about folks like me paying my fair share in taxes, it's not because americans envy the rich, most of them want to get rich. most of them will work hard to try to do well financially. it's because if i get a tax break, i don't need and the country can't afford, either it

will add to the deficit, and that is what happened between 2000, and 2008, all the tax cuts added to the deficit, they were not paid for, so it took money out of the treasury. now it has to be somebody picking up the tab. a senior that has to pay more for their medicare or a student having to pay more for a student loan, or a family trying get by, now their tax rate went up. that is not right. that is not who we are. one of the biggest disagreements i have with some folks in washington, is the nature of america's success. each of us is only here because somebody somewhere felt a responsibility to each other. and felt a responsibility to our

country's future. and that starts within our own families, it starts with us making sure our kids are responsible and we are instilling in them the values of hard work and doing your home work and treating other people with respect. but then it expands from there to our neighborhoods, and our communities and we recognize that if everyone is getting a fair shot everyone has a chance to do better. that is what built this country. now it's our turn to be responsible. now it's our turn to leave an american that is built to last, and i think we can do it. i'm confident we can do it. [ applause ] >> i believe it because of what i see in places like cedar rapids. what i hear when i meet the

folks that are gathered here today. think about what you accomplished coming back from those floods. that was not just a matter of each person being on their own. it was a matter of everyone pulling together to rebuild a city and make it stronger than it was before. that's how we work. you know, and that fema assistance did not come out of nowhere, it came around because as a country, as a united states of america, we decide, you know what? when any part of the country gets in trouble, we are going to step in and help out. that's what we do. this country only exists because generations of americans worked

together and looked out for each other and believed that, you know, we are stronger when we rise together. and those values are not democratic values or republican values those are american values, those are the values we have to return to. so we are going to keep on moving on american energy, we are going to keep on moving on american manufacturing, we are going to push hard to make sure that american wokk workers have skills they need to compete and we will make sure that everything that we do, abides by those core american values that are so important. and i know that if we work together and in common purpose, we can build an economy that gives everybody a fair shot. we can meet this challenge. and we will remind everyone,

and then to a jobs skills day, if you will, for job training and push that over the next three days. i think, it felt more pointed. a little bit. you know he is not in an official campaign event but it's more pointed than last night which had sometimes a reserved tone, the trappings of the house chamber. >> mitt romney in an interview responded to the one signature economic proposal that certainly seemed targeted right directly at mitt rom in my opinion which was the 30% minimum tax for the super rich. let's play a bit of romney's response today. >> well, it's designed to come at me, if i'm the nominee, he will still take 99% versus 1% attack, if i'm not the nominee.

>> there was a populist message last night but there was an outreach too. >> mitt romney is right, the president does want to make a contrast with mitt romney, his $20 million of income and 15% tax rate. but, of course the president has been for raising taxes on those people before it was known that romney would be a nominee. this is an unofficial campaign event, just like the speech last night, the president is trying both take advantage of a rising sense that the economy is improving. we had the federal reserve today say that they want to keep it going by keeping the interest rates low through 2014. that is an important step, but also, while he is hoping on benefit from an improving job market, draw the sharp lines and get independent voters to side with him and believe he is on their side. >> and chris, we have a new poll

today out of florida it shows a neck and neck race between romney and newt gingrich and it shows that those questioned after south carolina give newt gingrich a six point lead and there was gallop tracking momentum for newt gingrich, and as well, we have the republican response to the state of the union by mitch daniel, he has been widely talked about even though he took himself out of the race. let's play one signature -- one little clip from mitch daniel and talk about it on the other side. >> on these evenings, presidents seek to find sunny side of our national condition when he says that the country's state is anything but grave, he has though know that is not true. >> how does he frame that in terms of his republican appeal, we know he is not going to be an

alternative. but we know there's talk in the republican circles. >> you know, it interesting, because mitch daniels, i think, is occupying, he is kind of the truth teller. he likes himself in that role t guy that says, hey, look, things are are not good and if we do not make drastic radical change now as we approach our debt and spending issues, they are not going to get better. to harwood's point about the fine line that the president has to walk of being sympathetic of people, the state of the union is getting stronger. fascinating way to say, we are not there yet, but we are getting there. we will see if it sells. >> back to grammar we are

talking about, trying to make people believe that something is happening. that it's in play, he used the phrases wrong track right track. >> you brought up the florida poll, and we are going in the field and getting -- >> you have a poll coming up to tonight. >> tonight we are doing where the numbers stand nationally and we have a deeper dive tomorrow night with romney and gingrich. it's the same pattern that we have seen, the romney number doesn't really move. romney is already rallied the moderate business men wing of the party. the problem is that it's not a majority. gingrich when he surges is always able to almost get a lot closer. he has got the ups and downs that he has, he is the only one

republican congressman mike kelly of pennsylvania is one of

87 new comers elected in 2010 in that tea party wave, good to see you again, you are from pennsylvania, i think you were a car dealer before you came to congress, so you are not a washington insider at all. the president claimed he was reaching across the aisle, some are saying it was confrontational. did you? >> he has a tough job, he that to on go past his record. he does. he delivers a good speech but he does not deliver the goods. while his rhetoric is brilliant, his record is dismal and we look at what has happened and really since he was elected there's two million more americans out of work and he said before the joint session we will take the deficit and cut it in half and

we have increased it. he says things well but his record does not match up for what he says. for a guy like me, i would rather, and for my entire life, coaching, teaching, it's all about repetition, repetition. but at the end of the day, what you said has to actually match up. you have to go on the field and play at that level and i've not seen this happen with this president. he says a lot of things agree with by the way. a week ago, he could have done something with the keystone pipeline. that was 20,000 jobs. that is almost 800,000 barrels of oil a day coming from canada, which are friendly with us. we cannot drag our feet, you have to question, the president says one thing and the another. and hard working american taxpayers sdefb to see positive return on their investment and they are not getting it. >> there are differing

estimates. let me ask you about joe biden. he said that he was in those negotiations and that speaker boehner, there were handshakes all around and cantor, and the whole deal would collapse because of the new comers. i don't know if you were in there objecting? >> i don't know what he is talking about. listen. the speaker has been good with us as freshman, the leader has been good with us, we have an open debate and sometimes a hot debate about what we think should be getting done, the president said let's get the payroll tax past, we said let's not do it for two months, let's do it for 12 months. wait a minute, you said one thing and did another. the biggest disappointment we have is that we have not been

>> i believe as strongly as ever that we should take on illegal immigration. >> it does give with you the sense of dejavu all over again. >> it gives you a sense of urgency to part of the president. example after example, reforming the education, those are big reforms that are stuck in the congress. and these are big, big ticket items that the president wants to get done because they help the advance the economy. these are areas where we have been stuck because there's not been cooperation in the congress but among the strongest parts of the president's speech was the way he closed it when he asked the congress and administration to follow the example of our men and women in uniform who are not thinking about political party when they are pursuing a mission. he gave a plea for that kind of dedication for mission. that is shared by his team and we hope it's shared in the congress of the united states.

>> on the subject of immigration and the failure of congress to cooperate on any broad based immigration reform, it will not happen in an election year, but the president was talking about doing something about deportation. what do you hope to achieve on that subject and maybe you can respond to what romney was saying the other night, it got a lot of twitter response about self deportation. >> immigration reform is something that the president talks about as an economic impa impairtive, there was a bill that passed the u.s. senate with 23 republican votes. we want to get this job done to make sure we have an immigration system that works and we will keep at it until we get it done. >> what about the emotional context last night, those in the inner inner circle knew the navy

seal seem just achieved a rescue, what was the feeling as the president came off the floor and those in the team around him knowing what was going on? >> there was excitement because there was terrific energy in the room, a lot of us were very, very moved by the presence of congress woman giffordss, in the crowd. i had a wonderful view of her from where i was sitting. i could see her through the well. and it was an emotional moment to have her there and to be the sort of force that she is in the congress and to know how much she will be missed. there was a lot of positive energy in the room and we hope it translates into opportunities for action. >> the first of many interviews i hope as we continue in your new post as the head of the domestic policy team. thank you so much. >> thank you. >> and that navy seal team six, being credited with the raid that rescued two hostages

including one american from their cap tors. word of their success reached the president as he was knotting his tie and getting tr inting d go to capitol hill, the first acknowledgment came here. >> good job tonight, good job tonight. >> immediately after the speech, the white house took this picture. the president calling rescued hostage jessica's father to tell him that she was safe. there was so much emotion in that room, this is the first time you were not there for a state of the union speech, you were watching. but knowing from your intelligence committee background, knowing what was going on with the major players, this was really a huge success in somalia. >> no question, yes, this was the first time i was not on the

floor during the state of the union speech for many years, did i not miss that, what i missed was of being there this morning trg t during the moving ceremony of gabrielle giffords, that was the moment i hope will frame this year. i doubt it but -- >> how do we recapture that. just as a human being, watching it. we are not, necessarily, you know, involved in the political system. we are just observers now you are outside that inner circle of elected politicians, you have a bipartisan center. how do you bring people together to get something done? >> it's easy, a lot of people want to escape the a sylem and talk about key issues to solve. so the woodrow wilson center has

been a safe place to come to do that. back to the raid. it's another achievement for this navy seal team that has deserved huge honors for courage, and a number of them were killed in a take down from the taliban in avenfghanistaafg only gave seven minutes out of 60 to foreign policy. >> it was at the beginning and the end. >> it was and it was a list of what they have done, the ending of the iraq military adventure and the reducing of our footprint in afghanistan. >> he seems to be taking premature credit on afghanistan that is still a story to be written. >> i do not disagree. when he was talking about iran, he was talking about sanctions biting and 27 eu countries have

i'm craig melvin coming up, president obama called income inquality the defining issue of our time, do you agree with the president? and dylan ratigan will weigh in on his 30 million jobs tour and it's been called one of the

largest prisoner civil rights settlement in u.s. history. 10s of thousands of egyptians packed in the square to mark the first anniversary of the uprising. many say it won't be complete until military rulers step down. we have the with washington brewer chief. you have been tracking all this, and talking to people in the region, what about what has happened so far, the muslim brother hood, what do we know is happening in terms of really getting the military to give up the reigns of power? >> 10s of thousands of egyptians showed up for these protests and there's comfort in that for those that thought the revolutionary spirit had started

to wither, it was more of a festivity for some. in terms of the military council, that obviously remains one of the big political issues because a lot of the early protesters a year ago, the goal was to have a state, a democratic state a civilian democratic state and so far all the signs have been that the military want to continue to retain some role in the future, all those there's a parliament and that parliament is dominated by islamist movement. that to them is the beginning of the right road but to many young protesters that is cause for concern. >> at the same time the u.s. government is trying to figure out our relationship with them. meeting with the new leaders and trying to develop rr relationsh.

a lot of people feel that the u.s. no longer has aly crafted with the military council -- >> they are scrambling. >> yes, they have to deal with the muslim botherhood and some young people that have been leading the revolution egypt. the muslim brotherhood have come out and said whatever previous agreements were concluded internationally, egypt in the future will honor those agreements. >> principally the treaty with israel. >> principally that. and obviously that was a worry. the fact that these groups, many of them are saying that we will

abide by those agreements. they are obviously seeking to reassure the international community and full front in their attention when they say that, it's obviously the economic situation. because they want investment to keep coming into egypt. >> if they broke the treaty, they would lose support. >> obviously. and now, with the islamist parties, particularly the muslim brotherhood, the onus is on them to change that in egypt. they had a big chunk of responsibility. if they can pull it off economically, that will be a good thing. >> thank you very much. >> thank you. >> and up next, we will talk to gabby giffords former inturn. new regenerist wrinkle revolution...

applause from her many colleagues on the house floor, congresswoman gabrielle giffords resigned today. she officially resigned to focus on her recovery from that shootinging that nearly took her life at her side at the time, close friend and colleague debbie wasserman-schultz today. >> i am so proud of my friend, and it will always be one of the great treasures of my life to have met gabby giffords and to have seved with her in this body. >> and house speaker john boehner was moved to tears as giffords handed her resignation letter to him on the podium. joining me now on the telephone, congresswoman giffords' former intern daniel hernandez was with her the day she was shot. daniel, thanks so much for being with us. >> thanks for having me, andrea. >> when you think back to a year

ago, what goes through your mind now and all of the events and the fact that she is now well enough to at least be in the house of representatives walking, talking, clearly looking as though she's on her road back? >> you know, it's really inspiring to see how far she's come because a year ago, i was actually at the state of the union with the first lady in her box, but congresswoman giffords was still in a hospital bed in a very bad condition. so it's great to see the progress that she's made in just one year. >> daniel, when you think of the others, the victims, of course, who were not as fortunate, she barely survived. those who did not, how has it changed your life to have been involved in this tragedy? >> you know, i think one of the things that changed my life the most was really trying to define who i was and who tucson was as a community because it would have been really easy to let the actions of one madman define who

we were. but we decide it was more important to show the community coming together and to honor the memory of those who passed away and congresswoman giffords' dedication to public service. so we're doing what we can. we're improving our community in tucson and around arizonas. >> there were comments from dnc chair and giffords' close friend congresswoman debbie wasserman-schultz that she will return in some way to public life, that this is only a time-out, if you will. there would certainly be a lot of support for her to do that in the future. >> yeah, and i think like congresswoman wasserman-schultz, this is a come marks not a period for the long dedication that gabby has to public service and no matter what she chooses to do, she has the support of everyone here and all over the country. and daniel, he want to the thank you. thanks for joining us. i mean, i understand it's your
