and both he and president obama are sounding like the election is already under way, even if rick santorum, newt gingrich and ron paul haven't got than memo. mitt romney won all three primaries last night. maryland, d.c., and wisconsin. and then romney took dead aim at the president. >> president obama thinks he's doing a good job. it's enough to make you think that years of flying around in air force one, surrounded by a staff of true believes are telling you you're great, it's enough to make you think you might become out of touch with that and that's what's happened. >> i want to bring in karen hunter and nbc news political analyst and former pennsylvania governor, ed rendell. good morning to both of you. >> good morning, chris. >> so mitt romney calling president obama out of touch. karen, discuss. >> talk about the pot calling the president black. yeah. out of touch. >> oh! >> pun intended. you know, it's interesting the rhetoric that's going to start gearing up over the next couple

of weeks and you know, come on, mitt romney, really? the president's out of touch? the reality is there's not much more mitt romney could have done than what the president has done over the last 3 1/2 years, and you know, quik frankly i think he's done a yeoman's job despite what the republicans are trying to paint a horrific picture, we're in the dumps. the president has done a lot, saved the auto industry, got bin laden. >> now both sides are using this same mantra, yesterday the president calling out mitt romney for the first time by name, we should say, he doesn't do that. and he made fun of his support for the ryan budget. listen to that. >> he said that he's very supportive of this new budget and he even called it marvelous. which is a word you don't often hear when it comes to describing a budget. it's a word you don't often hear generally. >> so, governor, now it's the president who's setting himself

up as the fighter. he's the fighter for the middle class versus the out of touch mitt romney. are you surprised we're going here already? it's only april. >> to be balanced the i think the president didn't hear about billy crystal, you look marvelous. >> the president used the word marvelous once, somebody dug it up. it was a good line at the time, people laughed. >> look, it is game on. i mean, rick santorum right now, i think, and i know rick, ought to get out. he ought not to hang around and get everybody mad at him and risk losing his home state. he's done incredibly well and ought to declare victory and say it was a great campaign and leave everyone with a good taste in their mouth. i understand why he doesn't want to do it, chris, because when you're out there campaigning and the spotlight's on you dow wasn't tonight walk away from it but sometimes you have to do it. i think the game is on and it's romney versus obama. and i think it's okay for each side to take shots. obviously there's going to be some of that.

but i think the romney campaign and the president, president's done it more, has to lay out the vision for what they want america to look like in the next four years, how to deal with the most serious problems, not just rhetoric, not saying i can do it better, but let's hear specifics. i really don't know -- and i pay more attention to this than 99.9% of the population -- i can't tell you what mitt romney's economic plan is. >> and yet -- well, look, i think that there's is some general glee among the obama campaign with the pictures in wisconsin of paul ryan with mitt romney they want to identify him with the ryan plan. he has said good things obviously about the ryan plan. and their line is exactly the opposite of what the governor just said which is if the democrats have something better, show us what it is. >> the president has presented this whole buffett plan that nobody seems to want to do, which seems to be a very nice compromise to tax billionaires,

you know, to reduce the deficit and all of the things the republicans say they want. the president's put that on the table and want to shift the conversation to gas prices. you can't ratchet this whole thing up and say the president's not doing anything when you haven't presented a plan as the governor mentioned. >> i agree with karen to an extent, and she's right, the president has put out a plan to help the gap on income inequality. but in terms of reducing the deficit, which is a serious, significant problem, the president hasn't been specific either. the president didn't execute simpson bowls. i think it behooves the president during the election to tell the american people what he's going to try to do deal with that serious problem. mitt romney's budget that he put out, i think increases the deficit by 2 trillion, if i recall. so these -- both candidates got to get serious. >> it does seem to me, governor, obviously, not just to me, the president is ready, he wants to get into the general election

mode. why do you think now? why not wait, why not allow rick santorum and to a lesser extent newt gingrich and ron paul to continue to beat up on mitt romney? why skip over that and move on and clearly ashth as though i'm ready, let's go? here's the political rational behind that. mitt romney's at 37% favorable in the country. the president and his political advises don't want him to get off the mat and they're not confident that santorum and gingrich will keep doing it for very long. they don't want to give him a chance to get that reset, that second breath, they want to continue. when you've got your opponent down, don't let him get back up on his feet, you know, keep pounding him. i think that's a wise strategy because what the romney adviser a ares said, there is a reset come convention time. i think the obama folks want to make sure that romney's favorable stays in the mid-30s all the way through to the conventions.

>> let me bring in a romney supporter and a republican strategist. he also advised president reagan and the first president bush. good to see you, fred. good morning. >> thank you. good morning. >> is that the serious problem right now for mitt romney that he needs to quickly redefine himself before the president does it for him because he does have that 34% favoribility rating, he has gotten beaten up in the primaries. >> you know, chris, what's amazing to me, when you've gone through three, four months with the republican candidates firing shots at each other how well mitt romney's held up. i think he's risen as a serious candidate with bold ideas and at the same time his opponents have shrunk. >> but you're not worried about the 34% favor ability rating? ouch. >> the rating is as you know jumped around a lot. it will be much higher again. we do need to have the focus, as ed said earlier, a focus on romney versus obama.

that's how romney's going to define himself. he's going to define himself by using his experience in the private sector to focus on jobs and reviving the economy and getting the economy moving again, something the president hasn't been able to do in the three years he's been in office. >> let me talk to you about the way mitt romney has gotten to where he is, because he has spent a lot of money. outspending depending on the state, 5-1, 10-1. he had a lot of staff on the ground. look at the head-to-head matchup with the president. the president has five times the staff, ten times the money. power of the presidency. so how does mitt romney start to chip away at that? and we have seen, i think in the last month or so, how formidable the president is when he gets on the stump. >> i think -- i think that it's no question about it, it's always difficult to take on a setting president. he always has an advantage, he's got the resources of the presidency, policies of government to back him up, and he probably will have a financial advantage. i think what mitt romney has, he's got the advantage of haven proven experience of saying what he's going to do.

you've got a candidate in mitt romney who has created jobs, he has built companies, he has turned around around olympics. he's a man of demon straable success. he had the belief he can do what he says he's going to do. by contrast obama's never had a real job, he's never created a job, he came into office promising to create jobs and instead he squandered his first three years on a health care program nobody likes. >> hold on, the governor is chomping at bit to get in here. >> i bet. >> first of all, fred did make very good points, but chris ask him what flavor kool-aid he's drinking? to say that i admire what mitt romney's done with his career. i have said publicly i thought he was an effective governor. but this has been, fred, one of the worst campaigns, one of the worst efforts to define yourself to the american people, whether it's the republican elect core rate or the people at large. he's made stumble after stumble. starting off in an incredibly deep hole and got to dig out.

were right three years ago when you were for hillary against obama and imagine if hillary had been in office and she focused on creating jobs and building the economy and not on passing an unconstitutional health care program which nobody kind of likes. >> i'm taking fifth on that, fred. >> but let's go to mitt romney. chris, it's stillerly in the process. it's amazing after all of this warfare that we've had in the republican party, obama having the platform to himself, having the money to promote himself, have the bully pulpit of the presidency, he's no better than still, you know, single digit as head and his popularity and approval is below 50%. he's very vulnerable. mitt romneys a candidate, i think, is going to become popular as his policies and conviction and his ability to put the policies into practice show themselves. i'm a businessman.

i'm not a politician. and i can tell you what creates jobs in the private sector is the prescription mitt romney is articulating. give the private sector incentives to do it. don't rely on the government. let's get real jobs going by incentivizing the private sector to do it. >> the governor was wrong four years ago and as you are because romney's had a chance. this is not his first go round at the rodeo. we know who he is. the popularity has not swung wildly this way or that way. he's always been in the same place and he's not going anywhere because we know who he is, he is an out of touch person that will never relate to the middle class. he needs to suck it up be be that man, and that etch a sketch moment that he talked about, clinton said in the primary there was no difference with him. we know that there's going to be a different mitt romney now. you know, that's just not comforting to most americans. >> one final question.

we've pretty much, except for your brief comments, ignored the fact that rick santorum says he's still in the race. sounding defiant last night. you know him as well as probably most democrats do, you've worked with him. is this a guy, who if it seems leak he's not going to win pennsylvania at the very least will find a graceful way to exit? >> he should. someone maybe it's his wife karen who has a great deal of influence on him should say, and i think fred would agree, rick, you've done incredibly well. a week before iowa if anybody said you would do this well, you would have laughed. walk away. it's hard to walk away. i've been there. it's hard to get out of the limelight. but if rick santorum wants to have a future in the republican party, and i believe he does, now's the time to fold. >> governor ed rendell, karen hunter, great to see you. did you see the video from the dallas area of those wicked tornadoes? looked like a scene from a

some of the most incredible weather video we've seen. 12 tornadoes tore through texas. no one was killed but take a look at this. unbelievable, the massive storm absolutely b lly pummeling the dallas-ft. worth area. hurling trayvon mart inin tract air like tonka trucks. gabe gutierrez joins us texas. good morning. how it's looking there this morning? >> reporter: good morning.

that tractor-trailer video is amazing but so is the neighborhood. take a look at this. damage we've been seeing, trees snapd like toothpicks. no deaths reported, only a handful of injuries. hundreds of homes are gone like these behind me. insulation is everywhere. as the severe storms just carved a path of destruction through one of the largest metropolitan areas in the country. the national weather service says that about 12 twisters touched down in the dallas area, thousands of of people left without power and more than 600 homes destroyed. so far, overall, one of the largest areas that was hit hardest was lancaster, texas, more than 300 homes were destroyed there. and authority imposed a curfew at 7:00 last night. as we take a look at some of this, we've been seeing amazing pictures from this area, from the dallas-ft. worth area throughout the night and now residents are starting to come back and assess the damage. we expect a lot of insurance adjusters out here. you can hear chain saws in the

distance. residents try to figure out what to do next after this path of severe storms devastated this metropolitan area. >> i've got to tell you, you think how is it possible no one's killed. reverse 911 was in effect there, right? >> reporter: that's right, chris. and that is something that people are wondering how, with all of this damage, how is it possible that no one was killed? only a handful of injuries, a few severe, but reverse 911 was in effect and people are crediting that system with getting people out of harm's way. many residents we spoke with yesterday said they knew something was coming. they just didn't know it would be this bad. >> gabe gutierrez in the middle of it all, thank you very much. just as storms began rolling into president the president was finishing a speech where he was warning proposed cuts to the budget could impact weather forecasting. >> overtime, our weather forecasts would become less accurate because we wouldn't be able to afford to launch new

satellites and that means governors and mayors would have to wait longer to order evacuations in the event of a hurricane. >> i'm joined by "the washington post" columnist and msnbc analyst ezra klein. good morning. >> good morning. >> paul ryan's budget would spend $5.3 trillion less over the next decade. that money has to come from somewhere. what might it mean in situations like we saw yesterday? >> well, paul ryan's budget, he's not taking much of that money from seniors and he's increasing defense spending. so he's taking pretty deep cuts into the poor, into departments for the poor. but one of the places that gets the hardest cuts in the budget is everything else the government does. all of the things that don't have a constituency. so you get the small pieces of government which do very important things but don't have real protectors. some of that is weather forecasting and areas of the budget in which we do weather forecasting, so-called nondefense discretionary spending, they get chopped.

right now those areas account for 8%, 10% of the federal budget. it's supposed to go down to almost nothing over the next 40 years under ryan's blueprint. if you starve something of all funding it isn't going to be able to do its job. >> we've heard it loudly, probably for years from ron paul but mitt romney back in new hampshire was asked whether states should take more of a role in disaster response and this is what he said back then. >> every time you have an occasion to take something from the federal government and send it back to the states, that's the right direction, if you go further and send it back to the private sector, that's even better. >> yeah, and so the question becomes would this get done if the federal government didn't do it? >> i take that statement as pure isology on romney's part. i don't take it as serious. mitt romney doesn't believe that. he's not attempting to send the national defense to the states and he's not attempting to privatize it either.

he says social security works. he took a lot of things the private sector was doing poorly, like health care for poor people, moved it over to the state level. romney as a governor has been case by case, he understands well that not all things should be privatized, nor should all things about federal but sometimes they need to be federal. romney's right -- whether or not romney believes that about disaster relief, i don't know. if general, i think almost everybody agrees there's a significant role for groups like fema when you have a large disaster. but as a general point, mitt romney's saying things that make conservatives feel good there. he doesn't on a fundamental level on all case basis believe that. >> could be interesting to see a debate between mitt romney and the president because this is the kind of thing that the president's trying to drill down on, right? >> absolutely. >> look at paul ryan and any budget, any federal budget, is confusing and convoluted and long. but these are the kinds of things that the everyday american people relate to.

>> absolutely. what president obama's speech yesterday was attempting to do take the big numbers like 5.3 trillion and make them specific. he had an interesting riff in there, saying paul ryan wants to give every millionaire $150,000 tax cut. here what happens that could buy, he named a computer lab, paying prescription drugs for seniors for a year. in a sense that's the fundamental argument of the election. the republicans say the government is wasting your money and as such we should give it back in tax cuts or an enormous amount back in tax cuts and that means deep government spending deep into the bone, that's a good thing. what obama's going to argue is that a lot of what the federal government does we want it do, taxes support that, need to do some cuts that are smart, we need to do some tax increases to fund that but as a general point when talking about these kinds of cuts that republicans are talking about, talking about taking things away from people that they don't want to lose, that is country shouldn't lose. whoever wins that argument will

and ron paul trail. some other interesting numbers, msnbc's richard lui has a closer look at the exit polls and what do they tell us about romney's path going forward? >> chris, if it's over, mitt romney would point to this, the gop baselining up behind him. nbc news exit polls, romney hoovering in 40s with evangelicals, he split that vote in one of his best you comes with religious conservatives, questions about the faith with the group could be moderating. very conservatives ran almost even with santorum yesterday, a strong performance not seen outside of new england. also, romney did very well with those who strongly support the tea party. he beat santorum, look at that, by up to 15 points. the fiscally conservative group outperformed compared to overall vote in wisconsin. then there's the enthusiasm question. in wisconsin republican voters overwhelmingly thought romney would be the nominee and that includes two-thirds of santorum voters. when it comes to those who will

vote gop regardless of the nominee, romney voters led by almost 20 points, nonromney votes were less interested. has romney begun to pull it altogether? and shake in a race? challenges remain. party unity's not fully there. women and independents have to reconcile stances that santorum dragged romney to right on and of course when will santorum and newt gingrich step aside? chris, that tipping point could be pennsylvania or texas, or even tampa. >> love the etch a etch. thank you so much. with all of the stars now aligning for mitt romney, there is some talk, more talk, about who he might pick as a running mate. will he be bold or take the safe route? well, here's what people who use the online prediction site intrade are putting their money. rubio, 25% chance. he's followed eed governor mar, mcdonald and christie.

pairry, how are you doing? >> good to see you. >> marco rubio on the short list of most pundits, checks off a lot of boxes, conservative, diverse from an important swing state but only a senator for a couple of years. what do you think? would he be a strong pick? >> he would be. he's going to be on the short list because of the reasons you talked about, he's latino, he's young, remember obama had a big advantage among young voters last time. rubio's only 40. green in terms of only second year in the senate. had some controversy about his heritage a few months ago. that will be the downside of him. you don't want to have a sarah palin if you're a republican, someone not as well tested as one of the governors. rub rubio's going to be a strong contender. >> new hampshire senator on "morning joe" here's what she said. >> there are very strong women out there, you know, you've got governor martinez, you've got nicky haley, he's got some choices of great women that he could pick but i think he's got

a lot of great choices on the vp end. >> talking about suzanna martinez. let's look at the bold list. chris christies, bobby jindal, kelly ayotte herself. a lot of diversity on the list. what are the chances that mitt romney, who has run a conservative campaign, laid it out, flowed that route, he migh go bold. >> the next step, vetting stage, figuring out what they've done in the past. in they can fine someone who won't have the sarah palin problems, if they can find someone who can do well in debates, is pretty smart, also -- romney's got a gap among women voters, young voters. martinez can add to the gender gap to help him close that, that would be a great pick for romney. >> look at safe picks. again, names we've heard a lot.

that would be tim pawlenty, senator rob portman, senator john thune, governor box mcdonald. who could help romney the most? >> mcdonald, you know, the governor of virginia, that's a swing state. that's the most important one, a senator from ohio, another person in a swing state. governor pawlenty's probably not going to get you minnesota, it's a hard state for a republican to win in the general election. i think those two would be the people i look too. governor christie, i think, is more risky only because he's known for being overly blunt at times and i think romney wants to have someone who -- one thing you want in your vp is not make a lot of mistakes and that's in something christie might be a danger with. >> look at the long shots now. rick santorum, i would call him a long, long, long shot. >> long shot. >> condi rice, she doesn't want it. senator rand paul, there was talk about ron paul was being so nice to mitt romney in the debates. former governor jeb bush,

>> well, what i think that is -- this election is going to turn on is jobs and the economy, on the president's record of taking us where we were bleeding 750,000 jobs a month when he took office, after three years 24 straight consecutive months of job growth, almost 4 million jobs created. you've got a resurgence in the manufacturing sector. mitt romney just a year ago said that you know, we could never again be a manufacturing economy. now we've had the most growth in manufacturing since the 1990s. so the vision that president obama has had for this country and the progress that we've made, even though we've got a long way to go, we've got to push for more, is really what the election is going to be decided upon. >> talking about the paul ryan budget, that's not going to stop it though it doesn't have any chance of passing, we both know that. but it does define -- >> i sure hope not. >> -- where the parties stand. you know what the republicans said, they thought the speech by the president was sheer demagoguery.
