standal. his team let the boss down. good morning from washington. it's tuesday, april 17th, 2012. i'm luke russert for chuck todd. let's get to the new reads of the morning. mitt romney has a message for the president. >> start packing. that's what i would like to say. the president i'm sure wants another four years, but the first years didn't go so well. >> bull pin board material for chicago. three new polls diverge on how difficult of a challenge romney has. the president leads romney by nine points in a cnn poll 52% to 43%. matchups from reuters and gallup are closer. the romney campaign is talking to donors about deductions for the wealthy that might be on the chopping block. romney fired back at the white house on the tax hike for

millionaires intending to put a spotlight on his own wealth. >> his big idea is this buffett rule which is someone calculated by the way that the taxes he would raise from the buffett rule would pay for 11 hours of the government. this is not exactly a grand idea. this man is out of ideas. he's out of excuses and in 2012, we will make sure he gets put out of office. >> also last night, republicans in the senate blocked the debate and moving forward on the bill. 51-45 vote. nbc's deputy editor and he joins me now and it's interesting that president obama going out of his way to try to paint romney as out of touch, elitist and a lot of people feel this went to the senate and we are seeing politics trickle down to capitol hill. has it impacted the obama

campaign? >> they are trying to push this narrative for a while being out of touch and seth up an issue of economic fairness. what democrats call fairness, republicans call class warfare. when you see this calculator that the white house has on their website, you can put in your income and you can see 7,000 people paid a lower income rate than you. for some people, they will see that as class warfare and how far does this that go? is there a tipping point where it goes too far or is it something they continue to push on a fairness perspective? that's what part of the fight is going to get out. >> interesting. ann romney responded to a scoop that our producer had about the hillary rosen comments being a birthday present. >> that wasn't how i meant it. it was a birthday gift to me

because i love the fact that we are talking about this. i love the fact that women are talking about deficit spending and the economy. i love that. >> do you think president and mrs. obama are biased against mothers who work at home? >> i don't. i think there was a comment made and it was an unfortunate comment and i believe a lot of women are responding to that because it was an unfortunate comment. >> a lot of us in the pundit world thought that the comments may move the numbers to romney's side, but the latest news poll in terms of favoring world views, women 58% like obama and 27% for mitt romney. >> when we saw what ann romney had to say, it's obviously that it makes sense because it's good politics. if you criticize somebody where

their strength is and when they had their back to the wall for part of the week and the campaign was pushing this narrative on women, they were starting to push romney against a wall. now they go and talk about women at home and for ann romney, that's a home run. i think she said it's a political gift. you are right. when we look at the polling out today, cnn and some of the other polls earlier, it doesn't appear to have disappeared. it is something that will be critical for mitt romney as the next couple of months start to unfold. also this view of favorability. that is something that he will have to close the gap. it's possible when you look at that. >> 56 to 27 on that. >> when you look at handling of the economy it's a toss up and that's what the election will be decided on. >> who can make you money and who do i like more?

that's the question. thank you so much. as many as 20 secret service agents, supervisors and military personnel are under investigation for soliciting prostitutes in columbia. >> i can speak for myself and my fellow chiefs. we are embarrassed by what occurred and we are not sure exactly what it is. we what we know is that we distracted several of our members, distracted the issue from what was a very important regional engagement for our president and let the boss down. >> michael is nbc's investigative correspondent. we know a fair amount about the secret service, but talk about the department of defense saying their own were also involved. >> looks like it was more than the military first acknowledged and originally saying five and now maybe twice that.

we don't know yet. a lot of unanswered questions about how the prostitutes were procured in the first place. was this some big mass party where they all went out and reports out of columbia that there was a strict low rent strip club where some of them came from not confirmed yet, but it's one of the issues that is being investigated. what we know is this is most serious for the secret service. you had two supervisors and three members of the counter assault team and that's an elite squad of secret service agents who accompany motorcades and there to overwhelm an attacker on a presidential motorcade. the sniper team and the folks you see with rifles scouting for any potential threats. all of them were involved in this incident and it was the

assault team member who is had the dispute about being paid. none of this looks good for the secret service. >> i was reading "the washington post" on the front page and it said "the accusations are triggering skrut me in at the culture of the secret service and hurt at aircraft take off. the model of wheels up, rings off." is this going to be a black eye in terms of culture and are we going to find out things about this agency which is rather secretive that we would have never expected? >> that's what the secret service is pushing back hardest on. this is symptomatic or endemic of a larger cultural problem. you certainly have allegations to that effect and you have past incidents and you have well-publicized incidents at the state dinner where the salahis

managed to get in through the secret service without being on the guest list. i don't know whether that fits in with this larger cultural issue or not. i think we will have to see how the investigations play out. the mere fact that you had such an incident like this with secret service agents and elite agents there as part of a presidential advance team who engaged in this activity in the first place. it issing issi it is suggestive of bigger issues there and that is one of the main focuses of the investigation. >> martin dempsey said it took time away and put it on this scandal. it's tax day for a look at what to expect at the opening bell, it's time for the market run down. becky quick is here. two days after the usual tax day

because the 15th fell on a sunday. a tuesday for us. >> did you file already? >> absolutely. i mifiled months ago. early and often. >> we are watching what's happening with the markets and it does look like the dow and nasdaq will open higher. the dow closed higher and the nasdaq was under pressure because of what we heard from apple. not fully what we heard, but people concerned about where the price has been. the fifth day in a row apple traded lower and has a lot of people wondering what gives. it looks like apple will close up, but over the last five trading sessions, we have seen $50 billion in market capitalization in loss from the company. more than the entire market capitalization of hewlett packard and people are wondering if it rose too quickly, but it is pulling out of that today. >> they are sharing at about

rule was defeated on a party line vote, but the fight is not over. representative marshall blackburn joins me now. thank you very much for being on the program. house republicans are moving a tax cut this week for small businesses and expected just like the buffett rule to go down a party line vote and want to read what the democrat from california said about this. unless by small businesses and mom and pop businesses you mean paris hilton and larry president clinton, they are peddling a trojan horse. the way it is defined it allows them to take advantage and not real small businesses. what's your response? >> my response to that is they should look at the small businesses we have in tennessee. we have 96,000 small businesses and another 418,000 individuals that file as sole proprietiors.

they would all benefit from having the opportunity to have a lower tax rate. i don't run into people saying i want to be part of the tax me more club. i run into people who say it is regulation, taxation, litigation that is costing us when it comes to creating jobs. what we have to do is lessen that burden and have washington get its out of control spending under control. >> the representatives say they are the party of responsibility. they add $46 billion to the debt. why is that okay? >> they use the method of scoring and don't look at the dynamic method. when you look at history and you go back and look at what has happened over the past several decades when you reduce taxes and give the opportunity for a small business and by the way, about 1/3 of those are

female-owned. small business entities. you give them the opportunity to keep more of what it is if they are earning. then reinvest that in the growth of that business. you are going to see an expansion of that tax dollar or the earned dollar in the community. we know from all of our chamber of commerce and economic development surveys that those dollars stay in the communities and turn over anywhere from four to six times. that is why job growth and job creation is so important. when you look at the net positive with jobs growth since we had the downturn in' 08, that comes out of the small business sector and that is why we need to push the growth for small businesses and incentivize the

potential for businesses to grow. i think that having the small business tax cut is the way to go. you are reducing that first imposition of the first dollar of taxes on the small businesses. >> on march sixth on the program, you said this about a presidential endorsement. i want to play it. >> you are served well by having competitive primaries and not enjoying the language of personal attacks. i don't think it hurts us it goes further. people are more engaged and showing up at the ballot box. >> for all intends and purposes, everyone sees mitt romney is the nominee. >> i think he will be the nominee. he is the presumptive nominee. i always stay out of primaries and looking forward to the time when he have an official nominee. i think mitt romney will be the nominee and he will be the next

president of the united states. >> you are endorsing him this morning? >> no, i'm not making official endorsements. come on now, luke. i am saying i think he will be the nominee. i enjoyed working with the rnc to raise the money that will be there for that eventual nominee to make certain that we have a republican in the white house. >> should a woman being his vp pick? >> think what mitt romney will do is choose the most qualified person for the job. it doesn't matter if it is male or female. what we need to do is look at this. jobs and the economy and health care and the price of gas at the pumps. those are the issues that are going to define this election. when you look at the philosophical issues, it's freedom, free markets and free people. we are right on the message.

>> mitt romney is putting long time adviser beth meyers in charge. they are filing a campaign and joins us live in washington. peter, it's on the cover of the "washington post." how to get a vp nod. say you don't want the job. how is it looking for the vp? >> the speculation begins across the board. beth meyers said as much about mitt romney as the choice for vice president. she is a campaign manager and a confidant for years and someone who we assume will protect the romney legacy. she understands what he wants and worked closely with him in the past. she will be very careful about this process. she always has been careful when she speaks to the reporters not to leak details. it will be a private process. the names have have been thrown

around. paul ryan and kelly from new hampshire. rob portman from the state of ohio as well. they are overshadowing the candidate like mitt romney. chris cristy is overshadowing them or marco rubio as well. >> romney raised eyebrows about going back to the departments that they heard outside the fund-raiser. how is the campaign responding about cutting? did you hear? >> you didn't hear anything you weren't supposed to hear and we want an across the board tax cut and we will cut spending. he said they will cut down on housing and urban development that his father ran under the nixon administration and they will shrink with the department of education or put it together if necessary. not eliminated completely. in terms of taxes, one of the things they ask is how does he pay for this across the board cut? among other things, one of the

welcome back to "the daily rundown." i'm luke russert in for chuck todd. if it's tuesday, somebody is voting somewhere. today it's in arizona's eighth congressional district. four republicans are facing off in a primary for the chance to have gabrielle giffords's term in congress. she endorsed ron barber who was shot twice himself in a 2011 shooting. he spoke about the decision to get into the race. >> i was wounded twice, once in the face and the other in my leg. it's been a long recovery, but i have to say in the last couple of months i made great progress. i'm not a politician and never intended to run for congress. as the congresswoman reached her decision, it was known a lot of people in southern arizona approached me. >> among the four republicans

running, construction manager and former marine jesse kelly is leading recent polls. to listen to the dam pain ads, you wouldn't know they are vying for a shot to serve. >> i'm jesse kelly and i'm not a politician. i'll a marine and a businessman. >> i was born a warrior and have been trained as a warrior. i'm running for congress. >> dave sit on is a father deeply concerned about the future of our country. he is not a politician. >> can't have too much negativity in this race. whoever wins will face barber on june 12th. the seat is up again in november and in august voters will cast primaries in the new district. because arizona has redrawn the district lines, most of giffords's old district will be

the new district two in the fall. the current district leads republicans. john mccain did the same in 2008. the question is whether barber and giffords's endorsement and the emotional attachment can keep them and the district calm. it will be interesting to see. it is far from a done deal. it has been over a year since an earthquake and is ysubsequent tsunami devastated japan. the first look inside fukushima's clean up efforts. thanks for being on the program. tell us, what did you see on the ground there at fukushima and how far are they along in the clean up and what concerns you most some. >> they obviously have a long, long way to go. when you go in, you see hundreds of tons of debris.

you have huge trucks and a storage tanker thrown about like they were my 4-year-old twins's toys. it's clear that there were substantial health questions that have to be address and concerned about unit four. there the six reactors. if for example you had an earthquake or a tsunami hit those particular pools, those pools could rupture and that could mean that the fuel rods could catch fire and melt down and you have radiation in the air that would be a huge challenge to control. >> the japanese are very proud people. they have been reluctant to accept outside help in the past. are they interesting to accept international help in storing these dangerous fuel rods? are they keeping it amongst themselves? >> i want to commend them for allowing me to make the trip.

i sit on the energy committee. i didn't think there was enough information getting out about the clean up. this has huge implications for nuclear power there and around the world. i think there regulators and regulators to their credit will say they are not as strong as our regulators here in the commission. i do think this is something that has to be addressed quickly and tepco has a ten-year plan for essentially moving the spent fuel rots to dry storage. that must be sped up because if another earthquake or tsunami hits, it could be very, very damaging and possibly more radiation than earlier. >> what are effect does this have on the united states? can they get in the water and go over to california in those

waters? >> i will not speculate about that certainly. these reactors are very, very close to the ocean. my home state, we have long been concerned about tsunamis and earthquakes. i think it's time to get this right. we need to focus on what kind of design there ought to be for nuclear plants and where they ought to be located. certainly the question of putting them right next to oceans and ought to be problematic to anyone. those are the kinds of issues that can't be kept up any longer. >> japanese exports are safe. if you are a green tea drinker like i am, you get green tea from japan, you shouldn't worry about that? >> i won't make scientific judgments. i think they made it clear that they have been able to handle much of the radiation because we stayed within the vessels. that's one of the reasons i'm concerned about unit four. ha is outside the containment

barack obama 56% and mitt romney 27%. you are on the romney campaign all the time. what are they trying to do to make mitt romney likeable. he is at fenway park and ann romney and the kids and he can't break it down in the likability numbers. >> they are confident that will change overtime. he is doing a series of things to try to present themselves to the american public. diane sawyer saw yesterday. it was an attempt at that. i am not sure they thought it went to plan, but you will see more of that going forward. more of him with ann and his family and more of him in situations like the we saw yesterday. >> mitt romney, today is tax day. he is filing a six-month extension. why do you think she doing that? >> the republicans love to land base the white house every time they do a friday news dump. it surprised me that they waited until about 5:30 p.m. last friday to announce he was filing

an extension. they will release the taxes before the election, but this is yet another playing into the o bam campaign's hands reminding everyone that he has a lot of money and very complicated taxes and it takes a lot of time for his team to get their heads around it. this being tax day, romney has not filed yet. it kicks the can down the road. we will not have the discussion about how romney's taxes are complicate and how rich he is today. we will have it in three months. >> also there is a sense of secrecy. >> also forgottenthat the argument back when he didn't want to release them? the primary. we will release them in april except it turns out not so much. >> they want to hammer the buffett rule too. they can point out to the people. >> you and jake the terminator

wrote this in politico. after two years of studying the gop's political agenda. republican leaders appear ready to play a supporting around me and his political wishes. they are prepared to have votes in congress. me about that. presidential politics playing a in congress with commercial votes some. >> votes to make commercials. >> this will be messaging until election day to under score each party's points on the economy and taxes. we started to see that on both sides. republicans and democrats too. yesterday there was a vote to impose the buffett rule 30% minimum tax on people who make more than a million. they pushed heavily and has no chance of becoming law, but something democrats will push time and again for the the rest of this year to reinforce. the same will happen on the republican side on taxes and cutting taxes and they are going to start to do that as soon as

thursday in the house. eric kantor to cut taxes for small businesses and folks who employ less than 500 people. these are things they do in concert with the campaign. >> you also vote that romney worked hand in hand with paul ryan in terms of getting briefed on the budget. personal phone calls. >> that's right. several phone calls and even before the budget was rolled out for romney to get on the same page. of course the ryan budget and the controversial plan on medicare is a clear wedge issue in the campaign and romney decided he will embrace that and he needs to be on the same page and i don't think he can shy away from that. >> one of the criticisms is this is the romney-ryan budget. for men, they essentially doubled down it seems in the embrace with paul ryan and could be a vp candidate. >> for paul ryan is, we will

have so much hints and look back and say we saw this coming. they are so intertwined. romney has not braved the plan so much and why pick him as the nominee and take advantage of his conservatives and his popularity and on the hill. i think paul ryan would be a serious boost to the campaign for a number of reasons. he brings a lot to the ticket. >> what are do you hear about that? >> it was boston late last week talking to folk who is would be running the search. they are careful in how they talk about potential candidates, but if he picks paul ryan, the election will turn into a referendum on the ryan budget and that's what they use to beat up republicans on medicare and social security and issues that scare average voters. that's something that the campaign is weighing heavily. if they can make this about the obama record, they are more likely to win. if it's about something like the
