the campaign take on the sloppy messaging here? >> mitt romney can't get his story straight on health care. not only did he disagree with what his advisers said, but disagreed with the past comments. he labeled the mandate a tax as recently as 2009. part of the reason for this is six years ago mitt romney agreed with the president that we should take on rising health care and provide affordable health care to people. he included a penalty mandate in his legislation in massachusetts. his legislation should serve as a national model and it did. six years later, he didn't believe any of those things and should allow insurance companies to discriminate if you have a preexisting condition or charge women a billion dollars a year more for health insurance. >> who are president obama believes and how it was sold to

the american people and reconciling that with what the supreme court and chief justice john roberts said, how did the two add up so that the president can try to convince people why his legislation was good for the country in the first place. if he believes this was always a penalty in the first place and the supreme court labeled it as a tax. >> the court upheld the law. the penalty hits the 1% of the population who can afford health insurance, but hasn't gone to get it. they are going to emergency rooms rather than seeking preventive treatment that is driving a hidden tax on the rest of us. the 85% of the population that does have insurance. bumping up premiums $1,000 a year. >> if the president doesn't agree it's a tax, he has to be thankful that the supreme court decided it is. >> this is a penalty and administered through the tax code. there similar penalties out

there. if you are an insurance company and failed to notify somebody who lost their job that they are available for cobra coverage or a wine producer who mislabeled wine. there similar penalties and ultimately the court said this was constitutional. >> this was a big win for the president and reelection. the shift now coming out tomorrow for the economy and the june jobs report. it could be a ow. the recent numbers have been up to 8.2% and barely crossed the threshold after the month. what is the case for reelection given slow or stagnant growth for people? we saw the beginning of the year start with a boom and the pulse weaken as we continue. >> where we were at the beginning losing $800,000 a month on the brink of depression that created more than 3.3 million jobs in the private sector. you have seen what the president

has done. the auto industry was on the brink where we will be today linked to the auto industry. a million jobs up and down the supply chain. we should let it go bankrupt and rescue loans to the industry. there is nor we can be doing. the president had a plan on the table that we create a million jobs and keep teachers in classrooms and cops on the street and rebuilding the roads and bridges. mitt romney opposes that plan and said the economic plan he put forward could lead to another recession. there is more we can do in the long run and that's what the president will be talking about. by building from the middle class out and investing in education and manufacturing and research and development so they can outinnovate and outeducate the rest of the world. >> we will know when we see the numbers tomorrow. the press secretary for president obama. later this hour, we will hear

from the rnc's secretary. we will bring in the political power panel for today. the national political reporter for politico. editor of double think magazine. great to see all of you this morning. president obama is going to be out there pressing the auto bailout and how it helped in states like ohio. ben is talking about the fact that one in eight jobs are touched by the auto industry in ohio. that has an appeal with work class whites saying he was against that. how is romney going to be able to be out there and counter that argument? >> he didn't tout the record in those states. ohio and pennsylvania are run by republican governor who is tried a pro growth policies and romney will support and not be in opposition the same way

president obama will be trying to undermine the policies. >> i want to bring up joe the plumber. he is running for congress and told abc news that the president should be embarrassed given the economics and the state of things there. when we talk about the economics and the state of things there, the state has an unemployment in may, 7.3% and 7.4% where the president will go tomorrow. what does the president need to do to counteract the real anxiety out there. it does exist and it's not a falsity. >> i think he should do exactly what he is doing which is talking about what he is going to do. there is a diversification what obama is talking about and what romney is doing which is saying woe is me and woe is the country. i will give you proof. this morning in a conservative

publication he said about his own nominee, mitt romney, he is only for something. he is only against barack obama and the bad economy. he needs to be for something. what you do see is a huge diversification between barack obama who is talking about what he is doing like the auto industry bailout, etc. what is mitt romney doing? gloom and doom. that's a perception issue and something people in working class states in ohio and pennsylvania see, feel, understand, and they can feel the pain and we all remember what bill clinton did to connect with people. there is a difference between the two. it's a different vision. >> i want to go to mitt romney and the health care switch. he is being confronted about the penalty versus the tax issue. take a listen. >> the supreme court is the final word? they said it was a tax. it's a tax. that's what they say it is.

>> to keep this all in context, romney advised to chuck todd of where it's a mandate or a penalty. what we put in place in massachusetts was a penalty and disagrees with the court, but on tuesday he said on cnn, our position is the same as mitt romney's position. it's a tax. yesterday from romney, the courts said it's a tax and therefore it is a tax. is there anything or anyone who is properly managing the romney message when it comes to how they feel about the supreme court ruling? it seems like they are caught flatfooted on this. >> what the situation with the desperate comments what from what they show is how dangerous an is she for the campaign. the issue is an individual mandate. what mitt romney did in 20007 and that's the issue that brought the tea party national prominence and one of the most

politically charged issues to date and something he has to be careful with. now the obama campaign as we heard earlier, mitt romney doesn't stick to his guns. he is changing for political expediency and that's something you don't want to see. >> how does it not look like the tail is wagging the dog on health care? >> the challenge is the fact that the supreme court came out with the ruling that it's the tax. the democrats don't want to rule on the idea that they imposed a tax. they want us to embrace the constitutionality of it while ignoring the rest of it. it's a tax and a penalty and hard to communicate that to a lot of people who were not mired in health care. this is not a problem for the romney campaign. this gives them an excellent opportunity to hit this president for going back on the promises he made. he said he wouldn't raise taxes and would impose a mandate, both of which he went back on.

after they misled the court about the finances. they are awaiting the court decision. more alleged terrorists following early morning raids that netted six suspects. armed police used grenades and stun guns in the operation in separate locations across the city. one was a mile from olympic park and officials say the suspects were not linked to theç upcomi gyms. iran is threatening twist retaliation to an attack on the country. iran's military said they could destroy bases within minutes of an assault. iran's missiles could reach 35 u.s. bases and american officials are skeptical of those claims. this week iran spent three days testing the missiles and the drones. survivors of a fourth of july boating tragedy of mourning the loss of three children in the waters off long island. their yacht capsized seng 27

the air temperature hitting 102. that would tie a record setç i 1911, more than a century ago. with the humidity which is expected to climb this afternoon, the heat index could hit 115 degrees. it's so hot here, the streets are buckling in downtown chicago. along columbus drive along brant park. they have clezed the chicago public schools and closed summer school classes today in 18 schools that don't have air conditioning. the heat is not just here. it's across the region. we had triple-digit highs and expected again today in st. louis. they had eight straight days. today if they hit 100 it will be the eighth straight day they have been in triple-digits. highs and triple-digits as far north as minneapolis, milwaukee,

madison, wisconsin and no end in sight. the excessive heat advisory here in chicago in place through friday night over the weekend. we do expect a front to move through with storms that will bring the temperatures down. so far this year, the united states has set more than 41,000 hot temperature records, but fewer than 6,000 sold temperature roars. >> when you see the streets buckling and the video coming out, it explains ought. john yang live in chicago. i appreciate it. we told you a few minutes ago, there was a tragedy on the fourth of july off of long island and the other story with story being electrocuted while they were swimming on the fourth. two siblings were killed while swimming near a private dock near the lake of the ozarks. both died at the hospital. faulty wiring on the dock that wasn't grounded properly is most lick le to blame.

>> two boys swimming on house boats when they were struck by an electrical current. died and an 11-year-old is on life support. a faulty cord may have caused that accident. we move on this to this story and a lifeguard sprang into action when a holiday swim turned dangerous in florida. he helped save a life, but couldn't save his own job. live in florida with the story that has many outraged. >> this lifeguard has a job to save lives. he was fired after trying to save someone from drowning. when a stranger ran up to him asking for help, lopez jumped out of his chair. >> i was on stand and a guest came up and said there was someone drowning and people were screaming. i started running in the direction. >> here ran past a grown flag marking his zone it a location several hundred feet away. there a man was struggling in the water in an unguarded

section of the beach where a sign sai swim at your own risk. >> i heard tommy saying i'm going for a risku, but it's out of our zone. our manager, matt williams was saying don't go. call 911. >> lopez arrived at the scene and beachgoers pulled the man out of the water. >> iç put him in the recovery position and had a nurse come and help me. >> he cared for the victim until paramedic arrived. when he got become to his chair, he feared he was in trouble. >> i'm going to lose my job. >> the management, outside company used by the city to manage the lifeguards fired lopez for leaving his assigned area and not following proper procedures. >> i was prepared for it. it wasn't too much of an upset because i had my morals intact. >> here knew the incident wasn't in his zone, but he felt like he had to do something. nbc news spoke with the management company where the

bail on bond. a florida judge granted a bond a second time around to george zimmerman. we are trying to get the exact number of what they issued the bond for. we will work on that, but the orlando sentinel is saying it's $1 million. a florida judge granting bond a second time around with the local florida newspaper there. the sentinel reporting it at $1 million. in june they revoked the bond after learning that they misled the court about the finances and nbc has independently confirmed that george zimmerman has been released or granted a bond. we will see how he posts on that and whether or not he will be getting out of jail today. coming up next, the american dream. myth or reality and what many think about the june jobs report. you can weigh in on the stories of the day. just tweet me.

economy of 300 million people, we need the jobs to stay flat. people being born and entering the workforce. it's not that job growth was that good and tomorrow is not going to change the conversation at all. even if it's 150 or 200,000. things are getting worse or bad to feel like theyç are and the fact that it's not getting worse will give the ammunition to feel like things are stable. >> we continue to hear about th taking place in europe. explain that as we go into the summer now, and here we are halfway through the year and people are going to take their eye off of what's taking place. obviously, family vacations, things that are going on, but europe remains pivotal to our economy here and moving forward in our recovery. >> so, you're going to have a lot of really weak economic data in july that reflects a lot of concern in april, may, or most of what the data we get is

backward-looking, because you know, you don't get a lot of realtime -- >> it's monday morning quarterbacking. >> so, you get a lot of weak stuff, because in april and may, a lot of people around the world, america one of that part, felt like, oh, my god, if the eurozone collapses, that's going to have incredibly bad ripple effects. the problem then is, again, you have this even division in the united states between people who feel like things are okay and getting better and people who think that things are bad and getting worse. so, when you get the jobs report and then you get this information in july that reflects weakness in the past, it will enter the same dynamic of people who think things are getting better will say, oh that was just the past, it was just the spring. people who think things are getting worse will see, i told you so, and then the political dynamic is going to be the republicans are going to say this proves that the recovery is terrible and obama has messed up, and democrats will say it just was europe in the spring and things are getting better. and unfortunately, i think this is the kind of dynamic we're going to be in, because we're not going to get this incredible we're off to the races signal
