president is headed, it's none like that poll. the democrats support the republicans -- i'm sorry, democrats support president and republicans support mitt romney. we use this number at the top. just 142,500 persuadable voters. in a state the size of iowa, that is preposterous. how does either side appeal to a state with that unemployment? >> for president obama he has to hammer away at the idea that his policies have been working for them. i think for mitt romney, he is not going to be in iowa today. i am sure he will go there and every little bit counts and i think mitt romney can go to iowa and say you are doing fine. you are doing okay. you could be doing better. 7.4% unemployment. >> 5.1. >> 5.1.

mitt romney has been saying if he were president he could bring unemployment down below 5%. mitt romney would have a message he could take to iowa and independent voters who are concerned and worried about where the country is going. the economy. >> i want to bring in an iowa congressman who knows about his state. good morning. >> good morning, chris. >> we saw the president get on the plane. it will be his fourth visit to iowa this year. the first lady has been there multiple times and the vice president has been there. this is a state with 6 electoral voels. the governor said all these are a sign the president is in trouble. iowa launched him and think iowa is going to sink him. iowans really feel betrayed. what's your response to the governor? >> the governor doesn't know what he is talking about.

if you look at the same numbers, the governor takes full credit for. the bottom line is the same policies the president promoted to get us out of the worst recession since the great depression have been working in iowa because of a combination of investments in education and trying to rebuild our manufacturing infrastructure which has been devastated bia decade. my work has been focussed on rebuilding the manufacturing base which is absolutely critical to expanding our little class and providing stable employment and good-paying jobs to help us claw our way out. >> for the picture is so rosy there, to the governor's point, we know this is going to be a tight election and the president only has so many hours in a day. why is he there so often and sending his top surrogates and

the first lady and the vice president if he is not worried? why is he spending so much time in iowa? >> iowa is still an important state in the president's strategy for wing reelection. that's the bottom line on how c campaigns are conducted. we have the most nonpartisan reapportionment in the country. that's a good thing. you have to make your case on what you are doing to improve the quality of life for the people you represent. the president is going back to talk about building the little class from the inside out. rather than from failed economic policies that mitt romney would follow that have been proven disasterous from the middle class. >> you wrote an op ed. obama is bet betting on american workers and romney isn't. the rnc chairman is launching

250,000 deserve the tax cut. the president said it well. if everyone republican and democrats, liberal and conservatives agree that these people deserve a continuation of the tax cut, why don't we just do that and as it relates to whether it's a million or a billion, put that aside and let the politics prevail then. >> part of the problem is that $250,000 is different depending on where you live. for someone like chuck schumer who had to be pushed by the white house to agree to this, and nancy pe loelosi in san francisco. that's not the same as a quarter of a million. the average price, for example, of a manhattan home is almost $1.5 million so $250,000 is different for someone who lives in new york city. you can see the difficulties for

now. on average, a person in this group i was showing you makes from around $3,000 a year up to just under $15,000. these are the poorest living on 26 to 133% of the poverty line and in addition rejecting medicaid, some are rejecting creating their own insurance exchanging, another of the law's requirements. these are designed to be amazon.com, but they only sell insurance plans. perry is saying no these two, but for texans, that won't change too much. they can still access a federal exchange. the pricing though lower, will still be out of reach for many of the poor i just described. as for the other major groups, people with preexisting conditions, that coverage has been implemented, but a repeal of the law could put them back in the uninsured column. in four don't have insurance, but the rest of the top ten

forward. the individual mandate as we know was mitt romney's idea. he implemented it in massachusetts and it's working well in massachusetts. chris, one of the things that bothers me about the congress having this vote to repeal obama care is that the people casting that vote, the republicans are themselves receiving taxpayer subsidized health care. i think really to be fair, if they want to take health care coverage away from 33 million americans, they should at least give up their own subsidized health care. >> sorry there hypocrisy on the part of those who get health care and continue to get health care? >> except what the governor is saying every american would like to have the coverage that congress has. they have their own choice of doctor and hospital. that's not included in the obama care and they are getting coverage because their employers

choice between obama care and what the republicans would propose which is repealing obama care. it has no free market incentives and it will limit access. as you are discussing, it will put more people off of insurance. obama care passed yet we are talking about now we will have less people insured. that seems to be the exact opposite of the direction we wanted to go. less access and healing care will be more expensive and 83% of doctors considered getting out of the profession. when the baby boomers need it, doctors are considering getting out of the profession. that can lead to one thing. rationing. higher costs and rationing and less care. that's what obama care will get us. everywhere where the free market access is. high are quality and better cost and higher quality and more access to care. these are things like liposuction and cosmetic surgery

and certain dental procedures. those have all gone down. those are on the free market. they are not mandated for care. you would have lower cost, better quality and more choices than you would with obama care. >> clearly part of the republican message is resonating when they say too much government and too expensive in a time of economic uncertainty. this was a little while ago on "the daily rundown," they said this about the aca. >> america needs health care reform. obama care is the wrong prescription. the wrong health care reform and we need to get it off the books. we need to look at the policies that will ensure access for every american to affordable health insurance and health care in this country. >> would you agree that there parts of the plan that maybe need adjusting or fixing and how do you approach those. >> the president said he is open to making changes as we go

forward. the fact is that the only part of obama care mitt romney and most other republican leaders object to is the obama part. they say they like dealing with preexisting conditions and they like getting rid of lifetime caps and on and on. after the supreme court ruling, mitt romney stood before the capitol and he said i will get rid of it on his first day. i will take coverage on my first day in office and proceeded to say we like the fact that we ought to have provisions for preexisting conditions and so on and so forth. the american people like the affordable care act when you explain to them what it actually does. what they are being confused by is talk about liposuction and all this crazy stuff. what we have in this country are

millions of people without access to quality affordable health care. obama care will provide that for them and that's why i believe the president me ins to move forward. we need to move forward and make sure that this plan is implemented and when mr. romney comes up with ideas of his own, we will listen to those. maybe we can incorporate them. >> we don't have a strong alternative on the republican side. the governor is right about the polls. people do like coverage for preexisting conditions and their kids up to 26. there many provisions of this health care law that people like and don't top the see go away. >> of course they do, but nobody is denying health care. we have the best access in the world. i was in a hospital that doesn't accept medicare. it is the law. >> then why are so many people in texas uninsured? >> because they can't afford it. we need to drive down the cost of insurance and raise people

out of poverty. we are doing nothing to address those things. that can only be done on the free market and get people wealthy enough to afford insurance in the first place. nobody is denying coverage. everybody would buy a policy if they can afford it. those who can't buy it. we can address that. why don't we give everybody a tax credit and you can use that to purchase insurance. if you don't want to use it, it stays in the government for those who don't want insurance and you will be stuck this that fund. there lots of solutions to this problem. you don't drive a wedge between the doctor and their patient where doctors are legally liable for making decisions about a person's health care. that's wrong. >> rick tyler, to be continued. thanks to both of you. developing now on msnbc, a massachusetts man will plead guilty in a plot to fly remote control planes packed with explosives into the capitol.

department will be in court fighting a texas law that requires photo id for voters. joining me is texas congresswoman sheila jackson. good morning. >> it's a pleasure to be with you this morning. >> i know you know some states have voter id laws. some have strict laws. if the case does go in favor of this new strict voter id law, how do you think it would affect elections? >> i'm glad to know that general hole holder has gone to the seat of the crime and going to the naacp and speaking about the failures of voter id laws across america and particularly in the state of texas. in actuality they are voter suppression laws. our state has filed lawsuits against the affordable care act with the highest number of uninsured. they are filing for one simple reason. to go to the supreme court and determine that the voting rights act of 1965 outlived its

purpose. this law is to suppress voters because it goes hand in hand with the texas effort to purge 1 million plus voters in the state of texas. me whether or not that is a state looking for voters? they are not. not your student id. this law provides for a state-issued id that more than 20% plus do not have the safety office in those counties. if this was a question of voter impersonation which is what they do, they need to show the statistical analysis of how many people showed up and tried to vote as someone else other than themselves. >> the naacp today. mitt romney is going there tomorrow. just looking at it objectively, you may think it's an exercise in futility since the vast

majority of african-americans in 2008. the fact that he is going there, does it tell you he thinks he can win over african-americans? he will be talking about jobs and given that unemployment rates for african-americans were at 14.4 percents are in june, could he have success? >> as the voter id law is under a false premises, they are nonpartisan and we are delight that mr. romney will be there and the vice president will be there on inside houston. mr. romney will not only speak the words, but stand on his record in massachusetts when she was governor and had the lowest amount of job creation. at bain capital he outsourced jobs. i hope he will say he is in support and acknowledge that is suppresses votes of minorities, latinos, elderly, soldiers and african-americans. i hope he will indicate that if
