good ideas. what's standing in our way is our politics. >> reporter: the white house and congressional leaders have agreed to fund the government into the first quarter of next year. but they still haven't figured out a way to defuse the massive spending cuts, the so-called fiscal deliver that kicks in on january 1st, if lawmakers can't find middle ground. lawmakers return in september, but it seems unlikely either side will be willing to bend before the elections. new polls show president obama head of republican rival mitt romney i some key battleground states. the president has an edge in ohio, florida and pennsylvania according to new polls from quinnipiac university, the new york times and cbs news, according to the "times," november's winner should win at least two of those three states. meanwhile, rockny is about even with the president among independent voters in florida and ohio on the key issue of the economy. the obama administration is calling syria's president bashar

al assad a coward for remaining in hiding while telling his military to step up the fight against rebels. assad's call appeared in his army's official magazine. meanwhile, the united nations reports a significant escalation in syria's civil war with the military using war planes to fire on opposition fighters in the battle for the country's largest city, aleppo. back at home, the nation's staggering drought crisis is spreading. on wednesday, more than 200 counties were added to a list of disaster areas covering massive parts of the u.s. and the fallout from weeks of hot, dry weather is going well beyond the farm fields, as nbc's ann thompson reports, it could bring one disaster on top of another. >> reporter: this is america, land of the dry. reservoirs evaporating, rivers barely moving. farmland cracked and poarched b a persistent drought.

the u.s. department of agriculture reports almost half of the nation's counties have been declared disasters because of the drought. much of the west, midwest and southeast bathed in red, having endured severe droughts this year. the fear in colorado county texas is potential wildfires, fuelled by the trees killed in last year's drought. >> we very well in rural lands may have lost between 105 million trees. >> it's been so hot in minnesota, even its famous lakes provide little relief. >> we had temperatures pushing 90 degrees in some of our shallow lakes. >> causing fish kills in at least 25 lakes. withering in the fields, the price of corn set a new high this week, but there's other trouble, too. 37% of the soybean crop is rated very poor to poor. 66% of the nation's hayfields are rated very poor. >> we need to plan ahead, because we know and the science

tells us, that under a changing climate, droughts will be frequent and more intense across the united states. >> reporter: the nrdc says 60% of the states have no such plans. a crisis expected to impact food prices and family budgets as much of the nation remains stuck in a very dry place, ann thompson, nbc news, new york. no end in sight. for a look at the national weather, we turn to nbc meteorologist bill karins. that's the frustrating part. when is the heat going to end. >> usually middle of september is when we get the colder air coming down from canada. but the other thing that can happen is we can get tropical weather, beneficial weather from a dying hurricane. the reason that's all timely is because we actually are now tracking storm system that could be a problem for someone in about a week, maybe eight to nine days from now. this is tropical depression number five. still well out in the middle of

atlantic, not going to affect any land areas for a while here. here's the southeast u.s. coast with florida, the bahamas, down through hispaniola and puerto rico and the lesser antilles. intensity forecasts not notoriously very good, especially five days in advance. but what we care about is generally where the storm is going to head and if it's heading for warm water and areas where it could develop. this is the latest hurricane path out from the national hurricane center. takes it to be a strong tropical storm somewhere near jamaica tuesday morning, possibly as far north as cuba, possibly as far south as nicaragua and the honduras border. the drift in trend does say it could be heading for either western cuba or cancun wednesday. after that the gulf of mexico. if you're in texas to florida, everyone needs to watch that closely. as far as the drought, yesterday it was incredible day. second hottest day ever in

welcome back to "first look," i'm lynn berry. here's some of the top stories making news this morning. an arizona state law banning abortions at the 20th week of pregnancy will not take effect today after a federal appeals court temporarily stopped

enforcement until an appeal can be heard. law was ruled constitutional by a court judge earlier this week. the "washington post" reports three u.s. airways commuter jets came within seconds of a mid-air collision at reagan national airport on tuesday after confused air traffic controllers launched two outbound fights directly at a plane coming in to land. fortunately they did pass each other safely. the faa says it will investigate. in massachusetts, the driver of a recreational vehicle was backing out of his driveway when it wound up floating in a swimming pool across the street instead. the driver was taken to a hospital. there's no word on what led to the incident. eight female badminton players have been kicked out of the london games in the first mass disqualification in olympics history. now officials say the players from south korea, china and indonesia played poorly on purpose, to secure a more favorable position in the next

round. not such good sportsmanship. and london's mayor, boris johnson decided to try out the zip line in victoria park. minor detail, he got stuck in mid air, just hanging there from a dropping line until he could be pulled the rest of the way down. now here is your first look at this morning's dish of scrambled politics. republican senator scott brown of massachusetts has been promoted. he was a lieutenant colonel in the army national guard and he has now taken the oath of office as a full colonel. nbc news reports president obama told a crowd in ohio, that mitt romney's tax plan would hurt the middle class, citing the nonpartisan tax policy center, the president saided average middle class family with children would be hit with a tax increase more than $2,000. the house ethics committee has concluded that house member california democrat laura richardson was found to have violated the law and was fined $10,000 for misconduct.

richardson who is seeking another term in november was accused of pressuring staffers to work for her campaign. senator patty murray of washington state says she considers a win in november to include keeping control of the senate. murray is the head of the democratic senatorial campaign committee. and now you can check the twin decks as it's being called by some. the new twitter political index, which measures the ratio of positive feelings of twitter users about the candidates. president obama leads today's twindex, 44-26 over mitt romney. that's your morning dish of scrambled politics. and now here's your "first look" at how wall street is going to kick off the day. the dow opens at 12,971 after it fell 37 points yesterday. the s&p lost four, the nasdaq dipped 19. taking a look overseas, the nikkei added 11 points, in hong

kong, the hang seng dropped 130. tumultuous trading led stocks lower. investors were disappointed with the fed's decision to hold off on immediate monetary stimulus, despite acknowledgement that the economy has lost steam this year. a technical glitch ledded new york stock exchange on a wild ride. an uptick in private-sector hiring wan offset by a slide in u.s. mring. on the earnings front, comcast, the parent company of this network, added 3% after beating second quarter expectations. green mountain coffee rose 13% on its quarterly profit and stock buy-back announcement. automakers ford and gm hit a july sales slump while rivals chrysler, volkswagen and nissan weighed in with healthy increases. toyota is recalling nearly 800,000 rav 4 crossover suvs and

lux us sedans for suspension problems. san bernardino filed for chapter 9 bankruptcy protection last night. the tax on a $25,000 prize for a gold medal is estimated at just under $9,000. and finally, google's purchase of social ad start-up, wildfire, could lead to some awkward moments for the zuckerberg family. mark zuckerberg's sister, who works for wildfire is now a google employee. she posted the news on her facebook page. well thousands of people across the country showed up at their local chick-fil-a yesterday to take a stand in now what has become a nationwide debate over family values and freedom of speech. nbc's john yang has more.

president obama is making his way through key swing states today. he'll speak to college students in florida this afternoon before heading to an event at a high school in northern virginia. yesterday the president said that under mitt romney's tax plan, more americans would see the government take a bigger bite out of their paycheck. >> the centerpiece of my opponent's entire economic plan is not only to extend the bush tax cuts but then to add a new $5 trillion tax cut on top of it. they're asking you to pay an extra $2,000 not to pay down the deficit, not to invest in our kids' education. mr. romney's asking you to pay more so that people like him get a tax cut. >> a study from the nonpartisan tax policy center found that 95% of americans would pay
