they are hoping the show can go on today with ann romney and new jersey governor chris christie. then scheduled speaker bobby jindal of louisiana is staying home as residents are boarding up. the storm surge could reach 6 to 12 feet with between 6 and 20 inches of rain. wnbc meteorologist raphael miranda is tracking the storm for us. the fema director is saying don't be fooled. >> that is right, chris. it is not the winds, but the storm. a large storm. it is a different threat headed to the gulf coast. the latest advisory still has isaac at a 70-mile-an-hour tropical storm. look at the moment to the west. 7 miles per hour. it is creeping along in the gulf of mexico. once the heavy rain begins to

move onshore, that will be the problem. as we look at the satellite picture, isaac is trying to form an eye, not successfully. we are seeing more wrap around convection. signs that isaac is strengthening and could become a hurricane as we head into the afternoon hours. here is a look at the radar. new orleans dealing with outer bands moving in. the rain threat and also a severe weather threat will continue throughout the afternoon. again, that path does have the potential for isaac to strengthen into a category one storm as it moves slowly to the northwest. not making landfall until later tonight around new orleans and drifting north and west inland. it will dump copious amounts of rainfall. you see tropical-storm-force winds. chris. >> raphael, thank you.

let's go to the "times picayaune" paper. we have tamron hall in new orleans. tamron, we have been talking about this. the seven-year anniversary of katrina tomorrow. it has to be giving an extra dose of anxiety to people. >> reporter: absolutely it is, chris. the mayor and other city officials have reminded people that katrina is a different storm. every storm is different. i talked to a woman last night who in 1968 rode out the hurricane then. she will stay here if it turns into hurricane isaac. right outside of our hotel here. this is what you see here in the french quarter. a lot of people will know this as the famous french quarter. a block southwest of canal street. the famous street with the trolley. you see this everywhere. this was once the material used

to put up the flood wall at the hotel. you have tourists still in the area who could not get out in time. perhaps did not have the money to get out. they are also riding out the storm. this is significant. you know, the french quarter deals with tourism. you see the outer band. it turns and a drop of a minute or less that these bands are coming in. this is a big tourist area. the tourists are i s are in the hotels. i talked with a woman last night. she was headed out to baton rouge. she said she was too afraid to stick around here. this is a whammy in many ways with mother nature and the economy. the french quarter still trying to get off its heels after hurricane katrina. we are standing out here with an outer band. the guys behind me are putting up another flood wall. they are worried that isaac will sit on top of new orleans.

if that happens, they will have a flooding situation. the officials i spoke with are concerned this water will not get out of here if isaac sits on top of new orleans, chris. >> tamron hall, thanks to you now. i know we will see you later. 2:00 for "news nation." thank you. joining me now is john young. the jefferson parish president. that includes the largest suburb. mettarie. there has been a state of emergency declared. what is your biggest concern? >> we have two big concerns, chris. number one, in those communities in jefferson parish outside of the crown point and our primary concern is coastal flooding and tidal surge. with our protection, you mentioned we are better protected than katrina.

this is a different storm. it has a wide berth. we are concerned about rainfall. we had 14 to 15 inches last year during tropical storm lee where we were able to keep up because the bands gave us relief. the pump stations could keep up. the pump system is designed to drain. pump operators will be at the stations at work 24/7. they have been there for a day now. getting ready for the storm. we pumped down the canals for extra storage capacity. we are asking residents who have not left yet to hunker down. >> we know that so much has been done. billions of dollars spent on the levees since hurricane katrina. do you feel you are better prepared because of hurricane katrina in lessons have been learned on the ground? >> absolutely. we are better prepared with the

infrastructure. we have better cooperation among the parish leaders in the region. we have support from the state. the federal government. we participated in the conversation with president obama. craig fugate from fema. a lot of times, chris, it is not just surviving the storm, but surviving the aftermath. the other concern is power outages. we are concerned that power outages with the winds and trees. we had, unlike other areas of the country, we had severe rainfall almost every day for the last month and a half. the soil is saturated. we may have trees uprooted and trees and power lines don't mix. >> we are keeping a good thought for you. good luck to you, john young, jefferson parish president. i know how busy you are. we are waiting for the president. he is expected to come to the podium to talk about the

preparations for tropical storm isaac which is expected to reach hurricane strength by the time it makes landfall. let's bring in chuck todd and andrea mitchell. chuck, let's just start with the obvious question. what are we expecting to hear from the president? >> i think he will talk about the orders. he already signed some state of emergency issues that releases federal dollars and gets fema to do things. we will hear some of that. reminders about what you have to avoid when it comes to water. although it is a category one and everybody gets desensitized to it, the issue in new orleans is not the wind, but the standing water. that was the issue, of course, seven years ago with katrina. that could be the issue today. that is the concern. what you will hear is the parts of the federal government that has been put into motion that you sort of have to do legally

in order to get fema to do things it needs to do. >> andrea, you cannot avoid the comparisons with the president and fema then and fema now. craig fugate, he is somebody who spent most of his life in emergency service. he spent time in florida in emergency services. considered an inept federal response after katrina. >> that was a defining moment and bad moment for president george w. bush. there was the iconic picture of him flying over katrina looking out over the window of air force one. that is what the white house and the republicans want to avoid. the republicans in tampa want to make sure they are sensitive to what is going on in new orleans. the tone of the convention as we go forward is important.

they already, as you know, shortened the days of the convention. the president has to make sure the white house does not seem to be overtly campaigning at a time of crisis in new orleans. as the president is at least scheduled to leave today for iowa on a two-day tour of college campuses to energize voters who are not as enthusiastic four years as for him, he will have to call an audible and not complete the whole tour if things get really bad in new orleans. >> we are expecting the president in minutes. chuck, what are the chances that the president's schedule or the rnc's schedule change? >> the only entity knows this is an entity called isaac. the isaac, the good news is, it hasn't strengthened as fast as

it first feared. politicians now are very sensitive to this stuff when it comes to disaster preparation. craig fugate. he was hired by jeb bush who was praised for his handling of storms in 2004 when this state was just battered. that is why president obama hired him to depoliticize fema. >> here is the president of the united states. >> tropical storm isaac and the steps we are taking to keep people safe. i just got an update from secretary napolitano and mr. fugate and dr. rick knabb from the hurricane center on the preparations under way in the gulf. this storm isn't scheduled to make landfall until later today, but at my direction, fema has been on ground for a week

working with state and local officials in areas that could be affected from puerto rico, the u.s. virgin islands to florida and more recently, louisiana, alabama and mississippi. yesterday, i approved a disaster declaration for the state of louisiana so they get the help they need right away. particularly for the evacuations that are taking place. right now, we already have response teams and supplies ready to help communities in the expected path of the storm. as we prepare for isaac to hit, i want to encourage all residents of the gulf coast to listen to your local officials and follow their directions. including if they tell you to evacuate. we're dealing with a big storm and there could be significant flooding and other damage across a large area. now is not the time to tempt fate. now is not the time to dismiss official warnings.

you need to take this seriously. and finally, i want to thank everyone who has been working around the clock to get ready for isaac. the hardest work, of course, is still ahead. as president, i'll continue to make sure that the federal government is doing everything possible to help the american people prepare for and recover from this dangerous storm. and as we get additional updates from the hurricane center, as well as from fema in terms of activities on the ground, we'll be providing continuous updates both at the local and national level. thank you. >> a very brief statement by the president just saying that fema officials and their response teams and their supplies have been on the ground for a week. obviously, the force of the storm expected to be felt not just in louisiana, but if you listen to fema director craig fugate says the brunt may be felt in alabama and in

mississippi. he is warning people to be ready. not to tempt fate. he is scheduled as of now to leave in just about half an hour. get on a plane and andrea, go to the des moines international airport. he will start this trip. what is going into this calculation? we talked about the fact that the last thing the republicans want to see in prime time is a split screen. they are in some way celebrating mitt romney and on the other hand people are battening down the hatches. >> the president said at my direction, fema has been on the ground for more than a week although the storm is not expected to make landfall until later today. he is trying to send the message, that he is in charge and they are prepared. they have been working on this for more than a week.

try to perhaps innoculate himself. they will monitor this hour-by-hour. they can get in the iowa trip, but if they get the other two stops will be a day-by-day decision. this is unusual. usually the other candidate goes silent during the convention of his opponent. that is not the case. already, we have seen that bijo biden had been planning to come to florida to campaign. he canceled that days ago. as far as the convention, you have ann romney, the soft souel and then chris christie, the hard sell. you know they are on their way now.

a andrea was talking about looking down on new orleans from a plane. it is looming out there. could this be a positive for the president in a strictly political sense? not only does it make him look good compared to the previous administration, but it takes attention from the republicans at a time when they have a job to do which is to present mitt romney to the american people. >> you know, the president and democrats have to be careful about not acting like wahoo. one thing about the president is he is very calm in a crisis. he is very compassionate. in tragedy, he gets to be presidential. we don't know if he will go to iowa, still. that is the question. he can be presidential and on the flip side, perry is right. chris christie is known for his slashing wit. he is an attack dog. he cannot hit this president too

hard, especially if there is tragedy looming in new orleans. >> do you think they are tweaking his speech? he had spoken to joe on "morning joe." he said obviously that they have taken a look at his speech. he felt comfortable with his speech. will they tweak it up to the last minute? >> i think so. if they are smart, they will. they are smart. if things blow over today and we get good news, maybe he will be out there doing the attack dog role. if it looks bad, i think he will have to be gentle. this is not a time to be casting the president as an incompetent or any of the other things they like to use against him. >> are there any constraints, perry, if he decides to go forward with the political trip? >> he can go to iowa today. he is scheduled for virginia tomorrow. it the storm is looming, it will be unlikely to him to go to

looks like we should be okay. >> since katrina, the army corps of engineers raised and strengthened the levees in your parish. are there still gaps? >> absolutely. we have over $1 billion of money in the bank that is beginning to go out for bid for the corps of engineers that the levees we had to evacuate for would not have had to happen if we had the projects already built. the one substantial thing is we evacuated 7,000 residents and over 300 took shelter in a shelter we opened in bel chase. if we had not had that in place, we bus those people four or five hours away. that alone is a great thing we can leave those people close to home with a lot of elderly population, buses them long ways, who have health problems.

so the key is this is who we are as a party. we have these great leaders in mitt romney and paul ryan and chris christie and others who will be speaking at the convention. mitt romney is a great family man. we want people to see them raise a family. ann suffered through a lot of illness. their family came together. this is what people will look at as the whole picture. this represents americans across the country. we welcome them to join our team so we can turn the country around. mitt romney's team has the answer. the future will be a brighter future. they have an option. vote for mitt romney. their lives will be better. >> let me ask you both quickly. anything from where you are sitting, bay, that suggests to

going on? >> there is a new report out about the fees and surcharges there. for things like internet access and fitness centers. most of the time, you just accept it. according to the tisch center in new york university, hotels are estimated to take in $1.95 billion in the costs. that is a jump of 5.4%. they may not go much higher as hotels are running out of new things to charge for. not surprisingly, guests find internet access fees most annoying. this is something we kind of expect for free. you go a coffee shop, and it is free. a hotel that eats that cost may actually get more customers in the end according to the survey. >> air travelers may be able to use their laptops. i know their books.

now. >> good morning. >> i have seen forecasts of up to 18 inches of rain. what is your biggest risk right now? >> well, that is the biggest risk right now. it is still not a hurricane yet. still a strong tropical storm. it will affect the alabama coast. we have some mandatory evacuations that i ordered for the coastal areas and we're just waiting for the next few hours. we are expecting tropical-storm-force winds. >> most people seem to be ignoring the earlier evacuation orders. are you comfortable with people staying in their houses? >> of course, we cannot force people to leave. we can, obviously strongly encourage and by giving a

mandatory evacuation order, we encourage those people to leave. >> along the coast, one of the concerns is if you have tourists. i spent time along your gulf coast. it's beautiful. gulf shores. you have so many hotels. they don't want to send them out in the labor day weekend. are you concerned about the impact on tourism? >> the good news is this week, we had a 35% occupancy. certainly, labor day is one of our biggest weekends. it will be full this weekend. we hope the storm will be through by then. >> meantime, your party has been delayed a day by isaac. the convention. it is scheduled to go on as planned. are you worried there will be a problem with optics if there is a celebration in tampa on one side of the tv screen and the other, views of people in your
